Previous issue date: 2016-03-17 / O presente Projeto de Interven??o tem como intento a implanta??o do Sistema de Custo Governo Federal (SIC) no Instituto Federal da Para?ba, a fim de demonstrar a import?ncia do gerenciamento das informa??es de custos no setor p?blico, para o processo de melhoria da qualidade na gest?o do gasto p?blico. Para tanto, parte-se de uma an?lise do contexto atual do sistema cont?bil/financeiro do Instituto, com vistas ? aplica??o e/ou operacionaliza??o do SIC, enquanto instrumento da contabilidade gerencial. Cabe ressaltar, que este sistema ? aplicado, atualmente, ? realidade do setor p?blico, com intuito de apoiar a gest?o p?blica quanto ao planejamento e controle das tomadas de decis?o; demostrando os poss?veis benef?cios da atividade da contabilidade p?blica e da contabilidade de custo no ?mbito das organiza??es p?blicas, seja no macro processo or?ament?rio e/ou financeiro. O projeto de interven??o apresenta em linhas gerais os desafios impostos ? efetiva implanta??o do Sistema Informa??o de Custo do Governo Federal, que, para ser desenvolvido, necessitar? de alguns procedimentos como: a padroniza??o dos lan?amentos cont?beis, que evitar? a perda do atributo comparabilidade; a modifica??o no sistema de controle patrimonial e a cria??o de uma unidade modelo sobre sistema de custo, para posteriormente ser expandido aos campi. O objetivo ? a melhoria nos processos de tomada de decis?o no IFPB, como desafio de mudan?a cultural na organiza??o p?blica, em favor da mensura??o dos custos dos bens e servi?os produzidos e da import?ncia do SIC como elemento de melhoria alocativa, para a efici?ncia, efic?cia e efetividade na gest?o dos gastos p?blicos. / This work had as main objective to conduct an analysis of the current accounting system / Finance of the Federal Institute of Paraiba - IFPB with a view to implementation of the proposal and / or operation of the Cost Information System of the Federal Government - SIC - in IFPB . The SIC is an important tool of management accounting, with a view to its implementation, currently the reality of the public sector, aims to support public management regarding the planning and control of decision-making; demonstrating the potential benefits of public accounting activity and cost accounting within the public, whether in the macro budget process and / or financial; contributing to improving the quality of public expenditure management. The dissertation provides an overview of the challenges to effective implementation of the Cost Information System of the Federal Government, which to be developed, it will need some procedures such as the standardization of accounting entries, which will prevent the loss of comparability attribute; the change in the balance control system and the creation of a model unit on cost system, later to be expanded to campuses IFPB. The goal was to improve the decision-making processes in IFPB as cultural change challenge in the public organization in favor of measuring the cost of the goods and services and the importance of SIC as allocative improvement element for efficiency, effectiveness and effectiveness in public expenditure management.

A Se??o de Subsist?ncia da Base A?rea de Natal possui atividades operacionais e administrativas e necessita de uma ferramenta estrat?gica para gerir essas atividades. Nesse sentido, os estudos sobre o uso do Balanced Scorecard em organiza??es p?blicas no Brasil apontam a viabilidade de sua utiliza??o para a melhoria do desempenho organizacional, todavia deve haver uma adapta??o de sua metodologia para eliminar disfun??es comumente encontradas. A fim de melhorar o desempenho de um setor conciliando as atividades operacionais, administrativas e seu inter-relacionamento, o presente estudo intenta propor a implanta??o do BSC para apoiar a tomada de decis?es com vistas ? melhoria do desempenho. Isso se dar? por meio da cria??o do mapa estrat?gico e defini??o dos objetivos estrat?gicos do setor, da dissemina??o desses objetivos estrat?gicos, da determina??o de indicadores adequados que proporcionem informa??es para que as decis?es sejam tomadas pautadas na miss?o do setor e do planejamento das a??es de forma que elas ocorram com a aloca??o de recursos e no momento adequados. Ap?s essas etapas, haver? um projeto de interven??o para a implementar do BSC na Se??o de Subsist?ncia da Base A?rea de Natal. / The need to improve the performance of government activities is a concern present in the Brazilian public management. Before many standards to be met and diversity of services, public managers need tools to assist in this difficult task. The Subsistence Section of the Natal Air Force Base has operational and administrative activities and needs a strategic tool for managing these activities. In this direction, studies on the use of the Balanced Scorecard in public organizations in Brazil point to the feasibility of its use for improving organizational performance, however there should be an adaptation of the methodology to eliminate dysfunctions commonly found. In order to improve the performance of a sector reconciling the operational activities, administrative issues and its interrelationship, this study seeks to put forward the implementation of the BSC to support decision-making in order to improve performance. This aim will be achieved through the creation of a strategic map and definition of the strategic objectives of the sector, the spread of these strategic objectives, the definition of proper indicators that provide information so that decisions are taken guided by the sector's mission and by the planning, in a way they occur with the allocation of resources and at proper time. The research will apply the bibliographical methodology for the model development, and a systemic monitoring will be proposed for its implementation. Following these steps, there will be an intervention project to implement the BSC in Subsistence Section of Natal Air Force Base.

Previous issue date: 2010-08-20 / The growing importance of tourism in overall economic activity worldwide has favored the
intensification of competition among cities that seek to create environments attractive to
tourists and potential investors. It has been common practice to import characteristics of the
business environment in the public management of cities. The city marketing is a key tool
used by public leaders to promote a linkage between the tourism image and urban image and
involves, in addition to promoting the image of the city, the planning of interventions in urban
space, trying to formulate a positive image of the city able to facilitate the deployment of
capital. This research seeks to understand the nature of city marketing as part of contemporary
urban management and analyzes how is its application in decisions concerning the promotion
of tourism in Natal/RN. The approach of this research is qualitative, exploratory and
descriptive, in which respondents were the main leaders of two of the official tourism site, the
Empresa Potiguar de Promo??o Tur?stica and the Secretaria Municipal de Turismo e
Desenvolvimento Econ?mico. It was found that there is a strong articulation of public power
with private enterprise in the design and conduct of the actions of urban marketing, that from
the survey data show that the behavior of target markets provide guidelines for taking
strategic decisions relating to tourism. Sun and sea are some key elements explored to form
the image of Natal and to authorize the sale of the city as a tropical paradise. However, there
is an increase in the diversification of tourism products, seeking to increase flow to the
segments of ecotourism, adventure, business and culture. It s also growing the use of local
culture as a tourism product, however, the cultural representation focuses on superficial
values and does not bring to light the social and historical richness that the city has. Public
authorities use the city marketing strategies as a means able to maximize the attractiveness of
Natal urban space to investors, business groups and tourists. It can be observed that urban
managers seek solutions that can continuously increase the tours, which often manifests in
interventions that focus the tourist areas of the city, in oposition of those who do not
contribute to a positive reading of the city, which ultimately generate the worsening of spacial
and social inequalities / A crescente import?ncia do turismo no conjunto das atividades econ?micas mundiais tem
favorecido a intensifica??o da competi??o entre cidades que buscam criar ambientes atrativos
para turistas e investidores em potencial. Tem sido comum a importa??o de pr?ticas
caracter?sticas do ambiente empresarial na gest?o p?blica das cidades. O city marketing
consiste num instrumento estrat?gico utilizado pelos dirigentes p?blicos para promover uma
articula??o entre a imagem tur?stica e imagem urbana e envolve, al?m da promo??o da
imagem da cidade, o planejamento de interven??es no espa?o urbano, buscando a formula??o
de uma imagem positiva da cidade capaz de viabilizar a implanta??o do capital. Com base
nessa realidade, o presente estudo busca compreender a natureza do city marketing enquanto
elemento da gest?o urbana contempor?nea e analisar como se d? sua aplica??o nas decis?es
relativas ? promo??o do turismo da cidade de Natal/RN. Trata-se de um estudo cuja
abordagem ? qualitativa, de natureza explorat?ria e descritiva, no qual foram entrevistados os
principais dirigentes de dois dos ?rg?os oficiais de turismo local, a Empresa Potiguar de
Promo??o Tur?stica e a Secretaria Municipal de Turismo e Desenvolvimento Econ?mico.
Constata-se que, tanto na concep??o como na condu??o das a??es de marketing urbano, h?
uma forte articula??o do poder p?blico com a iniciativa privada, que a partir do levantamento
de dados que revelam o comportamento dos mercados-alvo fornecem as diretrizes para que
sejam tomadas as decis?es estrat?gicas relativas ? atividade tur?stica. Sol e mar s?o alguns dos
principais elementos explorados para constituir a imagem de Natal e autorizar a venda da
cidade como para?so tropical . Contudo, ocorre o aumento na diversifica??o dos produtos

Previous issue date: 2006-12-15 / Our object is to analyze the experiences in participative management in the cities o Natal and Macei?. The center of our interests is to evaluate if the operational changes in public administration in Brazil have really caused transformations in the municipal government which tend to constitute democracy in our country. The enlargement of civil society participation experiences in public management (at least as a proposal) has led to a great diversity of results even when executed by individuals from the same political party or with the same ideological interests. Thus, we investigate why the participative management process takes place in different forms even when the managers belong to the same party and share the same ideas. We based our analysis in the analytical scheme developed by Esping-Andersen (1991) in his studies about the cause for different welfare states in the world. We defend the thesis that the specifities in management are explained through an integrative analysis between the capacity of organization existent in society, the kind of govern coalition and the institutional legacy present in both cities. The complete analysis of the two experiences studied shows that there are similarities specially in the mayors government forms and in the importance they give in their speech to the participation of society as the element which sustains the management. Nevertheless, although both mayors are connected to the political party project, there are also differences in the advance of such process mainly because of the basis work performed by the left party among the popular movement, the kind of govern coalition which has been developed in the city and by the institutional legacy left by the former administration / Analisar experi?ncias de gest?o participativa em Natal e em Macei? constitui o nosso objeto de estudo, o qual surgiu do interesse em avaliar se as mudan?as operacionalizadas na gest?o p?blica, no Brasil, t?m realmente realizado transforma??es na esfera municipal de governo que tendam a consolidar a democracia no pa?s. A amplia??o das experi?ncias de participa??o da sociedade civil na gest?o p?blica (pelo menos como proposta) tem ocasionado uma grande diversidade de resultados, mesmo quando levadas a cabo por grupos pertencentes a um mesmo partido ou a uma mesma tend?ncia ideol?gica. Assim, a quest?o que nos impulsionou ? investiga??o direcionava-se a analisar por que o projeto de gest?o participativa se realiza em formatos diferentes, mesmo quando os gestores pertencem a um mesmo partido e seguem o mesmo discurso. A base te?rico-metodol?gica que d? sustenta??o a nossa an?lise tem como refer?ncia o esquema anal?tico montado por Esping-Andersen (1991) em seu estudo voltado para a investiga??o das causas da exist?ncia de diferentes tipos de Welfare States no mundo. Defendemos a tese de que as especificidades das gest?es, nos dois munic?pios estudados, v?o ser explicadas a partir de uma an?lise interativa entre a capacidade de organiza??o existente na sociedade, o tipo de coaliz?o governista e o legado institucional presente nesses munic?pios. A an?lise comparativa das duas experi?ncias demonstrou que h? semelhan?as, sobretudo, na forma de governar das prefeitas e na ?nfase que elas d?o, no discurso, ? participa??o da sociedade como elemento sustentador da gest?o. Previous issue date: 2018-02-16 / O presente projeto de interven??o visa contribuir com propostas de melhorias no gerenciamento de materiais de consumo, do setor de almoxarifado do Instituto Federal de Sergipe ? Campus Aracaju. Neste sentido, a administra??o p?blica deve buscar integrar e coordenar o fluxo log?stico de material para um melhor e efetivo alcance no gerenciamento dos recursos p?blicos aplicados em custeio, onde o enfoque esteja voltado para impactos importantes na efici?ncia e de controle de gastos, na tentativa de maximizar os recursos investidos, melhorando o desempenho organizacional e reduzindo custos. Para isso, as a??es propostas aqui buscaram envolver o aprimoramento de atividades de recebimento, armazenamento e distribui??o de materiais, al?m da utiliza??o de ferramentas gerenciais para classifica??o e reposi??o de materiais, inexistentes ent?o no setor. Para atingir os objetivos, foram realizadas coletas de dados, atrav?s de entrevista de roteiro semi-estruturada, pesquisa documental e um grupo focal, onde os dados foram analisados por meio da t?cnica analise de conte?do, sendo poss?vel ent?o, diagnosticar os problemas internos do setor e suas causas, e com base na teoria e estudos anteriores fundamentados neste projeto, propor um novo modelo com a??es de melhorias vi?veis de implementa??o em seus procedimentos, em raz?o do seu contexto organizacional e suas reais necessidades. Assim, este estudo de caso de car?ter diagn?stico, caracterizou-se como uma pesquisa aplicada qualitativa e explorat?ria. Os resultados apontaram falhas nos procedimentos de receber (recep??o, descarga, acolhimento e confer?ncia), armazenar (estocagem e reposi??o) e distribuir (separa??o e expedi??o), onde as principais causas detectadas que produzem esses efeitos negativos nas atividades do setor de almoxarifado s?o provenientes da falta de espa?o f?sico e estrutura, equipamentos, m?o-de-obra e ferramentas de gest?o. Pretende-se com o novo modelo proposto para o gerenciamento de materiais, viabilizar a implanta??o de m?todos cient?ficos no gerenciamento de estoque no setor, e mais ainda, ajustes nas atividades de recebimento, armazenamento e distribui??o, para que garantam informa??es precisas e acuradas de estoque, como tamb?m prote??o aos materiais e funcion?rios. / The present intervention project aims to contribute with proposals of improvements in the management of consumables in the warehouse sector of the Federal Institute of Sergipe - Campus Aracaju. In this sense, the public administration must seek to integrate and coordinate the logistic flow of material for a better and effective management of public resources applied to costing, where the focus is turned to important impacts on efficiency and cost control, in an attempt to maximize the invested resources, improving organizational performance and reducing costs. Thus, the actions proposed here sought to improve the activities of receiving, storing and distribution of materials, as well as the use of management tools for classification and replacement of materials, which did not exist in the warehouse sector. To achieve the objectives, data were collected using a semi-structured script interview, documentary research and a focus group. The collected data were analyzed using the technique of content analysis in order to diagnose the internal problems of the sector and their causes and, based on theoretical contents and previous studies, propose a new model with improvement in the implementation of its procedures, due to its organizational context and its real needs. Thus, this diagnostic case study was characterized as a qualitative and exploratory applied research. The results pointed out failures in receiving (reception, unloading, admission and checking), storage (stocking and replenishment) and distribution (separation and dispatch) procedures, where the main causes the produce these negative effects in the activities of the warehouse sector come from the lack of physical space and structure, equipment, manpower and management tools. The new model for material management is proposed to enable the implementation of scientific methods in inventory management in the sector, and even more, to adjust the activities of receiving, storage and distribution, in order to guarantee precise and accurate inventory information, as well as the protection of materials and employees.

Assim, o presente projeto de pesquisa trata da avalia??o da implementa??o do PRONATEC Mulheres Mil do munic?pio de Maxaranguape/RN e tem como objetivo geral avaliar o processo de implementa??o do programa em quest?o, ? luz do modelo de anatomia do processo geral de implementa??o e seus subprocessos e sistemas desenvolvido por Draibe (2001). A pesquisa em quest?o se classifica como um estudo de caso, do tipo descritivo, com abordagem qualitativa e quantitativa, e adotara como procedimentos de coleta de dados, pesquisa bibliogr?fica, question?rio fechado e entrevista semiestruturada com os gestores, t?cnicos e beneficiarias. Para a an?lise dos dados ser?o utilizados as t?cnicas de an?lise de conte?do de Bardin e an?lise documental. Espera-se com os resultados da pesquisa contribuir para a constru??o do conhecimento com vistas a proposi??es de corre??es de processos para o atingimento das metas pr?-estabelecidas pelo programa / This study evaluated the implementation process of PRONATEC Mulheres Mil offered by the Escola de Sa?de of the Federal University of Rio Grande do Norte, using the model developed by Draibe (2001), called the anatomy of the overall implementation process. To achieve the objectives, we carried out a qualitative study of a case study, using documentary research and semi-structured interviews with three groups of subjects belonging to the program and with direct involvement in the implementation of processes: coordinator, while managers, supervisors and advisor, as formulators agents of the courses, and technical, administrative and academic supporters. The results showed that: the implementation strategy was a challenge for the implementers actors due to the lack of experience in the type of the program, where the decision-making process to define the courses are presented subject to government interference; limiting disclosure was characterized by the features of a professional and technological training program focused on gender; the selection of the implementation of the actors with experience to perform their duties contributed to the implementation of the program, which resulted in the absence of formal training; monitoring and internal evaluation, even if not formalized by own instruments, reduce the risk of failure in the implementation of policy and contribute to the improvement of the implementation process when there is socialization of results; centralized management of the budget facilitates the planning and implementation of policy actions, although inconstancy in the decentralization of financial resources by the federal government committed to attendance of beneficiaries, revealing a bottleneck in the program implementation process.

com resultados que melhor satisfa?am as necessidades da sociedade. Para al?m da Nova
Gest?o P?blica no Brasil, realizada a partir de 1995, cujo foco central ? a redu??o da burocracia
e dos custos, o aumento da efici?ncia dos servi?os p?blicos e o controle dos resultados
econ?micos, a pesquisa aborda o surgimento da governan?a no setor p?blico, com as pr?ticas
da transpar?ncia, da participa??o social, das rela??es ?ticas, do compromisso de presta??o de
contas (accountability), da avalia??o e gest?o de riscos e da integra??o entre as partes interessadas
na execu??o das pol?ticas p?blicas. Utilizando-se como instrumento de coleta de dados
o formul?rio de entrevista semiestruturada realizada com 7 dirigentes da Universidade Federal
do Rio Grande do Norte (UFRN), a pesquisa, classificada como explorat?ria, descritiva e qualitativa,
objetiva analisar se pr?ticas de governan?a no setor p?blico, seus conceitos, princ?pios
e proposi??es est?o sendo adotadas pela alta gest?o da institui??o. Os resultados do trabalho
demonstram que, entre as pr?ticas pesquisadas, 10 est?o sendo adotadas pela institui??o e 18
ainda n?o foram implantadas na autarquia, evidenciando-se que o maior n?mero de princ?pios
e conceitos de governan?a p?blica vinculados ?s pr?ticas n?o adotadas s?o: efici?ncia, gest?o
de riscos, transpar?ncia e responsabilidade. Entre as pr?ticas n?o adotadas est?o: a inexist?ncia
de processo formal e transparente para garantir que nomea??es ao corpo diretivo obede?am
aos crit?rios da compet?ncia e do m?rito; a n?o avalia??o dos membros da alta administra??o
com base em indicadores e metas de desempenho; a inexist?ncia de plano de gest?o de
riscos; e a aus?ncia de diretrizes institucionais, para a participa??o social e envolvimento da
sociedade civil organizada no planejamento e or?amento participativo. As constata??es da
pesquisa, mais que apontar pr?ticas n?o adotadas pela organiza??o, sinalizam para as oportunidades
de melhoria da governan?a, na medida em que tais pr?ticas vierem a ser implementadas
na institui??o pesquisada. / The brazilian public administration search over time a more responsive and efficient with
performance results that best meet the needs of society. Beyond the New public management
in Brazil, held from 1995, whose central focus is the reduction of bureaucracy and costs,
increasing the efficiency of public services and the control of economic results, the research
discusses the emergence of governance in the public sector, with the practices of transparency,
social participation, ethical relationships, commitment to accountability (accountability) ,
evaluation and risk management and the integration of stakeholders in the implementation of
public policies. Using as data collection instrument the semi-structured interview held with 7
leaders of the Federal University of Rio Grande do Norte (UFRN), the research, classified as
exploratory, descriptive and qualitative aims to examine governance practices in the public
sector, its concepts, principles and propositions are being adopted by the senior management
of the institution. The results of the work show that, among the surveyed, 10 practices are
being adopted by the institution and 18 have not been deployed in the municipality, showing
that the largest number of public governance concepts and principles linked to practices
adopted are: efficiency, risk management; transparency; and responsibility. Among the
practices adopted are: the lack of a formal and transparent process to ensure that appointments
to the Board of Directors comply with the criteria of competence and merit; the assessment of
members of senior management based on performance indicators and targets; the lack of a
risk management plan; and the absence of institutional guidelines for social participation and
involvement of organized civil society in the planning and participatory budgeting. The
findings of the survey, more than point practices adopted by the Organization, signaling to the
opportunities for improvement of governance, to the extent that such practices will be
implemented in the institution research.

p?blica (NGP), que se configura como modelo hegem?nico no cen?rio da globaliza??o
neoliberal. A NGP surgiu como resposta ? crise do modelo burocr?tico na administra??o
p?blica, e seus princ?pios se assentam na maximiza??o do controle, competitividade,
avalia??o, presta??o de contas, responsabiliza??o, descentraliza??o de tarefas, participa??o
controlada, responsabilidade individual e coletiva, os quais s?o ressignificados de acordo com
os contextos de implanta??o e ajustados segundo as particularidades locais. No Brasil,
constata-se que essa matriz gerencial incorpora-se ?s pol?ticas p?blicas, desde a d?cada de
1990, consolidando-se ao longo dos anos 2000 na gest?o dos sistemas educacionais. Nesse
per?odo, verifica-se a intensifica??o das pol?ticas de avalia??o, presta??o de contas e
responsabiliza??o no setor p?blico, em todas as ?reas e, particularmente, na educa??o. Dessas
pol?ticas, a responsabiliza??o tem sido utilizada como estrat?gia para rotular os sistemas de
forma positiva ou negativa, considerando os desempenhos obtidos nos processos de avalia??o
e presta??o de contas. Na educa??o brasileira, trata-se de um tema relacionado com a
responsabilidade educacional, o qual vem assumindo centralidade nos ?ltimos anos no pa?s,
de modo que tem sido mat?ria de preocupa??o do Poder Executivo e Legislativo, configurado
no debate e na produ??o de instrumentos legais que tramitam atualmente na C?mara dos
Deputados. Embora o pa?s n?o possua, ainda, uma Lei de Responsabilidade Educacional,
observa-se que nos n?veis subnacionais e locais emergiram algumas experi?ncias com essas
caracter?sticas, dentre elas a do munic?pio de Mossor?, no estado do Rio Grande do Norte.
Esse ente federado aprovou, no ano de 2010, por meio da Lei municipal n. 2.717/2010, a
Pol?tica de Responsabilidade Educacional (PRE). A presente pesquisa elege como objeto de
investiga??o essa pol?tica, cujo foco de an?lise volta-se para compreender como se efetivou o
seu processo de concep??o e execu??o no per?odo de 2010 a 2015. Para o encaminhamento da
an?lise do objeto de estudo, optou-se pelo materialismo hist?rico-dial?tico, por considerar que
esse m?todo permite entend?-lo nas suas rela??es e media??es, assegurando, portanto, uma
compreens?o contextualizada de sua configura??o. Como procedimentos de pesquisa, foram
utilizadas a revis?o bibliogr?fica, a an?lise documental e a realiza??o de entrevistas
semiestruturadas com cinco participantes do processo de concep??o e implementa??o da PRE.
Para organiza??o e interpreta??o dos dados, recorreu-se a alguns elementos da an?lise de
conte?do (BARDIN, 1977). Constata-se que a PRE de Mossor? surgiu, nesse contexto, como
uma resposta ?s dificuldades diagnosticadas pela assessoria da educa??o municipal e
registradas no Planejamento Estrat?gico da Rede Municipal de Ensino (PERME), que
indicavam a necessidade de ajustes na administra??o e gest?o da Rede. A PRE institui
processos de responsabiliza??o focalizados no controle de resultados sob formas de
premia??es materiais, com pagamento financeiro do d?cimo quarto sal?rio aos funcion?rios
da escola e poupan?a para o aluno que mais se destaca nos processos de avalia??o e
participa??o nas atividades escolares. No plano simb?lico, empresas que desenvolvem
programas de responsabilidade social na Rede e um dos pais com atua??o no Conselho
Escolar recebem medalhas e diplomas. A pol?tica municipal materializada na LRE refor?a a
vigil?ncia e a sensa??o de medo quanto ? possibilidade da demiss?o ou rotatividade de
professores, diretores e supervisores que n?o contribuem para a melhoria dos indicadores,
embora durante o per?odo de implementa??o (2010-2015) isso n?o tenha acontecido. Concluise
que a PRE se configura como uma nova engrenagem de responsabiliza??o na
administra??o da educa??o baseada no controle de resultados. / The educational policies in the contemporary world have incorporated principles of the new
public management (NGP), which is configured as a hegemonic model in the scenario of
neoliberal globalization. It should be noted that NGP emerged as a response to the crisis of the
bureaucratic model in the Public Administration, and its principles are based on the control
maximization, competitiveness, evaluation, accountability, liability, decentralization of tasks,
controlled participation, individual and collective responsibility. These principles are
redefined according to the contexts of implementation and are adjusted according to the local
particularities. In Brazil, it is noticed that this managerial matrix is incorporated into public
policies since the 1990s, being consolidated throughout the years 2000, in the management of
educational systems. In this period, it is possible to verify the intensification on the evaluation
policies, accountability and liability in the public sector, in all areas and, particularly, in
education. From these policies, accountability has been used as a strategy to label systems
positively or negatively, taking into account the performance of the evaluation and
accountability processes. In Brazilian education, this is a topic related to the educational
responsibility, which has been central in recent years in the country, so it has been a matter of
concern to the executive and legislative power, configured in the debate and in the production
of legal instruments which are currently under process in the Chamber of Deputies. Although
the country does not yet have an Educational Responsibility Law, it can be observed that at
the subnational and local levels some experiences with these characteristics emerged, such as
the municipality of Mossor?, in the State of Rio Grande do Norte. This federated entity
approved, in the year 2010, through the municipal Law n. 2,717/2010, the Educational
Responsibility Policy (PRE). The present research selects this policy as the object of research,
which focus of analysis is to understand how its conception and execution process took place
in the period from 2010 to 2015. In order to refer the analysis of the object of study, it was
decided by the historical-dialectical materialism, considering that this method allows us to
understand it in its relations and mediations, thus ensuring a contextualized understanding of
its configuration. As research procedures, it was chosen the bibliographic review,
documentary analysis and semi-structured interviews with five participants from the process
of conception and implementation of PRE. For the organization and interpretation of the data,
some elements of content analysis were used (BARDIN, 1977). In this context, it is verified
that the PRE of Mossor? emerged as a response to the difficulties diagnosed by the municipal
education counseling and recorded in the Strategic Planning of the Municipal Education
Network (PERME), which indicated the need for adjustments in the administration and
management of the Network. The PRE establishes accountability processes focused on the
control of results under forms of material rewards, with financial payment of the fourteenth
salary to the school employees and saving account for the student who stands out most in the
processes of evaluation and participation in school activities. On the symbolic level,
companies which develop social responsibility programs in the Network and one of the
parents who work in the School Council receive medals and diplomas. The municipal policy
embodied in the LRE reinforces vigilance and a sensation of fear about the possibility of
dismissal or turnover of teachers, principals and supervisors who do not contribute to the
improvement of the indicators, although during the implementation period (2010-2015) this
has not happened. It is concluded that the PRE is configured as a new mechanism of
responsibility in the administration of municipal public education in Mossor?-RN, based on
the results control.

processo de melhoria e inova??o de uma organiza??o ? a assertividade na sele??o das
ideias a serem desenvolvidas, principalmente quando h? um alto volume de
contribui??es. O objetivo desta disserta??o ? propor um sistema de avalia??o de ideias
em pr?ticas crowdsourcing. Para isso, realizou-se uma revis?o bibliogr?fica sistem?tica
acerca dos temas crowdsourcing e avalia??o de ideias e, por meio de um modelo
conceitual, validou-se o mesmo a partir de um estudo de caso no Escrit?rio de Ideias da
Universidade Federal do Rio Grande do Norte. Para tal fim, considerou-se as
caracter?sticas da organiza??o estudada e as opini?es de especialistas de diferentes ?reas
do conhecimento, mediante uma sess?o de focus group, visando como tema a efici?ncia
energ?tica. Como resultado, apresenta-se um modelo de avalia??o de ideias,
contemplando os crit?rios e m?todos necess?rios para compor um sistema eficiente de
avalia??o quando aplicados a partir de uma abordagem crowdsourcing, e os fatores que
os influenciam. / One of the challenges to adopting crowdsourcing as an approach in the process of
improvement and innovation of an organization is the assertiveness in the selection of
ideas to be developed, especially when there is a high volume of contributions. The
purpose of this dissertation is to propose a evaluation system of ideas in a
crowdsourcing approach. For this, a systematic literature review was conducted on the
subjects crowdsourcing and ideas evaluation and, through a conceptual model, the
system of evaluation of ideas was validated from a case study in the ?Escrit?rio de
Ideias? of the Federal University of Rio Grande do Norte. For this, the characteristics of
the organization studied and the opinions of specialists, of different areas of knowledge,
were considered through a focus group session, focusing on energy efficiency. As a
result, a model of ideas evaluation was proposed, contemplating the criteria and
methods necessary to compose an efficient system of evaluation when applied from a
crowdsourcing approach, and the factors that influence them.

(REITI), enquanto um processo de gest?o participativa no Instituto Federal da Para?ba, com o
proposito de verificar at? que ponto a REITI proporcionaria o compartilhamento de poder e o
controle de decis?es por parte da comunidade acad?mica do IFPB, com vistas ao alcance de
uma gest?o participativa e democr?tica na institui??o. Trata-se de uma pesquisa explorat?ria
que utilizou uma abordagem descritiva-quantitativa. O estudo, dentre v?rios aspectos, busca
caracterizar o programa sob o enfoque te?rico da gest?o participativa, recorrendo, para tanto,
?s t?cnicas de pesquisa documental e de entrevistas realizadas n?o apenas com os gestores
respons?veis diretamente pelo planejamento do programa, como principalmente na aplica??o
de question?rios envolvendo a comunidade acad?mica. Foram criados indicadores, a exemplo
de "Dialogismo", "Protagonismo", "Formula??o da pol?tica da institui??o", entre outros, com
base em aspectos-chave destacados do referencial te?rico estudado e de declara??es dos
gestores da REITI, que acabaram subsidiando na elabora??o das vari?veis estudadas. Os
resultados foram analisados em tr?s categorias, "Participantes", "Alunos" e "Servidores", com
base na compara??o dos valores percentuais das respostas obtidas e as conclus?es foram
desenvolvidas de maneira descritiva e anal?tica, fundamentadas pelo referencial te?rico. A
pesquisa descobriu que a REITI, apesar de estabelecer um processo participativo, n?o
proporciona o compartilhamento do poder de decis?o com os servidores e alunos,
caracter?stica que, caso estivesse presente, a evidenciaria como modelo de gest?o
genuinamente participativa e democr?tica. Apesar disso, o estudo concluiu que alunos e
servidores percebem a import?ncia do programa quanto ao estabelecimento de uma rela??o
dial?gica que produz resultados ben?ficos na realidade da comunidade acad?mica do instituto. / The general objective of this work was to analyze the program "Itinerant Rectory of
the IFPB" (REITI), as a participative management process in the Federal Institute of Para?ba,
with the purpose of verifying to what extent REITI would provide power sharing and control
of decisions to a part of the IFPB academic community, with a view to achieving participatory
and democratic management in the institution. It is an exploratory research that used a
descriptive-quantitative approach. The study, among several aspects, seeks to characterize the
program, under the theoretical approach of participatory management, resorting to the
techniques of documental research and interviews conducted not only with managers directly
responsible for program planning, but mainly by the application of questionnaires involving
the academic community. Indicators were created, such as "Dialogism", "Protagonism",
"Formulation of institution policy", among others, based on key aspects highlighted from the
theoretical framework studied and from declarations of REITI managers, what ended up
subsidizing the elaboration of the variables studied. The results were analyzed in three
categories, "Participants", "Students" and "Servants", based on the comparison of the
percentage values of the answers obtained and the conclusions were developed in a
descriptive and analytical way, based on the theoretical references. The research found that
REITI, in spite of establishing a participatory process, does not provide the sharing of
decision-making power with the servants and students, a characteristic that, if present, would
show it as a genuinely participatory and democratic management model. Despite this, the
study concluded that students and servants perceive the importance of the program in
establishing a dialogical relationship that produces beneficial results in the reality of the
academic community of the institute.
