[pt] O envolvimento de militares em operações de resposta a desastres, emergências e crises vem aumentando, pois além dessas situações apresentarem complexidades cujo enfrentamento faz parte de sua doutrina, os militares possuem infraestrutura e treinamento necessários à prestação de assistência humanitária. O Comando e Controle (C2) exercido nas operações militares é considerado essencial dada a complexidade para realização dessas operações. A literatura científica sobre C2 é, em sua maior parte, registrada como doutrina militar, baseada no empirismo. O presente estudo objetiva compreender como o C2 é realizado pelos militares em duas operações humanitárias acionadas pelo Ministério da Defesa. E com tal propósito, é realizada uma revisão da literatura sobre elementos essenciais do C2, como sua definição, ações, funções, níveis, meios e ativos para sua realização e agentes envolvidos. A partir de 22 documentos resultantes da revisão da literatura, são apresentados uma taxonomia, uma proposta de definição de C2 e um framework que visa auxiliar acadêmicos, profissionais da área e as Forças Armadas. Posteriormente, para verificar a factibilidade dos elementos identificados na literatura e sua aplicação nessas operações, são propostos dois estudos de caso: um sobre a Operação Acolhida, que oferece assistência emergencial aos imigrantes e refugiados venezuelanos, e outro sobre a Operação Carro-pipa, que contempla ações de distribuição de água potável às populações rurais atingidas pela estiagem e seca. Como resultado, essa pesquisa identifica que a forma como o C2 é realizada pelos militares depende do tipo de desastre e do nível em que o C2 está sendo exercido, além de contribuir academicamente pela proposição de uma definição de C2, uma taxonomia e um framework acerca do C2 exercido pelos militares em operações de resposta a desastres, emergências e crises. / [en] The involvement of the military in disaster, emergency, and crisis response operations has been increasing, as in addition to these situations presenting complexities similar to those faced on the battlefield, they have the infrastructure and training necessary to provide humanitarian assistance. The Command and Control (C2) exercised by the military is considered essential given the complexity of carrying out these operations. The scientific literature on C2 is, for the most part, registered as military doctrine, based on empiricism. This study aims to understand how C2 is performed by the military in two humanitarian operations triggered by the Ministry of Defense. And with this purpose, a literature review is carried out on essential elements of C2, such as its definition, actions, functions, levels, means, and assets for its realization and agents involved. From 22 documents resulting from the literature review, a taxonomy, a proposed definition of C2, and a framework that aims to support academics, professionals in the field, and the Armed Forces are presented. Subsequently, to verify the feasibility of the elements identified in the literature and their application in these operations, two case studies are proposed: one on Operação Acolhida, which offers emergency assistance to Venezuelan immigrants and refugees, and another on Operação Carro-pipa, which includes actions for the distribution of drinking water to rural populations affected by drought and dry season. As a result, this research identifies that the manner C2 is performed by the military depends on the type of disaster and the level at which C2 is being exercised, in addition to contributing academically by proposing a definition of C2, a taxonomy, and a framework about of the C2 exercised by the military in disaster, emergency, and crisis response operations.

Dödligt skolvåld har sedan länge varit ett uppmärksammat problem i bland annat USA. Forskningen om dödligt skolvåld tenderar ofta att studera amerikanska exempel där syftet är att identifiera riskindivider genom att undersöka personlighetsdrag och bakgrundsfaktorer. Dödligt skolvåld i en skandinaviskt kontext saknas det dock kunskap om. Syftet med den här studien är att undersöka utmaningar och framgångsfaktorer med samverkan vid hanteringen före, under och efter händelser med dödligt våld i den svenska skolmiljön. Studien genomfördes med hjälp av kvalitativ metod där det empiriska materialet samlades in genom semistrukturerade intervjuer. Med utgångspunkt i ledning och samverkan som teoretiskt ramverk och med boundary spanning som centralt teoretiskt begrepp, analyserades insamlade data med tematisk analys. Studien resulterade i två huvudsakliga teman, utmaningar för samverkan och framgångsfaktorer för samverkan. Studien visade att avsaknad av systematik och bristande kommunikation utgör de främsta utmaningarna, samtidigt som god person- och förmågekännedom utgör de främsta framgångsfaktorerna vid samverkan. Studiens resultat bekräftar delvis tidigare forskning men lyfter också fram nya fynd. Till exempel att lagstadgade sekretessbestämmelser utgör hinder för effektiv samverkan mellan skolan, polisen och socialtjänsten. / Deadly school violence has long been acknowledged as a pressing issue, particularly within the United States. Existing research primarily concentrates on American instances, with a focus on identifying high-risk individuals through the examination of personality traits and background factors. However, there exists a notable gap in understanding deadly violence within a Scandinavian context. This study aims to explore the challenges and success factors associated with collaborative efforts in managing incidents of deadly violence within the Swedish school environment, spanning the periods before, during, and after such occurrences. Employing a qualitative approach, empirical data was gathered through semi-structured interviews. Drawing upon the theoretical framework of management and collaboration, and boundary spanning as a central theoretical concept, thematic analysis was employed to analyze the collected data. The study highlights two key themes: challenges for collaboration and success factors for collaboration. Findings reveal that the lack of systematic approaches and inadequate communication represent primary challenges, while good understanding of individuals and their capabilities are the primary success factors in collaboration. The study's findings partly confirm previous research but also highlight new discoveries. For instance, statutory confidentiality regulations pose obstacles to effective collaboration between schools, the police, and social services.

Beslutsfattande och maktdistans i Nato / Decision-Making and Power Distance in NATO

Denna kvalitativa studie syftar till att undersöka hur anställda inom Nato upplever att maktdistans påverkar beslutsfattandet. För att svara på min frågeställning har jag använt mig av en kvalitativ metod med inkäter, där sex deltagare från fyra olika länder svarade. Resultatet analyserades med en tematisk analys där fem teman framträdde, beslutsfattande, hierarki, kultur, maktdistans och språk. Resultatet är att maktdistans i viss utsträckning påverkar beslutsfattande inom Nato beroende på vilket land som representanterna kommer ifrån. Länders indirekta makt varierar beroende på storlek, befolkningsmängd och hur länge de varit medlemmar av Nato. Studien visar på att maktdistans existerar och påverkar beslut i viss utsträckning men att frågan är komplex då de tillfrågade inte alltid vet vad begreppet maktdistans är även om svaren tyder på det. Sammanfattningsvis påverkas maktdistans av hur länge ett land varit medlemmar i alliansen, hur många personer med hög grad landet har i alliansen och hur bra dessa personer är på språk, att tolka orden i rum och tid och vikta orden rätt. Kunskap i engelska och förhandlingsvana har här betydelse. / This qualitative study aims to investigate how NATO employees experience the impact of power distance on decision-making. To answer that question, I have relied on a qualitative method consisting of a hybrid of questionnaires and interviews that were sent out. Six participants from four countries participated. When the results were examined through thematic analysis, five different themes emerged: decision-making, hierarchy, culture, power distance and language. The results indicate that power distance does affect decision-making within NATO to some extent; depending on which country the representatives come from. The indirect power wielded by the member states varies according to their respective geographical size, the size of their population and their annuity as a member of NATO. The study shows that power distance exists and to some extent affects decision-making within the organization. It also shows that the issue is complex, as not all participants are aware of the concept of power distance, although their responses indicate that they are aware of its existence within the organization. In conclusion, power distance is influenced by how long the nation has been a member of the Alliance, how many high-ranking people the nation has in the various offices of the Alliance, and how well these representatives are able to master language skills, to interpret what is said in a spatial and temporal context, and to weight words accurately; here English and negotiation skills are of great importance.

Komplexa operationer i en komplex vårdform : om ledning, ledningsbehov och möjligheter till ledning för säkrare vård i hemmet

Advanced home care (ASIH) enables the patient to stay at home rather than to stay hospitalized in connection with severe medical conditions, while simultaneously this Thesis demonstrates that this is in fact not completely unproblematic and without risk. This partly because ASIH proves to be a complex form of care with many different kind of collaterally ongoing care contacts and efforts of care and concern, partly since ASIH concurrently can assume an overview over the treatment process and collaboration or cooperation between several treatment agents from different kinds of organizations and/or operations during all hours. This composes a relatively new heterogenetic and multifaceted context of care which to the professional practice means both new and less known problems within patient safety, which substantially can obstruct and rule out both the completion and the implementation of a safe home care. The Thesis is based upon an exploratory case study of problems within patient safety in correlation with an advanced home care, and where the research study has had its starting position in the professional practice with an interactive and qualitative research approach. The case study houses two part studies which show that the patient safety problems can be related to an intermediary and multi-organizational form of care, rather than an single operation. A command and control view upon the problems of patient safety, which the professional practice faces, show that missions within the frame of the care form ASIH can be regarded as either a complicated and not rarely a complex operation consistent with Alberts &amp; Hayes (2007) and Brehmers (2008a; 2009c) terminology and where the assignments includes dynamic decision tasks. The case study reveals that the patient safety problems which concretely can obstruct and rule out the completion or implementation of the assignments in a safe way, can be considered related to the layout of the description of the assignments and also a lack of operative and tactical command and control level (of the handling and care of patients) in correlation with the different sorts of assignments that prevails – coincidentally as there is no suitable organization (forums of cooperation) and no appropriate IT-resources for the liaisons which effectively manages to promote and support the forms of cooperation that the character of the assignments also needs. The implicit system of conduct which comes forth through the analysis indicates that there is a need of improvement in order to enable effective command and control for a safer care, since the form of the system of conduct according to Brehmer´s (2006a,b; 2007a,b; 2008a,b; 2009c, 2010, 2011) model fails to satisfy the needs set by the function of command and control. The conclusion of the case study is that advanced home care should be regarded as an intermediary and multi-organizational care form which includes dynamic decision tasks and character wise complex operations contemplated per patient, thus demanding substantial command and control resources, a new point of view upon management and new auxiliary means of management in order to maintain a safe care during the implementation. The hypothesis which has been crystallized during the conclusions of the case study is that a more effective control and command and appropriate auxiliary means of command and control in real time, concerning primarily the handling of patients at the time of a change in care form, can improve the conditions of work in the professional practice and also result in more patient time, which consequently can be expected to contribute to concept of “Good care” i.g. cost effective, patient safe and dignified care. / <p>QC 20120525</p>

[ES] La presente tesis doctoral propone la arquitectura de un sistema de Geo-visualización Espaciotemporal de actividad delictiva y criminal, para ser aplicada a Sistemas de Comando y Control (C2S) específicamente dentro de sus Sistemas de Información de Comando y Control (C2IS). El sistema de Geo-visualización Espaciotemporal se basa en el análisis masivo de datos reales de actividad delictiva, proporcionado por la Policía Nacional Colombiana (PONAL) y está compuesto por dos aplicaciones diferentes: la primera permite al usuario geo-visualizar espaciotemporalmente de forma dinámica, las concentraciones, tendencias y patrones de movilidad de esta actividad dentro de la extensión de área geográfica y el rango de fechas y horas que se precise, lo cual permite al usuario realizar análisis e interpretaciones y tomar decisiones estratégicas de acción más acertadas; la segunda aplicación permite al usuario geo-visualizar espaciotemporalmente las predicciones de la actividad delictiva en periodos continuos y cortos a modo de tiempo real, esto también dentro de la extensión de área geográfica y el rango de fechas y horas de elección del usuario. Para estas predicciones se usaron técnicas clásicas y técnicas de Machine Learning (incluido el Deep Learning), adecuadas para el pronóstico en multiparalelo de varios pasos de series temporales multivariantes con datos escasos. Las dos aplicaciones del sistema, cuyo desarrollo se muestra en esta tesis, están realizadas con métodos novedosos que permitieron lograr estos objetivos de efectividad a la hora de detectar el volumen y los patrones y tendencias en el desplazamiento de dicha actividad, mejorando así la conciencia situacional, la proyección futura y la agilidad y eficiencia en los procesos de toma de decisiones, particularmente en la gestión de los recursos destinados a la disuasión, prevención y control del delito, lo cual contribuye a los objetivos de ciudad segura y por consiguiente de ciudad inteligente, dentro de arquitecturas de Sistemas de Comando y Control (C2S) como en el caso de los Centros de Comando y Control de Seguridad Ciudadana de la PONAL. / [CA] Aquesta tesi doctoral proposa l'arquitectura d'un sistema de Geo-visualització Espaitemporal d'activitat delictiva i criminal, per ser aplicada a Sistemes de Comandament i Control (C2S) específicament dins dels seus Sistemes d'informació de Comandament i Control (C2IS). The Spatiotemporal Geo-visualization system is based on the massive analysis of real data of criminal activity, provided by the Colombian National Police (PONAL) and is made up of two different applications: the first allows the user to dynamically geo-visualize spatiotemporally, the concentrations, trends and patterns of mobility of this activity within the extension of the geographic area and the range of dates and times that are required, which allows the user to carry out analyses and interpretations and make more accurate strategic action decisions; the second application allows the user to spatially visualize the predictions of criminal activity in continuous and short periods like in real time, this also within the extension of the geographic area and the range of dates and times of the user's choice. For these predictions, classical techniques and Machine Learning techniques (including Deep Learning) were used, suitable for multistep multiparallel forecasting of multivariate time series with sparse data. The two applications of the system, whose development is shown in this thesis, are carried out with innovative methods that allowed achieving these effectiveness objectives when detecting the volume and patterns and trends in the movement of said activity, thus improving situational awareness, the future projection and the agility and efficiency in the decision-making processes, particularly in the management of the resources destined to the dissuasion, prevention and control of crime, which contributes to the objectives of a safe city and therefore of a smart city, within architectures of Command and Control Systems (C2S) as in the case of the Citizen Security Command and Control Centers of the PONAL. / Salcedo González, ML. An analysis of the policing of service delivery protests in the Free State

Text in English / The study investigated the policing of service delivery protests in South Africa with specific reference to Free State province. Failure by local governments to provide basic services to the previously disadvantaged South Africans has led to a number of service delivery protests taking place. The manner in which these protests are managed by the police in South Africa more especially the Public Order Police who are specialists in this field, raises concerns. One would perceive that the police are losing the battle in dealing with protest action for they are criticised for their brutal tactics in quelling the violence. This brutal handling of protesters dates back to the apartheid era and not much has changed contrary to the expectations of a newly formed democratic country. This therefore led to the investigation as to why the police in South Africa fail to contain such protest actions. The South African Police Services (SAPS) as it is known in a democratic South Africa employed tactics from international countries in order to introduce more professionalism in the SAPS. Although better tactics have been introduced, this did not seem to improve the situation because not only are properties destroyed but many lives are also lost through police action. The researcher conducted his investigation in the central part of South Africa in the Free State Province concentrating in the three main areas; namely Bloemfontein, Welkom and Bethlehem where the Public Order Police units are based. The investigation resulted in the researcher arriving at the conclusion that there are a number of challenges that are experienced by the SAPS when dealing with protests and the main problem identified was that of a shortage of manpower. This problem create challenges when it came to managing the number of protests taking place and exacerbated by not allowing the police to use the tactics that they were trained in. As much as we acknowledge these challenges, there are best practices that can be learnt from international countries. The crowd psychology strategies applied by the Swedish police as well as the high tolerance level of the British police, are the good practices that can be recommended in dealing with protests in South Africa. / Police Practice / M.Tech. The carbon tax as a market-based enforcement mechanism to ensure compliance with environmental law and address pollution

This study emanates from the worldwide issue of climate change, as well as the need for all nations to make an effort to reduce their carbon emissions and move towards greener economies. It delves into South Africa's current command-and-control environmental enforcement regime and highlights the pitfalls that allow major air polluters to avoid sanction of any form in many instances. This poor environmental enforcement and compliance effectively means that South Africa is unlikely to be capable of meeting targets set under international agreements. The study confirms that environmental enforcement is inadequately addressed in South Africa. This is attributable to the inherent shortcomings of command-and-control approaches, including that they are inflexible and offer few incentives for firms to modify behaviour to reduce emissions. Poor enforcement of environmental legislation results in negative externalities caused by air pollution being borne by people who did not create such pollution. The study therefore advocates the use of market-based mechanisms as an alternative to traditional command-and-control approaches to environmental enforcement. In light of the South African government's recent publication of the Draft Carbon Tax Bill, carbon taxes as a subset of market-based environmental enforcement mechanisms have the potential to better enforce the polluter pays principle. Mexico, arguably the most forward-thinking developing nation in terms of climate change mitigation, has taken numerous steps towards meeting international commitments, including the implementation of a carbon tax. While South Africa's proposed carbon tax does differ from Mexico's in some respects, the basic premise remains the same and some comparisons can be made in this regard, with accompanying lessons to be learned. Such lessons include that it is imperative that the carbon tax must be set at a high enough rate to meet international commitments whilst at the same time avoiding adverse economic effects, maintaining social welfare and stabilising economic output levels. The proposed carbon tax, while unable to achieve this on its own, is a good place to start and should be utilised in conjunction with the Draft Climate Change Bill to effectively and efficaciously bring about the required change. The proposed carbon tax undoubtedly has the potential to better hold major air polluters responsible for their CO2 and other GHG emissions. / Private Law / LL. M.
