Des corps à l’ouvrage. Les inspections du ministère de la Culture face au new public management (1959-2017) / New public management and French Ministry inspectorates of culture (1959-2017)

Cette thèse prend pour objet l’institutionnalisation paradoxale d’une fonction d’inspection de la culture. Alors que le contrôle de l’État sur la culture représente un tabou, cette administration a considérablement renforcé et rendu visibles ses capacités d’inspection entre 1959 (création du ministère) et nos jours. Les conditions de possibilité d’un tel retournement constituent donc une énigme historique. Notre argumentation éprouve l’idée selon laquelle le contrôle de l’État sur les politiques culturelles n’a pu s’afficher et être assumé comme tel, depuis les années 2000, qu’à la condition d’être présenté comme une modalité de surveillance dépolitisée. À travers le cas de l’administration de la culture, et plus particulièrement des usages politiques de ses inspections, nous questionnons donc plus largement la dépolitisation de la décision politique. L’enquête commencée en 2013 mobilise une méthodologie mixte, qui associe étroitement méthodes qualitatives et quantitatives, au service d’une perspective diachronique embrassant la période 1950-2017. / This dissertation addresses the paradoxical institutionalization of inspectorates in the French ministry of Culture. While state control over culture is taboo, this administration has significantly strengthened and made visible its inspection capabilities between 1959 (creation of the ministry) and 2017. The conditions of possibility of such a reversal constitute a historical and sociological puzzle, that our dissertation seeks to explain. Our argument is based on the idea that state control over cultural policies managed to appear and be explicitely undertaken as such since the 2000s, provided that it is presented as a depoliticized surveillance modality. Through the case of the administration of culture, and more particularly the political uses of its inspections, we question more broadly the depoliticization of the political decision. The survey started in 2013 relies on a mixed methodology, which closely associates qualitative and quantitative methods, at the service of a diachronic perspective covering the period 1950-2017.

New Public Management i svenska förskolor : En kvalitativ studie om hur förskollärare arbetar och därmed ser på arbetssituationen på kommunala förskolor jämfört med privata förskolor

The purpose of this study was to investigate if preschool teachers work and experience the work situation in the same way in private preschools compared to municipal preschools in Stockholm County. A qualitative method was used to accomplish the study, where semistructured interviews were used to gather data, in the form of semi-structured interviews. The previous theories and previous research this study is based on has shown that the public sector has started to imitate the private sector, and the reforms that the school has undergone in recent decades are called New Public Management (NPM). The results of the study indicate that when it comes to administrative work and documentation, the difference between the way private and municipal preschools work is different. Municipal preschools works with documentation more thank private preschools does. The study also showed that preschool teachers at both private and municipal preschools work quite similarly when it comes to how resources are used. However, the municipal pre-schools worked more in a goal-oriented and result-oriented manner than the private preschools. The conclusion in the study pointed out that, despite some differences in how they work, all preschool teachers who were interviewed in this study experienced that their work situation was good in broad terms as it is today. No major changes were desired. / Syftet med denna studie var att undersöka hur förskollärare arbetar och därmed upplever arbetssituationen på privata förskolor jämfört med kommunala förskolor i Stockholms län. En kvalitativ metod användes för att genomföra studien i form av semistrukturerade intervjuer. Teorier och tidigare forskning som denna studie bygger på har visat att den offentliga sektorn efterliknar näringslivet alltmer, och de reformer som skolan genomgått under de senaste decennierna går under benämningen New Public Management (NPM). Studiens slutsatser är att när det kommer till det administrativa arbetet och dokumentation skiljer det sig stort i hur privata och kommunala förskolor arbetar då kommunala förskolor jobbar mycket mer med dokumentation. Studien visade även att förskollärare på både privata och kommunala förskolor jobbar ganska likt när det kommer till hur resurser används. Däremot jobbade de kommunala förskolorna betydligt mer på ett mål- och resultatstyrt sätt än vad de privata förskolorna gör. Trots en del skillnader i hur de arbetar upplevde alla förskollärare som blev intervjuade i denna studie att arbetssituationen var bra i stora drag som det är idag. Inga större ändringar önskades.

La responsabilité financière des acteurs de la gestion publique s’appréhende traditionnellement à travers le prisme du principe de séparation des ordonnateurs et des comptables publics. Strictement différenciée entre la responsabilité des comptables devant les juridictions des comptes et la responsabilité des autres gestionnaires publics devant la Cour de discipline budgétaire et financière, son analyse globalisée semblait manquer de pertinence. Depuis les années 2000, le droit public financier a cependant connu des évolutions majeures, principalement issues de la LOLF, de la loi du 28 décembre 2011 et du GBCP. Cette modernisation du cadre juridique de la gestion publique semble renouveler l’approche conceptuelle de la responsabilité financière. Constatant un rapprochement progressif de ceux qui exécutent les opérations financières publiques, de leurs juges, mais aussi des mécanismes du contrôle juridictionnel de l’argent public, cette recherche se propose de défendre une conception unitaire et autonome de la responsabilité financière. / The financial responsibility of stakeholders in public management is traditionally understood through the principle of the separation of authorizing officers and public accountants. Strictly differentiated between the responsibility of accountants before the French court of auditors (Cour des comptes) and the responsibility of other public managers before the Budget and Finance Disciplinary Court (CDBF), its global analysis seemed to lack relevance. However, public financial law has undergone major developments since the 2000s, mainly originating from the Institutional Act on Finance Laws (LOLF), the Law of December 28, 2011 and the Public Budgetary and Accounting Management (GBCP). Such modernisation of the judicial framework in public management seems to be renewing the conceptual approach to financial responsibility. Noting a gradual rapprochement of those who implement financial public transactions, their judges, and the mechanisms of the judicial control of public money, this research proposes to support a unitary and autonomous conception of financial responsibility system.

Magistro darbe yra nagrinėjamos naujosios viešosios vadybos principų taikymo Šiaulių profesinio rengimo centre ir tuo pačiu visos Lietuvos profesinio mokymo sistemoje galimybės bei perspektyvos. Tyrimo empirinę bazę sudaro 12 Šiaulių profesinio rengimo centro darbuotojų. Pagrindinis tyrimo tikslas - išnagrinėti naujosios viešosios vadybos principų taikymo galimybes ir perspektyvas Šiaulių profesinio rengimo centre. Atsižvelgiant į tyrimo tikslą bei iškeltus uždavinius darbe buvo apžvelgta naujosios viešosios vadybos situacija, pagrindiniai jos principai. Pagal tris NVV principus – decentralizaciją, darbuotojų produktyvumą bei orientaciją į kokybę ir rezultatus – analizuojama Šiaulių profesinio rengimo centro veikla. Išsamiai analizuojamas Centro darbuotojų požiūris į darbo rezultatus, motyvaciją, veiklos vertinimo sistemą. Nagrinėjamos kliūtys, trukdančios įstaigoje įsitvirtinti naujosios viešosios vadybos principams. Patvirtinama darbo autoriaus iškelta hipotezė, kad pritaikius naujosios viešosios vadybos principus Šiaulių profesinio rengimo centre jo veikla taps efektyvesnė, veiksmingesnė ir ekonomiškesnė. / Possibilities and perspectives of applying the principles of new public management in Šiauliai Vocational Education and Training Centre and whole are analysing in this master‘s work. Empirical base of the survey consists of 12 Šiauliai Vocational Education and Training Centre employees. The main aim of the research is – to analyse possibilities and perspectives of applying the principles of new public management in Šiauliai Vocational Education and Training Centre. Considering to the research aim and tasks, there were overlook situation of new public management, the main principles of it. In accordance with three NPM principles – decentralization, productiveness of employees and orientation to quality also results – there were analysed activities of Šiauliai Vocational Education and Training Centre. Viewpoint of employees about work results, motivation, system of activities evaluation are analysing very comprehensively. Also, there is made analysis of disadvantages, which disturbs the process of NPM principles establishment.

The practical part, mainly focused on the implementation of the New Public Management tools in the practice of public administration in the Czech Republic, is based on the results of empirical research.The survey results indicate use of particular methods of measuring the quality of public administration in the Czech Republic.

Denna kandidatuppsatsen är en komparativ studie som handlar om skillnader och likheter mellan privata och kommunala äldreboenden utifrån arbetstagarnas perspektiv. Uppsatsen har haft New Public Management teorin som utgångspunkt samt tre olika aspekter som kvalité, effektivitet och arbetsvillkor under arbetsgång. Vi har även undersökt vilket äldreboende, det vill säga privat respektive kommunal som har mer inslag av NPM teorin i deras verksamhet. Informationen hämtades från femton semistrukturerade intervjuer som bestod av arbetstagare från privata och kommunala äldreboenden i Borås Stad. Undersökningens teori och tidigare forskning har utgått ifrån New Public Management. Resultatet av studien har visat att privata äldreboenden har ett större inslag av NPM- teorin i sina verksamheter. Studien har det även framkommit att det finns en del skillnader samt likheter mellan dem privata och kommunala äldreboenden utifrån dem aspekterna vi har utgått ifrån.

Jos aktualumą lemia tai, kad šiuo metu moderni aplinkos apsauga yra vienas iš kertinių akmenų, kuriant ateities visuomene Lietuvoje. Todėl ypatingą vietą aplinkosaugos sistemoje tenka atliekų tvarkymui, vandens tiekimui ir nuotekų tvarkymui. Šių paslaugų teikimo organizavimas – viena iš savivaldybių funkcijų. Tačiau savivaldybių institucijos nepakankamai efektyviai organizuoja ir kontroliuoja viešųjų paslaugų teikimą, neužtikrina, kad viešosiomis paslaugomis galėtų naudotis visi savivaldybės gyventojai ir kad šios paslaugos būtų teikiamos nuolat ir kokybiškai.
