Bibliotekos vieta valstybės informacijos infrastruktūroje / Role of the libraries in the state information infrastructure

Magistro darbo objektas – Lietuvos mokslinė biblioteka, labiausiai orientuojantis į šiandienos ir ateities situaciją. Darbo tikslas – išsiaiškinti mokslinių bibliotekų vietą bei vaidmenį Lietuvos informacinėje infrastruktūroje. Pagrindiniai darbo uždaviniai: išsiaiškinti informacinės visuomenės, valstybės informacijos infrastruktūros sąvokas, surasti jų apibrėžimus; apžvelgti ir išanalizuoti valstybės ir visuomenės raidos veiksnius, turinčius įtakos šiandienos mokslinių bibliotekų egzistavimui informacinės visuomenės kontekste; apibrėžti, kas yra mokslinė biblioteka bei surasti jos vietą Lietuvos bibliotekų sistemoje; atlikti Delphi metodu pagrįstą ekspertų apklausą. Jos tikslas – atsižvelgiant į informacinės visuomenės plėtrą, įvertinti mokslinių bibliotekų vaidmenį Lietuvos informacijos infrastruktūroje, sužinoti svarbiausias mokslinių bibliotekų veiklos sritis ir galimybes aktyviau prisidėti prie šiandienos iššūkių. Rengiant darbą, naudoti literatūros bei teisinių ir strateginių dokumentų analizės, aprašomasis, Delphi ekspertų apklausos bei duomenų apdorojimo metodai. The following tasks were raised, seeking to achieve the fixed goal, i.e. to clarify the notions “the information society” and “the state information infrastructure”, to find their definitions; to review and analyze the factors of evolution of the state and society, which influence the current existence of scientific libraries in the context of the information society; to define what is meant under “the scientific library”; to clarify and define the system of libraries in Lithuania, to fix the position of scientific libraries in it; to carry out interrogation of the experts, substantiated by the Delphi method. 近年來以物聯網為概念的相關應用已經成為最熱門的議題之一,各國家與企業皆致力於發展其技術以及相關應用。而物聯網的應用範圍十分廣泛,舉凡交通、醫療、電力、物流、家居等都是其應用的範圍。亞洲國家於近十年來也紛紛提出相關發展計畫,由此可看出各國對發展物聯網產品之野心與競爭。而台灣政府於2008年開始積極推展智慧家庭政策,端看目前成果,以技術層面而言並非無法達成,但在實際應用與推廣上明顯仍有許多不足之處。因此本研究欲探討使用者對於物聯網相關應用產品的使用動機為何,以智慧家庭為例,先進行相關文獻探討,並以修正式德菲法做為發展ANP專家問卷的基礎,再利用ANP法施行專家問卷,排序出影響消費者使用動機的各項權重,選擇出最符合消費者需求的產品組合,讓開發者能了解在開發與推展智慧家庭相關應用時,應滿足消費者哪些心理層面之動機因素,提升未來發展相關產品時的成功機率。 / In recent years, applications related to the concept of IoT become one of the most popular issues all over the world. Countries and enterprises devote themselves to developing the technique and application related to IoT. The range of its applications is very wide, including transportation, medical treatment, electricity, logistics, and home, etc. Asian countries set forth some development projects in the past decade, demonstrating the ambition and competition between countries in developing IoT products. Taiwan has started to push the development of smart home related applications since 2008. After development for some years, insufficiency in actual implementation and diffusion remains given our technological advantage. Therefore, this research intends to study the motivation for users to use IoT products taking smart home as an example. First, we study the related literature review and use modified Delphi method to develop the ANP expert questionnaires. Then, we prioritize the weights of consumer’s motives. The result can enable developers of smart home products to understand what kind of consumer motives they should satisfy when developing and promoting smart home applications. This enhances the probability of success for developing related products in the future.

The inclusion of students with visual impairment at Addis Ababa University, Ethiopia : challenges and prospects

The inclusion of students with impairment in higher education needs enabling legal frameworks to lay the foundation for equal opportunities for those learners in all aspects of university life (Shepherd, 2001:17). To this effect, in the past two decades several countries have revised their legal documents in order to promote inclusive education at all levels of schooling. Accordingly, in 2006 the Ethiopian government also developed a new legislative document, namely Special Needs Education Program Strategy, in order to apply inclusive education in regular schools and in higher education institutions. Following the introduction of this policy document, all regular schools and higher education institutions in Ethiopia have been required to implement inclusive education as a mandatory approach when educating students with impairment, including those who are visually impaired. However, the actual implementation of an inclusive approach is being challenged by the social, political and physical circumstances of higher education institutions. Therefore, this study aimed at examining the existing challenges and prospects towards the inclusion of students with Visual Impairment (VI) in the particular context of Addis Ababa University (AAU). The study adopted an interpretive paradigm for better understanding and in-depth interpretation of the inclusion of students with VI at AAU. An interpretive paradigm also informs the detailed judgements made by experts of a suggested action plan for progressively providing support for students with VI at AAU. The study also applied the critical disability paradigm as a complementary philosophical base in order to examine critically the challenges that students with VI face and to suggest ways to transform the inclusive policies and practices of AAU in favour of the students. The researcher undertook a Delphi investigation to address the main aim of this research (i.e. to determine how best to implement an action plan that progressively increases support for students with VI at AAU over a period of time). The action plan that comprises various support measures and the necessary resources was developed using the empirical results of this study as well as the existing findings and best practices found in the literature study. It was scrutinized and approved by a number of experts. Investigating good usability consistency within and across the South African super 14 rugby franchise web sites

This study investigates the usability of the South African Super 14 Rugby franchise web sites. Web site usability is a measure of a web site user’s experience when visiting a web site. A web site user’s experience will determine how well a web site’s goals are achieved. The relevant web site goals are, having as many visitors as possible, both unique visitors and repeat visitors, and ensuring that those visitors stay on the web site for as long as possible. This study uses data generation method triangulation to enhance the validity of the findings. The data generation methods are an e-mail questionnaire survey and an expert group consensus method called the Delphi Method. This study shows that within each web site and across all five web sites, there is poor usability consistency. Management guidelines and recommendations for improvements to these web sites are presented, so that the web site goals can be achieved. / Computer Science / M.Sc. (Information Systems)

A framework for utilisation of health services for skilled birth attendant and postnatal care in Ethiopia

In the last decade, special emphasis has been given to increasing the number of health facilities that provide maternal and child health services (MNCH), huge production of skilled birth attendants (SBAs), and equipping the health facilities to improve the utilisation of quality services. This study investigated the community perspectives of health service utilisation and proposes a framework for improving the utilisation of the available SBA and postnatal care (PNC). PURPOSE The purpose of this study was to develop a framework for the utilisation of skilled care for delivery and postnatal care by women of childbearing age (15-45). METHODOLOGY The study used a Sequential explanatory Mixed Methods Approach to investigate the utilisation of SBA and PNC in a district in Ethiopia. The Delphi Technique helped to solicit input from maternal health care experts on the development of a Framework for utilisation of SBA and PNC. This study utilised the Anderson Health Utilisation Model. RESULTS In the study, 79.8% of the women who delivered within 12 months prior to this study received ANC from SBA. Baby care and PNC for the mother and baby received from SBA were at 248 (71.5%), 55 (15.8%), and 131 (38%) respectively. The study further found that women who can read and write and were educated are more likely to utilise SBA and receive quality health care services. The study showed that certain factors such as disrespecting service users, abusing service users’ lack of trust on the SBA by service users, religion and superstition contribute negatively to the use of SBAs. None of the predisposing, enabling and need factors predicted the use of SBA for PNC by the mothers. Nevertheless, through the focus group discussions (FGDs) and individual interviews (IDI), it was revealed that there was a widespread knowledge and perception gaps in the community related to the importance of postnatal period and PNC. Religious sanctification also have imperative role in hampering PNC service use by the mothers. The Health care workers (HCWs) also lacked the keenness and orientation to provide the service. Babies born from families with monthly income equal to 500 or above USD were more likely to use PNC within 45 days. There was a widespread misconception in the community that Babies do not need PNC before 45 days of birth except for vaccination purpose. CONCLUSION To examine their role in health service utilisation for SBA and PNC, researches can integrate social support and social network to the Andersen’s health-service utilisation model. A framework for utilisation of SBA and PNC is proposed. Na perspectiva do uso da trÃade GovernanÃa, GestÃo de Riscos e Controle interno no serviÃo pÃblico, por forÃa da normatizaÃÃo da INC 01/2016 do MP e CGU e do decreto n 9.203, de 22 de novembro de 2017, este estudo objetiva apresentar e validar uma metodologia para suporte ao planejamento estratÃgico em IFES, com base no risco, consenso, BSC e princÃpios de governanÃa. A fundamentaÃÃo teÃrica apresenta aspectos conceituais sobre governanÃa, controles, gestÃo de riscos e planejamento estratÃgico, alÃm do ambiente de mudanÃas trazido na proposta da nova administraÃÃo pÃblica, sob a finalidade da eficiÃncia e do interesse pÃblico. O instrumento foi o questionÃrio, elaborado em Escala de Likert, com cinco itens, embasado no MÃtodo Delphi, em duas rodadas, aplicado para dezenove painelistas, onde se buscou estimar a magnitude dos eventos de riscos por meio das suas respostas. Em cada questÃo, os painelistas assinalaram qual a probabilidade e o impacto de cada evento em relaÃÃo aos objetivos institucionais identificados. Os dados quantitativos foram tratados por mÃtodos estatÃsticos descritivos clÃssicos e os dados qualitativos das respostas dos painelistas foram analisados interpretativamente. O consenso das respostas foi calculado pela variaÃÃo do desvio padrÃo e da variÃncia das mÃdias das magnitudes dos riscos, entre as duas rodadas do estudo, onde, resultados positivos evidenciaram o aumento do consenso. As variaÃÃes se mostraram positivas, em 96,43% (27/28) das questÃes, de uma rodada para outra, indicando um aumento do consenso, para essas questÃes. Esses resultados embasaram a obtenÃÃo do ranqueamento, da maior à menor magnitude, cujos riscos foram incorporados em um BSC adaptado à realidade do serviÃo pÃblico, associados aos seus respectivos indicadores.

Strategies to enhance participation in the prevention of tuberculosis by religious leaders in Khomas Region, Namibia

The purpose of this research study was to determine the knowledge and the attitudes of religious leaders and congregants regarding TB and to describe practices of TB prevention among religious leaders and congregants in Khomas Region, Namibia. The researcher developed strategies for enhancing the prevention of TB by religious leaders in Khomas Region, Namibia. The Health Belief Model and the Socio-ecological Model were adopted for the study. A mixed-method convergent design was used in this study. Phase one of the study involved the use of a quantitative descriptive design and phase two comprised a sequential mixed-method study using the Delphi technique. Explorative, descriptive and contextual designs were applied in phase two. Data were collected using semi-structured questionnaires in both phase one and phase two. Phase one included 299 participants and phase two included 100 experts in TB and religion. A quantitative data analysis was done using Moon Stats 2018, version 2.0. A qualitative data analysis was done following the steps of content analysis. This study found that the participants were very knowledgeable about TB in that 241 (80.87%) participants indicated that bacteria are the cause of TB and 292 (97.99%) indicated that TB bacteria are spread through the air from one person to another. The participants had a good attitude towards TB in that 227 (76.65%) participants agreed that anyone can be infected with TB and 140 (47.78%) expressed compassion for people who have TB. Participants of the study had good practices for TB prevention, like seeking medical attention if they suspect they have TB. A total of 28 strategies for the primary, secondary and tertiary prevention of TB were developed. The recommendation made in this study is that religious leaders should be at the forefront of TB prevention activities due to their sphere of influence in society. A comercialização de produtos florestais não madeireiros (PFNMs) popularizou-se como atividade promotora do desenvolvimento socioeconômico de comunidades florestais com baixo impacto ambiental. Há evidências, contudo, de que a exploração possa produzir efeitos ecológicos e socioeconômicos negativos, sugerindo que é necessário monitorar tais iniciativas. A comercialização frequentemente ocorre em áreas remotas e em contextos de pobreza, como é o caso de muitas daquelas da Amazônia brasileira. Desta forma, é necessário que o monitoramento restrinja-se a avaliar os efeitos evidenciados como mais comuns em estudos anteriores. Este estudo revisa e sintetiza as evidências científicas dos efeitos da exploração de PFNMs sobre parâmetros ecológicos e socioeconômicos e, a partir daí, indica aqueles mais relevantes ao monitoramento. O estudo também levanta até que ponto o monitoramento é implementado no contexto da Amazônia brasileira e avalia quais os parâmetros importantes e viáveis de monitoramento neste caso específico. Para isso, foram realizadas revisões sistemáticas da literatura e a consulta a profissionais da área através do método Delphi. Os resultados indicam que efeitos ecológicos negativos são frequentes, principalmente quando se coletam folhas ou cascas. Alterações em órgãos ou processos fisiológicos e a taxa de sobrevivência dos espécimes explorados são parâmetros que devem ser monitorados, em particular quando se coletam frutos e partes vegetativas. Para todos os tipos de PFNMs, o tamanho e a estrutura populacional são parâmetros prioritários ao monitoramento. A riqueza de espécies da comunidade explorada merece atenção, principalmente quando se coletam frutos. Para os aspectos socioeconômicos, efeitos positivos foram mais frequentes que negativos. A contribuição da renda monetária obtida com o comércio na renda total, a regularidade de ingresso desta renda e o papel dos PFNMs como recursos de salvaguarda são parâmetros do capital financeiro prioritários ao monitoramento. Para o capital social, o empoderamento feminino, a coesão de grupo e o acesso aos benefícios gerados pela comercialização devem ser monitorados. Na Amazônia brasileira são poucas as iniciativas de implementação do monitoramento da comercialização de PFNMs. Embora este seja considerado importante, existem dificuldades que derivam principalmente da falta de apoio institucional, políticas de incentivo e de recursos financeiros. Os profissionais participantes do Delphi consideram que os parâmetros ecológicos mais importantes a monitorar neste contexto são o tamanho e a estrutura populacional do recurso explorado, o aumento da taxa de mortalidade, a quantidade total de recurso extraída e a técnica de coleta utilizada. Para os parâmetros econômicos, aspectos do mercado, como o preço pago ao coletor, a demanda e a qualidade do produto, bem como a renda monetária obtida pelos indivíduos são os parâmetros considerados mais importantes.
