Denna uppsats har som syfte att undersöka om det går att förändra en organisationskultur genom värdegrundsarbete, samt om det är en metod som kan användas för att utmana den mansdominerade kulturen inom räddningstjänsten. För att uppfylla detta syfte har vi utgått från frågeställningarna Hur tolkar brandmännen värdegrunden på Räddningstjänsten Karlstadsregionen? samt Kan värdegrundsarbete vara ett sätt att utmana den mansdominerade kulturen inom Räddningstjänsten?. Den tidigare forskning som gjorts kring värdegrunder är inriktad mot skolverksamhet i första hand vilket gör det intressant att undersöka möjligheten att använda detta som en metod även inom andra verksamheter. Uppsatsen inleds med en teoretisk bakgrund kring organisationskultur, värdegrund samt mansdominerad kultur. Studien är av kvalitativ karaktär och innebär att vi har utfört åtta semistrukturerade intervjuer med brandmän på Räddningstjänsten Karlstadsregionen. Att valet föll på denna organisation beror på att de nyligen har tagit fram en värdegrund som styrdokument och har sedan 2012 arbetat med att implementera den i organisationen. Med hjälp av vår teoretiska referensram har vi analyserat resultatet som framkommit av intervjuerna. Resultatet av vår studie visar att det finns en tvetydighet i tolkningen av värdegrunden som delvis kan bero på att ledningen brustit i sitt arbete att förmedla värdegrunden på ett framgångsrikt sätt, samt delvis för att det finns en ovilja bland brandmännen att ta den till sig. Vår undersökning har visat att värderingarna i organisationen behöver synliggöras för att värdegrundsarbete ska kunna användas som en del i arbetet för att förändra en organisationskultur. Inom en mansdominerad kultur som räddningstjänsten är det även viktigt att synliggöra och problematisera den jargong som finns för att kunna nå en förändring.

Integrating new values into Mongolian public management

This dissertation explores the socio-cultural and institutional environment of the public sector organizations of Mongolia that have strong influence on current public administration reform results. This study applies the Cultural theory and Value theory. The strong hierarchy favoring rule-bounded behavior and collectivism, fatalism accepting an authority as inevitable and uncontrollable, and individualism wishing to have control over own actions are the types of culture common in Mongolian public sector organizations. Accordingly, Mongolian public sector employees transcending their selfish interests, emphasize the well-being of others, protection of order, harmony in relations, life safety and stability. Then self-direction values with emphases on independent thought and action, and creativity are important for them. This socio-cultural context has great implication for work behavior of public employees, for their action to implement the reform policies in government organizations. Thus, the institutional leadership, which produces and protects values, becomes essential for introducing changes in the existing intuitional environment. / Die vorliegende Arbeit untersucht das sozio-kulturelle und institutionelle Umfeld der Organisationen des öffentlichen Sektors in der Mongolei, das signifikante Einflüsse auf die aktuellen Reformbemühungen in der öffentlichen Verwaltung hat. Die Studie stützt sich auf die Kultur- und Werttheorie. Die regelkonforme Verhaltensweise, Gemeinschaftsfavorisierende strenge Hierarchie, die fatalistische Annahme einer Autorität als unvermeidlich und unkontrollierbar sowie ein auf möglichst eigenständige Entscheidung und Meinungsbildung angestrebter Individualismus sind die weitverbreiteten kulturellen Verhaltensformen bei den Organisationen des öffentlichen Sektors der Mongolei. Dementsprechend streben die Beschäftigten des öffentlichen Dienstes uneigennützig das Wohlergehen der Bevölkerung, die Einhaltung der öffentlichen Regeln, die einvernehmlichen Beziehungen der Menschen zueinander sowie die Sicherheit und Nachhaltigkeit des Lebens an. Bestimmte Wertvorstellungen zur Selbstbestimmung, wie persönliche Geisteshaltung, eigenständiges Handeln sowie Kreativität sind für sie sehr wichtig. Dieser sozio- kulturelle Kontext hat große Auswirkungen auf das Arbeitsverhalten und auf die Aktivitäten der Beschäftigten des öffentlichen Dienstes zur Umsetzung von Reformen in der öffentlichen Verwaltung. Daher ist eine institutionelle Führung als Förderer und Beschützer von Wertesystemen bei der Umsetzung von Reformen in den hiesigen Institutionen unerlässlich.

The diploma thesis deals with the topic of a didactic mathematical environment Biland. The theoretical part is concerned with the definition of two opposite educational styles, transmissive and constructivist, and their comparison. Within the constructivist educational style, it is also focused on The Hejný's method, and it defines the two basic pillars of this conception. The first pillar is the personality of the teacher and the other one is the mathematical content, which is provided by different mathematical environments. This diploma thesis introduces the environment Biland, describes on which mathematical basis it stands on and shows why should be Biland included into the teaching of mathematics. It answers the question of importancy of teaching also non-base ten systems and therefore it describes the history of place-value system. It also studies the tasks in contemporary textbooks of mathematics for primary schools by Hejný et al. published by publishing house FRAUS. The practical part includes the preparation and implementation of experiments in which the new environment Biland was introduced to the pupils. This diploma thesis deals with the health of the individual, the health values in his life and the problems of drug abuse. It is dividend into two parts: the theoretical and the practical ones. The theoretical part is further divided into three main sections. The first of them deals with health and different views on it; the second one is devoted to values, particularly the perception of health as a value; finally the third section concerns the issue of drug abuse in general. The practical part of the thesis presents the result of a survey research made among the pupils of the 8th and 9th classes at two elementary schools in Veselí nad Lužnicí. The aim of this research effort was to determine the awareness of pupils about the aspects of drugs use and related potential risks; and whether they recognize the health as a value, which they are responsible of.

The scenario for this planning should not be limited to the company in question, but cover an entire supply chain, which is composed of several organizations which have common goals of growth and sustainability of the market. They should form trade links, integrating the chains of individual values, in a perspective of value system. In this supply chain there is a flow of services, payments and information, as products well as. The training of these links can be supported by the adoption of a set of information technology, here called solutions business-to-business (B2B), which will be responsible for the production, storage and distribution of relevant information to business transactions between the companies involved. On this view, this thesis aims to describe the B2B solutions adopted in the downstream segment of the supply chain of a distributor of fuel and the nature of these technologies as well as their impact on the creation of value for business and optimization of the relationship between companies. This is a case study on a national distributor of fuels, from a model of research produced under the influence of theories of integrated logistics system and value of Michael Porter. The analyses came to the conclusion that information technology is perceived as an essential tool to the operation of all activities carried out by the company. Among them, at was also brought the key activities of integrated logistics: administration of applications, inventory management, management transport and customer services, which were highlighted in this study. L’enseignant est, dans son exercice professionnel, guidé par des motivations personnelles qui se nourrissent de ses propres valeurs. Celles-ci se traduisent par des comportements, des discours et des attitudes et in fine, caractérisent un style pédagogique. Leur importance est relative et crée une hiérarchie pouvant être différente d’un enseignant à l’autre. Dès lors, se pose la question de savoir si certaines valeurs permettraient d’être davantage en bien-être au travail. Plus encore, le fait d’agir en cohérence par rapport à ses valeurs dans son enseignement serait-il un facteur propice à ce bien-être ?L’objectif de la thèse consiste à étudier les relations entre le bien-être au travail et les valeurs des enseignants d’Éducation Physique et Sportive (EPS).En s’inscrivant dans le cadre théorique des valeurs de base de la personne (Schwartz, 1992), un outil de mesure a été conçu pour examiner les valeurs des enseignants d’EPS dans le contexte particulier de l’enseignement de l’EPS avec 599 enseignants d’EPS. Ensuite, le travail a été mené en deux temps. En premier lieu, 396 enseignants d’EPS de l’académie de Lille ont complété un questionnaire permettant d’identifier leur système de valeurs général, leur système de valeurs opérationnalisé en EPS et leur niveau de bien-être subjectif au travail.Les résultats issus des analyses statistiques multifactorielles montrent que les valeurs sont déterminantes pour expliquer le bien-être au travail. Ainsi, ils révèlent que les valeurs d’ouverture au changement et de dépassement de soi sont plus vertueuses que les valeurs de continuité pour le bien-être des enseignants d’EPS. Si la nature des valeurs permet, en partie, d’expliquer le bien-être au travail, le fait d’agir en accord avec son système général de valeurs est un facteur plus déterminant. Ainsi, la concordance entre ses valeurs et ses pratiques professionnelles apparaît comme un objectif prioritaire pour améliorer le bien-être au travail. De plus, les résultats permettent d’identifier quatre profils caractéristiques d’enseignants selon leurs systèmes de valeurs et leur niveau de bien-être : les harmonieux, les compositeurs, les désaccordés et les sans-partitions.Parallèlement à ces enquêtes, douze entretiens semi-directifs ont été menés auprès d’enseignants d’EPS typiques des profils identifiés (trois par profil).Les résultats issus de l’analyse des entretiens permettent non seulement d’affiner la compréhension des profils d’enseignants d’EPS mais également de mieux comprendre le lien entre leurs systèmes de valeurs et leur niveau de bien-être au travail. Par ailleurs, les résultats révèlent que le partage de valeurs avec ses pairs est un facteur médiateur du bien-être au travail des enseignants d’EPS.En conclusion, ce travail de recherche basé sur une méthodologie mixte permet d’amorcer une réflexion pédagogique et didactique autour de l’importance des valeurs et de leur concordance dans l’enseignement. Il soulève également l’importance de clarifier collectivement les valeurs au sein des équipes pédagogiques. Une réflexion et un travail sur ces deux aspects devraient permettre d’améliorer le bien-être au travail des enseignants. / In their professional practice, personal motivation often guide teachers based on their personal values. These translate into behaviours, discourses, attitudes, and in fine, characterize a pedagogical style. Their importance is relative and creates a hierarchy that may differ from one teacher to another. In this thesis, we examine to what extent specific values may contribute to the increase of well-being at work. Also, is acting following one’s values while teaching a factor leading to well-being? The purpose of this thesis was to examine the relationship between values and well-being at work in Physical Education (PE) teachers.Within the theoretical framework of basic human values (Schwartz, 1992), one questionnaire was developed with 599 PE teachers to examine the professional values of french PE teachers in the area of PE teaching. Then the work was conducted in two steps.First, 396 PE teachers from Lille Academy completed a questionnaire to identify their profile of values, their values operationalized in PE, and their level of subjective well-being at work.Multifactorial statistical analyses show that values are a crucial variable to explain and predict well-being at work. Teachers scoring high in openness to change and self-transcendence higher-order values reported significantly higher well-being levels than those exhibiting high scores in conservation for PE teachers. One’s values are more determinant and significant. Concordance between values and professional practices should thus be an essential goal to reach in order to improve well-being at work.Besides, we identified four characteristic PE profiles according to their value systems and level of well-being: "harmonious," "composers," "detuned," and "without musical scores".Alongside these surveys, we conducted twelve semi-structured interviews with PE teachers taken from the profiles identified (three per profile).Analyses of the interviews helped to refine the understanding of PE teachers’ profiles and the link between their value systems and their level of well-being at work and confirms the findings of the questionnaire. Otherwise, they demonstrate that sharing values with their PE pedagogical team is a mediating factor for their well-being at work.In conclusion, this research, based on a mixed-method, allows starting a pedagogical and didactic reflection about the importance of values and their concordance in teaching. It also highlights the need to clarify collectively the values shared by the members of a pedagogical team. A reflection and work on both issues would improve teachers' well-being at work.

4 Summary Exploring the musical preferences in relation to other aspects of human life has a long tradition. The present work is focused on exploring musical preferences with regard to personal value system. The research was designed as mixed method using questionnaire and semi-structured interview. The research sample consisted of 18 pupils aged 16 years. An important part of the research was music questionnaire that tried to clarify those genres, that are not familiar to respondents. Results of the music questionnaire were used as the basis for selection of respondents according to the preferential groups and to compare these groups in relation to certain musical attitudes, home musical environment and above all value system. The overall results of the research point to a very slight tendency to group certain specifics of the respondents which prefer hip hop, metal and classical music. On the contrary, results show a demonstrable impact of home music environment in shaping musical preferences. The unexpected outcome of present study is finding that listeners using the music questionnaire rated more positive the same genre of music compared to rating genres only by their concepts about each genre. Strafrechtliche Schuld und gesellschaftliche Wirklichkeit

Der mit Verfassungsrang ausgestattete Schuldgrundsatz als Voraussetzung der Bestrafung ist eine der zentralen Systemkategorien des Strafrechts. Anders als ein Erfolgsstrafrecht verlangt das Schuldstrafrecht nach einem "Andershandelnkönnen" des Täters als Vorbedingung der Zuschreibung von Verantwortlichkeit. Die dabei vorausgesetzte Anlage des Menschen zu Selbstbestimmung und ethischer Einsicht gehört elementar zum Menschenbild, das der Rechtsordnung des Grundgesetzes mit seiner Betonung von Wert und Würde des Einzelnen zu Grunde liegt. Als Ausgangspunkt der Betrachtung werden in der vorliegenden Arbeit Befunde über von Jugendlichen und Heranwachsenden begangene Straßenraubdelikte zusammengetragen, wobei diese Perspektive innerhalb eines wissenssoziologischen Bezugsrahmens auf die Lebenssituation junger Menschen in den aktuellen gesellschaftlichen Zusammenhängen, die Deutungen von abweichendem Verhalten, Gewalt und Kriminalität und schließlich die Wirkungsweise des Strafrechts erweitert wird. Vor diesem Hintergrund wird zu den rechtsdogmatischen Schuldkonzepten Stellung bezogen. Dabei wird die Abhängigkeit des Rechts von gesellschaftlichen Werten herausgearbeitet und eine aktive Rolle der Strafrechtswissenschaft im Prozess der gesellschaftlichen Verständigung über Werte eingefordert. In diesem Verständnis von Schuld im Sinne eines "Wertkonzepts" wird auf eine gegenüber Strafzweckerwägungen und kriminalpolitischen Überlegungen eigenständige Fundierung des Schuldprinzips bestanden, und es werden generalisierende Betrachtungen zur Vorwerfbarkeit abgelehnt. Ausgehend von den Überlegungen zum Schuldgrundsatz wird schließlich kritisch auf moderne kriminalpolitische Konzepte eingegangen, die sich zunehmend in den Bereich des Ordnungsrechts verlagern und auf diese Weise die spezifisch strafrechtlichen Verfassungsgewährleistungen umgehen. / The requirement of guilt as a prerequisite for punishment is both a constitutional principle and one of the central categories of penal law. Contrary to criminal law systems that focus on the outcome of a criminal wrongdoing, a criminal law system that requires the personal guilt of the offender before imposing criminal liability considers whether the offender has the capability and possibility to act legally in a certain situation. Based on this premise, the ability to self-determine one's actions and to conform them to ethical standards is a fundamental component of the image of human kind, which constitutes the basis of the German Basic Law that emphasizes the value and dignity of every single human being. The thesis begins with a report on street robberies committed by young offenders. It then expands to an analysis of the living situation of young people in modern society and interpretations of delinquent behavior, specifically violence and crime and the effect of legislative reactions to crime within a theoretical frame of the sociology of knowledge. Proceeding from this, the author next discusses the different dogmatic concepts of guilt. He shows that law depends on social values and contends that criminology plays an active role in the process of forming an understanding of values within society. Understanding guilt as an ethical concept, the author claims a foundation of the principle of guilt independent from the purpose of punishment and criminological policies. He rejects generalized approaches to the concept of guilt. Finally, he analytically discusses modern concepts of criminological policy that are increasingly shifting into regulatory law, thereby circumventing constitutional guarantees that are specifically related to criminal proceedings.

System of Systems Engineering for Policy Design

A system of systems (SoS) framework is proposed for policy design that takes into account the value systems of multiple participants, harnesses the complexity of strategic interactions among participants, and confronts the risks and uncertainties present in participants’ decision making. SoS thinking provides an integrative and adaptive mindset, which is needed to tackle policy challenges characterized by conflict, complexity, and uncertainty. With the aim of putting SoS thinking into practice, operational methods and tools are presented herein. Specifically, SoS engineering methodologies to create value system models, agent-based models of competitive and cooperative behaviour under conflict, and risk management models are developed and integrated into the framework. The proposed structure, methods and tools can be utilized to organize policy design discourse. Communication among participants involved in the policy discussion is structured around SoS models, which are used to integrate multiple perspectives of a system and to test the effectiveness of policies in achieving desirable outcomes under varying conditions. In order to demonstrate the proposed methods and tools that have been developed to enliven policy design discourse, a theoretical common-pool resources dilemma is utilized. The generic application illustrates the methodology of constructing ordinal preferences from values. Also, it is used to validate the agent-based modeling and simulation platform as a tool to investigate strategic interactions among participants and harness the potential to influence and enable participants to achieve desirable outcomes. A real-world common pool resources dilemma in the provisioning and security considerations of the Straits of Malacca and Singapore is examined and employed as a case study for applying strategic conflict models in risk management. Overall, this thesis advances the theory and application of SoS engineering and focuses on understanding value systems, handling complexity in terms of conflict dynamics, and finally, enhancing risk management.
