BREAKING BARRIERS: Unveiling Best Practices for Promoting Urban Cycling

This study investigates the barriers faced by cities in their efforts to increase the number of urban cyclists and aims to identify best practices to fulfil cities' ambitions. The research explores the multi-dimensional nature of the obstacles and highlights the significance of understanding and addressing them effectively. By examining bike policies, sustainable mobility programs, existing literature, and conducting interviews with experts, this study provides insights into the common themes that prevent cities from achieving their goals. The findings contribute to the development of best practices that can support cities in their ambition to increase urban cycling.This study is a multi-case study, where the study compares the city Malmö and The Hague. The Hague is a leading example for bicycle use, while Malmö strives to become a bicycle-friendly city. The methodology employed in this research includes several components: a literature review to explore barriers and enablers of urban cycling, a theoretical analysis, a comprehensive review of bike policies and sustainable mobility documents in both cities and interviews to delve deeper into recurring themes identified in the document analysis. The discussion section integrates the literature review, theory, and results, highlighting the best practices for promoting urban cycling.In this study, the theory of path dependency is employed, which refers to a process where initial moves lead to further moves in the same direction, limiting future choices. It involves three phases: Preformation, Formation, and Lock-in. Additionally, the theoretical framework incorporates the three factors of path dependence identified by Low et al. (2005). These factors are relevant to the study because they relate to urban planning and active transport. The three factors are: technical, institutional, and discursive. Overall, understanding path dependency and its factors (technical, institutional, and discursive) enables more effective strategies in urban planning and active transportation to overcome barriers and promote sustainable cities.Through an analysis of previous research, theory, and results it becomes evident that the establishment of a support base and the implementation of a combination of hard and soft measures play a crucial role in fulfilling cities' bike ambitions. The support base requires diverse stakeholders to understand and support bike policies. Effective communication help engage stakeholders and expand support. Overplanning with various options enhances policy resilience. Striking a balance between hard and soft measures is crucial for increasing urban cyclists. Hard measures like infrastructure development are initially important, but a balanced approach ensures an effective strategy.By adopting these best practices, cities can successfully increase the number of urban cyclists. However, it is important to emphasize that achieving this ambition goes beyond formulating a policy; it requires the establishment of a support base and a balanced approach that incorporates both hard and soft measures. This study provides cities with insights into potential barriers and enablers, offering guidance for examining their specific urban contexts and working towards their cycling goals.

Vår värld som vi känner den håller på att förändras på grund av klimatförändringar som berorav mänskliga aktiviteter. För att minska effekterna av stigande halter växthusgaser måste alladelar av våra samhällen minska utsläppen, där byggandet av bostäder och transporter är storautsläppsområden som måste förändras i grunden. Det har lett till en växande insikt omeffekterna för urbana transporter, som har resulterat i ökad efterfrågan på lösningar som kanförbättra mobiliteten i städerna och dessutom sänka utsläppen av växthusgaser. En av delösningar som har fått ökad uppmärksamhet är mobilitetshubbar. Dessa hubbar beskrivs somsamlingsplatser för olika färdmedel och tjänster som främjar hållbart resande, som till exempelkollektivtrafik, delningsfordon och aktiv mobilitet. En identifierad problematik medmobilitetshubbar är den bristande erfarenheten i att ta beslut om vilka funktioner som ska ingå,hur de ska finansieras och hur kostnader och intäkter ska fördelas. Detta skapar ett behov avsamverkan mellan offentliga och privata aktörer. Denna studie syftar till att undersöka hur byggherrar och kommun kan samverka kringmobilitetslösningar på områdesnivå. Studien baseras på en fallstudie avstadsutvecklingsprojektet Sege Park i Malmö. Resultaten visar att staden ställt höga krav föratt Sege Park ska bli ett attraktivt bostadsområde där hållbara resor prioriteras och blir enklaatt nyttjas av de boende. Det har lett till att områdets parkeringsbehov och mobilitetstjänstersamlats i ett gemensamt parkeringshus. Samtidigt har byggherrarna behövt arbeta fram olikainnovativa gemensamma mobilitetsåtgärder för att få boende i området att välja bort att äga enegen bil. För första gången har en mobilitetsplan som omfattar flera fastigheter skrivits, vilkethar krävt högre grad av samverkan mellan byggherrar och staden. Studiens material har samlats in genom de olika metoderna: litteraturstudie, fallstudie,dokumentdata och intervjuer. Det teoretiska ramverket som används i studien utgår från enmodell om samverkansstyrning (collaborative governance), som har utvecklats av Emerson,Nabatchi och Balogh (2012). Studien identifierar ett flertal drivkrafter för att samordnautveckling och drift för delade mobilitetsåtgärder på områdesnivå. Däribland en ekonomiskvinning, en bättre helhet och större nytta för de boende. Det har också identifierats ett antalhinder, som olika förutsättningar och tidsperspektiv samt bristande ledarskap, vilket har lett tillonödigt tidskrävande processer. Studien visar på vikten av samverkan mellan byggherrar ochstaden, samt behovet av ledarskap och tydlig struktur för att underlätta samarbetet ochmöjliggöra en effektiv implementering av hållbara mobilitetslösningar på områdesnivå. / Our world, as we know it, is undergoing changes due to climate change caused by humanactivities. To mitigate the effects of rising greenhouse gas emissions, all sectors of our societymust reduce their emissions, with housing construction and transportation being significantareas that require fundamental transformation. This has led to a growing recognition of theimpacts on urban transportation, resulting in an increased demand for solutions that canimprove mobility in cities while reducing greenhouse gas emissions. One solution that hasgained attention is mobility hubs. These hubs are described as gathering places for variousmodes of transportation and services that promote sustainable travel, such as public transit,shared vehicles, and active mobility. A challenge with mobility hubs is the lack of experiencein making decisions about which functions to include, how to finance them, and how to allocatecosts and revenues. This creates a need for collaboration between public and private actors. This study aims to investigate how developers and municipalities can collaborate on an arealevel for mobility solutions. The study is based on a case study of the urban development project Sege Park in Malmö. The results show that the city has set high requirements for SegePark to become an attractive residential area where sustainable travel is prioritized and easilyaccessible to residents. This has led to the consolidation of the area's parking needs and mobilityservices in a shared parking facility. At the same time, developers have had to developvarious innovative shared mobility measures to encourage residents to choose not to own a private car. For the first time, a mobility plan encompassing multiple properties has been developed,requiring a higher level of collaboration between developers and the city. The study's data has been collected through various methods: literature review, case study,document analysis, and interviews. The theoretical framework used in the study is based on amodel of collaborative governance developed by Emerson, Nabatchi, and Balogh (2012). Thestudy identifies several drivers for coordinating the development and operation of sharedmobility measures, including economic benefits, a better overall outcome, and greater benefitsfor residents. Several barriers have also been identified, such as varying conditions and timeperspectives, as well as a lack of leadership, leading to time-consuming processes. The studyhighlights the importance of collaboration between developers and the city, as well as the needfor leadership and a clear structure to facilitate cooperation and enable the effectiveimplementation of sustainable area-level mobility solutions.

Úspěšné zahraniční iniciativy otevřených dat - přenos zahraniční praxe při rozvoji udržitelné mobility v Praze / Successful open data initiatives abroad - transfer of foreign practice in the development of sustainable mobility in Prague

The main topics of the thesis are open data, open data initiatives and sustainable mobility. Current state of open data made available by the Prague city administration is explored. Successful open data initiatives from abroad, that use open data to contribute to sustainable mobility, are examined. Results of the study of open data in driving sustainable mobility in nine smart cities are partially replicated and extended using the state of open data in Prague. Results of the author's own research aimed at Prague are compared with results of this study and complement them. Interviews with representatives of foreign open data initiatives in the field of sustainable mobility are used to examine the inception, day-to-day activities, roles they play and key aspects of operations of these initiatives. Results from both parts of the thesis are combined with an overview of literature on the topic. Possibilities of further development of both the open data in Prague in general and the sustainable mobility initiatives in Prague working with open data are presented.

Transit Oriented Development theoretical and practical framework represents an important tool for municipalities, private actors and citizens to enhance quality of life in urban contexts. Planning cities that encourage sustainable mobility patterns can contribute to aim at diversifying land use and making cities more accessible, safer and attractive for people. Handen has developed as a car-dependant area that is planned to growth its population and build more than 9000 new housing units by 2030 (Haninge Kommun, 2016). The TOD standard 3.0 was applied in the area around Handen pendeltåg station, to practically assess the TODness level of the area and provide recommendations to take into a consideration for future and current developments. Using the TOD standard in Handen can contribute to aim at a more sustainable growth pattern for both current and expected new citizens on the area. After implementing the evaluation system, it was found out that the best ranked variables were Compactness and Cycling. In contrast the variables that received the lowest scores were Walk, Densify, Connect, and Shift. Overall, Handen scored a Bronze level of TODness. Therefore, there are several actions that could be implemented on the study area in order to improve the TODness level. Specifically, Handen needs to diversify its land use, enhance the pedestrian network, encourage land mix use, decrease the space destined to cars and increase pedestrian connectivity, among others.

The thesis aims to explore future mobility system alternatives in the context of “winter cities” to achieve a more sustainable society. This is done by interviewing a broad range of mobility experts - encompassing those focused on cities in the northern regions and those with global expertise. The result highlights what (social and technological) innovations are believed to transform winter city mobility and what factors can play a key role in successful transformations. The relevance of the findings is illustrated with examples of their contextualization for the case of Skellefteå municipality, located in Sweden. / Studien syftar till att utforska framtida mobilitetssystemalternativ i sammanhanget "vinterstäder" för att uppnå ett mer hållbart samhälle. Detta görs genom att intervjua en rad olika mobilitetsexperter – som besitter erfarenhet och kunskap från städer lokaliserade i de norra regionerna samt de med global expertis. Resultatet belyser vilka (sociala och tekniska) innovationer som tros förändra vinterstadens mobilitet och vilka faktorer som kan spela en nyckelroll i en framgångsrik transformation. Studiens relevans påvisas genom att resultat illustreras med exempel på dess kontextualisering i caset Skellefteå kommun.

Mobility management som åtgärd för ett minskat bilanvändande i Höganäs kommun : Projekt testcyklist

I flera decennier har det funnits en medvetenhet kring den privata personbilens negativa konsekvenser för både samhälle, människa och miljö. Ambitiösa mål har tagits fram i försök att minska utsläppen av växthusgaser men ändå går vägen till en omställning för långsamt. Dessutom bidrar massbilismen till en ohållbar och ogynnsam utveckling av städer och samhällen, både ekonomiskt, ekologiskt och socialt, där planeringen och utvecklingen av den byggda miljön har varit en bidragande orsak till att många idag sitter fast i ett bilberoende. Dock finns det antydan om att det även kan finnas andra orsaker som gör det svårt för individer att vidta en beteendeförändring som skulle innebära en minskad bilanvändning. Syftet med denna studie har varit att undersöka om ett högt bilanvändande kan bero på vanor, attityder och normer. Vidare har det undersökts ifall detta kan förändras och leda till beteendeförändringar genom minskat bilanvändande med mjuka mobility managementåtgärder och nudging.  Aktionsforskning är den huvudsakliga metoden som har använts i studien. Detta har genomförts genom att låta vanebilister bli testcyklister under en period för att undersöka om det kan leda till ett minskat bilanvändande i Höganäs kommun. Resultatet av aktionsforskningen har därefter mätts genom enkäter, dokumentationer och en fokusgruppsintervju. Resultatet har visat på att testcyklingen haft ett gott resultat genom att det har bidragit till att deltagarnas bilanvändning har minskat i förmån för cykeln. Vanor tycks har varit den huvudsakliga orsaken till deltagarnas höga bilanvändaning före testperioden och att testcyklingen har resulterat i att detta beteende har kunnat brytas. Attityder och normer kan dock inte riktig förklara det höga bilanvändandet bland deltagarna innan testperioden. Detta har troligtvis berott på att deras vanebeteenden har varit så pass starka att det har resulterat i att deras beteenden inte har varit förenliga med deras attityder och normer. Resultatet kan också innebära att testcyklingen främst har lockat personer som upplevde bilkörning som problematisk och därmed har haft viljan och motivationen att vidta förändringar. Därför går det att ifrågasätta om mjuka mobility managementåtgärder fungerar för alla målgrupper av bilister. Dessutom kvarstår det osäkerheter kring testcyklingens långsiktiga effekt på bilanvändningen. / For several decades, there has been an awareness of the negative consequences of the private car both for society, people and the environment. Ambitious goals have been developed in an attempt to decrease greenhouse gas emissions, but the way towards a transition is still too slow. In addition, mass motoring contributes to an unsustainable and unfavorable development of cities and communities, both economically, ecologically and socially, where the planning and development of the built environment has been a contributing factor that we are now stuck in car addiction. However, there are indications that there may also be other causes that make it difficult for the individual to make a behavioral change that would mean a reduction in car use. The purpose of this study has been to examine whether high car use may be due to habits, attitudes and norms. Furthermore, it has been examined whether this can be changed with mobility management measures and nudging and lead to a behavioral change by a reduced care use.  Action research is the main method used in the study. This has been done by letting habitual drivers become test cyclists for a trial to examine whether it can lead to a reduction in car use in Höganäs municipality. The results of the action research have subsequently been measured through surveys, documentation and through a focus group. The results have shown that the test cycling had a good impact and has contributed to a decrease in the participant’s car use in favor of the bike. Habits have been the main reason for their high car use that the participants have been able to change due to the trial. However, attitudes and norms cannot really explain the high car use among the participants before the trial. This is could be explained that their habitual behaviors has been so strong that their behavior has not been in line with their attitudes and norms. The result may also mean that the test cycling project has mainly attracted people who did not experience driving as compatible with their attitudes and thus have had the willingness to make changes. Therefore, you should question if soft mobility management measures work for all target groups of motorists. In addition, there are still uncertainties regarding the long-term effect of the test cycling project on car use.

Le concept du Management de la Mobilité agit dans la perspective d’optimiser l’usage de l’offre alternative de mobilité existante et de la développer en créant les conditions favorables d’un changement de culture et de pratiques en matière de déplacements. Notre contribution à travers cette recherche a pour ambition d’éclaircir les bases de débat sur la pertinence des approches du Management de la Mobilité en les examinant de près. Il s’agit de cerner l’efficacité de ces approches, leur fonctionnement, ainsi que leurs apports et leurs limites.Partant de l'hypothèse que les pistes qui mènent à l'objectif de concrétisation d'une mobilité plus durable afin d'atteindre le « facteur 4 » sont multiples, notre démarche repose sur l'analyse de plusieurs terrains de recherche où on tentera de vérifier la pertinence et l'efficacité de l'approche du Management de la Mobilité à travers deux voies possibles de régulation des mobilités quotidiennes.Une première voie que nous l'appelons la « voie corrective » où Il s'agit d'influencer les choix individuels et même plus, des modes de vie entiers par la mise en route des processus de changement à travers des mesures incitatives. Une deuxième voie indissociable de la première, car elle accroit son efficacité et sa pérennité, est plutôt une « voie intégrative ». Pour explorer cette voie, notre recherche nécessite un travail de nature exploratoire pour déterminer les pré-conditions de réalisation du transfert modal afin d’augmenter le potentiel d'usage et la crédibilité des modes alternatifs. Ceci serait possible par l’anticipation des besoins de la mobilité à travers l’intégration du Management de la Mobilité dans le processus de planification urbaine. / The concept of Mobility Management aims to optimize the use of available and alternative mobility modes by providing and creating optimal conditions for travel patterns change. Our contribution through this research is to provide basis for discussion on the relevance of mobility management approaches by analysing them in depth. The research consists in clarifying the effectiveness of these approaches, the way they are implemented, their benefits and limits.Assuming that the ways to lead to more sustainable mobility and achieve the national target of reduction by a factor of four greenhouse gas emissions by 2050 are various, our strategy is based on the investigation of several research fields where we will attempt to validate the adequacy and the effectiveness of mobility management approaches through two assumed ways of mobility regulation. A first way, that we’ve called the « corrective way », consists in influencing individual travel choices by enacting behaviour change processes and implementing incentives measures. A second way which is inseparable from the first, because it increases its long term efficiency, is rather an « integrative way ». It requires for our research an exploratory method to set out pre-conditions for achieving modal shift and increasing potential use and credibility of alternative modes. This could be possible by anticipating travel demand through an integration of mobility management measures into urban planning process.

Mobilidade urbana e padrões sustentáveis de geração de viagem: um estudo comparativo de cidades brasileiras / Urban mobility and sustainable trip generation patterns: a comparative study of Brazilian cities

O objetivo geral deste estudo é identificar desafios e perspectivas para avaliação e melhoria da mobilidade urbana através de padrões sustentáveis de geração de viagens. A investigação se baseia na aplicação de procedimentos específicos, que têm início com o cálculo do Índice de Mobilidade Urbana Sustentável (IMUS), em seis cidades brasileiras selecionadas: Belém, Curitiba, Goiânia, Juazeiro do Norte, Uberlândia e Itajubá. Além de permitir comparações entre as cidades, a aplicação do índice em vários locais serve também para identificar as mudanças que poderiam ser implementadas em sua estrutura para torná-lo mais flexível na utilização em distintos contextos. O estudo também se concentra em estratégias de planejamento para a melhoria da mobilidade urbana sustentável, com duas abordagens. Na primeira, uma avaliação simultânea de custo, prazo e risco político é levada em conta. Na segunda abordagem, um cenário hipotético é utilizado para avaliar os impactos de padrões sustentáveis de geração de viagem sobre a mobilidade urbana. Os resultados do índice indicaram que Curitiba, Uberlândia e Goiânia tiveram um desempenho melhor do que Itajubá, Belém e Juazeiro do Norte, em relação às condições de mobilidade urbana sustentável. Estes resultados também destacaram a importância do contexto nas condições de mobilidade de cada cidade estudada. As menores cidades e as das regiões mais ricas do país, por exemplo, tiveram, em geral, um desempenho melhor do que as demais. Outro fato relevante é que apenas 53% dos 87 indicadores foram calculados em todas as seis cidades, o que sugere que podem ser necessárias mudanças nos métodos de cálculo de alguns indicadores. Por outro lado, um resultado positivo da aplicação do índice em cidades distintas foi a possibilidade de identificar os aspectos comuns que ajudaram a promover a mobilidade sustentável, bem como aqueles que atuaram como obstáculos para tal. Uma forte relação entre boas condições de mobilidade e a viabilidade de ações para melhorá-las ainda mais também foi observada nos casos estudados. Mais importante do que essas observações, no entanto, podem ser os casos de indicadores com desempenho ruim, mas com boas expectativas de melhora. Estas são áreas potenciais para ações destinadas à promoção da mobilidade urbana sustentável. / The overall aim of this study is to identify challenges and perspectives for the assessment and improvement of the urban mobility through sustainable trips generation patterns. The investigation is based on the application of specific procedures, which start with the calculation of the Index of Sustainable Urban Mobility (I_SUM) in six selected Brazilian cities: Belém, Curitiba, Goiânia, Juazeiro do Norte, Uberlândia, and Itajubá. The application of I_SUM in several cities allows for comparisons between the cities. In addition, it also serves to identify changes that could be implemented in the index structure to make it more flexible for use in distinct contexts. The study also focuses on planning strategies for the improvement of sustainable urban mobility, with two approaches. In the first one, a simultaneous assessment of cost, time and political risk is taken into account. In the second approach, a hypothetical scenario is used to assess the impacts of sustainable trip generation patterns on urban mobility. The index results indicated that, re garding the sustainable urban mobility conditions, Curitiba, Uberlândia and Goiânia had a better performance than Itajubá, Belém and Juazeiro do Norte. These results also highlighted the importance of the context in the mobility conditions of each studied city. The smallest cities and those in the wealthier part of the country, for example, had in general a better performance than the others. Also relevant is the fact that only 53% of the 87 indicators have been calculated in all six cities, what suggests that changes in the calculation methods of some indicators may be needed. On the other hand, a positive outcome of the index application in distinct cities was the possibility of detecting the common aspects that helped to foster sustainable mobility, as well as those that acted as obstacles. A strong relationship between good mobility conditions and the feasibility of actions to further improve these conditions was also observed in the studied cases. More important than those observations, however, may be the cases with bad performance but high expectations of improvement. These are potential areas for actions meant to foster sustainable urban mobility.

The necessity of an urban planning that is able to better integrate the use and occupation of urban spaces and the mobility derived from them, has lead to many studies and research in order to develop indicators and indexes to measure the quality of life associated with the quality of mobility. Intending to do that Costa, 2008, developed the Index of Sustainable Urban Mobility (I_SUM). This index evaluates qualitatively and qualitatively many aspects belonging to the concept of mobility, including the essential scenarios social, economic and environmental. This study aims the applications of the index in Goiania (GO) city, in order to make a diagnosis of the urban mobility conditions in the city in the light of this methodology and offer subsidies to the city decision- makers referring to implementation and monitoring of public policies to promote the sustainable urban mobility and hence the quality of urban life. Results of the study indicate that the city it is still far from to reach a high level of sustainable mobility (1,0), but despite of its not very satisfactory index (0,658), the value indicates that the city it is in the track towards the principles of sustainable urban mobility. / A concentração cada vez maior da população nas cidades, resultado de um processo de urbanização rápido e descontrolado e a ausência de políticas públicas que disciplinem o uso indiscriminado do veículo motorizado individual, tem resultado, na maioria das cidades brasileiras, em aumento significativo do número de veículos. Resulta também na consequente deterioração da mobilidade e da qualidade da vida urbana. A necessidade de um planejamento que integre melhor o uso e ocupação do espaço urbano e a mobilidade decorrente tem levado a estudos e investigações na busca de indicadores e índices capazes de medir a qualidade de vida da população associando-a à qualidade da mobilidade. Nesta direção foi desenvolvido por (Costa 2008), o Índice de Mobilidade Urbana Sustentável IMUS, o qual avalia quantitativamente e qualitativamente vários aspectos pertinentes à mobilidade, incluindo os cenários essenciais social, econômico e ambiental. Esta dissertação objetiva a aplicação deste índice na cidade de Goiânia (GO) de forma a oferecer um diagnóstico das condições de mobilidade na cidade à luz desta metodologia. A partir da avaliação do desempenho de cada indicador, também objetiva oferecer subsídios à tomada de decisão dos gestores públicos no que se refere aos processos de formulação, implantação e monitoramento de políticas públicas com vistas à promoção da mobilidade urbana sustentável e consequentemente da qualidade de vida na cidade. Os resultados indicam que embora ainda distante de alcançar níveis de sustentabilidade plenamente satisfatória (próximo de 1,0), o valor calculado (0,658) sugere, entretanto, que a mobilidade em Goiânia começa a trilhar, mesmo que de forma ainda tímida, os princípios da sustentabilidade.

Mobilidade urbana e padrões sustentáveis de geração de viagem: um estudo comparativo de cidades brasileiras / Urban mobility and sustainable trip generation patterns: a comparative study of Brazilian cities

O objetivo geral deste estudo é identificar desafios e perspectivas para avaliação e melhoria da mobilidade urbana através de padrões sustentáveis de geração de viagens. A investigação se baseia na aplicação de procedimentos específicos, que têm início com o cálculo do Índice de Mobilidade Urbana Sustentável (IMUS), em seis cidades brasileiras selecionadas: Belém, Curitiba, Goiânia, Juazeiro do Norte, Uberlândia e Itajubá. Além de permitir comparações entre as cidades, a aplicação do índice em vários locais serve também para identificar as mudanças que poderiam ser implementadas em sua estrutura para torná-lo mais flexível na utilização em distintos contextos. O estudo também se concentra em estratégias de planejamento para a melhoria da mobilidade urbana sustentável, com duas abordagens. Na primeira, uma avaliação simultânea de custo, prazo e risco político é levada em conta. Na segunda abordagem, um cenário hipotético é utilizado para avaliar os impactos de padrões sustentáveis de geração de viagem sobre a mobilidade urbana. Os resultados do índice indicaram que Curitiba, Uberlândia e Goiânia tiveram um desempenho melhor do que Itajubá, Belém e Juazeiro do Norte, em relação às condições de mobilidade urbana sustentável. Estes resultados também destacaram a importância do contexto nas condições de mobilidade de cada cidade estudada. As menores cidades e as das regiões mais ricas do país, por exemplo, tiveram, em geral, um desempenho melhor do que as demais. Outro fato relevante é que apenas 53% dos 87 indicadores foram calculados em todas as seis cidades, o que sugere que podem ser necessárias mudanças nos métodos de cálculo de alguns indicadores. Por outro lado, um resultado positivo da aplicação do índice em cidades distintas foi a possibilidade de identificar os aspectos comuns que ajudaram a promover a mobilidade sustentável, bem como aqueles que atuaram como obstáculos para tal. Uma forte relação entre boas condições de mobilidade e a viabilidade de ações para melhorá-las ainda mais também foi observada nos casos estudados. Mais importante do que essas observações, no entanto, podem ser os casos de indicadores com desempenho ruim, mas com boas expectativas de melhora. Estas são áreas potenciais para ações destinadas à promoção da mobilidade urbana sustentável. / The overall aim of this study is to identify challenges and perspectives for the assessment and improvement of the urban mobility through sustainable trips generation patterns. The investigation is based on the application of specific procedures, which start with the calculation of the Index of Sustainable Urban Mobility (I_SUM) in six selected Brazilian cities: Belém, Curitiba, Goiânia, Juazeiro do Norte, Uberlândia, and Itajubá. The application of I_SUM in several cities allows for comparisons between the cities. In addition, it also serves to identify changes that could be implemented in the index structure to make it more flexible for use in distinct contexts. The study also focuses on planning strategies for the improvement of sustainable urban mobility, with two approaches. In the first one, a simultaneous assessment of cost, time and political risk is taken into account. In the second approach, a hypothetical scenario is used to assess the impacts of sustainable trip generation patterns on urban mobility. The index results indicated that, re garding the sustainable urban mobility conditions, Curitiba, Uberlândia and Goiânia had a better performance than Itajubá, Belém and Juazeiro do Norte. These results also highlighted the importance of the context in the mobility conditions of each studied city. The smallest cities and those in the wealthier part of the country, for example, had in general a better performance than the others. Also relevant is the fact that only 53% of the 87 indicators have been calculated in all six cities, what suggests that changes in the calculation methods of some indicators may be needed. On the other hand, a positive outcome of the index application in distinct cities was the possibility of detecting the common aspects that helped to foster sustainable mobility, as well as those that acted as obstacles. A strong relationship between good mobility conditions and the feasibility of actions to further improve these conditions was also observed in the studied cases. More important than those observations, however, may be the cases with bad performance but high expectations of improvement. These are potential areas for actions meant to foster sustainable urban mobility.
