Instauré en 1991, le droit à la privatisation gratuite de son logement a favorisé l'accession des anciens locataires soviétiques au statut de propriétaire, transformant du même coup les immeubles collectifs en copropriétés. Sur la base d'une enquête ethnographique, cette thèse étudie la mise en œuvre du nouveau Code du logement (2005) à Moscou, qui réorganise la gestion publique de l'habitat collectif autour de l'assemblée générale des copropriétaires. Contribution à l'analyse du changement social postcommuniste, cette recherche examine comment la copropriété passe du statut de texte abstrait au statut de pratiques sociales situées. Combinant les apports de la sociologie de l'État, de la sociologie des mobilisations et de l'étude des rapports ordinaires au droit, ce travail se focalise sur trois groupes d'acteurs : les agents subalternes de l'administration de Moscou ayant recours à des pratiques illégales pour mettre en œuvre localement la nouvelle législation ; des acteurs politiques tournés vers la vulgarisation et le conseil juridique dans la perspective de défendre les droits des habitants et, enfin, certains habitants particulièrement engagés dans les affaires de leur immeuble. En s'appuyant sur une approche wébérienne des usages sociaux du droit, cette recherche montre que infractions légales, batailles d'interprétation de la législation, ainsi qu'appropriations profanes du droit sont autant de mécanismes à travers lesquels le régime copropriétaire acquiert une véritable existence sociale. L'analyse de ces rapports et concurrences donne à voir la fabrique de nouvelles pratiques habitantes et subjectivités postcommunistes, reconfigurant les rapports ordinaires à l'État et au marché. / Introduced in 1991, the right to free privatization of own’s own housing favored a double transformation: of tenants into owners, and of collective housing into condominium buildings. Based on an ethnographic investigation in Moscow, this dissertation examines the implementation of the new Housing Code (2005). This legal shift led to a renewed governance of collective housing, now centered around the general meeting of owners. A contribution to post-communist social change, this research is also an investigation into the sociology of law. Based on a Weberian approach to the social practices of the law, it examines how the legal regime of joint ownership went from being abstract text to the status of social practices located. Drawing upon the sociology of the State, the study of mobilizations and researches on legal consciousness, the dissertations focuses on three groups of actors central to the construction of the new legal system. The first one consist of the lower-level agents of the Moscow administration, who resort to illegal practices in an attempt to locally implement the new legislation. The second includes local politicians, geared towards the dissemination of legal knowledge and literacy in an attempt to defend the rights of the inhabitants. The third one encompasses inhabitants particularly involved in the organization of their buildings’ administration. The dissertation focuses on three mechanisms through which the new legal system came into being: legal offenses, controversies around the interpretation of the legislation, and layperson’s appropriation of the law. The analysis sheds lights onto the making of these new was of inhabiting the space, as well as on the crafting of postcommunist subjectivities that reconfigure the relationships between the State and the market.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This research, of qualitative character, studies RadioComFM , of the city Pelotas ( RS ) in order to investigate how communicational strategies for social mobilization of community radio contribute to the democratization of communication . To answer this problem, it is defined as a general goal, to investigate the communicational strategies of RadioCom FM and its interfaces with social mobilization and democratization of communication. The specific objectives are to identify the profile of RadioCom; to check social mobilization strategies present in the radio programming schedule; and to understand the relationship between community media, social mobilization strategies and democratization of communication. It is used as research strategy, the case study, with the following sources of evidence: documentary research; observation of programming and daily of the radio; and semi structured interviews. The interviews were conducted with managers and people that participate of the radio programming schedule. The collected data were systematized and interpreted with the use of the method of thematic content analysis. Thus, it is identifies, in RadioCom, a multidimensional media, that comprises , in the complex of a structure of community communication, the collective, legal-normative, political and socio-communicational dimensions. In relation to communicational strategies for social mobilization checked in the programming schedule, it is inferred that the RadioCom is qualified by the plurality of contents of public interest and the differential bias of the commercial media. The interlacement of the concepts of community media, social mobilization strategies and democratization of communication are established by the meanings given to each concept. So, by the investigation of communicational strategies for social mobilization, it is concluded that the RadioCom contributes to the processes of democratization of communication, configuring itself as a strategy to do so. / Esta pesquisa, de caráter qualitativo, estuda a RádioCom FM, da cidade de Pelotas (RS), com o intuito de investigar como as estratégias comunicacionais de mobilização social das rádios comunitárias contribuem para a democratização da comunicação. Para responder a essa problemática, define-se, como objetivo geral, investigar as estratégias comunicacionais da RádioCom FM e suas interfaces com a mobilização social e a democratização da comunicação. Os objetivos específicos são identificar o perfil da RádioCom; verificar as estratégias de mobilização social presentes na programação da rádio; e perceber as relações existentes entre mídia comunitária, estratégias de mobilização social e democratização da comunicação. Utiliza-se como estratégia de pesquisa, o estudo de caso, com as seguintes fontes de evidência: pesquisa documental; observação da programação e do cotidiano da rádio; e entrevistas semiestruturadas. As entrevistas foram realizadas com gestores e com pessoas que participam da programação da rádio. As informações coletadas foram sistematizadas e interpretadas com o emprego do método de análise de conteúdo temática. Desta forma, identifica-se, na RádioCom, uma mídia multidimensional, que compreende, no complexo de uma estrutura de comunicação comunitária, as dimensões coletiva, jurídico-normativa, política e sócio-comunicacional. Em relação às estratégias comunicacionais de mobilização social verificadas na programação, infere-se que a RádioCom é qualificada pela pluralidade de conteúdos de interesse público e pelo viés diferenciado dos meios de comunicação comerciais. O entrelaçamento dos conceitos de mídia comunitária, estratégias de mobilização social e democratização da comunicação estabelecem-se pelas significações dadas a cada conceituação. Assim, pela investigação das estratégias comunicacionais para a mobilização social, conclui-se que a RádioCom contribui para os processos de democratização da comunicação, configurando-se como estratégia para tal.

Physiologie du compartiment endothélial circulant dans l’hypertension artérielle pulmonaire et perspectives de développement d’un produit de thérapie cellulaire / Physiology of circulating endothelial compartment in pulmonary arterial hypertension and perspectives of developmant of a cell therapy product

L’endothélium joue un rôle primordial dans le développement et le maintien des multiples fonctions vasculaires. Il est ainsi largement impliqué dans des situations pathologiques comme les maladies cardio-vasculaires. La description de marqueurs endothéliaux circulants a permis une exploration non invasive de l'endothélium. Notre équipe s’est intéressée principalement aux cellules endothéliales circulantes (CEC), dont le taux reflète la lésion ou l’activation de l’endothélium, et aux progéniteurs endothéliaux circulants (PEC), marqueurs de régénération endothéliale. La découverte en 1997 par Asahara de la présence chez l’adulte de ces PEC, participant à la formation de nouveaux vaisseaux par vasculogenèse, a ouvert de nouvelles perspectives, notamment pour la thérapie cellulaire des pathologies ischémiques. Ce travail a consisté à développer les méthodes d’étude de ces cellules dans plusieurs contextes. Tout d’abord, nous avons exploré l’utilité de ces marqueurs dans la physiopathologie de l’hypertension artérielle pulmonaire (HTAP). Puis nous avons analysé le potentiel de mobilisation des progéniteurs endothéliaux à partir de la paroi vasculaire lors d’une ischémie locale chez des volontaires sains dans le cadre du développement d’un produit de thérapie cellulaire autologue. Une partie de ce projet a été de mettre en place et d’optimiser les techniques d’étude de ces marqueurs. Les CEC ont été quantifiées par immunoséparation magnétique (IMS), technique mise au point en 1992 (Dignat-George 1992) et transférée dans notre laboratoire. La quantification des PEC a été réalisée par cytométrie en flux et par culture cellulaire. En culture, deux types de PEC sont décrits : les PEC précoces, dont l’origine est monocytaire et pour lesquels la culture est déjà standardisée, et les « Endothelial Colony Forming Cells » (ECFC), seules cellules présentant des caractéristiques de cellules endothéliales progénitrices et pouvant être proposées comme produit de thérapie cellulaire. Nous avons optimisé la quantification des ECFC en culture en étudiant l’effet de diverses matrices et de la densité d’ensemencement des cellules mononucléées issues du sang total sur l’obtention de ces cellules et leurs propriétés angiogènes. La dysfonction endothéliale a été décrite comme un élément central dans le développement de l’HTAP dont le diagnostic repose sur la mesure de la pression artérielle pulmonaire par cathétérisme cardiaque droit. En l’absence de marqueur biologique non invasif dans cette maladie, nous avons quantifié les CEC et les progéniteurs circulants dans deux études. Une étude réalisée chez des patients adultes a montré une augmentation spécifique des CEC dans l’HTAP et non dans l’hypertension pulmonaire thromboembolique chronique. Ainsi les CEC semblent être le reflet des lésions endothéliales pulmonaires et non de la sévérité clinique des patients. L’autre étude a montré l’intérêt de la quantification des CEC dans la prise en charge thérapeutique des enfants souffrant d’HTAP secondaire à une cardiopathie congénitale, dont les formes irréversibles présentaient des taux élevés de CEC. Nous avons ainsi défini un nouveau marqueur non invasif à utilité diagnostique et pronostique. Les PEC sont des cellules rares dans le sang circulant, difficiles à expandre, et dont les essais de mobilisation médullaire se sont révélés insuffisants. L’hypothèse récente d’une réserve vasculaire des progéniteurs endothéliaux nous a conduits à étudier l’effet d’un processus d’ischémie locale sur la mobilisation de ces cellules chez des volontaires sains. Deux groupes d'âge ont été inclus afin d'évaluer l'impact du vieillissement sur la méthode de mobilisation étudiée. Malgré un effet de cette ischémie sur la dilatation endothéliale cette méthode n’a pas permis de mobiliser significativement les PEC issus de la paroi endothéliale, quel que soit l'âge des sujets. A l’inverse, l’hypoxie a eu un effet délétère sur les capacités angiogènes des ECFC. / The endothelium plays a key role in the development and the homeostasis of vascular functions. It is also well involved in pathological situations like cardiovascular diseases. Thanks to the description of circulating endothelial markers, non invasive study of the endothelium is now possible. Our group was particularly interested in circulating endothelial cells (CECs), the level of which reflects an endothelial activation or lesion, and to circulating endothelial progenitors cells (EPCs), markers of endothelial repair. EPC description by Asahara in 1997 in adult blood, involved in new blood vessel formation by vasculogenesis, offered new perspectives, specially for cell therapy in ischemic diseases. This work consisted in the development of methods to study these markers in different contexts. First, we explored the interest of these markers in the physiopathology of pulmonary arterial hypertension (PAH). Then we evaluated endothelial progenitors mobilization from the vascular wall by a local ischemia process in healthy volunteers, in the perspective of an autologous cell therapy product development. One part of this project was the implementation and optimization of the methods to study CEC and EPC. CEC were quantified by magnetic immunoseparation. This technique was developped in 1992 by F. Dignat-George's group and transferred in our laboratory. EPC were quantified by flow cytometry and cell culture. Two types of EPC are described in culture: the early EPC, which originate from monocyte lineage and which culture is standardized, and the « Endothelial Colony Forming Cells » (ECFC), the only cells presenting endothelial progenitor cell properties and which use as a cell therapy product can be considered. ECFC quantification by culture was optimized by assessment of the impact of diverse matrices and seeding concentrations of mononuclear cells isolated from whole blood, on ECFC commitment and their angiogenic properties. Endothelial dysfunction was described as a central element in the development of PAH, which diagnosis is based on the use of right heart catheterization. Due to the lack of noninvasive marker for this disease, CEC and circulating progenitors were quantified in two studies. One of them realized in adult patients showed a specific increase of CEC in PAH and not in post-embolic PH. CEC would then reflect the presence of specific endothelial lesions and not the clinical state of the patients. The other study demonstrated the interest of CEC quantification in the therapeutic care of children with PAH secondary to congenital heart disease, for whom patients in irreversible state had a higher level of CEC. We then defined a new noninvasive biomarker.that can be used for the diagnosis and prognosis of PAH. EPC are rare events in whole blood, difficult to expand and for which, mobilization protocols revealed insufficient. The recent hypothesis of a vascular reservoir for endothelial progenitor led us to study the effect of a local ischemia procedure on the mobilization of these cells in healthy volunteers. Two age groups were included to assess the impact of aging on this procedure. Despite a significant endothelial dilation with the local ischemia, no EPC were mobilized, whatever the age group. Ischemia even altered ECFC angiogenic properties.

The thesis "Judging the influence of constitutional hypermobility on postural stability" focuses on the problem of constitutional hypermobility (CH) and the influence of joint instability on stability mechanisms. The aim of the research was to find out whether there is a difference in stability mechanisms with tested subjects with CH and without it. Furthermore, the research focuses on the influence of mobility techniques on postural stability by the means of chosen tests carried out on Balance Master® System platform. The tested sample includes 14 women aged from 20 to 28, 7 women with constitutional hypermobility and 7 women as a control group. 6 tests were chosen for the measurement on Balance Master® platform. 2 static tests: modified Clinical Test of Sensory Interaction on Balance (mCTSIB), Unilateral Stance (US), and 4 dynamic tests: Limits of Stability (LOS), Rhytmic weight shift (RWS), Step Up Over (SUO) a Forward Lunge (FL). We compared the medians of output values of individual tests. It was assumed that subjects with KH would have significantly worse test results than the control group. Furthermore, it was supposed that the mobilization processes cause stability disturbance on the basis of cancellation of compensational , thus protective block in comparison with KS. Internet révolutionne les foyers et concerne plus spécifiquement les adolescents. Il s'agit de nouvelles façons de communiquer, d’être en relation avec les pairs. Dans cette dynamique actuelle d'échanges caractérisée par un brouillage des repères habituels d'espace-temps, les adolescents se frayent une nouvelle voie d'accès à la connaissance, loin des sentiers battus de l'école et de la transmission familiale. La culture numérique adolescente paraît se heurter à une réalité scolaire qui ne fait plus sens. La scolarité mais aussi la vie familiale (soumise elle aussi à de profonds changements) subissent les conséquences de la reconfiguration du quotidien imposée par les nouvelles technologies. L'évolution de notre société a contribué au manque de visibilité de la place de l'adulte (parent/enseignant) dans le processus développemental de l'enfant et de l'adolescent. L’approche socio-constructiviste de Vygotski (1933 – Zone Proximale de Développement) ainsi que l’approche psychanalytique de Bion (1982 – capacité de penser) et de Winnicott (1971 – aire transitionnelle) posent l’importance de la place de l’Adulte dans les processus développementaux. La prédominance de la dimension d’horizontalité accentuée par les nouvelles technologies occultant l’exigence de verticalité semble s’accompagner de risques sur la socialisation et la mobilisation scolaire des adolescents. Cette recherche vise à identifier les relations entre les pratiques numériques, les représentations de l’engagement éducatif de l’Adulte (parents et enseignants) et la mobilisation scolaire des adolescents. La question que nous nous posons est la suivante : dans quelle mesure les pratiques numériques des adolescents peuvent-elles favoriser leur mobilisation scolaire ? Une enquête par questionnaires menée auprès de 323 collégiens, âgés de 11 à 16 ans, nous a permis de confirmer que les adolescents ayant élaboré des représentations de l’engagement éducatif parental vis-à-vis d’Internet en lien avec la scolarité investissent la sphère culturelle d’Internet. Les analyses de discours par l’approche phénoménologique, lexicométrique et à l’aide de catégories conceptualisantes, effectuées à l’issue des entretiens menés auprès d’un sous-échantillon de 9 adolescents confirment que la visibilité de la symbolique de la verticalité représentée par l’adulte (parents et enseignants) contribue à la co-construction de sens dans la mobilisation scolaire. L’étude de cas atteste de la pertinence de notre modèle soulignant l’importance des interactions d’une part et le rôle des processus inconscients d’autre part. / Internet revolutionizes homes and reaches more specifically teenagers. It’s a matter of practising, new ways of dealing with one’s peers, communicating. In this present exchanges dynamism characterized by a scrambling of usual spacing and timing marks, teenagers break their way in having access in Knowledges, turning aside from the beaten track (school and family). School as well as family life (under deep changes too) are closely questioned by the consequences of the reconfiguration of the daily life carried out by new technologies. The evolution of our society contributed to the want of visibility of the adult’s place (parents and teachers) in the developmental process of children and teenagers. The socio-constructivist approach of Vygotski (1933, Developmental Proximal Zone) as well as the psycho-analytic approach of Winnicott (1972, Transitional area) and of Bion, (1982, the Thinking ability) set the importance of the adult’s place in the developmental processes. The prevalence of the horizontal dimension emphasized by new technologies hid-ing the need of verticality seems to go along with socialization and school risks for teenagers. This research aims at pointing out the relations between numer-ical practices, teenagers’perception of adults’ involvement (parents and teach-ers) and school mobilization. To what extent teenagers’numerical practices can further school mobilization ? An extensive study achieved among a sample of 323 adolescents from 11 to 16 years old, has confirmed parental involvement adolescents’ perception guide adolescents towards Internet cultural practices. The answers of 9 teenagers chosen for their Internet intensive use, collected during semi-directive interviews, enabled us to provide greater details concern-ing these results. The need of verticality symbolised by the adult (parents, teachers) leading to the co-construction of meaning in school mobilization is confirmed by the qualitative analysis (phenomenologic, conceptual categories and lexico-statistics analysis). The clinical study certifies our model is relevant underlining the significance of interactions on the one hand and of the part of the unconscious processes on the other hand.

Au Canada, la première forme de système politique comportant une assemblée de représentants élus a vu le jour à la fin du XVIIIe siècle. Dans l’ancienne colonie de la Nouvelle-France, une population qui n’avait jamais connu de démocratie auparavant s’est familiarisée avec la vie civique en moins de 50 ans. Ce mémoire porte sur une expérience de mobilisation populaire à la veille des Rébellions de 1837-1838. Il cherche plus précisément à comprendre les modalités mises en place dans le monde rural afin de canaliser l’appui populaire envers le Parti patriote dans le district de Montréal. Cet angle permet de faire ressortir la participation accrue des Canadiens lors de la période tendue qui suivit le dépôt des Quatre-Vingt-Douze Résolutions en 1834. Cette thèse se propose donc de montrer le lien entre la mobilisation politique et les pratiques émanant de la masse populaire. Ce mémoire démontre donc l’influence de la population paysanne du Bas-Canada dans la culture politique des patriotes et de ce fait, souligne les procédés que les individus ont mis en place au cours de leur apprentissage démocratique. / In Canada, the first political system with popular representation was established in the late 18th century. In the former colony of New France, a population that had never known democracy before familiarized itself with civic life in less than 50 years. This thesis focuses on one case of popular mobilization on the eve of the Rebellions of 1837-1838. It specifically seeks to understand the practices established in rural areas of the district of Montreal to channel popular support for the Parti patriote. This angle allows us to emphasize the increased participation of Canadiens in the tense period following the filing of the 92 Resolutions in 1834. This thesis proposes to show the link between political mobilization and practices emanating from the masses. The humble ambition of this thesis is, therefore, to show the influence of the peasant population of Lower Canada in the political culture of the Patriotes and therefore underline the practices that individuals adopted in their democratic learning process.

La GPEC se construit de plus en plus à l’échelle territoriale. Des acteurs institutionnels d’horizons divers et des entreprises de taille variable réfléchissent et travaillent ensemble pour mettre en place des actions qui répondent aux problématiques liées à l’emploi, à la formation, et aux compétences. Ces démarches se font tantôt à « chaud », tantôt à « froid » selon les circonstances, les territoires et les acteurs. L’extension de l’échelle de construction de la GPEC de l’entreprise au territoire peut se justifier par la prise en compte de plusieurs facteurs : internes ou externes aux entreprises, politiques, conjecturaux, socio-économiques, etc. Ainsi à travers des volontés convergentes, de multiples acteurs ambitionnent de lever les limites et insuffisances consubstantielles à la GPEC d’entreprise en recourant à une GPEC-Territoriale. Cette nouvelle approche de construction et d’analyse de la GPEC pose néanmoins des interrogations. Parmi celles-ci, nous avons réfléchi, à cinq questions : comment faire travailler ensemble les acteurs ? Quel diagnostic permet de fédérer les acteurs autour de la GPEC-Territoriale ? Comment se construit cette GPEC-Territoriale en termes de phasage ? Comment les acteurs se mettent-ils d’accord sur la construction et le contenu des actions de la GPEC-Territoriale ? Comment mobiliser les acteurs dans de telles démarches collectives ? Ces questions sont issues de la question principale de notre recherche : quel est le processus de construction d’une GPEC-Territoriale impliquant des acteurs institutionnels et des entreprises ? Nous avons abordé et discuté ces questions sur la base de données empiriques collectées dans deux cas : la GPEC-Territoriale dans la Communauté de communes du Cher à la Loire et la GPEC-Territoriale dans la filière Bois dans le département du Loir-et-Cher. Ces données sont collectées à partir d’observations, d’entretiens qualitatifs, d’études quantitatives et documentaires. Les théories de l’interaction, de la traduction, du choix rationnel et de la mobilisation nous ont servi de grille d’analyse. Au croisement de ces approches et de ces analyses, il en est ressorti que la GPEC-Territoriale se construit à partir de quelques nécessités : capacité du pilote à faire travailler ensemble plusieurs acteurs, établissement d’un diagnostic préalable et partagé se basant sur les problématiques et enjeux des entreprises et des territoires, mobilisation des acteurs à travers des incitations sélectives et l’analyse des catégories de priorités des acteurs. En outre, il est apparu que le contenu de la GPEC-Territoriale est continûment traduit et s’obtient sous un consensus relatif. Enfin et malgré l’aspect sui generis de chaque cas, une modélisation, en phases, de sa construction est possible. / Nowadays HRP is built increasingly on a territorial scale. Institutional actors from different backgrounds and varying size businesses work together to put in place actions that address issues related to employment, training, and skills. These approaches are sometimes in "hot", sometimes in "cold" depending on the circumstances, territories and stakeholders. The extension of the building of the HRP across a territory can be justified by taking into account several factors: internal or external to enterprises, policies, situational, socio-economic, etc. Thus through converging wills, multiple actors aspire to lift the limits and shortcomings related to HRP by using a HRP-Territorial. This new construction approach and analysis of HRP nevertheless raises several questions. Among the many questions we reflected about five of them: how do actors work together? What diagnosis allows to unite stakeholders around HRP-Territorial? How is this HRP-Territorial built in terms of phasing? How do actors agree on the construction and content of the actions of HRP-Territorial? How to mobilize actors in such collective approaches? These questions are taken from the main issue of our research: What is the process of building a HRP-Territorial involving institutional actors and businesses? We discussed and debated these issues on the basis of empirical data collected in two cases: HRP-Territorial in the Community of communes of Cher à la Loire and the HRP-Territorial in the timber Industry in Loir-et-Cher. Those data are collected by observation, qualitative interview, quantitative studies and documentaries. Theory of interaction, actor network theory, rational choice theory and mobilization theory served as our analytical framework. At the intersection of these approaches and these analyzes, it appears that the HRP-Territorial be built from a few necessities : the ability of the pilot to work together several actors, establishing a prior and shared diagnosis that rely on problem and challenges for companies and territory, mobilization of actors through selective incentives and analysis of priority categories of actors. Furthermore, it appears that the contents of the HRP-Territorial is continuously translated and obtained by relative consensus. Finally, and despite the particular case of each situation, a modeling phase of this construction is possible.

L’aménagement de l’espace public urbain est devenu un sujet central du débat public à Buenos Aires sous le gouvernement de M. Macri ces dernières années par l’effet d’un double mouvement. Durant ses deux mandats (2007-2015), les responsables politiques ont fait de l’aménagement de l’espace public, notamment au centre-ville, l’un des leviers principal de leurs politiques urbaines. Parallèlement, une partie des mouvements sociaux portègnes a désigné l’organisation spatiale de la ville comme l’un des facteurs des inégalités sociales. De ce fait, la délibération autour de l’aménagement urbain a fait ressortir des antagonismes prenant leurs racines dans le reste de la société obligeant la sphère publique à évoluer. D’abord, la recomposition du jeu d’acteurs autour de nouveaux mouvements sociaux, les assemblées de quartier, a bousculé le partenariat traditionnel entre associations de vecinos et pouvoirs publics. Ensuite, de nouvelles oppositions ont émergé concernant la conception des espaces publics de la ville, et notamment autour de la politique de « récupération » du gouvernement qui détermine des usages légitimes de l’espace public. Enfin, le débat public s’est déplacé vers de nouveaux espaces de délibération : l’espace public urbain qui a confirmé sa dimension politique historique en Argentine, et les réseaux sociaux numériques qui ont accueilli de nouvelles formes de mobilisation. Ainsi, l’aménagement de l’espace public est débattu aujourd’hui dans une pluralité de sphères publiques qui sont toutes traversées par des antagonismes renouvelés / Public space planning has become a central and important topic of the public debate in Buenos Aires under the M. Macri government for the past few years, as a result of a double movement. During his two mandates (2007-2015), politic leaders use the public space planning, mostly in the downtown of the city, as one of their major tool for urban politics. At the same time, some of the Buenos Aires social movements attributed the spatial organization of the city as one of the factors of social inequality. Consequently, these political discussions on urban planning have revealed antagonisms taking root in the rest of society, forcing public sphere to evolve. Firstly, the appearance of new actors among social movements, called neighbourhood assemblies, modified and redefined the traditional partnership between the vecinos associations and public authorities. Then, new oppositions emerged around the conception of city’s public spaces, and mostly around the « recuperation » government politic, which determines legitimate uses of public spaces. Finally, the public debate has moved toward new spaces of deliberation such as: urban public space having confirmed his historical political dimension in Argentina; and the use of digital social networks resulting in new forms of mobilization. Wartime Training at Canadian Universities during the Second World War

This dissertation provides an account of the contributions of Canadian universities to the Second World War. It examines the deliberations and negotiations of university, government, and military officials on how best to utilize and direct the resources of Canadian institutions of higher learning towards the prosecution of the war and postwar reconstruction. During the Second World War, university leaders worked with the Dominion Government and high-ranking military officials to establish comprehensive training programs on campuses across the country. These programs were designed to produce service personnel, provide skilled labour for essential war and civilian industries, impart specialized and technical knowledge to enlisted service members, and educate returning veterans. University administrators actively participated in the formation and expansion of these training initiatives and lobbied the government for adequate funding to ensure the success of their efforts. This study shows that university heads, deans, and prominent faculty members eagerly collaborated with both the government and the military to ensure that their institutions’ material and human resources were best directed in support of the war effort and that, in contrast to the First World War, skilled graduates would not be heedlessly wasted. At the center of these negotiations was the National Conference of Canadian Universities, a body consisting of heads of universities and colleges from across the country. This organization maintained an active presence in all major deliberations and exercised substantial influence over the policies affecting the mobilization of university resources.

Sharpening the Sabre: Canadian Infantry Combat Training during the Second World War

During the Second World War, training was the Canadian Army’s longest sustained activity. Aside from isolated engagements at Hong Kong and Dieppe, the Canadians did not fight in a protracted campaign until the invasion of Sicily in July 1943. The years that Canadian infantry units spent training in the United Kingdom were formative in the history of the Canadian Army. Despite what much of the historical literature has suggested, training succeeded in making the Canadian infantry capable of succeeding in battle against German forces. Canadian infantry training showed a definite progression towards professionalism and away from a pervasive prewar mentality that the infantry was a largely unskilled arm and that training infantrymen did not require special expertise. From 1939 to 1941, Canadian infantry training suffered from problems ranging from equipment shortages to poor senior leadership. In late 1941, the Canadians were introduced to a new method of training called “battle drill,” which broke tactical manoeuvres into simple movements, encouraged initiative among junior leaders, and greatly boosted the men’s morale. The Canadians participated in numerous military exercises of varying sizes that exposed problems with their senior leadership. The replacement of unsuitable officers greatly enhanced the fighting potential of Canadian units and formations. As time went on, infantry training became more rigorous and realistic, and tactical concepts became increasingly sophisticated. By the time of the invasion of Normandy in June 1944, infantry training was intense, suited to units’ assigned tasks, and highly technical, which belied the false prewar assumption that the infantry was an unskilled arm. By the time Canadian divisions entered battle, they were as prepared as they would ever be. The exception to this was the training of the overseas reinforcement units, which reached an acceptable standard only in the last months of the war. This study ultimately represents a substantial contribution to understanding the history of the Canadian Army and its role in the Second World War.
