One of the main causes of this problem is the low social participation in environmental management that often exists only in the formal plan. Thus, although defined as Democratic State, in practice, it is only a Figurative State. Based on the study of the origin of the state and social participation in the Brazilian State, in general scope, and some environment committees and public hearings in Rio Grande do Norte, as instruments of social control, in particular scope, it is possible to build a real Democratic State in environmental management, a Participative State, in which all players are aware of the responsibility and committed to the duty assigned to them by the constitutional text with the present and future generations / A exist?ncia de v?rios indicadores negativos, como desmatamento, polui??o dos rios e crescimento urbano desordenado, aponta um cen?rio de s?ria degrada??o ambiental no Brasil, permitindo-se inferir que o modelo de gest?o p?blica do meio ambiente aqui praticado n?o ? eficiente, a despeito de haver uma legisla??o ambiental reconhecida como uma das melhores e mais completas do mundo. Um dos fatores que acentuam esse problema ? a incipiente participa??o social na gest?o ambiental que, freq?entemente, exis-te apenas no plano formal. Assim, embora definido como Estado Democr?-tico, na pr?tica, ele ? apenas um Estado Figurativo. Partindo do estudo so-bre a origem do Estado e da participa??o social no Estado Brasileiro, em ?mbito geral, e da an?lise de funcionamento de alguns conselhos de meio ambiente e audi?ncias p?blicas no Rio Grande do Norte, como instrumentos de controle social, em ?mbito particular, pode-se concluir que ? poss?vel consolidar um verdadeiro Estado Democr?tico na gest?o ambiental, um Es-tado Participativo, em que todos os atores tenham consci?ncia da responsa-bilidade e estejam comprometidos com o dever a eles atribu?dos pelo Texto Constitucional com as presentes e futuras gera??es.

Seu principal objetivo ? analisar os fatores que influenciaram, preponderantemente, na execu??o das subfases do preg?o eletr?nico na BANT, no ano de 2014, quanto ao atendimento ao princ?pio da celeridade. A pesquisa ? do tipo descritiva, uma vez que identifica e analisa os fatores que influenciaram nos prazos das compras, por meio da observa??o direta e de entrevistas. Com base no referencial te?rico, a fun??o compras, estabelece quatro dimens?es de an?lise: ?Legisla??o e processos de compras?, ?Estrutura e Organiza??o do setor de compras?, ?Sistemas de compras? e ?Recursos humanos do setor de compras?. As an?lises demonstraram que, diferentemente do que ocorre no ?mbito privado, o setor de compras p?blico n?o alcan?ou um status estrat?gico dentro das organiza??es, o que traz consequ?ncias prejudiciais ? celeridade das compras. Com isso,verificou que h? a necessidade de uma maior participa??o do pessoal do setor de compras e dos pregoeiros na formula??o das estrat?gias de aquisi??o da organiza??o e que esses elementos de compras apresentam, em suas atitudes, um perfil h?brido, proativo quanto ?s especifica??es dos itens, mas reativo em rela??o ? necessidade de compras de car?ter de urg?ncia, fruto da car?ncia de um melhor planejamento, o que sobrecarrega o trabalho do setor. A observa??o desses aspectos estrat?gicos da fun??o compras na BANT influenciou na constata??o de que a car?ncia de pessoal e de investimentos em qualifica??o somados ao excesso de rigor e formalismo da legisla??o, entre outros fatores, contribu?ram, preponderantemente, para a falta de celeridade dos processos. Por fim, este estudo traz sugest?es para o aumento da celeridade das compras da BANT. / This study discusses the issue of deadlines in the purchasing process within the Federal Public Administration. Your main goal is to analyze the main factors that influenced, mainly in the implementation of sub-phases of electronic trading in BANT, in 2014, as service to the principle of celerity. The research is descriptive since they were identified and analyzed the factors that influenced in terms of purchases, through direct observation and interviews. Based on the theoretical framework, the purchasing function, four dimensions of analysis were established: "Legislation and procurement processes", "Structure and Organization of the purchasing department", "purchasing systems" and "Human Resources of the purchasing department." Analysis showed that, unlike what happens in the private sector, the public procurement sector has not reached a strategic status within organizations, which brings harmful consequences to the speed of the purchases. It was found that there is a need for greater involvement of the purchasing department staff and criers in the formulation of the organization's purchasing strategies and that these purchases elements present, about their attitudes, a hybrid profile, proactive regarding specifications of the items, but reactive in relation to the need to urgently purchase, due to the lack of a better plan, which overloads the work of the sector. The observation of these strategic aspects of the procurement function in BANT influenced the finding that the lack of staff and expertise in investments plus the lack of rigor and formality of legislation, among other factors, contributed mainly to the lack of speed of processes.

Apesar do termo governan?a est? circundado de defini??es m?ltiplas, neste trabalho o termo ser? apoiado no sentido da governan?a corporativa, que diz respeito ? princ?pios que d?o o controle e legitimidade as partes interessadas nas organiza??es p?blicas. Neste enredo, o presente trabalho teve como objetivo geral proceder em uma an?lise dos mecanismos de governan?a dispostos pelo TCU, em seu manual? Governan?a P?blica: referencial b?sico de governan?a aplic?vel a ?rg?o e entidades da administra??o p?blica e a??es indutoras de melhoria? nas IFES no estado da Para?ba. Para alcan?ar este objetivo, foi executada uma pesquisa documental, bibliogr?fica e de campo. O universo da pesquisa foi ?s IFES situadas na para?ba: UFPB e IFPB sendo estas localizadas em Jo?o Pessoa. Obteve-se 54 question?rios respondidos pelos gestores das institui??es 26 (IFPB) e 28 (UFPB), contendo dez itens referente as pr?ticas de governan?a contidas no manual do TCU. Foram encontrados instrumentos que se referem as pr?ticas de governan?a p?blica adotadas pelo manual do TCU, entretanto, os instrumentos achados correspondem a itens de pequena magnitude, com rela??o ao que se pretende obter na implanta??o de um sistema de governan?a para institui??es p?blicas, dentre as quais, nove pr?ticas tiveram instrumentos identificados, todos em est?gio inicial, at? por vezes desconhecido. / administrative reform, due to the global panorama of crisis and state reforms, ranked this administrative reform, as a management reform as presented with management tools stemming from the management private, one of these tools present in this reform movement was governance. Although the term governance is surrounded by multiple definitions, this paper the term will be supported in the direction of corporate governance, regarding the principles that control and legitimacy stakeholders in public organizations. In this scenario, this study aimed to carry on an analysis of governance mechanisms set by TCU in its manual "Public Governance: basic framework of governance applicable to agency and public entities and inducing actions of improvement" in IFES in state of Paraiba. To achieve this goal, a documental research was performed, bibliographic and field. The universe of the research was to IFES located in Para?ba: UFPB and IFPB these being located in Jo?o Pessoa. Obtained 54 questionnaires answered by the managers of the institutions 26 (IFPB) and 28 (UFPB) containing ten items related governance practices contained in TCU's manual. instruments have been found that relate to public governance practices adopted by the TCU manual, however, the findings instruments correspond to small scale items, with respect to what is sought in the implementation of a governance system for public institutions, among which nine practices were identified instruments, all at an early stage, sometimes even unknown.

Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / This study aimed to analyze the required competencies to perform the activities of management positions at the Faculdade de Ci?ncias Sociais Aplicadas e Exatas (FACSAE) [Faculty of Social Applied and Exact Sciences] of the Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM) [Federal University of the Jequitinhonha and Mucuri Valeys], campus of Te?filo Otoni-MG, in the perception of its professors, a classic theme of Administration and Personnel Management applied in the private sphere still incipient in the context of the public education sector. The qualitative and quantitative methodology used consisted of a case study with data collection conducted through document analysis, participant observation and questionnaire application. As result, the professional academic profile of the FACSAE professors was delineated and skills required for management positions were raised; even restricted to a set of attributes perceived as ideal, it is important to know the real demands for the development of people and qualification for a managerial function, especially the knowledge of administrative and legal framework of UFVJM and its units, processes and work routines; for the skills of stimulating and promoting teamwork and maintain good interpersonal relationships; for attitudes such as ethics, relationship and cooperation. Such results point out to planning a management training program in educational institutions that would address topics such as Public Management and Budget, Legislation, Ethics and Interpersonal Relations. It is hoped that the present discussion contributes to the development of management competencies within the universities, in order to increase the quality and efficiency of the provided services.

S?o atores informantes nesta pesquisa: os assessores da SME - Natal e do FNDE, gestores dos Centros Municipais de Educa??o Infantil e professores, totalizando 30 informantes. Tomou-se como referencial te?rico-metodol?gico os estudos de Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994) Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008); Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) e Zilberman (2001; 2003; 2008). A an?lise indica que a estrat?gia de descentraliza??o adotada no modelo de gest?o p?blica transfere as responsabilidades e assun??o do PNBE, eximindo os atores do planejamento de a??es que garantam a efici?ncia e efic?cia da implementa??o da pol?tica de leitura em n?veis nacional e municipal. O qualificado acervo distribu?do pelo MEC chega a todos os Centros de Educa??o Infantil independente da vontade ou da a??o dos professores, poucos o conhecem, visto que n?o t?m informa??o sobre o PNBE, tampouco recebem forma??o espec?fica de maneira a articul?-lo ? pr?tica de leitura com as crian?as da Educa??o Infantil. Os projetos de leitura implementados pela iniciativa privada na Educa??o Infantil de Natal se sobrep?e ao PNBE, tornando-o invis?vel. Os espa?os de leitura dispon?veis para essa etapa de escolariza??o se resumem a cantinhos de leitura. Em alguns Centros Infantis, os livros permanecem guardados nas caixas ou trancados em arm?rio fora de uso por professores e estudantes. Assim, o cuidado com a aquisi??o, a sele??o do acervo, a preocupa??o com a oferta da leitura e do livro para esse n?vel de educa??o se perdem em volumes de caixas fechadas, professores alijados do processo e crian?as sem o encantamento da leitura e do livro. Nesse contexto, este trabalho chama aten??o para o quanto ainda se precisa investigar com o objetivo de compreender as perspectivas, tens?es e desafios sobre as pol?ticas p?blicas de promo??o da leitura no nosso pa?s. Espera-se que a pesquisa possa contribuir para melhorar o modelo de gerenciamento do Programa Nacional Biblioteca da Escola - PNBE garantindo a democratiza??o da leitura e, por conseguinte, a forma??o do leitor na Educa??o Infantil. / This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

Concomitantemente constatou-se tamb?m uma evolu??o do conceito de assist?ncia ? sa?de que por sua vez tem provocado mudan?as de enfoque na presta??o dos servi?os de sa?de e, consequentemente, em sua gest?o. Nesse sentido, atualmente, os servi?os de nefrologia t?m buscado qualidade por uma necessidade t?cnica e social. Frente a estas inova??es e na busca pela qualidade, elaborou-se como objetivo geral: desenvolver um protocolo de avalia??o de qualidade para o servi?o de di?lise do Hospital Universit?rio Onofre Lopes. Trata-se de um projeto de interven??o efetivado atrav?s de uma pesquisa-a??o, que consistiu em 4 passos. Inicialmente foi identificado, atrav?s de uma pesquisa bibliogr?fica na literatura cient?fica, quais indicadores de qualidade seriam aplic?veis a uma unidade de di?lise sendo selecionados os seguintes: Taxa de infec??o no local de acesso para hemodi?lise, Controle microbiol?gico da ?gua empregada para hemodi?lise e ?ndice de Satisfa??o dos Usu?rios. Atrav?s da reflex?o cr?tica sobre a tem?tica pesquisada na etapa anterior, elaborou-se tr?s instrumentos de coleta de dados, do tipo formul?rio de entrevista, aplicados entre os meses de Outubro e Novembro de 2015, ap?s aprova??o do projeto de pesquisa pelo Comit? de ?tica em Pesquisa, sob o parecer 1.202.732, com Certificado de Apresenta??o para Aprecia??o ?tica no 45362615.6.0000.5292. Para complementar as informa??es obtidas, tamb?m fez-se uso da t?cnica de pesquisa documental. Os resultados foram organizados em gr?ficos e tabelas e analisados segundo abordagem qualitativa e t?cnica explorat?ria. Em seguida, foi realizada uma an?lise reflexiva dos dados obtidos e o diagn?stico da realidade estudada foi tra?ado e confrontado com a literatura pertinente. Os dados produzidos nesse estudo revelaram que a Unidade de Di?lise do HUOL est? aqu?m do desej?vel, haja vista que algumas fragilidades foram identificadas em sua estrutura. Diante desta constata??o foram propostas, a t?tulo de contribui??o e objetivando nortear o desenvolvimento de a??es futuras, sugest?es de melhoria que deveriam ser implementadas e acompanhadas para que fosse assegurada a supera??o dessas dificuldades encontradas, permitindo uma reestrutura??o organizacional adequada, e resultando numa melhoria do servi?o p?blico ofertado. Concluiu-se que para que os resultados da terap?utica de hemodi?lise sejam alcan?ados e positivos, faz-se necess?rio ter estrutura f?sica e infraestrutura adequada, equipe multiprofissional especializada, treinada e em quantitativo suficiente, processos bem desenhados para que os profissionais tenham padr?es a serem seguidos diminuindo a chance de errarem, al?m de um sistema de gerenciamento de risco para detectar e controlar situa??es que coloquem em risco a seguran?a do paciente. / Over the years there has been a broader definition of the term health. At the same time it was found also an evolution of the concept of health care which in turn has led to changes in the approach to delivery of health services and hence in its management. In this regard, currently the nephrology services have been searching for quality technical and social need. In view of these innovations and the quest for quality, it elaborated the general objective: to develop a quality assessment protocol for dialysis service Onofre Lopes University Hospital. It is an intervention project effected through an action research, which consisted of 4 steps. Initially was identified through a literature search in scientific literature, which quality indicators would apply to a dialysis unit being selected as follows: infection rate in hemodialysis access site, microbiological control of water used for hemodialysis and Index User satisfaction. Through critical reflection on the theme researched in the previous step, it was drawn up three data collection instruments, interview form type, applied between the months of October and November 2015. In addition to the information obtained, also made up of the use of information retrieval technique. The results were organized in graphs and tables and analyzed using qualitative and exploratory technical approach. Then a reflective analysis of the data obtained and the diagnosis of reality studied was traced and confronted with the literature was performed. The data produced in this study revealed that the Dialysis Unit of HUOL is much to be desired, considering that some weaknesses have been identified in its structure. Faced with this finding have been proposed, as a contribution and aiming to guide the development of future actions, suggestions for improvement that should be implemented and monitored to be assured overcoming these difficulties, allowing an appropriate organizational restructuring, and resulting in improved service public offered. It was concluded that for hemodialysis treatment results are achieved and positive, it is necessary to have physical structure and adequate infrastructure, multidisciplinary team specialized, trained and in sufficient quantity, well designed processes for professionals to have standards to be followed decreasing the chance to err, and a risk management system to detect and control situations that endanger patient safety.

A metodologia aplicada para atingir os objetivos delineados nesta investiga??o foi a pesquisa explorat?rio-descritiva e, quanto ao procedimento, trata-se de um estudo de caso. Utilizou-se a pesquisa quantitativa com aplica??o de question?rio semiestruturado, constru?do com base na revis?o de literatura concernente ao tema do trabalho e, considerando a pesquisa de clima organizacional aplicada na C?mara dos Deputados por Saback (2011). A pesquisa foi norteada pelo estudo avaliativo das dimens?es: Desenvolvimento profissional, Estilo de lideran?a, Relacionamento e comunica??o no ambiente de trabalho, Identidade e compromisso com o trabalho e Coopera??o e Sensibilidade no ambiente de trabalho. O resultado apontou a dimens?o Desenvolvimento profissional com a menor pontua??o no geral, muito embora, por v?nculo, os servidores cedidos e comissionados tenham dado boas notas, os servidores efetivos n?o enxergam a possibilidade de se desenvolver profissionalmente e, a nota baixa atribu?da por estes afetou negativamente tal dimens?o. Contudo, os gestores devem atentar para essa quest?o, pelo fato de os servidores efetivos, em tese, serem permanentes no quadro funcional da ALRN, e que essa avalia??o denota desmotiva??o e falta de perspectiva, portanto, desfavor?vel ao clima. No tocante ao comparativo entre a s?ntese da Estat?stica Descritiva aplicada ?s Dimens?es e Vari?veis apresentada e por v?nculo com ALRN, confirma-se uma tend?ncia no ranking, favor?vel ao clima organizacional, apontada pelos servidores comissionados e cedidos, em face dos efetivos. Por?m, deve-se ressaltar que a dimens?o Identidade e compromisso com o trabalho foi a mais bem avaliada, a exemplo da vari?vel ?Tenho disposi??o para assumir compromisso com o trabalho, independentemente de cobran?a por parte da chefia?, onde os servidores demonstram disposi??o e compromisso com a institui??o. Outro fator positivo que merece destaque, diz respeito ao relacionamento e comunica??o, denotado pelo sentimento de harmonia na conviv?ncia entre os servidores, independentemente de v?nculo, o que revela a forma respeitosa de lidar com a cultura da pluralidade de ideias, fator determinante numa casa pol?tica. Portanto, conforme extrato exposto ? percept?vel que, entre as cinco dimens?es estudadas, quatro delas indicam avalia??es positivas ao clima, e por essa raz?o, conclui-se que ap?s os dados serem apurados e analisados, tem-se como positivo o clima organizacional da ALRN. / This paper seeks to study the Organizational Environment at the Rio Grande do Norte Legislative House-ALRN, and its general purpose consists in assessing the organizational environment based on the perception that the effective, yielded and commissioned civil servants of that institution develop together towards the ALRN. Exploratory-descriptive research was the methodological choice applied to reach the looked-for objectives. The research procedure is a case-study. On the other hand, quantitative research was applied side along a semi-structured questionnaire, following a review of the literature concerning the study and taking into account the organizational environment research (2011) that Saback applied at the ALRN. The guide-lines of the paper have approached the following items: Professional development; Relation and communication at the workplace; Work identity and commitment; and Workplace co-operation and sensibility. The final result highlighted the Professional development dimension as the one presenting the lowest punctuation in general. In view of their links, the commissioned and yielded civil servants gave good grades to this category; the stable civil servants, however, did not detect any sign of professional development in this dimension, and their low grade affected it negatively. In this regard, managers should try and assess this result, seen that effective civil servants are in thesis a stable staff at ALRN, so this assessment could mean lack of motivation and perspective in the workplace, what could be contraire to the environment. As what concerns a comparison between the summary available and the link-like one, it confirms a rank trend favoring the organizational environment, highlighted by commissioned and yielded civil servants, in contrast with the stable staff. One should note, however, that the Identity and work commitment dimension was the best assessed, alike the variable ?I am decided to play a responsible role in my work, regardless my boss?s exigencies?, as the workers showed disposition and commitment to the job. Another positive factor pointed out in the research concerns relation and communication, expressed by a harmonious conviviality among the staff?s members, irrespective to whatever link, showing a respectful way of managing the culture of plurality of ideas, determinant factor inside a politician house. Therefore, in accordance with the exposure, it is perceptible that among the five dimensions that have been studied, four of them indicate positive assessment of the environment. In this way, seeing the collected and analyzed data, it can be concluded that the organizational environment inside ALRN is positive.

Foi elaborado um fluxograma de cada etapa de trabalho nesse setor, que ? analisado conforme as normas vigentes e o Manual de Almoxarifado da institui??o. Foram identificados os problemas de cada etapa e selecionado um como prioridade para encontrar suas causas, usando-se ferramentas como o diagrama de causa e efeito ou diagrama de Ishikawa e os 5W3H. Para propor solu??es para os problemas constatados, foi utilizada a ferramenta 5W3H. A metodologia adotada envolveu a pesquisa bibliogr?fica e a documental, para posterior coleta de dados atrav?s de entrevistas semiestruturadas. Depois dessa discuss?o, apresenta-se uma proposta de interven??o para o Campus estudado, visando tra?ar poss?veis solu??es para os problemas encontrados, sugerir novos procedimentos e apresentar novos fluxogramas. / The present paper proposes to analyze the Warehouse sector of the IFPB - Picu? through Quality Management tools in order to raise the problems encountered in all the steps of the sector. With this, we seek to identify the possible causes again through the 5W3H tool, seek to propose solutions in order to remedy such problems and make the sector more efficient and consequently with less waste of public money. The Warehouse has the role of planning common acquisitions, tracking the order, receiving it, conferencing, and keeping up the distribution to the end user. Thus, the present work constructs the flow chart of each stage of work in the Warehouse, analyzed according to the current norms and the Warehouse Manual of the institution. After this, the problems of each step are identified and one is selected as a priority to find its causes from tools like Cause and Effect Diagram or Ishikawa Diagram and 5W3H. To propose solutions, the 5W3H tool was used. The methodology adopted was through bibliographical and documentary research, for later data collection through semistructured interviews. After this discussion is presented a proposal of intervention to the studied Campus with the intention of tracing possible solutions to the problems found suggesting new procedures and presenting new flowcharts.

Adotaram-se, como instrumento de coleta de dados, entrevistas semiestruturadas ou parcialmente estruturadas as quais foram tratadas por meio da an?lise de conte?do. Dentre os principais resultados, tem-se que a an?lise do risco do pagamento de pessoal militar demonstra que o Comando da Aeron?utica deve priorizar a mitiga??o principalmente dos riscos constantes da faixa cinza escuro, cuja probabilidade e impacto enquadram-se nos maiores patamares, quais sejam: concess?o indevida de anistia, averba??o ilegal de tempo de servi?o, habilita??o de pens?o militar com declara??o falsa, ac?mulo ilegal de proventos/pens?es ou cargos p?blicos, desvio de recursos de militares/pensionistas falecidos, licenciados ou transferidos por meio de adiantamento n?o resgatado. Quanto ? avalia??o de risco de pagamento de pessoal civil, destacam-se os seguintes riscos enquadrados nos maiores patamares: n?o pagamento proporcional das gratifica??es da pens?o civil, desvio de recursos de militares/pensionistas falecidos, licenciados ou transferidos, pens?o civil ilegal a menor sob guarda, inobserv?ncia da paridade dos benef?cios na pens?o civil com a remunera??o do cargo efetivo do falecido, reajustes pagos indevidamente, averba??o ilegal de tempo de servi?o, pens?o civil ilegal a filho maior ocupante de cargo p?blico e ac?mulo ilegal de proventos/pens?es ou cargos p?blicos. Por fim, conclui-se que o processo de pagamento de pessoal do Comando da Aeron?utica ? eficaz na mitiga??o dos riscos ora apurados. / This research aimed to understand the efficacy and the risk of the payment process of the Air Force Command staff, in the period between 2006 and 2015. The methodology was descriptive, documentary and field with a qualitative approach. The empirical model was mainly based on the authors Padoveze and Bertolucci (2013), Dias (2008), Reis e Machado Jr. (1994) and Steinberg et al. (2003), and other authors that addressed risk assessment and effectiveness in government process. The universe of subjects comprised representatives of the three main organs of the Brazilian Air Force involved with the personal payment process: Subdirectorate Personnel Payment (SDPP), Directorate of Personnel Management (DIRAP) and Subdirectorate of Inactive and Pensioners (SDIP) totaling 10 subjects. They were adopted, such as data collection instrument, semi-structured interviews or partially structured which were treated by content analysis. Among the main results, it is that the analysis of the risk of payment of military personnel shows that the Air Force Command should prioritize mitigation mainly the constant risk of dark gray band, whose probability and impact fall into the higher levels, which are: improper granting of amnesty, illegal registration of service time, military pension qualification with misrepresentation, illegal accumulation of benefits / pensions or public office, misuse of military resources / deceased pensioners, licensed or transferred through unredeemed advance. As for the civilian payment risk assessment, we highlight the following risks framed in higher levels: not proportional payment of gratuities of civil pension diversion of military resources / deceased pensioners, illegal civil pension minor under guard, breach of parity of benefits in the civil pension with the remuneration of the effective position of the deceased, wrongly paid readjustments, illegal registration of service time, illegal civil pension eldest son public office occupier and illegal accumulation of benefits / pensions or public office . Finally, it is concluded that the process of payment Air Force Command staff is effective in mitigating the risk now established due to the existing control tools.
