[pt] Enquanto aumenta o uso da sustentabilidade nos projetos urbanos, cresce a necessidade de se elaborar indicadores de sustentabilidade que sirvam como referência para avaliar as políticas urbanas implantadas na cidade. Com isso surgem novos sistemas de avaliação que levam em consideração o entorno, a localização, a mobilidade urbana, a infraestrutura e a gestão ambiental, colocando em prática conceitos do novo urbanismo e desenvolvimento sustentável. Através de indicadores qualitativos de sustentabilidade, mostra-se como as cidades poderiam ser pensadas para absorver o crescimento urbano, sem deixarem de ser autossustentáveis, oferecendo oportunidades sem colocar em risco as gerações futuras. Após um levantamento dos parâmetros conceituais urbanos de sustentabilidade, foi elaborado um estudo de caso do loteamento Centro Metropolitano, localizado na Barra da Tijuca, indicando a sua possibilidade de certificação de acordo com os padrões exigidos pela certificação LEED ND (Leadership in Energy and Environmental Design Neighborhood Development). / [en] The terms Sustainable Neighborhoods or Green Neighborhoods have been increasingly used by society as a positive way to occupy new areas. This concern for the sustainable development of cities has meant that developers across the country to adhere to this thought, seeking certification as a way to classify their projects at different levels of sustainability and add value to their works (FARR, 2013). Currently there are numerous enterprises certified and in process of certification in the country. However, environmental certification for neighborhoods has not been much discussed and used in Brazil. While the use of sustainability increases in urban projects, it grows the need to develop sustainability indicators that serve as a reference for assessing urban policies implemented in the city. What can be seen nowadays is an urban legislation where the indices for construction differ from the indices required by environmental certifications, and therefore require a compatibility of urban laws with environmental certifications, enabling thus a sustainable urban growth of neighborhoods (FARR, 2013). The main problem of this research is: what would be the best way to measure sustainability in urban settlements. The indicators are fully applicable to the Brazilian urban environment? The construction is major cause of degradation in the environment. Thus it justifies the choice of this subject, as an attempt to gather information and data to encourage the construction of neighborhoods that cause less environmental impacts. The overall objective of this research consist of listing sustainability indicators for urban neighborhoods and housing developments, which are in accordance with the law of Rio de Janeiro and the local reality. The methodology adopted for this study consist of the following stages of research: conceptualize the term urban sustainability; describe indicators with essential importance to enable sustainable urban development; list the most used and recognized environmental certifications for neighborhoods; analyze the LEED ND certification; analyze and apply the concepts of LEED ND in the study subdivision.

Através da análise comparativa, buscou-se observar além das transformações, as formas de permanências ligadas ao modo de vida caipira presentes no espaço do bairro, na vida dos sitiantes, bem como nas formas de expressão cultural. Para tanto, dedicamos uma parte da pesquisa ao estudo de uma das festas religiosas populares realizada na zona rural do município, a Romaria dos Canoeiros. / Abstract: Through this study, we consider what are the socio-economic and cultural changes in the rural districts in the city of Leme-SP in the last 30 years, taking basis and reference the analysis that were made in the rural districts of São Paulo by Maria Isaura Pereira de Queiroz in the 1960s. Les Mystères de l'Ouest : les représentations des bas-fonds portuaires dans l'ouest de la France (XIXe-XXe siècles) / The Mysteries of the West : the representations of the harbour's slums in the West of France (XIXth / XXth century)

L'image du port mal famé est un thème reconnu dans la culture contemporaine. Elle se construit autour des bouges des quais, des marins en bordée et des prostituées. Ils déterminent la représentation des bas-fonds portuaires, continuité des lieux de misère, du vice et du crime. Espaces spécifiques des villes, leur image est construite par la littérature et la presse, au milieu du XIXe siècle. L'héritage de vision négative des ports, les récits de flibuste, la défiance envers les marins construisent leur représentation. Les bas-fonds de l'Ouest de la France s'inscrivent dans un univers plus large : celui des marins déviants, des quartiers mal famés des villes mais aussi d'une province arriérée et dangereuse. Dans le premier XIXe siècle, les mauvais lieux du rivage en cumulent les caractéristiques. Dans les années 1880, le port, révélé par la bordée, focalise l'attention des romanciers. En parallèle, la misère et l'insécurité constituent des thèmes privilégiés pour la presse, les observateurs sociaux et les autorités. Les figures de l'homme de mer, des prostituées, des soldats, des miséreux et des criminels jouent un rôle central de fascination et de condamnation. Cet univers revendique ses codes. La disparition des bas-fonds est annoncée dès l'entre-deux-guerres. L'effacement des mystères de la mer laisse place à la nostalgie des observateurs de la vie maritime. Leur mémoire perdure alors après la Seconde Guerre mondiale. / The image of ill-reputed harbour is a common pattern in modern culture. It's built on harbour's slum, sailor's bender, prostitutes and docks, that define the representation of this area. This image echoes other places of misery, vice and crimes. The representation of those harbour's slums, that occupy specific neighborhoods in cities, are created by writers and journalists in mid-19th century. This image is also the legacy of negative vision of port, of buccaneering's stories and sailor's distrust. The harbour's slum is part of a broader universe : sailors with deviant behaviour, ill-reputed neighborhood, backward and dangerous province. During the first part of the 19th century, some places of the coastline have rough reputation but in the 1880's, the novelists, who discover sailor's bender, focus on ports. At the same time, journalists, social commentators and authorities focus on misery and insecurity. Seafarers, who claim his belongings to the slums, prostitutes, soldiers, the poor and criminals play a central role in the fascination and the condemnation of the harbour's slum. During the inter war period, the harbour's slum is seen as dying out. As the mystery vanishes, the nostalgia begins, that lasts after World War II.

A abordagem utilizada para responder à problemática da pesquisa (será que a movimentação dos jogos lotéricos nos diferentes bairros soteropolitanos é capaz de ajudar a traçar ou não a dinâmica do território e da territorialidade de Salvador?) e contemplar os objetivos, foi à indutiva, através do uso da pesquisa documental, da pesquisa bibliográfica e da pesquisa de campo. O referencial teórico e a pesquisa de campo foram elaborados utilizando principalmente os estudos de Walter Christaller sobre localidades centrais, com base em três palavras: centralidade, territorização e centro urbano soteropolitano. Foi possível caracterizar o público dos bairros da capital baiana, pois ao analisar separadamente cada jogo lotérico, constatou-se que cada um possui atributos diferentes, fazendo com que seus apostadores tenham perfis diferenciados. Ao final da pesquisa, as lotéricas foram identificadas, mapeadas e classificadas por bairros e por tipo de jogo em quatro categorias: as que estão entre as 25% da maior movimentação, as que movimentam entre 25% até 50%, as que são responsáveis por 50% a 75% e as que ficam entre 75% a 100% da movimentação. À proporção que se afasta da categoria das que estão entre as 25% da maior movimentação até as que estão entre 75% a 100% da movimentação, verificou-se que há uma diminuição na centralidade dos bairros e do grau de importância destes para a população de Salvador, mostrando uma hierarquia entre os bairros, além de uma interdependência entre estes, confirmando os estudos dos lugares centrais referenciado por Walter Christaller. / The dissertation is the result of a research about the lotto gambling in the territory of Salvador city during the last terms of 2002 and 2003. The methodology basis was inductive with documental, bibliographical and field research. The main goal of the research was to categorize Salvador’s urban inner space from the analysis of the relations among the several different neighborhoods over the city through the lotto gambling. The different types of games are: Numbers Forecast (Mega Sena, Lotomania, Quina and Dupla Sena), Tickets (Instantânea and Federal) and Sports Forecast (Loteca and Lotogol). These different types of games enabled the analysis of the different kinds of people profiles that are attracted do these games. With these elements at hand, some of Salvador’s territory characteristics were described answering the research’s main questioning: the lotto gambling in the different neighborhoods of Salvador may or may not help to draw the territorial dynamics and the territoriality of Salvador? The theoretical basis and the field work had its development mainly from the researches of Walter Christaller, with these concepts: territory, territory dynamics’ relations and urban center. At the end was seen the lotto gambling spots identified, map and classified by neighborhood e by the type of game in four categories: the 25% most visited, the ones with 25% to 50%, the responsible for 50% a 75% of visits and the ones with 75% to 100% of visits. From the 25% most visited to the last (75% to 100%) it is possible to see a decay of centrality in the neighborhoods and also a decay of importance in the population of Salvador. That shows the hierarchy of neighborhoods in the city and also the dependency of one another in their relations. Confirming in this way the central places theory referred from Walter Christaller.

A presente pesquisa propõe estudar as experiências da urbanização no bairro da Barra Funda durante o período de 1890 a 1920, através da analise do cruzamento de fontes, especialmente autos crime do do Arquivo do Tribunal de Justiça de São Paulo com ofícios e croquis das Obras Particulares do Arquivo Histórico de São Paulo. No momento histórico a que se refere essa pesquisa, São Paulo vivia um processo conflituoso de reestruturação social e espacial, advindo, principalmente, de três grandes mudanças no cenário urbano paulistano: a abolição e a consolidação de um mercado de mão de obra livre; a proclamação da República; e o surto de expansão econômica vivido pela capital paulista. Nesse processo se deu o crescimento da ocupação de regiões antes consideradas fora do perímetro urbano, e a integração destas a cidade. O caso do bairro da Barra Funda, inserido nesse contexto, é exemplar por se tratar de um espaço de ocupação mista: além de ser ocupada por distintas classes sociais, serviu tanto como zona residencial quanto como área de distribuição de mercadorias e industrial. A partir dos elementos trazidos pelos auto crimes, discutiremos as experiências da urbanização vivenciadas por moradores do bairro, como estes entenderam e participaram do processo de ocupação urbana deste território. O foco do estudo é, portanto, como os habitantes do bairro viveram o processo de sua urbanização, e como essa experiência se relacionou com os dispositivos do poder público e dos capitais privados que também interferiam naquele espaço. Dessas experiências da urbanização, podemos refletir como, para além das políticas públicas, os habitantes da cidade se relacionaram de fato com o avanço da urbanização pela cidade / This essay aims to study the experiences of urbanization in the district of Barra Funda during the period comprised between 1890 and 1920, by analyzing the crossing between the files in the justice court of Sao Paulo with private work storaged in the History Archive of Sao Paulo. At the time in history referred to in this research, São Paulo was going through a conflicting process of social and spatial restructuring, coming especially from three large changes to the São Paulo urban setting: the abolishment and consolidation of a free labor market; proclamation of the Republic; and the sudden economic expansion experienced by the São Paulo capital city. During such process, the growth of occupancy in some regions previously considered as out of the urban perimeter took place, as well as their integration to the city. The case of the district of Barra Funda, inserted into such context, is an example for being a mixed occupancy space: in addition to being occupied by different social classes, it served both as residential zone and as area for distribution of goods and industrial area. From the elements brought by the crime records, we shall discuss the urbanization experiences lived by district dwellers, how they understood and took part of the urban occupancy process of such territory. The study is focused in how the habitants of the neighberhood lived the urbanistic process, and how this experience is related to the goverment actions and the private capital, wich also interfered in that space. Out of such urbanization experiences, we shall be able to reflect on how, beyond the public policies, the city inhabitants actually related with the advancement of urbanization through the city

Visually Understanding School Grounds: Schooling At Its Intersections with Community And Social Status

abstract: Human experience exists within space; it is the studio for the stories of our lives. Bounded by time, location and personal experience we assign our own meanings and feelings to them, and they become personal, symbolic places: some are unique to us, imagined places where we act out stories or dreams; most are part of the natural world. Most spaces, though, are built or controlled by others; these constructed environments can become places where we may, or may not, like to be. This research examined spaces and places of children's lives through the material worlds of their neighborhoods and schools, focusing on the visible environment outside of the school building. The intersection of school and community, it is a material embodiment of, and evidence toward, how a community's resources are apportioned to important aspects of children's developmental years. These visible representations speak of that society's values and goals for the children for whom they (we) are responsible. This examination used multiple research tools, primarily using visual approaches such as current photographs, archival images and data, descriptive census materials and maps. Historical documents, (many of which are now digitized), as well as other academic literature, local journalistic efforts and school district publications added important materials for analysis. Findings lead to deeper understanding of ways that visible, material worlds of schools and neighborhoods -- past and present - can reflect, and direct the experiences of childhood today, and often mirror those of children past. De fins do Império aos primeiros anos da República, o Brasil passou por transformações que marcaram definitivamente as suas cidades. Mais do que a substituição de um regime político por outro, tratava-se de um período de transição de uma economia escravocrata para outra capitalista, baseada no trabalho livre, na qual a mão-de-obra imigrante foi fundamental. A cidade de São Paulo, centro de comércio e da indústria nascente, tornou-se foco de atração humana. O fluxo de mão-de-obra imigrante e de ex-escravos para a cidade acarretou grande crescimento populacional e a necessidade de novas moradias, com a consequente ocupação das áreas adjacentes ao centro da cidade. A proposta deste trabalho é estudar o processo de formação do bairro do Bexiga, como um dos espaços ocupados entre as últimas décadas do século XIX e as primeiras do XX, desde a época da antiga chácara de Antonio José Leite Braga, ainda no Império, passando pelo seu desmembramento em lotes comercializáveis, pela venda dos terrenos e construção dos imóveis e, finalmente, pela ocupação destes por diferentes usuários, já na República. Busca-se, assim, analisar os mecanismos de produção de espaços urbanos pela iniciativa privada, os principais atores sociais envolvidos e as estratégias do poder público para disciplinar o parcelamento do solo e a construção de moradias, via legislação urbanística e sanitária. / Since the end of the Empire to the early years of the Republic, Brazil has undergone transformations that have marked definitively its cities. More than the replacement of a political regime on the other, it was also a period of transition from an economy based on slavery to another capitalist, based on free work, where immigrant workmanship was fundamental. The city of São Paulo, which was the centre of commerce and a rising industry, became the focus of human attraction. The flow of immigrant workmanship and ex-slaves into the city resulted in the significant growth of population and the need for new homes, with the consequent occupation of the areas adjacent to the centre of the city. The purpose of this study is to examine the process of formation of Bexigas district as one of the occupied areas between the last decades of the nineteenth century and the beginning of the twentieth, since the time of the ancient farm of Antonio José Leite Braga which is still in the Empire passing to its dismemberment in commercialy viable lots, its sale and the construction of homes and, eventually, its occupation by different people until it became a Republic. The main objective is to analyse the mechanisms of production of urban areas by the private sector, the main social actors involved, as well as the strategies of public power to organize the division of the land and the construction of homes, through urban and sanitary legislation.

O bairro do Bexiga foi resultado de um processo político e econômico mais amplo pelo qual passava o país desde a segunda metade do século XIX, com o desenvolvimento da economia cafeeira e a inserção do estado de São Paulo no mercado exportador, envolvendo a Abolição da Escravidão, a instauração da República e a readequação das práticas urbanas de acordo com os parâmetros europeus de urbanização e industrialização. Nesse processo, iniciativas orientadas por um zoneamento e especialização de usos e funções explícitos e implícitos na legislação foram adotados com o objetivo de adequar a capital paulista ao novo papel. Assim, parte das moradias e dos segmentos do comércio de gêneros alimentícios, bem como oficinas, depósitos e fábricas e serviços menos nobres deslocaram-se em direção dos bairros vizinhos ao perímetro central. A especialização das funções urbanas implicou não somente no redesenho das zonas de exercício das atividades produtivas, como também das áreas de moradias exclusivas para determinados grupos sociais. Nesse contexto, em função da demanda, surgiram empreendimentos imobiliários de loteamentos destinados a abrigar moradores e atividades produtivas essenciais à cidade em expansão, dando origem a novos bairros, sendo o Bexiga um caso exemplar desse fenômeno. Esta tese se propõe a conhecer e compreender de que maneira o bairro do Bexiga se inseriu no movimento de reespacialização social e das funções urbanas - seu papel na reconfiguração da cidade -, assim como suas conexões com o espaço urbano mais amplo. De outro lado, no decorrer do século XX, alguns estereótipos foram construídos como traços determinantes do bairro, conferindo ao Bexiga um caráter de uniformidade funcional, social, étnica e arquitetônica. Assim, outro objetivo desta tese é desconstruir a visão estereotipada do Bexiga como um bairro homogêneo em todas as suas instâncias, destacando: a diversidade das atividades produtivas ali desenvolvidas, a presença e coexistência de diferentes camadas sociais, a presença de grupos étnicos diversos e as diferentes formas de moradia envolvendo bem mais do que as \"casas operárias\". / The quarter of Bexiga was a result of a wider economic and political process through which the country had undergone since the second half of 19th century, with the development of coffee economy and the insertion of the state of São Paulo in the export market, involving the Abolition of Slavery, the establishment of the Republic and the readaptation of the urban practices according to the European parameters of urbanization and industrialization. In this process, initiatives oriented by a zoning and specialization of use and functions explicit and implicit in the legislation were adopted with the objective of adjusting the São Paulo capital to the new role. Thus, part of the dwellings and the commerce of foodstuff, as well as workshops, store houses, factories and less noble services moved towards the neighborhoods of central areas. The specialization of urban functions resulted not only in the redesign of the productive activities zones, but also of the areas of dwellings exclusive for certain social groups. In this context, according to the demand, real state enterprises of housing development arose, aimed at sheltering dwellers and productive activities essential for the expanding city, giving rise to new quarters, and Bexiga was an exemplary case of this phenomenon. The present thesis aims at knowing and comprehending how the quarter of Bexiga became part of the movement of social and urban functions respatialization - its role in the reconfiguration of the city - , as well as its connections with the wider urban spaces. On the other hand, throughout the 20th century, some stereotypes were built as determining features of the quarter, giving Bexiga a quality of functional, social, ethnic and architectural uniformity.
