Motivations and incentives for pro-environmental behaviour : the case of silvopasture adoption in the tropical forest frontier

On the frontier of biodiversity-rich tropical forests, how land is used has an important role in buffering the primary ecosystem. Unsustainable small-scale cattle farming endangers soil quality and degrades the landscape. Silvopasture is a type of agroforestry that provides both ecological and livelihood benefits. A number of projects have been implemented across the tropics to encourage silvopasture adoption, with varying success. This dissertation questions the reasons for variable outcomes among participants within these projects: what motivates smallholders to adopt innovative land-use practices, and what form of incentives may help to overcome obstacles and catalyse adoption. This dissertation contributes to the ongoing debate on payments for ecosystem services, specifically about their suitability and effectiveness. To understand what influences decisions to adopt sustainable land-use practices, I review systematically and quantitatively the literature on adoption predictors, and I empirically analyse participation and short-term adoption in a pilot project for planting fodder trees in the border of a protected forest in Chiapas, Mexico, using primary and secondary data. I focus on subjective perspectives and livelihood strategies of actual and potential participants as explanatory variables, which have received unduly scarce attention in past studies. This lack of attention is partially caused by the difficulties of operationalising internal variables. I address this challenge by developing an analytical approach that increases the precision of the resulting perspectives in Q methodology. I cluster livelihood strategies and model adoption. This in-depth case-study suggests the type of incentives that are adequate to encourage adoption of sustainable land-use practices. Results indicate that payments may not be the best incentive for pioneer adopters, and that the adoption process is composed of separate individual steps, which are influenced distinctly by identifiable predictors, such as livelihood diversity. Uncovering this heterogeneity of motivations towards adoption provides useful knowledge for designing more effective external policy interventions.

No abstract. / Coastal and marine ecosystems are some of the most heavily exploited with increasing degradation. This alarming situation appeals for urgent and effective actions. The optimal balance between use and conservation of ecosystems theoretically requires all costs and benefits to be considered in decision-making, including intangible costs and benefits such as non-market use and non-use values. The broad aim of this PhD is to examine how these economic values associated with coastal and marine ecosystem services can be measured, and how the economic valuation exercise may be considered and influence management decision- making.The first analytical part of the thesis focuses on assessing non-market use and non-use values, through econometric methods. The characterization and estimation of non-use values are complex and controversial, especially when the valuation exercise is focusing on individuals who are users of the ecosystem services being considered. An original approach based on a stated preference method, namely choice experiments, is developed then empirically applied in quantifying non-market values for marine and coastal ecosystems in two areas in New Caledonia. It allows the estimation of non-use values for populations of users in an implicit way. An in-depth analysis of the individuals’ choice heuristics during the valuation exercise is also conducted, with a focus on payment non-attendance. This issue is dealt with by comparing multiple modelling approaches in terms of: (1) inferred attendance, in relation to stated attendance; (2) attendance distribution according to several socio-economic variables; and (3) welfare estimates.After noting that the potential influence of economic valuation in decision making is unclear and largely unexplored in the literature, the second major component of this PhD aims to examine if, how and to what extent the economic valuation of ecosystem services, including measures of non-market values, influence decision-making regarding coastal and marine ecosystems management in Australia. Based on two nation-wide surveys, the perceived usefulness of the economic valuation of ecosystem services by the general public and decision-makers is studied, and the reasons why decision-makers may or may not fully consider economic values are elicited. Using a multi-criteria analysis, a part of the surveys also aims at examining the relative importance of different evaluation criteria (ecological, social and economic) when assessing the consequences of a hypothetical coastal development project on commercial activities, recreational activities and marine biodiversity.

Går det att bevara befintlig grönska vid förtätning av staden? : En fallstudie om hur grönytor och naturvärden prioriteras på privat mark i Malmö

The ongoing trend with urban infill often implicates a conflict with urban green areas, which becomes a problem when green areas in cities are declining and when biodiversity is threatened on a global scale. This case study investigates how green areas and existing biological values are prioritized in an area in Malmö where infill is taking place (Översiktsplan för del av Kirseberg). Specifically, planning process and dialogue, on detailed comprehensive planning level, between the municipality and the landowner is analysed and compared with the policy plan for the area. The methods used are semi-structured interviews combining qualitative and quantitative data.The results show that many of the planning policies regarding green areas are prioritized and considered. However, when it comes to preserving existing vegetation and biological values, these policy goals are prioritized lower than the other policies, which leads to postponed conservation measures. Arguments for planning green areas are about structural concerns and attractivity. Municipal planners are concerned about the low amount of green areas and they find that policies and the planning and building act for green areas give a poor support in the planning process.Vague policy goals for green areas make it difficult for planners to balance between the many policy goals they need to consider. Although the actors have common interests and two-sided compromises are done, profit and a high exploitation level are the priorities of the landowner,which leads to fewer green areas. Landownership therefore limits municipal influence to planfor public interests like green areas. Furthermore, the political focus on high exploitation is another reason for this. Insufficient and outdated policies and planning material are also concerns that affects the planning of green areas.Green areas and biological values are not prioritized enough on the detailed comprehensive planning level neither in the policies of the plan, in the planning process nor in other policies. To change this, both planning laws, policies and political will need to prioritize green areas higher. Many studies state that the planning and building act is insufficient for planning green areas that support ecosystem services on private properties. This seems to apply to this case study as well.

Governmental Payments for Ecosystem Services Programs in China

Meine Dissertation beschäftigt sich mit den institutionellen Aspekten staatlicher Zahlungen für Ökosystemleistungen (Payments for Ecosystem Services „PES“) in China. Marktbasierte Ansätze zur Steuerung von Ökosystemleistungen, insbesondere von PES, wurden in den letzten Jahrzehnten als neue und innovative Politikinstrumente angesehen. Entsprechend diesem internationalen Trend sind PES auch in China populär, werden jedoch meist mit dem inländischen Begriff der Ökokompensation beschrieben. Einen wirtschaftlichen Anreiz für Verhaltensänderungen zu schaffen, wenn das Ökokompensations-Programm nur ein Ausgleich für gesetzliche Einschränkungen ist, kann eine Herausforderung darstellen. Die Merkmale der Ökokompensation unterscheiden sich von anderen nationalen PES-Programmen, da sich das Governance-Modell, die Eigentumsrechte und die gesellschaftlichen Strukturen in China stark von anderen Staaten unterscheiden. Die Ökokompensation steht vor vielen institutionellen Herausforderungen, wenn es darum geht, ökonomische Anreize für Verhaltensänderungen zu schaffen. Zahlungen für Ökosystemleistungen, die Elemente sowohl eines freiwilligen, marktbasierten als auch eines hierarchischen Systems kombinieren, um mit den besonderen institutionellen Rahmenbedingungen umzugehen, wurden bisher noch nicht ausreichend untersucht. Eine Wissenslücke besteht insbesondere hinsichtlich der Anpassung des Designs von PES an die institutionellen Rahmenbedingungen in China. Die Mechanismen von Zahlungen für Ökosystemleistungen in China unterscheiden sich in wichtigen Punkten von den aus der westlichen Erfahrung bekannten Mechanismen. Die vorliegende Dissertation zielt darauf ab, die Diskrepanz zwischen der allgemein gültigen Rahmung von Zahlungen von Ökosystemleistungen und der Realität ihrer Praxis zu verringern, indem sie eine institutionelle Analyse des chinesischen staatlichen PES-Programms vornimmt. Das Sloping Land Conversion Program (SLCP) gilt als eines der weltweit größten PES-Programme und ist ein wichtiger Bestandteil der Ökokompensation. Das erste Ziel dieser Dissertation ist es, anhand des SLCP als empirische Fallstudie zu verstehen, wie das institutionelle Design des staatlichen PES in China verbessert werden kann. Das zweite Ziel ist in einem breiteren internationalen Kontext zu sehen und zielt darauf ab, einen methodischen Beitrag zur Analyse der Governance von Ökosystemleistungen zu leisten. Die Dissertation folgt einer kumulativen Struktur, die aus einem Rahmentext besteht, in den fünf, von Experten begutachtete, Artikel aus internationalen Fachzeitschriften integriert sind. Kapitel 1 ist eine Einführung, in der die Forschungslücken und die Forschungsziele im Hinblick auf staatliche PES beschrieben werden. Kapitel 2 liefert die theoretische Grundlage der institutionellen Ökonomie und zeigt die Bedeutung der Governance von Naturressourcen in China auf. Darauf aufbauend konkretisiert Kapitel 3 das Forschungsdesign, indem es die Forschungsziele in verschiedene Forschungsfragen untergliedert. Kapitel 4 beinhaltet den Ergebnisteil, der fünf Zeitschriftenartikel umfasst. Der erste Artikel liefert die konzeptionelle Grundlage für alle nachfolgenden Untersuchungen, die in dieser Dissertation vorgestellt werden, und gibt einen Überblick über die Wirksamkeit und die institutionellen Herausforderungen des chinesischen SLCP. Sowohl der zweite als auch der dritte Artikel sind empirische Untersuchungen. Der zweite Artikel untersucht, wie die sozioökonomischen und institutionellen Bedingungen Anreize für Haushalte in ländlichen Gebieten schaffen, um die primären Umweltziele des SLCP zu erreichen. Der dritte Artikel zeigt, wie lokale Dynamiken die Umsetzung des SLCP beeinflusst und geprägt haben. Der vierte Artikel veranschaulicht und diskutiert die im zweiten Artikel angewandte Methode im Vergleich zu einer weiteren Fallstudie in Deutschland. Der fünfte Artikel schließlich stellt die Stärken und Schwächen der im dritten Artikel angewandten Methode den Erfahrungen ähnlicher Studien in vier weiteren Ländern gegenüber. Zusammen liefern diese Artikel wichtige Beiträge für die beiden Ziele der Dissertation. Kapitel 5 beinhaltet die Synthese und Diskussion der Ergebnisse und Kapitel 6 schließt die Dissertation ab. Das wichtigste Ergebnis dieser Dissertation ist, dass die Wirksamkeit des staatlichen PES in China das Ergebnis der Interaktion der treibenden sozialen Kräfte ist, während institutionelle Rahmenbedingungen und lokale Dynamiken eine Schlüsselrolle bei der Ausgestaltung der Programmumsetzung spielen. Das SLCP hätte unter bestimmten institutionellen Bedingungen ein großes Potenzial für die Schaffung signifikanter Skaleneffekte und für die Verbesserung der Umwelteffektivität. Allerdings weicht die derzeitige Umsetzung des SLCP wegen der besonderen institutionellen Rahmenbedingungen erheblich von dem von der Politik geförderten Marktansatz ab. Zwar haben die institutionellen Rahmenbedingungen die breite Akzeptanz und schnelle Entwicklung des SLCP in der Anfangsphase nicht behindert, doch gibt es keine Möglichkeit, einen langfristigen Erfolg im Hinblick auf die Umwelteffektivität zu erreichen, wenn die wichtigsten PES-Elemente fehlen. Der überwiegend von oben nach unten gerichtete Ansatz des Programms und das Fehlen von echter Freiwilligkeit, Konditionalität und Eigentumsrechten werden zusammen als kritische Faktoren verstanden, die mögliche Misserfolge langfristig erklären. Ein weiterer Beitrag der Dissertation sind die methodischen Ansätze, die zum besseren Verständnis der Governance von Ökosystemleistungen beitragen. Diese Dissertation zeigt, dass Ansätze, die qualitative und quantitative Methoden kombinieren, wie z.B. Qualitative Vergleichende Analyse (Qualitative Comparative Analysis „QCA“) und Soziale Netzwerkanalyse (SNA), ein großes Potenzial für die institutionelle Analyse und partizipative Forschung von PES haben. Bei beiden Methoden wurde besonderes Augenmerk auf die detaillierte Beschreibung ihrer Anwendung sowie die damit verbundenen Vor- und Nachteile gelegt. / My dissertation focuses on institutional aspects of governmental payments for ecosystem services (PES) in China. Market-based approaches for ecosystem service governance, particular the PES, have been considered new and innovative policy instruments over the past decades. Corresponding to this international trend, PES schemes in China are mostly described by the domestic term eco-compensation. However, the characteristics of eco-compensation are distinct from other national PES programs, as governance model, property rights and societal structures in China are different to the PES theory. Eco-compensation faces many institutional challenges in creating economic incentives for behavioral change. However, PES that combines elements of both a voluntary market and hierarchy-based system in dealing with incomplete institutional settings has not yet been sufficiently addressed. In particular, there is a knowledge gap regarding fitting the design of PES and institutional settings in China together. The mechanisms of PES in China differ in important ways from mechanisms familiar from the western experience. This dissertation aims to reduce the divergence between the common framing of PES and the reality of its practice by presenting the institutional analysis of China’s governmental PES program. As a major component of eco-compensation, the Sloping Land Conversion Program (SLCP) is considered one of the world’s largest PES programmes. By taking SLCP as an empirical case, the first objective of this dissertation is to understand how to improve the institutional design of governmental PES. The second lies in a broad international context, aiming at methodologically contributing to the analysis of ecosystem services governance. This dissertation follows a cumulative structure, integrating the framework text and five papers. Chapter 1 is an introduction, outlining the research gaps and objectives of governmental PES. Chapter 2 provides a theoretical foundation to the institutional economic schools, their respective theories and the relevance of nature resource governance in China. Based on this, Chapter 3 confirms the research design by deconstructing the research objectives into different research questions. Chapter 4 is the results section, which comprises five papers. The first paper provides the conceptual basis for all subsequent studies presented in this dissertation, as it is an overview of the effectiveness and institutional challenges of China’s Sloping Land Conversion Program (SLCP). Both the second and third papers are empirical works. The second paper explores how socioeconomic and institutional conditions encourage rural households to reach the primary environmental goals of SLCP. The third paper shows how local dynamics derived and shaped the SLCP’s implementation. The fourth paper illustrates and discusses the method used in paper 2, comparing it with another case study in Germany. Finally, the fifth paper present the strengths and weaknesses of the method used in paper 3 based on the experiences of four different countries. Together, these papers deliver important contributions to both objectives. Chapter 5 is the synthesis and discussion, and Chapter 6 concludes the dissertation. The key finding of this dissertation is that the effectiveness of governmental PES is a result of interacting driving forces, whereas institutional settings and local dynamics play key roles in shaping program implementation. The SLCP could achieve its potential in creating significant economies of scale and environmental effectiveness under certain institutional conditions. However, against incomplete institutional settings, the current implementation of SLCP has deviated substantially from the market approach promoted by policy makers. While the incomplete institutional settings did not prevent SLCP’s wide acceptance and fast development in its first phases, there is no by-pass to reach the long term success in terms of environmental effectiveness in the absence of key PES elements. The program’s predominantly top-down approach and lack of genuinely voluntary characteristics, conditionality and property rights are jointly understood to be critical factors that explain possible failures in the long-term. Another contribution which this dissertation makes is in methodological approaches of ecosystem service governance. This dissertation has shown that mixed approaches combining qualitative and quantitative methods, such as Qualitative Comparative Analysis (QCA) and social network analysis (SNA), could have great potential for institutional analysis and participatory research for PES. The two methods were given particular emphasis in the detailed description of application, as well as in the inherent merits and limitations.

How vertebrate communities affect quality and yield of macadamia farms in Levubu, South Africa

While there has been much research on the value of ecosystem services, especially that of pest control by bats and birds, ecosystem disservices are often overlooked or estimated separately. Both, services and disservices, however, change with landscape and may be supported by natural vegetation. It is hence inevitable to assess them together to uncover their relative value and importance. Habitat loss and fragmentation are major threats to biodiversity and ecosystem services. Agricultural intensification can cause habitat loss and can negatively affect natural ecosystems and their services. However, the removal of natural vegetation can also reduce ecosystem disservices that origin from natural areas. This study focused on the economic trade-off between biocontrol by bats and birds and crop raiding by vervet monkeys in South African macadamia orchards, using vertebrate exclusion experiments. Crop quality and yield were assessed and extrapolated to income values. The study furthermore focused in more detail on the impact of orchard edge habitat and farm management on bats as ecosystem service providers as well as the arthropod community, which can provide both services (pollination, biocontrol) as well as disservices (crop damage). The macadamia industry is highly profitable and plantings are expanding worldwide. South Africa is currently the largest macadamia producer in the world and the study area, Levubu, holds some of the oldest macadamia plantings in the country. The subtropical climate and high annual rainfall make this area an intensively farmed landscape. Levubu lies at the foothills of the Soutpansberg, a centre of biodiversity and patches of natural vegetation wind through orchards of macadamia, avocado, banana and timber. Insect pest pressure is high in the macadamia industry, with several stink bug species (Hemiptera) and two moth species (Lepidoptera) accounting for most of the damage to the crop. Chapter One provides a detailed overlook over the South African macadamia industry, describes the major pest insect species and their impact on the crop and highlights the role of ecosystem services and disservices and the potential importance of remaining natural areas. Over three consecutive seasons, between September 2015 and May 2018, bats, birds and monkeys were excluded, using cages with nets, from a total of 96 macadamia trees. Four treatments were applied (Full, Day, Night, Control) to distinguish between effects of the different functional groups. Exclusions took place at orchard edges with natural or human-modified edge habitat to assess the impact of vicinity to natural vegetation on pest control and crop raiding. Results presented in Chapter Two showed that biocontrol by bats and birds was stronger near natural vegetation and significantly impacted crop quality as well as yield. Effects of bats and birds were still significant at human-modified edges, whereas crop raiding by monkeys is limited to the natural orchard edges. The economic impact analysis shows that the benefits of biocontrol through bats and birds outweighed the income losses due to crop-raiding monkeys. The value of bats and birds was as high as USD 5000 per hectare per year through prevented insect damage and a 60% crop increase. Crop-raiding affected the yield, which dropped by about 26% and resulted in losses of about USD 1500 per hectare. These results highlight the importance of integrating natural areas into agricultural landscapes, even if they incur the risk of being disadvantageous. Farmers need to be made aware of the enormous economic benefits. Effective crop raiding mitigation strategies still need to be researched to avoid negative association with natural areas. These can, however, possibly also limit access for biocntrol agents, like bats and birds and thereby reduce their economic impact. Especially the removal of natural areas or establishment of buffer zones of unpalatable crops between agricultural land and forests is not advisable. Integrative research in agro-ecosystems on trade-offs between a variety of ecosystem services and disservices is necessary in future, rather than assessing them separately. The bat community on macadamia farms was monitored monthly and compared between orchard edges. Stationary bat detectors were placed at each set of exclosures for two consecutive nights a month, automatically recording from sunset to sunrise. Recorded bat calls were identified manually to species level and activity converted to Miller’s activity index, which counts the number of active minutes per species per night. We analysed the activity per feeding guild over season and landscape setting, estimated species richness and diversity (Hill’s numbers) and species turnover between farms, season and landscape setting, using diversity partitioning. The bat community was mostly influenced by seasonality with season turn-over accounting for 21% of total bat diversity (21.25 species). Edge habitat on the other hand only accounted for 5%. We found higher species richness and activity in the high season compared to the low. While there was no difference in diversity in the high season between the two orchard edge types, species diversity at the human-modified edge was lower than in the natural during the low season. Natural habitat might therefore be more important in the low season, while its effect is overwritten by high food availability during the high season. Clutter-edge species furthermore were more active at the natural orchard edges than open-air feeders, which were in turn more active at human-modified edges. Both activities dropped significantly during the low season. Chapter Three concludes that the macadamia landscape is able to support a high bat species diversity, which is affected by seasonal differences, probably due to food availability. Natural areas are important to be maintained to support sensitive species, relying on clutter habitat and natural roosts. Habitat features as well as farm management can also influence arthropod communities. Visual observations took place each month for 20 minutes per tree. Observations were counted and identified to at least order level. Chapter Four concentrates on the impact of orchard edge habitat and insecticide treatment on honey bees (83% of Hymenoptera observations) abundance. Honey bees were the only taxon significantly responding to both variables, with higher abundance close to natural areas and increasing abundance with increasing time since pesticide application. Honey bees furthermore seemed to recover slightly quicker from population crashes after insecticide treatments at natural edges than they did at human-modified edges. Hymenoptera can be highly beneficial to macadamia farmers, as farmers are heavily relying on pollination by honey bees and parasitoids are known to feed on major macadamia pest insect species. These ecosystem service providers were mostly affected by habitat and management practices, which may compromise their ecosystem service provision. Although commercial bee hives are exposed throughout macadamia orchards, they do not appear to fully replace the pollination and biocontrol services provided by feral species, which can be enhanced through resource supplementation by patches of nearby natural vegetation. Chapter Five concludes with emphasizing the general importance of natural vegetation in landscape planning of agricultural areas. This study proved confidently that benefits through ecosystem services largely outweigh negative impacts of ecosystem disservices, both stemming from these natural areas. Through the inclusion, maintenance and restoration of such patches of natural vegetation, farmers can potentially increase the value and effectiveness of biocontrol by bats and birds or other services. Seasonality largely determined bat species diversity, and a general high species diversity was observed in the macadamia landscape, possibly due to a certain degree of landscape heterogeneity and high food availability. The appreciation of nature and landscape by tourism service providers and visitors in the Ore Mountains (Germany)

The paper presents empirical studies on the appreciation of nature and landscape in the Eastern Ore Mountains (Saxony, Germany) by tourism service providers (TSP) and visitors. Attractive landscape and experience of nature are the most important reasons to visit this region and to spend leisure time there. Particularly mountain meadows, raised bogs and mixed forests are highly appreciated. Deforestation, industrial development and the decline of biodiversity would reduce attractiveness for visitors. We also assessed whether the tourism sector is prepared to contribute to the funding of nature conservation and landscape management. Use of general tax revenues is favoured, but other modes would also be accepted, e.g. a nature tax. Willingness to pay (WTP) is ranging between €0.75 and €1.36 per guest per night by TSP, or between €1.06 and €2.73 per day by visitors. With respect to landscape preference and WTP we found in some cases significant differences among visitors, depending on region of residence, age and education level. A major part of the annual costs for nature conservation and landscape could be covered by public funds (taxes), if the results of the WTP approach were understood as a sign of societal demand and a call to action.

The provision of ecosystem services within social-ecological systems is influenced by multiple environmental and anthropogenic driving forces, affecting natural ecosystems. At the same time, the capacity of ecosystems to concurrently provide different types of ecosystem services is inherently limited. Thus, ecosystem changes and their effect on ecosystem services have direct implications for human existence and well-being. The aim of this thesis is to present a modelling approach to assess regulating, provisioning and cultural ecosystem services and to quantify their potential trade-offs, illustrated by two case studies carried out in selected UNESCO Biosphere Reserves in the Czech Republic, Třeboň Basin Biosphere Reserve and Šumava Biosphere Reserve. Both of the selected case study areas are characterized by high levels of natural and cultural assets and challenges regarding future landscape management. Sustainable urban agriculture and forestation : the edible connected city

Current global agricultural practices are recognized as unsustainable. The increase in overall human population as well as the global trend of rural to urban migration, partially as a result of historically and continual unsustainable agricultural practices, exacerbates the vicious cycle of poverty and hunger in developing countries. Furthermore, cities and regions in developed countries practice unsustainable food production, distribution and consumption patterns, and as a result, exceed their global ecological footprint (Rees 2009). Consequently, the world is facing a global food (FAO 2009) and water crisis (UN Sick Water 2010). Cities and Regions must learn to feed themselves to address local food insecurity as well as protect from the climate effects of increased urbanization, including the Urban Heat Island effect (UHIe) by optimizing and fully integrating the local ecosystem services of food, water and forest within a tightly woven compact urban form through the implementation of strategic urban and regional food system planning. Cities can mitigate climate change and reduce the UHIe, by implementing sustainable intensive urban agriculture approaches through policy and zoning interventions that include concepts such as intensively productive urban agriculture that includes green roofs, vertical farming and greenways as continuously productive and edible urban landscapes, referred to in this paper as continuously productive urban agriculture and forestation (CPUAF) in the private and public realm. A highly participative, adaptive systems approach is explored as the key to sustainability within an economic world order that included corporate social responsibility and social enterprise as the foundation for the integration of multiple synergies. An increasing body of evidence often links urban forestation with urban greenery initiatives, as a carbon sink to reduce UHI effects, to reduce GHG emissions and as a tool for urban beautification and place making (ISDR: 2009,109). Urban agriculture, through the production of local food is increasingly recognized as a means to reduce fossil fuel emissions by reducing transportation and production outputs, to provide a secure local food source, enhance biodiversity and educate the public regarding food source while fostering a sense of community, environmental awareness and stewardship. The provision of ecosystem services within social-ecological systems is influenced by multiple environmental and anthropogenic driving forces, affecting natural ecosystems. At the same time, the capacity of ecosystems to concurrently provide different types of ecosystem services is inherently limited. Thus, ecosystem changes and their effect on ecosystem services have direct implications for human existence and well-being. The aim of this thesis is to present a modelling approach to assess regulating, provisioning and cultural ecosystem services and to quantify their potential trade-offs, illustrated by two case studies carried out in selected UNESCO Biosphere Reserves in the Czech Republic, Třeboň Basin Biosphere Reserve and Šumava Biosphere Reserve. Both of the selected case study areas are characterized by high levels of natural and cultural assets and challenges regarding future landscape management. Greening practices in Swedish municipal planning : A comprehensive analysis of Upplands Väsby’s Detailed Development Plans / Förgröningspraktiker i svenska kommunala planeringsprocesser : En övergripande analys av Upplands Väsbys detaljplaner

Increasing urbanization is pressing and degrading our ecosystems and compromising future generations. This scenario is expected to worsen unless significant action is scaled up. At the same time, the urban areas have the opportunity to be part of the solution, leading to a more resilient and sustainable future. Bringing nature back to cities is a powerful instrument that provides the opportunity to address sustainability challenges and benefit people and the environment. Hence, the aim of this study, framed on the REPLAN project, was to explore the integration of greening practices in the planning process in Upplands Väsby municipality during the last decade. Through a systematic literature mapping, this study investigated the integration of greening concepts in the municipality’s Detailed Development Plans. Furthermore, in-depth analysis and interpretation of the relevant Detailed Development Plans were conducted to explore which green and blue elements and structures were integrated, the drivers and instruments that foster its implementation and the actors involved in their planning process. The results show that the integration of greening concepts in the Detailed Development Plans presents a turning point in 2016, coincident with the introduction of Upplands Väsby’s Development plan for Ecosystem Services, revealing that political support at the municipal level enables the integration of greening concepts. Likewise, ecosystem services was the most integrated greening concept, pointing out a strong focus of the planning practice on ecosystem services. The most planned green and blue elements and structures are yards, courtyards and street trees and plants, whilst parks are generally integrated from the nearby environment. Moreover, the most protected green and blue elements and structures are street trees and plants. Water management, public health and well-being and biodiversity conservation are the main drivers for planning and protecting green and blue elements and structures, being also addressed by both the highest quantity and diversity of green and blue elements and structures. However, climate change mitigation and adaptation is barely the driver for planning green and blue elements and structures. Thus, this calls for the inclusion of a climate perspective in the planning processes. The key actors in planning green and blue elements and structures are the municipality, the developers and consulting companies. Besides, an innovative planning process that includes neighbours and other stakeholders in the early stages and financial incentives for implementing green and blue elements and structures was studied. The findings indicate that regulatory frameworks and binding instruments foster the integration of green and blue elements and structures in the planning practice. The outcomes also suggest that collaborative planning processes and hybrid market-driven approaches may contribute positively to integrating green and blue elements and structures.
