[pt] Esta é uma pesquisa do campo da Economia Política da Comunicação, Informação e Cultura (EPC) que dialoga com os estudos que analisam o processo de produção de notícias pensado a partir da categoria trabalho, dentro de uma perspectiva marxista. As empresas de comunicação, no Brasil e em quase todo o mundo, se encontram no contexto capitalista e, por isso, buscam em primeiro lugar o lucro, o qual vem sendo abalado pela disrupção do modelo de negócios dessas empresas, com a chegada da internet e das plataformas digitais. A investigação busca compreender de que maneira as rotinas produtivas do jornalismo dentro deste contexto favorecem a precarização do trabalho e afetam não só a produção, mas as condições físicas e psicológicas dos profissionais da área, principalmente após a chegada da pandemia de covid-19. A pesquisa tem como base métodos quantitativos e qualitativos aplicados sobre uma amostra de 218 respostas de um questionário enviado a jornalistas de todo país e entrevistas em profundidade com 21 repórteres que atuam no Rio de Janeiro no noticiário diário de empresas de comunicação de relevância nacional. Esta dissertação constata forte instabilidade na profissão, crescimento da precarização do fazer jornalístico e desqualificação dos trabalhadores, além do aumento dos sinais de esgotamento entre os jornalistas. / [en] This is a research in the field of Political Economy of Communication, Information and Culture (EPC) that is in dialogue with studies that analyze the process of news production from the category of work, within a marxist perspective. Communication companies in Brazil are in the capitalist context and, therefore, pursue profit first, which has been affected by the disruption of these companies business models, with the arrival of the internet and digital platforms. The investigation seeks to understand how the productive routines of journalism within this context favour the precariousness of work and affect not only production, but also the physical and psychological conditions of professionals in the field, especially after the arrival of the covid-19 pandemic. The research is based on quantitative and qualitative methods applied to a sample of 218 responses to an online survey questionnaire sent to journalists across the country and in-depth interviews with 21 reporters who work in Rio de Janeiro with the daily news in media companies of national relevance. This dissertation found strong instability in the profession, a growth in the precariousness of journalistic work and a disqualification of workers, in addition to an increase in the signs of exhaustion among journalists.

[pt] Desde o início do século XXI, com o avanço das plataformas digitais, a imprensa tradicional perdeu parte de sua principal fonte de receita, a publicidade, para novos integrantes da cadeia jornalística, sobretudo Google e Facebook. Posicionando-se como distribuidoras do material noticioso, as big techs passaram anos lucrando sem remunerar as empresas de mídia pelo conteúdo produzido. Nesse contexto neoliberal, alicerçado pela utopia da internet como um território livre e democrático, a presente dissertação analisa a cobertura do jornal O Globo a respeito da regulação de direitos autorais na internet, base legal para que as plataformas remunerem os produtores do conteúdo jornalístico. O referencial teórico é a Economia Política da Comunicação e sua abordagem crítica sobre o conhecimento construído no mundo a partir das relações de poder nas esferas econômica, social e política. A metodologia utilizada foi a Análise de Conteúdo, a partir de um corpus de 41 matérias, além de nove editoriais e artigos de opinião, publicados entre 2016 e 2022. Aliado a um olhar qualitativo, o ferramental quantitativo revelou o despertar tardio da empresa para a questão em análise - que afeta a viabilidade do modelo de financiamento jornalístico e, consequentemente, a sobrevivência corporativa de O Globo. / [en] Since the beginning of the 21st century, with the advancement of digital platforms, traditional press has lost a significant portion of its main revenue source, advertising, to new players in the journalistic chain, mainly Google and Facebook. Presenting themselves as news distributors, big tech companies have been profiting for years without compensating media companies for the content created. In this neoliberal context, based on an utopian idea of the internet as a free and democratic territory, this dissertation analyzes O Globo newspaper s coverage regarding the regulation of copyright on the internet, which provides a legal basis for platforms to remunerate journalistic content producers. The theoretical framework is the Political Economy of Communication and its critical approach to the knowledge constructed in the world based on power relations in economic, social, and political spheres. The methodology used was Content Analysis, based on a corpus of 41 articles, in addition to nine editorials and opinion pieces, published between 2016 and 2022. In conjunction with a qualitative approach, the quantitative tools revealed the company s late awakening to the issue under analysis - which affects the viability of the journalistic financing model and, consequently, O Globo s corporate survival.

[pt] Nesta tese, examinamos como as Tecnologias da Informação e da Comunicação (TICs) se desenvolveram na China a partir de especificidades históricas, do papel do Estado e das empresas privadas de tecnologia, organizadas dentro de uma economia de plataformas, considerada setor estratégico para a política de modernização empreendida pelo Estado chinês. Esta pesquisa está situada no subcampo da Economia Política da Comunicação (EPC), derivada da Crítica da Economia Política que, por seu caráter transversal a diferentes campos das Ciências Sociais, pode fornecer ferramentas importantes para compreender fenômenos comunicacionais e culturais nas novas configurações das sociedades informacionais. Definimos como objetivos deste trabalho reconstruir o caminho do desenvolvimento das Tecnologias de Informação e Comunicação (TICs) na China nos séculos XX e XXI e seus impactos econômicos e políticos, além de examinar como se estruturam as big techs chinesas e suas versões globais, suas características e como tais empresas privadas se relacionam com o Estado. Utilizamos como procedimentos metodológicos a pesquisa bibliográfica e a análise documental, contemplando uma literatura que permite olhar a China a partir de sua experiência imperial e revolucionária, além de discussões conceituais sobre plataformas e o processo de enraizamento de estruturas digitais na vida cotidiana, chamado de plataformização. A análise de documentos permitiu mapear o estado da plataformização na China, os desafios, os tensionamentos e como isso se articula dentro da nova onda de progresso técnico com consequências diretas sobre dinâmicas de produção e de acumulação de capital. Concluímos que, embora o desenvolvimento das TICs tenha conduzido a China a desafios semelhantes aos enfrentados por países ocidentais como a formação de monopólios de empresas de plataformas, cujos modelos de negócios estão amparados na coleta e análise massiva de dados, há especificidades importantes que não permitem o mero espelhamento das estruturas das plataformas chinesas com as ocidentais, notadamente as estadunidenses. Tendo tomado, inicialmente, as plataformas dos EUA como inspiração, as chinesas aproveitaram brechas dentro da organização chinesa para desenvolver arranjos absolutamente particulares nos níveis social e econômico e também político. / [en] In this thesis, we examine how Information and Communication Technologies (ICTs) have developed in China based on historical specificities, the role of the State and private technology companies structured within a platform economy model, considered a strategic sector for the modernization policy deployed by the Chinese State. This research is situated in the subfield of the Political Economy of Communication (PEC) context, which derives from the Critique of Political Economy, which in turn, due to its transversal nature across different fields of Social Sciences, it can provide important tools to understand communication and cultural phenomena in the new configurations of information societies. The objectives of this work are to reconstruct the path of development of Information and Communication Technologies (ICTs) in China in the 20th and 21st centuries, and to examine their economic and politic impacts. Additionally, the study will analyze how Chinese big techs and their global versions are structured, their characteristics, and how such private companies relate to the State. In this research, we use bibliographic research and documentary analysis as methodological procedures, contemplating literature that allows us to look at China from its imperial and revolutionary experience, as well as conceptual discussions on platforms and the process of embedding digital structures in everyday life, called platformization. Document analysis allowed us to map the state of platformization in China, the challenges, the tensions, and how this articulates within the new wave of technical progress with direct consequences on production dynamics and capital accumulation. We conclude that although the development of ICTs has led China to challenges similar to those faced by Western countries, such as the formation of platform company monopolies, whose business models are supported by massive data collection and analysis, there are important specificities that do not allow a mere reflection of Chinese platform structures with Western ones, notably American ones. Having initially taken inspiration from North American platforms, the Chinese have taken advantage of gaps within the Chinese organization to develop arrangements that are absolutely particular at the social, economic and political levels.

[pt] Esta dissertação visa discutir como os veículos de jornalismo impresso estão sendo levados a mudar os formatos de publicação de notícias para se adequar às normas impostas por gigantes das comunicações como Alphabet e Meta. O estudo discute como este processo se inscreve numa linha do tempo de constantes adaptações do material gráfico jornalístico que visavam o aumento de vendas de exemplares. Usamos conceitos da Economia Política da Comunicação, como os de Bolaño e Harvey, além de Zuboff para contextualizar o papel que as empresas detentoras do Google e Instagram têm na disrupção do modelo de negócios jornalismo. Comparamos os perfis no Instagram da Revista Trip e do portal G1, com o recorte das postagens no formato de carrossel de janeiro a junho de 2023. Propusemos a subdivisão das amostras em cinco categorias distintas, de acordo com suas especificidades narrativas. Constatamos que as convenções de diagramação de revistas e jornais impressos foram reconfiguradas em cards para se adaptar às exigências das redes sociais. / [en] This dissertation aims to discuss how print journalism outlets are being compelled to change news publication formats to conform to the standards imposed by communication giants such as Alphabet and Meta. The study explores how this process fits into a timeline of constant adaptations of journalistic graphic material aimed at increasing copy sales. We draw on concepts from the Political Economy of Communication, including those by Bolaño, Zuboff, and Harvey, to contextualize the role that Google and Instagram s parent companies play in disrupting the journalism business model. We compare the Instagram profiles of Revista Trip and the G1 portal, focusing on carousel-format posts from January to June 2023. We propose subdividing the samples into five distinct categories based on their narrative specificities. We observed that the layout conventions of print magazines and newspapers have been reconfigured into cards to adapt to the demands of social media.

Global Internet governance and the public interest in communication

Élaborée à partir d’une étude de cas extensive focalisant sur les perspectives multiples et concurrentes ayant émergé lors des négociations sur la gouvernance de l’Internet, thématique ayant dominé l’agenda politique du Sommet mondial sur la société de l’information (SMSI), cette thèse examine les manières avec lesquelles les débats mondiaux sur la gouvernance de l’Internet influencent la notion d’intérêt public en communication. Établie sur la base d’une observation participante extensive, d’entrevues semi-structurées et de l’analyse d’une documentation formelle et informelle associée au SMSI, cette thèse fait état de l’émergence des enjeux associés à la gouvernance de l’Internet au SMSI et présente une analyse approfondie des négociations ayant porté sur cet enjeu. Le cadre théorique développé par Lawrence Lessig au travers duquel « le code est la loi » est appliqué afin d’expliquer comment les différents acteurs ont débattu et ultimement atteint un consensus sur les frontières venant séparer les enjeux normatifs de politique publique et les questions techniques de régulation et de gestion du réseau. Cette thèse discute également de l’évolution des débats autour de la gouvernance mondiale de l’Internet ayant pris place à la suite de la conclusion du SMSI. Sur la base de cette étude de cas, un ensemble de conclusions sont formulées sur les acteurs et les caractéristiques institutionnelles ayant influencé les négociations sur la gouvernance de l’internet. Il est également suggéré que le SMSI a redéfini une discussion étroite sur la gestion d’un ensemble de fonctions techniques de l’Internet en un domaine de politique publique plus large de gouvernance mondiale de l’Internet. Il est également défendu que la notion d’intérêt public dans la gouvernance mondiale de l’Internet est conceptualisée autour des processus de participation et d’intégration des différentes parties prenantes au processus politique. Les implications directes et indirectes qui découlent de ce constat pour comprendre plus largement la notion d’intérêt public dans le domaine de la communication sont également présentées et discutées. En conclusion, cette thèse s’interroge sur les implications programmatiques des éléments ayant été précédemment soulevées pour la recherche médiatique et communicationnelle. / Centred on an extensive case study of the multiple and competing perspectives that emerged over the course of the controversial internet governance negotiations that dominated the United Nation’s World Summit on the Information Society (WSIS), this thesis examines how the global debate on internet governance influences the public interest in communication. On the basis of extensive participant observation, targeted semi-structured interviews and analyses of a range of formal and informal documents associated with the WSIS, this thesis reviews the emergence of the issue of internet governance at the WSIS and provides an in-depth accounting of the negotiations that followed. Lawrence Lessig’s theory of “code is law” is applied in explaining how various actors debated and ultimately reached conclusions about the boundaries between normative public policy issues and questions of technical regulation and management. The evolution of the debate over global internet governance since the conclusion of the WSIS is also discussed. On the basis of this case study, a series of conclusions are drawn about the actors and institutional characteristics that influenced the WSIS negotiations on internet governance. It is suggested that the WSIS redefined a narrow debate over the management of a series of internet technical functions as a more broad public policy field of global internet governance. It is argued that the public interest in global internet governance however is process-focused and preoccupied with the political welfare of various stakeholders. The direct and indirect implications for understanding the larger public interest in communication are considered. In conclusion, this thesis reflects on the programmatic implications for the media and communication studies research agenda.

O trabalho demonstra que o modelo português de regulação das transmissões televisivas tem um alcance mais profundo que o dos demais países, tendo-se em vista que a atividade regulatória abarca todo o conteúdo transmitido – informação, entretenimento e publicidade – e que a entidade responsável por este monitoramento atua em conjunto com outras duas autoridades, uma delas dedicada ao controle da concentração de propriedade nos meios de comunicação e outra direcionada à fiscalização dos aspectos relacionados ao transporte do sinal. Também demonstra a existência de entidades regulatórias em Moçambique e Guiné-Bissau, cujas atribuições legais se dão especificamente sobre o conteúdo informativo, e que os conselhos de Angola e São Tomé e Príncipe têm alcance mais reduzido, limitando-se a advertir sobre infrações praticadas. It then analyzes the powers of the regulatory agencies of television, according to the legislation of each country in the period between January 1, 2011 and December 31, 2012, and the way in which they are organized. The study then compares the financial and administrative autonomy of the regulatory authorities in relation to the political powers in which the state is organized and their ability to deliberate and impose sanctions, based on the analysis of legal norms. The proposed research is aligned with the perspective of Political Economy of Communication, in dialogue with approximate theoretical. Thus, the research identifies five agencies with legal duties to monitor the televised content: Entidade Reguladora para a Comunicação Social (Regulatory Authority for the Media – Portugal); Conselho Superior da Comunicação Social (Superior Council for Social Communication – Mozambique); Conselho Nacional de Comunicação Social (National Council for Social Communication – GuineaBissau); Conselho Nacional de Comunicação Social (National Council for Social Communication – Angola); Conselho Superior de Imprensa (Superior Council Press – Sao Tome and Principe). The work demonstrates that the Portuguese model of regulation of television has a range deeper than the other countries, bearing in mind that the regulatory activity refers to any content transmitted – information, entertainment and advertising – and that the entity responsible for this monitoring works in conjunction with two other agencies, a their dedicated to the control of the ownership concentration in the media and the other with targeted surveillance to aspects of the transport signal. It also demonstrates the existence of regulatory bodies in Mozambique and Guinea-Bissau, whose legal powers are given specifically on the informative content, and that the entities of Angola and Sao Tome and Principe have reduced range, merely warn about violations practiced. Finally, the dissertation finds that two other countries, Cape Verde and East Timor, have not yet created monitoring entities the content of television, although this initiative is already established in law and / or in official documents, and the eighth country investigated, Brazil, is the only one not to have even forecast implementation monitoring of the television content.

Constata-se que existem seis grandes modelos de disposição de audiovisual na internet, considerando os seguintes fatores: origem dos conteúdos disponibilizados (próprios, terceirizados, exclusivos), estilo de programação (em fluxo, arquivos), acesso a download e possibilidade de interação do receptor com o emissor (interatividade). / Considering the web as a space for digital TV yet little discussed and disseminated, this dissertation is devoted to discussing the relationship between audiovisual and internet before the political economy of communication. Means that the Internet represents a set of conditions that distinguishes it, becoming an alternative locus for conformation TV, to be advanced from its public policies for universal measures in education, technological solutions and operational strategies of media organizations. From the Political Economy of Communication, we analyze the types of audiovisual content available on the Internet, watching several sites that provide audio-visual products, from those who only put links to other companies fulfilling the content, even those with their own programs, flow and exclusive. It appears that there are six major models of provision of audiovisual on the internet, considering the following factors: the origin of the content available (in-house, outsourced, exclusive) way of programming (in flux, files), access to download and possibility of interaction receiver and transmitter (interactivity).

Face à la discontinuité et à l’hétérogénéité essentielles – et non accidentelles – de la communication muséale, le spectre des postures adoptées par les acteurs de la médiatisation investis dans ces processus est très large. La présente thèse cherche à examiner la manière dont ces acteurs (autant ceux qui évoluent au sein des musées qu’autour de ces derniers) s’engagent dans un jeu d’anticipations croisées où chacun cherche à s’assurer des prises sur le continuum de la médiation patrimoniale pour poursuivre ses projets respectifs. Conduite dans le cadre d’un financement CIFRE au sein de l’agence prestataire de musées Mazedia, cette thèse se focalise, dans cette situation d’incertitude plus ou moins radicale, sur le recours aux médias informatisés et, plus précisément, aux architextes ; ces outils d’écriture qui conditionnent l’écriture (et, de fait, la lecture) des autres. Dans une démarche à la croisée entre sémiologie des médias et des médiations et économie politique de la communication, deux architextes font l’objet d’une analyse détaillée : DMA Friends (conçu par le musée d’art de Dallas) et Wezit (conçu par l’agence Mazedia). Le premier a été choisi pour la façon dont il illustre un processus d’architextualisation de l’évaluation muséale (appréhendée comme une écriture des pratiques) ; le second, un processus d’architextualisation des pratiques d’écriture de médiation de type « transmédiatique ». Dans une perspective exploratoire est examinée l’articulation possible entre ces deux processus et la manière dont celle-ci est susceptible de reconfigurer la manière dont la médiation patrimoniale peut opérer lorsqu’elle repose sur l’intervention des médias informatisés. / When dealing with the discontinuity and heterogeneity of museum communication (which is essential and not at all accidental), the broad spectrum of the positions adopted by the actors of mediatization who are involved in the processes is substantial. This thesis examines the manner in which these actors (i.e. those working in museums and those collaborating with them) anticipate complex interactions and seek to guarantee their place on the continuum of heritage interpretation in order to pursue their respective projects. This thesis was possible thanks to a CIFRE grant and was undertaken within a service provider for museums called Mazedia. In this context of relatively significant institutional instability, its aim is to focus on the reliance on digitized media and, more precisely, on architexts, that is, writing tools which condition the writing (and, as a result, the reading) of others. In a process which is situated at an intersection between media and mediation semiology and political economy of communication, two architexts are analyzed in detail, DMA Friends (conceived by the Dallas museum of Art) and Wezit (conceived by Mazedia) respectively. The first was chosen on account of the way it illustrates a process of architextualisation of museum evaluation (apprehended as practices scripturalization). The second deals with a process of the architextualization of practices of transmedia interpretation writing. It is in an exploratory perspective that this thesis examines the possible articulation between these two processes and the manner in which the latter is susceptible to reconfigure the way heritage mediation can operate when it relies on the use of digitized media.

解讀報紙建構的資訊社會圖像 / Comprehending the Image of Information Society Newspapers Construct

The former (constructing image) selects two approaches, inducting the themes of news reports and the metaphor language systematically in the page of information news, to present the image of IS newspapers construct; and the latter (comprehending image) concerns how communicative activities are influenced or limited under the situation of unequal distribution of resources (material and symbolic resources). Try to dig out the information of the productive environment, conditions, and relations of the image and so on about culture production to comprehend the deeper social meaning of the image. The research found: In the page of information news (Liberal Times is the research object in this thesis), the image of IS is made of the chief leading role, information commodity, and the metaphor language which almost shows positive emotion. The productive environment of the image is related with the symbiosis structure of Taiwan state apparatuses and the capitalist of information industries in historical context in Taiwan and the economic relations between the press and information industries when the economic situation of the press changed. Also, by entering the process of making news, this article discusses how social existing powers interact in making information news, and the research found the IS image is produced from a powerful structure made of information industries and state apparatuses. These two kinds of sources occupy almost 80% of speaking location in the page of information news.
