群聚效應對文化創意產業發展的貢獻:以華山1914文化創意產業園區為例 / Contribution of clusters to cultural industries: the case study of Huashan1914 creative park

在過去的產業發展經驗中,廠商群聚發展的模式常常是很重要的一個考量,透過群聚能夠產生降低交易成本、整合產業鏈、人才的相互流通等諸多效益,然而隨著時代與環境的變遷,創意慢慢成為廠商或者產業的競爭基礎。這樣的知識經濟時代來臨加上文化創意產業(簡稱文創產業)在各國興起,而為了能夠讓文創產業有適合的發展環境,文創產業的發展與規劃就必須借鏡過去產業發展的經驗,在台灣甚至很多其他國家都選擇以文化創意產業園區(簡稱文創園區)的方式輔導文創產業的發展,因為群聚的模式對過去產業發展是有貢獻的。 台灣目前所規劃的五大文創園區中位在台北市的華山園區是起步最早的一個,目前由台灣文創公司經營,而針對華山園區也有很多質疑的聲音,包括華山經營得太過商業化,甚至排除很多創作者在華山發展的機會等,儘管如此廠商集中群聚在華山園區內部仍然能夠分享到群聚所造成的各種幫助。 透過訪談與文獻分析發現,華山園區的群聚效應對於園內廠商的貢獻有四: (1)華山園區形成並提供跨界合作的平台,園區內的廠商透過跨界的交流與合作促成更多創新。 (2)華山園區開始形成一個文創品牌以後,除了透過高知名度吸引更多顧客以外,也辦理主題性的活動來吸引廠商所需要的目標族群,達成市場區隔。 (3)華山園區能促進人才交流與流動的發生,這樣的過程將有助於廠商的創新行為,在人才培育上華山預期在未來的BOT旗艦中心能有更積極的作為。 (4)華山園區能夠讓廠商與顧客接觸,進一步使組織的知識與顧客互動結合產生如何做(know how)的知識,並且再次透過園區來讓這些知識能夠累積、傳承。 / From past industrial experiences, clusters are considered not only to cut firms’ cost but also integrate their supply chains and other favorable effects. Creativity becomes the base of competition over time and cultural industries had grown up in many countries. In order to make a favorable environment for cultural industries, past industrial experiences are needed because of the big contribution of clusters to past industries. And the cultural industrial cluster mode is not only adopted in Taiwan but also in many other countries. There are 5 cultural industrial clusters in Taiwan. Huashan1914 Creative Park, the first one which was established. Even if there are some criticisms of the park such as about over commercialized operating and artists are crowded out. However, firms in the park shared advantages from this cluster in many ways. Contributions of clusters to cultural industries in Huashan1914 Creative Park’s case can be summed up through literature review and interviews. There are 4 items: (1) Huashan1914 Creative Park offers a platform that firms and individuals share their ideas on it. The ideas on the platform are interdisciplinary. Moreover, the platform also stimulates collaborations and brings more innovations. (2) Since Huashan1914 Creative Park becomes a brand name, it attracts more customers by its high profile and also distinguishes the target customers from the public for firms in the park by holding events. (3) Huashan1914 Creative Park stimulates people to interact with each other and it’s also helpful to firms’ innovations. Moreover, Huashan1914 Creative Park is looking forward to making bigger and more contributions of talent cultivation after it finishes the BOT building. (4) The firms combine their organizational knowledge with the experiences of talking and interacting with customers in Huashan1914 Creative Park, thus the firms have their know how knowledge. And firms cumulate and create much knowledge by the park once again.

中國大陸開發區發展差異:山東濟南的個案分析

本文研究目的,在於解釋在中國大陸眾多開發區之間,為何有些開發區發展相對成功,有些開發區卻成為閒置土地、基礎建設落後、外資裹足不前?造成開發區發展差異的誘因究竟為何?本文認為由中國國務院批准的開發區,享有國家級開發區的「閃亮招牌」,並且在法律上,其稅收優惠政策,相對比省級開發區來了更為清晰、更有保障。同時,開發區所在地是否位居沿海、鄰近國際大都會,或者是建立在城市市區,開發區的地理位置,也是造成開發區發展差異重要因素之一。此外,開發區的產業群聚現況,以及開發區與當地大學的結合,都深深影響著開發區產業群聚效應的發展。最後,對於開發區與地方政府之間的財政關係,本文認為,若開發區能獨立運用財政收入,包括土地出讓金與稅收收入,甚至管委會可以設立財源獨立的投資總公司的話,開發區基礎建設經費來源,將相對獲得保障,開發區因而更具發展潛力。 在研究方法上,除了文獻分析法外,作者以山東濟南作為個案,透過為期兩個月的實地田野調查,對當地開發區官員、濟南市政府相關部門進行了深度訪談,藉此比較並歸納造成開發區發展差異誘因。

文化創意產業、國家與藝術家:華山創意文化園區的分析 / Cultural & creative industry, the state and artists:analysis for the case of Huashan creative park

華山創意文化園區的產業化發展受到一個由國家、藝術社群與企業三方構成的社會結構影響,藝術社群、國家與企業三者在不同階段扮演了關鍵的角色。此轉型過程經歷文化創意產業化的價值張力現象和政策磨合,揭示了上述行為者對於空間規劃與產業發展的不同主張,一方面造成其不同的信任與競合關係;另一方面也造成空間功能的轉向-此地區由一個位於前端的藝術創作聚落轉變成為靠近後端的大眾文化消費園地。 本文認為文化創意產業化的過程將引發行為者不同的價值取向,其原因為:一、精緻藝術與通俗文化的特性不同;二、創作前端與市場後端的需求與運作邏輯不同。而為了尋求文化與產業的永續發展,政府必須回應這種特殊的產業特性,扮演彈性的平台角色,一方面能夠觸動行為者的相互交流、理解與信任關係,使其自由溝通並跨界合作,誘發各種創新的可能;另一方面需要釐清空間的角色與功能,讓有效的補助與保護機制連結網絡關係及群聚效應。如此一來,這樣的制度環境能夠鼓勵創新,不因產值思維而壓抑創意,而創作前端與市場後端能夠充分活化與溝通,進一步完整價值鏈機能。 / The industrialized development of Huashan Creative Park was influenced by the social structure, composed of the state, the community of artists and the enterprise. These three factors played crucial roles within different phases. The Industrialization of culture and creativity resulted in tensions between discrepant values as well as policy modification within the transition, which displayed diverse positions toward spatial planning and industrial development from different factors. The tensional phenomenon not only altered the relationships of trust and contention among factors but also brought about functional change of the space-this cluster of art creation near the front end of value chain turned into a pop culture consuming park near the back end. This paper argues that industrialization of culture and creativity will lead to dissimilar value orientations of factors because of two reasons:the first, distinct features of fine art and pop culture;the second, different needs and logic of creating front end and consuming back end of the value chain. In order to build up sustainable development of culture and industry, the government is suggested to deal with this kind of special industrial feature and take a role as a flexible platform. On the one hand, this platform should induce interaction, understanding, and trust between factors as well as generate free communication, synergies among multi-fields, and all possibilities of innovation, on the other hand, it can clarify the significances and functions of spaces as well as connect network and cluster effect to complete the function of value chain by an appropriate protective system and subsidies. As a result, this institutional environment can encourage innovation and interaction between creation and market instead of oppressing creativity due to output value requests.

台灣IC設計產業之競爭策略與創新經營

台灣半導體產業發展所形成獨特的產業垂直分工與產業上、中、下游完整價值鏈的群聚效應,是締造今日台灣IC設計產業快速成長的主因,2004年創造年產值83億美元(新台幣2,608億元),在全球330億美元的產值中占有率近25%,世界排名第二。人才、資金、技術及市場是IC設計產業成功發展的基本要素,而「行銷通路管理(Sales-Channel M.」、「價值鏈管理(Supply-Chain M.」、「智慧資本管理(Intellectual-Property M.」、以及「顧客導向管理(Customer- Driving M.」之S2IC核心能力,則是台灣IC設計業者經營的關鍵成功因素(KSF)。 面對潛在競爭者如中國大陸、日本、韓國、及印度IC設計業者急起直追的競局中,尤其是中國大陸挾帶廣大半導體IC產品需求、電子資訊產品的內需市場、充沛的人力、低廉的成本結構、加上政府政策的優惠獎勵措施及國際大廠的投資設廠,大陸IC設計公司以接近消費市場與擁有營運成本的優勢,將成為台灣IC設計業者未來最大的潛在競爭者。 半導體產業逐漸進入微利時代,台灣IC設計業者將面臨製造成本優勢不再,產業群聚的邊際效益正逐漸遞減中,企業為避免陷入價格戰,必須跳脫昔日以成本優勢為唯一考量的經營模式,在既有核心能力與競爭優勢的基礎上,試圖朝向提升產品與服務價值的方向發展,利用「營運模式創新」與「產品功能創新」來達到企業經營效率的提昇與附加價值的創造,朝價值鏈兩端的創新經營延伸,才能因應產業在全球化過程中,新興競爭者崛起所帶來的競爭威脅,建立企業之持久競爭優勢。 對於未來IC設計產業的發展方向有一、整合軟體、硬體、及IP技術的系統單晶片SoC產品發展;二、營運型態朝向策略聯盟之垂直似整合的合作模式;三、大者恆大的集團化趨勢;四、大陸市場崛起的商機掌握。台灣IC設計業者要在產業的垂直似整合中,利用既有的競爭優勢,締造未來市場雙贏的榮景。從企業的發展機會來看,市場上沒有絕對的競爭,只有無法掌握的機會。
