This thesis focuses on the plans of the Regional National Committee in České Budějovice regarding planning for agriculture in the South Bohemian Region between the years 1949 and 1958. It was the collection named Krajský národní výbor České Budějovice 1949 - 1958, stored in the State Regional Archive in Třeboň, which set the title and time frame for the presented thesis. The circumstances that led to violent collectivization and to establishing of collective farms after the communist takeover in 1949 are no less important. This is why the thesis covers also some events of the Second World War and after it. Violent collectivization fundamentally affected the existing way of farming, caused enormous material damage, destroyed the relationship between farmers and soil that had been built for centuries, eliminated peasantry and fatally affected many human lives. The thesis is based not only on archival materials but also on academic literature concerning farming and political situation. The aim of the thesis is to outline the contemporary idea of planning for agriculture in this agricultural region held by regional representation, the vision for regional development and also to attempt to confront it with contemporary reality. The thesis is divided into five chapters. The most important one is the last one which contains the plans and results of agriculture in South Bohemia during the examined period.

Da organização à frente única : a repercussão da ação política do Partido Comunista do Brasil no Movimento Operário Gaúcho (1927-1930)

Após alguns anos em situação precária, em 1927 o Partido Comunista do Brasil tem sua estrutura partidária organizada no Rio Grande do Sul. O cenário político mais geral do país de arrefecimento da repressão sobre as organizações da classe trabalhadora contribuiu de maneira decisiva para a estruturação comunista no estado. Entretanto, tal conjuntura durou apenas alguns meses e, no mesmo ano, a perseguição policial voltou a atingir os trabalhadores e suas associações, prejudicando novamente a atuação do Partido. Paralelamente à estruturação partidária, os comunistas no Rio Grande do Sul estavam envolvidos em um processo de divergências internas que, juntamente com o retorno à ilegalidade, impediam que o Partido Comunista do Brasil obtivesse um crescimento sólido no estado. Situação que começaria a mudar no início de 1929 quando, após a chegada de uma nova geração de militantes e a execução de um planejamento com vistas a obter maior atuação entre os sindicatos, conseguiu crescer de maneira expressiva. No entanto, esse avanço foi interrompido por uma onda de repressão policial instalada em 1930 alguns meses antes do movimento de outubro. Nesse sentido, o objetivo da dissertação é verificar a repercussão da ação política do Partido Comunista do Brasil no movimento operário e sindical gaúcho. / After some years living in precarious conditions, in 1927 Communist Party has its own framing organized in Rio Grande do Sul. The political scenery characterized by moderate repression on workers decisively contributed to communist structuring in the state. Meanwhile, such political context lasted only a few months and in the same year police has come back to persecute workers and their unions, affecting the party’s activities again. Together with party structuring, communists in Rio Grande do Sul were involved in a process of internal divergencies which, in addition to return to illegality, hindered Communist Party to successfully develop in the state. This situation began to change in early 1929 when, after the emergence of a new generation of militants and the planning to increase unions’s actions, the party succeeded in growing more significantly. However, this progress was interrupted by a wave of police repression in 1930, some months before October movement. In this sense, the purpose of this paper is to study the repercussions of political actions of Communist Party in Brazil in Southern workers and unions movements.

Nesse sentido, dedicaremos atenção ao homem histórico em contraste com o mito político erigido pelas biografias. No percurso dessa exposição, em que tomamos como cenário principal o estado da Bahia, pretendemos investigar a atuação estudantil e política de Carlos Marighella em seu estado natal. Afinal, as biografias atribuem grande notoriedade ao personagem desde a sua juventude, sendo que para os autores, o prestígio e a popularidade de Marighella conquistados nos anos de 1930, no estado, contribuíram para que ele se tornasse o primeiro deputado comunista eleito pela Bahia, no ano de 1945. Assim sendo, examinaremos a abertura política e o processo eleitoral daquele ano, buscando entender os motivos que permitiram a Carlos Marighella ter sido eleito, mesmo tendo ficado longe de seu estado natal por aproximadamente uma década. Cientes da impossibilidade de isolar o sujeito do seu próprio meio histórico e social, abordaremos, também, aspectos do contexto no qual Marighella estava inserido, além da estrutura do PCB, tendo em vista que a história do partido e a do dirigente, em grande medida, iluminam-se reciprocamente. / This work aims to analyze the trajectory of Carlos Marighella between the years of 1911 and 1945, focusing on the process of construction and/or ratification of a memory, sometimes mythologized from the biographical works produced about political leader and guerrilla from Bahia. In this sense, we will pay attention to historical man in contrast to the political myth erected by biographies. In the course of this discussion, in which we take as the main scenario the state of Bahia, we intend to investigate the student and political performance of Carlos Marighella in his home state. After all, the biographies attributed great importance to the character since his youth, for the authors, the prestige and popularity of Marighella conquered in the 1930s in the state contributed to his becoming the first communist deputy elected by Bahia, In the year 1945. In this sense, the political opening and electoral process of that year will be examined, trying to understand the reasons that allowed Carlos Marighella to have been elected, even though he stayed away from his home state for approximately a decade. Aware of the impossibility of isolating the subject from his own historical and social milieu, we will also address aspects of the context in which Marighella was inserted, as well as the structure of the PCB, given that the history of the party and that of the leader, to a great extent, illuminate each other.

Resume The dissertation thesis The Life and Times of Jozef Lenart deals with life and political influence of a Communist politician Jozef Lenart. The work begins with Lenart's childhood in the Slovak countryside and his maturing in the service of Bata concern where Lenart was trained. From depiction of Lenart participation in Slovak uprising author goes to the main topic of the thesis. It is almost 45 years political activity of Lenart in various party's and state functions. During such a long career Jozef Lenart became among others, the prime minister of the Czechoslovakian government and a member of the leading management of the Communist party. Author in direct contradiction to the concept of totalitarianism and widely shared ideas about a party leadership as a monolithic opinion power centres approached political influence of Jozef Lenart as a description of mutual interactions within the dictatorial regime. Author also defined Lenart's political attitudes and affiliation with interest and opinion groups and assessed how successfully Lenart managed to assert his views.

(in English): The aim of the thesis was to try to analyze the various generational experiences in the local space in their relation to the identity and mentality of persons born in different time periods. The work explores one particular village in southern Bohemia. The first chapters deal with the theoretical foundations of the work, the history of the village, the development in Czechoslovakia and the development in the South Bohemian countryside. The following chapters focus on childhood, education, agriculture and industry, changing into state socialism, trying to uncover the possible emerging different generational experiences.

The reintergration of South African political returnees / The reintegration of South African political returnees

This study examines the reintegration of South African political returnees into South African society from a sociological perspective after the unbanning of the African National Congress (ANC), South African Communist Party (SACP) and the Pan Africanist Congress (PAC) in 1990. It specifically looks at the role of liberation movements, government, the International Organization For Migration (10M), the United Nations High Commissioner For Refugees (UNHCR) and the South African Council of Churches (SACC) in the pre- and post- 1994 period. This study contends that for refugee reintegration to succeed, primary prerequisites include a relatively good and sustainable economy and, most significantly, positive governmental intervention. A central argument of the study is that the ANC-Ied government has played a significant role in the repatriation and long-term reintegration of political returnees. Of significance is the economic dimension of this process since it facilitates reintegration at the social level. The assessment of the role of the ANC-Ied government in the political returnee reintegration process is undertaken primarily through the Special Pension and Demobilization Acts of 1996 which constitute the focal point of analysis of this study. The findings of this research are that the International Organization For Migration, the United Nations High Commissioner For Refugees, the African National Congress, the Pan Africanist Congress, the South African Communist Party and the South African Council of Churches played a significant role in the repatriation and early reintegration of political returnees in South Africa in the pre-independence phase. In the post-independence period, the ANC led government played an important role in long-term reintegration through legislative means, namely, the Special Pension and Demobilization Acts of 1996. The recommendations of the study are that the United Nations High Commissioner for Refugees should continue conducting large scale political refugee repatriations because of its expertise in international repatriation, programmes and processes of this magnitude. More research on the long-term socio-economic implications of the refugee reintegration process needs to be conducted in view of the fact that this area of study has not been sufficiently problematized. Finally, from a policy perspective, there is a need for governments with returning refugee populations to be more proactive in addressing this problem through legislative measures. / Sociology / D. It is aimed to recover paths of the transgressing press in the State of Ceará, from the beginning of the 19th century. It is shown the relation between traditional and subversive written press. This study also approaches documents from interference perspectives and public places where they were sold in Fortaleza. From the main source of the research, it is intended to amplify the comprehension of the speech by the use of oral sources and documents during the years of 1946 and 1947. It is also evaluated the contribution of the written press during the election period and the importance of the evening newspaper in order to diffuse the communist ideas. / Este estudo compreende a análise do jornal comunista O Democrata, no período de 1946 e 1947, na cidade de Fortaleza-Ceará (Brasil). Procuro recuperar o trajeto da imprensa transgressora no Estado, a partir do final do Século XIX, e mostro a relação do impresso com a tradição da escrita subversiva. Neste trabalho, abordo o documento dentro da perspectiva das interferências e a circularidade do mesmo nos espaços públicos da cidade. A partir da fonte principal de pesquisa, tento ampliar a leitura da escrita fazendo uso das fontes orais e documentos relativos ao período da temática. Avalio, ainda, a participação do impresso nas eleições e mostro a importância do vespertino para difusão das práticas e idéias comunistas.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A presente dissertação investigou as concepções do Secretariado Sul-Americano (SSA), órgão da Internacional Comunista (IC), com sede na Argentina, e analisou relações entre este órgão e o Partido Comunista do Brasil (PCB). Esta pesquisa foi realizada através do estudo dos textos da revista La Correspondencia Sudamericana, a revista oficial do SSA, publicada entre 1926 e 1930. A partir deste estudo foram identificadas as concepções do SSA no que tange às atividades parlamentar, sindical, de propaganda e agitação revolucionárias, e em relação à tática da frente única proletária. Analisou-se a dominação exercida pelo SSA em relação ao PCB, assim como a reformulação e radicalização que perpassara este órgão entre 1928 e 1930. Investigou-se a crise do SSA que se ligara, diretamente, à crise do Partido Comunista da Argentina (1927) e à atuação do então editor da revista La Correspondencia Sudamericana e vereador de Buenos Aires, Fernando José Penelón. Analisou-se ainda as leituras realizadas pelos comunistas brasileiros acerca da realidade nacional, as questões que envolveram a aprovação da Lei Celerada, que pôs o PCB na ilegalidade em meados de 1927, a tentativa do partido de entabular uma aproximação com a pequena-burguesia radicalizada, a atuação eleitoral e parlamentar do BOC, e as superposições entre este organismo e o PCB. Investigou-se ainda o processo de assimilação por parte dos comunistas brasileiros da linha política radicalizada da IC, e a expectativa da IC e do PCB frente ao vislumbre da revolução democrático burguesa no Brasil no final dos anos 1920, a qual fornecera, internamente, uma lógica para a emergência do obreirismo no PCB. / This dissertation analyzes the views of the South American Secretariat (SSA), organ of the Communist International (IC), based in Argentina, and the relations between this agency and the Communist Party of Brazil (PCB). This research was conducted by studying the texts of the magazine La Correspondencia Sudamericana, the official magazine of the SSA, published between 1926 and 1930. From this study we identified the concepts of SSA with respect to parliamentary activities, trade unions, revolutionary propaganda and agitation, and in relation to the tactics of the proletarian united front. We analyzed the dominance exercised by the SSA in relation to the PCB, as well as the reformulation and radicalization that run through this agency between 1928 and 1930. The crisis of SSA in 1927 is to be linked directly to the crises do Communist Party of Argentina and the actions of the editor of La Correspondencia Sudamericana and councilman of Buenos Aires, Fernando José Penelón. It also analyzes readings taken by the Communists on the Brazilian national reality, the issues surrounding the passing of the scoundrel who put the PCB into lawlessness in mid-1927, the party attempting to engage in a rapprochement with the radicalized petty bourgeoisie, the electoral and parliamentary activity of the BOC, and the overlap between it and the PCB. It also investigates the process of assimilation by the Brazilian Communist radical political line of IC and the expectation of the IC and the PCB opposite the glimpse of the bourgeois democratic revolution in Brazil in late 1920, which provide, internally, the emergence of ?obreirismo? (?workerism?) in PCB.
