Cognitive Evaluation Theory Applied to Nonhuman Subjects

The Cognitive Evaluation Theory explains the outcomes of studies employing Deci's paradigm, but only when used post hoc. A basic assumption is that extrinsic rewards always increase intrinsic motivation for nonhuman subjects. Deci's paradigm was modified for use with 22 rats to test this assumption. Running in an exercise wheel was the intrinsically motivated activity studied. ANCOVA revealed that external rewards increased intrinsic interest on the first day following the cessation of reinforcement (F = 8.32), but on two subsequent days and again a week later, no significant differences between the reward and control groups were evident (F = .29; F = .33; F = 3.70). The assumption was not supported. It was demonstrated that repeated posttest measures are necessary to avoid basing conclusions upon one point along the extinction continuum.

O objetivo deste estudo é demonstrar que as informações fornecidas pela Lei Orçamentária Anual de 2010 da Prefeitura da Cidade do Rio de Janeiro e pelos seus respectivos relatórios de execução orçamentária, referentes aos investimentos em obras e instalações da Secretaria Municipal de Educação não permitem ao cidadão avaliar a eficácia e a eficiência dos seus representantes; também é objetivo deste estudo demonstrar que as alterações realizadas na Lei Orçamentária Anual de 2010 da Prefeitura da Cidade do Rio de Janeiro, referentes aos investimentos em obras e instalações da Secretaria Municipal de Educação, podem prejudicar uma possível avaliação da eficácia e eficiência do gestor representante e, finalmente, este estudo também objetiva sugerir possíveis sugestões e recomendações para que a Lei Orçamentária Anual da Prefeitura da Cidade do Rio de Janeiro e os seus respectivos relatórios de execução orçamentária passem a fornecer as informações necessárias para o cidadão avaliar a eficácia e a eficiência dos seus representantes. Para alcançar tais objetivos, serão abordados conceitos como: a) estado democrático, para demonstrar o contexto onde acontece a relação entre os cidadãos e os seus representantes eleitos; b) orçamento público, para discutir a sua função como instrumento de controle entre os cidadãos e os seus representantes eleitos; c) avaliação de desempenho, para demonstrar a importância desta para o gestor e para o controle dos cidadãos; e d) teoria da agência, para discutir o conflito decorrente entre os cidadãos e os seus representantes eleitos, de forma a permitir uma nova perspectiva desta relação. Para desenvolver este estudo será utilizado o método de estudo de caso, por ser o mais indicado para esse tipo de pesquisa. Towards outcome evaluation : a study of public relations evaluation in the Australian Federal Government, 1995

The Australian Federal government has well-defined guidelines for undertaking program evaluations. Advertising and Public Relations campaigns support program aims, and are subject to the same guidelines. However, an examination of actual practice in the Australian Federal government, as observed by the Office of Government Information and Advertising in Canberra, suggests that there are significant differences in the extent to which Public Relations campaigns, as opposed to advertising campaigns, are systematically evaluated. Evaluation theory, Public Relations theory, strategic planning theory, and public administration theory provide insights into methods of managing and reporting on communication campaigns designed to forward government objectives. A literature review and an assessment of existing models of Public Relations evaluation were undertaken, and a synthesis of several theoretical and practical approaches led to the construction of a model of Public Relations evaluation which could be applied to Australian government communication campaigns.

Abstract: This dissertation thesis deals with the evaluation of teachers in the context of the Czech educational system. The theoretical part first mapped theories related to the concepts of evaluation and teacher. The conclusions of these two chapters are then relate in the chapter Evaluation of Teachers. The second part of the thesis presents quantitative research of the situation of teacher's evaluation in the context of Czech primary schools. The description is then compared with the theoretical model of evaluation of teachers, which is the output of theoretical part. Dissertation should contribute to the implementation of systematic teacher evaluation as a tool for improving the quality of education and simultaneously to the professionalisation of teaching. For the first time in almost 80 years, a war has broken out in Europe. On February 24 2022 Russia invaded Ukraine. Even though this in fact is the first big scale war in Europe since the Second World War ended in 1945, Europe has been part of the consequences of war on a more common occasion.  Immigration has, in some regard, been the number one topic of the debate in both Swedish politics and media since the big refugee flows from the Syrian war started reaching Europe. It has been a heated debate. Some say that the media is framing the debate in favor of Ukrainian refugees and that the journalists in the Swedish news industry are affecting the audience to a more welcoming attitude towards Ukrainians than Syrians, through the narrative the media has created.   This study aimed to understand which narrative was used in Dagens Nyeter to describe the people fleeing each war. Our research material about Syrians consisted of articles published in Dagens Nyheter between September 2nd and October 2nd 2015 and articles about Ukrainians published between February 24th and March 24th 2022. Through agenda-setting theory, framing theory and news evaluation theory this study clarified what described the two wars and in which way the audience later got to experience and evaluate the news.  The result confirmed our original hypothesis. People fleeing the war in Ukraine are described with personalized and humbling circumstances, such as pregnant women and children. In contrast, people fleeing Syria were described as refugees and migrants, which on one hand is accurate, but doesn't affect the audience in the same way as more personalized descriptions. Moreover, the results in combination with earlier studies, show that the portraying that takes place in the media does affect how the audience later tends to create their perception of reality.

Vztah teorie mysli a úrovně jazykových schopností u předškolních dětí / The Relationship between Theory of Mind and Language Skills in Preschool Children

This thesis focuses on the relationship between theory of mind and language skills in Czech preschoolers. The theoretical part summarizes current knowledge about theory of mind, its relationship to language skills, and some areas of development of preschool children. The empirical part describes the research of the relationship between theory of mind and language skills of Czech preschoolers. Fifty-five children in total participated in this research, twenty children in a younger group (m=42 months), and thirty-five children in an older group (m=54 months). Theory of mind has been assessed by two false-belief tasks: Sally-Ann Task, and Smarties task. Language skills were tested by Grammar reasoning test, and Understanding of grammar test from test battery of Seidlová-Málková and Smolík (2014). The older group has significantly better results in false-belief tasks then the younger group. Despite anticipated results, there was not statistically significant difference between the younger and the older groups' language skills. A moderate positive correlation was found between language skills and false-belief understanding in both groups. 認知評價理論(cognitive evaluation theory )認為個人行為的自我控制感以及能 力感會影響內在動機。本研究的目的即是在探討相同目標下個體對目標的知覺<能力 知覺與控制知覺>如何影響內在動機。 本研究採用實驗法,研究樣本是政治大學學生99名,隨機分派受試到三個實驗組( 這三組受試的目標相同,但提供他們不同的目標訊息:無其他訊息、能力訊息與控制 訊息)和一個控制組(這組受試無目標設定),實驗作業為七巧板拼圖,每一位受試 皆做作業15分鐘,然後測量其內在動機,內在動機的指標有二個:態度測量(受試 對作業的興趣及喜好程度)和行為測量(實驗結束後的休息期間,受試繼續做作業的 時間)。 實驗結果採用Dunna 的事前考驗分析,分析時又將每一個實驗組分別區分為已達到目 標和未達到目標兩組,然後進行一些檢驗,結果顯示:(1)目標組受試的內在動機 較控制組低(2)在控制訊息下,不論達到目標與否,受試的內在動機均較控制組受 試低;(3)在控制訊息下,已達到目標組的內在動機較未達到組低。最後,以認知 評價理論加以討論之。

How to evaluate the effectiveness of an environmental legal system

The principal research question addressed in this thesis is how the effectiveness of an environmental legal system can best be evaluated. A legal system is effective if it is achieving or likely to achieve its objectives. For an environmental legal system this means achieving sustainable development. The hypothesis tested in relation to this research question is that the pressure-state-response ("PSR") method of State of the Environment ("SoE") Reporting provides the best available framework for evaluating the effectiveness of an environmental legal system. A subsidiary research question addressed in this thesis is whether the environmental legal system protecting the Great Barrier Reef ("GBR") in north-eastern Australia is likely to achieve sustainable development of it. The hypothesis tested in relation to this research question is that the environmental legal system protecting the GBR is likely to achieve sustainable development of the GBR. The principal method used to address these research questions and test the hypotheses is a case study of the effectiveness of the laws protecting the GBR. Particular emphasis is given in the case study to climate change both because it is now recognised as the major threat to the GBR and is a topic of significant international and national interest. This thesis is intended to contribute, in particular, to the current public and policy debate on responding effectively to climate change by using the GBR as a yardstick against which to measure "dangerous climate change" and, conversely, acceptable climate change. There are five major findings of the research. First, most of the legal writing regarding environmental legal systems is descriptive, explanatory and interpretative rather than evaluative. Second, most legal writers who attempt to evaluate the effectiveness of part or the whole of an environmental legal system implicitly use the PSR method and refer to pressures, conditions, and responses but do not acknowledge this conceptual framework. Third, the best available conceptual and analytical framework for evaluating the effectiveness of an environmental legal system is the PSR method. It is the simplest, most systematic, comprehensive and meaningful framework with the greatest predictive power for evaluating the effectiveness of the total social and legal response to human-induced environmental degradation currently available. Fourth, current practice in SoE reporting, at least in relation to the GBR, is largely descriptive and rarely evaluates the effectiveness of the response. The fifth major finding of this research is that, while there are many effective parts of the response to pressures on the GBR, the current environmental legal system is not likely to be effective in preventing climate change from causing very serious damage to the GBR. Based on what we know at this point in time, particularly the technology that is currently available and current greenhouse gas emissions, the impacts of climate change appear likely to swamp the many good aspects of the legal system protecting the GBR. Atmospheric concentrations of carbon dioxide in 2005 were approximately 379 parts per million ("ppm") and rising by 2 ppm per year. Including the effect of other greenhouse gases such as methane, the total concentration of atmospheric greenhouse gases was around 455 ppm carbon dioxide equivalents ("CO2-eq") in 2005, although the cooling effect of aerosols and landuse changes reduced the net effect to around 375 ppm CO2-eq. Limiting the total increase in mean global temperature to approximately 1°C requires stabilization of atmospheric greenhouse gases and aerosols around 350 ppm CO2-eq. Increasing the net effect of greenhouse gases and aerosols to 450-550 ppm CO2-eq is expected to result in a 2-3°C rise in mean surface temperatures. There are currently no international or national legal constraints to hold greenhouse gas concentrations beneath these levels and they appear likely to be exceeded. These increases in mean global temperatures are expected to severely degrade the GBR by 2030-2040. Even the targets being set by the new Australian Government of reducing Australia's greenhouse gas emissions by 60% by 2050 appear insufficient to protect the GBR. If a 60% reduction in emissions can be achieved globally by 2050 a rise in mean global temperature of around 2.4°C is expected. This indicates the environmental legal system protecting the GBR is not likely to be effective in relation to climate change and, therefore, is failing to reach its objective of sustainable development. Three major recommendations arise from the research. First, legal writers attempting to evaluate the effectiveness of the whole or part of an environmental legal system should use and acknowledge the PSR method. Second, SoE reports should include a stand-alone chapter evaluating the effectiveness of the response. Third, the environmental legal system protecting the GBR should take strong and comprehensive measures to reduce greenhouse gas emissions if the objective of sustainable development is to be achieved. Such measures should include setting policy targets for stabilizing atmospheric greenhouse gas and aerosol concentrations around 350 ppm CO2-eq to limit increases in mean global temperature to 1°C. Policy targets of stabilizing atmospheric greenhouse gases and aerosols at 450-550 ppm CO2-eq to limit increases in mean global temperatures to 2-3°C are likely to be too high to avoid severe impacts of coral bleaching to the GBR.
