Problémy s jazykem administrativy z pohledu tazatelů jazykové poradny / Problems with the administrative language from the perspective of inquirers of language consulting center

The diploma thesis is devoted to the analysis of inquiries sent to the language consulting centre of the Institute of the Czech Language of the Academy of Sciences of the Czech Republic, in which inquirers formulate the problems that arise during creation of administrative style texts. The primary source is the internal database of the language consulting centre from which the inquiries sent via e-mail in 2010 were chosen. Analysis seeks to provide a comprehensive overview of the given issue and it is concentrated into three main points, namely classification of inquiries by language levels, classification of inquiries by function of the text and analysis of attitudes of inquirers. The aim of the thesis is to find out what the most frequent problems of the administrative style texts solved by interviewers are, what the nature of these problems is and whether attitudes of inquirers show any trends.

A pesquisa aborda os arranjos estabelecidos entre departamentos estatais, empresas privadas e grupos profissionais na determinação, na regulação e na execução cotidiana da política habitacional em São Paulo. Empiricamente, o trabalho focaliza as empresas de gerenciamento e consultoria - ou simplesmente gerenciadoras - que atuam como terceirizadas há pelo menos vinte e cinco anos junto à Companhia de Desenvolvimento Habitacional e Urbano - CDHU, empresa pública vinculada à Secretaria de Habitação do estado de São Paulo, desenvolvendo atividades concernentes à função gerencial, de administração e controle das etapas de concepção, viabilização, implantação e operação de programas e empreendimentos. Alocadas no amplo setor da Engenharia Consultiva, a atuação destas empresas no país ganha significativa envergadura ainda nos anos 1960, durante a ditadura militar, acompanhando a tendência de transformação do modus operandi estatal e de expansão do repasse de funções executivas do Estado para o setor privado, já então amparada na doutrina gerencialista da eficiência, da competência e da qualidade. Ao longo da tese, são discutidas questões sobre a própria ideia da função gerencial como dispositivo de gestão e como racionalidade, sua recepção e incorporação ao desenho da política habitacional brasileira e a participação das empresas consultoras nessa dinâmica, a partir de um enfoque sobre os caminhos de seu desenvolvimento no país, os agentes envolvidos, as relações políticas, institucionais, profissionais e corporativas estabelecidas, o surgimento do \"serviço especializado de gerenciamento\" como uma ramificação da Engenharia Consultiva e seu estriamento pelas estruturas públicas estatais alegadamente falidas, justificado em discurso pela inexorabilidade da terceirização. Além disso, são também problematizados o peso destas empresas na estrutura de gestão atualmente formalizada e os desdobramentos que, desde aí, implicam uma reconfiguração do campo profissional de arquitetos e urbanistas envolvidos com a questão habitacional em São Paulo nas últimas duas décadas, seus constrangimentos e potencialidades diante dos novos arranjos determinados em torno da execução da política pública. / The research deals with the arrangements established between state departments, private companies and professional groups in determining, in the regulation and execution of everyday housing policy in São Paulo. Empirically, the thesis focuses on the business and management consultancy companies that act as subcontractors for at least twenty-five years with the Companhia de Desenvolvimento Habitacional e Urbano - CDHU, linked to the Department of Housing public corporation of the state of São Paulo, administrating and controlling stages of conception, feasibility, implementation and operation of programs and projects activities. Allocated in the broad sector of Consulting Engineering, the activities of these companies in the Brazil still earns significant scale in the 1960s, during the military dictatorship, following the trend of transformation of the modus operandi of state and the expansion of transfer the executive functions of the state to the private sector, supported in the managerialist doctrine of efficiency, competence and quality. Throughout the thesis, we discuss issues about the very idea of management as a rationality device, its reception and incorporation into the form of the brazilian housing policy and the participation of consulting companies in this dynamic, from a focus on the ways of its development in the country, the agents involved, the political, institutional, corporate and professional relationships established, the emergence of the \"specialized service management\" as an offshoot of Consulting Engineering and rifling through his allegedly failed state public structures, explained in a speech by inexorability of outsourcing. Moreover, we also problematize the weight of these companies in the management structure currently formalized and the consequences that, since then, imply a reconfiguration of the field of professional architects involved with the housing issue in São Paulo in the last two decades, their constraints and potential in face of the new arrangements determined around the implementation of public policy.

Der Beitrag von Erfahrungen an den Entwicklungsprozessen zur Selbständigkeit

Mit der Arbeit wird der Versuch unternommen, den Zusammenhängen von Biographie- und individuellen Lernprozessen nachzugehen. Dies erfolgt am Beispiel von acht ostdeutschen ExistenzgründerInnen, die sich nach der Wende in den neuen Bundesländern im Lebensmitteleinzelhandel selbständig gemacht haben. Hierbei interessiert die Frage, inwieweit Erfahrungen den Lernprozeß behindert oder gefördert haben. Die Ergebnisse der Arbeit bestätigen die hohe Relevanz von Erfahrungen, Handlungsmustern und Verhaltensweisen und weisen auf die Bedeutung emotionaler Faktoren im Lernprozeß hin, die den Lernprozeß sowohl behindert, als auch gefördert haben. Die Autorin zieht hieraus den Schluß, daß individuelle Lernprozesse durch Lernberater zu begleiten und durch den Aufbau von Netzwerken zu unterstützen seien. Voraussetzung hierfür ist eine neue Lernkultur, die an den Biographie- und Kompetenzressourcen der Lerner ansetzt und dem Lehrenden eine beratende und moderierende Rolle im Lernprozeß zuweist. Wesentliche Grundlage sind kooperative und reflexive Kompetenzen und die Fähigkeit, eine vertrauensvolle Atmosphäre zu schaffen, in der sich beide Seiten öffnen können. / This paper attempts to look into the interrelationships between biographical and individual learning processes. The work is based on the example of eight female persons who, following German reunification, became self-employed within the food retail trade in the former East German states. The question of interest here is, in how far past experiences have promoted or impeded the learning process. The results of this work confirm the high relevance of experiences, action patterns and behaviour, and point out the significance of emotional factors within the learning process, through which this process was both impeded as well as promoted. The author comes to the conclusion that individual learning processes should be accompanied by educational consultants and supported through the establishment of networks. A pre-requirement for this is a new learning culture that starts out with the biographical and competence resources of the learning person and assigns to the teaching person a counselling and presenting role within the process of learning. The essential fundamentals are co-operative and reflexive competencies and the ability to create a trusting atmosphere within which both sides can open themselves up.

In addition, this research aims to systematize the cost management processes and systems of the Management Consulting Firms' products and services and, to present Activity Based Costing (ABC) System as a possibility of a cost allocation structure designed specifically for projects. The methodological approach of this research involves bibliography and documental researches, as the last, was the main technique of this work. Qualitative and quantitative methods are used to data analysis. This work is presented in four sections. In the first section, the objectives and the used methodology are presented. In the second section are presented the concepts and context about Management Consulting Services, the project management knowledge areas and, the knowledge about the cost area. In the third section are presented the qualitative and quantitative data analyses, the explanation and a numerical essay to apply the ABC method for projects. The last section includes the conclusions and considerations. / Este trabalho tem por objetivo realizar uma investiga????o sobre as estruturas de custeio em projetos de Empresas de Consultoria de Organiza????o, tomando-se por base a identifica????o da natureza de custos e sua distribui????o, em vinte e um projetos conclu??dos por uma empresa representativa nesse segmento de mercado. L'objectif de ce travail est double : contribuer à la théorisation de ce qu'il est convenu d'appeler les Nouvelles Pratiques Philosophiques, d'une part, et fournir un appui méthodologique à ceux qui exercent, ou souhaitent exercer, dans cette discipline, de l'autre. Il s'agira d'établir une passerelle entre les Nouvelles Pratiques Philosophiques, telles qu'elles se développent aujourd'hui et le milieu universitaire, afin de donner aux étudiants en philosophie un débouché professionnel autre que l'enseignement académique ou la recherche. Il apparaît en effet que le manque de débouchés professionnels pour la philosophie en France, en dehors de l'enseignement et de la recherche universitaire, explique en partie la désaffection des étudiants pour cette matière et que celle-ci aurait tout intérêt à s'ouvrir à des pratiques professionnelles qui répondent aujourd'hui à une véritable demande de la part du grand public et dont le principal intérêt est de fournir un outil pertinent d'éducation populaire. / The objective of this work is twofold: to contribute to the theory of the so-called New Philosophical Practices, on one hand, and provide methodological support to those working or wish to engage in this discipline , the other. It will establish a bridge between the New Philosophical Practices, as they are now developing and academia, to give philosophy students an outlet other than professional academic teaching or research. It appears that the lack of professional opportunities for philosophy in France, apart from teaching and academic research, partly student disaffection for this matter and that it would do well to open for business practices that today meet a real demand from the public and whose primary interest is to provide relevant public education tool.

Swift transition and knowledge cycling : A study of knowledge transfer in technical consulting

The prominent shifts towards greater flexibility in work arrangements as well as in organizational forms have had profound effects on the labor market for engineers, and given rise to the technical consulting industry. The technical consulting firm is becoming increasingly important in many technology-based industries, as a growing number of technology-based firms rely on technical consulting firms to produce their outputs. In that respect, the technical consulting firm is an important actor for the organization and development of engineering knowledge, as well as for the transfer of knowledge to and among technology-based firms. However, despite its growing importance, the technical consulting firm has received scant scholarly attention. Hence, the purpose of this thesis is to enhance the understanding of the roles of the technical consulting firm and the technical consultants for the transfer of knowledge among problem-solving contexts and client organizations. This thesis is comprised of a compilation of three papers and an extended summary. It draws upon a qualitative single-case study in one of Scandinavia’s leading technical consulting firms. This thesis takes a multilevel perspective, and utilizes an embedded case study design to study both the organizational and the individual level of analysis. In total, it builds on 54 interviews with managers and consultants, 14 observations of a competence development program for engineers who are in the beginning of their careers as technical consultants, and 2 workshops with managers. This thesis identifies two primary capabilities, developed through the interaction between the firm and the individual level: swift transition and knowledge cycling. The findings indicate that the link between the respective capabilities creates the foundation for the successful organization of engineering knowledge. Hence, these capabilities illustrate that the technical consulting firm has other roles to play than merely solving the problem of numerical and functional flexibility. Moreover, this thesis develops the process of knowledge cycling. The knowledge cycling process addresses the role of the individual consultant in the transfer of knowledge within and among problem-solving contexts, and consists of three distinct knowledge processes found prominent during the different phases of a consulting assignment: (1) knowledge acquisition, (2) knowledge integration, and (3) knowledge transfer. Furthermore, this thesis provides insight into how formal training affects the technical consultants’ ability to transfer knowledge. The findings suggest that this ability is developed through a three-stage process: (1) identifying the core of an assignment, (2) broadening the scope of action, and (3) becoming more self-confident in the role of consultant.

Our organization is a not-for-profit organization, which aims to help foreign investors who plan to go to Africa for business purpose, to avoid them to do wrong investments and lose their money and to help African countries to get into social and economic growth.
