International Telemetering Conference Proceedings / October 26-29, 1998 / Town & Country Resort Hotel and Convention Center, San Diego, California / Universal acceptance of the Windows NT operating system has made utilization of the personal computer (PC) platform for critical space operations a reality. The software attributes of the operating system allow PC products to attain the reliability necessary for secure control of on-orbit assets. Not only is the software more reliable, it supports better networking interfaces at higher speeds. The software upgrades that the Microsoft Corporation generates on a regular basis allow PCs to offer capabilities previously available only with UNIX-based solutions. As technology matures, PCs will operate faster, offer more graphical user interfaces, and give customers a lower cost versus performance choice. These reasons, and others to be discussed further, clearly demonstrate that PCs will soon take their place at the forefront of mission-critical ground station applications.

The use of massive multiplayer online games to evaluate C4I systems

Approved for public release, distribution is unlimited / Human Systems Integration Report / In the past few years, Massive Multiplayer Online Games (MMOG) have gained in popularity in the gaming industry, the public and the Department of Defense. Improvements to computer technology and the increased data transfer rate over networks have caused the potential applications for networked environments to blossom. MMOGs are a product of these improvements, as technological advancements have made it possible for the masses to gain access to virtual environments and participate. The ability to communicate and interact within the virtual environment has the potential to make MMOG technology an ideal tool for evaluating C4I systems. The design and evaluation of C4I systems with MMOGs has the potential to allow for exploration in the areas of warfighter effectiveness, emergent behavior, collective decision making, human systems integration and effective information flow. This thesis strives to illustrate how a C4I system modeled in an MMOG can aid designers in gathering insights on the effectiveness of the system in various combat situations. The insights will be gathered through the interactions of players with the modeled system in the virtual environment. The human interaction with the modeled C4I system provides the ability to capture the effects of the C4I system on the warfighter. The resultant effects of the C4I system on the warfighter directly contribute to the overall combat effectiveness of the deployed military forces. The background of MMOGs and C4I systems, and attributes of MMOGs that are desirable in evaluating C4I systems are introduced and discussed. FORCEnet, a global C4I architecture still in the conceptual phase is then used as an example to illustrate the potential rewards to using MMOGs to evaluate C4I systems. / Lieutenant, United States Navy

Therefore, the primordial aspects are identified for the definition of a predictive inspection routine, which allows a check of points that guarantee periodic evaluations of the power system, so that the problems that occur can be detected in advance, allowing the maintenance crew to be activated before the occurrence of failures that actually affects the operation of the system. As part of the work, a survey was carried out with some Operation Centers of power system utilities in Brazil to give an idea of the application of maintenance and inspection concepts in the current national reality. Based on the results, it is shown to what extent the inspections adopted today in the Operational Centers of the various utilities have predictive characteristics, and an evaluation is made to identify if there are improvement points or not in this area. From the inspection philosophy proposed in this research, computational developments were carried out with the aim of developing a predictive inspection methodology to be adopted by the operators in a real time environment. The tool developed was applied at the Operation Center of the São Luís, using data from São Luís III Substation of Eletrobras Eletronorte and the results are discussed in order to highlight the advantages and disadvantages of the proposed tool and if it is able to meet the proposed objectives. / Este trabalho trata o problema de manutenção preditiva em centros de operação de uma concessionária de transmissão. São, portanto, identificados os aspectos primordiais para a definição de uma rotina de inspeção preditiva, que permita uma verificação de pontos que garantam avaliações periódicas do sistema elétrico, de modo que os problemas que vierem a ocorrer possam ser detectados de maneira antecipada e com isso, permitir que a equipe de manutenção possa ser acionada antes da incidência de falhas que realmente comprometam a operação do sistema. Como parte do trabalho foi realizada uma pesquisa junto a alguns centros de operação de empresas concessionárias de energia no Brasil, para que se possa ter uma ideia da aplicação dos conceitos de manutenção e inspeção na realidade nacional atual. Com base nos resultados demonstra-se até que ponto as inspeções hoje adotadas nos Centros de Operação das diversas empresas têm características preditivas e é feita uma avaliação para identificar se há pontos de melhoria ou não nesta área. A partir da filosofia de inspeção proposta nesta pesquisa foram realizados desenvolvimentos computacionais com o intuito de desenvolver uma metodologia de inspeção preditiva a ser adotada pelos operadores em ambiente de tempo real. A ferramenta desenvolvida foi aplicada no Centro de Operação de São Luís com base nos dados da Subestação de São Luís III da Eletrobras Eletronorte e os resultados são discutidos de forma a ressaltar as vantagens e desvantagens da ferramenta proposta e se esta tem condições de atender aos objetivos a que se propôs.

<p>Syftet med uppsatsen var att studera hur Försvarsmakten bör organisera, utbilda och träna ett skyttekompani i framtiden inom några områden. Den skall med hjälp av några av de grundläggande förmågorna ge svar på hur vi organiserar, utbildar och tränar idag samt analysera om några förändringar bör ske för att skapa ett bättre förband.</p><p>Den teoretiska grunden för uppsatsen har varit de grundläggande förmågorna; ledning, rörlighet och uthållighet. Uppsatsen har tagit sin utgångspunkt i bland annat Arméns utvecklingsplan och studien Verkan Mot Markmål. Litteraturstudier har även genomförts av andra studier och dokument. Även två stycken intervjuer har genomförts för att belysa dagsläget respektive framtiden för ett skyttekompani. Resultaten visar på att det finns en bra grund för ledning av ett skyttekompani men även en avsaknad av tillfredsställande sjukvård. De slutsatser som uppsatsen finner är behovet av utveckling och träning av metoder för att ledning. Förmågan att leda utländska enheter och ledas på exempelvis engelska bör finnas ner på plutonsnivå. Vidare konstateras att en fungerande sjukvårdskedja från enskildsoldat och uppåt måste skapas.</p> / <p>The objective of this essay was to examine how we should organize, educate and train a mechanised infantry company in the future. The essay will use the fundamental capabilities to give an answer how we organize, educate and train today. It will also analyse if there should be any changes made in order to create better units.</p><p>Based on studies<strong> </strong>in literature such as the <em>development plan for the army</em>, the study <em>effect towards ground target</em> and interview. I have tried to show the current situation and how the future looks like for a mechanised infantry company.  I have chosen to study three fundamental capabilities; command and control, mobility, endurance. The results indicate that there is a good base to command and control a mechanised infantry company but also that the medical capacity is not satisfying. Some of the conclusions from the essay are that we need development and training in methods to command and control. The capability to command and control foreign units should be found down to platoon level. Regarding medical treatment we must create a work line of medical treatment, from soldier to field hospitals.</p>

A gaming perspective on command and control

In emergency management and in military operations, command and control comprises the collection of functions, systems and staff personnel that one or several executives draw on to arrive at decisions and seeing that these decisions are carried out. The large amount of available information coupled with modern computers and computer networks brings along the potential for making well-informed and quick decisions. Hence, decision-making is a central aspect in command and control, emphasizing an obvious need for development of adequate decision-supporting tools to be used in command and control centers. However, command and control takes place in a versatile environment, including both humans and artifacts, making the design of useful computer tools both challenging and multi-faceted. This thesis deals with preparatory action in command and control settings with a focus on the strategic properties of a situation, i.e., to aid commanders in their operational planning activities with the utmost goal of ensuring that strategic interaction occurs under the most favorable circumstances possible. The thesis highlights and investigates the common features of interaction by approaching them broadly using a gaming perspective, taking into account various forms of strategic interaction in command and control. This governing idea, the command and control gaming perspective, is considered an overall contribution of the thesis. Taking the gaming perspective, it turns out that the area ought to be approached from several research directions. In particular, the persistent gap between theory and applications can be bridged by approaching the command and control gaming perspective using both an applied and a theoretical research direction. On the one hand, the area of game theory in conjunction with research findings stemming from artificial intelligence need to be modified to be of use in applied command and control settings. On the other hand, existing games and simulations need to be adapted further to take theoretical game models into account. Results include the following points: (1) classification of information with proposed measurements for a piece of information's precision, fitness for purpose and expected benefit, (2) identification of decision help and decision analysis as the two main directions for development of computerized tools in support of command and control, (3) development and implementation of a rule based algorithm for map-based decision analysis, (4) construction of an open source generic simulation environment to support command and control microworld research, (5) development of a generic tool for prediction of forthcoming troop movements using an algorithm stemming from particle filtering, (6) a non-linear multi-attribute utility function intended to take prevailing cognitive decision-making models into account, and (7) a framework based on game theory and influence diagrams to be used for command and control situation awareness enhancements. Field evaluations in cooperation with military commanders as well as game-theoretic computer experiments are presented in support of the results. / QC 20100825

During the early Cold War, as the Soviet menace placed Canada in between two hostile superpowers, the Canadian government decided to take steps to ensure that its sovereignty and national interests were not threatened by the Americans in the new strategic environment. This study examines the extent to which the Canadian government actually defended its sovereignty and rights against American intrusions in the early Cold War. At its core is an examination of the government’s policy of gradual acquisition in the Arctic between 1945 and 1951. This thesis explores the relationships that existed at the time, the essence of the negotiations, the state of international law and the potential costs and benefits of certain Canadian courses of action. It also explains how Canada’s quiet diplomacy allowed it to avoid alienating its chief ally, contribute to continental defence, and strengthen its sovereignty during this period.
