Educational change – a multiplex phenomenon, what impacts on the achievements of children, is hoped only then it encompas a whole chain of events: from education politics through the local context and its interpretation to the activity in the classroom. The radical social alternations caused the educational change in Lithuania. The purpose of the survey: to analyze the standpoints of Utena region pedagogues from different types of schools to the educational change. Smmarizing the results of survey it can be maintained, that the leaders and teachers of Utena region educational institutions, first in the country joint the establishment of educational system in independent Lithuania and are open to the changes.

The relevance of the work is revealed both in present literature of philosophy, management, psychology and education, and works of thinkers of the past. Humane education must help for the personality to grow, develop, and feel its own value. Though, traditional school, the functions of which are to educate human, ignores the most of aspects of person who studies, but also the life itself is viewed schematic, simplified or even primitive. Hence, what alternatives are possible for traditional, didactic, lost touch with the life school? I think that humane school, i.e. the one, where everything is oriented into person – both studying and working there. Consequently it is necessary that school leaders would look after these processes. The object of the research – activities of school leaders in forming of humane relations at school. Atlikta Lietuvos respublikos švietimo priežiūros 1993 metų ir 2004 metų nuostatų analizė. Atliktas interviu įvairiose švietimo institucijose. Magistro darbe yra suformuluota Lietuvos švietimo sistemos politikos problema – nors švietimo kokybė yra nurodoma kaip vienas iš svarbiausių švietimo politikos prioritetų, nėra vieningo sutarimo, kas yra švietimo kokybė, kokiais kriterijais remiantis matuoti kokybę švietimo sistemoje. Atlikta Lietuvos Respublikos norminių aktų, kuriais vadovaujantis nustatomi švietimo sistemos prioritetai, analizė. Išanalizuoti įvairių Lietuvos ir užsienio autorių teoriniai ir praktiniai darbai, kuriais siekta patikslinti bendrojo lavinimo vidurinės mokyklos švietimo kokybės sampratą. Patvirtinama autorės suformuluota mokslinio darbo hipotezė, kad švietimo kokybei matuoti sukurta Valstybės švietimo stebėsenos rodiklių sistema nepakankamai apima bendrojo lavinimo mokyklos mokomuosius dalykus, be to, mokyklose vykdomas vidaus ir išorės auditas analizuoja mokyklą kaip atskirą švietimo sistemos vienetą, o abiejų tipų audito rezultatai neatsispindi Valstybės švietimo stebėsenos rodiklių sistemoje. The acts of Lithuanian Republic defining the priorities of education system were analyzed. On purpose to specify the conception of quality at secondary school education, the analysis of works by Lithuanian and foreign authors was performed. The hypothesis stated by the author in the study is confirmed. According to the author, the system of education monitoring indicators developed by the state to measure the quality of education is insufficient as far as the subjects at secondary school are concerned. Moreover, the school is analyzed as a separate unit of the education system while the internal and external audit is being accomplished there. Besides, the results of both the internal and external audit are not reflected in the state’s system of education monitoring indicators. Švietimo reformos eiga ir jos tobulinimas bendrojo lavinimo mokyklose: mokytojų požiūriu / The process of the education reform and its development in comprehensive schools from teachers‘ perspective

Magistro darbo tikslas – įvertinti dabartinę Lietuvos švietimo reformos būklę bendrojo lavinimo mokyklose ir apžvelgti pagrindines tobulinimo perspektyvas. Tyrimo rezultatai parodė, kad dauguma apklaustųjų Vilniaus r. Buivydiškių pagrindinės mokyklos, Vilniaus Žemynos gimnazijos ir Vilniaus S. Kovalevskajos vidurinės mokyklos mokytojų, švietimo reformą, vykstančią jau 18 metų, vertina neigiamai. Išsiskyrė tik Trakų r. Onuškio vidurinės mokyklos mokytojų nuomonė, nes jie švietimo reformą vertina teigiamai. Bendrojo lavinimo mokyklų mokytojai nurodė pagrindines švietimo reformos kliūtis - neaiškūs švietimo reformos tikslai; reforma vykdoma neturint moksliškai pagrįstos švietimo strategijos; reforma vyksta neaprūpinant reikiamais finansiniais ištekliais; didelės visuomenės dalies nusivylimas reformomis. Respondentai išskyrė tris svarbiausias problemas šiandieninėje mokykloje - per mažas mokytojų atlyginimas; sunkiai įsisavinančių mokymą vaikų daugėjimas; bendras kultūros stygius visuomenėje, gyvenamojoje aplinkoje. Mokytojai išskyrė šias svarbiausias problemas vaikams šiandieninėje Lietuvoje - jie nėra apsaugoti nuo skurdo; per daug mato smurto, sekso scenų per televiziją, internetą; taip pat neapsaugoti nuo narkomanijos pavojaus. Rekomenduojama dažniau atlikti sociologinius tyrimus, gerinant švietimo reformos būklę Lietuvos bendrojo lavinimo mokyklose; daugiau dėmesio skirti švietimo strategijai, konkretizuojant kai kuriuos švietimo vystymo aspektus. / The aim of this master thesis is to evaluate the present situation of Lithuanian education reform in comprehensive schools and overview the perspectives of its development. The results of the analysis show that most teachers-respondents from Vilnius region Buivydiskes Basic School, Vilnius Zemyna Gymnasium and Vilnius S. Kovalevskaja Secondary School express their negative opinion about the education reform taking place already eighteen years. Only teachers from Trakai region Onuskis Secondary School had positive opinion about the education reform. Comprehensive school teachers indicated the main disadvantages of the education reform, which are indefinite purposes of the education reform; the reform is implemented without scientifically proven education strategy and the necessary financial resources; the large majority of the society is disappointed with reforms. The respondents distinguished three main problems in a school today – salaries that are too low; the increasing number of students that have learning difficulties; the general lack of culture in the society and living environment. Teachers indicated such main problems for children in Lithuania – they are not protected from poverty; they watch too much violence, sexual scenes on TV and on the Internet; they are not protected from the danger of the drug abuse. The theoretical aspects of educational budget formation and implementation were analyzed in the Master thesis. The comparative analysis of monitoring indicators was accomplished in Mazeikiai and Silale districts. There was investigated the position of the educational leaders concerning educational finance distribution. The student basket’s use efficiency which can determinate education quality was also evaluated. The main educational financing problems are indentified in the Master thesis: forming the state educational policy there is no long term educational financing system, all possible financing sources are not deliberated, there is lack of private fund, the schools are lack of training tools, laboratory equipment, yellow busses, etc.

Taip pat nagrinėjama, ar žiniasklaida tinkamai atlieka savo funkcijas, kokie svarbiausi žiniasklaidoje vykstantys procesai, kokių pasekmių gali turėti švietimo sferai žiniasklaidos formuojamas įvaizdis. / The objective of the paper is to analyze the effectiveness of Lithuanian educational actions as well as to identify the problems and solutions to them in the course of those actions.
