Orientador: Neusa Maria Dal Ri / Banca: Candido Giraldez Vieitez / Banca: Gustavo Luis Gutierrez / Resumo: Este trabalho tem como objetivos compreender os conceitos de democracia e de gestão que integram artigos da LDB 9394/96 e sistematizar os estudos realizados pelos membros do Grupo de Pesquisa Organizações e Democracia, acerca do tema gestão democrática. Partimos da hipótese de que há ampla influência das políticas educacionais do Banco Mundial sobre a legislação, pois este teve grande importância a partir de 1990, tornando-se a principal agência de financiamento para os países periféricos. Com o desenvolvimento da pesquisa, notamos que o conceito de democracia disseminado pelo Banco Mundial, bem como pela LDB, é o de democracia representativa que se consolida por meio dos Conselhos de Escola, enfatizando uma prática na qual uma minoria decide pela maioria. Por meio de pesquisa bibliográfica e sistematização do referencial bibliográfico do Grupo de Pesquisa, detectamos que as escolas públicas não vivenciam nem mesmo a democracia representativa, em decorrência de vários fatores. Dessa forma, a democracia direta é um objetivo árduo a ser alcançado. Mostramos, porém, que no Brasil há escolas que conseguiram atingir esse nível democrático, como é o caso daquelas controladas pelo Movimento dos Trabalhadores Rurais Sem Terra, que podem servir de exemplo para a democratização das escolas do sistema oficial de ensino. / Abstract: This work has the objectives to understand the democracy concepts and of management that integrate articles of LDB 9394/96 and to synthesize the studies accomplished by the members of the Group of Research Organizations and Democracy, concerning the theme democratic management. We cracked of the hypothesis that there is wide influence of the educational politics of the World Bank on the legislation, because this had great importance from 1990 on, becoming the main financing agency to the outlying conuntries. With the development of the research, we noticed that the democracy concept disseminated by the World Bank, as well as for LDB, is the representative democracy that consolidates by means of the Council of School, emphasizing a practice in which a minority decides for the most. By means of bibliographical research and systematization of the referential bibliographical from the Group of Research, we detected that the public schools do not experience even the representative democracy, due to several factors. In this way, the direct democracy is an arduous objective to be reached. We showed, even so, that in Brazil there are schools that got to reach this democratic level, as is the case of those controlled by the Movement of the Rural Workers Without Earth, The earth less, that can serve as example for the democratization of the schools of the official system of teaching. / Mestre

O ponto de partida é a Constituição Federal de 1988, que promulgou a Gestão Democrática do ensino público e as leis federal, estaduais e municipais, assim como os decretos, pareceres que derivaram desta premissa. A legislação educacional afirma a importância da gestão democrática e da autonomia das unidades escolares para uma prática educativa de boa qualidade, com base nesta afirmação legal examinamos o que, como e quando a escola pode decidir. Para tanto, a pesquisa consiste em duas etapas, uma legal/teórica, com o intuito de averiguar como a gestão democrática incide no processo decisório e também verificar os elementos que compõem a autonomia escolar e a liberdade de atuação dos mecanismos de decisão. E uma segunda etapa, empírica, realizando uma pesquisa coletiva promovida pelo Grupo de Pesquisa Organizações e Democracia, intitulada "A gestão democrática da Educação Básica do município de Marília", em quatro escolas públicas, sendo duas escolas municipais e duas estaduais, entrevistando todos os segmentos (pais, alunos, professores, funcionários e direção) que compõem o Conselho de Escola, cerne da gestão democrática da escola pública, com a intenção de investigar onde está a autonomia dos órgãos colegiados e qual a autonomia que a unidade escolar usufrui. / Abstract: This present study aims mainly to investigate the autonomy of the school units in the aspects pedagogic, administrative and financial in the effective legislation as in practice of the public schools, municipal and state, in the municipal district of Marília. The starting point is the Federal Constitution of 1988, that promulgated the Democratic Administration of the public teaching and the laws federal, state and municipal, as well as the decree, written opinions that flowed of this premise. The education legislation affirms the importance of the democratic administration and of the autonomy of the school units for an educational practice of good quality, with base in this legal statement examined what, how and when the school can decide. For so much, the study consists of two stages, a lawful/theorist, with the intention of discovering as the democratic administration happens in the process decision and also to verify the elements that compose the school autonomy and the freedom of performance of the mechanisms of decision. And a second stage, empiric, accomplishing a collective research promoted by the Study Organizations and democracy's Group, entitled " the democratic administration of the Basic Education of the municipal district of Marília ", in four public schools, being two municipal schools and two state, interviewing all of the segments (parents, students, teachers, employees and direction) that compose School board, it sifts of the democratic administration of the public school, with the intention of investigating where it is the autonomy of the instances of participation and which the autonomy that the school unit enjoyed. / Mestre

O município de Rio Claro apresentou experiências realizadas entre a Prefeitura e a Comunidade no período de 1997 a 2004. Foram iniciativas importantes na gestão municipal voltadas à participação popular, buscando exercer outra forma de governabilidade. O objetivo principal desse estudo é destacar alguns caminhos percorridos pela participação popular nos bairros através da organização dos Centros Comunitários e sua relação com o poder público municipal, de modo a compreender o espaço urbano como construção do Estado, do mercado, e das práticas populares. / Abstract: The analysis of public polities for the locale development in the cities have been object of academic research including differences area of knowledge for contribute with information and reflection about the urban space, your dynamics and complexity. Trata-se do Conselho Municipal de Assistência Social, que compõe o denominado Sistema Descentralizado e Participativo da Assistência Social, previsto na Lei Orgânica de Assistência Social-LOAS. Priorizou-se a reflexão sobre a dinâmica da gestão da política de assistência social no município de Campo Grande-MS e a participação do Conselho neste processo. Para construir a base empírica da investigação, elegeu-se os dois primeiros mandatos do CMAS 1995/1997 e 1997/1999, e realizou-se as entrevistas, respeitando o critério da paridade entre os membros. As entrevistas foram realizadas com base em um roteiro de questões que possibilitou fazer uma leitura mais ampla sobre o comportamento do CMAS, no que se refere à fiscalização e controle da política de assistência social. Os resultados encontrados revelaram que o Conselho, como novo sujeito político, vem alterando o modelo de gestão da política, tornando-a permeável ao controle social e participação popular. / Abstract: This study, brought to light through a theoretical and empirical investigation, aimed at analysing an important political subject in the administration of social assistance policy. The organ referred to is the Municipality Social Assistance Council which makes up the so named Descentralised and Participation System of Social Assistance foreseen in the Organic Law of Social Assistance - OLSA. Priority was given to reflecting on the dynamics of the administration of social assistance policy in the Municipality of Campo Grande and the participation of the Council in this process. In order to construct the empirical base of the investigation, the first two mandates of CMAS were chosen, being 1995/1997 an 1997/1999, and interviews were carried out respecting the criterion of a twosided representation between the members. The interviews were carried out based on an outline of questions which made possible a wider reading of the behaviour of the CMAS, in so far as it refers to supervision and control of social assistance policy. The results found revealed that the Council as a new political subject, has been altering the model of administration policy causing it to be permeable to social control and community sharing. / Mestre

Considerando as crianças como usuárias interativas das novas mídias, em especial da Internet, torna-se fundamental que tais produções correspondam aos seus interesses e necessidades. Para conhecer essa nova geração da infância, que já nasce com as tecnologias, realizamos uma pesquisa com crianças de 10 a 12 anos, em uma escola pública em Bauru (SP), com a finalidade de verificar a relação que estabeleceram com a Internet, com os sites infantis e com o webjornalismo. Diante das opiniões e questionamentos delas, direcionamos nossa análise para sites infantis, de forma a identificar sua adequação ao público alvo. Frente às análises, definimos os elementos do webjornal, visando a sua usabilidade e interação com as crianças. Os resultados obtidos visam à promoção e valorização da infância enquanto público-alvo de mídia, além de pontuar a importância da participação infantil em relação a assuntos de seu interesse que, direta ou indiretamente, atuam em sua formação como cidadã e leitora crítica da realidade. Ao mesmo tempo, discutimos a produção jornalística para crianças na Internet, com a intenção de demonstrar sua viabilidade e contribuição social / Abstract: Taking for granted technologies of information have been present in our day-by-day lives more and more frequently, mainly in our children's activities, this work traces an investigative study on media products developed toward a particular teenage gap (10-12 years old) using internet tools, in order to elaborate a childlike web-news site. Considering children as interactive users of new media, specially the Internet, it is essential that such products fulfill all their interests and necessities. To learn more about this generation, which was born literature for the technologies, we developed a research based on children aged 10 to 12 from a public school in Bauru, country side of São Paulo state. Our goal is to verify what kind of relationship those children set up concerning to the Internet, designed sites for children an the web-news sities. Taking the children's opinions and questionings into account, we will guide our research to the analysis of infant sites in order to identify their suitability to their targeted users. According to data obtained from ghe analyses, we define the elements of a web-news site, aiming its larger usability and interaction with the children. The results obatined take into consideration both better promotion and value of childrood whereas media targeted clients besides pointing out the importance of infant's participation as both citizens and critical readers of the reality they are inserted. Resumo: Associando métodos de pesquisa quantitativa e qualitativa, através da teoria da ação social, buscamos definir uma amostragem em Americana-SP e compreender o sentido que a participação eleitoral possui aos entrevistados. Partimos das teorias nacionais e internacionais sobre o voto, a participação e democracia. Traçamos um breve panorama sobre a história da cidade. Definimos e aplicamos um questionário para a amostragem. E, por meio de entrevistas gravadas, analisamos o conteúdo das falas para compreendermos a forma como valores e atitudes do indivíduo influem na escolha do candidato. / Abstract: Associating quantitative and qualitative research methods, through social action theory, we try to define a sample in Americana-SP and understand the interviewee electoral participation. We start from nationals and internationals theory about voting, participation and democracy. We trace a small history view from the city. We define and apply a questionnaire to the sample. A análise volta-se para a política socioassistencial, discutindo suas características, mudanças e articulação em relação participação. Desta forma, o estudo envolve dois eixos: o primeiro, busca articular os elementos conceituais, políticos e sociais que teriam dado sustentação e materialidade aos conselhos; e o segundo, concentra-se na relação Estado/sociedade e em que medida os conselhos interferem nessa relação alterando os resultados das deliberações, ou seja, alterando o conteúdo das políticas sociais. A pesquisa é composta por estudo teórico sobre o processo de democratização e reforma do Estado no Brasil, discutindo as noções de participação, cidadania, sociedade civil e descentralização, e análise empírica, onde analisamos essas questões no contexto do município de Araraquara e o conselho municipal de assistência social. A análise busca entender em que medida a inserção dos novos mecanismos participativos altera a gestão das políticas públicas e influencia a arena decisória local. Ao estudar o conselho municipal de assistência social, buscamos verificar como esse espaço é ocupado pela sociedade civil e qual a influência do conselho sobre a gestão da política municipal. O período estudado foi de 2001-2008, compreendendo três gestões do conselho e duas gestões do PT (Partido dos Trabalhadores) no Poder Executivo / Abstract: The present research broaches the Brazil's democratization process, building itself on new participation forms that were developed, fundamentally, in 90's, and verifying how well the councils of public politics amplify the decision arena and favor the enhancement of popular protagonism in the social politics management. The analysis heads toward the social assistance politics, discussing its characteristics, changes and articulations related to participation. Thereby, the research involves two principal points: the first tries to articulate the conceptual, social and political elements that should have given sustentation and materiality to the councils; and the second focuses on the relation between state and society, and on how well the councils interfere in this relation and modify the results of deliberations, that is, how well they modify the social politics content. The research comprise theoretical study about the democratization process and the Brazil State's reform (which involves discussion about the notions of participation, citizenship, civil society and decentralization), and empirical analysis, wherein those questions are examined in the context of Araraquara city and its social assistance municipal council. The analysis intends to understand how well the insert of new participative mechanisms modifies the management of public politics and influences the local decision arena. By studying the social assistance municipal council, we purport to verify how this space is occupied by the civil society and how is configured the influence of this council upon the municipal politics management. Nosso propósito foi investigar a existência de processos participativos dos cidadãos, por meio de seus representantes e dos vários segmentos da sociedade que compõe o CME. A escolha do Conselho Municipal de Educação deve-se à importância que esse órgão assumiu por ser um órgão normativo, deliberativo, fiscalizador, mobilizador e representativo que assessora o executivo municipal no desenvolvimento de políticas públicas. Nosso objeto de estudo são as informações coletadas nas entrevistas dos membros do CME de São José do Rio Preto, os atores que representam lideranças das comunidades e/ou os grupos organizados do município; os quais norteiam a elaboração de políticas públicas educacionais municipais e possuem a possibilidade real de participar e/ou fomentar a participação, de influir e/ou decidir, de ampliar os processos democráticos, na implementação de políticas públicas educacionais desencadeadas nos processos políticos a partir do conselho. Esta dissertação insere-se na modalidade de pesquisa de campo, de natureza qualitativa, tem como recurso metodológico o uso de diferentes ferramentas metodológicas para a coleta de dados, tais como revisão bibliográfica, análise da legislação produzida pelo CME e coleta de informações dos depoentes por meio de entrevista, a qual se fundamentou em um questionário semiestruturado. O período delimitado para esta pesquisa se deu a partir de 1996, com ênfase nos meses de janeiro de 2009 a setembro de 2010, o que compreende a gestão atual, ainda em curso. (Resumo completo, clicr acesso eletrônico abaixo) / Abstract: This paper has been aimed at analyzing the testimonies of members of São José do Rio Preto's Municipal Council of Education (CME - Conselho Municipal de Educação) in order to identify the notion of participation throughout its content, which has supposedly been present within political processes of his actors and/or dominant groups inside the Council. Our goal was to investigate the existence of citizens' participative processes concerning their representatives as well as the several segments of society which are part of the CME. The choice of the Municipal Council of Education (CME - Conselho Municipal de Educação) is due to the importance that this institution has been given due to the fact that it is a normative, deliberative, invigilating, mobilizing and representative institution which is responsible for assisting the municipal executive in the development of public policies. Our objects of study are the information assembled in the interviews with members of São José do Rio Preto's CME - Municipal Council of Education (Conselho Municipal de Educação), actors who represent communities' leadership and/or organized city groups which guide the development of public educational policies and who are authentically able to participate and/or foster the participation, to influence and/or decide, to broaden the democratic processes within the implementation of public educational policies presents in the political processes from the Council. Para tanto, realizamos pesquisa bibliográfica, documental e empírica, com aplicação de entrevista semiestruturada. Como nossa intenção era estudar as gestões anteriores, entrevistamos o presidente e o vice-presidente da APEOESP (São Paulo) das gestões de 2002 a 2005 e 2005 a 2008, em janeiro de 2008, pois, no final do primeiro semestre do mesmo ano, haveria novo processo eletivo. Em 2009, entrevistamos os diretores da subsede de Marília, além dos professores membros dos Conselhos de Escola de três Escolas Estaduais do município de Marília, que fazem parte da amostra selecionada pelo Grupo de Pesquisa Organizações e Democracia, para o projeto Gestão democrática nas escolas públicas de educação básica de Marília, ao qual esta pesquisa está integrada, totalizando treze entrevistas com professores. Em sua trajetória, a APEOESP encaminhou, além das lutas salariais, mobilizações de caráter educacional, como a relativa ao Estatuto do Magistério de 1985, que regulamentou o Conselho de Escola Deliberativo, considerado uma importante conquista na democratização da gestão da escola. A entidade, juntamente com outras organizações da sociedade civil, participou ativamente também da luta em defesa do ensino público e gratuito, durante a elaboração da Carta Constitucional de 1988. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The objective of this work is to analyze the role of the Teachers' Labor Union of Official Teaching of the State of São Paulo (APEOESP) in the democratization process of public school management, as well as its current claims with regard to democratic management. For this we conducted a bibliographical, documentary and empirical investigation by using a semi-structured interview. Former Presidents and Vice-Presidents of APEOESP from 2002 to 2005 and from 2005 to 2008 were interviewed in January, 2008, since by the end of the first semester, 2008, there would be new elections, and we intended to study previous administrations and the directors of Marília branch in 2009. We also made interviews with teachers members of the School Council of three public schools of Marília municipality, taking part in the sample selected by the Organizations and Democracy research group , for the project Democratic Management in the public schools of fundamental education in Marília, which this investigation concerns, amounting to 13 interviews. In its history, APEOESP had been leading, besides struggles for better salaries, mobilizations with educational purposes such as the Teaching Statute in 1985 that regulated the Deliberative School Council, reputed as an important achievement in the school democratization management. APEOESP, together with other civil society organizations, also actively participated in the struggle for free public education when Constitutional Law of 1988 was being worked out. The Deliberative Council was the result of a long process of negotiations at the Legislative Assembly, in which school directors brought pressure against its approbation, - parents and students were not present at the debates-, and the guarantee about deliberative nature and equally composition between intra and extra school community... A viuvez é apontada como uma das principais causas dessa condição, portanto a idosa viúva é, e será parcela significativa da população envelhecida das próximas décadas. Conhecer como a mulher no processo de envelhecimento após tomar-se viúva desenvolveu sua sociabilidade foi o objetivo dessa pesquisa, realizada com 8 viúvas acima de sessenta anos que freqüentavam programas de Terceira Idade da cidade mineira de Passos. A viuvez, ao longo da história, tem sido um fator adicional de restrições à mulher, favorecendo práticas sociais excludentes, ampliando as desigualdades de gênero existente nas diferentes sociedades. Por meio das entrevistas semi-estruturadas e posterior análise de conteúdo, percebeu-se que as mulheres sujeitos desse estudo foram influenciadas pelas mudanças de comportamento e mentalidades do século XX, no entanto ainda vivenciam preconceitos sociais referentes a condição de viúva. Essas idosas na reorganização do seu cotidiano, após o período de "luto" que determinaram para si, sentem-se "livres" para praticar suas escolhas, intensificar a participação social, por meio de atividades religiosas e sociais diversificadas, assumindo ou ampliando papéis, independentemente da qualidade da relação conjugal, familiar e social anteriormente existente. Há valorização das relações familiares interpessoais, afetivas e expectativa de equidade nas relações gênero. / Abstract: The studies on aging made in the last decades have been revealing different aspects of that life cycle, among them, the prevalence of the women's survival and the condition of being alone. The widowhood is pointed as one of the main causes of that condition, therefore the aged widow is, and will be, the significant parcel of the aged population of next decades. To know as the woman in the aging process after turning widow developed her sociability was the objective of that research, accomplished with 8 widows above sixty years that frequented programs of Third Age of Passos' mining city. The widowhood along the history has been an additional factor of restrictions to the woman, favoring excluding social practices, enlarging the inequalities of gender existent in the different societies. Through the semi-structured interviews and subsequent content analysis, it was noticed that the women subject of that study were influenced by the changes of behavior and mentalities of the century XX, however they still live social prejudices regarding widow's condition. Those elderly ones in the reorganization of her everyday, after the "mourning" period that determined for itself, feel "free" to practice their choices, to intensify the social participation, through religious and social activities diversified, assuming or enlarging papers, independently of the quality of the relationship matrimonial, family and social previously existent. There are valorization of the interpersonal family, affective relationships and expectation of justness in the gender relationships. / Doutor
