Utstationering av arbetstagare - en studie om utstationerade arbetstagares arbetsmiljösituation inom byggbranschen

Swedens membership in the European Union have resulted in an international characterized labour market. The construction sector is the area who employs most posted workers among the 7400 employees who monthly enters the market. It’s also the sector where a big part of the work-related deaths occurs. The purpose of this study is therefore to contribute to a greater understanding of the regulation regarding posted workers, their work environment and the consequences of it. I have been using the right dogmatic method and a social science perspective as complement in order to answer the purpose of the study. The application of the posted workers directive has been criticized for opening opportunities for false self-employment and limiting the trade unions rights. Combined with the Laval-case the trade unions have restricted possibilities to enforce the collective agreements and protect the posted workers rights. Subcontracting processes complicates the investigation regarding which employer who has the overall responsibility for safety regulations and work environment. Foreign workers tend to be a big part in these subcontractor chains with major linguistic difficulties and lack of legislation knowledge which increases the risk of accidents. Arbetsmiljöverket is the authority who has the general responsibility for monitoring that the health and safety legislation are respected by all employers. Their investigations are partially based on the statistics of work-related accidents. But when it comes to foreign workers only more serious accidents are reported to the authority. Which means that minor incidents regarding foreign workers never reaches the statistics.          In summary, conclusion is drawn that the inspection of posted workers working environment are unsatisfied. The hands of the trade unions are tied by the legislation while the inspections by the monitoring authority are based on inadequate statistics. All that combine with the fact that posted workers tend to be unwilling or lack the knowledge to take action for their rights, leads to openings for employers to take advantage of foreign workers.

En arbetsmiljöutredning för yrkeschaufförer hos Schenker Åkeri AB i Halmstad

<p>The project has been done in cooperation with Schenker Åkeri AB in Sweden, Halmstad. The</p><p>project is based on an inspection made by Arbetsmiljöverket, where they found minor</p><p>shortcomings with distribution of goods for the employees. The project is an investigation of</p><p>the drivers’ working environment.</p><p>Schenker Logistics is one of the world's leading providers of integrated logistics services.</p><p>Schenker Åkeri AB is a subsidiary to Schenker Logistics and transports 2.4 million tons of</p><p>goods yearly.</p><p>The project started with a background study to evaluate drivers working environment. We</p><p>have studied goods receptions, the working environment, strain injury and injury mechanisms.</p><p>Methods used was observations, tests, questionnaire surveys and ergonomic and</p><p>biomechanical calculations.</p><p>One result of the study is a working model, which gives recommendations for the maximum</p><p>weight a driver should push and pull. A truck evaluation was done to exam the need for new</p><p>technical equipment. An ergonomic investigation was done to investigate the drivers’ working</p><p>tasks. A questionnaire was given to the drivers to evaluate their working environment and</p><p>tasks. The questionnaire involved questions about stress, handling of goods and technical</p><p>equipment.</p><p>Together with Schenker Åkeri AB in Halmstad, an action plan was made. This action plan</p><p>will be handed over to Arbetsmiljöverket by Schenker.</p>

Low job satisfaction and organisation changes affect their work negatively. The aim of the study was to investigate the nurses’ job satisfaction and job situation. Legitimate nurses at a medicine department of a hospital situated in the middle of Sweden were interviewed for this purpose. The study is descriptive and the qualitative approach has been used. The data was analysed with content analysis as described by Graneheim and Lundman. The study investigates the factors affecting nurses’ experiences as far as job satisfaction and job situation are concerned. The nurses’ opinions on what should be done to improve their work environment are also discussed in the study. The result shows that the nurses’ job satisfaction and job situation is affected by the collaboration between the colleagues and the management, as well as job related stress and work environment.</p>

Utvärdering av arbetsmiljön på en träbränslemottagning : En studie om spridning av trämögelsporer / Evaluation of the work environment at a wood fuel reception : A study of the spread of wooden mold spores

Karlstads Energi AB:s vågstation vid Hedenverket i Karlstad är en anläggning där invägning och analys av träbränsle utförs. Provtagning och hantering av träbränsle hör till de dagliga arbetsuppgifterna för personalen. Vid nära hantering av trämaterial finns risken att exponeras för trämögelsporer. Exponering av mikrobiologiska luftföroreningar kan orsaka hälsobesvär på lungor och luftvägar hos människor. Efter utförd riskbedömning av vågstationen noterades en oro att trämögelsporer och dammpartiklar sprids bortom lokalen för provtagning av träbränsle till andra utrymmen. Bedömningen talar för att ventilationen kanske är bristfällig och inte är anpassad för den aktuella verksamheten. Potentiell spridning av trämögelsporer via hantering, undermålig städning samt via kläder och annan utrustning tillhörde även problematiken. Syftet med detta arbete var att vid provtagningen av träbränsle förtydliga spridning och exponering av luftburna trämögelsporer i arbetsmiljön. Detta med avsikt att identifiera områden och arbetsrutiner där förebyggande åtgärder mot spridning av trämögelsporer kunde införas. Målet var att definiera luftrörelser i lokalen till följd av arbetsrutiner och ventilation. Resultatet från undersökningen fungerade som ett underlag för utvärdering av åtgärder mot spridning och exponering av trämögelsporer. Genom mätningar och observationer kunde luftrörelser och föroreningskällor identifieras. Mätningar avsåg luftens temperatur och hastighet i lokalen. Ventilationen undersöktes genom observation av luftrörelser och inventering av ventilationsutrustning. Arbets- och skyddsrutiner observerades utan social interaktion från observatören. Resultat från mätningar och observationer analyserades och jämfördes med riktvärden presenterade i litteratur, forskningsarbeten samt Arbetsmiljöverkets föreskrifter. Ventilationen i lokalen för provtagning av träbränsle konstateras vara bristfällig för pågående verksamhet. Spridning och exponering av hälsofarliga trämögelsporer utgörs av bristen på tillräcklig processventilation, långa horisontella luftflöden, stillastående luft och cirkulerande av förorenad luft. Observation av arbets- och skyddsrutiner visar på bristande inneslutning av föroreningskällor. Det är även dålig användning av personlig skyddsutrustning samt genomförande av städning. Utifrån resultaten kunde flera förebyggande åtgärder föreslås. Införande av processventilation och reformering av ventilationssystem skulle leda till mindre spridning av trämögelsporer och bättre luftutbyte av lokalen. En granskning av arbets- och skyddsrutiner liksom införande av nya rutiner med en medvetenhet om trämögelsporers förmåga att spridas via luften föreslogs som åtgärd mot exponering. / Karlstads Energi AB's weighing station at Hedenverket in Karlstad is a facility where weighing and analysis of wood fuel are carried out. Sampling and handling of wood fuel is one of the daily duties for the staff at the weigh station. At the close management of wooden material there is a risk of exposure to airborne mold spores. Exposure to microbiological air pollution may cause health problems in the lungs and airways of humans. After performing the risk assessment at the weighing station there was concerns that mold spores and dust particles spread beyond the premises for the sampling of wood fuel to other areas. The assessment indicates that the ventilation may be inadequate and is not adapted to the current work environment. Potential spread of mold spores through handling, poor housekeeping and by clothing and other equipment also belonged to the uncertainties. The aim with this study was by the sampling of wood fuel to clarify the dispersion and exposure to airborne mold spores in the work environment. This is with the intention to identify areas and work routines where preventive measures against the spread of mold spores could be introduced. The goal was to define the air movement within the premises of wood fuel sampling as a result of working practices and ventilation. The results of the study served as a basis for the evaluation of measures against the spread and exposure of mold spores. By measurements and observations the air movements and sources of contamination within the premises could be identified. Measurements relate to the air temperature and air velocity within the premises. The ventilation was investigated by observation of air movement and taking inventory of the ventilation equipment. Work and protective practices were observed without any social interaction by the observer. Results of measurements and observations were analyzed and compared to guidelines presented in literature, research works and the Swedish Work Environment Authority's constitution. The ventilation of the premises for the sampling of wood fuel was found to be flawed for the current work environment. The dispersion and exposure to hazardous mold spores is the lack of sufficient exhaust ventilation, long horizontal air flow, stagnant air and circulating of contaminated air. Observations of work and protective procedures show an insufficient containment of pollution sources. It is also poor use of protective equipment and carrying through with cleaning. Based on the results could several preventative measures be proposed. Introduction of additional exhaust ventilation and reforming of the ventilation system would result in less spread of mold spores and a better air exchange of the premises. A review of work and protective procedures as well as introducing of new procedures with an awareness of mold spores ability to spread via air was suggested as a measure against exposure.

Sjuk på jobbet – en policyanalys av arbetsmiljödokument inom Svenska kyrkan i Umeå

This study presents a critical discourse analysis of workplace health at the Swedish Church in Umeå. The analysis in this paper is based on Carol Bacchi‟s theoretical framework “What‟s the problem represented to be?”, which helps to build an insight on the common sense understanding that what we propose to do about something reveals what we think needs to change and hence what we think the „problem‟ is. The main area has been focused on (1) working hours and workload (2)competence transmission and (3) discrimination. The analysis of the policy documents shows that work hour and work load due an independent work enviroment for most of the professions in church, create an individual liability in relation to competence and qualification. It also reveals an assumption that the surrounding, a revival legacy where the Church of Umeå act, created a positive/affirmative action trough competence transmission between older vicars and younger female vicars to cope a long-term male dominated profession. The study also found that competence transmission between older and younger employees create an implied assumption of alack in competences among younger employees. To prevent discrimination a key concept was to promote good work relationships. That means through constructions of equality and gender equality. A possibly effect of the policy of equality, where it´s assumes that everybody has to take responsibility to prevent discrimination, but allows individual interpretations created a risk that the actions to whom it concerns fails. It also shows that the individual government was highly depending in the relations of power as the victim - violates and also in the relationship employee –employer as a junior partner or superior partner. / Syftet med denna uppsats att analysera hur framställningen av psykosocial arbetsmiljö är utformat i policydokument inom Svenska kyrkan i Umeå i relation till tidigare forskning. Analysen i uppsatsen baserar sig på Carol Lee Bacchis metod What´s the problem represented to be? som syftar till att ge en insikt av bakomliggande problem i policydokument och hur man ämnar förebygga arbetsrelaterad ohälsa. Utgångsläget var att studera det konkreta förslaget och utifrån det utläsa vad det egentliga ”problemet” är. Analysen resulterade i ett fokus på områdena för 1.) arbetstidens förläggning och arbetsbelastning, 2.) kunskapsöverföring och 3.) kränkande särbehandling. Studien fann att det förebyggande åtgärderna inom ramen för arbetstidens förläggning och arbetsbelastning utgår från att arbetsrelaterad ohälsa ska förebyggas genom arbetsgivarens ansvar för att arbetsbelastning och krav ligger i linje med medarbetarnas kompetens och förmågor. Flertalet yrken inom kyrkan förväntas själva kunna avgöra när arbetsinsatser är rimliga, varför det ändå kunde ses bli en individfråga huruvida arbetsbelastningen kan bli relaterad till kompetens och förmåga. Det återfanns även föreställningar om kön utifrån Umeå pastorats omgivning av väckelse arv som kan skapa en positiv särbehandling som diskurs genom kompetensöverföring mellan äldre och kvinnliga yngre präster för att hantera ett länge mansdominerat yrke. Studien fann även att ålder utifrån insatser om kompetensöverföring mellan yngre och äldre skapade en underförstådd föreställning om kunskapsbrist i relation till yngre medarbetare. Inom ramen för att motverka kränkande särbehandling blev nyckelkoncept som främjande av konstruktiva arbetsrelationer viktig. Det innebar att utifrån konstruktioner av jämlikhet och jämställdhet förebygga kränkande särbehandling. En effekt av policyn för jämlikhet där alla förväntas ta ansvar och att man tillåter egna tolkningar, riskerade att skapa en otydlighet till vem insatserna riktar sig till och där individe nblev produktivt styrande i maktrelationerna som den utsatte vs. den som kränker och som anställd i förhållande till arbetsgivaren.

Gruv12:an är en fackförening som varit verksam i LKAB under 100 år. Deras kamp för bättre villkor och arbetsmiljö är en process som har pågått lika länge. I deras kamp har alla möjliga konflikter och samarbeten uppkommit, deras berättelser ger oss en inblick i deras verklighet. Denna kvalitativa fallstudie kommer titta på hur historia, nutid och individ kan påverka framtiden. För att lyckas med detta kommer uppsatsen undersöka: hur arbetade Gruv12:an med arbetsmiljöfrågor under perioden 2002–2007. Denna uppsats belyser det arbete som pågått och pågick under perioden, den har även visat hur individen har arbetat och påverkat sin omgivning och framtid. / Mine12 is a union organisation that has been active in LKAB for 100 years, their struggle for better terms and working conditions is a process that is equelly long. In their struggle there have been all kinds of conflicts and cooperations, their story gives us an insight into their world and reality. This qualitative case study will look upon the history, the present and the individuals power to create the future. To succeed with this task the study will investigate how the Mine12 workers worked with work environment during the period 2002-2007. This essay will shed light on the work that was done during the period, but it has also shown how the individuals worked and effected their surroundings and future.

<p>Bakgrunden till vårt examensarbete var att Försäkringskassan hade som mål att sänka sjukfrånvaron hos personalen. Syftet med denna studie var att undersöka de anställdas uppfattning om vilka faktorer som ligger till grund för hög respektive låg sjukfrånvaro vid FK:s avdelning för aktivitetsstöd. Våra frågeställningar var:</p><ul><li>Varför har vissa enheter inom nationellt försäkringscenter på Försäkringskassan låg sjukfrånvaro och andra enheter hög sjukfrånvaro?</li><li>Hur påverkar ledarskapet anställdas sjukfrånvaro?</li><li>Hur påverkar arbetsmiljön sjukfrånvaron?</li><li>Hur uppfattar personalen inom aktivitetsstöd arbetsplatsens fysiska och psykosociala arbetsmiljö?</li></ul><p>Som fallstudieorganisation valdes Försäkringskassan/Nationellt försäkringscenter/aktivitetsstöd i Östersund.</p><p> </p><p>Vi valde en kvantitativ undersökning med tvärsnittsdesign. Våra resultat visade att oavsett om man arbetade på en enhet med låg eller hög sjukfrånvaro, upplevde många anställda brister i arbetsmiljön, höga krav och ett svagt ledarskap. Ett stort antal anställda kände olust när de gick till arbetet och av dessa var det ett stort antal som misströstade på grund av de svårigheter som de ställs inför på arbetsplatsen. Kände man stöd från chefen hade man mindre sömnsvårigheter, kände mindre olust och mindre muskuloskeletala smärtor.</p> / <p>The background of our thesis is that the Department of Social Insurance (Försäkringskassan) should lower their absenteeism amongst staff. There is a risk of high absenteeism at several units at the Försäkringskassan and a risk of high costs causes by illness. The purpose of this study was to investigate the employees´ perception on the basis of high and low sick leave at the Försäkringskassan/ activity benefit. The research questions we asked ourselves were;</p><ul><li>Why do certain units at the Nationellt försäkringscenter/department of Social Insurance have low absenteeism and other units’ high absenteeism?</li><li>How does leadership affect the employees’ absenteeism?</li><li>How much does the satisfaction of work environment affect the employees’ absenteeism?</li><li>How do employees at Nationellt försäkringscenter/activity benefit perceive their physical and psychosocial work environment?</li></ul><p>As a case study organization, the Department of Social Insurance/Nationellt försäkringsccenter/activity benefit has been selected. The results, based on a quantitative survey and a cross-sectional design, show that whether you are working at a unit with low or high absenteeism, many employees have ailments such as pain and stress. This is because the work- environment, requirements and leadership does affect employees’ health. A large number of the employees´ feel dissatisfaction when they go to work and there are many who despair because of the difficulties they face at the workplace. With supported management the employees´ had less insomnia, dissatisfaction and less musculoskeletal disorders.</p>
