A presente pesquisa aborda a historiografia e o envolvimento da Igreja Evangélica de Confissão Luterana no Brasil (IECLB) e do Conselho de Missão entre Índios (COMIN) com a educação escolar indígena na Terra Indígena Guarita. O envolvimento da IECLB/COMIN inicia com a instalação da Escola Evangélica Indígena na TI Guarita (03/03/1961). Inicialmente participou da proposta oficial de política indigenista brasileira, que estipulava a educação escolar como espaço e meio para a integração das comunidades indígenas à sociedade brasileira. Na década de 1980, ocorrem mudanças na ação indigenista da IECLB, evidenciada pela criação do COMIN. A alteração no perfil de atuação é influenciada pela solidificação do movimento indígena, exaltando o reconhecimento jurídico e estatal com a Constituição Federal de 1988 e as legislações específicas à educação escolar indígena que a seguem. Assim, pauta-se uma educação escolar indígena como política pública de garantia à educação diferenciada, bilíngue e intercultural, tendo a comunidade indígena como sujeito, no estímulo à plena cidadania dos povos indígenas do Brasil. A partir desse referencial, as ações da IECLB/COMIN se caracterizam pela ação em espaço público da educação escolar, como entidade de apoio, assessoria e diálogo com a comunidade kaingang na capacitação, qualificação, produção e definição da educação escolar kaingang. Outra característica que se pauta é a atuação na perspectiva da interculturalidade, na qual se estimula a troca de saberes e ciências da comunidade kaingang e da sociedade não indígena. A pesquisa objetiva a reflexão sobre as motivações do envolvimento com a educação escolar indígena, abordando as contribuições e dificuldades estabelecidas pela atuação indigenista da IECLB/COMIN entre as décadas de 1960 e 2000, quais os referenciais que possibilitaram partir de uma educação formal e integracionista para uma educação intercultural, de uma política de substituição da função pública da educação para a atuação no espaço público da educação. / 166 f.

Este trabalho aborda a gestão escolar na Rede Sinodal de Educação a partir da análise de textos e documentos divulgados pela própria Rede. A primeira parte apresenta o conceito de gestão escolar. Uma escola tem responsabilidade única com a sociedade de garantir o aprendizado dos estudantes. Portanto, a gestão se utiliza de ferramentas que promovam a democratização de seus processos, a participação das pessoas envolvidas, o desenvolvimento e a aprendizagem contínua tanto de seus profissionais como da instituição em si. Na segunda parte, é abordada a gestão escolar realizada na Rede Sinodal de Educação. A pesquisa revelou que a escola evangélico-luterana busca o desenvolvimento contínuo das pessoas que nela atuam. Há um conjunto de iniciativas da Rede voltadas para o desenvolvimento de lideranças que possam atuar na própria instituição ou em escolas coirmãs. Além disso, existe uma clara relação da gestão com os princípios evangélico-luteranos que norteiam a prática pedagógica. Por último, a pesquisa concluiu que um dos maiores desafios da gestão está em procurar a renovação a fim de garantir a sobrevivência das instituições diante das mudanças e das novas exigências. / This paper deals with school management in the Rede Sinodal de Educação [Sinodal Education Network] based on the analysis of texts and documents disclosed by the Network itself. The first part presents the concept of school management. A school has a unique responsibility toward society, to guarantee that the students learn. Therefore the management uses tools to promote the democratization of its processes, the participation of the people involved, the development and continuing learning process of its professionals as well as of the institution itself. The second part deals with the school management carried out in the Sinodal Education Network. The research revealed that the Lutheran Evangelical school seeks the continuous development of the people who work in it. There is a set of initiatives of the Network directed toward the development of leaderships who can work in the institution itself or in sister schools. Besides this, there is a clear relationship between the management and the Evangelical Lutheran principles which guide the pedagogical practice. Last, the research concluded that one of the major challenges of the management is to seek renewal so as to guarantee the survival of the institutions confronted with changes and new demands.

Conselho Nacional de Desenvolvimento Científico e Tecnológico / Esta tese de doutorado é uma análise da formação do Sínodo Evangélico Luterano Unido (SELU), em 1962, a partir da fusão da Igreja Luterana no Brasil (1905) e do Sínodo Evangélico de Santa Catarina e Paraná (1911), mormente chamados de sínodos. As trajetórias dessas duas instituições foram marcadas em boa medida pelo combate mútuo, sendo que as origens destes conflitos estão em divergências comunitárias preexistentes bem como em diferenças teológicas e confessionais que remetem às histórias das instituições de procedência de pastores e membros que integram os dois sínodos. Os nacionalismos do final do século XIX e primeira metade do século XX determinaram a história dos sínodos. Principalmente com o desfecho da Segunda Guerra Mundial, o ideal de edificar a Igreja a partir de uma matriz étnica se revelou inválido, levando os sínodos à continuidade do diálogo iniciado sob a germanidade, mas com um discurso novo, marcado por uma reorientação teológica. Esta nova ordem ganhou expressão formal com a constituição da Federação Sinodal (FS)/Igreja Evangélica de Confissão Luterana no Brasil (IECLB), em 1949. Do compromisso com a nova ordem estabelecida decorreu a necessidade de reestruturação dos dois sínodos, que haviam experimentado um desenvolvimento paralelo, embora coexistindo num mesmo território. A constituição do SELU é um marco fundamental na consolidação da IECLB como uma igreja de Jesus Cristo no Brasil. / This doctoral dissertation is an analysis of the formation of the Sínodo Evangélico Luterano Unido (SELU) [United Lutheran Evangelical Synod], in 1962, stemming from the fusion of the Lutheran Church in Brazil (1905) and the Evangelical Synod of Santa Catarina and Paraná (1911), normally called synods. The trajectories of these two institutions were marked in good measure by mutual combat, being that the origins of these conflicts are in the pre-existing congregational divergences as well as in theological and confessional differences which remit back to the history of the institutions as to the origins of the pastors and members who make up the two synods. The nationalisms of the end of the 19th century and the first half of the 20th century determined the history of the synods. Mainly with the result of the Second World War, the ideal of edifying the Church based on an ethnic matrix was revealed as invalid, leading the synods to continue the dialog that had begun under their condition of Germanity, however now with a new discourse, marked by a theological reorientation. This new order gained formal expression with the constitution of the Federação Sinodal (FS) [Synod Federation]/ Igreja Evangélica de Confissão Luterana no Brasil (IECLB) [Evangelical Church of Lutheran Confession in Brazil], in 1949. From the commitment with the new established order there arose the need for restructuring the two synods, which had experienced a parallel development even though co-existing in the same territory. The constitution of the SELU is a fundamental marking point in the consolidation of the IECLB as a church of Jesus Christ in Brazil.

Esta dissertação procura compreender como a performance ritual contribui na elaboração e sustentação do ethos carismático em duas distintas instituições religiosas: a Igreja Evangélica de Confissão Luterana no Brasil e a Igreja Católica Apostólica Romana. Para isso, procuro verificar que recursos de performance são acionados no ritual de cada um destes grupos carismáticos. Centro a análise na compreensão de como os artificios da performance agem sobre os participantes do ritual. A fim de alcançar este entendimento, são usados os pressupostos de teorias sobre ritual e performance. Além de estudar o fenômeno supracitado nas duas igrejas separadamente, esta dissertação propõe uma análise comparativa entre as mesmas. O trabalho foi construído com base na pesquisa etnográfica realizada junto a comunidades carismáticas das instituições religiosas em referência, situadas em algumas cidades da Região Metropolitana de Porto Alegre. / The objective of this dissertation is to understand how the ritual performance contributes in the elaboration and support of the charismatic ethos in two distinct religious institutions: the Evagelical Church of the Lutheran Confession in Brazil and the Roman Catholic Church. In order to do that, I pursuit to verify which performance resources are impelled in the ritual of each one of these charismatic groups. I focus the analysis in the comprehension of how the performance artifice acts on the participants of the ritual. In order to achieve this understanding, it is used the presupposed of ritual and performance theories. Besides studying the foresaid phenomenon in both churches separetely, The present text proposes a comparative analysis between them. This dissertation was built based on the ethnographic research realized into charismatic communities of the religious institutions in reference, placed in some cities of Porto Alegre Metropolitan Area.

Federação Luterana Mundial / En el presente trabajo se destacan los logros alcanzados en la praxis educativa de los colegios Luteranos de Colombia en lo referente a la formación vocacional y el arraigo de valores cristianos en los estudiantes como guía para su desarrollo y desempeño personal y comunitario. El objeto de este estudio parte de la narrativa de vida del docente directivo y teólogo JOSE BENJAMÍN OJEDA GUAJE, estudiante de uno de los colegios pioneros CELCO y posteriormente docente, pastor y presidente de la IELCO, mantenedora de los colegios. El desarrollo del trabajo se plantea, en primera instancia, en un primer capítulo con la justificación de la selección de la historia de vida, para luego presentar la autobiografía que fue escrita exclusivamente por el exponente para esta pesquisa y donde se puede identificar cómo la influencia de la educación recibida lo llevó, durante todos los procesos de su trabajo con la iglesia, a ser un pilar fundamental en la creación de nuevos colegios luteranos en Colombia y su proyecto institucional en función de cumplir con la misión de la iglesia en esta área. La disertación hace una reflexión teológica-pedagógica sobre las dimensiones de la fe cristiana y estudia de manera general la influencia de la reforma en la educación protestante iniciando con el contexto inmediato de Lutero, para luego ver su trascendencia en América del Norte y Latinoamérica partiendo de los escritos pedagógicos de Lutero y retomando sus redescubiertas teológicas que le sirvieron para fundamentar un nuevo concepto de educación. Un último capítulo parte de esta influencia educativa de la reforma en Latinoamérica y específicamente en Colombia, iniciando con un panorama general de los inicios del protestantismo en este país, para luego pasar por el proceso de desarrollo de la iglesia Luterana en Colombia y su ministerio educativo durante los 70 años de vida de la IELCO.y su horizonte institucional. / The following thesis presents the results achieved by the Colombian Lutheran schools educational system based on religious and Christian values by showing how these values benefit the performance and development of its students in their personal and community life. The basis for this study is the life story of Educational Director and Theologian, JOSÉ BENJAMÍN OJEDA GUAJE, a former student of one of the first schools (CELCO), who later became a teacher, then pastor and finally IELCO president. IELCO is the parent church in charge of this school system. The first chapter explains why JOSÉ BENJAMÍN OJEDA GUAJES life story was chosen, followed by his autobiography, exclusively written by the author for this research project. It describes how the education received was essential to his becoming a fundamental pillar of the creation of new Lutheran schools in Colombia as well as their institutional projects based on the Lutheran Churchs mission in the education field. This dissertation is a theological pedagogical analysis of the Christians faith dimensions and a general study of the reformations influence on protestant education. It begins with Luthers immediate context, followed by its widespread transcendence in North and Latin America. This momentous spreading was based on Luthers pedagogical writings and his theological discoveries that helped him to form his new concept on education. A last chapter describes the reformations influence on Latin Americas education system and especially of Colombia. It starts with a panorama of the beginning of the protestant movement beginnings in Colombia, followed by the development of the Lutheran Church in Colombia and its education ministry during IELCOs 70 years of existence and ends with its present institutional horizon.

Federação Luterana Mundial / Uma análise da inclusão escolar na Educação Básica na trajetória de uma escola da Rede Sinodal de Educação da IECLB. A presente dissertação envolve pesquisa fundamentada em bases curriculares, psicopedagógicas e teológicas, tratando-se de um estudo de caso com coleta de dados por intermédio de pesquisa bibliográfica, documental e social (entrevistas). A população alvo é composta de equipe diretiva, professores, pais, alunos com necessidades educacionais especiais da Instituição Evangélica de Novo Hamburgo (IENH) e coordenadores de dois setores da Igreja Evangélica de Confissão Luterana no Brasil (IECLB). O primeiro capítulo aborda a inclusão escolar nos últimos vinte anos da história da sociedade e da educação brasileira. Apresenta princípios e concepções da Educação Inclusiva, objetivando o melhor entendimento desta questão, ainda de certa forma desconhecida na atual sociedade. Por último, destaca as políticas públicas para a Educação Inclusiva, encontradas na legislação brasileira e nas ações desenvolvidas pelo Ministério de Educação, através da Secretaria de Educação Especial. O segundo capítulo apresenta a trajetória educacional da IENH, que integra a Rede Sinodal de Educação e está voltada à educação de crianças e jovens, como também a inclusão de estudantes com necessidades educacionais especiais em suas classes comuns de ensino. Aborda o Projeto Político-Pedagógico da IENH e o Plano da Educação Inclusiva da IENH. Nessa construção, enfoca o currículo inclusivo em prática na IENH. A equipe diretiva, os professores, os alunos com necessidades educacionais especiais e também suas famílias são alvo de investigação através de entrevistas. O último capítulo faz referência à Igreja Evangélica de Confissão Luterana, em fatos marcantes da sua história no Brasil, e investiga dois dos seus setores: a Coordenação de Diaconia, no trabalho desenvolvido com pessoas portadoras de deficiência (PPD), e a Rede Sinodal de Educação, nas ações desenvolvidas nas escolas que a integram, especialmente no que se refere à inclusão de estudantes com necessidades educacionais especiais. / An analysis of mainstreaming in a grade school considering the experience of a school of the Sinodal Network of Education of the IECLB. This dissertation involves research supported on curricular, psycopedagogical and theological basis; it is a case-study with data collected through biographical, documental and social (interviews) resources. The target population includes administrative staff members, teachers, parents, and students with special educational needs from Instituição Evangélica de Novo Hamburgo (IENH) and with coordinators of two sections of the Evangelical Church of Lutheran Confession in Brazil (IECLB). The first chapter talks about mainstreaming in schools considering the history of society and education in Brazil in the past twenty years. It presents principles and actions for Inclusive Education, aiming at the best understanding of this issue, still somehow unknown in society nowadays. At last, it highlights public politics for Inclusive Education found in the Brazilian legislation and in the actions developed by the Education Ministry through the Department of Especial Education. The second chapter presents the educational experience of IENH, which is part of the Sinodal Network of Education, and targets the education of children and youngsters and where there is the inclusion of students with special educational needs in regular classes. It looks at IENHs Political-Pedagogical Project and in it the Institutions Planning for Inclusive Education. In this construction, it focuses the inclusive curriculum which is now being practiced at IENH. The administrative staffs, the teachers, the students with special educational needs and also their families, are the investigative target through the interviews. The last chapter refers to the Evangelical Church of Lutheran Confession using remarkable facts of its history in Brazil and investigates two of its sections: the Coordination of Deaconia through the work developed with people who carry some deficiency and the Sinodal Network of Education through the actions developed in its schools, especially concerning in reference to the inclusion of students with special educational needs.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Um olhar sobre inclusão de pessoas com deficiência na Igreja Evangélica de Confissão Luterana no Brasil (IECLB), a partir do diálogo entre duas áreas de conhecimento, a religião e educação. Problematiza a relação igreja e inclusão a partir dos questionamentos provenientes dos debates no campo educativo em diálogo com as "falas" comunitárias coletadas através de entrevistas com lideranças de comunidade e integrantes de coordenações de trabalho com pessoas com deficiência em âmbito sinodal e nacional. O primeiro capítulo aborda brevemente a história da IECLB, desde sua formação até a atualidade, destacando os caminhos da reflexão e dos trabalhos sobre inclusão de pessoas com deficiência na igreja. O segundo capítulo apresenta uma retrospectiva histórica e bíblica buscando olhar como as pessoas com deficiência foram vistas e compreendidas na trajetória das "cavernas à manjedoura". O terceiro capítulo busca por contribuições para uma práxis comunitária inclusiva, através do diálogo, tendo como pano de fundo a metáfora paulina da igreja como "corpo", entre os questionamentos e reflexões sobre inclusão no campo educativo e o cotidiano da vida comunitária expresso nas falas das pessoas entrevistadas. / This paper surveys the inclusion of people with disabilities within the Evangelical Church of Lutheran Confession in Brazil (ECLCB) based on the dialogue between two fields of knowledge, religion and education. They study discusses the relation between church and inclusion, examining issues raised by debates in the educational field in dialogue with congregational "voices", statements collected in interviews with leaders of congregations and with members of coordinating committees working with disabled people at the synod and national levels. The first chapter briefly presents the history of ECLCB, from its origins to the present, highlighting the development of the reflection and the effort to include disabled people within the church. The second chapter provides a historical, biblical-theological review, in an attempt to discern how people with disabilities were seen and understood in pre-Christian times. The third chapter looks for contributions towards an inclusive congregational practice by means of a dialogue in line with the Pauline image of the church as a "body" between the issues and reflections on inclusion in the educational field and the congregational day to day expressed in the statements made by the people interviewed.

As assim chamadas Igrejas históricas, das quais a IECLB faz parte, enfrentam grandes dificuldades em manter o seu quadro de fiéis. Esta dificuldade em manter o quadro de fiéis é o assunto do primeiro capítulo. Através de duas pesquisas realizadas no âmbito da IECLB a suspeita de estagnação numérica, com forte tendência ao decréscimo, é comprovada. Os dois trabalhos analisados apontam a mesma direção, embora um apresente a questão em um âmbito nacional e outro traga índices de uma pequena cidade do interior do Rio Grande do Sul. A busca por ajuda chega ao campo do marketing. Desfazendo-se de preconceitos, busca-se uma aproximação com esta área do conhecimento humano. No entanto, antes de iniciar o diálogo é necessário que se respeite a cultura organizacional da instituição a qual ações de marketing possam vir a ser úteis. O segundo capítulo apresenta assim os pilares da Teologia Luterana. Sobre estes pilares está alicerçado o modo de ser Igreja da IECLB. Preconizando comunidades adultas, ações de marketing interno surgem com ações mais eficazes no momento. O terceiro capítulo apresenta o marketing enfocando de forma especial o marketing interno. Buscando avaliar a comunicação interna na IECLB, tema que o marketing interno reflete, foi realizada uma coleta de dados com lideranças desta Igreja. Os dados revelados são apresentados, bem como sua fundamentação e avaliação, no quarto capítulo. Igreja e marketing é um desafio! No diálogo bem orientado, com a ajuda oferecida pelo marketing, a Igreja pode tornar-se mais eficaz no modo de transmitir o que lhe é mais caro: o Evangelho do Nosso Senhor Jesus Cristo. / The dissertation Fides ex auditu (Romans 10:17) Propaganda first, faith after The internal marketing as instrument of mission in the Evangelical Church of the Lutheran Confession in Brasil (ECLCB) arises from the uneasiness of the daily life of an Ordained Minister. The so called Historical Churches, to which group the ECLCB belongs, are facing great difficulties to keep their members. These difficulties to keep members is the issue of the first chapter. Through two researches taken in the ECLCB, the suspicion of numerical stagnation, even with strong tendency towards lowering numbers, is confirmed. The two researches analyzed point to the same, although one presents the question in a national view and the other brings numbers of a small town in the open country of the state of Rio Grande do Sul. The search for help comes to the field of marketing. While taking out prejudices, we seek to draw nearer to this field of human knowledge. Yet, before we begin the dialog, it is necessary to respect the organizational culture of the institution to which marketing action might become useful. The second chapter presents, therefore, the pillars of the Lutheran Theology. It is on these pillars that the way of being of the ECLCB is laid upon. Thinking on adult congregations, internal marketing actions arise as the more efficient actions at the moment. The third chapter presents the theme of marketing, looking specially to internal marketing. Seeking to analyze the internal communication in the ECLCB, theme that the internal marketing reflects, it was collected information with various leaders of this church. What this data collection revealed is presented, along with its explanation and analysis, in the forth chapter. Church and marketing is a challenge! In a well directed dialog, with the help offered by the marketing, the Church can become more efficient in its way to communicate what is most precious: the Gospel of Our Lord Jesus Christ.
