Le contrôle stratégique des relations inter-organisationnelles dans le secteur de l'aéronautique civile : une étude sur les leviers clés, les outils et mécanismes de contrôle / Strategic management control of inter-organisational relationships (iors) in civil aerospace

De posture épistémologique constructiviste pragmatique, et s’appuyant sur une méthodologie qualitative, cette recherche de type abductif porte sur le contrôle dans la gestion des interfaces inter-organisationnelles au sein du secteur aéronautique civil. A partir d’une observation participante et d’études de cas, il s’agit de soutenir que la réussite des relations inter-organisationnelles dans ce secteur passe par une stratégie et des outils de contrôle reposant sur la prise en compte de leviers critiques établis à partir de la littérature et du terrain, l’orchestration d’une architecture organisationnelle dynamique du contrôle et des mécanismes qui facilitent l’interpénétration des acteurs et le traitement efficace des dimensions informelles et subjectives propres aux relations inter-organisationnelles. En ce sens, l’étude présente les grandes lignes théoriques d’un mode de gouvernance inter-organisationnelle qui favorise cette interpénétration ainsi que des outils de contrôle à considérer, en particulier à l’égard des directions générales. / Parting from a pragmatic constructivist epistemological paradigm, and based on a qualitative methodology, this abductive research explores the strategic management control of inter-organisational relationships (IORs) in civil aerospace. Based on both participating observation and specific case studies, this research aims at demonstrating that the success of inter-organisational relationships in civil aerospace lies in control tools and strategies based on key levers, which we identified thanks to an extensive analysis of existing literature and on-field observations; the orchestration of a dynamic organisational architecture for the control devices and mechanisms, which fosters a sound interpenetration of all actors involved; and the efficient treatment of the informal and subjective dimensions, inherent to inter-organisational relationships. In that sense then, the proposed research offers the theoretical foundations of an inter-organisational mode of governance which fosters said interpenetration and defines the control tools and mechanisms which should be considered for such agreements, by general management in particular.

Drivmedelsförsörjning – En interorganisatorisk möjlighet eller utmaning : ”Det är det som är i tanken som räknas”

Syftet med denna uppsats är att undersöka förutsättningarna för det militära försvaret att kunna försörjas med drivmedel från näringslivet under ett väpnat angrepp. Vi har genomfört undersökningen utifrån dagens totalförsvarsförmåga som är under uppbyggnad sedan ett antal år tillbaka.Genom en kvalitativ intervjustudie med representanter från Försvarsmakten, utvalda bevakningsansvariga myndigheter och näringslivet undersökte vi om det finns en vilja och förutsättningar hos de aktörer vi identifierat som avgörande.Vi tillämpade en analysmetod inspirerad av grundad teori och identifierade de förhållanden som råder inom och mellan våra undersökningsenheter. Analysen leder till ett resultat som vi bekräftar med flera befintliga organisatoriska och interorganisatoriska teorier.Våra slutsatser är att det trots stora skillnader mellan undersökningsenheternas egenskaper, ändå finns goda förutsättningar inom och mellan dem, för att uppnå ett gemensamt mål. Däremot saknas andra yttre förutsättningar främst i form av mandat och regelverk som skulle reglera ansvar och uppgifter inom totalförsvaret. / The aim of this thesis, is to investigate the conditions for the Swedish Military Defence Force to incorporate support from the Business sector. The study focusses on the provision of fuel from business sector in the event of an armed attack.Our thesis is conducted from current military and civil defence capabilities, which have been under reconstruction for a couple of years.By conducting a qualitative interview study with representatives from the Swedish Armed Forces, selected Public Agencies and the Business sector, we investigated if there is a will and identified preconditions and factors that we deem crucial for success.We applied a method of the analysis inspired by Grounded Theory and search for factors that can affect the different actors in this study. Results lead to different theories that are supported by existing organisational and inter organisational theories.Our conclusions are that in spite of great differences between the different actors’ properties, there are still good expectations within and between the actors to reach a common goal. However, at present there are limiting factors preventing exploring the position, such as the requirement for mandates and regulations to regulate responsibilities and tasks within, and between the military and the civilian defence.

Mellanchefer som utvecklar : om förutsättningar för hållbart utvecklingsarbete inom vård och omsorg

<p>Syftet med avhandlingen är att beskriva, analysera och diskutera vilka organisatoriska och interorganisatoriska förhållanden som har betydelse för mellanchefers möjlighet att driva hållbar verksamhetsutveckling. Avsikten är att studera samspelet mellan organisatoriska och interorganisatoriska förhållanden kopplat till mellanchefers förändringskompetens. Forskningen har skett inom ramen för ett omfattande nationellt FoU-projekt inom vård och omsorg. Projektets syfte var att arbeta med ett hållbart utvecklingsarbete som byggde på en bred delaktighet bland anställda och chefer.</p><p>Studien är en kvalitativ studie med ett interaktivt förhållningssätt, vilket innebär en ambition att forska med de berörda inom ramen för en gemensam kunskapsbildning. Den interaktiva forskningen strävar efter att vara till praktisk nytta, men framförallt är syftet att bidra till</p><p>teoriutvecklingen. De datainsamlingsmetoder som använts är arbetsplatsbesök, intervjuer, ”critical incident”-metoden, reflektions-PM (inom ramen för två utbildningar), analysdialog- och reflektionsseminarier, informella samtal samt återföringsträffar. Ett antal gemensamma aktiviteter har anordnats inom ramen för det nationella projektet, vilka även har fungerat som datainsamling och gemensam analys, såsom nationella konferenser, styrgruppsmöten m.m.</p><p>Avhandlingens resultat visar att mellancheferna inom vård och omsorgssektorn kan ha en strategisk roll i verksamhetsutvecklingen. Avsikten med min forskning har inte varit att generalisera resultaten i traditionell mening, men att visa på mekanismer och förutsättningar för mellancheferna vid organisering av utvecklingsarbetet. De organisatoriska villkoren – i form av ekonomi, ansvar, befogenheter, professionalisering och företagskultur – påverkar starkt mellanchefernas förutsättningar att driva ett utvecklingsarbete. Min forskning visar på intressanta möjligheter för mellancheferna när det gäller att åstadkomma en vertikal och horisontell integrering av utvecklingsarbetet. Det finns exempel på hur mellanchefer kunnat påverka och utnyttja dessa förutsättningar för att skapa ett handlingsutrymme i organisationen för att driva ett utvecklingsarbete. De har använt sig av målstyrning, skapat utrymme för lärande och reflektion samt skapat en organisationskultur som stöder utveckling. De interorganisatoriska förutsättningarna – i form av externt nätverk, forskarstöd och partsamverkan – har varit viktiga för mellancheferna i deras utvecklingsarbete.</p> / <p>The aim of the dissertation is to describe, analyse and discuss those organisational and interorganisational conditions which are of importance for the enablement of middle managers to drive sustainable development in activity areas. The intention is to study the interplay between organisational and inter-organisational conditions coupled to the change competence of the middle managers. The research has been carried out within the framework of an extensive national R&D project within healthcare and caring. The aim of the project was to work with a sustainable development effort which had as its foundation a broad</p><p>participation between employees and management.</p><p>The study is a qualitative study with an interactive type of approach, which implies an ambition to carry out research with those affected within the framework of a joint knowledge gathering. The interactive research attempts to be of practical use, but the aim is primarily to contribute to theoretical development. The data collection methods which have been used are visits to the workplaces, interviews, “critical-incident” methods, reflective-PMs (within the framework of two education areas), analytical dialog and reflective seminars, informal conversations and feedback meetings. A number of common activities have been organised within the framework of the national project, which have also functioned as data collection and common analyses, as well as national conferences, steering group meetings etc.</p><p>The results of the dissertation show that middle managers within the healthcare and caring sector can have a strategic role in the development of this activity area. The intention of my research has not been to generalise the results in the traditional interpretation, but to reveal mechanisms and prerequisites for the middle managers in organising development efforts. The organisational conditions – in the form of economy, responsibility, authority, professionalisation and company culture – strongly affect the prerequisites of the middle manager for driving a development effort. My research demonstrates interesting opportunities for the middle managers concerning achieving a vertical and horizontal integration of the development effort. There are examples of how the middle managers have been able to influence and utilise these prerequisites in order to create room for action in the organisation for driving a development effort. They have availed themselves of goal orientation, created room for learning and reflection and have created an organisational culture that supports development. The inter-organisational prerequisitess – in the form of an external network, research support and collaboration of parties – has been important for the middle managers in their development efforts.</p>

Sven, inter-organisational relationships and control : a case study of domestic care of the elderly

Care of the elderly is frequently debated in the Swedish media. Pensioners, who are often ill and lonely, need help with social care, such as cleaning and cooking, and health care, such as taking medicine and treatment of injuries and wounds. They are aided by home helpers from the home helper unit and assistant nurses and nurses from the health centre. How does control operate in this intimate and private situation, and what influences the home helpers? What is the relation between control and the delivery of care to the pensioners? These are the questions explored in this dissertation, based on an empirical study of domestic elderly care in a large city in Sweden. The thesis explores the conflict between the productification of care, manifested in administrative controls, and the needs and desires of the pensioners in specific care giving situations, manifested in self controls. It is seen that even during periods of high financial pressure, the home helpers are influenced by the pensioners. The home helpers are flexible and do extra things not included in the pre-specified social care contract for some pensioners. Flexibility is shown to be important for the pensioners, but the increased financial pressure makes it harder and harder for the home helpers to be flexible. It is therefore suggested in the thesis for social care service purchasers to put in some unspecified time in the social care decisions and not just pre-specified operational activities. In this way some flexibility will be built into the administrative system. The importance of cooperation between the health centre and the home helper unit is also stressed in the thesis. There is a need to issue administrative controls for cooperation. A joint task group, with members from the health centres and the home helper units, meetings between the home helpers and the nurses and specified guidelines for cooperation tasks can act as controls which would sustain significant and positive effects on the cooperation. Finally, a problematic underlying financial process for the home helper units is identified. The home helper units are not often compensated for yearly salary increases. The problems of the moment receive significantly more attention, but this thesis points to the need for discussing the ongoing, underlying and problematic financial process in the elderly care. / <p>Diss. Innovation and Collaboration networks: Assessing knowledge pipelines, knowledge flows and firm performance

In this introductory Chapter the rationale for this research is explained and an overview of the thesis is provided. This chapter serves as a concise introduction to the subject of the knowledge base and knowledge pipelines in a metropolis as Brussels, as well as providing an insight into the policy driven empirical research with additional focus on the appropriate spatial level of analysis to highlight the spatial inequality of innovation. The objectives of the thesis are reviewed by giving an overview of the research questions and the main hypotheses related to them. The theoretical background used in this thesis is briefly outlined. The structure of the thesis can be summarised as follows. The second chapter provides basic information about data on patents and scientific publications, the construction of indicators based on patents and scientific publications, as well as guidelines for the compilation and interpretation of patent and scientific publication indicators. The third chapter focuses on the determinants of the efficiency levels across regions in Belgium at different spatial levels. The fourth chapter builds on the research made in the previous chapters and focuses on the analysis of the impact of patent collaboration networks on the output growth of R&D active companies in Belgium. The fifth chapter analyses the impact of different collaboration ties on the productivity of innovative companies in Belgium, measured in several ways through the innovation survey and in terms of patents. The conclusion reported in the last chapter summarises the main findings and highlight possible suggestions for future research. / Benchmarking exercises are increasingly used as an assessment instrument to guide policy-makers. They contribute to policy-making in three broad ways: delineating and monitoring development and progress; facilitating the exchange and gathering of knowledge on practices and policies; and promoting the image and attractiveness of economies. This research complements existing information about the Brussels Regional Innovation System (BRIS) with additional data that is less frequently available through current channels or difficult to make public due to the number of data manipulations. This research illustrates the Brussels innovation system by focusing on various aspects related to intra- and interregional connections. The dataset is based on scientific publications and patents over the period 1993-2013 containing at least one author with an affiliation or one inventor located in the Brussels-Capital Region, Vienna and Berlin. Patents and scientific publications provide a clear picture of the nature of technological change and innovation. Moreover, these sources give some further indication of R&D activities in the field and the position and specialisation of countries. The main benefit of such indicators is the unique empirical characterization they provide of the way actors interact as a collective system of knowledge production and diffusion (OECD, 1996). The main objective of this work is to compare Brussels with Belgian regions, city agglomerations and districts, as well as with capital cities of metropolitan regions (Vienna and Berlin) in terms of patenting and producing scientific publications, in order to map and understand how knowledge exchange takes place when Brussels actors are involved and which partners, locations, scientific fields and technological sectors are preferred. The main focus is on providing basic information about patent and scientific publication data, the construction of indicators based on patents and scientific publications, as well as guidelines for the compilation and interpretation of patent and scientific publication indicators. / The topic of the spatial pattern in R&D activities was investigated by several scholars. It is worthwhile to explore the dynamism and change of R&D activities’ spatial spread as R&D activities are very much a dynamic phenomenon and the consequences in terms of past growth of these activities have painted the current relative position of the regions. Analysing the determinants of the efficiency levels across Belgian regions at different spatial levels (3 regions, 10 provinces, 43 districts, and city agglomerations), we derive a regression based on the measurement of regional output growth by estimating an extended Cobb-Douglas production function based on a representative sample of Belgian R&D active firms over the period 2000-2013. We investigate the role played by knowledge (private and public R&D stocks) on the output growth by applying spatial econometric methods that account for both heteroscedasticity and spatial autocorrelation. The chapter focuses on the comparison of obtained results with previous studies based on Belgium. It turns out that a large part of output growth differences across the Belgian regions are explained by disparities in the endowments of these determinants. / Although the literature on the relations between patents and output growth of R&D active companies has been widely investigated, there has been little research with respect to the impact of patent collaboration networks on the output growth of R&D active companies. Integrating theoretical developments from the literature, we propose and test a conceptual framework that allows us to explain to what extent patent collaboration networks affect output growth. Testing the framework by using a constructed company-level dataset for Belgium, the empirical analysis reveals that output growth is significantly influenced by patenting activities and by collaborative relations with respect to patents. The chapter focuses on two distinct spatial levels. First, the spatial reach of the patent collaboration network is considered. The findings show that output growth is higher when collaborative relations are internationally oriented. Second, the regional location of the company shows differences in patenting activity, patent collaboration, and the spatial reach of the patent collaboration network. / Inter-organisational relations are a crucial aspect of knowledge flows, which are at the same time an important engine for innovation. Collaboration has become an ever more important feature of entrepreneurial strategy to innovate. Network ties facilitate companies’ innovative capabilities by acting as key sources for innovations, helping to access the resources and boosting knowledge transfer. This chapter analyses the impact of different collaboration ties on the productivity of innovative companies in Belgium, measured in several ways through the innovation survey (Community Innovation Survey) and in terms of patents (Patstat). Patent statistics are used as an objective measure for innovation. Unlike patent data, innovation surveys measure innovation activities carried out in companies. This chapter is primarily concerned with the following research question: do collaboration networks, as measured by innovation surveys (CIS database) and by invention applications (Patstat database), impact productivity growth in the same way? Further, this chapter focuses on an alternative spatial approach in order to look into the role played by proximate and distant inter-organisational networks among organisations. The findings show that the collaboration ties between companies are contributing the most to productivity growth followed by collaboration ties involving universities and government, public or private research institutes. PLANT LEVEL IIOT BASED ENERGY MANAGEMENT FRAMEWORK

<p><strong>The Energy Monitoring Framework</strong>, designed and developed by IAC, IUPUI, aims to provide a cloud-based solution that combines business analytics with sensors for real-time energy management at the plant level using wireless sensor network technology.</p> <p>The project provides a platform where users can analyze the functioning of a plant using sensor data. The data would also help users to explore the energy usage trends and identify any energy leaks due to malfunctions or other environmental factors in their plant. Additionally, the users could check the machinery status in their plant and have the capability to control the equipment remotely.</p> <p>The main objectives of the project include the following:</p> <ul> <li>Set up a wireless network using sensors and smart implants with a base station/ controller.</li> <li>Deploy and connect the smart implants and sensors with the equipment in the plant that needs to be analyzed or controlled to improve their energy efficiency.</li> <li>Set up a generalized interface to collect and process the sensor data values and store the data in a database.</li> <li>Design and develop a generic database compatible with various companies irrespective of the type and size.</li> <li> Design and develop a web application with a generalized structure. Hence the database can be deployed at multiple companies with minimum customization. The web app should provide the users with a platform to interact with the data to analyze the sensor data and initiate commands to control the equipment.</li> </ul> <p>The General Structure of the project constitutes the following components:</p> <ul> <li>A wireless sensor network with a base station.</li> <li>An Edge PC, that interfaces with the sensor network to collect the sensor data and sends it out to the cloud server. The system also interfaces with the sensor network to send out command signals to control the switches/ actuators.</li> <li>A cloud that hosts a database and an API to collect and store information.</li> <li>A web application hosted in the cloud to provide an interactive platform for users to analyze the data.</li> </ul> <p>The project was demonstrated in:</p> <ul> <li>Lecture Hall (https://iac-lecture-hall.engr.iupui.edu/LectureHallFlask/).</li> <li>Test Bed (https://iac-testbed.engr.iupui.edu/testbedflask/).</li> <li>A company in Indiana.</li> </ul> <p>The above examples used sensors such as current sensors, temperature sensors, carbon dioxide sensors, and pressure sensors to set up the sensor network. The equipment was controlled using compactable switch nodes with the chosen sensor network protocol. The energy consumption details of each piece of equipment were measured over a few days. The data was validated, and the system worked as expected and helped the user to monitor, analyze and control the connected equipment remotely.</p> <p><br></p>
