Prise en compte d'objectifs de stabilité pour l'organisation de collectes de déchets / Taking into account the objectives of stability for the organization of waste collection

L'étude menée dans cette thèse porte sur la logistique multi-objectif des déchets ménagers. Elle s'est déroulée en partenariat avec une collectivité locale, la Communauté d'Agglomération du Muretain (CAM) située près de Toulouse qui nous a fournit les problématiques et les différents paramètres à prendre en compte pour le développement de l'étude. Cette thèse s'est déroulée au sein de deux équipes, dans l'équipe de Production Automatisé (PA) du Laboratoire de Génie de Production (LGP) de Tarbes ainsi que dans l'équipe de Modélisation d'Optimisation et de Gestion Intégrée de Systèmes d'Activités (MOGISA) du Laboratoire d'Analyse et d'Architecture des Systèmes (LAAS) de Toulouse. Il y a une trentaine d'année, le traitement des déchets se résumait à une simple mise en décharge. Depuis une conscience collective des problématiques environnementales a placé le traitement des déchets au cœur des préoccupations publiques. La gestion qui est faite des déchets ménagers constitue un enjeu environnemental, économique, social et de citoyennetés majeures, directement lié aux modes de consommation et à la société plus généralement. En France, les municipalités ou les collectivités locales, regroupant plusieurs municipalités, ont en charge de collecter et de convoyer les déchets vers leur lieu de traitement. Dans l'étude proposée, nous allons nous intéresser à la partie logistique, et plus précisément à la collecte et au transport des déchets ménagers et assimilés jusqu’à leur point de décharge (déchetteries, centre de transfert ou centre de traitement directement). Le but étant d’optimiser le transport de déchets tout en gardant une bonne qualité de service. Les enjeux mis en relief pour cette problématique sont les enjeux classiques imposés par toute étude visant à améliorer un service publique : un enjeu économique classique (minimiser les coûts de collecte et de transport), un enjeu environnemental évident (diminuer l'impact environnemental), un enjeu de qualité (satisfaire au mieux les usagers) et enfin un enjeu social (satisfaire les conditions de travail des employés). On va donc ici se concentrer sur l’aspect opérationnel journalier de la gestion. Lorsque celui-ci concerne une planification de trajet pour plusieurs véhicules en même temps qui doivent chacun faire leur circuit en livrant une certaine quantité de produit à chaque client cela se nomme le problème de tournées de véhicules (Vehicle Routing Problem). Ce problème pratique est souvent étudié pour des cas réels et se complexifie avec l’ajout de nombreux paramètres et contraintes, comme par exemple des contraintes d'horaire de passage sur certaines parties du réseau ; ou encore par l'ajout de plusieurs critères à optimiser en mêmes temps, comme par exemple les critères représentant les coûts et ceux représentant l'équilibrage de tournées, etc. / The study in this thesis focuses on the multipurpose logistics of household waste.

Svoz směsného odpadu v Poděbradech / Collection of mixed waste in the city of Poděbrady

Increasing waste production is the reason why it is important to focus in more detail on profitable and cost side of waste economy. This diploma thesis deals with the area of garbage collection as a fundamental part during garbage their cumulation in a particular location and follow-up liquidation or preservation. At first the theoretical background of Chinese Postman Problem is described as a cornerstone for garbage collection models. Extensions of this problem have to be considered to be closer to reality. Then waste management in the city of Poděbrady is thoroughly described. In the final part of diploma thesis aforementioned theoretical models are applied on real data obtained from the city of Poděbrady waste department. Heuristic algorithms are an essential part of thesis as a replacement of optimizations models that cannot be used in some cases due to high requirements on computational time.

Komplexní modely svozu odpadů / Complex Waste Collection Models

The subject of this doctoral thesis is the solution of logistics systems in the context of waste management. The work begins with an extensive research in the field of modelling various situations from the waste transportation chain. There are presented multiple types of practical tasks in the area of operation research applicable to waste management. Their possibilities of extension and modification are analysed for use by investors, technical services or waste collection service providers. An essential part of the work is the identification of critical parameters in the waste collection at the level of municipalities and micro-regions. Based on practical requirements, challenges related to the improvement of decision-making and planning systems are defined. The available techniques proved to be insufficient for practical problems. For the area of changes and designs of collection systems (design and modification of routes, choice of the vehicle fleet, collection plan, etc.) there are no procedures that would include a whole range of operating conditions and parameters. The boundary conditions of the task affecting fundamental requirements are highly variable. The thesis presents a comprehensive approach, which is divided into several phases. The preparation and analysis of input data focused mainly on the creation of transport infrastructure, allocation of waste collection containers and their pairing to the network, which also reduces the size of the task. Furthermore, a procedure for compliance with the rules of the road was designed using a penalty function, and an algorithm for defining imaginary edges was implemented, which will allow distinguishing the frequency of collection on selected network segments. To reduce the size of the task, a segment clustering algorithm was also designed, which will enable the calculation of the collection even for larger areas. Input parameters related to operating time and fullness of collection containers are elaborated in greater detail, as they most influence the results of the task. A great benefit is also the algorithm generating the initialization solution from historical routes. As part of the related publishing activities, environmental criteria were defined to evaluate global and local impacts of waste transportation and treatment. The outputs of the thesis are used primarily for the analysis of collection systems, to support the deployment of waste containers, planning collection routes, time schedules and dimensioning the size of the vehicle fleet. The proposed algorithms were tested in several case studies, which proved the broad applicability of a comprehensive tool in the field of waste logistics. Although the thesis is focused on modelling the collection of municipal waste, the usability of the implemented procedures is possible in other areas of waste management or other sectors.

Comprehensive management model for solid waste collection and transportation in Peruvian urban municipalities

This model considers and includes three important management systems for an efficient collection value chain: quality management, route management, and HR and community management. The proposed model was implemented and validated in the municipality of Lima, Peru, and the results showed that municipal costs were reduced up to 40%, solid waste was reduced in the streets, and routes and processes were updated and improved in addition to an improvement in the participation and environmental education of citizens. Thus, correct management of the proposed model’s three general approaches to a very positive municipal impact at economic and environmental levels, without the investment of excessive amounts of money observed in first-world countries.

Solid waste management in Mekong Delta: Review Paper

Municipal solid waste (MSW) in Vietnam has been increasing quickly and became one of the most considered environmental problems in Mekong Delta (MD) region covering 13 provinces and municipalities in the south of Vietnam. With a considerably large amount of MSW, the region produces about 5% of the total amount of MSW of the country. The collection rate of solid waste is about quite high (65 - 72%) in the cities and rather low (about 40 - 55%) in the rural areas, with a high content in organic matter (about 60 - 85%). The climate of MD can be characterized as tropical and monsoonal with a high rate of humidity and a strong impact of flooding. Like other regions too, the MSW collection and treatment system is still underdeveloped and rudimentary, with disposal sites being the sole dumping method of the unsorted MSW remaining untreated by any mechanical and biological pre-treatment steps. Within this paper, the current treatment, management and operation of MSW systems are introduced, as well as the identification of advantages and disadvantages, environmental impacts, potential risks of the MSW system within the impact of global climate change. The situation of MSW treatment and management is correlated with the climate change impact and the integrated solid waste management is introduced as a new approach for adapting the environmental protection awareness by considering the climate change for the longterm sustainable development orientation. / Sự gia tăng chất thải rắn ở các đô thị Việt Nam ngày càng nhanh và chất thải rắn đang là một trong những vấn đề môi trường được quan tâm hàng đầu. Đồng bằng Sông Cửu Long (ĐBSCL) nơi có đến 13 tỉnh và thành phố nằm ở phía Nam Việt Nam. Với lượng chất thải không nhỏ, chiếm khoảng 5 % tổng lượng chất thải rắn sinh hoạt của quốc gia. Tỷ lệ thu gom chất thải rắn thấp, chiếm khoảng 65 - 72 % ở thành thị, tỷ lệ này ở nông thôn thấp 40 - 55%, chất thải có hàm lượng hữu cơ cao chiếm khoảng 60 - 85%. Khí hậu nhiệt đới gió mùa với độ ẩm không khí cao và chịu ảnh hưởng lớn của lũ lụt hàng năm. Cũng như các khu vực khác, hệ thống thu gom và xử lý rác thải ở khu vực ĐBSCL còn rất thô sơ và lạc hậu, bãi rác là nơi duy nhất tiếp nhận trực tiếp hổnhợp rác thải không phân loại và qua bất kỳ công đoạn tiền xử lý nào. Trong phạm vi bài viết này, chúng tôi giới thiệu hoạt động vận hành hệ thống quản lý và xử lý rác đô thị trong khu vực đồng thời phân tích các thuận lợi và bất lợi, cũng như các tác động môi trường, những rủi ro tiềm ẩn trong điều kiện ảnh hưởng của biến đổi khí hậu toàn cầu - khu vực ĐBSCL là nơi chịu ảnh hưởng nặng nề nhất. Tình hình quản lý và xử lý rác được cân nhắc trong điều kiện tác động của biến đổi khí hậu, đồng thời quản lý tổng hợp rác thải cũng được đề xuất như một các tiếp cận mới nhằm đáp ứng nhiệm vụ bảo vệ môi trường trong điều kiện biến đổi khí hậu theo định hướng phát triển bền vững lâu dài.

An Investigation into Stationary Pneumatic Waste Conveyance Systems in Residential Areas : With a Case Study of Retrofit Installations in Singaporean Public Housing Estates / Utredning om stationära sopsugssystem i bostadsområden : Fallstudie över installationer inom befintliga och statligt förvaltade lägenhetsområden i Singapore

Rapid urbanization brings an increasing pressure on current waste collection and transportation methods to cope with ever-increasing waste streams in urban environments. Pneumatic Waste Conveyance Systems or PWCS is often seen as an alternative for replacing open-handling of waste in narrow and congested town environments.  This research intends to find out when, where and why such systems would be implemented, and the entirety of stationary PWCS implementation and usage is being investigated, from government, experts, developers, suppliers, system owners/ operators, users to the general public. The findings are reported and analyzed using a variety of methods including but not limiting to a case study for public- housing retrofit-projects in Singapore.  Results affirm that PWCS is useful for waste collection in densely populated urban areas while offering both advantages and disadvantages as noted in this study. That which is remarkable is however spotting more concerns than opportunities and some of these concerns are highlighted and discussed in this paper. Although some parts of the study proved to be challenging and thus inconclusive, strong consensus are found regarding the need for long-term planning and strategic conception to reap the intended benefits that PWCS can offer. / Den fortlöpande urbaniseringen bidrar till att dagens metoder för hämtning och transport av avfallsmängder blir allt mer utmanande och svårhanterlig i förorter och stadsbebyggelse. Sopsugssystem betraktas därför allmänt som en alternativ lösning i urbana miljöer eftersom tekniken tillåter att byta ut rådande öppen sophantering i skrymmande och trafikerade stadsmiljöer.  Denna forskningsinsats avser att få bättre visshet om när, var samt varför sopsugssystem bör användas utifrån ett vidvinkelsperspektiv som försöker belysa och klarlägga helheten kring implementeringen och användandet av dylika system. För att uppnå detta syfte har statliga myndigheter, experter, bostadsbyggare, entreprenörer, ägare/ operatörer för system samt användarna kontaktats och hörsammats. De viktigaste inläggen har därefter rapporterats och analyserats med underlag av ett flertal metodologier som även innefattat en fallstudie för allmännyttiga fastigheter där sopsug installeras i en befintlig stadsarkitektur i Singapore.  Resultaten verifierar att sopsugssystem är användbara för avfallshantering och transport i tätbebyggda stadsområden samt att systemen offererar både fördelar och nackdelar. Det som är anmärkningsvärt är att fler aktsamhetsområden än möjligheter har upptäckts för vilka ett urval av dessa har tagits upp samt diskuterats mer ingående i denna rapport. Trots att delar av studien inbjöd till diverse utmaningar, vilket har föranlett till att resultatbilden inte kan ge klara och tydliga svar, så fanns fortfarande stor samstämmighet beträffande behovet av långsiktig planering och strategisk insiktsfullhet för att säkerställa de åtråvärda nyttor som sopsugssystem i stort kan erbjuda.

Caracterização dos determinantes sociais da saúde dos catadores de materiais recicláveis no município de Serrana / Social determinants of health of recyclable waste collectors in the city of Serrana

Os catadores de materiais recicláveis, cuja profissão é reconhecida pelo Ministério do Trabalho desde 2002, têm a necessidade de assegurar a sua própria sobrevivência bem como a dos seus familiares. Os Determinantes Sociais da Saúde (DSS) buscam analisar as condições econômicas e sociais que afetam a saúde. Os DSS envolvem cinco níveis superpostos: comportamento e estilo de vida; redes sociais e comunitárias; condições de vida e trabalho, macrodeterminantes e condições de saúde. Todos influenciam na ocorrência de problemas de saúde e nos fatores de risco da população. O objetivo deste trabalho é caracterizar os Determinantes Sociais da Saúde dos catadores de materiais recicláveis, através da análise de dados secundários obtidos no Sistema Único de Assistência Social-SUAS e delimitados geograficamente ao município de Serrana. A população de catadores de material reciclado revelou uma prevalência acentuada de homens com idade média de 40 anos, a maioria solteiros e autodeclarados como pardos. Dentro da avaliação dos DSS, 93,75% dos indivíduos declaram não praticar esportes, 75% são fumantes, não possuem acesso à TV e internet e 69% são analfabetos. Por outro lado, os indivíduos possuem moradias dignas com infraestrutura de água e esgoto. As condições de saúde desses indivíduos também foram analisadas e uma parcela apresentou alterações em exames de sangue, como: colesterol (37,5%), glicemia (12,5%) e nível de plaquetas (6,25%). Outra variável analisada foi o ambiente de trabalho, com 37,5% de notificações de algum tipo de acidente, como corte de mão, braço ou pé durante a coleta de lixo. Concluímos que avaliar esses fatores é importante para identificar os riscos que o grupo de catadores de materiais recicláveis é exposto e compreender a intervenção sobre os mecanismos de estratificação social. Os DSS são ferramentas importantes para que a gestão pública conheça a realidade dos catadores de recicláveis e consiga apresentar políticas públicas eficazes, melhorando, assim, a qualidade de vida dessas pessoas extremamente vulneráveis e de função social importante, pois são essenciais à conservação do território e na redução da quantidade de resíduos / Waste recyclers, whose profession has been recognized by the Brazilian Ministry of Labor since 2002, have a need to ensure their own survival, as well as their family members\' maintenance. Social Determinants of Health (SDHs) are used to analyze economic and social conditions affecting a population\'s health. SDHs consist of five superimposed levels: behavior and lifestyle, social and community networks, life and work conditions, macrodeterminants, and health conditions. All of them have a relationship with health problems and risk factors in a population. This study aimed to characterize the SDHs of recyclable waste collectors living in the city of Serrana - SP (Brazil), through secondary data taken from the Unified Social Assistance System (SUAS). This group consisted mainly of men with a mean age of 40 years, most of whom were single and self-reported as brown or \'pardo\' (a mixture of white, black, and Amerindian races). Results of the SDH assessment showed that 93.75% of the individuals reported not playing sports; 75% declared being smokers, not having TV and internet access; and 69% were illiterate. However, these individuals live in decent housing with water and sewage infrastructure. The health conditions of these workers were also analyzed, and blood examination revealed alterations in the levels of cholesterol (37.5%), blood glucose (12.5%), and platelets (6.25%). We also assessed the work environment and noted that work accidents such as hand, arm, or foot cutting during waste collection represented 37.5% of the cases. Thus, we conclude that these factors are important to identify risks to which recyclable waste pickers are exposed, as well as to understand social stratification mechanisms. In short, SDHs are of paramount importance for public administrators to know the reality of recyclable waste collectors and elaborate effective public policies to improve their quality of life, since they are extremely vulnerable people and play a major social role contributing to the environmental conservation and waste reduction

Cooperativas de catadores de resíduos sólidos urbanos - perspectivas de sustentabilidade / City\'s solid-waste pickers co-operatives: outlook towards sustainability

O modelo de cooperativas de catadores de resíduos sólidos tem sido aquele utilizado pelo poder público, em suas políticas, no escopo de aliar coleta seletiva manejo sustentável dos resíduos sólidos urbanos com a inclusão social destes catadores. A análise da trajetória de cooperativas de catadores brasileiras aponta também para experiências bem sucedidas oriundas da ação dos próprios catadores unidos a outros atores da sociedade civil, que não aqueles ligados diretamente ao poder público. Face aos modelos formais impostos às cooperativas de catadores, especialmente dentro dos requisitos necessários à formalização de convênios com prefeituras municipais, resta pertinente a dúvida de que, em que medida, tal convênio tem trazido reais benesses aos cooperados conveniados e, àqueles que não firmaram tal convênio, quais benefícios são obtidos pela observância do modelo cooperativista, independente da atuação do poder público. Com o objetivo de verificar tal situação, foi traçado inicialmente um panorama histórico das experiências de catadores, passando por uma abordagem jurídicoinstitucional do modelo cooperativista. Após, mediante aplicação de indicadores que buscaram medir a capacidade inclusiva de duas cooperativas paulistas uma parceira da Prefeitura de São Paulo, a Cooperação, e a outra, a Cooperglicério, que não goza de tal convênio -, buscou -se inferir a realidade institucional e dos membros de cada uma das cooperativas, com enfoque nas diferenças proporcionadas pela existência do convênio formal com o poder público. Ao final, concluiu-se que a existência de convênio com o Poder Público garante aos cooperados conveniados melhorias efetivas que trazem em seu bojo a possibilidade real de inclusão social. No entanto, o pleno desenvolvimento cooperativista com a consequente inclusão social, factual, plena encontra grande óbice na ausência de capacitação dos cooperados em relação aos princípios e modelos cooperativistas, em face da disseminação da ideia de cooperativas de fachada, ou por problemas de capacitação na gestão do empreendimento cooperativista. Finalmente, conclui-se pela necessidade de novos estudos que possam aprofundar a questão abordada nesta dissertação, com o escopo de fornecer maiores subsídios à atuação estatal nas parcerias com as cooperativas / The model of solid-waste pickers co-operatives has been used by the government, through its policies, with the purpose of combining selective waste collection sustainable management of urban solid waste with social inclusion for those waste pickers. Nonetheless, full development of the co-operative model resulting in factual, indelible social inclusion finds in the lack of training in co-operative principles and models, by the working members, one of its greatest obstacles, due to the spreading of the idea of fake cooperatives, or to problems related to training in co-operative management within the organization. Finally, a concluding evaluation asks, on necessity, for further studies which may deepen in and branch out the subject addressed in this work, with a goal at providing better criteria and guidelines to government action in its partnerships with cooperatives

Applying the Integrated Solid Waste Management Framework to the Waste Collection System in Aguascalientes, AGS, Mexico

The design of a waste collection system affects public health, the extent of participation in the system by residents, the recovery of resources from waste, and the cost of collection. Many developing countries use communal container collection [CCC] systems in which large containers are dispersed throughout neighbourhoods for the storage of waste until collection. These systems tend to have limited success as they often do not garner viable amounts of participation and containers are prone to being overfilled. The communal container waste collection system in the city of Aguascalientes, AGS, Mexico was assessed according to the Integrated Solid Waste Management [ISWM] principles of social acceptability, environmental effectiveness, economic affordability and effective management. Information was collected through seven interviews with waste-related managers, 282 residential questionnaires, and 12 informal collector questionnaires. The collection system garners a high participation rate (99%) attributed to: non-burdensome one-way distances from residences to containers (mean 114+/-71m); thorough, daily collection; and a culture of cleanliness. Factors of adherence to waste collection regulations were found to be public knowledge, social acceptability, convenience and perception of importance. The collection system was assessed by rational-intuitive consideration of all indicators and principles, to be mostly acceptable from an ISWM framework due to: a high collection rate (~100% daily) which is enabled by effective monitoring and efficient operation; a high participation rate; similarity of the resource recovery rate to that of other developing and developed countries; and long-term affordability. Areas for improvement in equality of service provision, collaboration with informal collectors, and communication were identified. Lessons learned about communal container collection are applicable to lower-middle and upper-middle income countries.
