O Protocolo de Medidas Cautelares de Ouro Preto e o Protocolo de Las Le?as sobre coopera??o e assist?ncia jurisdicional em mat?ria civil, comercial, trabalhista e administrativa celebrados no ?mbito do MERCOSUL disciplinam as regras e mecanismos da Coopera??o entre os pa?ses membros, especialmente o Protocolo de Las Le?as, no que diz respeito ao reconhecimento/homologa??o e a execu??o das senten?as e laudos arbitrais estrangeiros. Do estudo, constata-se que a coopera??o jur?dica c?vel no ?mbito do MERCOSUL n?o prevalece em territ?rio brasileiro pela m? interpreta??o das regras presentes nestes instrumentos, com ?nfase para o artigo 20 do Protocolo de L?s Le?as, que trata da Efic?cia Extraterritorial das Senten?as e Laudos Arbitrais provenientes dos Estados Partes do MERCOSUL. A falta de aplica??o deste dispositivo pelo judici?rio afeta a efic?cia pretendida dentro do territ?rio brasileiro. Em suma, isto se deve ao posicionamento adotado pelo STF e STJ na medida em que pontos importantes dos Acordos Internacionais n?o est?o sendo observados no Brasil, o que vai de encontro a um dos princ?pios da Constitui??o Federal, em seu artigo 4?, par?grafo ?nico, que ? a busca pela integra??o da Am?rica Latina, isto por apego extremado ? Soberania Nacional, o que se reflete na falta de seguran?a jur?dica. / The objective of this study is to analyze the application and effectiveness in Brazil of the Protocols on Civil Legal Cooperation within MERCOSUR in the face of Brazilian Domestic Law. The Precautionary Measures Protocol of Ouro Preto and the Las Le?as Protocol on cooperation and judicial assistance in civil, commercial, labor and administrative concluded within MERCOSUL discipline rules and mechanisms of cooperation among member countries, especially the Las Le?as Protocol, with regard to the recognition / approval and enforcement of foreign judgments and arbitral awards. The study notes that the civil legal cooperation MERCOSUL does not prevail in Brazil by the misinterpretation of these rules in these instruments, with emphasis on Article 20 of the Las Le?as Protocol, which deals with the Extraterritorial arbitration awards and Effectiveness Reports from the Member States of MERCOSUL. The lack of legal device by applying affects their effectiveness within the Brazilian territory. In short, this is due to the attitude adopted by the STF and STJ in that important points of international agreements are not being observed in Brazil, which goes against one of the principles of the Federal Constitution, in its article 4, sole paragraph, which is the quest for integration in Latin America by extreme attachment to national sovereignty, which reflects the lack of legal certainty.

This model allows the use of statistical methods and the inclusion of other explanatory variables to the model . Were used panel data with fixed effects method for the study . Four models , where the measure used was the environmental impact ecological footprint analysis for Latin America and OECD , and CO2 emissions , also for Latin America and OECD were estimated . The estimation results corroborate in some respects with the current literature, demonstrating that population and income are the most important variables to explain the environmental impacts, whether for developed countries, represented here by the OECD, is for developing countries, as in case of Latin American countries. The innovation of labor is associated with concomitant use of this model for analysis of OECD countries and Latin America. / O objetivo do presente trabalho ? verificar e analisar os indutores de impacto ambiental nos pa?ses da Am?rica Latina e nos pa?ses membros da Organiza??o para a Coopera??o e Desenvolvimento Econ?mico (OCDE) para o per?odo de 2000 a 2008. Para tal, foi utilizado o Stochastic Impacts by Regression on Population, Affluence and Technology (STIRPAT), modelo amplamente utilizado na literatura, que tem como pressuposto que a popula??o, a aflu?ncia e a tecnologia s?o os principais indutores de impacto no meio ambiente. Este modelo permite a utiliza??o de m?todos estat?sticos e a inser??o de outras vari?veis explicativas ao modelo. Para o estudo foram utilizados dados em painel, com o m?todo de efeitos fixos. Foram estimados seis modelos, onde as medidas de impacto ambiental utilizadas foram a pegada ecol?gica, emiss?o de CO2 total e emiss?o de CO2 per capita para a an?lise da Am?rica Latina e OCDE. Os resultados da estima??o corroboram em alguns aspectos com a literatura vigente, demonstrando que a popula??o e a renda s?o as vari?veis mais importantes para explicar os impactos ambientais, seja para pa?ses desenvolvidos, aqui representado pelos membros da OCDE, seja para pa?ses em desenvolvimento, como no caso dos pa?ses Latino americanos . A inova??o do trabalho est? associada ? utiliza??o deste modelo para an?lise concomitante dos pa?ses da OCDE e Am?rica Latina.

It is problematic central: How the process of creating and implementing the System for Evaluating the Higher Education of Cabo Verde is developed, in the perspective of the subjects involved: Authorities of the Ministry of Higher Education Science and Innovation of Cabo Verde; Managers (Rectors) of the IES of Cabo Verde; International Consultants? One of the assumed assumptions is that the debility and the weaknesses of the State of Cape Verde can be overcome, if there is a strong bet in Higher Education, with a quality of excellence, which provides opportunities for schooling, as the main way of ascension and rising social mobility of its citizens. According, of the theoretical-epistemological orientation, is found in the critical research paradigm, specifically, in the South Epistemologies, made from an invocation perspective, of its heuristic potential, into as a gradient of analysis, which allows us to recognize some features attributable the themes developed in the Global South and locate in space and time, the place of the subject's enunciation. It was developed from the approach of Qualitative Research, with the support of the foundations of documentary research and state of knowledge. The empirical data was collected from the part-structured interview to 13 subjects, which are elites of Higher Education, from Cabo Verde, Portugal and Brazil. The analysis of the empirical data was made from the Approach of the Policy Cycle, embodied in its contexts of Influence, Text and Practice, which emerges from the perception of the subjects interviewed. As results, it is understood that the institutionalisation of the aforementioned System arises as a regulatory instrument, supervision, social control and accountability of educational offerings in Cabo Verde, from 2014 in a systematized and formalized manner, arising from approval and publication of legal instruments for this purpose. It is still evident, which is a process strongly influenced by the negotiation of the Higher Education authorities, with the elites of Institutions of the Country's Higher Education and international mediators. Ensure that the project initially planned for the creation of the aforementioned system was partially implemented, due to conflicts, tensions and interests, mainly of political nature, among the protagonists involved, notably the alternation of political power. Finally, it is noted that the aforementioned system, transitions between theoretical and epistemological influences of the Brazilian and European evaluation system, with the guidelines of the Bologna Convention, as main references, imposed by the necessity and relevance of the comparison of educational offers of Cabo Verde with international similar practices. / Esta investiga??o enquadra-se nas discuss?es e reflex?es acerca da Avalia??o Institucional da Educa??o Superior, focalizando-se, na implementa??o do Sistema de Avalia??o do Ensino Superior de Cabo Verde, que se constitui numa Pol?tica P?blica Educacional, institucionalizado pelo Estado de Cabo Verde, com prop?sito de fiscalizar, regular e aferir a pertin?ncia e a qualidade das ofertas formativas do seu Sistema de Ensino Superior, com assessoria t?cnica e cient?fica do Estado brasileiro, pelos servidores do INEP, no ?mbito da Coopera??o Sul-Sul, entre as duas na??es anteriormente referidas. Tem como problem?tica central, o seguinte questionamento: Como se desenvolveu o processo de cria??o e de implementa??o do Sistema de Avalia??o do Ensino Superior de Cabo Verde, na perspectiva dos sujeitos envolvidos: Autoridades do Minist?rio do Ensino Superior Ci?ncia e Inova??o de Cabo Verde; Gestores (reitores) das IES de Cabo Verde; Consultores Internacionais? Um dos pressupostos assumidos ? de que as debilidades e fragilidades do Estado de Cabo Verde podem ser ultrapassadas, se houver uma forte aposta num Ensino Superior, com qualidade de excel?ncia, que proporcione oportunidades de escolariza??o, como principal meio de ascens?o e mobilidade sociais ascendente dos seus cidad?os. Do ponto de vista, da orienta??o te?ricoepistemol?gica, situa-se no paradigma cr?tico de investiga??o, especificamente, nas Epistemologias do Sul, feita numa perspectiva de invoca??o, do seu potencial heur?stico, isto ?, como gradiente de an?lise, que nos permite reconhecer algumas carater?sticas amput?veis ?s tem?ticas desenvolvidas no Sul Global e localizar no espa?o e no tempo, o lugar da enuncia??o do sujeito. A pesquisa desenvolvida a partir de abordagem qualitativa, contou com aux?lio dos fundamentos da pesquisa documental e Estado de Conhecimento. Os dados emp?ricos foram coletados a partir da entrevista semiestruturada a 13 sujeitos, que s?o elites do Ensino Superior, oriundos de Cabo Verde, Brasil e Portugal. A an?lise dos dados emp?ricos foi feita a partir da Abordagem do Ciclo de Pol?ticas, consubstanciada nos seus contextos de Influ?ncia, do Texto e da Pr?tica, que emerge a partir da percep??o dos sujeitos entrevistados. Como resultados, percebe-se que a Institucionaliza??o do supracitado Sistema, surge como instrumento de regulamenta??o, fiscaliza??o, controle social e presta??o de contas das ofertas educativas em Cabo Verde, a partir de 2014, de forma sistematizada e formalizada, decorrente da aprova??o e publica??o de instrumentos legais. Evidencia-se, ainda, que ? um processo fortemente influenciado pela negocia??o das autoridades do Ensino Superior, com as elites dasInstitui??es do Ensino Superior do pa?s e atores mediadores internacionais. Constata se, tamb?m, que o projeto inicialmente planejado para a cria??o, do referido sistema, foi parcialmente implementado devido a conflitos, tens?es e interesses, sobretudo de natureza pol?tica, entre os protagonistas envolvidos, nomeadamente a altern?ncia da for?a pol?tica no poder. Enfim, verifica-se que o referido sistema, transita entre influ?ncias te?ricoepistemol?gicas do sistema avaliativo brasileiro e europeu, tendo as orienta??es da Conven??o de Bolonha, como principais refer?ncias, impostas pela necessidade e pertin?ncia da compara??o das ofertas educativas de Cabo Verde com pr?ticas similares internacionais.

Therefore, the option chosen was the estimation of four models, one without fixed effects and others with fixed effects for countries, years and years and countries. As a result we obtained that the total population and urban population are the main drivers of total CO2 emissions, while the economically active population has a negative effect on CO2 emissions. / A presente pesquisa estimou atrav?s do modelo STIRPAT e dados em painel quais os indutores da emiss?o total de CO2 para a Am?rica Latina, no per?odo de 1970 a 2010. Para tanto, a op??o escolhida foi a estima??o de quatro modelos, um sem efeitos fixos e os demais com efeitos fixos para pa?ses, anos e pa?ses e anos. Como resultado obtivemos que popula??o total e popula??o urbana s?o os principais indutores da emiss?o total de CO2, enquanto que a popula??o economicamente ativa possui efeito negativo sobre a emiss?o de CO2.

For this reason, they can be qualified as promotional tools for economic development. Inserted into competitive and globalized markets, micro and small business are increasing their reliance on technological training and generating innovations to ensure their survival and success. This study aims make a qualitative analysis of interorganizational cooperation and innovation in micro and small companies in Rio Grande do Sul based on the understandings of academic experts, professionals of the area and company managers. The theoretical perspective of the paper includes studies on inter-organizational cooperation and innovation into the context of micro and small enterprises. According to the results of this paper, cooperative relations among the companies facilitates the conduction of joint actions and resource transactions to achieve organizational goals and solutions of the needs for micro and small enterprises. In most of the researched categories, academic experts and entrepreneurs slightly differ in their opinions. Nevertheless, their views complement each other since academics are within universities, the professionals are within professional associations and entrepreneurs are the managers of cooperation and innovation processes. Agencies as FINEP, CNPq, SEBRAE, which sponsor innovation in Brazil are considered by most of the entrepreneurs as the main external positive factors. Flexibility is a very important feature in micro and small enterprises for innovation processes and the development agencies, mainly to obtain the resources for innovation and cooperation themselves. So innovation requires cooperation, which can be built among micro and small enterprises, since it is crucial that these companies are prepared to face the changes and transformations required on the process, thereby strengthening their response capabilities to these business challenges. Therefore, micro and small enterprises need to adopt business cooperation and its relationships, which can be a basic mechanism for small businesses to be competitive and survive in the future. / As micro e pequenas empresas (MPEs) desempenham um papel fundamental na gera??o de emprego e renda, o que as credencia como instrumentos indutores do desenvolvimento econ?mico. Inseridas em mercados cada vez mais competitivos e globalizados, as empresas de micro e pequeno porte dependem cada vez mais da capacita??o tecnol?gica e da gera??o de inova??es para garantir a sua sobreviv?ncia e o seu sucesso. Este estudo tem como objetivo analisar qualitativamente a coopera??o interorganizacional e a inova??o em micro e pequenas empresas do Rio Grande do Sul, com base na percep??o de especialistas, acad?micos, profissionais e gestores. A perspectiva te?rica contempla estudos sobre a coopera??o interorganizacional e a inova??o no contexto das MPEs. De acordo com os resultados desta pesquisa, as rela??es de coopera??o t?m a capacidade de facilitar a realiza??o de a??es conjuntas e a transa??o de recursos para alcan?ar objetivos organizacionais e as solu??es das necessidades para as MPEs. Os especialistas acad?micos e os empres?rios, na maioria das categorias pesquisadas, n?o diferem muito em suas opini?es. Por?m, de modo geral, as suas opini?es s?o complementares, j? que os acad?micos est?o dentro de universidades e os profissionais em entidades de classe e os empres?rios s?o os gestores destes processos envolvendo tanto a coopera??o como a inova??o. Com rela??o aos principais fatores positivos externos, para a maioria dos empres?rios estes s?o a FINEP, o CNPq, o SEBRAE, ?rg?os que patrocinam a inova??o no pa?s. A flexibilidade ? uma caracter?stica muito importante das micro e pequenas empresas para o processo da inova??o. A inova??o pode ser favorecida pela coopera??o, o que pode ser desenvolvido para que as MPEs estejam preparadas para enfrentar as mudan?as e as transforma??es existentes e, desse modo, fortalecerem as suas capacidades de resposta a esses desafios empresariais. Neste sentido, constata-se que a coopera??o empresarial e suas rela??es, podem constituir um mecanismo b?sico para que as empresas de pequena dimens?o possam ser competitivas e sobreviver no futuro.

Essa pesquisa tem por objetivo caracterizar os atores envolvidos nas Micro e pequenas empresas que comp?em a cadeia produtiva do APL de gemas e joias de Te?filo Otoni-MG, identificando as possibilidades de coopera??o no arranjo. Para atingir este objetivo, a pesquisa est? estruturada em m?todos distintos quanto ? natureza, objetivos e delineamento. Relata os aglomerados locais, dando enfoque ao APL, bem como as MPEs e a cadeia produtiva de gemas e joias. Para a consecu??o da pesquisa de campo foram utilizados dois instrumentos para coleta de dados, o question?rio e a entrevista, ambos adaptados da Redesist. Totalizando 160 question?rios aplicados e 3 entrevistas com os representantes do APL e das entidades de classe estabelecidas dentro do arranjo. Com base na an?lise dos dados, podemos afirmar que o APL de gemas e joias de Te?filo Otoni-MG, est? na fase embrion?ria. Caracterizada, pela coopera??o de car?ter mais informal, com a competi??o baseada inicialmente no custo, com baixo n?vel de tecnologia, lideran?a, capacidade inovativa, confian?a interna e introdu??o de novos produtos, processos e design. / Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Tecnologia, Sa?de e Sociedade, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / Since the nineteenth century the precious stones found in the Local Productive Arrangement region (APL) Teofilo Otoni, MG, Brazil, won national and international recognition, consecrating the city with the title of World Capital Gemstones. This research aims to characterize the actors involved in micro and small businesses that make up the APL production chain of gems and jewelry Te?filo Otoni-MG, identifying possibilities for cooperation in the arrangement. To achieve this goal, research is structured in different methods as to the nature, objectives and design. Reports local clusters, giving focus to the APL and the MSBs and the production chain of gems and jewelry. For the achievement of field research Two instruments were used for data collection, the questionnaire and interview, both adapted from RedeSist. Totaling 160 questionnaires and 3 interviews with representatives of APL and class entities established within the arrangement. Based on data analysis, we can say that the cluster of gems and jewelry Te?filo Otoni-MG is in the embryonic stage. Characterized by a more informal nature of cooperation with the competition initially based on cost, low level of technology leadership, innovative capacity, inner confidence and introduction of new products, processes and design.

It is in the growth of the state, and not a decrease as a minimal state, which aims to discuss its role in promoting the collective interests, and it is therefore essential, as an institution able to intervene on citizens in the search for socially relevant results.
