Dans une étude linguistique qui met l’accent sur l’articulation entre le discours et la réalité politique, nous avons mis en évidence les transformations en matière de politique économique et sociale en République fédérale d’Allemagne (R.F.A.) entre 1949 et 2009. Par le biais d’une analyse des prédications dans un corpus constitué des discours de politique générale (Große Regierungserklärung) présentés devant le Bundestag, nous avons repéré les différentes contextualisations des concepts Staat, Wirtschaft, Wachstum, Wettbewerb et Markt. Chaque contextualisation, par le biais de laquelle le locuteur sélectionne une portion de la réalité, met en perspective une position référentielle dans le cadre cognitif (frame) activé par le lexème employé. Le cadre cognitif qui nous a servi à la fois d’outil d’analyse et de format de représentation constitue un réseau de concepts ; ses positions référentielles sont instantiées par les prédications. Nous avons pu discerner deux périodes riches en changements contextuels :1) La période entre 1969 et 1976 qui est marquée par des contextualisations de Staat, Wachstum et Wettbewerb dans un discours sur le renforcement de la protection sociale basée sur l’intervention de l’État, et par la mise en avant du renforcement de la concurrence entre les entreprises ainsi que par les avantages de la croissance. 2) La période allant de 1982 à 2002, déterminée par des contextualisations de Staat, Wirtschaft, Wachstum et Wettbewerb. Elle se distingue par la mise en exergue de la minoration de l’État-providence et de sa transformation, la modernisation économique, l’accélération de la croissance et l’extension du principe de la concurrence à d’autres domaines. Ces contextualisations signalent un « retour aux sources » de la soziale Marktwirtschaft et de ses directives néo-libérales.Les changements linguistiques intervenus et leur périodisation concordent grosso modo avec les changements politiques signalés par les historiens. Néanmoins, nous avons pu montrer que les recontextualisations peuvent servir à des seules fins stratégiques.Par ailleurs, nous avons mis en lumière l’ambiguité référentielle des lexèmes Staat, Wirtschaft, Wachstum, Wettbewerb et Markt qui entraînent une difficulté d’identification du référent envisagé par le locuteur lors de l’emploi de ces lexèmes. Ce phénomène, lié aux procédés métaphoriques et métonymiques en œuvre lors de la conceptualisation et de la dénomination des entités nous a conduit à émettre l’hypothèse d’une granularité différenciée des frames, c’est-à-dire un nombre de positions référentielles variables, dépendante du savoir encyclopédique de l’allocutaire. / In a linguistic study which emphasises the articulation between discourse and political reality, we have highlighted the transformations regarding the economic and social policy in the Federal Republic of Germany (FRG) from 1949 to 2009. Through the analysis of predications originating from policy statements (Große Regierungserklärung) delivered to the Bundestag, we have singled out the different contextualisations of the concepts Staat, Wirtschaft, Wachstum, Wettbewerb and Markt. Each contextualisation by means of which the speaker selects a portion of reality, puts into perspective a slot in the cognitive frame which is thus activated by the lexeme in use. The cognitive frame which has served us both as an analytic tool and a format of representation constitutes a concept map; its slots are instantiated by predications. We have differentiated two main periods which offer contextual changes: 1) The period extending from 1969 to 1976 is characterised by the contextualisations Staat, Wachstum and Wettbewerb in speeches on the strenghtening of social protection based on State intervention, and the emphasis on the reinforcement of competition between firms and the advantages of economic growth.2) The period extending from 1982 to 2002 is determined by the contextualisations of Staat, Wirtschaft, Wachstum and Wettbewerb. It is characterised by the underlining of the reduction and transformation of the welfare state, economic modernisation, acceleration of growth and extension of the principle of competition to other areas. These contextualisations point out to “a return to the basics“ of the soziale Marktwirtschaft and its neo-liberal guidelines.These linguistic changes and their periodisation roughly concur with the political changes reported by historians. Nevertheless, we were able to demonstrate that recontextualisations can just serve strategic purposes.Furthermore, we have highlighted the referential ambiguity of the lexemes Staat, Wirtschaft, Wachstum, Wettbewerb and Markt, which leads to a difficulty in identifying the referent envisioned by the speaker when he uses these lexemes. This phenomenon, which is linked to the metaphorical and metonymical processes implemented in the conceptualisation and denomination of entities, has led us to put forward the hypothesis of a differentiated granularity of frames, i.e a number of variable slots which depend on the encyclopaedic knowledge of the addressee.

Die sozialpolitische Katalysatorwirkung des Krieges wird anhand der einzelnen Fürsorgemaßnahmen ausführlich analysiert. Im Vordergrund steht dabei die Rolle der Sozialdemokratie als tragende Kraft des fürsorgepolitischen Konsenses in Dresden.

This work analyzes the institutional-politician insertion of the Social Service in the Brazilian
Providence in the period of 1960-2003, demonstrating that the same is related to the
determination partner-economic and politics of the society crossed by the conflict between the
capital and the work. And, this makes with that the development of the profession in this
politics presents stability/instability movements. The inquiry involved referring metodologics
procedures to the bibliographical research, the documentary one and the exploratory empirical
research. This was carried through because, for the analysis of the study object, the inquiry of
the dynamics of practical concrete professionals in the scope of the providence politics was
necessary. For this, we carry through interviews opened in two social assistants who had had
intense performance in the Social Service in the Providence in Alagoas, with the objective to
rescue the beginning of the practical professional in the State of Alagoas, besides searching
answers for gaps and questionings that had appeared in elapsing of the inquiry process. The
choice of the universe of the providence politics is supported in its ample meaning as the
nucleus of the public politics on which the possibilities of a State of Well-being in Brazil had
been constructed. The development of the inquiry made it possible for us to understand the
relation between the social politics specifically, the providence politics, and the Social Service
in the context of the capitalist society not as something isolate more articulated to the social
relations that crossed the society in its totality, contributing for the viability of practical that
they are inserted in the forms of confrontation of the manifestations of the social matter. / Este trabalho analisa a inserção político-institucional do Serviço Social na Previdência brasileira no período 1960-2003, demonstrando que está relacionada às determinações sócioeconômica e políticas da sociedade, permeada pelo conflito entre o capital e o trabalho. Isso faz com que o desenvolvimento da profissão apresente movimentos de estabilidade e instabilidade. A investigação requereu os seguintes procedimentos metodológicos: pesquisa bibliográfica, documental e pesquisa empírica exploratória. Esta foi realizada porque foi necessária a investigação da dinâmica de práticas profissionais concretas no âmbito da política previdenciária. Para isso, realizamos entrevistas abertas com duas assistentes sociais que tiveram intensa atuação no Serviço Social da Previdência em Alagoas, com o objetivo de resgatar o início da prática profissional no Estado, além de buscar respostas para lacunas e questionamentos que surgiram no decorrer do processo de investigação. A escolha do universo da política previdenciária sust enta-se no seu amplo significado como o núcleo das políticas públicas sobre a qual foram construídas as possibilidades de um Estado de Bem-estar no Brasil. O desenvolvimento da investigação possibilitou-nos compreender a relação entre as políticas sociais, especificamente a política previdenciária e o Serviço Social no contexto da sociedade capitalista, não como algo isolado mais articulado às relações sociais que permeiam a sociedade em sua totalidade, contribuindo para a viabilização de práticas que se inserem nas formas de enfrentamento das manifestações da questão social.

no scholars places. It search to understand the context and the social pedagogue role to his
praxis and formation that enlarger the possibilities of the social educative practices into no
scholars places. In this direction, we developed an investigation about the actuation of the
pedagogues-educators in Natal city, in the 2007-2010 periods, into Municipal Secretary of the
Labor and Social Assistance (SEMTAS). Considering that pedagogues are regularly attached
in social educators profession as municipals public employees, we re the objective to evaluate
their role into the social executed in the no scholars places, with the focus in the
environmental dimensions of theirs work s places, pedagogical organization, institutional
management and the professional formation. It privileged in this research the Specialized
Reference Center of Social Assistance II (CREAS II), the Passages Houses I, II and III, the
Social-Educative Measures in Open Environment Execution Program of Natal city
(PENSEMA) and the Pitimb? Educational Center (CEDUC-Pitimb?). To realize this study it
developed a research with qualitative nature by critic ethnography approach privileging those
information collected with the social pedagogue-educators of the mentioned places. Through
the methodological procedures adopted; beyond the bibliographical review we remarked the
documental research, the semi-structured interview, the questionnaires-routes and the field
observations. The analytical results revealed that the politics to the social education in Brazil
historically came been dimensioned by the fight of social movements demanding the
fundamental rights to the excluded people; that the SEMTAS politics of social education
present a relative basic social protection to the excluded children and young people specially
into law view; that the politics of social education in Natal city it s close of the logic of
sanitarian attention about the disadvantaged groups; that the conceptual, methodological and
formatives fragilities needs to the social pedagogues-educators praxis into non scholars places
made difficult the operation capacity of a educative proposition anchored in a institutional
action guided by the idea of emancipator education; that the SEMTAS take face several
difficulties to developed a web assistance as preview in the reception proposition elaborated
by the social pedagogues-educators. However in despite the tensions we remarked the value
of this potentiality to the non scholar social education in her attempt to constitute herself in a
legitimate space to the pedagogue professional actuation. In despite the obstacles to work and
formation quotidian, across those non scholar spaces in the municipalities institutes to the
social politics, it demonstrated personal sensibility and professional creativity in learning
mediations and educative action to the children and younger derived from exclusion process

The relevancy of the accomplishment of this study has direct relation with the personal and professional necessity in understanding and analyzing this movement and its determination, making possible to contribute with the present and future debate on the social rights. To answer to the research object, we trace as objective generality: to apprehend, through of the contents printed matters of the New School Magazine, edited for the Foundation Victor Civita, the elements that they feed and they strengthen the diffusion of a form to think the field of the rights. For this, we use, as source of empirical research, the bibliographical revision in documents printed matters of the vehicle of communication New School Magazine, in the period understood between February 1998 and December 2007. To mediate the general objective, we establish as objective specific, the identification, in the literature, of different understandings that deal with the citizenship concept and verification of which activities is made possible in the concretion of the relation citizenship/Third Sector, in the New Magazine School. The apprehension and analysis of this movement had evidenced the existence of trends, guided for the neoliberal postulates, in the period after 1990, of retrocession of the social rights and outsourcing in the installment of the social services, now executed for organizations of the Third Sector . Also, it made possible to approach us the mediations that articulate and structuralize the concept of Third Sector , as well as its real course and its use ideological-politician in the treatment of the manifestations of the social matter. Thus, we identify that the Third Sector and innovated speech of the citizenship is new subtle instruments of domination used by the ruling class (bourgeoisie) in order to give continuity in the process of accumulation of the capital, what finishes intervening with the agreement of what is to conquer and to extend right, fortifying, in such a way, the maintenance of the bourgeois societary project and creating, in the ideological field, a relation citizenship/help. Through of the competent speech of some specialists of the area of the education, the ruling class, with the support of the State, obtains to dominate the field psychological of the diligent classroom, assuming itself of the subjectivity and the objectivity of this. Thus, the vehicle of communication New School Magazine, for the psicology coercion, the manipulation of the public opinion and for the spreading of learning processes, contributes for the process of social reproduction, Through of the maintenance and acceptance of the social order. Ahead of this, we can affirm that, from referencial theoretician-methodological, the New School Magazine is characterized as ideological material efficient for the maintenance of the effective social order, syntonizing itself with the history of the exercise of hegemony of determined social classrooms that if they have used of different strategies to conserve, to legitimize and to extend its ballast of being able. / Este trabalho dissertativo analisa em que medida as atividades desenvolvidas pelo Terceiro Setor, na dimensão da práxis com conteúdos conservadores dos executores em questão, têm contribuído para efetivar ações teórico-práticas para manter a estrutura da sociedade capitalista, em conformidade com autorização e financiamento pelo Estado. A pertinência da realização deste estudo tem relação direta com a necessidade pessoal e profissional em compreender e analisar este movimento e suas determinações, possibilitando contribuir com o debate presente e futuro sobre os direitos sociais. Para atender e responder ao objeto de pesquisa, traçamos como objetivo geral: apreender, por meio dos conteúdos impressos da Revista Nova Escola, editada pela Fundação Victor Civita, os elementos que alimentam e reforçam a difusão de uma forma de pensar o campo dos direitos. Para isso, utilizamos, como fonte de pesquisa empírica, a revisão bibliográfica nos documentos impressos do veículo de comunicação Revista Nova Escola, no período compreendido entre fevereiro de 1998 e dezembro de 2007. Para mediar o objetivo geral, referenciamos como objetivos específicos, a identificação, na literatura, de diferentes compreensões que tratam do conceito de cidadania e verificação de quais atividades são viabilizadas na concretização da relação cidadania/Terceiro Setor, na Revista Nova Escola. A apreensão e análise deste movimento evidenciaram a existência de tendências, orientadas pelos postulados neoliberais, no período pós 1990, de retrocesso dos direitos sociais e de terceirização na prestação dos serviços sociais, agora executados por organizações do Terceiro Setor . Também, possibilitou-nos abordar as mediações que articulam e estruturam o conceito de Terceiro Setor , bem como o seu curso real e o seu uso ideológico-político no trato das manifestações da questão social. Assim, identificamos que o Terceiro Setor e o inovado discurso da cidadania são novos instrumentos sutis de dominação utilizados pela classe dominante (burguesia) a fim de dar continuidade no processo de acumulação do capital, o que acaba interferindo no entendimento do que é conquistar e ampliar direitos, fortalecendo, desta forma, a manutenção do projeto societário burguês e criando, no campo ideológico, uma relação cidadania/ajuda. Por meio do discurso competente de vários especialistas da área da educação, a classe dominante, com o apoio do Estado, consegue dominar o campo psicológico da classe trabalhadora, apropriando-se da subjetividade e da objetividade desta. Assim, o veículo de comunicação Revista Nova Escola, pela coação psicológica, pela manipulação da opinião pública e pela divulgação de processos de aprendizagem, contribui para o processo de reprodução social, por meio da manutenção e aceitação da ordem social. Diante disso, podemos afirmar que, a partir de referenciais teórico-metodológicos, a Revista Nova Escola caracteriza-se como material ideológico eficaz para a manutenção da ordem social vigente, sintonizando-se com a história do exercício de hegemonia de determinadas classes sociais que se têm utilizado de diferentes estratégias para conservar, legitimar e ampliar o seu lastro de poder.

To do so, it seeks three purposes: to present a perspective of analysis of conditions that affect the shape of social politics in its origin and evolution, show a summary of the construction of social protection in Brazil and, finally, Further analysis of the social program of President Fernando Henrique Cardoso emphasizing his strategy of partnership with the society and the market, which requires a closer look of the institution responsible for this, called the “Community Solidarity Program”.

The evolution of the State was a process which went through many stages. Analysis of the modern State tends to begin with the Enlightenment; however, Dante Alighieri, Niccolo Machiavelli, and Martin Luther each represented early phases of this evolution. The theories of these men were closely tied to their evaluation of man's nature. Their main objectives were separation of the State from the Church and the definition of the rulers obligations to his subjects. Although humanism influenced all of them to varying degrees, each developed unique views of the State. Elements of these views can be detected in more modern theorists.

Syftet med detta arbete är att undersöka om biståndshandläggare inom äldreomsorg upplever att kommunens egna riktlinjer försvårar deras möjligheter att följa aktuell lagstiftning och nationella regelverk, samt i vilken mån detta kan skapa hinder för uppfyllandet av en skälig levnadsnivå. I studien har fyra biståndshandläggare blivit intervjuade från två olika kommuner. Uppsatsens insamlade empiri är det som ligger till grund för uppsatsens resultat, analys och slutdiskussion. I resultatet av studien framkom det att ibland kan kommunens riktlinjer uppstå som ett hinder, om kommunen inte erbjuder en insats. Resultatet visar också att biståndshandläggarna i båda kommunerna var överens om att begreppet skälig levnadsnivå är ett luddigt begrepp och att det saknas en tydlig definition av begreppet. Det framkom också delade meningar gällande om kommunens ekonomiska situation påverkade biståndshandläggarnas beviljandegrad. Vi vill genom vår c-uppsats belysa att det som framkommer som resultatet i vår studie, kommer vi inte att kunna dra några generella slutsatser. Vi kommer däremot att på en mikronivå belysa likheter och skillnader mellan en kommun i norr och en kommun i syd.
