Conception of social entrepreneurship has been investigated in the paper on base of Russian and international practices. It promotes to complex investigation of small entrepreneurship with social direction of activity; explore of its functions, which caused of modern problem solve. The innovation potential of social entrepreneurship has been discovered. Social entrepreneurship has been investigated especially at social sphere. At modern condition problem solve of preschool education is realized on base quality service development and private schools. Results of research have been based on investigation of parents’ opinion toward private preschools’ services; analyze of parents’ willingness to use this services. Main tendency and impacts of social entrepreneurship have been explored by example of private preschools of Yekaterinburg. In result it was demonstrated that parents prefer notionally private preschools. Their position explained by inviting of wide services. However they are ready practically to use state preschools, because this services chipper and dependable by their opinion. / В работе раскрывается понятие социального предпринимательства в российской и международной практике. Это позволяет более полно определить явление социальной направленности малого предпринимательства; изучить его функции, способные разрешить актуальные социальные проблемы. Выявляется инновационный потенциал социального предпринимательства. Особым аспектом исследования было изучение социального предпринимательства в социальной сфере. На сегодняшний день, решение проблем дошкольного образования осуществляется как путем совершенствования качества предоставления дошкольных услуг, так и с помощью частных образовательных учреждений. В рамках данной работы представлены основные результаты проведенного социологического исследования по определению отношения родителей к частным детским садам, анализа готовности родителей воспользоваться услугами частных детских садов. Выделяются общие тенденции и факторы развития социального предпринимательства в дошкольном образовании на примере частных детских садов г. Екатеринбурга. В результате исследования было выявлено, что родители теоретически отдают предпочтение частным детским садам. Их позицию объясняется привлекательностью более широкого спектра услуг. Однако практически они готовы отдать своего ребенка в муниципальный детский сад, поскольку услуги этой организации дешевле и, с точки зрения родителей, надежней.

The results of the analysis served as the basis for developing recommendations for improving social work with older citizens.

The identified problems allowed the authors to develop Recommendations on the implementation of professional standards in the field of social services. / В работе проведен анализ теоретических и нормативно-правовых основ разработки профессиональных стандартов, обобщен зарубежный опыт внедрения профессиональных стандартов в сфере социального обслуживания. Изучены российские требования к квалификации персонала в сфере социального обслуживания. Проведен анализ нормативно-правовой базы и экспертная оценка практики внедрения профессиональных стандартов в учреждениях социального обслуживания Свердловской области. Выявленные проблемы позволили авторам разработать Рекомендации по вопросам внедрения профессиональных стандартов в сфере социального обслуживания.

Выпускная квалификационная работа состоит из введения, двух глав, биографического списка, приложения. Во введении обоснована актуальность выбранной темы, поставлена цель и задачи исследования. В первой главе представлены теоретико-методологические основания исследования деятельности клубов в условиях комплексных центров социального обслуживания и их влияние на активизацию ресурсов пожилого человека. Для этого в главе определены социальные и психологические особенности пожилого человека, оценены цели социальной работы с пожилыми людьми с позиции активного долголетия. Подробно охарактеризованы технологии активизации ресурсов пожилого человека, применяемые в деятельности социальной службы. Во второй главе представлены результаты эмпирического исследования: выявленные потребности пожилого человека, особенности пожилых людей, обращающихся в Комплексные центры социального обслуживания населения за социальными услугами. Также проанализированы мнения специалистов, позволяющие оценить, как происходит выбор форм работ с пожилыми людьми, эффективность клубов в активизации ресурсов пожилого человека. В заключении приведены основные выводы, полученные в результате эмпирического исследования. Общий объем работы составляет 145 страниц. / The final qualifying work consists of an introduction, two chapters, a biographical list, an appendix. The introduction substantiates the relevance of the chosen topic, sets the goal and objectives of the study. The first chapter presents the theoretical and methodological foundations for studying the activities of clubs in the context of integrated centers of social services and their impact on the activation of the resources of an elderly person. For this, the chapter defines the social and psychological characteristics of an elderly person, evaluates the goals of social work with older people from the standpoint of active longevity. The technologies for activating the resources of an elderly person used in the activities of social services are described in detail. The second chapter presents the results of an empirical study: the identified needs of an older person, especially older people who apply to the Integrated Centers of Social Services for the population for social services. The opinions of experts were also analyzed, allowing to assess how the choice of forms of work with the elderly is carried out, the effectiveness of clubs in activating the resources of an elderly person. The conclusion summarizes the main findings from the empirical study. The total volume of work is 145 pages.

Den krävande kunskapen : Om svårigheterna att uppnå självupplevd kunskap om våld i nära relationer inom socialtjänsten

The Swedish social services have an extensive responsibility for supporting victims andperpetrators of intimate partner violence (IPV) as well as their children. Social serviceworkers therefore need knowledge about IPV. However, previous research has shown that theself perceived competence of such knowledge is lacking among social workers. The purposeof this study is to examine why that is and what perspectives on knowledge about IPV thatare communicated (and not) by one of the central actors of the state governing of knowledge,the National Board of Health and Welfare (Socialstyrelsen). It also explores to what extentcritical perspectives are expressed. This is done by categorizing the content of one of theBoard’s IPV educational materials into three sections of knowledge: theoretical, factual andpractical knowledge. The results are analyzed using Bacchis analytical tool “Whats’s theProblem Represented to Be” (WPR), which shows that factual knowledge is dominant in thematerial while theoretical knowledge is least common. Critical perspectives on IPV, likeanalyses of structural power mechanisms, are hardly noticeable, which is considered as ashortcoming when it comes to understanding IPV. As IPV is a complex issue that can beviewed as troublesome within the social services and provoke emotions and resistance,pedagogical tools specifically adapted to education about IPV can be needed, which is nottaken into consideration in the studied material. The study discusses that a predominance offactual knowledge and a lack of critical perspectives in the educational material can beunderstood as influenced by NPM, focusing on production within prevailing frames ratherthan challenging them in order to enable social change. For knowledge about IPV to beimplemented and deepened within the social services, and thereby the support to IPV victims,perpetrators and their children to be strengthened, this study suggests that criticalperspectives are needed in the learning process, using pedagogical approaches which take thecomplexity of IPV into consideration

SKOLPERSONALS ERFARENHETER AV BARN SOM FAR ILLA : En kvalitativ studie om de resonemang som leder till orosanmälningar

Syftet med detta arbete har varit att undersöka förskole- och skolpersonals upplevelser och erfarenheter av barn som far illa och de omständigheter som leder fram till en orosanmälan. Empirin har samlats in med hjälp av fem semistrukturerade intervjuer och har sedan analyserats med hjälp av rollteori. Resultaten påvisar att personalen är införstådd i det enskilda anmälningsansvar som föreligger utifrån 14 kap. 1 § Socialtjänstlagen (SFS 2001:453), men att personalens förmåga att identifiera oro är såväl individuellt som kontextuellt betingad. Studien belyser också att personal inom skola och förskola anser att den utbildning och det stöd de får gällande orosanmälningar är bristfällig, varför de önskar en bättre samverkan med socialtjänsten. I analysen av det empiriska materialet framkommer att rollkonflikter och rolloklarheter kan uppstå i de fall personalen inte upplever en tydlig ram kring när, och hur, en orosanmälan ska göras. Slutligen belyser studien att samverkan mellan skolor/förskolor och socialtjänsten uppenbart behöver förbättras för att öka personalens anmälningsbenägenhet. / The purpose of this work was to investigate preschool and school staff's experiences of maltreated children and the circumstances that lead to a report of concern. The data was collected using five semi-structured interviews and were then analyzed by using role theory. The results show that the staff are aware of the individual responsibility to report concern that exists based on 14 ch. 1 § of the Social Services Act (SFS 2001:453) and 29 ch. 13 § of the Swedish Education Act (SFS 2010:800), but that the staff's ability to identify concerns is both based on both individual and contextual factors. The study also highlights that staff in schools and preschools consider that the training and support they receive regarding reports of concern is insufficient, which is why they wish for better collaboration with the Social Services. In the analysis of the empirical material, it appears that role conflicts and role ambiguity can arise in cases where the staff do not experience a clear framework for when, and how, a report of concern should be made. Finally, this study highlights that collaboration between school/preschool and the Social Services clearly needs to be improved in order to increase the staff's willingness to report.

Men's violence against women is an ever-increasing societal issue. The social services bear the responsibility of supporting and protecting women who are victims of violence seeking help. This responsibility has been delegated to social workers based on municipal autonomy. To ensure the safety placements of these women, social workers are guided by standardized assessment tools implemented across municipalities. Previous research suggests that safety assessments might differ depending on where in the country women seek support and protection. The study focuses on investigating the basis upon which social workers ground their safety assessments and whether circumstances exist that cause variations in these assessments across different municipalities. Data from social workers is gathered through eight semi-structured interviews. This empirical data is processed and analyzed using the theoretical concept of scope for action. The study reveals that social workers base their safety assessments on FREDA and conversations with the victims of violence. It discusses the significance of the victim's narrative and how deficiencies in resources and evaluation can lead to discrepancies in assessments. The choice of assessment tools and the scope for action of social workers are questioned.

The social services in Sweden currently face significant issues regarding recruitment and layoffs. A substantial portion of the public debate and media coverage casts a negative light on social services. The aim of this study is to examine the attitudes of future social workers towards social services as an employer. Furthermore, the study aims to investigate how social work students perceive and are influenced by both public perceptions and negative media coverage. This study is based on semi-structured interviews with six social work students in their seventh semester at Malmö University. Social interactionism is used as the theoretical framework for analyzing the collected data material. The data has been analyzed using thematic analysis. The results indicate that the majority of social work students hold a negative view of social services as a future employer. They also perceive public attitudes as primarily negative, with the negative media reporting having a significant role in shaping these negative perceptions of the social services. The results further demonstrate that social work students have adapted various behaviors to cope with the public attitudes both privately and professionally. A key finding is that social work students' prior experiences and associations with social services strongly influence their prospective choice of employer. The findings of this study show that social work students experience prejudice and a lack of understanding for their occupation. This perception is embedded in the public's ignorance and the media's negative coverage. The results suggest a need for increased awareness about the profession's nature and complexity among the general public.

The purpose of this essay is to investigate and analyze how specifically appointed social workers – barnsekreterare work within the foster care with foster placed children and their network and how specifically appointed social workers specifically work with the best interest of the child in their daily work and in relation to attachment theory within foster placement for children and how they prioritize the attachment between children, foster parents and biological parents throughout foster placements. For this essay there will be documented research of the topic and earlier studies, together with the theory done on attachments theory. This essay will also include the point of view of the best interests of the child throughout the text.  Three semi-structured interviews are going to be held with three different specifically appointed social workers within one big city in Sweden. Sixteen open questions are going to be asked which are divided in between the work social workers do with biological parents versus foster parents. The result will then be documented, consisting of quotes from the social workers, a summary of their answers. With the documentation, an analysis will continuously be made with the purpose of finding similarities and differences between the earlier studies made and the answers of each social worker.  From the gathered information and the analysis of the empirical material the conclusion was made that the specifically appointed social workers work very thoroughly with upholding the law stated rights of every individual within the child’s network, but due to the variety of errands and cases it is a constant moral dilemma for most social workers. The importance of the attachment however is something that is never forgotten but modified to best suit the child’s needs within the foster home.

В выпускной квалификационной работе рассмотрено понятие семьи и основания, по которым семья может считаться как находящаяся в трудной жизненной ситуации, определены основные понятия и характеристики восстановительного подхода и обозначены нормативно-правовые основы его применения в социальных службах. Опыт применения и реализации медиативного (восстановительного) подхода в урегулировании семейных конфликтов в практической деятельности социальных служб был изучен на примере работы специалистов-медиаторов некоммерческой организации. В заключении сделан вывод о готовности специалистов к реализации медиативного подхода при работе с семейными конфликтами, а также о возможностях и ограничениях данного подхода. / The final qualifying work examines the concept of family and the grounds on which a family can be considered to be in a difficult life situation, defines the basic concepts and characteristics of the restorative approach and outlines the legal framework for its application in social services. The experience of applying and implementing the mediation (restorative) approach to resolving family conflicts in the practical activities of social services was studied using the example of the work of specialist mediators of a non-profit organization. In conclusion, a conclusion was drawn about the readiness of specialists to implement the mediation approach when working with family conflicts, as well as the possibilities and limitations of this approach.
