Underemployment and Labor Market Incorporation of Highly Skilled Immigrants with Professional Skills

This thesis project examined underemployment at the state and national levels. Underemployment is the inability of highly skilled migrants with degrees from their home countries to enter the workforce in the receiving country. Pending and enacted legislation was analyzed at the state level to determine in which ways the state of Oregon can implement similar policies to effectively incorporate underemployed immigrants into the state workforce. This project utilized primary data sources at the state and federal level, migrant interviews were used as illustrations of the barriers that exist for underemployed migrants, and secondary data sources from the fields of economics, social sciences, political sciences, and population studies were utilized to provide an understanding of how underemployment is addressed at the national level. Overall, my research found underemployed professional migrants are greatly underutilized, which translates into missed economic opportunities for individual migrants and for the United States as a whole.

Chinese Student Migrants in the Transition Period in the United States: From Human Capital to Social and Cultural Capitals

abstract: Since the 1990s, the United States has been increasingly hosting large numbers of foreign students in its higher education sector and continues to accommodate these skilled college graduates in its job market. When international students graduate, they can transition from an international student to a skilled migrant. Yet their decision-making process to stay in the receiving country (the United States), to return to sending countries, or to move on to another country, at different stages of such transition period, is not presently understood. This dissertation examines the experiences of these “migrants in transition period” when they face the “to return or to stay” choices under structural and institutional forces from the sending and receiving countries. This research adopts the conceptual framework of human capital, social capital, and cultural capital, to investigate how social capital and cultural capital impact the economic outcomes of migrants’ human capital under different societal contexts, and how migrants in the transition period cope with such situations and develop their stay or return plans accordingly. It further analyzes their decision-making process for return during this transition period. The empirical study of this dissertation investigates contemporary Chinese student migrants and skilled migrants from People’s Republic of China to the United States, as well as Chinese returnees who returned to China after graduation with a US educational degree. Findings reveal the impact of social and cultural capitals in shaping career experiences of skilled Chinese migrants, and also explore their mobility and the decision-makings of such movement of talent. / Dissertation/Thesis / Doctoral Dissertation Geography 2016

Au cœur du processus de construction de l'économie de la connaissance, les diasporas sont considérées comme des leviers du développement. Ainsi, on observe un intérêt grandissant de la part des gouvernements et des organisations internationales pour la production et la mobilisation des Diaspora Knowledge Networks. Dans le même temps, les associations de migrants sont de plus en plus nombreuses et l'émigration qualifiée en Amérique Latine atteint des sommets. En partant de ce constat, cette thèse a eu pour but d'observer les dynamiques de circulation du savoir entre l'Europe et les pays andins. Alors, cette thèse se construit autour de l'idée du partage de l'espace diasporique entre la société civile, les administrations des pays d'origine et pays de destination. La thèse consiste donc à montrer comment les modes de spatialisation diffèrent selon que l'on étudie une initiative systémique ou par le bas. Ainsi, en bénéficiant des expériences andines et européennes, à partir des organisations de la société civile, cette thèse révèle le partage des diasporas par, et entre, ses acteurs. / In the knowledge based economy building process, diasporas are seen as a development enabler. Thus we observe a growing interest of governments and international organizations in promoting and mobilizing diasporas knowledge networks, allowing them to contribute to national research and development activities in their countries of origin. In the mean time, diaspora organizations are growing and emigration of highly qualified at the highest rates ever reached in South America. Considering this situation as a starting point, this thesis was dedicated to observe dynamics of knowledge circulations between Europe and the Andean countries. In so doing, this thesis makes its point showing how the civil society, the origin countries and destination countries administrations share the diasporic space undertsood as the space of knowledge circulations. From this perspective we show that spatialization modes are different between systemic or spontanous initiatives. Thus, benefiting from andean and european experiences among civil society organizations we state that diasporas are both shared and split by their actors.

The Ambiguous Integration Concept as Reflected in the Role of Third Sector Organisations in Highly Skilled Refugees Employment Integration in Sweden

This thesis studies the role of the third sector organisation [TSO] in highly skilled refugees' employment integration in Sweden. It attempts to contribute to the migration studies literature and nonprofit sector studies by focusing on the underresearched highly skilled refugees and several TSOs in Sweden, one of the major receiving countries in Europe during the refugee crisis. It discovers the challenges faced by the highly skilled refugees and the TSOs' solution to help them overcome the obstacles using Bourdieusian capital theory. In doing so, the TSOs are also shaping the integration concept of the nation, which is proven to be ambiguous. On the one hand, they preserve the construction of refugees as needing care and their difference from Sweden as weakness. On the other hand, they challenge the idea that integration is primarily refugees' responsibility and attempt to change employers' unwillingness to hire with the concept of diversity as a strength. Despite that, the TSOs do not significantly challenge the dominant integration concept in Sweden and the state. This thesis argues that it may be explained by the strong trust between the government and civil society stemmed from the nation's historical development as an egalitarian welfare state.

From Soviet intelligentsia to emerging Russian middle class? : social mobility trajectories and transformations in self-identifications of young Russians who have lived in Britain in the 2000s

The focus of interest in this thesis is the social and personal trajectories of men and women who were born in the Soviet Union in the 1970-1980s and then, after growing up in post-Soviet Russia in the 1990s in an atmosphere of change and uncertainty, decided to exploit the opportunities to go abroad to study and work that started opening up in the early and mid-1990s. The thesis analyses these moves as the individual strategies of either escaping or waiting on the career insecurities in Russia, or consciously enhancing one's social standing and professional and educational capital. It traces their social and professional trajectories, showing that, apart from developing the desired expertise and gaining experience, these Russians went through intensive changes in their self-identifications and senses of belonging, including the acquisition of new habits of mobility, international social networks and cosmopolitan dispositions. This thesis argues that, while their Soviet-Russian cultural past and their belonging to a particular social group of 'Soviet intelligentsia' was still important to them, they continuously acquired new social, cultural and cosmopolitan forms of capital that influenced their coming back to Russia as different persons from their contemporaries who had stayed in the country. They brought with them new dispositions and new social practices resulting from their active comparisons of their lives in Russia and Britain, and in many respects they actively maintained their differences in creating clubs for returnees. While able to integrate successfully into the emerging Russian middle classes, they still expressed the cultural and intellectual heritage of the past Soviet intelligentsia, now reborn in the guise of Westernizing attitudes and practices, different degrees of cosmopolitan patriotism, intellectual pursuits, a quest for education and self-development, interest in world travel, an ethical concern for sustainability, opposition to excessive consumerism in Russia and conspicuous practices of status performance. The materials for this research were mainly gathered through the use of semi-structured in-depth interviews, one third of them longitudinal, with informants talking to the researcher several times during the course of fieldwork between 2007 and 2012. Some additional participant observation has been conducted in informal Russian circles in the UK and among returnees from Britain in Russia. This research consists of an ethnography with elements of a biographical approach. This has made the researcher attentive to the inclusion of a certain event within a person's whole biography, aimed at putting the period researched within the context of the past and future lives of the informant. The participants of this research were aged between 22 and 40 and belonged to a transition cohort generation (Miller 2000), as they had all passed their childhoods in the Soviet Union, their adolescence and teenage years coinciding with the period of dissolution of the USSR, with the transitional break up of one system and the formation of another, while their young adulthood developed in post-Soviet Russia. They were mainly single when they initiated their move to Britain, and had various professional profiles within the broadly defined groups of 'highly skilled' and 'highly educated', the latter term being preferred in this research. The dissertation includes an introduction, four ethnographic chapters, a conclusion and one appendix. The introduction presents the historical and research context, the methodology and the design of the study. The first chapter traces the professional and educational trajectories of participants, while the second chapter focuses on informants' spatial mobility and habits of extensive travel acquired during the move to Britain. The third chapter deals with the negotiation of informants' belonging to a particular cultural and social past, which is associated both with Russian-Soviet culture and with their social status as the children of Soviet-era intelligentsia. The fourth chapter argues that, while belonging to Soviet intelligentsia families was still important for informants' self-identifications in Britain, new social, cultural and cosmopolitan forms of capital were acquired during this period, resulting in new cosmopolitan dispositions, ethics and moral values, and new practices socially remitted (Levitt 2001) from Britain. The conclusion places this ethnography within the state-of-the-art research on the mobilities of Russians to the UK.

Highly skilled new Chinese migrants in the UK and the globalisation of China since 1990

This PhD dissertation is concerned with highly skilled new Chinese migrants (HSNCMs) in the UK and their transnational (or trans-boundary) careers and business practice between China and Britain. The research subjects are those HSNCMs who have established careers and business connections between China and the UK since 1990. This research pays special attention to relationships between the transnational practice of HSNCMs, brain circulation (or their knowledge exchange with China) and China’s globalisation. Three main topics are discussed in this dissertation: First, it examines the states’ engagement which has a direct impact on transnational mobility of HSNCMs in the UK. Second, it analyzes transnational network building of OCP associations (professional associations of HSNCMs) linking between HSNCMs and China. Third, it discusses individual transnational career and business activities and identity construction of HSNCMs in order to understand China’s brain circulation in the UK context. The main theoretical object of this paper is to combine brain circulation studies with the theoretical framework of transnational migration studies. The findings of this research show that states’ policy engagement (especially China’s initiatives) is very powerful. Through transnational network building of OCP associations, HSNCMs integrate their personal development into the national projects of Mainland China. For individual HSNCMs, their transnational practice is diverse in terms of their different social backgrounds. For most HSNCMs with trans-boundary careers and business practice, their transnational identities are combined with Chinese consciousness. They have set up strategies to develop their careers and business between the sending country and receiving country. The multiple interactions between HSNCMs and China, therefore, have produced a significant impact on the brain circulation of HSNCMs and the globalisation of China.

A study of the Socio-Economic Integration of Highly-Skilled Nigerian Migrants in Cape Town

Philosophiae Doctor - PhD / Migration is an important topic, not only for researchers in South Africa, but also for policymakers and the media. It is an issue at the top of the national and international agenda. In the debate on migration and the literature, voices of migrants themselves remain mostly unheard. The public perceptions and policy-making are often based on fear, stereotypes and common myths rather than reality. In this study, the researcher aimed to examine the socio-economic integration challenges of highly-skilled Nigerian migrants and how they may help contribute their skills towards the socioeconomic development of South Africa to potentially inform the national migration policy, as well as future research. Methodologically, the researcher conducted a mixed-method study using an interpretive paradigm. Data were derived from 22 semi-structured interviews and six in-depth interviews. The study used a combination of purposive and snowballing sampling techniques, where semi-structured and in-depth interviews, as well as observations, were also carried out. Data gathered were analysed using thematic analysis.

Circular Migration between Senegal and the EU? : a Discourse Analysis of Migration Practice(s)

<p>This thesis investigates the preconditions for a new type of migration among the highly skilled between Senegal and the EU, namely <em>circular migration</em>. The three most prominent actors in the shaping of the future migration pattern –the EU (administration), the Senegalese government and the future highly skilled migrants i.e. Senegalese university students –are studied by a combination of <em>social constructivism</em> and <em>critical discourse analysis</em>. The discourses are derived from official EU and Senegalese documents and from a survey as well as from semi-structured interviews with students at the two largest universities in Senegal. The analysis of the discourses shows three factors that point towards a change of the migration practice in favour of circular migration: first, an <em>interdiscursivity</em> between the migration, development and economic growth discourses; second, a <em>resemblance</em> between the three actors discourses on migration; and third, a <em>willingness</em> among all three actors to act for a mobility of knowledge and experience. Consequently, there are preconditions for circular migration between Senegal and the EU.</p>

L'économie mondiale actuelle est marquée par une forte rivalité entre États. Ces derniers se doivent ainsi d'être le plus compétitifs possible. Dans ce contexte, l'immigration économique a indéniablement un rôle à jouer. Elle peut en effet donner au marché du travail le personnel dont il a besoin, que ce soit en matière de travailleurs hautement qualifiés ou uniquement pour faire face à des pénuries de main-d'œuvre. Par conséquent, l'Union européenne et ses États membres se doivent d'agir afin de se montrer attractifs en matière de recrutement de travailleurs extracommunautaires. À la suite du livre vert de 2005 sur la gestion des migrations économiques, l'Union a fait le choix de se focaliser sur des directives sectorielles relatives à l'admission de certaines catégories de travailleurs extracommunautaires. La directive majeure qui en est ressortie est celle relative à l'admission des travailleurs hautement qualifiés. En agissant de la sorte, l'Union a souhaité rivaliser avec les autres pôles d'attraction de main-d'œuvre que sont notamment les États-Unis. Dans cette perspective, l'Union a-t-elle réussi son pari ? En outre, la question de l'immigration économique renvoie immanquablement au statut des travailleurs extracommunautaires. Ces deux notions sont d'ailleurs étroitement liées. Il ne saurait être question de statut s'il n'y avait pas eu immigration. À l'inverse, il ne pourrait y avoir d'immigration en l'absence d'un statut avantageux pour le migrant. Les États souhaitant développer l'immigration du travail se doivent ainsi de garantir un ensemble de droits protecteurs aux travailleurs extracommunautaires. Le statut revêt en effet une importance capitale dans le choix d'une destination. Partant de là, quel est le statut réservé aux travailleurs extracommunautaires au sein de l'Union ? / The present global economy is characterized by a strong rivalry between States. Therefore they have to be the most competitive they can be. In this context, there is no doubt the economic immigration has a role to play. It can indeed give needed workers to the labour market, whether concerning highly qualified workers or only in order to answer labour shortage. As a result, European Union and its Members States must behave in order to seem attractive regarding the recruitment of extra community workers. After the 2005 green paper on an approach to managing economic migration, the Union chose to focus itself on sectoral directives regarding the admission of some categories of extra community workers. The major directive that came out is the one dealing with the admission of highly skilled workers. By doing so, the Union wished to compete with the other attracting labour poles such as the United States for example. From this point of view, did the Union succeed ? Furthermore, the question of economic immigration inevitably refers to the extra community workers status. In fact, these two notions are highly connected. We would not talk about status if there were no immigration. On the contrary, immigration could not be possible without a favourable status for the migrant. The States which want to encourage economic immigration must guarantee a package of rights protecting extra community workers. This is why the status is really important in choosing a destination. Hence, what is the status reserved for extra community workers within the Union ?

The answers you seek will never be found at home : Reflexivity, biographical narratives and lifestyle migration among highly-skilled Estonians

Det övergripande syftet med denna avhandling är att undersöka förhållandet mellan migration, reflexivitet och social klass. I fokus för den empiriska analysen står högt kvalificerade estniska emigranter. Reflexivitet har hittills inte varit ett viktigt begrepp i migrationsstudier. Även om vissa studier använt ordet reflexivitet, har det i huvudsak fungerat som bakgrundsbegrepp. Det finns en påtaglig brist på empiriskt orienterade studier av reflexivitet i migrationsstudier. Avhandlingen består av fyra artiklar med något olika inriktning. Den första undersöker det empiriska fallet i sin helhet utifrån en survey-undersökning om estniska migranter. Den andra artikeln diskuterar den brittiske sociologen Margaret Archers sätt att analysera migration och argumenterar i hennes efterföljd för ett socialpsykologiskt synsätt på de skiftande motiven att migrera. Den tredje artikeln utmanar tanken på att migranters återvändande i huvudsak kan förstås som saknad efter sociala relationer och känslor av hemlängtan. I den fjärde artikeln föreslås ett sätt för livsstilsorienterade migrationsstudier att hantera frågan om reflexivitet. Här positioneras livsstilsmigranter teoretiskt till andra typer av migranter och hur variationer ilivsstilsmigration kan analyseras. Trots inbördes variation har samtliga artiklar en gemensam nämnare. / This thesis focuses on issues around reflexivity and highly skilled migration. Reflexivity has been an underused concept in migration studies and incurporating it has been long overdue. By reflexivity this thesis understands the capacity of an actor to evaluate his or her position in relation to social structures, to take action in managing those structures and, finally, to critically revise both the position and action taken. There are multiple reasons as to why incorporating reflexivity is a useful endeavor to migration studies. On one hand, using reflexive types in order to understand different migration motivations offers an alternative to otherwise mainly class based explanations behind migration objectives. Migration research has long relied on the idea that migration motivations can be coupled with societal and class background. Similarly, return migration has been described almost unanimously as a result of a homing desire. Both positions, as claimed in this thesis, are oversimplifications. On the other hand, I argue that, reflexivity helps to analyze the importance of class or even society on migration in 21th century. This is why I suggest to analyze all three in concurrence – migration, reflexivity and class. In the following pages I analyze how reflexivity can be operationalized for studying migration. So far, reflexivity has been either used as background concept – mobility studies or for explaining particular kind of migration – lifestyle migration. I argue, that with careful operationalization reflexivity could be useful tool for explaining wide-variety of migrations – family, labour, lifestyle etc. Three articles in this thesis focus on providing such operationalizations, analyzing the relationship between migration motivations and reflexivity. Finally, the first article in this thesis analyzes the background of my particular group of migrants – Estonian highly skilled migrants and positions them in relation to other groups in Estonian society. Moreover, the article also underlines that self-development and lifestyle, if you will, is an important motivation for Eastern European migrants as well.
