Independence or dependence? : the arms industries in Israel, South Africa and Yugoslavia during the Cold WarMangasarian, Leon January 1993 (has links)
This dissertation examines the development of armaments production in Israel, South Africa and Yugoslavia and the implications thereof regarding military import dependency, arms exports, and defence production cooperation among developing arms producers. The dissertation concentrates on strategic and political issues of Third world arms production and does not deal with questions of arms industries and development. The dissertation makes three broad arguments: First, that truly indigenous arms production hardly exists in the three case study countries. I illustrate this by showing the heavy dependence of Israel, South Africa and Yugoslavia on foreign technology, licences, foreign components and foreign capital for all major -- and many minor -- weapons manufacturing projects undertaken since the 1960s. Second, that despite billions of dollars invested in building up respective defence industry sectors, all three states (or successor states in the case of Yugoslavia) remained dependent on imports of most of the same major weapons systems at the end of the Cold War as they were 30 years earlier. Embargo of systems such as fighter aircraft, ships and tanks by the old arms supplier oligopoly was the key reason for the initiation of arms production in all three countries. But the cancellation or failure of key arms manufacturing projects in all three countries, such as the Israeli Lavi fighter, means that far from achieving weapons supply independence, this dependency is set to continue into the next century Third, that despite the above two points, Israel, South Africa, Yugoslavia and other Third World arms producers have played an expanding and important role the world arms trade and proliferation of military technology since the 1970s. This seeming paradox will be illustrated by contrasting Israel's growing dependency on the United States for advanced weapons, capital and technology from 1970 to 1990, with the Israeli role as the single most important UN arms sanctions buster to South Africa from 1977 to the early 1990s; as an arms supplier to Argentina during the 1982 Falklands/Malvinas War, to Iran during the Iran-Iraq War and to Guatemala after the 1977 U.S. arms cut-off. The dissertation concludes that while some arms production is bound to continue in all three states (or successor states), major weapons manufacturing projects are a thing of the past and will be initiated -- if at all -- with the cooperation of arms industries from the very industrialised powers which Israel, South Africa and Yugoslavia sought total independence from through indigenous arms production during the Cold War.

The establishment of the French war machine in the First World WarBostrom, Alexander W. January 2015 (has links)
The First World War placed enormous pressures on the home fronts of all belligerents as they sought to provide the unprecedented levels of armaments required by twentieth century warfare. France proved to be both militarily and industrially unprepared for the task and was almost defeated in the early months of the war as the army was severely constrained by shortages of shells and artillery. However, by 1918 French industry was able to produce more materiel than Britain while also supplying the arriving American Expeditionary Force. This thesis explores how this tremendous feat was achieved by examining the actions and interests of the high command, the government and the industrialists. Throughout the war, the specific needs of the French commanders would fluctuate, but the desire for quantity and speed of delivery was constant, often at the expense of quality. The Ministry of War attempted to appease both the army and the industrialists in order to mobilise industry rapidly to meet the requirements of the front line. Despite the apparent success of its efforts, the government’s response to the pressures of war was ad hoc and reactionary. It had little time to formulate a cohesive plan, nor could it ignore the short-term necessities in favour of a longer-term strategy. Thus it created and faced a number of problems that complicated the mobilisation process, which the government sought to resolve through an increasing reliance on bureaucracy and state intervention in a previously liberal economy. Ultimately, as output expanded, constraints on the army eased, and industry was able to supply armaments in both high quality and large quantities, facilitating an operational approach that became ever more reliant on materiel as manpower resources dwindled. French efforts thus demonstrated the importance of economic management in wartime and greatly influenced post-1918 planning for future wars.

This dissertation concentrates on transformation of the Czech armaments industry after 1989. As the topic is elaborated in wide context, the first chapters describe the history of Czechoslovak armaments production from the end of the World War I up to 1989. Then there is a main part, content of which is outlined in the title of this work. Among other things there are complete lists of firms participating in armaments production in 1989 and in 2007, comparison of them, and dividing into the suggested branch structure. Appropriateness and criteria of the origin of both the lists are mentioned in the methodology of the work. The specific development of the armaments industry in the second half of the 1990s and at the beginning of the 21st century is not forgotten as well. The last part of this work describes the most important Czech armaments firms of present and their characteristics across the production spectrum.

Située au coeur du golfe de Gascogne, La Rochelle fut dès sa naissance au début du XIIe siècle une communauté de pêcheurs. La ville s’affirme comme une cité marchande, devenant l’une des plus dynamiques de l’Ouest français. Son port de commerce se déplace sur un nouveau site en 1890, libérant le vieux port au centre-ville pour la pêche. De nombreux voiliers viennent déjà y vendre leur pêche sur un marché aux poissons attractif, que le chemin de fer relie à l’intérieur du pays en 1857. Une nouvelle page s’ouvre, celle du chalutage industriel qui fait une percée majeure en Grande-Bretagne. A La Rochelle, après l’échec d’une tentative de l’anglais Craggs d’y implanter le chalutage à vapeur en 1871, de grands armements à la pêche industrielle sont fondés de 1904 à 1920. Une première période d’essor de ces armements fait de la cité le deuxième port de pêche de France, le premier de l’Atlantique. Après le marasme des pêches françaises et la crise de la flottille de chalutiers à vapeur rochelais, un nouvel essor du port s’affirme après la Seconde guerre mondiale. La Rochelle redevient le quatrième port de pêche de France dans les années 1960. Mais l’année 1965 marque une rupture de la pêche industrielle rochelaise et un déclin s’ensuit qui conduit à la disparition des derniers grands chalutiers en 1994. De nombreux travaux menés jusqu’ici ont porté sur d’autres ports de pêche de France. Cette étude a l’ambition de contribuer à la connaissance de plus d’un siècle d’histoire de pêche industrielle du port de La Rochelle, de ses dimensions économiques, sociologiques, politiques et écologiques, dans le cadre d’une étude comparative, en analysant les caractéristiques et les raisons de cet essor et celles d’un déclin précoce et rapide. / Situated in the heart of the bay of Biscay, La Rochelle, right from its foundation, at the beginning of the XIIth century, was a community of fishermen. It then became one of the most dynamic cities in western France. In 1890 the commercial port moved to a new site, liberating the old port in the city centre for fishing activities. Many sailing ships came to sell their fish on an attractive fish market boosted by the railway connection to the inland part of the country in 1857. A new era started with industrial trawling, a major innovation in Great Britain. In 1871, the English shipowner Craggs tried to introduce steam-powered trawling but suffered a setback . However from 1904 to 1920 important armaments in industrial trawling were created, making La Rochelle, in this early period of expansion, the second fishing port in France and the first one on the Atlantic coast. After the stagnation of French fisheries and a crisis of Rochelais steam-powered trawlers, a new expansion of the port occured after WWII. In the sixties, La Rochelle became the 4th fishing port in France, until in 1965 a break in industrial fishing activities resulted in the loss of the last big trawlers in 1994. There have been numerous documents about other fishing ports in France. This study aims to concentrate on the history of industrial fishing in the port of La Rochelle over a century, highlighting its economic, sociological, political and ecological dimensions. For this purpose a comparative study has been made, analysing the characteristics and the reasons of this expansion as well as the ones of a rapid and premature decline.

Previous issue date: 2016-08-05 / Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) / Dans ce travail nous cherchons à comprendre l’interaction intense entre romains et barbares dans les lignes de l’armée, ce qui compose ce que nous dénommons l’armée romaine-barbare. À partir de cette confluence, nous observons comment s’est développé l’utilisation des équipements militaires par les soldats et, conséquemment, comment ils ont influencé la discipline et l’entraînement des combattants. Dans ce but, nous avons créé un catalogue d’images, d’artefacts de guerre qui ont été utilisés pendant le IVe siècle ap. J.-C., dans lequel il y a des fiches catalographiques qui contiennent l’image de chaque objet et ses caractéristiques. Nous avons aussi développé un catalogue de sources qui nous aide à comprendre comment les soldats de cette période voyaient et utilisaient les armes ; comme référence, nous avons utilisé les oeuvres Res gestae d’Ammien Marcellin, Epitoma rei militaris de Végèce (Publius Flavius Vegetius Renatus), Notitia dignitatum et De rebus bellicis (ces deux dernières sont anonymes). L’étude de ces oeuvres et matériels nous a permis de vérifier comment était utilisé chaque armement, de telle façon que nous avons pu avoir une compréhension de tous les équipements et machines utilisés par l’armée romaine-barbare du IVe siècle ap. J.-C. À partir de la connaissance de l’utilisation de chaque arme, nous avons pu savoir quels étaient les exercices requis pour la pratique individuelle et collective de l’armée. Ainsi, nous avons remarqué que la coexistence avec d’autres cultures a élargi les connaissances tactiques et disciplinaires de l’armée de l’Empire romain de l’Antiquité tardive. / No presente trabalho buscamos perceber a intensa interação entre romanos e bárbaros nas fileiras do exército, compondo o que chamamos de exército romano-bárbaro. A partir dessa confluência observamos como se desenvolveu o uso dos equipamentos militares pelos soldados e, consequentemente, como influenciaram na disciplina e treinamento dos combatentes. Para tanto, compomos um catalogo de imagens, com artefatos bélicos que foram usados no período do século IV d.C, onde montamos fichas catalográficas com a imagem de cada objeto e suas características. Desenvolvemos, também, um catalogo de fontes que nos auxilia a entender como eram vistas e usadas as armas pelos soldados daquele momento, como referência utilizamos a obra Res gestae de Amiano Marcelino, a Epitome rei militaris de Flávio Vegécio Renato, a Notitia dignitatum e a De rebus bellicis, sendo as duas últimas anônimas. O estudo dessas obras e materiais nos possibilitou averiguar como eram utilizados cada armamento, de forma que podemos ter uma compreensão de todos os equipamento e máquina usado pelo exército romano-bárbaro no século IV d.C. A partir do conhecimento do uso de cada arma, pudemos apurar quais eram os exercícios requerido para a prática individual e coletiva do exército. Logo, percebemos que a convivência com outras culturas ampliou os conhecimentos tático e disciplinares do exército do Império Romano da Antiguidade Tardia. / In the present work, we realize the intense interaction between romans and barbarians in the army, forming what we called roman-barbarian army. From the confluence we observe how developed the use of military equipment by the soldiers and consequently how they influenced in the discipline and training of fighters. Therefore, we compose a catalog of images with war artifacts of the fourth century A.D. In this, we set cards with the image of each object and its features. We have also developed a catalog of sources which helps us to understand how the soldiers seen and used the weapons of that time. As a reference, we analyze the Res gestae of Ammianus Marcellinus, the Epitome rei militaris of Flavius Vegetius Renatus, the Notitia dignitatum and the De rebus bellicis, the latter two anonymous. The study of these works and materials enabled us to find out how each weapon were used, then we can have an understanding of all equipment and machinery used by the roman-barbarian soldiers in the fourth century A.D. We could tell which were the exercises required for the individual and collective practice of the army, by knowing the use of each weapon. Previous issue date: 2018-03-01 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) / O objetivo desta tese é compreender os motivos que levaram a paralisação do programa para a produção do Avião de Treinamento Primário Básico Unasul I, que se desenvolveu sob a coordenação do Conselho de Defesa Sul-Americano (CDS), em um consórcio integrado por quatro países: Argentina, Brasil, Equador e Venezuela. A pesquisa enfatizou os processos históricos e econômicos que dificultam a possibilidade de ampliar a autonomia e a integração regional no campo da produção de armamentos, especialmente a dependência de fornecedores externos, infraestrutura tecnológica insuficiente e o baixo investimento em P&D. A análise dos documentos dos Comitês Consultivo e Técnico do programa do avião de treinamento, identificou uma correlação entre a paralisação do projeto e os dois principais objetivos do CDS para a produção colaborativa de armamentos: a integração regional e a busca por maior autonomia no desenho, desenvolvimento e produção de sistemas de armas. Até a sua paralisação, duas vertentes com interesses distintos buscaram espaço no programa Unasul I: a de integração autonomista, coerente com os princípios da iniciativa do CDS e constituída por países com baixa capacitação tecnológica e industrial no setor aeronáutico; e a assimétrica, representada por países com maior capacitação na indústria de defesa e no setor aeronáutico. Não obstante a distância tecnológica que separa os países sul-americanos dos principais fabricantes mundiais de armamentos, há ainda uma notável assimetria entre o Brasil, único país que possui um parque industrial de defesa na região, e os seus parceiros sul-americanos, o que teve peso decisivo no processo de produção colaborativa coordenado pelo CDS. Nesse sentido, o modelo de produção colaborativa proposto pelos quatro países membros do CDS, se mostrou disfuncional, caracterizado pelo desequilíbrio na divisão de atribuições entre os parceiros no desenvolvimento e fabricação do avião sul-americano, o que levou a paralisação do programa. / The purpose of this thesis is to understand the reasons that led to the discontinuity of the primary flight training aircraft program, named Unasur I, developed under the coordination of the South American Defense Council (CDS) and four countries: Argentina, Brazil, Ecuador and Venezuela. It sought to establish a correlation between the discontinuity of the aircraft training program and the two main objectives of the collaborative weapons production project, namely regional integration and the quest for greater autonomy in the design, development and production of weapons systems. In a subsidiary way, it was sought to understand the interests involved in the program. It was verified that until the discontinuity, two areas with different interests sought space in the program, the autonomic integration, consistent with CDS initiative’s principles, but formed by countries with low technological and industrial capacity in the aeronautical sector; and the asymmetric, represented by countries with greater capacity both in defense and aeronautical sectors. The discontinuity of the Unasul I program is related to its asymmetric and dysfunctional model. In addition, we will emphasize historical, economic, and regional geopolitical processes that impede broaden the regional autonomy and integration in the field of weapons production, such as reliance on external suppliers, low R&D investment and insufficient technological infrastructure. Despite the technological disparity between South American countries and the world major arms producers, there is still an asymmetrical regional relationship between Brazil, the only country with a defense industrial park in the subcontinent and its South American counterparts, which is decisive in international collaborative production processes. / CAPES pro-estratégia: 2612/2012

L’usage du terme « logistique » dans son sens militaire est relativement récent dans l’historiographie de la guerre (il date essentiellement de quelques dizaines d’années) et le mot est complexe à définir. S’intéresser à la logistique militaire, c’est non seulement s’intéresser au ravitaillement de l’armée, mais aussi à ses déplacements, son équipement, son logement et son service sanitaire. Des sujets qui sont donc à la fois variés et très différents les uns des autres et pour lesquels les sources ne sont pas toujours satisfaisantes. Le monde hellénistique que nous étudions s’étend de Marseille à Aï Khanoum (Afghanistan) et comprend à la fois les royaumes et les cités. Les espaces concernés influencèrent les choix stratégiques des généraux. L’impact qu’eut la logistique militaire dans l’issue des conflits militaires hellénistiques est difficile à évaluer et peut aller de négligeable à déterminant. Mais la logistique militaire ne se résume pas à l’influence de celles-ci dans les guerres et aborde aussi des questions économiques et sociales. / The use of the term "logistics" in its military sense is relatively recent in the historiography of war (it dates essentially from a few decades) and the word is complex to define. To be interested in military logistics isn’t only to be interested in supplying the army, but also in its transport, equipment, housing and sanitary services. These subjects are therefore at the same time varied and very different from each other and the sources aren’t always sufficient. The Hellenistic world we are studying extends from Marseille to Ai Khanoum (Afghanistan) and includes both kingdoms and cities. The spaces concerned influenced the strategic choices of the generals. The impact of military logistics on the outcome of Hellenistic military conflicts is difficult to evaluate and can range from negligible to decisive. Military logistics, however, aren’t limited to their influence in wars, but also concern economic and social issues.

Suid-Afrika. / The Defence portfolio placed heavy demands on F.C. Erasmus from 1948 to 1959. He had to transform
the South African armed forces into an efficient and combat ready Union Defence Force. He also had
to implement the National Party's defence policy, which hitherto consisted of abstract principles
contained in the party's political programme. Erasmus made far reaching changes to the Union Defence
Force, furnishing it with a distinct South African identity. Despite criticism against him and the
country's limited resources Erasmus improved South Africa's defence significantly. He modernized the
organization, training and equipment of the Union Defence Force and established the basis for an
independent local armaments industry. Erasmus also played a prominent role in South Africa's
international military strategy. He laboured unceasingly to persuade the European colonial powers to
enter into an African defence alli~nce. One of his greatest achievements is the transfer of Simonstown

La première décennie du XXIème siècle a été particulièrement marquée par le renforcement de la présence de la République populaire de Chine (RPC) en Afrique. En effet, Pékin est devenu un important partenaire du continent dans différents domaines de coopération (économique, commercial, militaire, culturel…). C’est ainsi que l’objet de cette recherche porte essentiellement sur la dimension militaire de la présence chinoise. Celle-ci reste encore peu étudiée contrairement à celle des Etats-Unis, de la France et de l’URSS autrefois. L’étude qui convoque la pensée stratégique chinoise et les théories de relations internationales, tente de cerner les enjeux, les contours et les évolutions de la dimension militaire chinoise dans un contexte de bouleversements et de rivalités stratégiques (1960-2010). Aussi, l’étude s’intéresse aux différents choix stratégiques opérés. Cet effort de compréhension ne porte pas que sur la seule Chine, l’Afrique y est aussi pleinement prise en compte. La réflexion se prolonge avec l’analyse décisionnelle de la politique étrangère de défense, grâce notamment à une approche que nous avons qualifiée d’hybride, une combinaison du modèle rationnel et de l’approche bureaucratique de la décision. Ainsi, dans le cas chinois et africain, la décision en politique étrangère n’est pas le seul fait du Président, bien qu’il en soit un acteur prééminent. De nombreux acteurs participent à son élaboration; ceux-ci disposent de réelles capacités de l’infléchir dans un sens ou dans l’autre. / The reinforcement of China presence in Africa particularly constitutes a remarkable event during the first decade of the twenty-first century. As the matter of fact, China has become an important partner in various domains of cooperation such as trade, military, culture…This is hereby the reason why this study is essentially based on the military dimension of China presence. This aspect is barely analyzed in comparison with those of the USA, France, and the USSR in the past. The study deals with the Chinese strategic Policy and the theories of international relations. It intends to decipher what is at stake, the ins and outs of the Chinese military Policy in a context where upheavals and strategic conflicts are pregnant (1960-2010). Moreover, the study will analyze different strategic choices that have been taken so far. This effort of analysis will not only concern China, but Africa will be fully taken into account as well. The reflection will stretch onto the analysis of decisions inherent to the foreign Policy, notably thanks to an approach that can be qualified as a ‘hybrid approach’, that is, a combination of a rational pattern and the bureaucratic approach of decision. Then, in the Chinese and African cases, the decision in foreign policy is not only the prerogative of the president, although he allegedly seems to be a pre-eminent actor. A lot of actors partake in the foreign Policy elaboration; these ones have real capacities to curb it either way.

Suid-Afrika. / The Defence portfolio placed heavy demands on F.C. Erasmus from 1948 to 1959. He had to transform
the South African armed forces into an efficient and combat ready Union Defence Force. He also had
to implement the National Party's defence policy, which hitherto consisted of abstract principles
contained in the party's political programme. Erasmus made far reaching changes to the Union Defence
Force, furnishing it with a distinct South African identity. Despite criticism against him and the
country's limited resources Erasmus improved South Africa's defence significantly. He modernized the
organization, training and equipment of the Union Defence Force and established the basis for an
independent local armaments industry. Erasmus also played a prominent role in South Africa's
international military strategy. He laboured unceasingly to persuade the European colonial powers to
enter into an African defence alli~nce. One of his greatest achievements is the transfer of Simonstown
