[pt] Este trabalho analisa a representação estética do discurso do humanitarismo a partir do papel do humanitário como personagem principal da narrativa heroica da política internacional. Entendido como um conjunto de técnicas e procedimentos, o humanitarismo classifica e reforça a disciplina relacionada à política internacional por meio do comportamento individual e coletivo. Esta tese argumenta que essa organização pode ser identificada por meio da análise desse discurso, especialmente nas imagens relacionadas ao humanitarismo e normalmente utilizadas em campanhas humanitárias por organizações humanitárias internacionais e organizações não governamentais. Campanhas que exploram a identificação e reflexão do espectador com a iconografia utilizada tendem a contribuir para essa construção do humanitário como o herói da política internacional, ou seja, o indivíduo que salva e que soluciona os problemas e as crises do internacional, como conflitos, sofrimento, fome, pobreza e catástrofes ambientais. As imagens do herói humanitário contribuem para a sua perpetuação como um mito moderno, um modelo de conduta da ação individual em relação à política internacional e ao sofrimento distante que ironicamente mobiliza uma moral coletiva através da gratificação autocentrada. / [en] This work analyses the aesthetic representation of the discourse of humanitarianism based on the role of the humanitarian as the main character of the heroic narrative of international politics. Understood as ensemble of techniques and procedures, humanitarianism classifies and reinforces discipline related to
international politics through individual and collective behavior. This dissertation argues that this organization can be identified through the analysis of this discourse, especially in the pictures related to humanitarian politics and usually used on humanitarian campaigns by international humanitarian organizations and nongovernmental organizations. Campaigns that explore the identification and reflection of the spectator to its iconography tend to contribute to this construction of the humanitarian as the hero of the international politics, meaning the individual that saves and solves the problems and crises of the international, such as conflicts, suffering, hunger, poverty, and environment crises. The images of the humanitarian hero contribute to its perpetuation as a modern myth, a model of conduct of the individual action regarding international politics and distant suffering that ironically mobilizes a collective moral through self-centered gratification.

[pt] O presente trabalho visa analisar e criticar os principais paradigmas
construídos e mistificados pela modernidade, pretensamente homogênea e de
validade universal, mas, na realidade, eurocêntrica e provinciana. A perspectiva
moderna, em especial cartesiana, está tão enraizada nos estudos filosóficos,
políticos e até jurídicos atuais, que é possível localizá-los, inclusive, nos
pressupostos basilares da discussão contemporânea acerca da universalização dos
Direitos Humanos. Esta discussão está hoje limitada, majoritariamente – mas não
completamente – pela relação binária universalismo versus relativismo,
extremamente simplificadora. Defender-se-á aqui a insuficiência desta relação,
que exclui, por si só, diversos aspectos e elementos essenciais, desconsiderando a
infinita complexidade do tema. Também se deseja analisar nesta dissertação
algumas práticas legitimadas pelos autodenominados direitos humanos, os quais
permitem que práticas desumanas sejam justificadas pela busca de algum suposto
ideal humanitário. / [en] The present work aims to analyze and criticize the main paradigms
constructed and mystified by modernity, supposedly homogeneous and
universally valid, but in reality, Eurocentric and local. The modern perspective,
especially Cartesian, is so rooted in philosophical, political and even legal studies
nowadays, it is possible to locate them in the basic assumptions of contemporary
discussion of universal human rights. This discussion is now limited mostly - but
not completely – by the binary relation between universalism and relativism,
extremely simplistic. This work will defend the failure of this relationship, which
excludes, by itself, various aspects and elements, ignoring the infinite complexity
of the issue. It will also be analyzed in this work some practices legitimized by the
self-called human rights, which allow inhumane practices to be justified by the
pursuit of some supposed humanitarian ideal.

[pt] Esta tese investiga os modos em que o Haiti é evocado no discurso político brasileiro em diferentes contextos. Usufruindo de enquadramentos analíticos pós-coloniais e foucaultianos, foca-se em duas grandes emergências desta prática discursiva: primeiro, com o inovador léxico do Haitianismo, durante os debates políticos do Império Brasileiro, no século XIX; depois, no âmbito do envolvimento brasileiro com a Missão das Nações Unidas para Estabilização do Haiti (MINUSTAH), de 2004 a 2017. O estudo mostra que as atuais narrativas que celebram o sucesso de um Jeito Brasileiro de construção da paz falham em notar como noções problemáticas de hierarquias raciais e tecnologias mais eficientes de poder governamental são desenvolvidas e exercidas sobre as populações-alvo. Argumenta-se que, sob o prisma do Haitianismo, tais discursos celebratórios das intervenções militares Sul-Sul perdem seu apelo político e consistência teórica, já que a colonialidade e o biopoder que os informam são expostos e sua originalidade questionada. Conclui-se notando que o estudo do Haitianismo permite seguir descolonizando e resistindo à autoridade dos modos emergentes de complexos de poder-saber humanitários, incluindo aqueles que estão além do modelo tradicional da Paz Liberal. / [en] This doctoral dissertation investigates the modes in which Haiti is invoked in Brazilian political discourse in different contexts. Drawing on post-colonial and Foucauldian frameworks of analysis, it focuses on two major emergences of such discursive practice: first, with the innovative lexicon of Haitianism, during 19th century Brazilian Imperial political debates; then, alongside Brazilian involvement with the United Nations Stabilization Mission in Haiti (MINUSTAH), from 2004 to 2017. The study shows that current narratives that celebrate a Brazilian way of peacebuilding fail to notice how problematic accounts of racial hierarchies and more efficient governmental technologies of power are developed and exercised upon target populations. It argues that through the prism of Haitianism such celebratory discourses regarding South-South military interventions lose their political appeal, as the coloniality and biopower that inform them are exposed and their originality questioned. It concludes by noticing that the study of Haitianism permits to further decolonize and resist the authority of emerging humanitarian power-knowledge complexes beyond the traditional Liberal Peace model.

[pt] Pesquisas no campo de Operações Humanitárias (Humanitarian Operations
- HO) vem atraindo a atenção de acadêmicos e profissionais ao abranger o estudo
de diversas ferramentas analíticas visando a melhora da resposta aos beneficiários.
Diferentes estudos sugerem que a inserção de práticas e teorias tradicionais de
logística e gestão de operações (Operation management – OM) - incluindo
simulação, otimização, probabilidade e estatística - no contexto de desastres
beneficiaria a cadeia de suprimentos humanitária. Uma vez que desastres são
eventos complexos, graves e dinâmicos, com recursos humanos e materiais
limitados, muitos stakeholders envolvidos e alto nível de incerteza de informação,
a capacidade de gerir operações se faz necessária. Uma das técnicas mais
comumente reconhecidas em OM é a simulação, sendo o método de Dinâmica de
Sistemas (System Dynamics – SD) capaz de modelar representações simplificadas
de realidades e obter informações valiosas sobre situações de complexidade
dinâmica. O método fornece um conjunto de ferramentas, como mapeamento causal
e modelagem de simulação, e permite avaliar os resultados de curto e longo prazo
de decisões. Nesse contexto, a presente tese visa estudar a complexidade de HO
através de SD. Para isso a tese conta com uma revisão sistemática da literatura
(Systematic Literature Review – SLR) a fim de identificar o estado da arte,
entregando uma taxonomia, um framework e uma agenda de pesquisa. Em seguida,
duas operações são apresentadas, demonstrando a modelagem através de SD em
contextos humanitários distintos e de alta relevância. A primeira operação estudada
consiste na coleta e distribuição de doações para a população na base da pirâmide
(Bottom of the Pyramid – BoP) do Rio de Janeiro, em meio a pandemia de COVID19. Realizamos uma survey e obtivemos 2155 respostas dos beneficiários. Os dados
também foram obtidos diretamente com as organizações envolvidas na operação.
Como resultado, demonstramos que aumentar o acesso a produtos de limpeza nas
comunidades por meio de doações pode reduzir significativamente a transmissão
do vírus SARS-CoV-2. Ademais, mostramos que as doações de alimentos podem
aumentar a capacidade da população vulnerável de arcar com as necessidades,
aliviando o estresse causado pela pandemia nesta parcela da população. Ademais,
demostramos que quando todas as doações são na forma de vouchers/ dinheiro, a
acessibilidade aumenta em 20 por cento em comparação com todas as doações físicas.
Resultados que podem servir de base para formuladores de políticas ajudarem as
comunidades vulneráveis, especialmente durante crises nas quais os recursos são
escassos e devem ser explorados de forma eficiente. O segundo estudo consiste na
operação do governo federal Brasileiro para receber, abrigar e interiorizar
Venezuelanos no Brasil. Como o fluxo de Venezuelanos para o Brasil tem crescido
e as consequências da pandemia se apresentam como uma preocupação com a
capacidade da operação, a Operação Acolhida é modelada a fim de entender os
gargalos de sua escalabilidade. Como resultado, demonstramos que: (i) o processo
de interiorização é um gargalo, pois além da logística, é necessária a inserção
socioeconômica dos Venezuelanos (por meio de vagas de emprego, por exemplo);
(ii) a capacidade dos abrigos é um gargalo da operação, pois define uma fila de
venezuelanos precisando de ajuda esperando para serem abrigados. / [en] Research in Humanitarian Operations (HO) has attracted the attention of
academics and practitioners by applying analytical tools to improve response to
beneficiaries. Different studies suggest that the integration of traditional practices
and theories of logistics and operations management (OM) in the complex context
of disasters would benefit the humanitarian supply chain. One of the most
recognised techniques in OM is simulation, being System Dynamics (SD) a method
capable of model simplified representations of realities and gain valuable insights
into situations of dynamic complexity. In this context, this thesis aims to analyse
the complexity of HO through SD. The thesis presents a systematic literature review
(SLR) to identify the state of the art of the subject, delivering a taxonomy, a
framework, and a research agenda. Then, two complex and dynamic operations are
modelled through SD. The first operation involves collecting and distributing
donations to the vulnerable population from Rio de Janeiro, Brazil, amid the
COVID-19 pandemic. As a result, we demonstrated that: (i) increasing access to
cleaning products in communities can significantly reduce COVID-19
transmission; (ii) food donations can increase the population s affordability; (iii)
accessibility increases by 20 percent in vouchers/cash donations compared to all in-kind
donations. The second one is the Brazilian operation to receive, shelter, and
internalise Venezuelans. Since the flow of Venezuelans to Brazil has grown and,
the pandemic aftermath presents itself as a concern for the operation capacity,
Operation Welcome is modelled to understand the bottlenecks for its scalability. As
a result, we demonstrate that: (i) the internalisation process is a bottleneck as, in
addition to logistics, it is necessary the socio-economical insertion (through job
vacancies, for example); (ii) shelters capacity is an operation bottleneck, as it
defines a queue of needing assistance Venezuelans waiting to be sheltered.

[pt] Enquanto a moldura teórica de Clausewitz foi essencial para lidar com as guerras modernas, a compreensão do uso da força em nome da comunidade internacional ainda demanda urgentemente uma teoria de trabalho. Em 1945, o preâmbulo da Carta das Nações Unidas, ao enfatizar a determinação de salvar as gerações futuras do flagelo da guerra, estabeleceu uma clara dicotomia entre o bem, representado pela paz, e o mal, representado pela guerra. Entretanto, esta tentativa de evitar as guerras entre estados e de proteger as populações acabou criando as condições de possibilidade para o uso da força em nome da comunidade internacional. O fenômeno do uso da força em nome da comunidade internacional é relativamente novo e tem sido caracterizado, principalmente, por operações de manutenção da paz robustas, intervenções humanitárias e, ainda mais recentemente, pela responsabilidade de proteger (R2P). Inspirado em uma abordagem clausewitziana e introduzindo conceitos, tais como as operações de manutenção da paz absolutas (absolute peacekeeping) e a trindade terciária, a presente tese de doutorado propõe uma moldura teórica para compreender o uso da força em nome da comunidade internacional, aplicando, ainda, a moldura proposta em dois eventos recentes: a operação de manutenção da paz no Haiti (MINUSTAH) e a intervenção de 2011 na Líbia. / [en] While Clausewitz s theoretical framework was instrumental in dealing with modern wars, the undrestanding of the use of force on behalf of the internacional community is still in urgent need of a working theory. In 1945, the preamble of the Charter of the United Nations, while emphasizing the determination to save future generations from the scourge of war, established a clear dichotomy between good, represented by peace, and evil, represented by war. Nevertheless, the attempt to avoid wars between states and to protect populations ended up creating the conditions of possibility for the use of force on the behalf of the international community. The phenomenon of the use of force on behalf of the international community is therefore somewhat new. It has been mainly characterized by contemporary robust peacekeenping, humanitarian interventions, and (even more recently) responsibility to protect (R2P). Inspired by a Clausewitzian approach and introducing concepts such as abolute peacekeeping and thrinity, the present doctoral dissertation proposes a theoretical framework to understand the use of force on behalf of the international community. It also applies the proposed theoretical framework in order to understand two recent events: the UN peacekeeping operation in Haiti (MINUSTAH) and the 2011 intervention in Libya.

The Influence of International Humanitarian Law in Peacemaking : An Analysis of the Role of IHL During the Negotiations Between the FARC-EP and the Government of Juan Manuel Santos in ColombiaLaurent, Ambre January 2023 (has links)
This research uses the case study of Colombia and more specifically the peace negotiations between the government of Juan Manuel Santos and the Revolutionary Armed Forces of Colombia - People's Army (FARC-EP) to identify the influence that International Humanitarian Law (IHL) can have on a peacemaking process and what its humanitarian implications are. By linking the humanitarian and peacemaking fields, the main objective of this research is to assess the extent to which IHL has influenced the peace negotiations with the FARC-EP. To conduct this study, desk research and interviews were conducted in order to find out all the subtle elements that were not documented in the literature. The final aim of this research is to highlight how humanitarian obligations under IHL have become increasingly relevant in peacemaking processes and conflict resolution strategies, particularly in non-international armed conflicts. As found out through this case study on Colombia, IHL can help establishing trust through humanitarian confidence building measures reducing humanitarian crises caused by war. Finally, IHL can strengthen accountability and reparations during and after the peace process and provide a legal framework for consolidating peace agreements.
