Essa pesquisa relata os acontecimentos em Oaxaca durante o ano de 2006, quando uma onda de protestos populares levou à tomada da capital do Estado pelos manifestantes, à dissolução do poder político e à violenta ação de desocupação imposta pelo Governo Federal do México. Segundo relatos, o papel que os professores da rede pública de Oaxaca, por meio da Seção XXII do Sindicato Nacional dos Trabalhadores da Educação do México (SNTE,) desempenharam antes e durante a revolta popular de 2006 foi fundamental para nascer a Comuna de Oaxaca. A partir de uma análise crítica dos acontecimentos e das atividades políticas conduzidas pelos professores de Oaxaca nas duas últimas décadas, período de forte efervescência política no Estado e de destacada atuação sindical docente, pretende-se localizar e descrever quais as práticas pedagógicas propostas pelos docentes da Seção XXII. Seu objetivo é compreender, a partir desse levante popular, as concepções de Educação Alternativa e Autônoma que nasceram no Estado de Oaxaca e a elaboração coletiva de uma proposta de gestão comunitária das políticas educativas, caracterizadas pelo envolvimento dos trabalhadores da Educação na construção dessas políticas. Para tanto, o estudo abordará também as concepções políticas de movimentos docentes e de movimentos indígenas no México. A análise destas práticas docentes passará pela pesquisa e descrição do contexto sociopolítico local, pelo estudo da relação que os docentes da Seção XXII estabeleceram com as comunidades indígenas, rurais e setores populares urbanos da sociedade oaxaquenha, assim como a investigação da atuação política e sindical desses professores, sempre a partir de relatos de suas práticas, experiências e propostas educativas. / This research reports the events that happened in Oaxaca during the year 2006, when a wave of popular protests led to the protesters to assume the power of the State capital, the dissolution of political power and the violent eviction action imposed by the Federal Government of Mexico. According to the records, the teachers of Oaxaca public system, through the XXII Section of the Mexican National Syndicate of Education Workers, played a fundamental role in the creation of Oaxacas Comuna before and during the 2006 popular revolution. Through a critical evaluation of the events and the political activities conducted by Oaxacas teachers in the last two decades, that represent a period of strong political unrest and memorable actuation of the teachers trade union, it is intended to describe which are the pedagogical practices proposed by the teachers of the section XXII. Its aim is to comprehend, through this popular uprising, the conceptions of the Autonomous and Alternative education that emerged in Oaxaca State, and also the collective elaboration of a community management proposal of educational policies, characterized by the involvement of the education workers in the construction of these policies. Moreover, this study will address the political conceptions of teachers and indigenous movements in Mexico. The analysis of those teaching practices will be made through the research and description of the local socio-economic context, by the study of the relation established by the professors of Section XXII with indigenous and rural communities and with Oaxacan popular urban sectors. In addiction, the teachers political and syndical actuation, always from their practical narrative, experiences and education proposals will be investigated.

O presente trabalho tem como objetivo analisar como os atentados de 11 de setembro de 2001 foram representados em uma série de histórias em quadrinhos (HQs) do Capitão América, escrita por John Ney Rieber e desenhada por John Cassaday, publicadas entre junho e dezembro de 2002, nos EUA. Essas HQs dialogam com diversos problemas que incomodavam a sociedade norte-americana no período pós-atentados como, por exemplo, os sentimentos de medo, insegurança, vingança e a recém-lançada Guerra ao Terror. Estes são discutidos e interpretados, partindo de dois pontos de vista diferentes, o do Capitão América e o dos terroristas, ou seja, as HQs procuraram expor as justificativas dos dois lados envolvidos. Elas expõem diversas críticas às ações bélicas dos Estados Unidos e também dos terroristas e têm um forte caráter pacifista. Além disso, divulgam uma mensagem de esperança pautada nas ideias do Sonho Americano, que deve ser entendido como uma força de união e mobilização nacional, visando à superação de todos os problemas causados pelos atentados de 11 de setembro / This study aims to analyze how the attacks of September 11, 2001 were represented in a series of Captain America comics, written by John Ney Rieber and drawn by John Cassaday, published between June and December 2002 in USA. These comics dialogue with various problems that bothered the American society in the post-attack period, for example, the feelings of fear, insecurity, revenge and the newly launched War on Terror. These are discussed and interpreted, from two different points of view, that of Captain America and the terrorists, in other words, the comics sought to expose the reasons on both sides involved. They expose several criticisms of the military actions of the United States and also the terrorists and have a strong pacifist character. Moreover, disseminate a message of hope ruled by ideas of the American Dream, which must be understood as a force for unity and national mobilization, aimed at overcoming all the problems caused by the September 11 attacks

The present work intends on analyzing the collection of communications and general data employed by public as well as private actors sustained during times of war on terror . In that regard, the issue of this research consists on conceiving an approach to account for those actors responsibility Nation-States along with private companies, both of which, in the context of law s internationalization and aided by the new information and communications technologies, violate Human Rights while claiming them to constitute antiterrorism strategies and policies. Concerning the methodology, classified as phenomenological-hermeneutical, it proceeds with a critical analysis of the International Criminal Court, Regional Justice Systems, and corresponding bibliography, aiming to diagnose what led the war on terror policies to shift towards the antagonist sentiment of a terror of war . Drawn from conclusion, the observed deviation seems to derive from the violations acted upon by the United States of America and its National Security Agency (NSA) which, while maintaining the pseudo-argument of war on terror , tampered communications between not only its own citizens and chiefs of government but also the ones from allied great powers. In accordance with that, and further critics that permeate the International Criminal Court since its creation, accused of being an eminently political entity in its decisions, ineffective in regards to the absence of coercion elements for its determinations, and even lacking in suitable answers to matters of global interest such as terrorism, drug traffic, and new rights transgressions derived from the internet network a revision of the Rome Statute is proposed upon the purpose of, if not to establish new crimes, provide a more autonomous concept of crimes against humanity against the ones of common violence. To that extension, the war on terror has been confirming some human rights freedom of communication and expression, and the right to privacy are also passive to non-violent restrictions. Therefore, it seems imperative to promote the dilation of the concept of crimes against humanity, howbeit being a juridical category, with the purpose as to encompass clandestine or covert violations which, in turn, are consistently promoted by the previously mentioned actors, Nation-States and private companies, namely Facebook and Google that respectively explore the social medias market and web search engines, just as well as VASTec, AT&T, and Amesys, specialized in mass communications interception. / A presente dissertação tem por escopo analisar o escrutínio de informações e comunicações praticado por atores públicos e privados em tempos de guerra ao terror . O problema de pesquisa se resume a pensar como é possível responsabilizar esses atores Estados-Nação e empresas do setor privado que, usando das facilidades técnicas proporcionadas pelas novas tecnologias de informação e comunicação, no contexto da internacionalização do direito, violam direitos humanos sob a justificativa de constituírem estratégias de políticas e práticas antiterror. No que diz respeito à metodologia, a pesquisa se classifica como fenomenológico-hermenêutica, procedendo-se com a análise crítica do Tribunal Penal Internacional e os Sistemas Regionais de Justiça, revisão e análises bibliográficas, no sentido de diagnosticar por que as políticas de guerra ao terror acabaram por se transvestir no antagônico sentimento de terror à guerra . Como efeito, a migração de um extremo a outro, ao que se concluiu, deriva especialmente das ações de violação praticadas pelos Estados Unidos da América e sua Agência Nacional de Segurança (NSA), que se valendo da pseudo-justificativa de guerra ao terror, violaram as comunicações de muitos cidadãos e chefes de Estado, inclusive os de potências aliadas. Em razão disso, bem como pelas demais críticas que, desde sua criação, ostenta o Tribunal Penal Internacional, acusado de ser um órgão eminentemente político, do ponto de vista de suas decisões, inefetivo, se analisada a ausência de elementos coercitivos ao cumprimento de suas determinações, e mesmo a falta de respostas adequadas a questões como de interesse global o terrorismo, tráfico de drogas e as novas formas de violação de direitos por meio da rede de computadores, por exemplo , é que se propõe a revisão do Estatuto de Roma para o fim de, senão criar novas espécies de tipos penais, ao menos autonomizar o conceito de crimes contra a humanidade de ações de violência típica. A política de guerra ao terror tem provado que alguns direitos humanos, tais qual o direito a comunicação e expressão e mesmo o direito à privacidade, também são passíveis de sofrerem restrições não violentas. Portanto, é fundamental que se promova o alargamento do conceito de crimes contra a humanidade enquanto categoria jurídica, para o fim de englobar também as violações ocorridas de maneira clandestina ou a paisana, diuturnamente executadas por atores tais como os Estados-Nação e mesmo empresas como Facebook e Google, que exploram, respectivamente, o mercado de redes sociais e de provedores de pesquisa, ou a VASTec, AT&T e Amesys, especializadas na interceptação de comunicações em massa.

Counter-Terrorism: When Do states Adopt New Anti-Terror Legislation?

The intent of this thesis is to research the anti-terror legislation of 15 countries and the history of terrorist incidents within those countries. Both the anti-terror legislation and the history of terrorist incidents will be researched within the time period of 1980 to 2009, a 30 year span. This thesis will seek to establish a relationship between the occurrence of terrorist events and when states change their anti-terror legislation. Legislation enacted can vary greatly. Common changes in legislation seek to undercut the financing of terrorist organizations, criminalize behaviors, or empower state surveillance capabilities. A quantitative analysis will be performed to establish a relationship between terrorist attacks and legislative changes. A qualitative discussion will follow to analyze specific anti-terror legislation passed by states in response to terrorist events.

The final voyages of H.M.S Erebus and H.M.S Terror marked a pivotal chapter in the tapestry of international relations with the Arctic frontier. The aim of this study is to analyze how these wrecks impact territorial disputes and the geopolitical dynamics between coastal states and international actors. By adopting an interdisciplinary perspective, where archaeology is supplemented by law and geopolitical theory, it has been possible to gain increased knowledge of how actors such as Canada, the United Kingdom, the United States, and the Inuit of Nunavut perceive and utilize the wrecks for their respective territorial interests. With the intention of further deepening the understanding of the complex conditions that shape the wreckages legal status and management in the modern world, an analysis of the legal frameworks regulating the Northwest Passage is also conducted. The study exposes contemporary jurisdictional gaps and emphasizes the necessity of including Inuit perspectives into Arctic Management. / Den sista expeditionen med H.M.S Erebus och H.M.S Terror har kommit att få central betydelse för de komplexa internationella relationerna med Arktis. Syftet med den här studien är att analysera hur dessa vrak påverkar de territoriella tvisterna och det geopolitiska samspelet mellan kuststater och internationella aktörer. Genom att anlägga ett tvärvetenskapligt perspektiv, där arkeologi kompletteras med juridik och geopolitisk teori har det varit möjligt att nå ökad kunskap om hur aktörer som Kanada, Storbritannien, USA och Inuiterna i Nunavut uppfattar och använder vraken för sina respektive territoriella intressen. Med avsikt att ytterligare fördjupa förståelsen av de komplexa förhållanden som formar vrakens juridiska status och hantering i den moderna världen, genomförs också en analys av de rättsliga ramverk som reglerar Nordvästpassagen. Studien avslöjar bristerna i nuvarande lagstiftning och framhäver vikten av att inkludera Inuiternas perspektiv i diskussioner om förvaltning.

"Jag mår bra, allt är perfekt" : En kritisk diskursanalys i hur Aftonbladet framställde en terrormisstänkt man

The purpose of this study was to examine how the Swedish newspaper Aftonbladet portrayed a man who was a suspect of preparation of terrorist crimes, in articles published between 19th of November 2015 and the 23rd of Januari 2016. The aim was to get a deeper understanding of the portraiture of the person in question, and to point out existing discourses in the analysed material with the help of critical discourse analysis as explained by Norman Fairclough and his theories about identities, social representation and relations. Theories about social representation and postcolonialism were used as a springboard for the analysis. In the study we found two distinct discourses. The discourse for the period prior the man’s release was clearly influenced by denuniation and alienation, and the one found for the period after the man’s release were welcoming. Conclusions drawn from the study are that Aftonbladet portrays the man in a stereotypical manner, as well as legitimizes their own power of influence.

A constructivist account of Pakistan's political practice in the aftermath of 9/11 : the normalisation of Pakistan's participation in the 'war on terror'

This research is concerned with Pakistan's participation in the US-led 'war on terror' in the aftermath of the terrorist attacks of September 11th, 2001. The study seeks to explain how Pakistan's state practice in the aftermath of 9/11 was normalised and made possible. In explaining the state practice, the study draws on a constructivist conceptual framework; which is further enhanced by incorporating key theoretical insights from critical realism. In the first instance, the study proposes that Pakistan's participation in the 'war on terror', seen as a set of actions and practices, was an outcome of a specific domestic political discourse. This discourse enabled and legitimised the state's alliance with the US and its abandonment of the Taliban regime. Secondly, the study is concerned with explaining why the particular discourse emerged in the shape and form that it did. In this context, the argument is that a depth 'critical realist' ontological inquiry can reveal underlying and enduring global and domestic social structural contexts, and traces of agential influence as connected to the discourse. Consequently, this study conceptualises Pakistan's actions in the context of the 'war on terror' as emerging from a multi-causal complex in which discourse, structure and agency are complicit. The study represents a departure from realist readings that emphasise a mono-causal relationship between the US and Pakistan. Instead, this research uses a synthesis of critical realism and constructivism to add a fresh perspective in terms of how we may conceptualise Pakistan's political practice in this instance.
