WTO, GMO and the precautionary principle : the conflict between trade liberalisation and environmental protection

This study examines the possible incompatibility between environmental conventions and agreements promoting international trade. More specifically, it aims at discussing the Precautionary Principle and the WTO agreements on trade and how they might contradict each other on the international arena. The study focuses on the international trade with genetically modified organisms and discusses probable needs of reformulating the principles and/or conventions concerned if these are to function as tools of equal importance when handling environmental problems through policy making. The controversy is illustrated through a case-study of a trade dispute where the conflicting principles: the Precautionary Principle and WTO agreements on trade are involved, namely a dispute where a formal complaint to the WTO by the US, Canada and Argentina about the European Community supposedly applying a de facto moratorium on genetically modified organisms had the final outcome of the European Community being found to contravene international trade rules. The study concludes that actors on the international arena are still opinions apart concerning the way to perceive possible risks connected to biotechnology and genetically modified organisms. This incongruence is also found to apply to the status of the Precautionary Principle as a rule of international law as well as to which of the conventions that were applicable to the concerned dispute.

In dieser Dissertation wird die Hedgefonds-Industrie erstmals aus einer umfassenden Governanceperspektive betrachtet. Das Anreizgeflecht zwischen Hedgefonds und ihren wichtigsten Stakeholdern wird analysiert, um darzustellen, welche Interessenskonflikte zwischen Hedgefonds und ihren Stakeholdern, aber auch innerhalb der Stakeholdern-Society der Industrie existieren. Einige dieser Konflikte können das operative Risiko und somit die Kreditrisiken einzelner Fonds erhöhen und strahlen durch die verbreitete Intransparenz und die zunehmenden Ansteckungsgefahren innerhalb der Hedgefonds-Industrie auf weite Teile der Industrie ab. Diese Arbeit ergänzt die wissenschaftliche Literatur, indem erstmals die grundlegenden Interessenskonflikte der Hedgefonds-Industrie gegenüber ihren wichtigsten Stakeholdern (Investoren, Gläubigern & Gesellschaft) identifiziert, umfassend dargestellt und Lösungsansätze diskutiert werden. Zur Identifizierung und Analyse dieser grundlegenden Anreizprobleme und der daraus resultierenden Interessenskonflikte wird sich eines Datensatzes bedient, der bisher noch keine Behandlung in der wissenschaftlichen Literatur über Hedgefonds gefunden hat: Den Hedgefonds-Anklagen der U.S. Securities and Exchange Commission (SEC) zwischen den Jahren 2000 und 2011. Der Blick aus der Stakeholderperspektive ermöglicht es, die Anreize, denen ein Fondsmanager oder verschiedene Stakeholder ausgesetzt sein können, besser zu verstehen, zentrale Anreizprobleme der Industrie zu identifizieren und potenzielle Lösungsansätze vor dem Hintergrund der Governancetheorie zu diskutieren. Zudem wird der Zusammenhang zwischen den Governanceproblemen und den systemischen Risiken der Hedgefonds-Industrie hergestellt. Es wird gezeigt, dass verbesserte Governancestrukturen, die transparenzerhöhend und anreizangleichend wirken, nicht ausschließlich Investoren und Gläubigern, sondern auch der Gesellschaft als zentraler Stakeholder der Industrie einen Mehrwert bringen können. Denn die Governanceprobleme, die noch immer Teile der Hedgefonds-Industrie prägen, wie immer neue und größere Betrugsskandale andeuten, zeigen auch, dass sie aus einer Governance- beziehungsweise operativen Perspektive für ihre wachsende Rolle im Finanzsystem noch nicht gerüstet zu sein scheint. Diese operativen Risiken können die Kreditrisiken vieler Fonds erhöhen und negative Auswirkungen auf systemrelevante Gläubiger haben, die im Brokerage/Depotgeschäft den Risiken einer Vielzahl von Hedgefonds ausgesetzt sein können. Im Lauf der vergangenen Dekade hat zusätzlich noch die Vernetzung innerhalb der Hedgefonds-Industrie und mit systemrelevanten Institutionen zugenommen. Daher sind nicht mehr nur die Kreditrisiken großer Fonds, sondern durch potenzielle Ansteckungsgefahren innerhalb der Industrie werden auch die Kreditrisiken kleinerer Fonds relevant, wenn diese korreliert ausfallen. So können Governanceprobleme in der Hedgefonds-Industrie durch die Erhöhung des operativen und des Kreditrisikos die systemischen Risiken der Industrie beeinflussen. Daher können durch geeignete Governancemechanismen den einzelnen Stakeholdern, der Wissenschaft sowie der Politik grundlegende Informationen und Steuerungsinstrumente zugänglich gemacht werden, die die Mess- und Steuerbarkeit von operativen Risiken erhöhen, potenzieller Überregulierung besser vorbeugen und Kredit- und systemische Risiken abschwächen.

Ungdomars medvetenhet om säkerhetsrisker med bankverktyg / Youths’ awareness of security risks in bank tools

According to Nosti (2012) banks target youths to find new customers by giving them special offers such as debit cards from a relatively early age. However, Moschis and Churchill (1979) point out that age can affect the level of knowledge in the consumer. Therefore, this essay focuses on youths as consumers. Specifically, youths’ awareness of security risks in using bank tools such as debit cards or internet banks was studied. The study was conducted by using four methods: a survey, a focus group, interviews with representatives from four banks on Gotland and a study of banks’ webpages. The participants of the survey and focus group where 16-19 years of age. According to Proença, Silva and Fernandes (2010), relationship marketing, or customer relationship management, is a strategy practiced by banks in which they sometimes use technology as a tool. However, a lack of awareness and knowledge among the customers can lead to misuse of the tools. Among other things, according to Harr (2012) it can lead to financial loss. The results that emerged from the study in this essay show that youths seem to have awareness within some areas, but further knowledge may be required in others, for example, in internet security. In addition, the results indicate that youths in some cases behave as if they do not believe anything harmful might happen to them, even though they are aware of the risks. Possible contributing factors to their actions may be group pressure, family influence and/or lack of knowledge.

IMPLICATIONS OF CLOUD COMPUTING IN IT ORGANIZATIONS

Information technology (IT) in the recent decades has showcased immense evolution. This evolution has impacted not only the technological sector of the society but also the socio-political and economic sectors. One such archetype that has gained popular momentum in the recent years is cloud computing. Still in its developmental stages, cloud computing is the latest offspring of computing services and has invariably challenged the traditional aspects of computing services across the IT Organizations in the world. Thus, adopted by a number of developed as well as developing countries, cloud computing has played a crucial role in decreasing the overall cost pertinent to hardware, software and other services in organizations. However, issues such as data security and confidentiality, data availability, legal issues and unintelligent Service Level Agreements (SLAs) have questioned the reliability and credibility of cloud computing. This has resulted in lack of potential investments from major companies. The main aim of this research is to provide concrete reasons for the actively implementing cloud computing in IT Organizations. Qualitative approach and exploratory design are extensively used for data collection and analysis. Primary data is collected based on the views and opinions of IT experts and secondary data is collected from literary sources which invariably supports the primary data and maintains the credibility of the research.

The purpose of this thesis is to examine the hazard identification, risk assessment and related determining controls aspects of occupational health and safety topic, within the framework of a safety management system, for the construction industry. To achieve this purpose, a literature survey is carried out with specific emphasis on the standards, guidelines, codes of practices and other documents published by authorized institutions and national legislation related with the subject. The Marmaray Project, which is considered as one of the major transportation infrastructure projects in Turkey, is chosen as the case study area. In the Marmaray Project, the case study is carried out at &Uuml / sk&uuml / dar Underground Station Construction Site as an example for the cut and coverunderground station construction and at Yedikule Tunnel Construction Site for the tunnel construction and achieved results are assessed within the context of this thesis.

Cloud Computing : Security Risks, SLA, and Trust

<p>With Cloud Computing becoming a popular term on the Information Technology (IT) market, security and accountability has become important issues to highlight. In our research we review these concepts by focusing on security risks with Cloud Computing and the associated services; Software, Platform and Infrastructure (SPI) and connecting them with a social study of trust.</p><p>The method that was conducted during our research was reviewing secondary literature, interviewing different experts regarding Cloud Computing and relating standards already established by ENISA, NIST, and CSA to the interviews.</p><p>The result of this study shows connections between the specific SPIs, both how they compare, but also how they differ. In the end we were also able to rank the top security risks from interviews with experts and see which SPI could be the most insecure one and  what countermeasures could be applied.</p><p>This was further related to trust and Service Level Agreement (SLA) in Cloud Computing to show how the security risks we discuss are related to these two specific areas. By highlighting this we wanted to present useable information for both clients and providers in how to create a better Cloud Computing environment.</p>

<p>Internet har gett konsumenten en ökad marknadsöverblick, detta har gjort det möjligt för konsumenten att tidseffektivt jämföra varor och priser. Detta innebär att dagens konsument är betydligt mer välinformerad. Medvetenheten om en stor och komplex marknad innebär ett högt engagemang och upplevda risker med köpet som följd. Det höga engagemanget innebär att man som konsument bland annat söker information för att reducera sina upplevda risker.</p><p>Syftet med denna uppsats är att minska luckan i teorin om konsumenters riskreducerande informationsbeteende då de genomgår köpprocessen i ett högengagemangsköp. Ett annat syfte blir att se vilka faktorer kring informationssökning som är viktiga i ett högengagemangsköp på en högteknologisk marknad 2006. Frågeställningarna rör hur informationskällorna används idag, vilka källor som har störst utvecklingspotential och hur denna utveckling borde se ut.</p><p>Datainsamlingen har skett genom åtta stycken djupintervjuer med studenter från olika fackhögskolor inom Högskolan i Jönköping. Studenternas köp av bärbar dator de senaste sex månaderna har fungerat som underlag för samtalet.</p><p>Resultatet av studien visar att de ekonomiska och funktionella riskerna upplevts vara mycket omfattande för våra respondenter. Priset och krav på en viss funktionalitet har varit klart tidigt i köpprocessen, funktionalitetskravet har under köpets gång översatts från behovsbeskrivningar till teknisk specifikation. Översättningen har mestadels inneburit omfattande informationssökning på Internet, vilket i många fall inneburit att respondenten engagerat personliga källor för värdering av informationen. De ekonomiska och funktionella riskerna har varit aktuella växelvis under köpprocessens olika faser.</p><p>Många upplevelser kring informationssökningen präglas av ineffektivitet. Det icke kommersiella intryck information från jämförelsesajter på nätet och personliga källor ger ser vi ha en stor potential att kunna utvecklas. Detta genom att både i butik och på Internet aktivt arbeta med konsumenternas referenspunkter. Lösningsorienterad information med fokus på att bygga relationer och förtroende har enligt studiens resultat utvecklingsmöjligheter både på Internet och bland säljare.</p> / <p>Today Internet has given consumers a greater possibility to have a more complete view over the range of products on a market. This has made it possible to in a time effective way compare products and prices. A greater amount of perceived risks when purchasing a high involvement product is one result of the consumers awareness of a large and complex market. To reduce the risks, that high involvement purchase in hazes, the consumer is in a greater need of information</p><p>The purpose with this essay is to reduce the gap in the theory about consumers risk reducing information behaviour when following the buyer’s decision process in a high involvement purchase.</p><p>Another purpose is to identify which factors that is important when seeking information during a high involvement purchase. The ambition with this study is to explain how different information channels are used today, which channels that has the best potentials and how the development of these should be done.</p><p>Interviews with eight different students from Jönköping University underlie the result of this study. During the six latest months these students have purchased a laptop, this purchase has been the starting-point for the interviews.</p><p>The result shows that the economical and functional risks are those that have been most frequent perceived among our respondents. Requirements concerning price and functionality where also those things that the respondents early in the buyer’s decision process hade a clear opinion about. Functional requirements was in the beginning spoken out as to solve certain needs. These needs have been translated to technical specifications during the process. This translation has been signified with a lot of time spent on seeking information on the Internet. It has also engaged personal contacts with friends etc for valuation of information.</p><p>Many experiences of information seeking shows on inefficiency. The non-commercial impression that personal contacts and Internet pages, with product comparison, has given is something that we mean should be taken to account in a larger scale. This could be done by actively working with the consumer’s frame of references to the product. Information that is solution orientated, on Internet and from sellers, and which has the ambition to build long term relations has from this reports result shown to have great possibilities for development.</p>

Mexico’s national security framework in the context of an interdependent world : a comparative architecture approach

In a more complex and interdependent world, nations face new challenges that threaten their national security. National security should not be understood exclusively in the way of military threats by adversarial states but in a broader way: how old and new sectoral threats affect not only a state and its institutions but a nation as a whole, physically and economically. This dissertation looks into how the nature of security threats and risks has evolved in recent years. This dissertation then explores how different nations have decided to publish national security strategy documents and analyzes the way in which they include this broadened understanding of security: it finds that there is evidence of international policy diffusion related to the publication of such security strategies and that nations are evolving towards a broader understanding of security that includes models like whole-of-government, and whole-of-society. In the second half, this dissertation analyzes the route through which Mexico has reformed its national security framework since the year 2000 through a policy streams approach. After looking at the path that led to the creation of Mexico’s modern national security institutions, it analyzes the way in which Mexico national interests can be determined and how these interests inform the way in which Mexico understands national security threats and risks in the 21st Century. / text

När sitt bästa inte är bra nog : En essä om att stå mellan kollegor och chef på förskolan

Syftet med den här essän är att synliggöra svårigheter i förskolans värld. I förskolan är man omgiven av människor med olika bakgrunder, kunskaper och erfarenheter. Jag som pedagog, ska kunna förhålla mig professionellt till medarbetare, föräldrar och ledning. Men när man uppfattar brister i barnsäkerheten uppstår flera svårigheter. I essän undersöker jag en fråga utifrån två arbetsroller. Dels mot min kollega och dels mot min chef. Hur ska jag som kollega förhålla mig till min medarbetares förmåga att ta ansvar och beslut som kan vara en fara för barnen, utan att kränka henne? Min chef och jag delar inte samma åsikt om vad lösningen på problemet är. Hur ska jag som anställd förhålla mig till att min chef inte tar det beslut som jag uppfattar som ”rätt” beslut, utan att kritisera henne som ledare? Berättelsen utgår från en barngrupp och två pedagoger som gör en utflykt till en närliggande park. Vid avfärd och vid hemgång uppmärksammar jag flera säkerhetsbrister i en kollegas handlingar. När detta vid ett senare tillfälle påpekas för ledningen så tas det inte på det sätt som jag hade förväntat mig. Detta skapar massor av tvivel hos mig. Jag tvivlar på mig själv och mitt sätt att ifrågasätta. Jag tvivlar på min kollega och hennes sätt att ansvara för barngruppen. Samt att jag tvivlar på min chefs förmåga att leda arbetslaget. Med utgångspunkt i min berättelse har jag undersökt hur olika ledarskap kan se ut hos en förskollärare och hos en förskolechef, samt kritiskt reflektera över min egen roll och mina erfarenheter.
