Desired Future Conditions of Riparian Areas on Southeastern National Forests

Development of goals (desired future conditions (DFCs)) based on substantial public involvement is critical to the success of ecosystem management on public lands. I evaluated DFCs of riparian areas on national forests in the southern Appalachian mountains and evaluated a process for involving the public in development of DFCs for riparian areas on the Jefferson National Forest. First, I identified the major components, structures, and functions that are essential to riparian health through a literature review. Second, I examined how the key components, structures, and functions identified in the literature review were addressed in the DFCs and standards and guidelines for eight southeastern national forest management plans. In reviewing forest plans, I found a clear shift from emphasizing water quality in older forest plans to a more comprehensive incorporation of the values and functions of riparian areas in more recent plans. Riparian attributes included in DFCs varied widely and disparities between DFCs for forest plans and measurable criteria in the standards and guidelines often occurred. Finally, I designed, tested, and evaluated a public involvement process that identified public values for use in the development of DFCs for riparian areas on the Jefferson National Forest. I used a combination of alternative dispute resolution techniques and the Analytic Hierarchy Process (AHP), a participatory decision-making tool. I used surveys before and after the riparian meetings to evaluate the effectiveness of the public involvement process. Survey respondents generally were middle-aged, well-educated, high-income males who were long-time residents of the area. Riparian meeting participants indicated that the DFC for riparian areas on the JNF should strongly emphasize water quality and quantity, protection of riparian-dependent species and their habitats, and maintenance of the integrity of the relationship between riparian areas and the surrounding environment. Participants indicated recreational and commodity uses of riparian areas could occur as long as they did not negatively affect the other, more highly valued characteristics of riparian areas. Participants felt that the meetings were fair, that diverse interests were represented, that they had enough information to participate in the process, and that it was a wise use of their time. / Ph. Yes / Designing and implementing Performance Measurement System (PMS) is an integral part of management control systems. This paper presents an original and novel approach to designing and benchmarking of PMSs for a manufacturing environment through a hybrid framework which overcomes the shortcomings of earlier models. A detailed review was taken of previous models and their limitations were identified. The present hybrid PMS model seeks to improve the earlier research models by the following novel approach: implementation of a Knowledge Based (KB) expert system, Gauging Absences of Pre-requisite (GAP) analysis and Analytic Hierarchy Process (AHP) methodology in an integrated KBPMS. The paper has shown that the present hybrid (KB-AHP-GAP) approach to developing a KBPMS model is a realistic methodology. The combination of the KB-AHP-GAP approach allows detailed benchmarking of the PMS existing within a manufacturing organisation. Furthermore, this approach can assist in identifying and prioritising the key decisions that need to be actioned to overcome the existing PMS shortcomings.

INCOMPLETE PAIRWISE COMPARISON MATRICES AND OPTIMIZATION TECHNIQUES

Pairwise comparison matrices (PCMs) play a key role in multi-criteria decision making, especially in the analytic hierarchy process. It could be necessary for an expert to compare alternatives based on various criteria. However, for a variety of reasons, such as lack of time or insufficient knowledge, it may happen that the expert cannot provide judgments on all pairs of alternatives. In this case, an incomplete pairwise comparison matrix is formed. In the first research part, an optimization algorithm is proposed for the optimal completion of an incomplete PCM. It is intended to numerically minimize a constrained eigenvalue problem, in which the objective function is difficult to write explicitly in terms of variables. Numerical simulations are carried out to examine the performance of the algorithm. The simulation results show that the proposed algorithm is capable of solving the minimization of the constrained eigenvalue problem. In the second part, a comparative analysis of eleven completion methods is studied. The similarity of the eleven completion methods is analyzed on the basis of numerical simulations and hierarchical clustering. Numerical simulations are performed for PCMs of different orders considering various numbers of missing comparisons. The results suggest the existence of a cluster of five extremely similar methods, and a method significantly dissimilar from all the others. In the third part, the filling in patterns (arrangements of known comparisons) of incomplete PCMs based on their graph representation are investigated under given conditions: regularity, diameter and number of vertices, but without prior information. Regular and quasi-regular graphs with minimal diameter are proposed. Finally, the simulation results indicate that the proposed graphs indeed provide better weight vectors than alternative graphs with the same number of comparisons. This research problem’s contributions include a list of (quasi-)regular graphs with diameters of 2 and 3, and vertices from 5 up to 24.

[pt] É notório no meio acadêmico e prático que ao longo dos últimos anos a logística deixou de ser vista como um processo operacional e passou a ser reconhecida como uma matéria de suma importância na integração das cadeias de suprimentos e uma ferramenta importante para atender as necessidades dos clientes e buscar diferencial competitivo. Em um ambiente globalizado e competitivo, as empresas buscam soluções que possam ajudá-las a atingir seus objetivos organizacionais. Neste contexto, a terceirização de serviços logísticos vem sendo amplamente utilizada com diversas finalidades. Porém, ao realizar terceirizações logísticas as empresas se deparam com a dificuldade de desenvolver mecanismos de avaliação de desempenho que estejam alinhados com a estratégia das empresas e que possam avaliar dados quantitativos e qualitativos para mensurar e comparar o desempenho de seus terceirizados. Diante deste cenário, este trabalho apresenta um estudo de caso onde foi utilizado o método AHP (Analytic Hierarchy Process) como ferramenta de apoio para avaliação, ranking e reconhecimento de transportadores terceirizados de uma multinacional líder de mercado de gases industriais e medicinais. Existe uma relação entre a satisfação do cliente final e o desempenho dos transportadores. Portanto, é fundamental o desenvolvimento de uma ferramenta para mensurar esse desempenho e reconhecer os melhores. O trabalho propõe a avaliação dos transportadores através de um único índice que traduz indicadores quantitativos e qualitativos. A escolha do método AHP foi fundamental para facilitar a estruturação do problema e se mostrou uma ferramenta de fácil entendimento tanto para o pesquisador como para os demais envolvidos. / [en] It is well known in the academic and practical means that over the last few years the logistics is no longer seen as an operational process and has become recognized as a matter of paramount importance in the integration of supply chains and an important tool to meet customer needs and seek competitive advantage. In a globalized and competitive environment, companies are looking for solutions that can help them achieve their organizational goals. In this context, the outsourcing of logistics services has been widely used for various purposes. However, when performing logistics outsourcing companies are faced with the difficulty of developing mechanisms for evaluating performance that are aligned with company strategy and to assess quantitative and qualitative data to measure and compare the performance of their third party. This paper presents a case study where the AHP (Analytic Hierarchy Process) method was used as a support tool for evaluation, ranking and recognition outsourced carriers of a multinational leader in industrial and medical gases market on Brazil. There is a relationship between the end-customer satisfaction and the performance of carriers. Therefore, it is fundamental to develop a tool to measure this performance and recognize the best carrier. The paper proposes the review of carriers through a single index reflecting quantitative and qualitative indicators. The choice of AHP was instrumental in facilitating the structuring of the problem and proved to be an easily understood tool for researchers and for the others involved.

No Brasil, a predominância produtiva dos campos offshore evidencia a importância das bases de apoio logístico em sua cadeia de valor, o elo entre as instalações marítimas e seus provedores em terra. Diante da intensidade de capital e dos vultosos custos de uma campanha exploratória, a localização destes terminais assume caráter estratégico no sucesso da campanha. Além de apresentar os aspectos mais importantes do contexto, este trabalho visa apresentar um estudo para instalação de base de operação de apoio logístico offshore nas campanhas do Campo de Carcará na Bacia de Santos. Através da construção de uma modelagem AHP em novo formato simplificado, foi possível sugerir um ranking de terminais portuários quanto à sua vocação para provimento de serviço de apoio logístico offshore. O AHP após o desenvolvimento da forma simplificada, se torna ainda mais um poderoso ferramental para determinar a decisão correta, mesmo frente às inúmeras variáveis, minimizando a possibilidade de combinações inconsistentes e erros de julgamento, ajudando e embasando as organizações e pessoas na tomada de decisões colaborativas de forma rápida e acurada. / [en] Today, oil is the world s leading energy source. In Brazil, the productive dominance of the offshore fields shows the importance of the logistical support bases in chain value, the link between the maritime facilities and their onshore suppliers. Faced with the capital intensity and the high costs of an exploratory campaign, the location of these terminals is strategic for the success of the campaign. In addition to presenting the most important aspects of the context, this work aims to present a study for the base installation of offshore logistic support operation in the Carcará Field campaigns in Santos Basin. Through the construction of an AHP model in a new simplified format, it was possible to suggest a ranking of port terminals regarding their vocation to provide offshore logistics support service. The AHP after the development of the simplified form, becomes even more a powerful tool to determine the correct decision, even in front of the numerous variables, minimizing the possibility of inconsistent combinations and errors of judgment, helping and supporting the organizations and people in the decision making collaborative projects quickly and accurately.

Thus, the use of tools and performance indicators, as Slack model, assist in directing the organization through perspectives that align the company's shares with their strategies, allowing thus the performance evaluation and guiding organizational management. In this context, the present study is guided by linking the deployment of the five premises of Slack model, the multi-criteria approach technique Analytic Hierarchy Process and the use of traditional Delphi method as a way to validate the indicators, thus developing a system to register and evaluation of suppliers. Therefore, research is presented as a case study with a qualitative and quantitative approach applied nature and inductive method. This framework is based on an approach in which the choice of operational alternatives used in the internal activities of a distribution center (receiving, storage, picking and shipping) depend on the distribution strategy as well as the attributes and requirements of the business environment of the company. In order to develop this work, a bibliographic research has been performed in the following fields: logistics and distribution strategy, functions, activities and management of distribution centers and decision-making. It has been carried out interviews in the research field with the high management representatives from large logistics providers with the aim of determining which business requirements might be considered in the approach. The interviews have been also important to determine the preferences and weights to the attributes used for decision-making. The proposed framework has been also used in a case study in order to validate the attributes and has served too as a basis to compare the preferences of the managers of the logistic providers and of the manager of the studied company, regarding the configuration of the logistic operations. This framework has been validated, the preferences among decision makers have been similar, except at the weight between the attributes of operational and investment costs. In general, this framework has validated the results and has proved to be a useful tool to support decision-making process in a real situation and also has generated scenarios and sensitivity analysis to the decision maker. / O objetivo geral desta dissertação é propor uma estrutura metodológica utilizando um método de tomada de decisão multicritério, o Analytic Hierarchy Process (AHP), a fim de configurar a operação logística em centros de distribuição que atende o mercado varejista brasileiro. Esta estrutura está baseada em uma abordagem na qual a escolha das alternativas operacionais utilizadas nas atividades internas de um centro de distribuição (recebimento, armazenagem, separação e expedição) depende da estratégia de distribuição, bem como dos atributos e requerimentos de negócio do ambiente da empresa. Para o desenvolvimento deste trabalho foi realizada uma pesquisa bibliográfica relacionada à estratégia de distribuição, funções, atividades e gerenciamento de centros de distribuição, e, à abordagem de tomada de decisão. Na pesquisa de campo foram realizadas entrevistas com representantes da alta gerência de grandes operadores logísticos com a finalidade de determinar quais os requerimentos de negócio que deveriam ser considerados na configuração. As entrevistas também foram importantes para determinar as preferências e os pesos dos atributos utilizados para a tomada de decisão. A proposta de configuração foi ainda utilizada em um estudo de caso como meio de validação dos atributos e serviu, também, de base de comparação entre as preferências dos gestores de operadores logísticos e do gestor da empresa estudada, no tocante à configuração das operações logísticas. A aplicação da proposta de configuração foi validada e as preferências entre todos os decisores foram parecidas, exceto no peso entre os atributos de custo operacional e investimento. No geral, a proposta de configuração validou os resultados e se mostrou útil como uma ferramenta de suporte na tomada de decisão em uma situação real, além de permitir a geração de cenários e análises de sensibilidade para o tomador de decisão.

The general purpose of this study was to analyze how the barriers to implementation of GSCM are prioritized by Brazilian automotive sector. Therefore, this research used a mixed methods approach, applying a systematic literature review and CVR content validation in the qualitative approach and the Analytic Hierarchy Process method [AHP] for the quantitative. The contributions of this study to the theory include the collection of forty-three literature barriers to implementing the GSCM. The model of thirteen barriers applicable to the Brazilian organizational setting, validated by technical and academic experts, in addition to the synthesis of other information relevant to research on the topic. In terms of contributions to the practice of management, from the results and their comparisons in relation to companies in other sectors located in other parts of the world, it is intended that this study drives the member companies of the automotive supply chain in developing action plans to overcome the barriers to implementation of GSCM. / A interface entre as organizações e o contexto em que estão inseridas tendem a originar barreiras à implementação da gestão da cadeia de suprimentos verde [GCSV]. O propósito geral deste estudo consistiu em analisar como as barreiras à implementação da GCSV são hierarquizadas pelas empresas do setor automotivo brasileiro. Para tanto, esta pesquisa utilizou a abordagem de métodos mistos, com a aplicação de revisão bibliográfica sistemática e validação de conteúdo CVR na abordagem qualitativa e o método Analytic Hierarchy Process [AHP] para a quantitativa. As contribuições deste estudo para a teoria incluem a coletânea de quarenta e três barreiras à implementação da GCSV da literatura ao modelo de treze barreiras aplicáveis ao cenário organizacional brasileiro, validado por especialistas técnicos e acadêmicos, além da síntese de outras informações relevantes para pesquisas no tema. Em termos de contribuições para a prática da Administração, a partir dos resultados alcançados e suas comparações em relação às indústrias de outros setores localizadas em outras partes do mundo, pretende-se que este estudo norteie as empresas integrantes da cadeia de suprimentos automotiva na elaboração de planos de ação para a superação das barreiras à implementação da GCSV.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Software development organizations are involved in different scenarios with distinct projects in relation to specific project characteristics and demands. There isn´t a software process model appropriate for all projects and/or organizations. The best process depends of the project context. Situational Method Engineering (SME) proposes the building of specific software development methods for each project according to its situational characteristics from method fragments stored in a repository. This work proposes a systematic approach for building a specific development software process for each project through tailoring process based on SME concepts, called OSPTA Octopus SME Process Tailoring Approach. OSPTA uses stored method fragments which include practices recommended by agile and planned process. These fragments are retrieved according to one or more tailoring criteria (tailoring process requirements) and are prioritized from contextual factors defined by Octopus Model. The technique used for this prioritization is Analytic Hierarchy Process (AHP) technique to guide the process engineers in choosing the best fragments to include into organization s standard software process (PSPO). A metamodel was proposed to define method fragments. A support tool was developed to validate the proposed approach through case studies which use project risks as tailoring criteria. / As organizações de desenvolvimento de software estão envolvidas em um ambiente dinâmico, com diferentes cenários de acordo com as características e demandas específicas de cada projeto de software. Não há um processo de software que atenda as necessidades específicas de todos os projetos e/ou organizações. Assim, a adequação de um processo de desenvolvimento de software depende do contexto do projeto. Situational Method Engineering (SME) propõe a construção de métodos de desenvolvimento de software específicos para cada projeto de acordo com as características situacionais dos mesmos a partir de fragmentos de métodos armazenados em um repositório. Este trabalho propõe uma abordagem sistemática para a construção de processos de desenvolvimento de software específicos para cada projeto a partir da adaptação de processos, com base em conceitos de SME, chamada OSPTA Octopus SME Process Tailoring Approach. OSPTA utiliza fragmentos de métodos armazenados em um repositório, os quais incluem práticas preconizadas por processos ágeis e planejados. Tais fragmentos são recuperados de acordo com um ou mais critério de adaptação, ou requisitos para o processo adaptado, e são priorizados de acordo com fatores de contextualização de projetos de software definidos no Octopus Model. A técnica usada para esta priorização é Analytic Hierarchy Process (AHP), para guiar os engenheiros de processo na escolha dos melhores fragmentos para serem incluídos no processo de software padrão da organização (PSPO), dando origem ao processo adaptado, específico para o projeto. Um metamodelo foi proposto para a definição de fragmentos de métodos para serem utilizados na abordagem. Foi desenvolvida uma ferramenta para apoiar a abordagem proposta. Estudos de caso considerando riscos do projeto como critério de adaptação foram elaborados para validar a abordagem.
