Barriers and drivers to the implementation of the "clean development mechanism" within the Nelson Mandela Bay Municipality: a case study

The global threat of climate change is one of the most crucial environmental issues facing the world in modern times. In response to this threat, international governments have drafted the Kyoto Protocol which included the Clean Development Mechanism (CDM). The CDM is a scheme which invited developing countries, like South Africa, to become involved in climate change mitigation projects. While South Africa has been identified as an attractive host country for CDM projects, research has revealed that it lags behind other developing countries in this regard. This study provides a theoretical background to the CDM and grounds the subject within the field of Environmental Economics. Following a literature review of factors that could influence the involvement of a municipality in CDM projects, this thesis undertook a case study of the barriers and drivers to CDM implementation within the Nelson Mandela Bay Municipality (NMBM). Use was made of semi-structured interviews, where a questionnaire was used to guide the researcher’s interview process. Five NMBM officers, who were likely to have been involved with CDM project implementation, were interviewed. Data collected was analyzed using a coding technique and was compared and contrasted to the literature in a process of explanation building. It was possible to elicit 14 factors that acted as CDM-barriers; seven that acted as CDM-drivers; and 10 that were required to change within the NMBM to encourage greater CDM involvement. Of the barriers, lack of awareness, poor political will and lack of funding emerged as the most inhibiting. Of the CDM-drivers, the potential financial benefits; ownership of infrastructure capable of producing carbon assets; and technology transfer emerged as the factors most likely to promote CDM involvement. With regards the factors that require change, it emerged that a positive response would result from a proactive stance by National Government on the CDM; the use of Public-Private-Partnerships to facilitate CDM projects; and improved communication and capacity building within the NMBM and the Nelson Mandela Bay business community. The main recommendation offered to the NMBM was for it to draft a Sustainable Development Policy as well as a formal sustainable development strategy to drive a coherent and consolidated approach to the Municipality’s involvement with CDM projects. Further, it was proposed that the NMBM should, lobby National Government for it to promulgate enabling legislation and a framework which would encourage CDM investment in South Africa; and engage with local business to promote the active involvement of the Nelson Mandela Bay with the implementation of CDM projects. Poucos são os estudos que quantificaram as emissões de N2O diretamente em estações de tratamento de esgoto (ETEs) e a literatura apresenta uma grande variação nos fatores de emissão (FEs) obtidos por eles. As Diretrizes de 2006 do IPCC para Inventários de Gases do Efeito Estufa sugerem o FE de 3,2 (2-8) g N2O pessoa-1 ano-1 para estimativas das emissões de N2O em ETEs, que corresponde a 0,035% do nitrogênio total (NT) emitido como N2O. As emissões de N2O em processo de tratamento de lodos ativados foram determinadas no período de janeiro a julho de 2010 em uma ETE municipal no Estado do Rio de Janeiro que trata aproximadamente 14,7 mil m3 dia-1 com média remoção de DQO para o período de estudo de 73% e carga de NT afluente de 46 mg N L-1. Os principais parâmetros operacionais relacionados às emissões de N2O em ETE foram estudados, a saber, concentração de oxigênio dissolvido (OD), concentração de nitrito (NO2 -), pH e temperatura. As maiores emissões de N2O foram observadas quando a concentração de OD se encontrava entre 1,3 e 3,4 mg L-1, o pH entre 5,9 e 6,5 e temperatura acima de 30oC. Enquanto as menores emissões ocorreram em concentrações de OD abaixo de 1,0 mg L-1 e acima de 4,0 mg L-1, e em pH acima de 6,5. O fluxo de N2O estimado é de 4,1 x 105 g N2O ano-1 e os FEs de N2O per capita, por vazão de esgoto tratado e pela carga NT afluente são 8,1 g N2O pessoa-1 ano-1, 8,0 x 10-5 g N2O L -1 e 0,12%. O FE per capita estimado exclusivamente para o tanque de aeração é aproximadamente 2,5 vezes superior ao proposto pelo IPCC (2006) para inventários de emissões de N2O para países que possuam sistemas centralizados de tratamento de esgoto com avançado controle dos processos de nitrificação e desnitrificação. / The study of nitrous oxide (N2O) emissions from wastewater treatment processes has become necessary and urgent in the last years due to its contribution to global climate change, since this gas is responsible for 6% of the global greenhouse effect and will become the main ozone-depleting substances (ODS) of the 21st century. Few studies have quantified the direct emissions of N2O from wastewater treatment plants (WWTPs) and literature shows a wide variation in the emission factors (EFs) obtained by them. 2006 IPCC Guidelines for National Greenhouse Gas Inventories suggests an EF to estimate N2O emissions from WWTP of 3.2 (2.8) g N2O person-1 yr-1, which corresponds to 0.035% of total nitrogen emitted as N2O. Emissions of N2O from a full-scale activated sludge process was determined from January to July of 2010 during measurement campaign at a municipal WWTP in the State of Rio de Janeiro that treat roughly 14,700 m3 day-1 with an average influent removal COD for the period of study of 73% and total nitrogen load (TN) of 46 mg N L-1. The most important operational parameters leading N2O emissions in WWTP were also studied, namely, dissolved oxygen concentration (DO), nitrite (NO2 -) concentration, pH and temperature. The largest emissions of N2O were observed when DO concentration was between 1.3 and 3.4 mg L-1, pH between 5.9 and 6.5 and temperatures above 30oC. While lower emissions occurred in DO concentrations below 1.0 mg L-1 and above 4.0 mg L-1, and at pH above 6.5. Total estimated annual flux of N2O is 4.1 x 105 g N2O yr-1 and the EF of N2O estimated per capita, wastewater flow and the influent TN load are 8.1 g N2O person-1 yr-1, 8.0 x 10-5 g N2O L(wastewater)-1 and 0.12%. The per capita EF estimated exclusively for the aeration tank is almost 3 times higher than that proposed by the IPCC (2006) for N2O emission inventories for countries that predominantly have advanced centralized WWTPs with nitrification and denitrification steps.

Caracterização do carbono associado a horizontes espódicos profundos de solos da floresta amazônica, visando sua estabilidade / Characterization of carbon associated with deep podzolic horizons of soils from Amazon Forest, aiming their stability

Este projeto nasceu inserido num contexto de crescentes pesquisas em direção à construção de um cabedal de conhecimento acerca das ciências ambientais que tratam e estudam a dinâmica dos reservatórios de carbono e suas contribuições para o Efeito Estufa. Extrapolações de novos mapas digitalizados de solos sugerem que os espodossolos hidromórficos da Amazônia podem estar com uma contagem de carbono subestimada em até 12,3 Pg de C e trabalhos anteriores mostram que o carbono imobilizado neste perfil pode sofrer mineralização devido ao corte na rede de drenagem ou rebaixamento do nível freático, podendo assim contribuir em grande parte para o aumento de emissão dos Gases do Efeito Estufa. Nesta circunstância, coube a este trabalho, caracterizar espectroscopicamente, a matéria orgânica estocada em profundidade em 9 perfis de solo da região de São Gabriel da Cachoeira - AM, na floresta amazônica. Foram analisadas 127 amostras em quantidade de carbono e por fluorescência induzida por laser (FIL). A partir destas análises preliminares, foi possível selecionar 12 amostras de 2 perfis para análise mais detalhada através da extração das substâncias húmicas. Foram realizadas análises para obtenção da textura destes perfis, análise dos ácidos húmicos como relação C/N, espectroscopia de infravermelho com transformada de Fourier (FTIR), RMN de 13C no estado sólido, fluorescências bidimensional e tridimensional com aplicação do método estatístico análise dos fatores paralelos (PARAFAC) e também análise dos ácidos fúlvicos como carbono orgânico total (TOC), espectroscopia na região do ultra-violeta e visível e fluorescência 3D associada ao PARAFAC. Em geral, as amostras se dividiram em 3 grupos diferentes, onde a matéria orgânica em superfície se mostrou lábil e recente, a matéria orgânica nos horizontes B húmicos se mostraram com características recalcitrantes e a matéria orgânica contida nos horizontes onde existia água livre (lençol freático), se mostraram com características diferentes, indicando não serem tão jovens quanto as em superfície, porém mais jovens do que a armazenada no Bh, devido a uma possível migração por movimentos laterais do lençol freático. A correlação entre os resultados mostrou que a textura do solo é importante para o acúmulo da matéria orgânica e conseqüentemente sua humificação. Os resultados de fluorescência corroboraram a interpretação dos dados de RMN, FTIR e textura, apontando que o Perfil 4 (mais próximo ao rio) por ter C2 maior nos horizontes intermediários, contém maior quantidade de exsudatos microbianos frescos. Para o Perfil 5, que é uma mancha de Espodossolo dentro de um Latossolo e encontra-se mais longe do rio, os fluoróforos mais representativos são oriundos de anéis aromáticos mais antigos e conseqüentemente mais humificados, devido às maiores intensidades de C1 e C3. Vale ressaltar que esta interpretação se alinha com os resultados de datação do 14C desta região. Foi notório que a humificação ocorre a partir do começo do horizonte Bh e que seu acúmulo pode ocorrer tanto nos horizontes intermediários (Bh) quanto mais os profundos (úmidos). Dessa forma, pode-se concluir que uma drenagem excessiva das bordas dos rios nesta região que acumula carbono em profundidade, poderá expor a MO guardada e estocada a longo tempo, contribuindo para o aumento da temperatura global e por conseguinte catalisando um desequilíbrio no clima da sua maior reguladora no mundo: a Floresta Amazônica. / This project was born inserted in a context of increasing research towards building knowledge about environmental science that treat and study the dynamics of carbon reservoirs and their contribution to the greenhouse. Extrapolation of new digital soil maps suggests that Amazonian hydromorphic Spodosols may be with a carbon accounting underestimated by up to 12.3 Pg of C and previous work show that the carbon fixed in this profile may suffer mineralization due to the cut in the drainage network or lowering of the water level and can contribute largely to the increased emission of greenhouse gas. In this circumstance, it was instructed to this work, the spectroscopic characterization, of the stored organic matter in depth at 9 soil profiles of São Gabriel da Cachoeira - AM, in the Amazon rainforest. 127 samples were analyzed for amount of carbon and laser-induced fluorescence (LIF). From these preliminary analyzes, it was possible to select 12 samples of 2 profiles for humic substances extraction and further detailed analysis. Analyzes were conducted to obtain the texture of these profiles, analysis of humic acids as C/N ratio, Fourier Transform Infrared Spectroscopy (FTIR), solid state 13C NMR, two and three dimensional fluorescence with applying of the Parallel factors analysis (PARAFAC) statistical method and also fulvic acid analysis as Total Organic Carbon (TOC), ultra-violet and visible region spectroscopy and 3D fluorescence associated with PARAFAC. In general, the samples were divided into 3 different groups, wherein the surface organic matter evinced labile and recent. The B humic horizons organic matter proved recalcitrant characteristics and organic matter contained in horizons which had free water (groundwater), showed different characteristic, indicating they are not so young as the surface, but younger than stored in Bh, because of possible migration by lateral movements of the water table. The correlation between the results showed that soil texture is important for the accumulation of organic matter and therefore its humification. The fluorescence results confirmed the interpretation of the NMR, FTIR and texture datas, indicating that the profile 4 (closest to the river), presenting major C2 in intermediate horizons, contains larger amount of fresh microbial exudates. To profile 5, which is a Spodosol spot within a Ferrasol and is thither from the river, the most representative fluorophores came from older aromatic rings and therefore is more humified, due to higher intensities C1 and C3. It is noteworthy that this interpretation is in accord with the results of 14C dating of samples from this region. It was clear that the humification occurs from the beginning of the Bh horizon and their accumulation can occur both in the intermediate horizons (Bh) and in deeper (wet). Thus, it can be concluded that excessive drainage of the edges of rivers in this region that collects carbon in depth, may expose the OM stored for long time, contributing to increase the overall temperature and therefore catalyzing an imbalance in the climate of the biggest regulatory of it in the world: the Amazon rainforest.

An estimate of carbon footprint of Ekurhuleni Health District office and provincial clinic employees

Climate change is regarded as the greatest threat facing the world today. The Intergovernmental Panel on Climate Change (IPCC) concluded that climate change is caused by human activities, as a result of greenhouse gases (GHGs) being emitted into the atmosphere. Scientific literature on the impact of climate change is well documented, especially for the health sector. The mission of the Gauteng Department of Health (GDoH) is to “contribute towards the reduction of the burden of diseases in all the communities in Gauteng”. Ekurhuleni Health District is part of GDoH and shares a similar mission. However, this mission is under threat due to the direct and indirect impact of climate change on the public health sector. Therefore, it is essential for Ekurhuleni Health District and Provincial Clinics to take measures to reduce their contribution to climate change in the light of improving the health of their constituent. This study estimates the carbon footprint of the employees of Ekurhuleni Health District and Provincial Clinics and determines the knowledge and perception of climate change among managers and operational employees. The methodologies of the Greenhouse Gas Protocol (GHGP) and the Department of Environmental Forestry and Rural Affairs (DEFRA) were used to quantify the carbon footprints of the employees of the Ekurhuleni Health District and Provincial Clinics. A content analysis was applied to determine the knowledge and perception of climate change. The study revealed that Scope 2, indirect emissions (electricity), accounts for 92% (35150 t CO2e) of the total carbon footprints for the period of five years, 2010-2014. Scope 1, direct emission (vehicles), is responsible for 4% (1362 t CO2e) and Scope 3, indirect emissions for ICT, for 2% (862 t CO2e), office paper 1% (181 t CO2e) and air conditioners 1% (458 t CO2e). The majority of employees demonstrated basic knowledge of climate change. However, the concept of GHGs was unfamiliar to most of the employees. In terms of perceptions of climate change, the majority of employees were concerned about the future of the planet and climate change and believed that climate change will impact their job description. The study recommends the following mitigation measures, among others, to reduce carbon footprints: (1) electrical vehicles; (2) substituting personal desktops with laptops; and (3) substituting HFC-23 air conditioner refrigerant with R410A. These recommendations have the potential to reduce the carbon emissions by 2445 t CO2e for the period of five (5) years and save R7 875 089 from fuel and power consumption. Furthermore, the District Office and Provincial Clinics can generate a revenue of R293 400 by registering for a CMD project for five years or R1 173 600 for the duration of the project (20 years). / Environmental Sciences / M. A problemática ambiental no mundo é um tema de suma importância na atualidade. Devido ao incremento do efeito estufa, as mudanças climáticas têm despertado grandes reações no mundo em todas as esferas. Para isso, a Amazónia cumpre um papel decisivo na salvação do planeta e portanto é imprescindível a proteção da mesma. A implementação de uma série de medidas legais do governo brasileiro é fundamental para consegui-la. Este trabalho enfoca a importância global e internacional do assunto, analisando o impacto das iniciativas do governo brasileiro na imprensa sueca versão online. O objetivo deste trabalho é deduzir qual imagem da problemática ambiental amazónica brasileira, das políticas ecológicas brasileiras na Amazónia e indiretamente do Brasil no geral se transmite potencialmente ao leitor sueco. A conclusão obtida concorda com a hipótese que os jornais falam, em pequena escala, sobre o tema ambiental na Amazónia brasileira e sobre as políticas ecológicas brasileiras para a proteção da floresta amazónica. / Environmental issues are receiving more and more media exposure today than ever before. What was first a healthy interest amongst people, has led to serious concerns when one takes into account the repercussions that the greenhouse effect is having on the environment. The increased environmental awareness that now exists amongst an ever growing section of the world’s population, has resulted in politicians having to start to take action as there is now a political will to do so. Brazil has the largest mass of tropical rainforest in the world and its protection is of interest to the Brazilian government, the citizens of Brazil and to the inhabitants of the world. A series of legal action measures have been initiated by the Brazilian government to preserve the wellbeing of the rainforest. This thesis examines how and what the Swedish online news providers have reported these measures during the Lula period of administration. The objective of this thesis is to understand how the Brazilian government’s measures have been perceived by the Swedish online news providers and thus by the reading population. Specifically, the focus is on measures taken by the Brazilian government with regards to Brazilian environmental problems in the Amazon rainforest, Brazilian ecological policy in the Amazonia and how all of this in turn leads to better protection of the Amazon rainforest. The data obtained supports the hypothesis that out of all the Brazilian related articles published by the Swedish online news providers, only a small percentage of the total amount of articles are relating to environmental issues in the Brazilian Amazon rainforest and/or the Brazilian environmental politics to protect the Amazon rainforest. / Miljöproblematiken i världen är en mycket viktig fråga. Den ökande växthuseffektens förändringar på klimatet har väckt stora reaktioner överallt i världen på alla områden. Miljömässigt spelar Amazonas regnskog en avgörande roll i att rädda planeten. Därför är det nödvändigt att skydda Amazonas regnskog. Genomförandet av en rad rättsliga åtgärder från den brasilianska regeringen är avgörande för skyddet av den brasilianska regnskogen. Den brasilianska regeringen har genom lagstiftning försökt att vidta nödvändiga åtgärder för att skydda Amazonas regnskog. Denna studie fokuserar på den internationella betydelsen av ämnet och analyserar hur den svenska pressens internetupplagor behandlar den brasilianska regeringens ansträngningar. Huvudsyftet med detta arbete är att få en uppfattning om hur den brasilianska miljöproblematiken i Amazonas regnskog, lagstiftningen runt densamma samt indirekt Brasilien, förmedlas till den svenska tidningsläsaren. Slutsatsen överensstämmer med hypotesen att tidningarna endast skriver kortfattat om miljöfrågor relaterade till den brasilianska regnskogen i Amazonas och den brasilianska miljöpolitikens insatser för att skydda Amazonas regnskog.
