Styrning av lokala integrationsprogram : Institutioner, nätverk och professionella normer inom det svenska flyktingmottagandet / Governing Local Integration Programmes : Institutions, Networks and Professional Norms in Swedish Refugee ReceptionQvist, Martin January 2012 (has links)
Den här avhandlingen undersöker vilken inverkan styrning som ”governance” och interorganisatorisk samverkan har på lokala integrationsprogram inom det svenska flyktingmottagandet. Fokus ligger på att studera hur organisationer på lokal nivå förhåller sig till ett institutionellt förändringstryck om att etablera ett interorganisatoriskt och arbetsmarknadsinriktat program. Syftet är också att bidra till den teoretiska förståelsen av ”governancemisslyckanden” och den mångfald av processer som styrning genom icke-tvingande mekanismer och decentraliserat beslutsfattande kan ge upphov till på lokal nivå. Den empiriska studien bygger på intervjuer med företrädare för myndigheter och andra aktörer på olika nivåer inom integrationsområdet. Fallstudier av lokalt utvecklingsarbete har genomförts i fyra kommuner. Avhandlingen visar att styrningen baserad på icke-tvingande mekanismer hade svårt att få genomslag när den stod i konflikt med etablerade arbetssätt och professionella normer. Den har också inneburit vaga och svårförenliga riktlinjer för arbetet på lokal nivå. Inom det lokala flyktingmottagandet har utvecklingsarbetet karaktäriserats av erfarenhetsutbyte, jämförelser och en vilja till gemensamt lärande inom ramen för professionella nätvek. Denna typ av samverkan har bidragit till ökad likformighet, eller isomorfism, inom de lokala insatserna, vilket står i kontrast till målet om ett mer differentierat och flexibelt program. / This thesis examines the impact and significance of governance and inter-organizational collaboration in the policy area of local refugee reception and immigrant integration in Sweden. The study focuses on how local actors respond to institutional pressures to engage in collaborative efforts in order to make service provision more differentiated and more orientated towards employment. The aim also is to contribute to the theoretical understanding of ‘governance failure’ and the multiplicity of outcomes that are possible when non-coercive mechanisms are applied rather than formal ‘command-and-control’. The empirical study is based on interviews with representatives from agencies involved at different levels. At the local level, case studies of integration programme development were carried out in four municipalities. The analysis shows that the governance strategies, based on non-coercive mechanisms, had a limited significance because they were in conflict with professional norms and practices at the local level of service provision. They also failed to provide more detailed guidance on how the differentiated services should be realized in practice. Instead, programme development at the local level was characterized by collaborative learning and imitation in professional networks, or ‘communities of practice’. This type of collaboration contributed to processes of increased homogenization, or isomorphism, which stands in contrast to the goal of a more de-standardized and flexible programme.

Syfte: Syftet med den här uppsatsen är att beskriva och analysera hur svenska noterade fastighetsbolag går tillväga vid värdering av förvaltningsfastigheter. Metod:Studien har en kvalitativ ansats. Sekundärdata i form av årsredovisningar är den huvudsakliga källan till empirin. Primärdata i form av enkäter samt en intervju har använts för att komplettera studien. Teoretisk referensram: Denna studie har sin utgångspunkt i den institutionella teorin, där begreppet isomorfism är av största vikt. Även IASB:s föreställningsram samt standarden IAS 40 är betydelsefulla för denna studie. Empiri: Utifrån de åtta fastighetsbolagens årsredovisningar år 2011 har empirin angående deras värderingsmetoder fastställts. Tabeller har även utformats för en jämförande studie över åren 2005, 2008 och 2011. I empirin har även fastighetsbolagens svar på enkäterna sammanfattats. Empirin angående de externa värderingsbolagen är inhämtad från de enkäter som besvarats samt en intervju med ett av bolagen. Slutsats: Vid värdering av förvaltningsfastigheter utgår de flesta av bolagen i denna studie från en kassaflödeskalkyl. Detta gäller även de externa bolagen som anlitats av fastighetsbolagen. Dock brukar de flesta bolag på olika sätt komplettera med ortsprismetoden vid värderingen till verkligt värde. Denna studie får stöd av den institutionella teorin då den visar att fastighetsbolagen till viss del är isoforma gällande värderingen av förvaltningsfastigheter. / Purpose: The purpose of this thesis is to describe and analyse the methods which Swedish listed real estate companies use when valuating to fair value. Methods: The study has a qualitative approach. Secondary data in the form of annual reports is the primary source of empirical data. Raw data in the form of surveys and an interview are used to complement the study. Theoretical framework: This study is based on the institutional theory, where the concept of isomorphism is of paramount importance. IASB's conceptual framework and IAS 40 are also significant and important for this study. Empirical: Empirical data regarding the eight real estate companies' methods of valuation has been determined by studying their annual reports of the year 2011. Tables have also been designed for a comparative study of the years 2005, 2008 and 2011. The real estate companies' responses to the survey are summarized in the empirical section. The empirical data regarding the external valuation companies was obtained from the answers from the surveys, and an interview with one of the companies. Conclusion: Most of the companies in this study base their valuation of investment properties on a cash flow statement. This also applies to external companies hired by the real estate companies. However, most companies also supplement the cash flow statement by providing a location price method. This study is supported by the institutional theory as it shows that real estate companies' to some extent are isoform regarding valuation of investment properties.

This thesis examines the regional part of the Church of Sweden. Existing as a Lutheran evangelical church since the declaration in Uppsala in 1593, the Church of Sweden became completely separate from the state in the year 2000. Apart from a small piece of legislation by the Swedish parliament, the now former state controlled church were to act on their own. This development can be seen as a result of several decades of discussions. The author is raising the question about the roll and function of bishops and dioceses in the Church of Sweden. By using original non-theological concepts such as isomorphism and management, the ecclesiological function of the Church of Sweden is presented. The terminology of management from business and economics has influenced the economic language of the church. In several cases the Church of Sweden has been subject to isomorphic impacts in bureaucratic and economical matters. The impression is that the development has partly been reduced from the regions or the dioceses. The author also presents a keyword for meta-ecclesiology; the church as such.

I sistemi finanziari si sono sempre contraddistinti per la loro natura fiduciaria e il ruolo di sostegno alla stabilità dei mercati (Bianchi, 2002). Quanto affermato giustifica il verificarsi, in determinati contesti di mercato, di crisi economiche di portata straordinariamente ampia. Il legislatore italiano, quindi, al fine di favorire uno sviluppo controllato del settore, negli ultimi anni ha rivolto il focus della regolamentazione normativa verso l’individuazione e la prevenzione di diversi rischi tipici di settore, soprattutto quelli legati all'operatività e quelli di tipo legale e reputazionale. In questo contesto, la teoria dell’Isomorfismo coercitivo si colloca per comprendere quali siano i motivi di adeguamento delle organizzazioni a normative ai fini della legittimazione nei confronti dell’ambiente in cui operano. La ricerca si pone quindi l’obiettivo di indagare i riflessi organizzativi e di governance delle imprese di assicurazione, legati a un processo di isomorfismo coercitivo attraverso la teoria della dipendenza dalle risorse, in particolare quelle reputazionali. / Financial Services are always being recognized like robustness and trust institutions (Bianchi 2002). In fact they always give a fundamental contribute to the stability of economic and social environment. This fact in some conditions, like the present ones, has often created very large financial crisis. More than in the past Italian laws in the financial services, aim at prevent some risk like operational, compliance and reputational ones. The theory of Coercive Isomorphism aim at explains how the organizations try to legitimate themselves towards their social and economic environment. In this direction the study aim at analyzed how coercive isomorphism had influenced the organizational design in the Italian insurance sector. In order to explain this process I used the RBV (Resource Based View) theory to explain how reputation could be a very strategic resource to gain robustness and trust in financial institutions after the crisis, so I analyzed how organization build reputation trough the processes compliance to the new law.

This thesis focuses on Asher and Vieu's first-order mereotopology which evolved from Clarke's Calculus of Individuals. Its soundness and completeness proofs with respect to a topological translation of the axioms provide only sparse insights into structural properties of the mereotopological models. To overcome this problem, we characterize these models with respect to mathematical
structures with well-defined properties - topological spaces, lattices, and graphs.
We prove that the models of the subtheory RT− are isomorphic to p-ortholattices
(pseudocomplemented, orthocomplemented). Combining the advantages of lattices
and graphs, we show how Cartesian products of finite p-ortholattices with one multiplicand being not uniquely complemented (unicomplemented) gives finite models of the full mereotopology. Our analysis enables a comparison to other mereotopologies, in particular to the RCC, of which lattice-theoretic characterizations exist.

The record industry has been around for just over 100 years and it’s an industry that mostly has been growing and growing ever since its inception. New technology has always pushed the industry forwards and helped it grow bigger and bigger with almost each year. But when the internet came in the early 2000’s it changed everything. It caused a stir in the industry when the music consumers now had the possibility to rip CD's, download music files illegally and share them with the world for free. In desperate actions to try to save the record labels from going bankrupt they did all in their power to fight the change. What eventually happened was that other actors came in and saved the business with services that embraced the change from a physical way of consuming music, to a new digital one. This is a study of how that change has been perceived and affected the record labels and their ways of working. By using Paul Hirschs modell charting the organization of the pop music industry and the four processes that Tschmuck describes as the core activities of a record label, we’ve interviewed six record labels in the Stockholm area in an attempt to describe the new core activities and organization of the industry now that the digitization has changed the way the customers consume music. Our findings show that the value added chain that Hirsch modelled has changed drastically, with several actors losing importance in it, while others actors has traded places. The core activities that Tschmuck described remains the same, but the ways they are executed has become more effective thanks to the new technology.

Previous issue date: 2017-08-07 / Este estudo tem como objetivo central identificar como ocorreu o processo de institucionalização do campo organizacional da pecuária bovina do município de Bacabal – MA. Para tal se utiliza preceitos provenientes da Teoria Institucional como base teórica estruturante do presente estudo. Dentro do vasto aparato da Teoria Institucional, este trabalho aborda as perspectivas de: (i) campo organizacional; (ii) o processo de estruturação/institucionalização de campos organizacionais; e (iii) isomorfismo institucional. No que tange o percurso metodológico, a coleta de dados foi realizada, principalmente, por meio de revisão de estudos acadêmicos reconhecidos nacionalmente e internacionalmente, entrevistas semiestruturadas com pecuaristas e outros atores envolvidos no campo organizacional e observações participantes. A análise dos dados, por sua vez, tem como base a análise de conteúdo e a utilização de fragmentos textuais derivados das entrevistas para a construção dos resultados do estudo. Por fim, este estudo identifica que o campo organizacional da pecuária bovina de Bacabal – MA foi estruturado a partir da herança dos ciclos do algodão e do arroz predominantes na região dos anos 1920 até meados dos anos 1950. Com o fim dos respectivos ciclos, a região foi dominada pela agricultura de subsistência até os anos 1960. Com a migração de famílias fugitivas das secas de vários estados do Nordeste houve o fenômeno denominado êxodo rural e, desta forma, esses imigrantes iniciaram a cultivar bovinos na região. Com isso, entre os anos 1960 houve a observação de um campo em pré-formação; na década de 1970 o campo organizacional foi caracterizado como campo emergente, entre os anos 1980 e 1990 houve a expansão do campo e, por fim, a partir de 2000 o campo organizacional objeto deste estudo se transformou em um campo organizacional quase totalmente institucionalizado. O fator que justifica a institucionalização quase completa do campo organizacional é a existência de dois mapas de relacionamentos entre atores do campo organizacional distintos. O mapa de relacionamentos baseado no modelo do ator racional apresenta 13 grupos de atores e 68 subgrupos de atores; enquanto o modelo do ator institucional foi caracterizado com 10 grupos e 52 subgrupos de atores. Tal observação expõe que um grupo de atores que, em teoria, compartilham valores e atuam diretamente no campo; na prática, não os faz. Com isso, não há a institucionalização completa de um campo organizacional caso todos os atores atuantes não estejam compartilhando os mesmos valores e atuando coletivamente. Adicionalmente, neste estudo foram identificados 80 processos isomórficos praticados no campo organizacional. Com origens e finalidades diversas, os presentes processos isomórficos são de caráter normativo, coercitivo e/ou miméticos. Este trabalho ainda identifica a ação de Empreendedores Institucionais em dois períodos temporais distintos dentro do campo organizacional e o perfil organizacional do campo organizacional da pecuária bovina de Bacabal – MA. Desta forma, este trabalho se apresenta como um diferencial para o futuro da pecuária bovina do município. As mudanças organizacionais, a melhoria no relacionamento entre os atores do campo, a possibilidade de incrementar a gestão de pessoas, da qualidade e dos processos; são algumas das contribuições desse trabalho. / The main objective of this study is to identify how the institutionalization process of the bovine livestock organizational field in the city of Bacabal - MA occurred. For this purpose, this study uses precepts from the Institutional Theory as the theoretical framework structuring the present study. Within the vast apparatus of the Institutional Theory, this paper approaches the perspectives of: (i) organizational field; (Ii) the process of structuring/institutionalizing of organizational fields; and (iii) institutional isomorphism. Regarding methodological trajectory, data collection was mainly performed through a review of nationally and internationally recognized academic studies, semi-structured interviews with producers and other actors involved in the organizational field and field notes. Data analysis, in turn, is based on content analysis and the use of textual fragments derived from the interviews to construct this study’s results. Finally, this study identifies that the bovine livestock organizational field of Bacabal - MA was structured from the inheritance of the predominant cotton and rice cycles in the region from the 1920s to the mid 1950s. As these economic cycles ended, the region was dominated by subsistence agriculture until the 1960s. With the migration of refugee families from the droughts of several Northeastern states, there was a phenomenon called rural exodus and, as a result, these immigrants began to grow bovines in the region. With this, during the years of 1960 there was the observation of a field in pre-formation; in the 1970s the organizational field was characterized as an emergent field, between the 1980s and the 1990s there was expansion of the field and, finally, from years of 2000 onwards the organizational field of this study turned into an almost totally institutionalized organizational field. The factor that justifies the almost complete institutionalization of the organizational field is the existence of two different relationship maps of relationships among the organizational field actors. The relationship map based on the rational actor model presents 13 groups of actors and 68 subgroups of actors; while the institutional actor model was characterized by 10 groups and 52 subgroups of actors. Such observation exposes that a group of actors who, in theory, shares values and acts directly in the field; in practice, it does not. Thus, there is no complete institutionalization of an organizational field if all the actors involved are not sharing the same values and acting collectively. Additionally, in this study, we identified 80 isomorphic processes practiced in the organizational field. With diverse origins and purposes, the present isomorphic processes are of normative character (in which there is homogenization of practices through the qualification of the workforce involved in the organizational field); coercive (the imitation of processes developed in the field by laws or social pressures); and/or mimetics (mirroring practices developed from uncertainties). This work also identifies the action of Institutional Entrepreneurs in two distinct temporal periods within the organizational field and the organizational profile of the bovine livestock organizational field of Bacabal - MA. Thus, this work presents itself as a differential for the future of the bovine livestock production of the city. Organizational changes, improvement in the relationship between actors in the field, the possibility of developing human resources, quality and processes management; are some of the contributions of this study.

Cette thèse s'attache à décrire des algorithmes qui répondent à des questions provenant de la théorie des anneaux et des modules. Nous restreindrons essentiellement notre étude à des algorithmes déterministes, en temps polynomial, ainsi qu'aux anneaux et modules finis. Le premier des principaux résultats de cette thèse concerne le problème de l'isomorphisme entre modules : nous décrivons deux algorithmes distincts qui, étant donnée un anneau fini R et deux R-modules M et N finis, déterminent si M et N sont isomorphes. S'ils le sont, les deux algorithmes exhibent un tel isomorphisme. De plus, nous montrons comment calculer un ensemble de générateurs de taille minimale pour un module donné, et comment construire des couvertures projectives et des enveloppes injectives. Nous décrivons ensuite des tests mettant en évidence le caractère simple, projectif ou injectif d'un module, ainsi qu'un test constructif de l'existence d'un homomorphisme demodules surjectif entre deux modules finis, l'un d'entre eux étant projectif. Par contraste, nous montrons le résultat négatif suivant : le problème consistant à tester l'existence d'un homomorphisme de modules injectif entre deux modules, l'un des deux étant projectif, est NP-complet.La dernière partie de cette thèse concerne le problème de l'approximation du radical de Jacobson d'un anneau fini. Il s'agit de déterminer un idéal bilatère nilpotent tel que l'anneau quotient correspondant soit \presque" semi-simple. La notion de \semi-simplicité approchée" que nous utilisons est la séparabilité. / In this thesis we are interested in describing algorithms that answer questions arising in ring and module theory. Our focus is on deterministic polynomial-time algorithms and rings and modules that are finite. The first main result of this thesis concerns the module isomorphism problem: we describe two distinct algorithms that, given a finite ring R and two finite R-modules M and N, determine whether M and N are isomorphic. If they are, the algorithms exhibit such a isomorphism. In addition, we show how to compute a set of generators of minimal cardinality for a given module, and how to construct projective covers and injective hulls. We also describe tests for module simplicity, projectivity, and injectivity, and constructive tests for existence of surjective module homomorphisms between two finite modules, one of which is projective. As a negative result, we show that the problem of testing for existence of injective module homomorphisms between two finite modules, one of which is projective, is NP-complete. The last part of the thesis is concerned with finding a good working approximation of the Jacobson radical of a finite ring, that is, a two-sided nilpotent ideal such that the corresponding quotient ring is \almost" semisimple. The notion we use to approximate semisimplicity is that of separability.

Arbetskraftsbrist och en krympande välfärdsstat har ökat fokusen på individer som står långt från arbetsmarknaden såväl som på arbetsintegrerande sociala företag. I den här hermeneutiska studien som baseras på intervjuer med tjänstemän som arbetar gentemot dessa grupper undersöker vi hur tjänstemännen upplever sitt handlingsutrymme och sin roll gentemot klienterna. För att kunna utföra sitt arbete behöver de handlingsutrymme vilket ligger i linje med Michael Lipskys teori om gatubyråkrater (Lipsky 2010). Sociala företag beskrivs som behövda för att lösa brister på arbetsmarknaden men också problematiska eftersom både de sociala entreprenörerna och klienterna har en bakgrund med bristfällig skolgång vilket leder till problem att navigera i samhället. Tjänstemännen kompenserar för det genom att ta på sig olika roller. Paradoxen med de sociala företagen analyseras med hjälp av en teori om pre-paradigmatiska fält och isomorfism som för med sig ett tryck på organisationerna att anpassa sig för att uppnå legitimitet och få tillgång till resurser. Med mer kunskap om den roll som tjänstemän kan spela för att förebygga utestängningar från arbetsmarknaden skulle det kunna möjliggöra för resurser att distribueras effektivare inom välfärdssystemet. / Lack of workers and a shrinking welfare state have increased the focus on individuals who are excluded from the labor market as well as social enterprises. In this hermeneutic study, based on interviews with officials working towards these groups, we investigate how officials perceive their discretion and role towards clients. To be able to do their job they need discretion which is in line with Michael Lipsky's theory on street-level bureaucrats (Lipsky 2010). Social enterprises are described as needed to solve shortcomings in the labor market, but also problematic, as the social entrepreneurs could be lacking skills, as both clients and social entrepreneurs have a background of failed schooling due to disabilities and socio-economic causes. Bourdieu’s concept of doxa is applied to understand how failed schooling lead to shortcomings in navigating society and how officials compensate for this by taking on different roles. The paradox of the social enterprises is analyzed with a theory on pre-paradigmatic fields and isomorphism which brings a pressure for organizations to conform to gain legitimacy and access to resources. More knowledge on the role the officials can play to prevent exclusion from the labor market could enable resources to be more effectively distributed within the welfare system.
