It is fully known that the disorderly processes of urban expansion of brazilian medium-sized cities have caused damaged to the periurban natural environment thus causing the supression of green urban areas. Those areas are considered an importante indicator of the quality of life in the cities, due to the several functions they can exert and the benefits they can bring to the urban population, such as the access to better quality food, when destined to farming. Furthermore, the green areas are part of the green infrasctructure of the cities and are also one of the vital elements to the urban sustainability. Therefore, based on these observations, the potential for implementation of vegetable gardens in empty urban spaces as a part of the green urban infrastructure in João Pessoa, Paraíba’s state’s capital, was evaluated. Through the usage of tools like GIS (Geographic Information System), themed maps were developed aiming at providing the necessary information for the classification, in graded scale, of the potential of transformation of urban empty spaces, adapting and using the systematization developed by Sanches (2011). The chosen methodological procedure is guided by the principles of green infrasctructures and defines quantity and quality indicators, with numerical values for each of these evaluation criteria, which are grouped in three distinct categories- ecological group, hydrous group and social group- the arithmetic mean in each group composes the final grade, and the sum of these grades results in the rate of the potential for the transformation of the analysed areas in vegetated spaces. After the application of the methodological procedure and the visitation of the areas with the highest potential for transformation, some propositions were issued in order to enable the implementation of vegetable gardens in these empty urban spaces and, consequently, the bulding of models of sustainable farming production. / O presente trabalho relaciona-se com a proposta de transformação de áreas desprovidas de construção em elementos da infraestrutura verde urbana. Sabe-se que os processos desordenados de expansão urbana das cidades brasileiras de porte médio têm ocasionado danos ao meio ambiente natural periurbano e que entre suas implicações está a supressão das áreas verdes urbanas. Estas compreendidas como um importante indicador da qualidade de vida nas cidades, devido às diversas funções que podem exercer e benefícios que são capazes de proporcionar à população urbana, como o acesso a alimentos de qualidade, quando destinadas ao cultivo. Além disso, as áreas verdes constituem a infraestrutura verde das cidades e são um dos elementos chaves para a sustentabilidade urbana. Assim, com base nessas observações, buscou-se avaliar o potencial de implantação de hortas em vazios urbanos da cidade de João Pessoa, capital do estado da Paraíba, como parte da infraestrutura verde urbana. Por intermédio de ferramentas SIG (Sistema de Informação Geográfico), foram elaborados mapas temáticos, com o objetivo de fornecer as informações necessárias para a classificação, em escala graduada, do potencial de transformação dos vazios urbanos, a partir da adaptação e aplicação de sistematização desenvolvida por Sanches (2011). O procedimento metodológico adotado pauta-se nos princípios de infraestrutura verde e estabelece indicadores quantitativos e qualitativos, com valores numéricos, para cada um dos seus critérios de avaliação, que são agrupados em três categorias distintas – grupo ecológico, grupo hídrico e grupo social –, cuja média aritmética em cada grupo conforma as notas finais, e a soma destas resulta no grau potencial de transformação das áreas analisadas em espaços vegetados. Após a aplicação do procedimento metodológico e de visitas às áreas com maior potencial de transformação, foram lançadas proposições com o intuito de viabilizar meios para a implantação de hortas nesses vazios urbanos e, consequentemente, para a construção de modelos de produção sustentável para o cultivo.

Of the historical shades of the plague, of the hunger and the war that gagged the defenseless individual and its body, in the current days we increase the search for a full and powerful life, independent of a religious imaginary to predict the epidemic curse, the threat represented for the sick people and the incarnate divine anger in the death; or of medical science presented in the spaces of the technology and the physiology, being left fragile the social and psychological dimensions of the human confined to the patient issue and, finally, the commanded urban health politics in quantitative goals of hygienic cleaning, of the medical techniques and the education citizen. Esta pesquisa busca analisar as ocupações de imóveis no centro de São Paulo, tomando como campo empírico para investigação a ocupação Mauá, localizada na rua de mesmo nome, em frente à Estação da Luz, na região da Luz. A pesquisa pretendeu compreender as ocupações a partir de dimensões urbanas e políticas nelas envolvidas e por elas produzidas, em um plano de referência mais amplo no qual estão inseridas: a cidade. Esta pesquisa pretende avançar essa investigação encarando a ocupação não apenas como cenário dos acontecimentos, mas como espaço de integração e produção de relações, dinâmicas e arranjos, políticos e urbanos, ao redor do qual uma série de outros atores, coletivos e circuitos se atravessam, se sobrepõem e se transformam. A ocupação se integra e é afetada pela cidade, do mesmo modo que aquilo que se articula a partir dela também se projeta e se conecta com outras territorialidades, agentes e acontecimentos que constituem esse plano mais amplo e comum em que estão inseridos. Para dar conta de acompanhar e descrever essas escalas variadas de dimensões, realizou-se, nesta pesquisa, uma etnografia desenvolvida a partir da ocupação. As trajetórias sociais, mobilidades e percursos urbanos, circuitos de trabalho e sociabilidade construídos pelos ocupantes são também aspectos fundamentais na construção de cartografias urbanas e políticas que esta pesquisa buscou também reconstituir. A partir da ocupação, compreendida como ponto de onde partem e convergem diversas linhas que compõem uma trama de atores, percursos, eventos e práticas, em escalas variadas, buscou-se observar ainda as diferentes dinâmicas conflitivas que emergem desse campo gravitacional que ela representa, inserida, ela também, em uma região saturada de linhas de força e de conflito que é a da região da Luz. / This work aims at analyzing the process of building occupation in São Paulo, which was substantially expanded during the second half of 1990s. By analyzing « Ocupação Mauá», took as the field of this empirical research, this work aims at understanding the different urban e political dimensions of the squat buildings in São Paulo, which are related to the historical issue of popular housing policy in the city. The squat buildings by housing social movements follow this long lineage; however, there are new forms and dynamics of production of the urban space that need to be set out. On the one hand, this work takes the city as reference plane and as part of a bigger urban mesh, in relation to other events, movements and actors that dispute over other forms of ownership and management of the city, seen here as a conflict space. On the other hand, this research aims at understanding the dimension of the conflict in the production of urban spaces. The conflicted relations with the State and its operators mark the daily life of a squat building, its interactions and local agencies. By this occurs the creation of a gravitational field in which are added a big amount of different movements (political, juridical, cultural). Thus, the occupations not only are transformed into places of experimentation and creation, but also into places of dispute for the production of space. Center and connector of different subjects, movements and experience, an squat building is crossed by these lines and paths, transversally, in its territoriality. These fragments and clues will be gathered by an ethnographic research and the reconstitution of the occupants\' trajectory.

Fabriquer la ville avec les lotissements : une qualification possible de la production ordinaire des espaces urbains contemporains ? / Build the city with residential allotments : What quality for ordinary urban spaces production?

Cette thèse analyse les modalités contemporaines de production des lotissements résidentiels en France ainsi que la qualité morphologique des espaces urbains produits dans ce cadre opérationnel. Elle interroge le paradoxe entre la critique presque unanime dont font l’objet les lotissements d’une part et l’observation d’opérations de lotissement exemplaires d’autre part. Elle explore les conditions selon lesquelles ce mode opératoire est en capacité de fabriquer des espaces urbains de qualité au niveau de leur forme physique. Les lotissements sont appréhendés selon une double entrée : en tant qu’espaces matériels, c’est la qualité de leur tissu qui est étudiée ; en tant que processus d’action, c’est le fonctionnement des systèmes d’action collective qui les composent qui est analysé. D’un point de vue théorique, le travail mobilise les outils de la sociologie des organisations en croisant les apports de l’analyse stratégique avec ceux de l’économie des ordres de grandeur. L’appréhension de la matérialité des lotissements s’appuie sur l’approche par trames développée autour de la notion de tissu urbain par l’école française de morphologie urbaine. La thèse repose sur l’analyse qualitative et comparative de quatre opérations-études de cas situées dans l’agglomération lyonnaise. Elle montre tout d’abord qu’il n’y a pas de fatalité morphologique. L’analyse du tissu des quatre lotissements prouve ainsi que ce mode opératoire n’est pas condamné à fabriquer des espaces urbains médiocres. Cette démonstration est issue d’un travail préalable de conceptualisation de la notion de qualité morphologique, envisagée comme une convention sociale. L’analyse de l’évolution du droit de lotir, dans le cadre plus global des changements réglementaires en matière d’urbanisme et d’aménagement en France, montre ensuite que l’injonction réglementaire au développement urbain durable impacte au moins indirectement le lotissement dans le sens de sa qualification. Les changements législatifs récents ont en effet conduit à l’instauration d’un contexte d’action qui pousse les maîtres d’ouvrage à une plus grande réflexion en termes de localisation des opérations, et sans doute aussi à une plus grande densité bâtie. Seulement le droit n’explique pas tout. Les arbitrages en matière de morphologie s’opèrent ainsi à trois moments clés : lors de la définition du droit des sols, au moment de la délivrance des autorisations d’urbanisme et lors de la conception et de la programmation des opérations. L’analyse révèle alors que l’acteur communal possède potentiellement une grande force de régulation de la forme urbaine. La planification locale a ainsi un impact significatif sur le tissu des opérations, même si l’expérience montre que c’est le plus souvent dans un sens négatif. Dans l’interaction avec les acteurs privés, que ce soient les lotisseurs et leurs concepteurs ou les habitants-maîtres d’ouvrage et leur constructeur, la commune dispose de multiples ressources pour influencer les projets dans le sens de leur qualification. La thèse montre à ce propos le rôle central des institutions partenaires dans ce rapport de pouvoir, notamment pour les plus petites communes. À ces différents moments, l’aptitude qualifiante de la régulation publique dépend d’une variable essentielle : l’engagement politique des acteurs. La qualité des lotissements est enfin conditionnée par un deuxième élément : la responsabilité morphologique dont se sentent ou non investis les lotisseurs. Ces derniers conservent en effet une certaine marge de manœuvre en matière morphologique. Leur comportement en termes de conception est donc lui aussi déterminant pour la qualité du tissu des lotissements. / This thesis analyses the contemporary modalities of the production of residential allotments (lotissements) in France, as well as the morphological quality of urban spaces produced in this operational framework. It questions the paradox between the almost unanimous criticism directed at these residential developments, on the one hand, and the observation of exemplary developmentoperations on the other hand. It explores the conditions under which this modus operandi can produce urban spaces with morphological qualities. The residential allotments are considered from a dual perspective: as a material space, by studying the quality of the urban fabric; and as a process, by analysing the functioning of the collective action systems composing it.From a theoretical perspective, this work makes use organisational sociology tools (sociologie des organisations) by crossing of the Strategic Analysis inputs (Crozier and Friedberg) with those of the Economies of Worth (Boltanski and Thévenot). The understanding of the development’s materiality draws on the “frames” approach (approche par trames) developed around the notion of urban fabric by the French school of urban morphology. The thesis relies on qualitative and comparative analysis of four case studies located in urban agglomeration of Lyon.Firstly, it shows that there is no morphological fatality. The fabric analysis of these four projects proves that this modus operandi is not doomed to produce mediocre urban spaces. This demonstration draws on a prior conceptualisation of the notion of morphological quality, considered as a social convention.The analysis of subdivision laws (droit de lotir), in the broader context of regulatory changes in the field of urbanism and town planning in France, then shows that the impact of sustainable development regulations is, at least indirectly, to increase the quality of the residential allotment. Legal changes have indeed created a context that encourages a stronger reflection on development location by the project manager (maître d’ouvrage) and probably also a greater building density.Nevertheless, laws cannot provide a full explanation. The decisions regarding morphology are made at three key moments: when the planning laws (droit des sols) are defined, when the planning approvals (autorisations d’urbanisme) are delivered and when developments are designed and programmed. The analysis so reveals that the municipal stakeholder potentially holds an important power over the regulation of the urban form. Local planning therefore has a significant impact on the developments’ fabric, although experience shows that this impact is most often negative. In the interaction with private stakeholders, whether they are the developers (lotisseurs) and their designers (concepteurs), or the inhabitants-project managers (habitants-maître d’ouvrage) and their builder (constructeurs), the municipality has many resources at his disposal to influence the projects quality. In this respect, this thesis highlights the central role that partner institutions play in this power relation, particularly for smaller municipalities. At these different moments, the aptitude of public regulation for improving quality depends on one essential variable: the political commitment of the stakeholders. Finally, the quality of the residential allotments also depends on a further element; whether or not the developers have a sense of morphological responsibility. Developers indeed maintain a room for manoeuver regarding morphology. Their behaviour at the conception level is consequently also decisive for the quality of the developments’ fabric.

世界衛生組織(WHO)意識到世界人口高齡化將如排山倒海而來,越來越長壽的高齡世代將不再是一種特殊的族群而是普遍活得老的一種現象,遂致力提倡創立有益於高齡者的環境。而人口為國家基本要素之一,其變遷關係著國家之發展與社會之福祉,因而高齡化人口結構變遷已成為世界性、國家性、地區性、家庭性的問題。綜觀,法國從高齡化社會至高齡社會歷時超過一世紀,德國40年,而我國將於2018年邁入高齡社會,期間僅歷時25年,顯示我國老化速度超快是不容忽視的重要課題。 都市是人與空間交織的產物,高齡化社會與都市空間兩者息息相關相互影響,而都市空間因應高齡化人口結構變遷,是否已關照到不同年齡世代的使用需求,此乃台灣將面臨的挑戰與應該思索的未來課題。是以本研究主要目的,希望藉由新都市主義人性尺度的規劃透過通用設計為所有人設計的具體實施,同時借鏡世界衛生組織「全球老年友好城市建設指南」,以及日本推動通用設計打造城市的經驗,並彙整受訪者對都市公共空間現況共通性課題、需求與高齡友善通用化都市空間設計原則之問卷調查結果,進而運用民生社區作為實例地區進行檢視與評估。最後,提出研擬之建構高齡友善的通用化都市空間設計原則。 研究結果發現,受訪者認同現況都市公共空間設施與空間設計已不符合高齡者的使用需求,其落在生活空間上產生的課題面向,包含:人行道、人行道設施帶、騎樓、斑馬線、設施接入點、樓梯、連結介面與照明設備等,普遍缺乏友善的、可及的、安全的、便利的、連續的及通用化的設計。綜合前述課題,本研究將連結整個都市空間系統的流動性加以分類,形成移動系統與連結系統,而移動系統中則再區分為平行移動系統與垂直移動系統,並運用通用設計為所有人設計的原則,提出解決現況都市空間因應高齡化社會需求,其相對應之高齡友善通用化都市空間設計原則。 因此,經過分析、探討與實例地區檢視與檢討後,本研究提出以下的建議:一、台灣未來都市空間規劃應以人本思維為規劃主軸,透過「人性尺度關懷的規劃,為所有人設計的理念」作為改善高齡化社會都市問題的途徑,以步行系統作為都市公共空間的連結元素,並將公共空間的整體性予以再結構,使其再度成為一項重要的都市設施,以建立高齡化社會下「不分年齡人人都能共享共用的友善通用化都市空間」,重塑都市空間資源的價值。二、建議政府應該爭取時間,加速建立具有規範性與整體性的主要上位計畫,並將通用設計準則納入都市設計中,同時整併現有相關法規,使各個城市在執行上有統一的公共空間政策做為推動的目標與遵循的依據,把建構高齡友善的通用化都市空間理念變成全國各地具體的行動。 【關鍵詞】高齡化、都市空間、通用設計、新都市主義

Cette thèse propose de répondre à cette interrogation en analysant la participation au dépistage organisé du cancer colorectal et sa promotion dans les Hauts-de-Seine (92). Les villes de Boulogne-Billancourt et de Gennevilliers, ainsi que deux quartiers populaires de chacune d’elles sont comparés à partir de données quantitatives (taux de participation au dépistage) et qualitatives (observations, entretiens semi-directifs). Il apparaît que les disparités spatiales (inter ou infra-communale) et sexuées de participation au dépistage du cancer colorectal se déclinent différemment selon les territoires étudiés et ne reflètent pas l’inégale répartition spatiale des classes sociales. L’analyse des trajectoires de recours au médecin généraliste, acteur clé du programme, révèle des représentations et pratiques territoriales spécifiques aux contextes gennevillois et boulonnais, mais aussi aux hommes et aux femmes de ces espaces. L’étude de la promotion de ce dépistage permet de mieux comprendre les modes d’organisations et de développement des communes et quartiers ciblés (types et réseaux d’acteurs politiques, professionnels ou associatifs). Elle révèle également la nécessité de prendre en compte le genre dans l’analyse des déclinaisons locales d’une politique nationale de santé publique. Enfin, les représentations et les pratiques des médecins généralistes s’ancrent dans des parcours professionnels, des normes sociales dominantes et des dynamiques territoriales originales. / To which extent does the concept of gender can be a strategic concept to understand links between health and territorial dynamics? The following study aims to investigate this topic by analyzing the attendance at colorectal cancer screening sessions and its promotion in the Hauts-de-Seine (Paris region). We draw a comparison between the towns of Boulogne-Billancourt and Gennevilliers, and two of their popular districts, based on quantitative (attendance rates to screening sessions) and qualitative data (observations, semi-directive interviews). Among the findings, it appears that spatial and gendered disparities regarding colorectal cancer screening vary depending on the places studied and do not reflect the unequal distribution of social classes. The analysis of health-seeking behaviors to a general practitioner – a key actor of this screening program – highlights spatial representations and practices which are specific to the contexts in Boulogne-Billancourt and in Gennevilliers, as well as to women and men. The study of the promotion of colorectal cancer screening also enables us to better understand the ways these towns and districts are developed and organized (type and network of political, professional and associative stakeholders). In addition, the study stresses on the necessity to take gender into account when it comes to the analysis of local implementations of a national public health policy. Lastly, professional backgrounds, dominant social norms and spatial dynamics are an integral part of general practitioner’s representations and practices.

Esta dissertação apresenta a análise de oito produções artísticas contemporâneas que utilizam percursos urbanos como parte constitutiva essencial de suas poiéticas e poéticas. A partir do estudo das modificações espaço-temporais, desde o período industrial, assim como da forma como se estruturaram os deslocamentos no espaço urbano e os novos sentidos que estes adquiriram na atualidade, buscamos compreender os motivos pelos quais a poiética dos percursos persiste até hoje. Verificamos como os artistas contemporâneos, através de seus deslocamentos ou da apropriação das trajetórias de terceiros, ressignificaram os espaços urbanos e os personagens que neles interagem e, a partir dos percursos, teceram novos olhares sobre essa problemática na arte contemporânea. / This dissertation presents the analysis of eight art works by different contemporary artists who utilize urban routes as a constitutive part of their poietics and poetics. By studying spatial and temporal changes since the industrial period, as well as how urban spatial displacements and their present acquired meanings are structured, we seek to comprehend for what motives a poietic of urban routes should persist today. We have noted how contemporary artists have re-signified urban spaces and the people who interact with them by means of their displacements or the appropriation of other people’s daily routes, and, by using routes, they have developed new gazes in relation to these questions of contemporary art.

The climatic adequacy of urban spaces is an important parameter for city planning and human thermal comfort purposes, particularly in tropical context, where most of urban activities can be developed outdoors. Thus, the present work aims to evaluate the influence of different urban configurations in pedestrians thermal comfort at Maceió, a tropical city of Northeast Brazil. Measurement points located in two distinct quarters in the studied city had been chosen and microclimatic measurements of air and globe temperature, wind speed, relative humidity and simultaneous application of questionnaires to the pedestrians were conducted. Similarly, the thermal sensation was compared with the actual thermal sensation obtained from calculations and existing indexes in the technical literature. The results show that the characteristics of the urban spaces, as the presence of vegetation and the use of constructive devices to promote shadow, among others, influence the values of climatic variables and also the feeling of comfort or discomfort to users. For the cases studied, we highlight the influence of shading by vegetation canopies and at the points considered more comfortable. Therefore, it is necessary to adapt the external environment to fit the spaces outside the urban reality tropical climate, as well as researches that discuss the existing thermal indices that need adjustments in order to translate the thermal sensation of users in the tropics. / Fundação de Amparo a Pesquisa do Estado de Alagoas / A adequação climática dos ambientes externos urbanos é um fator importante para a obtenção de conforto térmico humano, particularmente em cidades tropicais, onde boa parte das atividades urbanas pode ser desenvolvida nos espaços externos. Diante disso, o presente trabalho busca contribuir para estudos em conforto térmico em espaços urbanos tropicais, avaliando a influência das diferentes configurações urbanas no conforto térmico dos usuários em Maceió, cidade tropical do Nordeste do Brasil. Foram escolhidos pontos de medição externa a partir das configurações espaciais distintas em frações urbanas na cidade estudada. Foram realizadas medições móveis das variáveis climáticas, temperatura do ar, umidade relativa do ar, velocidade do ar e temperatura de globo e aplicação simultânea de questionários junto aos usuários em dois bairros distintos, nos quais estavam localizados os pontos de medição. Da mesma forma, a sensação térmica real foi comparada com a sensação térmica obtida a partir de cálculo e índices existentes na literatura técnica. Os resultados encontrados mostram que as características dos espaços urbanos, como a presença ou não de vegetação, a utilização de marquise para promover sombreamento, o tipo de material constituinte das edificações, dentre outras, influenciam nos valores das variáveis climáticas e consequentemente na sensação de conforto ou desconforto dos usuários. Para os casos estudados, destaca-se a influência do sombreamento, através de marquises e vegetação, nos pontos considerados mais confortáveis. Tornam-se portanto, necessárias intervenções no ambiente externo de forma a adequar os espaços externos urbanos à realidade climática tropical, bem como pesquisas que discutam sobre os índices térmicos existentes de modo a traduzirem a sensação térmica de usuários nos trópicos.
