This exercise is important to understand poverty in the NR, mainly because the region is marked by peculiarities that differentiates it from other regions of Brazil and also because it is considered by the IFDM as the most backward region of the country. In addition, SEN (2000) argues that poverty cannot be measured by a single factor; it is a phenomenon that has many dimensions. The MHPI-NR is based on the HPI published in 1997 by UNDP. It was also measured by a one-dimensional poverty index (P0), which only considers the income of the people, to make a comparison between the two indexes and check the differences between them. The results show that different ways of looking at poverty produce different diagnoses, having a low incidence of income poverty does not mean, exactly, having a low incidence of human poverty, and vice versa. Human poverty is more homogeneous than income poverty. Also a high reduction in P0, that is, an increase of income of the population, was not reflected in a reduction in the same proportion in the MHPI-NR, which measures the quality of life of the population.2010 with the construction of a multidimensional index, the Municipal Human Poverty Index of the Northern Region (MHPI-NR / O objetivo deste trabalho ? analisar a pobreza na Regi?o Norte do Brasil em 2000 e 2010 a partir da constru??o de um ?ndice multidimensional, o ?ndice de Pobreza Humana Municipal da Regi?o Norte (IPHM-RN). Tal exerc?cio ? importante para compreender a pobreza na RN, principalmente pelo fato da regi?o ser marcada por peculiaridades que a diferencia das demais regi?es do Brasil e tamb?m por ser considerada pelo IFDM como a regi?o mais atrasada do pa?s. Al?m disso, SEN (2000) afirma que a pobreza n?o pode ser mensurada atrav?s de um ?nico fator, ela ? um fen?meno que possui diversas dimens?es. O IPHM-RN ? baseado no IPH publicado em 1997 pelo PNUD. Tamb?m foi mensurada a pobreza por um ?ndice unidimensional (P0), que analisa apenas a renda das pessoas, para fazer uma compara??o entre os dois ?ndices e verificar as diferen?as entre eles. Os resultados mostram que formas diferentes de olhar a pobreza produzem diagn?sticos diferentes, possuir uma baixa incid?ncia de pobreza monet?ria n?o significa, exatamente, possuir uma baixa incid?ncia de pobreza humana, e vice-versa. A pobreza humana ? mais homog?nea que a pobreza monet?ria. Tamb?m uma alta redu??o no P0, ou seja, um aumento de renda da popula??o, n?o se refletiu em uma redu??o na mesma propor??o no IPHM-RN, que mensura a qualidade de vida da popula??o.

Border region in Brazil, and its division into the north, central and southern arcs was explained. Public expenditures were segregated by their functional classification and the proportion of expenditures in relation to total expenditures in the Public Security and National Defense, Education, Health and Transportation functions was used in the study, seeking the relation of each function in the economic growth of the states of Border region. In the present study it was verified that the expenses in the functional classification of transport have positive relation and with statistical significance in the economic growth of the border region and the expenses with health have significant, but negative relation with the growth in the period under analysis. There was a non-linear relationship between the economic growth of the border region and the functions of Security and Defense, Transport and Health, with a maximum proportion of security and defense expenditures being 6.79% , 14.78% for transportation expenses, for expenses in health functional classification, there was an opposite effect, since it has a negative effect on economic growth until the percentage of 21.39%, however from this percentage Expenditure has a positive effect. / No presente trabalho realizou-se um estudo emp??rico da composi????o dos gastos p??blicos e sua rela????o com o crescimento econ??mico nos 11 (onze) Estados brasileiros que integram a faixa de fronteira no Brasil, no per??odo de 1995 a 2010. Caracterizou-se a faixa de fronteira do Brasil e explicou-se a sua divis??o nos arcos norte, central e sul. Os gastos p??blicos foram segregados pela sua classifica????o funcional e utilizados no estudo a propor????o das despesas em rela????o aos gastos totais nas fun????es Seguran??a P??blica e Defesa Nacional, Educa????o, Sa??de e Transporte, buscando-se a rela????o de cada fun????o no crescimento econ??mico dos estados da regi??o de fronteira. No presente trabalho verificou-se que os gastos na classifica????o funcional transporte apresentam rela????o positiva e com signific??ncia estat??stica no crescimento econ??mico da faixa de fronteira e os gastos com sa??de possuem signific??ncia, por??m rela????o negativa com o crescimento no per??odo em an??lise. Verificou-se a exist??ncia de uma rela????o n??o linear entre o crescimento econ??mico da regi??o de fronteira e as fun????es Seguran??a e Defesa, Transporte e Sa??de, sendo de 6,79% a propor????o m??xima dos gastos com seguran??a e defesa para que os mesmos sejam produtivos, de 14,78% para as despesas com transporte, para as despesas na classifica????o funcional sa??de, verificou-se um efeito contr??rio, pois possui um efeito negativo sobre o crescimento econ??mico at?? o percentual de 21,39%, por??m a partir deste percentual as despesa possuem um efeito positivo.

<p>Syfte: Som blivande fastighetsekonomer ville vi finna mer kunskap om ämnet outsourcing och om hur fastighetsföretagen tänker och agerar kring detta.</p><p>Outsourcing känns för oss verklighetsförankrat och inspirerande, och vi hoppas vår studie ska bidra med förståelse för vad som styr valet av outsourcing samt ge en inblick i hur dess framtid kan komma att se ut.</p><p>Metod: För att få en användbar teori i denna uppsats har vi undersökt litteratur om outsourcing och fastighetsförvaltning. Vår studie sträcker sig över Gävleborg och Dalarna. Vi har skickat ut en enkät om trenden för outsourcing till 85 företag och fått svar av 52. Utifrån dessa enkäter har vi sedan valt ut ett antal företag som använder sig av outsourcing och sedan intervjuat dem mer ingående.</p><p>Resultat & slutsats:</p><p>Outsourcing är vanligt förekommande bland fastighetsföretagen i Gävleborg och Dalarna. 89 % av de svarande företagen använder sig av outsourcing i någon form. Kostnadsminskning, ökad flexibilitet samt fokusering på kärnverksamheten är viktiga motiv. En faktor som påverkar valet av outsourcing är att företagen vill undvika för stora och kostsamma organisationer.</p><p>Förslag till fortsatt forskning:</p><p>Vi tror att fortsatt forskning, utifrån denna studie, skulle kunna ta upp fastighetsföretagens kunder och hur de ser på outsourcing och hur det påverkar deras upplevelse av företaget i fråga. Vår studie kan också användas som jämförelsepunkt för att studera trenden för outsourcing och dess eventuella upp- eller nedgång i framtiden.</p><p>Uppsatsens bidrag:</p><p>Vi hoppas att vår studie ska bidra med kunskap om ämnet outsourcing och ge företagen i regionen en förståelse för hur andra företag ser på ämnet och hur de tror att framtiden kommer att utvecklas. Our study stretches over the area of Gävleborg and Dalarna. We have sent out a questionnaire about the trend for outsourcing to 85 companies and got replies of 52. On the basis of these questionnaires, we have chosen a number of companies that use outsourcing and interviewed them in more detail.</p><p>Result & Conclusions:</p><p>Outsourcing is commonly occurring among real estate companies in Gävleborg and Dalarna. 89% of the replying companies use outsourcing in some way. Cost reduction, increased flexibility and focus on the core activity are important reasons. A factor that influences the choice of outsourcing is that the companies want to avoid big and expensive organizations.</p><p>Suggestions for future research:</p><p>We believe that continued research, on the basis of this study, could include the customers of the real estate companies and their perspective on outsourcing and how outsourcing influences their experience of the company in question. This study aims to verify the impact of the Minha Casa, Minha Vida Program within the reality of the Metropolitan Region of Natal (RMNatal), in order to verify the real effect of this public policy at the national level, on the social mobility of its beneficiaries. To this end, the work proposes to analyze the nature, Minha Casa, Minha Vida, located in the RMNatal, in the city of Cear?-Mirim, in order to verify if the housing program has had ascending or descending effects, with respect to the theme of social mobility. It is important to emphasize that the present work will evaluate the experience of a group of individuals inserted in the program and try to establish, then, a parallel with the existing literature about the program, with the objective of comparing perspectives and then produce an unbiased analysis about this object of study. The work will bring a sociological approach on social mobility, highlighting the cases that are experiencing experiences of descent or descent in relation to the change of social stratification, among the beneficiaries of the program.

This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Cons?rcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Cons?rcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas / Com a descentraliza??o ocorrida no Brasil ap?s a Constitui??o de 1988, os munic?pios se elevaram ao patamar de entes federados. Caracterizados como a organiza??o entre entes federados que visem ? solu??o implementa??o de pol?ticas p?blicas que sozinhos eles n?o conseguiriam, ou despenderiam grandes recursos para tal. Essa realidade dos munic?pios tem um agravante quando se observa a situa??o nas Regi?es Metropolitanas (RMs). Isso porque as RMs possuem um hist?rico processo de forma??o que n?o incentiva a coopera??o, j? que foram criadas de cima para baixo durante o regime militar. Al?m disso, os munic?pios metropolitanos t?m significativas assimetrias de poder, vis?o localista, rigidez de receitas vinculadas, diferentes cen?rios de conurba??o, dificuldade de padroniza??o dos conceitos, dentre outros que contribuem para a vis?o de baixa coopera??o dessas ?reas metropolitanas. Assim, a problem?tica desse trabalho est? na presen?a de arranjos colaborativos, como os Cons?rcios P?blicos, em Regi?es Metropolitanas, que s?o vistas como ?reas de baixa coopera??o. Para elucidar essa pesquisa, utilizou-se para an?lises os casos do CONDIAM/PB e Cons?rcio Grande Recife/PE, por serem aparentemente antag?nicos, mas com alguns pontos de semelhan?a. Os casos t?m como fundamenta??o a Teoria dos Recursos Comuns, que estabelece a possibilidade de a??o coletiva atrav?s da iniciativa dos indiv?duos. Essa teoria tem como metodologia de an?lise o quadro IAD Framework, que prop?e sua an?lise a partir de tr?s eixos: vari?veis externas, arena de a??o e resultados alcan?ados. A natureza do m?todo dessa pesquisa foi classificada como explorat?ria e descritiva. Para a etapa de an?lise dos dados, utilizou-se o m?todo de an?lise documental e de conte?do, al?m da separa??o dos casos de acordo com suas especificidades. Ao fim da pesquisa, observou-se que o CONDIAM/PB foi uma estrat?gia do Governo Municipal de Jo?o Pessoa para atrair recursos junto ao Governo Federal com o prop?sito de construir um aterro sanit?rio, e com o passar dos anos a ideologia de coopera??o foi deixada de lado, prevalecendo a vis?o localista dos munic?pios. No caso do Cons?rcio Grande Recife/PE, os membros atuam com certo grau de coopera??o, sobretudo pelo aspecto colaborativo da regi?o, entretanto, ainda prevalece com maior for?a o poder do Estado de Pernambuco nas decis?es e nos caminhos do cons?rcio. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term / As regi?es metropolitanas do Nordeste est?o gradualmente sendo inseridas em um cen?rio de investimentos internacionais, motivados pela reestrutura??o dos setores tur?stico e imobili?rio. O novo capital, agentes imobili?rios e configura??es espaciais resultantes deste processo indicam a necess?ria constru??o e implementa??o de instrumentos p?blicos que permitam minorar, pelo menos, os impactos urbanos e perdas ambientais decorrentes desse cen?rio. As methodological options, an exploratory data analysis was performed, followed by multivariate statistical techniques, such as weighted multiple regression analysis, cluster analysis and exploratory analysis of spatial data. The results pointed out to low rates of formal job for the active age population as well as low indexes of social inclusion in the Northeast region of Brazil. A strong association of the formal job with the indicators of social inclusion under investigation, was evidenced (schooling, inequality, poverty, youth and income form government transfers), as well as a strong association of the formal job with the new index of social inclusion (IIS), modified from the IES. At the Federative Units, in which better levels of formal job had been found, good indexes of social inclusion are also observed. Highlights for the state of the Rio Grande do Norte, with the best conditions of life, and for the states of the Maranh?o and Piau?, with the worst conditions. The situation of the Northeast region, facing the indicators under study, is very precarious, claiming for the necessity of emphasizing programs and governmental actions, specially directed to the raise of formal job levels of the region, reflecting, thus, in improvements on the income inequality, as well as in the social inclusion of the population of Northeastern natives. / O trabalho visa estudar a problem?tica do emprego formal na regi?o Nordeste brasileira e seus efeitos na inclus?o social, tomando por base a an?lise de vari?veis retiradas do Atlas de Exclus?o Social, que tem por base o censo 2000, empregando o munic?pio como unidade de an?lise. Como op??es metodol?gicas, apresentou-se, inicialmente, uma an?lise explorat?ria dos dados, seguida da utiliza??o de t?cnicas estat?sticas multivariadas, tais como, an?lise de regress?o linear m?ltipla ponderada, an?lise de cluster e an?lise explorat?ria espacial. Os resultados apontam para baixas taxas de emprego formal na Popula??o em Idade Ativa, bem como baixos ?ndices de inclus?o social na regi?o Nordeste brasileira. Constatou-se uma forte associa??o do emprego formal com os indicadores de inclus?o social investigados (escolaridade, desigualdade, pobreza, juventude e renda de transfer?ncia governamental). Nas Unidades Federativas, onde h? melhores n?veis de emprego formal, tamb?m foram observados bons ?ndices de inclus?o social, havendo destaque para o estado do Rio Grande do Norte com melhores condi??es de vida e para o estado do Maranh?o e Piau? com piores condi??es. The first cities arose when the evolution of agriculture allowed the production and storage of surpluses. However, with industrialization was that urbanization becomes intense, according to Singer (1987), the industrial revolution was to stage, from the beginning, the urban area. It requires, in its proximity, the presence of a large number of workers. With respect to the Cariri cearense, the occupation of its territory is associated with the movement of agricultural surpluses produced and reproduced under the hegemony of merchant capital and due to the development of extensive cattle that promoted the territorial occupation of Cear?. From the 1960s, the region has undergone changes in its productive structure due to industrial planning policies of the government of Cear?. However it was in the 1990s that the region itself as economic and urban polo because policies to attract investments from the state government of Cear?. This policy led to boosting trade and services marking the predominance of tertiary activities in the region, especially the retail, wholesale , medical services and education. Investments also consolidated the industrial park area making it diverse, especially the footwear industries, mining, non-metallic minerals, transport equipment, pharmaceutical chemical, food and beverages, rubber and leather and construction. Thus, the aim of this study was to review the region of Cariri cearense occupation of its territory institutionalizing its metropolitan region, to understand what factors influenced the Cariri cearense become an important area in urban and economic terms in the interior of Cear?. In order to develop this research in that refers to the methodological perspective, research is guided by bibliographic studies and also makes use of secondary data analysis (population, GDP, urbanization rate, employment) of the main databases the country, as IBGE, IPEADATA and RAIS - MTE / A urbaniza??o no seu sentindo mais simples, o de aglomera??o de pessoas, ocorreu desde o momento em que as atividades produtivas passaram a basear-se nas trocas comerciais. As primeiras cidades surgiram quando a evolu??o da agricultura permitiu a produ??o e estocagem de excedentes. Por?m, foi com a industrializa??o que a urbaniza??o se torna intensa. De acordo com Singer (1987), a revolu??o industrial teve por palco, desde o inicio, a ?rea urbana. Ela exige, em sua proximidade, a presen?a de um grande n?mero de trabalhadores. No que concerne ao Cariri cearense, a ocupa??o do seu territ?rio est? associada ? circula??o dos excedentes agr?colas produzidos e reproduzidos sob a hegemonia do capital mercantil e em decorr?ncia do desenvolvimento da pecu?ria extensiva que promoveu a ocupa??o territorial do Cear?. A partir da d?cada de 1960, a regi?o passou por mudan?as na sua estrutura produtiva devido ?s pol?ticas de planejamento industrial do governo do Cear?. Especificamente, busca-se identificar poss?vel mudan?a nesta trajet?ria tendo como base os principais produtos exportados, inclusive segundo o fator agregado, bem como os principais destinos dos mesmos. Para tanto, os procedimentos adotados perpassam: (a) uma revis?o bibliogr?fica, utilizando estudos que contribuem tanto para a compreens?o sobre o processo de internacionaliza??o da produ??o, bem como da economia brasileira, com vista a apreender as mudan?as pelas quais passou o pa?s neste per?odo e como vem sendo constru?do o processo de inser??o comercial da Regi?o Nordeste; e, (b) pelo levantamento, sistematiza??o e an?lise de dados referentes ?s balan?as comerciais do Brasil, Regi?o Nordeste e estados nordestinos, em particular, disponibilizados pelo Minist?rio de Desenvolvimento, Ind?stria e Com?rcio Exterior, por meio da Secretaria de Com?rcio Exterior ? MDIC/SECEX, com o intuito de verificar a participa??o da Regi?o Nordeste nas exporta??es brasileiras bem como observar se houve alguma mudan?a na estrutura da balan?a comercial dos estados nordestinos nos per?odos selecionados, bem como do Instituto Brasileiro de Geografia e Estat?stica (IBGE) para a caracteriza??o dos estados nordestinos. A an?lise dos dados aponta que devido a grande heterogeneidade dos estados nordestinos verifica-se que cada estado apresenta especificidades distintas em rela??o aos bens exportados, e que de uma forma geral a composi??o da pauta de exporta??o dos estados nordestinos demonstra uma relativa perman?ncia de bens com baixo valor agregado, a exemplo das commodities agr?colas e industriais. Ademais, os principais destinos dos produtos s?o os pa?ses desenvolvidos. Em suma, a compreens?o da internacionaliza??o comercial da produ??o da regi?o nordeste ? fundamental para a orienta??o para o desenho de instrumentos e/ou pol?ticas que visem o desenvolvimento da regi?o. / The study deals with the trajectory of commercial insertion of the Northeast Region on the international market, from the export schedule of the Northeast states, considering three distinct periods, namely, the first mandate of each governments of Fernando Henrique Cardoso (1995-1998), Luiz In?cio Lula da Silva (2003-2006) and Dilma Rousseff (2011-2014). Specifically aims to identify possible changes on this trajectory based on the main products exported, including regarding the aggregated factor, as well the main destiny of the same. To such, the adopted procedures are of as follows: (a) a bibliographic review, using studies that contribute to the understanding of both the process of internalization of production, and of Brazilian economy, seeing to consider the changes that the country suffered over these periods and how the commercial insertion of the Northeast Region has been constructed; and (b) from the gathering, systematization and analysis of the data related to the commercial balances of Brazil, the Northeast Region and the Northeast states, in particular, gathered from the Ministry of Development, Industry and Exterior Trade ? MDIC/SECEX, aiming to verify the participation of the Northeast Region in Brazilian?s exportations and to observe if there has been a change on the structure of the commercial balance on the Northeast states during the selected periods, as well the Brazilian Institute of Geography and Statistic (IBGE) to characterize the Northeast states. The data analysis points that due the heterogeneity of the Northeast states it is verified that each state presents distinct specificities related to the exported goods, and that generally the composition of the exportation schedule of the Northeast states shows a relative permanence of goods of low aggregated value, as example agricultural and industrial commodities. Moreover, the main destiny of the products are the developed countries. To summary, the understanding of the commercial internationalization of production of the Northeast Region is fundamental to the orientation to create instruments and/or politics that aims for the region?s development.
