[pt] Partindo da perspectiva da governamentalidade, a qual concebe as relações de poder como condução de condutas, buscamos investigar a racionalidade governamental neoliberal e seus mecanismos de governo, em especial o dispositivo do risco e suas tecnologias. Partimos do pressuposto de que a importância e eficácia desse dispositivo de poder se deve a afinidade entre a racionalidade econômica neoliberal e a racionalidade calculadora do risco. Investigamos também a nova forma subjetiva que foi produzida pelo neoliberalismo por meio de suas políticas e práticas – o capital humano, que define e da forma ao sujeito neoliberal, o empresário de si. Indicamos ainda, de modo muito geral algumas possibilidades de resistência a racionalidade e ao governo neoliberal. / [en] Starting from the governmentality perspective, which conceives power relations as the conduct of conduct, we have tried to investigate the neoliberal governmental rationality and their techniques of government, specially the risk apparatus and their technologies. We started from the assumption that the importance and effectiveness of this apparatus is due to the affinity between the economical neoliberal rationality and the calculative risk rationality. In this thesis we also investigate the new subjective form, which was produced by neoliberalism through their politics and practices – the human capital, which defines and shapes the neoliberal subject, an entrepreneur of himself. Furthermore, we have pointed out in a much general manner some possibilities of resistance to the neoliberals rationalities and government.

[pt] O objetivo do presente trabalho é analisar a condução do mal-estar na atualidade; o mal em questão é o sofrimento psíquico. Inspirados no conceito de governamentalidade, chamaremos de governo do mal-estar o modo de conduzir o mal-estar. Por isso, recorreremos à noção foucaultiana de biopoder, referência e pano de fundo de análise a partir da qual entenderemos como se constituiu o governo da vida na modernidade, ponto de partida para refletirmos sobre o governo da vida na atualidade, onde o mal-estar psíquico desempenha papéis estratégicos. Abordaremos o governo do mal-estar na atualidade do campo psiquiátrico, mais especificamente, de certo discurso sobre as pílulas, o discurso da psiquiatria biológica – voltado para a regulação de quase todo e qualquer mal-estar psíquico. Investigaremos também a condução do mal contida em algumas das produções freudianas, levando em consideração a elaboração de certos conceitos, culminando no conceito de pulsão de morte. / [en] The objective of this work is to analyze the conduction of the malaise in the present days. The malaise in particularly, is a psychic distress. Inspired in the concept of governmentality, we will denominate the government of the malaise the ways to conduct the malaise. Therefore we will call upon the foucauldian notion of biopower, reference and backstage of the analysis, from which we will understand how modern s government of life was consisted. This is the basis that will be considered to reflect on today s government of life, where psychic malaise performs strategic roles. The government of the malaise will be analysed on the psychiatry context, precisely, certain pill discourse, discourse of biological psychiatry - focused in the regulation of almost all and any psychic malaise. We will also investigate the conduction of the malaise contained in some of the freudian productions, considering the elaboration of certain concepts, culminating with the concept of death drive.

[pt] O presente trabalho objetivou investigar as produções oriundas de uma rádio comunitária, intitulada Rádio Comunitária Santa Marta, situada em uma favela de mesmo nome, na zona sul da cidade do Rio de Janeiro, no contexto de práticas policiais conduzidas a partir do ingresso do dispositivo Unidade de Polícia Pacificadora (UPP). A pesquisa apoiou-se nas análises desenvolvidas a partir de observações realizadas junto às produções radiofônicas promovidas pelos moradores da localidade por intermédio da Rádio Santa Marta, 103,3 FM. Com base no pensamento de Michel Foucault, a presente pesquisa conduziu a reflexão sobre os modos de resistência suscitados não apenas a partir das programações regulares da rádio, mas também por ações coletivas (fóruns, debates a céu aberto, manifestos, eventos festivos). Ações estas responsáveis em fazer frente ao programa de segurança pública no que diz respeito às práticas de combate ao crime, assim como aos regimes de gestão governamental destinados à regulamentação de práticas e discursos na favela. Ao longo de aproximadamente 3 (três) anos de investigação, foi realizado extenso acompanhamento junto às diferentes produções da Rádio Santa Marta, o que foi possível com o uso do recurso de diário de campo. Posteriormente, entrevistas foram feitas individualmente com os participantes da rádio, incluindo os responsáveis pela programação e seus ouvintes, contabilizando um total de 10 (dez). A partir da referida metodologia, buscou-se pesquisar as tensões envolvendo os modos de gestão de vida no interior da favela com base nas produções discursivas autorizadas pelo dispositivo rádio. / [en] This study aimed to investigate the production originated from a community radio, community radio titled Santa Marta, located in a slum of the same name, in the southern city of Rio de Janeiro, in the context of police practices conducted from entering the Unit device Pacifying Police (UPP). The research was based on analyzes developed from observations made with the radio productions promoted by local residents by Radio Santa Marta, 103.3 FM. Based on Michel Foucault, this research led to reflection on the modes of resistance arising not only from regular radio schedules, but also by collective actions (forums, debates in the open, manifest, festivities). Responsible for these actions to tackle the public safety program with respect to the practices of combating crime, as well as to government management regimes for the regulation of practices and discourses in the slum. Over approximately three (3) years of research, extensive monitoring was conducted among the different productions of Radio Santa Marta, which was possible using the journaling feature field. Subsequently, interviews were conducted individually with the participants of the radio, including those responsible for programming and its listeners, accounting for a total of 10 (ten). From the above method, we sought to investigate the tensions involving management modes of life within the favela based on discursive productions authorized by radio device.

[pt] Com o crescente emprego de inteligência artificial na moderação de conteúdo do Instagram, a empresa é cada vez mais criticada pelos efeitos discriminatórios de seus sistemas algorítmicos, que parecem revelar uma hierarquia de humanidades dentro da rede social. Ainda que a autoexposição dos usuários seja a fonte primária de dados usados pelo Instagram em sua geração de lucros, alguns corpos detêm plena e irrestrita visibilidade enquanto outros são desproporcionalmente ocultados pela moderação automatizada. A moderação algorítmica na rede social integra um novo tipo de governo das condutas, baseado em dados e correlações estatísticas, que assume traços específicos com relação a usuárias mulheres. Trata-se de um poder que, ocultado sob discursos tecnoutópicos e corporativistas do Instagram, não se reconhece como poder e se torna mais dificilmente detectável. Existe, contudo, a possibilidade de resistência a tal governo das condutas. Enquanto grande parte dos trabalhos acadêmicos sobre resistência online é focada na resistência ora a violências interpessoais entre usuários ora a práticas e discursos sexistas, é escassa a literatura sobre a resistência ao poder dos sistemas algorítmicos de moderação de conteúdo. Esta pesquisa pretende contribuir com o debate sobre o tema, explorando como técnica de resistência ou autodefesa digital, a autoexposição das usuárias do Instagram voltada à denúncia do poder algorítmico da rede social, em especial aos silenciamentos e discriminações por ele perpetuados. / [en] With the increasing use of artificial intelligence in Instagram s content moderation, the company is increasingly criticized for the discriminatory effects of its algorithmic systems, which seem to reveal a hierarchy of humanities within the social network. Even though users self-exposure is the primary source of data used by Instagram in its profit generation, some bodies hold full and unrestricted visibility while others are disproportionately hidden by automated moderation. Algorithmic moderation on the social network integrates a new kind of government of conducts, based on data and statistical correlations, that takes on specific traits with regard to female users. This is a power that, hidden under Instagram s technoutopian and corporatist discourses, does not recognize itself as power and becomes more difficult to detect. There is, however, the possibility of resistance to such government of conduct. While much of the academic work on online resistance is focused on resistance either to interpersonal violence between users or to sexist practices and discourses, the literature on resistance to the power of algorithmic content moderation systems is scarce. This research intends to contribute to the debate on the theme, exploring as a resistance technique or digital selfdefense, the self-exposure of female Instagram users aimed at denouncing the algorithmic power of the social network, especially the silences and discriminations perpetuated by it.

[pt] Partindo da perspectiva dos estudos sobre governamentalidade iniciados por Michel Foucault, o presente trabalho analisa políticas urbanas nacionais e internacionais. São estudados o Programa de Pacificação de favelas do Governo do Estado do Rio de Janeiro e as políticas urbanas emuladas pela UN-HABITAT com o objetivo de identificar de que maneira se pensa o espaço urbano e os sujeitos políticos na contemporaneidade. Diferentes racionalidades liberais de governo são discutidas com o intuito de identificar rearticulações na forma através do qual se ordena o espaço urbano. O argumento é que o problema do governo, que no liberalismo clássico era conformado a partir de uma perspectiva moral ou normativa vai, em alguma medida, se rearticular em torno de uma perspectiva racional/econômica ou normalizada, típica do neoliberalismo. Em outras palavras, a forma através da qual se pensam sujeitos governantes e governados, em certa medida, se torna menos centrada em uma discussão a respeito de sujeitos morais e mais em torno de sujeitos racionais/econômicos. / [en] Supported by the governmentality studies perspective initiated by Michel Foucault, this dissertation analyses national and international urban policies. The favelas Pacification Program of Rio de Janeiro s government and UN-HABITAT urban policies are the main objects of study. The objective is to identify how the urban space and political subjects are constituted as targets of intervention in contemporaneity. Liberal rationalities of government are discussed with the intent of identifying rearticulations in the way through which the urban space is organized. The argument is that the problem of government in classical liberalism was shaped by a moral or normative perspective. This perspective isrearticulated into a more normalized rational/economic rationality. In other words, the way through which political subjects are thought and acted upon is becoming less centered in moral subjects and more centered in a discussion about rational/economic individuals.

[pt] Esta monografia tem, como objetivo geral, perceber a articulação entre as relações de poder e a população ao longo de diferentes períodos. Partindo de alguns conceitos clássicos, desenvolvidos pelo filósofo Francês Michel Foucault, como poder de soberania e disciplinar, bem como a noção de sociedade de controle trabalhada por Gilles Deleuze, será feita uma análise dos mecanismos que levam à passagem de uma tecnologia de poder a outra ao longo de diferentes momentos do processo histórico. / [en] This monograph has as main objective to understand the relationship between power relations and the population over different periods. Starting with some classic concepts developed by French philosopher Michel Foucault, as sovereign and disciplinary power, and the notion of control society of control by Gilles Deleuze, is an analysis of the mechanisms that lead to the passage of power from one technology to another over different times of the historical process.
