Cette étude porte sur les expositions photographiques produites par le gouvernement américain entre 1935 et 1942. Ces expositions avaient pour but de promouvoir les activités entreprises par l’administration Roosevelt dans le cadre de son programme de relance économique. L’étude est constituée de trois grandes parties : la première présente les enjeux politiques et sociaux du New Deal et éclaire les défis auxquels les propagandistes du gouvernement Roosevelt ont été confrontés. Elle montre alors l’intérêt et la fonction que la photographie et l’exposition ont eu dans le programme de propagande. La seconde présente le rôle joué par les expositions universelles dans le développement des techniques scénographiques employées par l’administration. La dernière porte sur les expositions artistiques du gouvernement et sur leur valeur propagandiste. / This study focuses on photographic exhibitions produced by the US government between 1935 and 1942. These exhibitions aimed to publicize the Roosevelt administration’s economic stimulus program. The study is divided into three parts. The first part outlines the political and social issues of the New Deal while shedding light on the challenges faced by the propagandists in the Roosevelt administration, as well as the appeal and function of photography and exhibitions in its propaganda program. The second part considers the role played by world fairsin the development of design techniques employed by the administration. The final section addresses the government’s artistic exhibitions and their value as propaganda.

Die „Liste der fachlichen Nachschlagewerke zu den Normdateien“ stellt mit ihren derzeit mehr als 1.800 Einträgen ein verbindliches Arbeitsinstrument für die tägliche Praxis in der kooperativen Normdatenpflege des deutschsprachigen Raumes, speziell für die Terminologiearbeit in der bibliothekarischen Sacherschließung, dar. In jedem Normdatensatz der Schlagwortnormdatei (SWD) werden für den Nachweis und die Begründung der Ansetzungs- und Verweisungsformen eines Deskriptors im Feld „Quelle“ Referenzwerke aus der so genannten Prioritätenliste (Rangfolge der Nachschlagewerke), darüber hinaus aus der gesamten NSW-Liste, festgehalten und normiert abgekürzt. Diese Liste erscheint – von der Deutschen Nationalbibliothek (DNB) regelmäßig aktualisiert – jährlich in gedruckter Form mit einem Änderungsdienst (Änderungen, Neuauflagen; Neuaufnahmen) und steht seit einigen Jahren auch elektronisch abrufbar bereit. Dennoch ist sie „in die Jahre“ gekommen. Eine verbesserte Form der NSW-Liste war daher ein langjähriges Desiderat. In dem Vortrag wird über die konzipierten Funktionalitäten, die datentechnische Realisierung, die praktische Verwendung, den aktuellen Entwicklungsstand und die potenzielle Weiterentwicklung des neuen NSW-Tools berichtet. Die Normdateiarbeit ist komplex und anspruchsvoll. Durch die praxisorientierte Aufbereitung in diesem Tool wird die Einhaltung der für alle Neuansetzungen verbindlichen Rangfolge ganz entscheidend erleichtert, was von Beginn an die Qualität jedes Normdatensatzes erhöht. Den größten Zeitgewinn in der täglichen Praxis bringt der sofortige Zugriff auf verlinkte Volltexte. - Angesichts des zunehmenden multilateralen Datentausches bei gleichzeitiger dramatischer Verknappung personeller Ressourcen trotz eines erheblichen Anstiegs des inhaltlich zu erschließenden Literaturaufkommens wird dies im Workflow des vor kurzem eingeführten Online-Redaktionsverfahrens (ONR) für Normdaten der wohl nachhaltigste Effekt von „NSW online“ sein und auch in der künftigen Gemeinsamen Normdatei (GND) bleiben.

Plant health system is an important element for the control and management of plant pests to ensure food production and security as well as safe trade. The objectives of this study were to: identify the existing knowledge gaps on current plant health system at the national and provincial level, identify critical areas to be addressed in the current plant health institutional framework and identify the existing limitations and risks on current legislation. A semi-structured questionnaire was used to collect the data. The data was analysed statistically using the one-way frequency and Spearman’s Rank correlation coefficients.The study found that the Provincial Departments of Agriculture (PDAs) (below 50%) lack knowledge of plant health system as compared to the national authorities: DAFF and DEA (above 70%). The study also found that there were no formal linkages between the national and provincial authorities. The study further revealed that there is a need for harmonisation of relevant legislation. It can be concluded that there are knowledge gaps on plant health matters between the national authority and the provincial level and that there are no formal linkages within the spheres of government on plant health matters. / Agriculture, Animal Health and Human Ecology / M. Liability for Damage Caused by Exercise of Public Authority Focusing on the Institute of Regress Damages This thesis focuses on liability for damage caused by exercise of public authority with an emphasis on the institute of regress damages as stipulated by Act. No. 82/1998 Sb. The institute of regress is emphasized throughout my paper as the fundamental research questions are: How is the institute expressed by positive law? Is it being used or is it only an empty provision? And how exactly is it being used? What is the success rate? If it is not used, what are possible reasons? The text is divided into four parts with subparts of first and second level. First part analyzes the key terms such as liability, damage, public authority and its entities. There is a disctinction between the public authority entity, who is liable for the damage, and the actual bodies, who exercise the authority. I also included a brief subchapter related to damage caused by lawful exercise of public authority. Second part analyzes how liability for damage caused by public authority is enshrined in the Czech Republic. First I addressed constitutional and international aspects, followed by provisions of Act. Face à l’échec des fusions volontaires de communes en France, il a été choisi d’encourager massivement leur regroupement à partir de 1999, grâce à la formule déjà ancienne des établissements publics de coopération intercommunale à fiscalité propre. En une quinzaine d’année, l’évolution du cadre juridique et des pratiques de terrain ont permis l’émergence d’un bloc communal à deux niveaux. L’organisation administrative actuelle de ces structures témoigne de la volonté de faire coïncider, à l’échelle intercommunale, bassin de vie et circonscription administrative, afin de constituer de véritables « territoires ». Au cours de la dernière décennie, la possibilité de mutualiser les moyens au sein de chaque bloc communal a également été reconnue par le droit positif. Toutefois, l’analyse des pratiques démontre que cet objectif de complémentarité entre les communes et leur groupement d’appartenance se révèle insuffisant au regard des enjeux actuels, tant démocratiques que financiers. / The failure of voluntary groupings of communes in France has been an incentive to massively promote these groupings since 1999 throughout the longstanding formula of intermunicipal groupings with its own taxing power. In fifteen years, the evolution of the legal framework and local practices have enabled the emergence of a two-tier intermunicipal system. The current administrative organization of these structures displays the will to match the living area with the territorial administrative unit at the scale of the intermunicipal boundaries, in order to create genuine « territories ». During the last decade, the scope and effect to pool resources within the two-tier municipal units have also been recognized by positive law. However, the analysis of local practices shows that this objective of complementarity between the communes and their groupings proves insufficient in view of the current challenges, both democratic and financial.

The thesis deals with the issue of administrative law in reflection of the new Education Act and court judgments in recent years, according to which the administrative procedure should apply in all schools and beyond complete list of cases referred to in the Education Act. The topic concerns the implementation of rights of children and students in public and private schools. Diploma thesis brings brief analysis of the development of public administration in education from 1990 to present with a focus on specific role of the school principal in the state administration. The thesis describes problematic areas in headmaster's decision about rights and duties of children and pupils especially in the application of Law no. 89/2012 Coll., the Civil code and the Law no. 258/2000 coll., on protection of public health and amending some related laws as subsequently amended. Diploma thesis provides a summary of the basic principles in the director's decision in state administration and headmaster's insight on the issue of administrative proceedings in nursery and primary schools.
