Housing Cooperatives and Social Capital: The Case of Vienna

Drawing on the case of Vienna, the article examines the role of third sector housing for social cohesion in the city. With the joint examination of an organisational and an institutional level of housing governance, the authors apply an interdisciplinary, multi-level research approach which aims at contributing to a comprehensive understanding of social cohesion as a contextualised phenomenon which requires place-based as well as structural (multi-level) solutions. Using a large-scale household survey and interviews with key informants, the analysis shows an ambiguous role housing cooperatives play for social cohesion: With the practice of "heme-oriented housing estates", non-profit housing returns to the traditional cooperative principle of Gemeinschaft. However, community cooperatives rather promote homogenous membership and thus, encompass the danger to establish cohesive islands that are cut off from the rest of the city. Furthermore, given the solidarity-based housing regime of Vienna, fostering bonding social capital on the neighbourhood level, might anyway just be an additional safeguarding mechanism for social cohesion. More important is the direct link between the micro-level of residents and the macro-level of urban housing policy. In this respect, cooperative housing represents a crucial intermediate level that strengthens the linking social capital of residents and provides opportunity structures for citizen participation. However, the increasing adoption of a corporate management orientation leads to a hollowing out of the cooperative principle of democratic member participation, reducing it to an informal and non-binding substitute. Thus, it is in the responsibility of both managements and residents to revitalise the existing democratic governance structures of cooperative housing before they will be completely dismantled by market liberalization and privatization. In contrast to other European cities, third sector housing in Vienna has the potential to give residents a voice beyond the neighbourhood and the field of housing. / Series: SRE - Discussion Papers

Trabalha com a hipótese de que existe uma mudança dentro dos países da ALBA no que se refere à geração de coesão social a partir da aplicação de políticas externas que formam parte do chamado Socialismo do Século XXI. Este processo será analisado a partir de três pilares fundamentais da coesão social: distância, institucionalidade e senso de pertencimento, que se encontram dentro dos componentes estabelecidos pela Comissão Econômica para América Latina e o Caribe (CEPAL). / This thesis evaluates the impact of the Venezuelan foreign policy, towards the conformation of social cohesion inside member countries of the Aliança Bolivariana para los Pueblos de Nuestra América (ALBA), specifically the cases of Nicaragua, Ecuador and Bolivia. The development of this process will be examined through three dimensions of the social cohesion defined by the Economic Commission for Latin America and the Caribbean (ECALC): distance, institucionality and sense of belonging.

Exploring Breast Health Perceptions, Behaviors, and Social Cohesion among Ethnically Diverse Black Women

Purpose Study explored the relationships of ethnic identity, culture, and social cohesion to mammography, cancer screening, and preventive medical visits among African-American and Afro-Caribbean women in Broward County, FL. Purpose was to understand non-compliance to screening recommendations for breast cancer among disadvantaged Black women in an area of high prevalence. Methods A bounded convenience sample of 117 women (49% African-American and 51% Afro-Caribbean) completed a cross-sectional survey and a subset (n=87) participated in semi-structured discussion groups. Both measured perceptions related to breast cancer, defined ethnic identity or culture, and suggested social and cultural factors influence of ethnic identity, culture, and social cohesion on participation with mammograms and preventive medical care visits. Survey included the Multi-Group Ethnic Identity Measure (MEIM) and Other-Group Orientation Scale (OGO) for ethnic identity and the Risk Behavior Diagnosis Scale for cancer perceptions. Methods were bivariate, Mann-Whitney U, linear, and logistic regression. Results Half of participants (51%) self-identified as Caribbean. OGO was positively associated with overall attitudes (p< 0.01), perceived urgency (p = 0.05), and perceived benefit related to breast cancer. Linear regression indicated that Afro-Caribbean women (referent) would perceive less urgency to screen (p = 0.05) and lower risk for breast cancer (p = 0.03) than African-American women. Participants explained that personal and neighborhood cultural norms along with health perceptions along with structural factors connected to access and use of medical services influence Black women’s participation in preventive medical services and cancer screening. Conclusions Ethnic identity was associated with women’s perceptions of risk, urgency, and benefit for breast cancer screenings. These perceptions may have had a greater influence on the decisions of Afro-Caribbean women not to comply with screening recommendations or participate in preventive medical care actives than for African-American women. Compliance was also mediated by cultural perceptions of fear, relevance, motivation, and sense of support along with other structural factors. All had contributed to the varying degrees that Black women had sought medical care in this community. Thus, tailoring health interventions to account for variations in within-group characteristics is warranted. [This research was supported in part by NIH/NIGMS R25 GM061347.]

Högskolan i Halmstad har med diverse aktörer utvecklat projektet Campusplanen 2025 med målsättning att bland annat utveckla det framtida campusområdet vid Halmstad Högskola till en blandstad bestående av studenter och allmänheten. Syftet med studien är att undersöka och öka förståelsen för hur studenter vid Högskolan i Halmstad upplever att den nutida och framtida sociala infrastrukturen kan påverka inkluderingen och exkluderingen av olika studentgrupper samt deras möjlighet till social sammanhållning. För att kunna besvara vårt syfte och frågeställning har vi använt oss av en hermeneutisk vetenskapsteori med kvalitativa semistrukturerade intervjuer med olika studentgrupper. I analysen av vårt empiriska material använde vi Don Mitchells (2003) teori om det offentliga rummet, Jan Inge Jönhills (2012) begreppspar inkludering och exkludering, Pierre Bourdieus (1986) teori om kapital och Robert Putnams (2000) teori om socialt kapital. Studiens resultat visar att studenterna är i behov av en egen identitet och kapital för att öka den sociala sammanhållningen / The University of Halmstad has, with help from co-organizers, developed the project Campusplanen 2025. One of the objectives of the project is developing the future campus towards a mix of student and public life. The aim of this thesis is to examine and understand if students at the University of Halmstad experience that present and future social infrastructure could affect the inclusion and exclusion of different student groups and their social cohesion. To answer these questions, we used the hermeneutic methodology with qualitative semistructured interviews with different student groups. For the analysis of our empirical data, we used Don Mitchells (2003) theory about the public space, Jan Inge Jönhills (2012) concepts of inclusion and exclusion, Pierre Bourdieus (1986) theory on capital and Roberts Putnams (2000) theory on social capital. The results of this thesis show that the students are in need of their own identity and capital to increase the social cohesion.

Tied to the context there are virtual communities on sites of complaint, which allow the exchange of negative experiences, after certain consumption, often stimulating the promotion of social mobilization anti-consumption. In this sense, the research analysis the role of a virtual community of the ReclameAQUI site as a tribe that influence the behavior anti-consumption of it members, the light of the concept of social cohesion, of the social network analysis (SNA). The use of the SNA as a research method, in turn, allowing detecting the dynamics of interaction of interaction between social actors, together would be indicatives of social cohesion, conforming the proposition of the study. Being a descriptive research, with a quantitative and qualitative approach, made use of techniques to quantify relationships, through the application of a questionnaire. This in turn, identified general and specific measures of SNA, and formalized concepts that are not directly processed in pajek (software used in the study to generate networks that describe the different elements on analysis), in order to detect the social cohesion additionally, an analysis was performed to investigate the critical actors, observing their leadership skills. The inferences made were completed with the is of observation and interviews, which added also a qualitative research character. The results support an affirmative answer to the proposition of study and showed that consumers engaged in the community not only some members of the community acts as information intermediaries. Thus, through this research were pooled subsidies that point to the modes of communication and interaction, identification of groups, leaders, and network of influences, observation of production and transmission of information in the virtual community of consumer protection studied. Its main contribution lies in the fact of seeing not only the consumer but the group context in which it is inserted, through a perspective that considers the reality of social networks tribalized , determining actions of the mutual influences in anti-consumption. / Diante da complexidade e variedade de fatores que interferem no comportamento do consumidor, tem-se a influência de grupos, fenômeno que ganha novos rudimentos a partir da incorporação de um espaço de socialização distinto do mundo físico, pois se constitui em um ambiente mediado por computadores, que são as comunidades virtuais, estas apresentando características das tribos, tomando como base o conceito apregoado por Maffesoli (2006). Atrelado ao contexto visualiza-se as comunidades virtuais em sites de reclamação, que permitem a troca de experiências negativas após determinado consumo, muitas vezes impulsionando a promoção de mobilização social anticonsusmo, neste sentido, a pesquisa objetivou analisar o papel da comunidade virtual X do site ReclameAQUI como tribo, quanto à influência no comportamento anticonsumo de seus membros, à luz do conceito de coesão social, da análise de redes (ARS). A utilização da ARS como método de pesquisa, por sua vez, possibilitou detectar a dinâmica de interação entre os atores sociais, a partir da capacitação de fatores como conhecimento e proximidade mútua; reciprocidade e confiança; e cooperação que em conjunto seriam indicativo de coesão social, se conformando na proposição do estudo. tendo um caráter descritivo e uma abordagem quantitativa e qualitativa, a investigação se valeu de técnicas para quantificar os relacionamentos, por meio da aplicação de um questionário. Os resultados apoiam afirmativa à proposição de estudo e evidenciam que os consumidores engajados na comunidade não só desejam ter suas reclamações atendidas, como apresentam ações de ciberativismo anticonsumo, para tanto, alguns membros da própria comunidade atuam como intermediários da informação. Assim, através desta pesquisa foram reunidos subsídios que apontam para modos de comunicação e interação, identificação de grupos, líderes, redes de influências, observação, observação da produção de informação e a transmissão destas, na comunidade virtual de proteção ao consumidor estudada. In this sense, there was a comparative analysis of Family Farming Food Acquisition Program (PAA) set up in different cities in the state of Goiás, Itapuranga and Silvânia. The central contribution of the research is to identify and understand the formation and the types of social networks involving the program's actors in each location, as legacies of historical, social and political link, and what is its connection with the results of PAA. The articulation and dialogue between the social cohesion of networks formed and the effectiveness of a government program is the majorjor finding in this study. / Este trabalho apresenta uma investigação sobre como efeitos/resultados de uma política pública podem sofrer influência de elementos de capital social em redes formadas. Neste sentido, fez-se uma análise comparativa do Programa de Aquisição de Alimentos da Agricultura Familiar (PAA) entre dois municípios do estado de Goiás, Itapuranga e Silvânia. A contribuição central da pesquisa foi identificar e compreender a formação e a tipologia das redes sociais que envolvem os atores do programa em cada localidade, como heranças do enlace histórico, social e político, e qual sua ligação com os resultados do PAA. Na articulação e no diálogo entre a coesão social das redes formadas e a efetividade de um programa governamental reside o avanço deste estudo. Ainda, pretendeu-se perceber os efeitos do programa para os agricultores familiares, a partir de indicadores que fundamentassem a ideia de efetividade da ação governamental, que, por sua vez, estão ligados às características produtivas, ambientais e econômicas desses beneficiários, trazendo, por fim, a discussão das redes sociais e de sua significância a esses efeitos.

Abstract The aim of this thesis is to examine Interreg as an instrument for regional policy in the European Union. Interreg is an initiative designed to strengthen economic and social cohesion throughout the European Union by fostering balanced development through cross-border, transnational and interregional cooperation. But how does it work in practise? Three main questions are asked to answer this: How well does the implementation in the programmes work? How does the programme management look and how well does it work? What degree of efficiency does Interreg show in financial and physical effectiveness? With evaluation and implementation as theories the questions are answered together with a qualitative method. The conclusions that can be drawn is that Interreg strengthen European unions economic and social cohesion in form of integration and regional development that in many ways make it easier to travel and trade over the borders. One other conclusion is that the identification between the member states grows and the borders will more and more erase. Interreg does not lead to a more balanced development in European Union because of the programmes regional structure. Some obstacles do remain and the problem with finding common structures for cooperation between states must develop for further progress.

Procesos de comunicación para la cohesión y articulación social en las instituciones públicas en el Perú: un modelo basado en la Nueva Teoría Estratégica (NTE)

El proceso de formación de un gobierno –que, según algunos de los conceptos que se manejan sobre cohesión social, permitiría avanzar por la senda del progreso de la sociedad– carece de procesos articuladores que permitan su funcionamiento eficiente en la práctica. En ese sentido, se hace necesaria la creación de mecanismos que permitan el ejercicio comunicacional entre la población y sus instituciones públicas, de modo que la ejecución de proyectos se acerque al objetivo último que debería ser el bien común. Este trabajo propone un modelo que busca la efectividad comunicacional entre ciudadanía y organismos públicos, sobre la base de una conceptualización de la cohesión y articulación social desde una mirada comunicacional, considerando los aspectos, procesos y presunciones con los que actualmente actúan algunas instituciones públicas peruanas. Se plantea el concepto de desfragmentación organizacional, el cual contribuye a entender las brechas que alejan a la sociedad de la cohesión / The process of forming a government -which, according to some of the concepts that are handled on social cohesion, would advance along the path of progress of society- lacks articulators processes to function efficiently in practice. In that sense, is necessary the creation of mechanisms enabling the communication exercise between the population and public institutions, so that project implementation to the ultimate objective should be the common good approach. This paper proposes a model that seeks the communicational effectiveness between citizens and public institutions, based on a conceptualization of cohesion and social articulation from a communicational glance, considering the aspects, processes and assumptions with currently operating some Peruvian public institutions. The concept of organizational defragmentation arises, which helps to understand the gaps that keep society cohesion.

Rape as a human security issue, with specific reference to South Africa

The dissertation aims to explore the impact of rape on human security and hence to drawn conclusions about rape as a national security concern in South Africa. The dissertation puts forward six propositions to be explored and tested: · Forcible rape undermines human security. · The extent of rape in South Africa constitutes a widespread threat to the personal safety of especially women and children. · The constitutional commitment to gender equality, the empowerment of women, the rights of children and the right to security of the person are indicative of the severity with which South African society views rape. · These factors combine to render rape a national security concern in South Africa during the past decade, requiring direct measures to be undertaken. · This situation obliges a coordinated government strategic interpretation of the impact of rape on constitutional rights and stability, and evaluation of government policy in this regard. · An integrated government strategy that entails close cooperation with civil society is required to enable the countering and reduction of rape and the ultimate construction of a rape-safe culture in South Africa. The dissertation begins with a conceptual exploration of the concepts of rape, violence, gender violence, human and national security, and then provides an outline of how these concepts have been applied in the post-1994 South African context. Human security is identified as a core element of South African national security. Against the background of the conceptual definitions of terminology used in the dissertation, and the outline of the application of these concepts in South Africa, the extent and nature of rape is described and analysed. The dissertation avoids over-utilisation of statistics given that rape statistics are based to a large extent only on those cases that are reported to the police, and there is a range of factors that result in the under-reporting of rape. The dissertation then describes and comments on the government’s response to rape in the period 2000-2003, outlining the inter-departmental strategies that have been initiated by Cabinet. Through this analysis, the seriousness with which government and parliamentary representatives have viewed rape has been indicated, as well as the strengths and weaknesses of the governmental response to rape. This has enabled an indication of certain key aspects of governmental response that must be addressed if the security risk of rape is to be contained. The dissertation concludes that the propositions are indeed supported by the both exploration of the South African policy on rape, human and national security, as well as the operational practice of the relevant government departments. The dissertation indicates a strong emphasis on the criminal justice prosecution of rape cases, and an imbalance in the social crime prevention dimension of government’s response to rape. It is argued that for a successful strategy to combat rape and to achieve a rape-safe culture in South Africa, an integrated governmental response, with a close social compact with civil society, balancing both improved efficiency and effectiveness of the criminal justice prosecution of rape cases, and social crime prevention that addresses the causes of rape, is required. / Dissertation (M (Security Studies))--University of Pretoria, 2006. / Political Sciences / unrestricted
