Um dos desafios do pa?s tem sido a inadequa??o da constru??o civil ?s atuais exig?ncias de sustentabilidade. Hoje, o setor ? considerado um dos que mais impactos causam ao meio ambiente, dado o elevado volume de recursos naturais extra?do, a consequente gera??o de res?duos s?lidos e o n?vel de emiss?es atmosf?ricas. Com o objetivo de minimizar os impactos causados pela Constru??o Civil, diversos estudos t?m sido desenvolvidos buscando obter tecnologias e pr?ticas que associadas ao plano de gest?o tornam as edifica??es mais sustent?veis. O presente estudo pretende identificar e propor pr?ticas para contribuir com o desenvolvimento sustent?vel das empresas de constru??o civil da cidade de Natal/RN desde a fase de planejamento, ? execu??o dos empreendimentos residenciais verticais. Para tanto, foi realizado um estudo explorat?rio por meio da aplica??o de um question?rio e o preenchimento de um checklist em empreendimentos em fase de constru??o. A avalia??o dos resultados foi realizada com o aux?lio da an?lise SWOT, onde foram identificados as particularidades de cada empresa para o posterior cruzamento de dados. Finalmente foi poss?vel a elabora??o de um modelo de melhorias, visando utilizar os pontos fortes para aproveitar as oportunidades (SO) e vencer as amea?as (ST), bem como minimizar os pontos fracos para usufruir das oportunidades (WO) e evitar as poss?veis amea?as (WT) no cen?rio da constru??o civil local. O estudo permitiu concluir que a cultura do setor e a m?o-de-obra desqualificada n?o s?o os ?nicos entraves para o alcance do desenvolvimento sustent?vel. Foram identificadas nas empresas, a aus?ncia de investimentos na forma??o t?cnica, no planejamento ambiental, na inser??o de materiais alternativos e na introdu??o dessas medidas ambientais que geralmente n?o geram lucros imediatos. Acredita-se que se as estrat?gias tecnol?gicas e gerenciais forem devidamente utilizadas e alinhadas com os processos de qualidade ambiental com a finalidade de otimizar o uso dos materiais, minimizar a gera??o de res?duos, garantir a qualidade de vida dos moradores e reduzir os impactos ao meio ambiente, ? poss?vel gerar melhorias cont?nuas no processo de produ??o das empresas colaborando com a sustentabilidade do setor da constru??o civil. / The construction sector has been consolidated as one of the most relevant in the Brazilian economy, partly due to the development of urban centers. One of the challenges of our country has been the inadequacy of the current construction requirements of sustainability. Currently, the sector is considered one of which cause most environmental impacts due to the high volume of extracted natural resources; the generation of solid waste and; the greenhouse gas level emitted into the atmosphere. In order to minimize the impacts caused by the construction, several studies have been undertaken to obtain technologies and practices associated with the management plan make the most sustainable buildings. This study aims to identify and propose practices to contribute to the sustainable development of construction companies in the city of Natal/RN from the planning phase to the implementation of vertical residential developments. We conducted an exploratory study through the application of a questionnaire and the completion of a checklist on developments under construction. The evaluation of the results was performed with the help of SWOT analysis where the particularities of each company to the subsequent exchange of data were identified. Finally it was possible to draw up model improvements, aiming to use the strengths to seize opportunities (SO) and overcome the threats (ST), and minimize the weaknesses to take advantage of the opportunities (WO) and avoid possible threats (WT) in the local construction scene. The study showed that the industry culture and unskilled labor-work are not the only obstacles to achieve sustainable development have been identified in the companies the lack of investment in technical training, environmental planning, integration of alternative materials and the introduction of environmental measures that generally do not generate immediate profits. If the technological and managerial strategies are used properly and in line with the environmental quality processes in order to optimize the use of materials, minimize waste generation and ensure the quality of life for residents by reducing environmental impacts. Thus, it is possible to generate continuous improvements in the production process of enterprises, and collaborate with the sustainability of the construction industry.

Gest?o democr?tica e participativa: o estado do conhecimento de teses e disserta??es nacionais (1998 a 2010)

The structure of the education is going through several changes influenced by political, social and economic matters bringing up the interest for new ideas and management models. The changes contained in both the 1988 Federal constitution as the 1996 LDB indicate new guidelines for school management. The present work analyzed 17 Brazilian digitalized Ph.D. theses and 135 master dissertations on democratic and participative management in public schools from 1998 to 2010. The aim was to identify and map the origins and trends of those scientific studies and the possible existence of moral psychology concepts related to democratic and participative management. This bibliographic review covers a specific area based on a study of wider coverage. The database chosen for the study was from CAPES (Brazilian national department on higher education). The data selection was based on four steps. The first was based on a digital database. The second was based on studies that addressed the democratic management searching only the abstracts. The third step looked for principles and participative channels based on democratic management and the fourth step focused on those studies related on how to set up a democratic and participative management on public schools. It was found a larger number of master dissertations than Ph.D. Theses on the topic and they were mainly concentrated on the public universities of the southeast region, specifically those located in the state of S?o Paulo. Under qualitative analysis, data were grouped in two: principles and Instruments of participation channels. The first one contains two categories (autonomy and model implementation) and the second group contains three categories (council management, pedagogical and political project and election for directors). The result of the analysis shows a higher concentration of the studies on autonomy followed by those focusing on council management. Important to note that there are very few studies that uses the concept of moral psychology to discuss democratic management. In general it was found that there is an overall consciousness and a democratic discourse in schools. Nevertheless its practice is still distant to the theoretical concept of school management. Assuming that the Brazilian educational management is currently in advanced structural transformations, this study was intended to contribute to the investigations on how the new management is being structured, particularly the democratic and participative management. / A gest?o da escola, de forma particular a gest?o democr?tica, vem ganhando destaque nas pesquisas cient?ficas brasileiras nos ?ltimos anos. A estrutura da educa??o sofre diversas modifica??es influenciadas por quest?es pol?ticas, sociais e econ?micas, despertando o interesse por novas ideias e modelos de gest?o. As mudan?as contidas tanto na Constitui??o Federal de 1988 como na LDB de 1996 apontam novas diretrizes para a gest?o da escola. A partir destes apontamentos, essa pesquisa tem como objetivos pesquisar e analisar a produ??o em teses e disserta??es nacionais digitalizadas, a respeito da gest?o democr?tica e participativa em escolas p?blicas no per?odo de 1998 a 2010, identificar e mapear as origens e tend?ncias presentes em pesquisas sobre a gest?o democr?tica e participativa e identificar se h? a exist?ncia da contribui??o dos conceitos da Psicologia Moral em pesquisas sobre a gest?o democr?tica e participativa. A presente pesquisa, de cunho bibliogr?fico, caracteriza-se como estado do conhecimento, por entendermos que o mesmo representa um estudo de uma determinada ?rea tem?tica de uma pesquisa de maior abrang?ncia. O banco de dados escolhido para o levantamento das pesquisas foi o da CAPES, utilizando a palavra chave: gest?o da escola. O processo de sele??o de dados desenvolveu-se em quatro fases. A primeira constituiu-se do levantamento das pesquisas no banco de dados digital. Na segunda fase selecionamos os trabalhos que abordavam a gest?o democr?tica, utilizando apenas os resumos. Na terceira foram elaboradas categorias (princ?pios e canais participativos) baseadas nos crit?rios que regem a gest?o democr?tica e selecionadas apenas pesquisas que se enquadravam nessas categorias. A quarta e ?ltima parte consistiu-se da realiza??o da an?lise dos documentos, procurando explorar os conte?dos para responder nossa pergunta: como se configura, em teses e disserta??es nacionais digitalizadas, a gest?o democr?tica e participativa? Foram selecionados 152 trabalhos (135 disserta??es e 17 teses). A an?lise quantitativa dos dados aponta maior n?mero de disserta??es do que teses, sendo que as universidades p?blicas da regi?o sudeste, especificamente no estado de S?o Paulo, concentram a maior parte das produ??es. Na an?lise qualitativa os dados foram agrupados em dois eixos Princ?pios e Instrumentos de canais de participa??o sendo que o primeiro cont?m duas categorias (autonomia e implanta??o do modelo) e o segundo tr?s categorias (?rg?os colegiados, projeto pol?tico pedag?gico e elei??o para diretores). A an?lise desses dados aponta maior concentra??o de trabalhos sobre autonomia, seguido dos que abordam os ?rg?os colegiados. Destaca-se, ainda, que raros s?o os trabalhos que utilizam os conhecimentos da Psicologia Moral para discutir a gest?o democr?tica. De forma geral verificou-se que existe uma consci?ncia e um discurso democr?tico nas escolas, entretanto sua pr?tica ainda ? um objetivo distante da gest?o escolar. Partindo do pressuposto de que a gest?o educacional brasileira encontra-se em avan?ado momento de transforma??es estruturais, esta pesquisa pretendeu contribuir com a investiga??o de como est?o se consolidando as novas gest?es, em particular a gest?o democr?tica e participativa.

It may lead to the induction of conscious use of the knowledge management (KM) process. KM is compounded by identification, creation, storage, sharing and application of knowledge relevant to the organization. GC practices and tools can be consolidated in an organization, if it can add value to institutional processes. The Higher Institute of Police Sciences (ISCP) is a Higher Education Institution (IES). ISCP is directly connected to the Military Police of the Federal District (PMDF). ISCP is responsible for technical education and scientific research on public security. The hypothesis is how KM techniques and tools can help ISCP to manage all knowledge in the students conclusion papers and how it can be used to improve police doctrine. The objective of the present study is to identify some specific norms of knowledge management in the ISCP and analyze possible improvements in the management of the technical paper works produced in the ISCP. Regarding that, we used applied research methodology and case study to collect all datas. Some isolated actions of KM were found, but without directly mentioning the term "Knowledge Management". There is an expectation, if KM techniques could be applied in the ISCP, it could facilitate the processes of management of tacit knowledge externalized in the course completion work, adding value to the internal processes and allowing improvement in the formation of police doctrine. / A Gest??o do conhecimento (GC) ?? utilizada, geralmente, para gerir o capital intelectual produzido em uma organiza????o, fomentando o uso consciente do processo do conhecimento que ?? composto pela identifica????o, cria????o, armazenamento, compartilhamento e aplica????o do conhecimento relevante para a organiza????o. Para que as pr??ticas e ferramentas de GC tenham ader??ncia em uma organiza????o, elas devem agregar valor aos processos institucionais. O Instituto Superior de Ci??ncias Policiais (ISCP) ?? uma Institui????o de Ensino Superior (IES) vinculada ?? Pol??cia Militar do Distrito Federal (PMDF) e respons??vel pela educa????o t??cnica e pesquisa cient??fica na ??rea de seguran??a p??blica. Risk Management, which is a mandatory phase in IN4, seeks to ensure that the inherent risks in this process are mitigated. However, recent surveys from supervisory and control agencies have indicated a low maturity in this practice. This work collected the perception of managers involved in IT procurement regarding the compliance to the procurement risk management process according to the Supplementary Normative DSIC n?? 04 (NC4). For this purpose, an online survey was conducted through a questionnaire containing 33 questions, which were answered by 35 managers of 15 organizations. Completed this phase, the analysis of the results was made and 93% of respondents reported adhering to IN4, however, the survey findings contradicts this high rate, considering the results of specific assessments for each phase of risk management that did not exceeded 59% of compliance in IN4, and the phase where the estimation of the probability of risks should occur had the lowest compliance rate, only 22%. However, the main finding of this research took place in the stage that evaluated the adoption of NC4 guidelines, where only 15% of managers reported adopting it fully. These findings points out to the possible ignorance of the risks that the IT procurement process is exposed as well as the possible occurrence of frauds and the waste of public resources which, ultimately, may represent inefficiency in achieving expected results as well as possible losses to society. / Desde 2008, a Instru????o Normativa n?? 04/SLTI (IN4) vem se consolidando como um instrumento legal de planejamento e apoio ao processo de contrata????o de Solu????es de Tecnologia da Informa????o (TI). A Gest??o de Riscos, etapa obrigat??ria da IN4, busca assegurar que os riscos inerentes a este processo sejam mitigados. Entretanto, recentes levantamentos de ??rg??os de fiscaliza????o e controle apontam baixa maturidade nesta pr??tica. Este trabalho fez uma an??lise da percep????o de gestores envolvidos em contrata????es de TI quanto ?? conformidade ao processo de Gest??o de Riscos da IN4 e quanto ao conhecimento e ado????o da Norma Complementar n?? 04/DSIC (NC4). Para tanto, foi realizado um levantamento on-line em que 35 gestores de 15 ??rg??os responderam a 33 quest??es. Conclu??da esta etapa e feita a an??lise dos resultados, 93% dos respondentes informaram conformidade ?? IN4, entretanto, os achados do levantamento se opuseram a este elevado ??ndice, tendo em vista que os resultados das avalia????es espec??ficas para cada etapa da gest??o de riscos na IN4 n??o superaram os 59% de conformidade, sendo a estimativa da probabilidade de ocorr??ncia dos riscos a etapa que apresentou o menor ??ndice de conformidade, 22% apenas. Contudo, o principal achado desta pesquisa se deu na etapa que avaliou a ado????o das diretrizes da NC4, onde apenas 15% dos gestores informaram adot??-las integralmente. Estas descobertas podem sinalizar o poss??vel desconhecimento dos riscos que um processo de contrata????o de TI est?? exposto e a poss??vel ocorr??ncia de ilegalidade e desperd??cio de recursos p??blicos que, em ??ltima an??lise, podem representar inefici??ncia no alcance dos resultados e preju??zos para a sociedade.

For this, a literature review on issues related to that goal was developed, from which relevant publications to the theoretical foundation of the proposed research model have been identified. Based on the literature review and using the content analysis method, which consists of systematic procedures that provide quantitative or qualitative indicators, it was possible to develop a maturity model of project portfolio management aligned to the Portfolio Management methodology of the Information Technology Resources System (MGPP-SISP) under the Ministry of Planning, Budget and Management. The model was evaluated to a focal group of experts to collect the perspectives and experiences of the participants. The present study proposes a project portfolio management maturity model adapted to MGPP-SISP for organizations of the Brazilian Federal Direct Public Administration. / O objetivo principal desta pesquisa ?? propor um modelo de maturidade de gest??o de portf??lio de projetos adaptado ?? Administra????o Direta P??blica Federal Brasileira. Para isso, foi desenvolvida revis??o de literatura sobre temas relacionados a esse objetivo, a partir da qual foram identificadas publica????es relevantes ?? fundamenta????o te??rica do modelo de pesquisa proposto. Manage it in internal consulting projects can be even more laborious. The public organization in question is a Federal University of southeastern Brazil that in recent years has developed internal consulting projects with its planning sector. This business model was born of the need to respond more effectively to organizational shortcomings that originated, above all, by the rapid expansion that this organization has suffered in recent years due to the REUNI program. They are related, especially, about complex administrative demands such as purchasing large-scale, and studies of administrative restructuring that require further analysis to its correct solution which escapes from the daily operating of the internal departments. However, this model has brought with it, beyond the actual benefits of the internal consultation, a significant increase of organizational knowledge which is now routinely created by this team. Thus, it was realized a strategic gap in determining a tool that was able to systematize this organizational knowledge. Thus, based on the knowledge conversion model (SECI model - socialization, externalization, combination, internalization) of Nonaka and Takeuchi (1997) and assuming that the practice of lessons learned is crucial and critical for the systematization of organizational knowledge in internal consulting projects, came to the formulation of the following research question: how the practice of lessons learned could systematize the organizational knowledge in projects developed by an internal consulting team in a federal institution of higher education? To get the answer to that question, it sought to investigate how internal consulting projects and knowledge management can take advantage of the lessons learned practices for effective management of organizational knowledge within these projects. This is an applied research, its nature is descriptive, it has a qualitative approach and uses the single case study method. As a result it was identified that the application of the lessons learned in knowledge management process is intrinsically linked to the dynamics of the interaction between tacit and explicit knowledge that this practice can provide, leading to the creation of organizational knowledge and also that it is an important organizational process asset that can avoid mistakes in future projects and promote the perpetuation of best practices in this team. Therefore, the conclusion is that the lessons learned systematize knowledge management in internal consulting teams at the moment this is a tool that create a dynamic of interactions among the team that permeates the whole spiral of knowledge creation in a upward and continuous movement. Finally, it is expected that this work adds value to the field of knowledge management in projects, notably in the public sector and will help to stimulate future studies on these subjects. / Gerenciar o conhecimento organizacional ainda ? algo desafiador para as organiza??es p?blicas atuais. Gerenci?-lo em projetos de consultoria interna pode ser ainda mais trabalhoso. A organiza??o p?blica em quest?o ? uma Universidade Federal do sudeste do Brasil que nos ?ltimos anos vem desenvolvendo projetos de consultoria interna junto ao seu setor de planejamento. Este modelo de gest?o nasceu da necessidade de se responder de maneira mais efetiva ?s car?ncias organizacionais que se originaram, acima de tudo, da r?pida amplia??o que esta organiza??o sofreu nos ?ltimos anos em virtude do programa REUNI. Esses projetos versam, sobretudo, acerca de demandas administrativas complexas, como compras de grande vulto e estudos de reestrutura??o administrativa que demandam uma an?lise mais aprofundada para a sua correta solu??o o que, em princ?pio, foge do cotidiano operacional dos ?rg?os internos. Entretanto, esse modelo trouxe consigo, al?m dos benef?cios pr?prios da consultoria interna, um expressivo aumento do conhecimento organizacional que passou a ser rotineiramente criado por essa equipe. Assim, percebeu-se uma lacuna estrat?gica na determina??o de uma ferramenta que fosse capaz de sistematizar este conhecimento organizacional. Desse modo, tendo como base o modelo de convers?o do conhecimento (modelo SECI ? Socializa??o, externaliza??o, combina??o, internaliza??o) de Nonaka e Takeuchi (1997) e partindo do pressuposto de que a pr?tica de li??es aprendidas ? determinante e cr?tica para a sistematiza??o do conhecimento organizacional em projetos de consultoria interna, chegou-se ? formula??o da seguinte pergunta de pesquisa: como a pr?tica de li??es aprendidas poderia sistematizar o conhecimento organizacional em projetos desenvolvidos por uma equipe de consultoria interna em uma institui??o federal de ensino superior? Para se obter a resposta a tal pergunta, buscou-se investigar como os projetos de consultoria interna e a gest?o do conhecimento podem se valer das pr?ticas de li??es aprendidas para efetiva gest?o do conhecimento organizacional no ?mbito desses projetos. A pesquisa ? aplicada, tem natureza descritiva, possui uma abordagem qualitativa e utiliza o m?todo de estudo de caso ?nico. Como resultado foi identificado que a aplica??o das li??es aprendidas ao processo de sistematiza??o do conhecimento est? intrinsecamente ligada ? din?mica da intera??o entre o conhecimento t?cito e expl?cito que esta pr?tica pode proporcionar, levando ? cria??o de conhecimento organizacional e tamb?m que ela ? um importante ativo de processo organizacional que pode, al?m de evitar erros em projetos futuros, promover a perpetua??o de melhores pr?ticas no contexto dessa equipe. Atrav?s de um estudo te?rico baseado, principalmente, no Paradigma Multidimensional da Administra??o da Educa??o, proposto por SANDER, foi desenvolvida uma pesquisa de abordagem mista, partindo do levantamento de informa??es sobre os cursos de p?s-gradua??o lato sensu, junto a Coordenadores e Vice-Coordenadores, dirigentes, docentes e discentes, al?m da an?lise das caracter?sticas formais desses cursos. Como resultado, foram apontados indicadores, juntamente com a proposta de compor uma avalia??o da qualidade na gest?o dos cursos de especializa??o da UFRN, considerando crit?rios como efici?ncia, efic?cia, efetividade e relev?ncia. / Recognizing the importance of the lato sensu postgraduate courses to the formation of the higher education professionals in the country, whose requirements tend to grow, demanding a constant improvement, the present work intends to develop indicators to evaluate quality and efficiency in the management of the specialization courses at the Federal University of Rio Grande do Norte (UFRN). Through a theoretical study based, primarily, on the Multidimensional Paradigm of the Educational Administration, proposed by SANDER, a mixed methods research has been developed, starting from the survey of information from lato sensu postgraduate courses, with the Coordinators and Vice-Coordinators, board members, teachers and learners, in addition to the analysis of the formal characteristics of these courses. The self-financed on-site courses were subjected to this research, from 2011 to 2015 (during the term of the Resolution n? 028/2011 of the Administrative Council of the UFRN), starting from the point of view of its participants. As result, indicators were pointed to compose a quality assessment of the management of specialization courses at UFRN, considering criteria such as efficiency, efficacy, effectiveness and relevance.

Essa tese assume como referencial te?rico-metodol?gico o materialismo hist?ricodial?tico. Compreende-se que pensar a inter-rela??o entre os diferentes n?veis de governo na execu??o de pol?ticas educacionais, implica consider?-las no plano da historicidade e das contradi??es, como parte de uma totalidade maior, constitu?da por uma rela??o insepar?vel entre o estrutural e o conjuntural. Como procedimentos t?cnicos de pesquisa, foram utilizados a revis?o da literatura, a an?lise documental e a realiza??o de entrevistas semiestruturadas com membros da equipe t?cnica local de elabora??o do PAR de Riachuelo. Os resultados evidenciam que ainda que o PAR tenha sido concebido sob a perspectiva do regime de colabora??o, este Plano se caracteriza mais como uma pol?tica induzida pelo governo central, caracterizando assim inger?ncia da Uni?o sob os demais entes da federa??o. Na trajet?ria da federa??o brasileira h? um predom?nio do governo central, inclusive na proposi??o de pol?ticas p?blicas, cuja ades?o volunt?ria dos demais entes federados ? refor?ada por suas baixas capacidades arrecadat?ria e t?cnica, tornando-os dependentes da assist?ncia t?cnica e financeira da Uni?o, o que provoca o desequil?brio das rela??es entre os governos nas arenas decis?rias. Ao aderir ao PAR, os munic?pios se comprometem a avaliar a gest?o educacional, pactuando a??es que visam fortalecer a gest?o democr?tica nas redes de ensino, tais como a cria??o de ?rg?os colegiados, de planos municipais de educa??o, de projetos pedag?gicos e escolha de diretores escolares. No munic?pio de Riachuelo, concluiu-se que o PAR foi formulado e executado tendo como par?metro os princ?pios da gest?o gerencial, modelo antag?nico ? gest?o democr?tica. Foi estabelecido por meio de um contrato de gest?o e foram institu?das novas formas de controle da execu??o do Plano. Apesar de seu car?ter gerencial, pode-se concluir que o PAR trouxe melhorias para o sistema de educa??o de Riachuelo. Alterou a l?gica patrimonialista predominante na assist?ncia da Uni?o aos munic?pios e favoreceu, ainda que timidamente, a gest?o democr?tica no munic?pio ao instituir mecanismos capazes de ampliar os espa?os de autonomia, participa??o e descentraliza??o do sistema de ensino e das escolas. A contribui??o, contudo, ocorreu em pequena escala, pois se consubstanciou em a??es fragmentadas e sem a efetiva participa??o da comunidade escolar. A consolida??o da gest?o democr?tica em Riachuelo ?, portanto, tarefa que n?o se esgota com a proposi??o de uma pol?tica de governo pontual como o PAR, pois demanda mudan?as estruturais que est?o al?m das possibilidades do Plano. / This present thesis analyzes the relationship between the Union and Riachuelo/RN city in relation to Plano de A??es Articuladas ? PAR (?Articulated Actions Plan?; 2007-2011), searching for understanding if this inter-relationship colluded in that Plan was able to strengthen the democratic management on the teaching network at Riachuelo. PAR refers to politics of planning and management of teaching systems, implemented at cities, states and Federal District in cooperation to the Union aiming to improve elementary and high school teaching quality. This take as theoretical and methodological the materialism historicaldialectical mechanism. We understand that thinking an inter-relation among several levels of the government in the accomplishment of education politics in the case of PAR implies considering it a plan in historicity and in its contradictions as part of a larger entirety, build by an inseparable relationship between the structure and the conjunctural ones. As technical procedures for researching we used the literature review, the documental analyzes and we have made interviews semi-structured with members of the local technical staff that elaborated Riachuelo?s PAR. The results made clear that even if PAR had been made as a cooperative administration perspective between federated parts and this plan, it could be characterized more as a policy incited for the central government with actions that are predetermined so that the other federative parts do not have the autonomy to change the political design. This way it characterizes a meddling of the Union upon the other federative parts. In Brazilian federative history, there is always a predominance of the central government including in the proposal of public politics, whose voluntary adhesion of the other federative parts is reinforced for its low-income levy and low technical capacity making them dependents of the technical and financial assistance of the Union. This provokes unbalance of relations among government parts on the decisive fields. As they adhere to PAR, cities are committed to evaluate the education management, associating actions that aim to strengthen the democratic management in teaching network, such as the creation of collegial organ, city plans for education, pedagogical projects and the election of school principals. In Riachuelo city, we could conclude that PAR was build and executed having a parameter of the principals of technical management, antagonist model to democratical management. A management contract and was established and it was set new forms of controlling of the plan execution. Despite of its management character we concluded that PAR bought up better quality for the educational system of Riachuelo. The interrelations established between the city and Union by Plano de A??es Articuladas from 2007 to 2011 were positive in the sense they changed the patrimonial logic that predominates at the Union assistance for the cities, and it also strengthen otherwise timidly the democratic management in the city, by imposing arrangements capable of expanding autonomy spaces, partnership and decentralizing of the teaching system and of schools. However, the contribution occurred in a smaller scale, since it substantiated in fragmented actions and without the effective participation of the school community. The consolidation of the democratical management in Riachuelo city as well is therefore a task that is not finished with the proposition of punctual government politics as it is in PAR, because it demands structural changes that are beyond Plans possibilities.

Considerando que para o caso concreto a mensura??o dos resultados s? poder? ser realizada em caso de implanta??o efetiva pela Mesa Diretora da Casa, a presente pesquisa constitui na proposta de modelo de interven??o. / The present proposal for intervention examines the issue of strategic planning focusing on an institution of the Legislative Branch within on a State Public Administration. The main objective of this paper is to propose a model of strategic orientation capable of involving the improvement of the legislative procedures, meeting the society's longings with guarantees of continuity in the administrative actions of the Legislative Assembly of Rio Grande do Norte. Therefore, structured questionnaires were used in order to make an internal and external diagnosis of the current situation and future perspectives of the Rio Grande do Norte Parliament, using for such requirements such as image, performance, current situation of its strategic planning and vision of future. These questionnaires were used for three categories: public server, parliamentarians and society. The technique used to analysis the questionnaires was the content analysis whose results, compared to each other and to the analysis of the 2017-2018 strategic planning, contributed to the development of a trend mapping, which was analyzed with a focus on the elaboration of the proposal which was submitted to validation through a Focal Group that executes the strategic planning in force in the ALRN. From the analysis of the quiz, it was concluded that management by guidelines is necessary so that the strategic culture can be perpetuated in the Rio Grande do Norte Legislative Assembly, which today has low interaction with society, presenting low efficiency, effectiveness and effectiveness in the performance of the finalistic activities, which are legislative processes. In this way, there was a concern focused on increasing credibility, with greater popular participation, bringing elements of ethics, transparency and communication that should be aligned with an appropriate strategic direction. The aim of this proposal is to contribute to the improvement of legislative management focused on the concepts of New Public Management and the insertion of elements of accountability, aiming to evolve the Legislative Branch in the State of Rio Grande do Norte and ensuring improvement quality of public policies and the quality of the Law. Whereas for the case the measurement of the results can only be performed in case of effective implementation by the Board of Directors of the ALRN, the present research constitutes a proposal of intervention.
