由於資訊科技的發展,傳統的編目作業面臨轉型的壓力,必須尋求自我提昇,提供更多的加值服務,才能因應知識經濟時代的需要。本文主要探討圖書書目著錄應加強那些項目的加值分析,以提昇資料的檢索與使用率。本研究以問卷調查編目館員,並訪談教授分類編目相關課程的教師,目的在探討傳統編目作業的轉型,及研究資料組織中的加值作業要點,進而探討編目館員的在職訓練及編目教育如何因應加值分析的需要。 本研究發現,在新科技對編目作業的衝擊下,編目部門組織與作業進行調整;編目人力縮編;原始編目所佔的比率降低;書目著錄應加強著錄的項目為內容分析、目次、摘要、書評、封面、附錄,以及書目資料的連結關係;作好加值分析必須克服人力不足及系統配合之問題,瞭解讀者的檢索需求,以及透過「全國圖書資訊網」推動書目著錄加值分析作業;同時必須重視編目館員的在職訓練及編目教育,培養編目館員的學科背景、外語能力,以及具備運用現代技術和設備的能力。 對圖書館進行書目著錄加值分析作業方面的建議:(1)圖書館應修訂書目著錄加值分析的作業規範;(2)各館應重視書目著錄之加值分析;(3)瞭解讀者對目錄使用的需要,設計多元化的檢索方式;(4)編目館員應隨時注意標準與新科技的發展;(5)在圖書資訊學系所課程中強調加值分析的理念,或加開相關課程,並加強在職訓練的課程內容。希望藉此喚起對書目著錄的重視,作好書目著錄的加值分析,提供完善的資訊,滿足讀者多元化的檢索需求。

Análise e uso da informação em pequenas empresas de base tecnológica incubadas no pólo tecnológico de São Carlos - SP

In such market environment, the technology-based small enterprises (TBSE s) have excelled in incorporating innovation, strategic management of resources, generation of qualified jobs and salaries higher than the national average. It is necessary, however, to guarantee the maintenance of such competitiveness keeping in view their specificity in being small businesses and the fact that they face obstacles in their growth and consolidation. The analysis and adequate use of information offers an alternative to improve the position of these enterprises in the market and to procure new technologies helping them in their decision-taking processes. With these facts as the background, this work took, as its main objective, to study the manner in which the TBSE s analyze and use information and to propose a method based in the processes of decision-taking and competitive intelligence. Given the importance of the technology-based small enterprises, two groups of nascent enterprises of the Pólo Tecnológico de São Carlos, incubated in the São Carlos High Technology Park Foundation (ParqTec): (i) 15 enterprises belonging to the CINET/SOFTNET incubator of which four were generated by the Grants Program for the Development of New Enterprises with an Agricultural and Livestock Technology Base (PROETA); and (ii) 10 enterprises implanted in the Design Inn incubator. Data were collected from primary and secondary sources which served as the basis for the theoretical constructions of this study. These data lead to the results on: (i) Identification of characteristics and specificities of the investigated enterprises; (ii) Identification of the access and the use of information by the incubated TBSE s; (iii) Integration of a simplified method for the analysis and use of information based on the processes of decision-taking and competitive intelligence considering their specificities and the Brazilian realities, in such a way as to potentialize their improvement in the local decision processes and intelligence enhancement leading also to their consolidation and growth. The managers of TBSE s reflected on the questions raised about the information management and showed themselves receptive to the ideas. 72% of the managers perceived themselves to be motivated to adopt the information management process and 64% considered the process as a viable support system for decision-taking. It is hoped that the dissemination of the results of this study shall contribute toward the advancement of the knowledge and attitude of these enterprises in search for a competitive edge in the market and consequently toward the regional socioeconomic development. / O ambiente globalizado e competitivo, os avanços tecnológicos, a relevância da informação, bem como a sobrecarga de informação, estão provocando rápidas mudanças nos negócios, principalmente nos negócios das pequenas empresas. Nesse ambiente as pequenas empresas de base tecnológica (PEBTs) têm se destacado pela incorporação da inovação, gestão estratégica de recursos, geração de empregos qualificados e salários superiores à média nacional. Entretanto, é preciso pensar em alternativas para manter essa situação, visto que elas também apresentam especificidades de pequenas empresas, e enfrentam obstáculos quanto ao seu crescimento e consolidação. A análise e uso adequado da informação é uma alternativa para o bom posicionamento dessas empresas no mercado e para a busca de novas tecnologias, corroborando para os seus processos de tomada de decisão. Portanto, este trabalho teve como objetivo principal, compreender a análise e o uso da informação nas PEBTs incubadas, e propor um método baseado nos processos de gestão da informação e inteligência competitiva. Considerando a importância das pequenas empresas de base tecnológica, fizeram parte da amostra deste trabalho, dois grupos de empresas nascentes do Pólo Tecnológico de São Carlos, incubadas na Fundação Parque de Alta Tecnologia de São Carlos (ParqTec): (i) quinze empresas pertencentes à incubadora CINET/SOFTNET, entre elas quatro empresas geradas a partir do Programa de Apoio ao Desenvolvimento de Novas Empresas de Base Tecnológica Agropecuária e à Transferência de Tecnologia (PROETA); e (ii) dez empresas instaladas na incubadora Design Inn. Dessa forma, foi realizada a coleta de dados de fontes primárias e secundárias, que embasaram as construções teóricas do trabalho, e os resultados a partir dessa coleta de dados foram: (i) identificação das características e especificidades das empresas investigadas; (ii) identificação do acesso e uso das informações pelas PEBTs incubadas; (iii) integração e sistematização de um método simplificado de análise e uso de informações, baseados na gestão da informação e inteligência competitiva, considerando suas especificidades e a realidade brasileira, de forma a potencializar melhorias nos seus processos de tomada de decisão e aumento da competitividade, contribuindo também para a sua consolidação e crescimento. Assim, os gestores das PEBTs refletiram questões acerca da gestão da informação e se mostraram receptivos, bem como 72% se vêem motivados a adotar o processo de gestão da informação para ganharem produtividade e 64% deles por considerarem o processo um suporte para a tomada de decisão. Espera-se contribuir, através da disseminação desses resultados, para o avanço do conhecimento e do comportamento dessas empresas na busca de vantagem competitiva, bem como para o desenvolvimento sócio econômico regional.

Le dossier médical personnel, DMP, appartient aux données médicales informatisées. La thèse consiste à observer la politique de communication et d’information des acteurs publics et des acteurs privés de santé dans le dispositif de mise en œuvre du dossier médical personnel, désormais partagé (DMP) et de ses enjeux. Le périmètre est circonscrit à la médecine de ville, généraliste et spécialiste, ses usages et le comportement de l’ensemble des acteurs, incluant le patient, face à cet outil mis en place par la politique publique de santé dans le cadre de la régulation et de la rationalisation de la santé. La réflexion pose dans un premier temps les piliers de la réflexion, délimitant le système concerné, complexe et les concepts primaires. Les acteurs et les relations qu’ils entretiennent sont observés dans le cadre de leur collaboration spécifique sur le dossier médical personnel. La politique publique est observée et étudiée sous l’axe conjoint de la communication et de l’information dans un deuxième temps, suivie par l’analyse du discours généré par ce dispositif de santé. Un point important de la thèse se pose sur les données captées, leur hébergement, la dématérialisation, leur sécurité, leur archivage et leur traçage et traçabilité sans oublier la personnalisation de la médecine et le changement de rapport entre soignant et patient. Ce projet structurant du système de santé français a des conséquences sur les systèmes d’informations et le système d’information de santé, et la conduite du changement se répercute vers un changement de modèle économique lié à l’économie des réseaux / The Patient’s Medical Record (DMP) belongs to the medical electronic data. The thesis consists in observing the communication and information policy developed by the public and private actors of health in the implementation mechanism of the DMP, which is now shared, and of its challenges. The scope is restricted to urban medicine, general practitioners or specialists, the uses and behavior of the whole group of the people concerned, including the patient, in relation to the instrument set up within the context of health regulation and rationalization. As a first step, in order to lay the foundations of our reflexion, we delineate the relevant system (a complex one), and the key concepts. The actors and their relationships are observed as part of their specific collaboration in the DMP. As a second step, the public policy is observed and studied through the double focus of communication and information; then the language generated by the DMP is analyzed. An important point of the thesis lies in the collected data: hosting, dematerialization, safety, archiving, trackage and traceability, including the customizing of medicine and the fact that the relationship between the patient and the caregiver is changing. All this is studied throughout the leading theme of communication and the relevant sectors affected by e-health and more specifically by the DMP. This French development project of the care system has consequences upon the information systems and the health information system. Moreover, the change management has repercussions on a changing economic model, which is linked with the network economy.

On-line analytical processing in distributed data warehouses

The concepts of 'data warehousing' and 'on-line analytical processing' have seen a growing interest in the research and commercial product community. Today, the trend moves away from complex centralized data warehouses to distributed data marts integrated in a common conceptual schema. However, as the first part of this paper demonstrates, there are many problems and little solutions for large distributed decision support systems in worldwide operating corporations. After showing the benefits and problems of the distributed approach, this paper outlines possibilities for achieving performance in distributed online analytical processing. Finally, the architectural framework of the prototypical distributed OLAP system CUBESTAR is outlined.

The value of modus operandi in investigating child support grant fraud

While establishing modus operandi information is an investigative technique that is used globally in the investigation of fraud, investigators of child support grant fraud in South Africa do not properly use this technique in their investigation. The study sought to examine the modus operandi used by civil servants in unduly accessing child support grand fraud. The study adopted a qualitative approach, with structured interviews and literature as data-collection methods. Two sample groups were used to gather data. The data was analysed using spiral method. The study found that modus operandi as a valuable investigation tool was not properly used and in other instances was never used in the investigations. On the basis of the findings, it is recommended that modus operandi captured on the police and corporate database systems be used as reference for comparing modus operandi of known grants fraudsters. Training and skills be provided to public and corporate investigators on the use of modus operandi information in the investigation of social grants. To ensure that good practice is developed, a modus operandi guideline document should be crafted by the South African Police Services' detective division at National level and corporate investigators respectively, with a view to improve conviction rate. / Criminology and Security Science / M. Data-aware SOA for Gene Expression Analysis Processes

In the context of genome research, the method of gene expression analysis has been used for several years. Related microarray experiments are conducted all over the world, and consequently, a vast amount of microarray data sets are produced. Having access to this variety of repositories, researchers would like to incorporate this data in their analyses processes to increase the statistical significance of their results. Such analyses processes are typical examples of data-intensive processes. In general, data-intensive processes are characterized by (i) a sequence of functional operations processing large amount of data and (ii) the transportation and transformation of huge data sets between the functional operations. To support data-intensive processes, an efficient and scalable environment is required, since the performance is a key factor today. The service-oriented architecture (SOA) is beneficial in this area according to process orchestration and execution. However, the current realization of SOA with Web services and BPEL includes some drawbacks with regard to the performance of the data propagation between Web services. Therefore, we present in this paper our data-aware service-oriented approach to efficiently support such data-intensive processes.

e-Research and the Ubiquitious Open Grid Digital Libraries of the Future

Libraries have traditionally facilitated each of the following elements of research: production of new knowledge, its preservation and its organization to make it accessible for use over the generations. In modern times, the library is constantly required to meet the challenges of information explosion. Assimilating resources and restructuring practices to process the large data volumes both in the print and digital form held across the globe, therefore, becomes very important. A recourse by the libraries to application of successive forms of what can be called as Digital Library Technologies (DLT) has been the imperative. The Open Archives Initiative (OAI) is one recent development that is expected to assist the libraries to partner in setting up virtual learning environment and integrating research on a near universal scale. Future extension of this concept is envisaged to be that of Grid Computing. The technologies driving the â Gridâ would let people share computing power, databases, and other on-line tools securely across institutional and geographic boundaries without sacrificing the local autonomy. Ushering an era of the ubiquitous library helping the e-research is thus on the card. This paper reviews the emerging technological changes and charts the future role for the libraries with special reference to India.
