”Att så ett frö” : Studie- och yrkesvägledares uppfattningar om tidig vägledning / ”Sowing seeds” : Career guidance counsellors’ perceptions of early career guidance

Denna studie undersöker studie- och yrkesvägledares uppfattningar om tidig vägledning. Kvalitativa semistrukturerade intervjuer med åtta utbildade och verksamma studie- och yrkesvägledare har genomförts. Det insamlade materialet analyseras utifrån Linda S. Gottfredsons (2002) Theory of Circumscription, Compromise, and Self-Creation. Studiens resultat visar att studie- och yrkesvägledare uppfattar att tidig vägledning kan motverka stereotypa föreställningar i arbetslivet, öka individers valkompetens och självkännedom samt göra att individer tar mer välgrundade beslut. Tidig vägledning kan enligt studie- och yrkesvägledare även bidra till stora samhällsekonomiska vinster. Enligt studie- och yrkesvägledare behöver studie- och yrkesvägledning i vid bemärkelse vara hela skolans ansvar och finnas med som en röd tråd genom hela skolgången. Centrala faktorer för att kunna bedriva tidig vägledning är enligt studie- och yrkesvägledare att vägledning behöver bli högre prioriterad och att det krävs en ökad kunskap hos huvudmän, skolledare och andra professioner kring vad studie- och yrkesvägledning innebär och vad den bidra med. / This study examines career guidance counsellors’ perceptions of early career guidance. Supporting this study are semi-structured interviews conducted with eight qualified and active career guidance counsellors. Collected material is analysed utilising Linda S. Gottfredson’s (2002) Theory of Circumscription, Compromise, and Self-Creation. Results of this study show that career guidance counsellors perceive that early career guidance can prevent stereotypical conceptions of work life, help increase an individual's competence and self-awareness as well as help individuals make more informed decisions. According to career guidance counsellors, early career guidance can also contribute to broader socio-economic benefits. This study recognises that career guidance in a broad sense needs to be the responsibility of an entire school and be included as a common thread throughout schooling. To be able to conduct career guidance at an earlier stage, career guidance counsellors claim that career guidance needs to be given higher priority among school leaders and other professions within the school. Consequently, an increased knowledge of the benefits of career guidance is required among these professions.

The thesis deals with the career management from the perspective of the organization. The theoretical part concerns the definition and explication of the terminology (basic terms), approaches and methods in the process of the career management. The separate chapter is dedicated to the current issue of talent management and also to the interpretation of the research of career counseling in the workplace, which compares the approaches of employers to the career management of their employees in 25 states of the European Union. The incorporation of the domain of career management to the set of other HR activities in the organization makes also part of this thesis. The practical part of thesis describes the concrete example of work with prospective employees of the organization, i.e. the presentation of implementation of the development program for talented and key employees. The conclusion of the thesis comprises the evaluation of the effectiveness of the program, including the recommendations for its potential continuation in the future.

O aumento do número de mulheres no mercado de trabalho, dos casais em que ambos trabalham enquanto mantêm uma vida familiar conjunta e dos novos arranjos familiares têm provocado uma lacuna nos estudos sobre as relações entre trabalho e não trabalho, já que esses estudos concentravam-se há três décadas na família como sinônimo de não trabalho. E essas relações ocorrem em um momento de destaque para a dimensão subjetiva na Gestão de Carreira: não apenas o sucesso socialmente visível (objetivo) é desejado pelos indivíduos, mas principalmente aquele que atende a seus desejos mais intrínsecos (subjetivo). Nesse contexto, esta tese tem como objetivo geral investigar o conflito trabalho-não trabalho (CTNT) e sua relação com os sucessos objetivo e subjetivo na carreira. Para atender a esse objetivo, cinco outros, específicos, foram elaborados, versando sobre: a) a alocação de tempo nas dimensões do não trabalho; b) a validação do construto multidimensional atual de conflito trabalho-não trabalho para uma amostra brasileira; c) as dimensões mais afetadas no conflito trabalho-não trabalho; d) a variação da alocação de tempo declarada, dos níveis de conflito trabalho-não trabalho e dos sucessos objetivo e subjetivo na carreira de acordo com características demográficas; e) a associação entre o conflito trabalho-não trabalho e os sucessos objetivo e subjetivo na carreira. O estudo foi quantitativo, descritivo e correlacional, e a coleta de dados foi realizada por meio de uma survey autoadministrada eletrônica, que teve como base a escala de conflito trabalho-não trabalho validada nos Estados Unidos. A amostra não probabilística e por conveniência foi formada por 338 profissionais que trabalham no Brasil atualmente. Fez-se uso de técnicas de estatística descritiva, análise fatorial confirmatória e análise de variância (teste t e ANOVA) na análise dos dados. Três resultados se destacam: 1) a amostra percebe conflito do trabalho com oito dimensões do não trabalho - saúde, família, gestão da casa, amizades, educação, relacionamento romântico, envolvimento com a comunidade e lazer - originado tanto pelo tempo que o trabalho consome como pela tensão gerada por ele; 2) o lazer mostra-se como dimensão-chave do não trabalho, pois alocar mais tempo a essa dimensão está associado a menor conflito entre trabalho e as oito dimensões do não trabalho; 3) para as mulheres, as diferenças em relação aos homens são maiores para a origem tensão e para dimensões mais coletivas, como família, envolvimento com a comunidade e amizades - elas estão mais tensas e sentem-se mais pressionadas a atender ao coletivo, possivelmente em detrimento de prioridades mais individuais. Destacam-se também, como variáveis relacionadas a maiores níveis de conflito, o sexo feminino, o estado civil casado somente para as mulheres, e a ausência de filhos também apenas para as mulheres. Como último destaque, há indícios de que a relação entre fatores do CTNT e o sucesso objetivo seja quadrática, a principal hipótese a ser verificada em estudos futuros. / The increasing of women in the marketplace, of couples in which they both work while maintaining a family life together and of new family arrangements have created a gap in the studies on the relations between work and nonwork, since these studies have been concentrated in the family as synonymous of nonwork for the last three decades. And these relations occur at a moment of prominence for the subjective dimension in Career Management: not only socially visible success (objective success) is desired by individuals, but especially the one that meets their most intrinsic desires (subjective success). In this context, this thesis has as general objective to investigate the work-nonwork conflict (WNWC) and its relation with the objective and subjective successes in the career. For achieving this objective, five others, specifics, were elaborated, addressing: a) the allocation of time in the dimensions of nonwork; b) the validation of the current multidimensional construct of work-nonwork conflict for a Brazilian sample; c) the dimensions most affected in the work-nonwork conflict; d) the variation of the stated time allocation, the levels of work-nonwork conflict and the objective and subjective successes in the career according to demographic characteristics; e) the association between the work-nonwork conflict and the objective and subjective successes in the career. The non-probabilistic and convenience sample consisted of 338 professionals working in Brazil nowadays. Descriptive statistics, confirmatory factorial analysis and analysis of variance (t-test and ANOVA) were used for data analysis. Three results stand out: 1) the sample perceives conflict from work with eight nonwork dimensions - health, family, household management, friendships, education, romantic relationship, community involvement and leisure - originated by the time that work consumes and by the tension generated by work; 2) leisure is a key nonwork dimension, since allocating more time to this dimension is associated with less conflict between work and the eight nonwork dimensions; 3) for women, the differences (compared to men) are bigger for the tension origin and for more collective dimensions, such as family, community involvement and friendships - women are more tense and feel more pressure to attend to the collective, possibly to the detriment of more individual priorities. The variables related to higher levels of conflict include the female sex, marital status married only to women, and the absence of children also for women. As a last highlight, there are indications that the relationship between WNWC factors and the objective success is quadratic, which is the main hypothesis to be verified in future studies.

Âncoras de carreira e o modelo de administração gerencial: um estudo de caso do Tribunal de Contas da União

Many agreed that the managerial model would be a feasible way to increase the efficiency of the public organizations, but would the civil servants be willing to adopt its practices and underlying values and behaviours? Would they recognize the value of the rewards offered by these new careers? And still, would they abdicate from the traditional rewards that were conquered after decades in a bureaucratic career? These questions lead us to the discussion of the implications of the needs and values of civil servants in the implementation of managerial practices. One way of understanding this relationship is through the study of the career anchors and how they relate to the organizational career management model. For such, a case study at the Brazilian Court of Auditors Tribunal de Contas da União (TCU) was conducted, with the objective of deepening the comprehension of the implications of civil servants career anchors in the implementation of managerial practices. The result of the survey identified that the intention of adopting these practices will have to face three main obstacles. The first refers to the incompatibility between the desire of overcoming a bureaucratic model and the presence of a career management model that, fundamentally, satisfies the needs of typical bureaucratic individuals. This obstacle suggests the need for interventions in the career management model characteristics, so to reward managerial behaviours and not only those associated with security. The second obstacle refers to the apparent incompatibility between the behaviours and values advocated by the managerial model and the career anchors of TCU s civil servants. The overcoming of this obstacle will require some degree of integration between TCU s need to implement these practices and the needs and values of it s civil servants. The third obstacle is in the incompatibility between the civil servants career anchors and the rewards emphasized by the current career management model. This obstacle suggests the presence of a perception of career stagnation among the civil servants, what could impact upcoming intervention initiatives in TCU s career management model. The understanding of these obstacles can contribute to the discussion about the construction of these new careers and the role of the civil servants in the context of the modernization of the public civil sector / Ao serem propostos os princípios do modelo de administração gerencial pouco se aprofundou sobre as necessidades e valores dos servidores públicos. Muitos concordaram que a administração gerencial seria um caminho viável para o aumento da eficiência e eficácia das organizações públicas, mas estariam os servidores dispostos a adotarem estas práticas, valores e comportamentos subjacentes? Reconheceriam eles o valor das recompensas que seriam oferecidas por estas novas carreiras? E ainda, estariam eles dispostos a abrir mão de recompensas tradicionais conquistadas após décadas em uma carreira burocrática? Estas questões nos levam à reflexão sobre as implicações das necessidades e valores presentes entre servidores públicos para a implementação de práticas gerenciais. Uma forma de compreendermos esta relação é por meio do estudo das âncoras de carreira e como elas se articulam com o modelo de gestão de carreiras. Para tal, foi realizado um estudo de caso no Tribunal de Contas da União (TCU) com o objetivo de aprofundarmos o estudo das implicações das âncoras de carreira dos servidores no contexto de implementação de práticas do modelo gerencial. Como conclusão da pesquisa foi identificado que a intenção de adotar estas práticas deverá enfrentar três obstáculos. O primeiro refere-se à incompatibilidade entre o desejo de superação de um modelo burocrático e a presença de um modelo de gestão de carreiras que, fundamentalmente, enfoca a satisfação das necessidades de indivíduos típicos de um modelo burocrático. Este obstáculo sugere a necessidade de que sejam efetivadas intervenções nas características do modelo de gestão de carreiras, de forma a recompensar comportamentos mais gerenciais e não somente associados à segurança. O segundo obstáculo refere-se à aparente incompatibilidade entre os comportamentos e valores preconizados pelo modelo de administração gerencial e as âncoras de carreira dos servidores. A superação deste obstáculo irá requerer algum grau de integração entre a necessidade do TCU em implementar estas práticas e as necessidades e valores dos servidores. O terceiro obstáculo está na incompatibilidade entre as âncoras de carreira dos servidores e as recompensas enfatizadas pelo modelo de gestão de carreiras. Este obstáculo sugere a presença de uma percepção de estagnação na carreira, podendo dificultar iniciativas de intervenção no modelo de gestão de carreiras do TCU. A compreensão destes obstáculos pode abrir caminhos para a reflexão sobre a construção destas novas carreiras e o papel dos servidores no contexto da modernização do setor público

Qualité de vie au travail : quels effets de facteurs organisationnels, psychosociaux et individuels sur le bien-être et le succès de carrière ? / Quality of life at work : what effects of organizational, psychological and individual factors on well-being and career success ?

En lien avec les théories du bien-être, du succès de carrière, de l'autodétermination et de l'échange social, la thèse s'attache à cerner les déterminants organisationnels, psychosociaux et individuels du bien-être psychologique dans une perspective eudémonique et des succès de carrière objectif et subjectif avec comme mécanisme explicatif central la satisfaction des besoins psychologiques auprès des conseiller-es. En parallèle, cette thèse vise à valider plusieurs échelles (e.g., échelle d'auto-efficacité en conseil de carrière ; échelles de succès de carrière objectif et subjectif, échelle de gestion des carrières organisationnelle perçue...). Une première étape (étude 1) à l'aide d'entretiens exploratoires (N=15) a permis de cerner les concepts en lien avec bien-être et la réussite des conseillers. La deuxième étape, reposant sur un questionnaire, incluait les outils de mesure du bien-être psychologique au travail (BEPT) du succès e carrière, de la qualité es échanges leaders et membres (LMX), du soutien des colègues, du sentiment d'efficacité, de l'estime de soi et de la satisfaction des besoins psychologiques puis une échelle de mesure de la gestion organisationnelle de carrière. Les questionnaires ont été complétés par 1132 conseiller-es de l'accompagnement professionnel en France. La phase 1 (études 2 à6) a permis de tester des modèles avec analyses de médiations (Hayes & Preacher, 2014) auprès de la population totale puis des consiller-es en Cabinet de Conseil (N=287), des conseiller-es Psychologue de l'Education Nationale (N=297) et des conseiller-es de Pôle Emploi (N=224). La phase 2 (études 7,8,9) a testé et validé trois modèles à l'aide de modélisations en équations structurelles 5SEM) pour le bien-être psychologique au travail, les succès de carrière objectif et subjectif. Il en résulte que la satisfaction des besoins joue un rôle primordial dans l'émergence du bien-être psychologique au travail et des deux formes de succès de carrière facilitant les effets du soutien organisationnel et des échanges leader-membres ainsi que du sentiment d'auto-efficacité et de la satisfaction de carrière. Les implications scientifiques et pratiques sont discutées de manière générale et au regard de chaque type de population. / Based on theories of well-being, career success, self-determination, and social exchange, this thesis attempts to understand the organizational, psychosocial, and individual inducers of psychological well-being (PWB) and the objective and subjective forms of career success by taking into account need satisfaction as an explanatory mechanism. Another aim is to validate several scales (e.g., a carreer counseling self-efficiency scale, objective and subjective career scales, perceived organizational career scales, etc.). The first part (Study 1) using exploratory interviews (N=15) allowed us to identify some concepts related to the well-being and success of counselors. The second part, based on questionnaires, included scales of well-being at work, career success, leader-member exchange quality 5LMX), colleague support, self-efficacy, self-esteem, psychological needs, and perceived organizational career management. Questionnaires were filled out by 1132 counselors in France. Studies 2 to 6 tested specifically on counselors from counseling agencies (N=287), counselor psychologists working for theFrench Board of Education (N=297), and counselors from publicu unemployment agencies (N=224). Studies 7, 8, et 9 tested and validated three structural equation models (SEM) of well-being at work, and objective and subjective career success. The results showed the need satisfaction played a major role in well-being at work and both kinds of career success, thereby facilitating the effects of organizational support, leader-member exchange, self-efficacy, and career satisfaction. Scientific and practical implications are discussed in general and with regard to each type of participant group.

Foram analisados os programas divulgados nos anos de 2014 e 2015. Entenda-se por efetividade um conceito integrado cujos pilares são os interesses e necessidades da empresa e dos empregados, aderentes à estratégia corporativa. Foi realizada uma extensa análise documental, através de relatórios gerenciais, pesquisa de clima organizacional e normas e procedimentos de recursos humanos. A partir desta, foram conduzidas entrevistas semiestruturadas aos empregados selecionados pelo programa, cujo perfil é composto por profissionais de nível superior, das carreiras de Análise de Sistemas e Engenharia de Telecomunicações. Os depoimentos foram avaliados em relação aos construtos carreira, dimensão organizacional, dimensão pessoal e movimentação interna à luz da teoria dos contratos, âncoras de carreira, motivação e carreira proteana. A pesquisa traz insumos relevantes à gestão de carreira nas organizações e ao recrutamento e seleção interna, considerando as especificidades e complexidade do arranjo da organização pesquisada. / This dissertation aims at analyzing the effectiveness of internal hiring programs at a large energy company in Brazil, considering the employee´s perspective. The programs considered comprised the period of two years: 2014/2015. Effectiveness was meant to be an integrated concept, which basic elements are the company and employee needs, aligned to the company main strategic plans. The methodology included an extensive documentary research, through managerial reports, organizational climate surveys and current human resources rules and procedures adopted by the company. From these sources, semi structured interviews were conducted to the selected employees by the internal hiring programs, whose professional profiles are comprised of IT and Telecommunication college graduates. Statements taken during the interviews were then analyzed through career, organization and personal perspectives. In order to analyze the interview results, academic research regarding contract theory, anchor of careers, motivation and protean careers were reviewed. The current research brings valuable resources to career management and to internal hiring programs, considering the complex organizational arrangement of the specific organization.

The variables related to higher levels of conflict include the female sex, marital status married only to women, and the absence of children also for women. As a last highlight, there are indications that the relationship between WNWC factors and the objective success is quadratic, which is the main hypothesis to be verified in future studies.

A administração estratégica dos recursos humanos é perpassada por práticas que, alinhadas aos objetivos estratégicos das organizações, criam um caminho firme para o crescimento, tanto das próprias organizações quanto dos indivíduos que as compõem. E uma das práticas mais fomentadas na administração pública é a Gestão por Competências, que se alia aos Planos de Desenvolvimento Institucionais, em favor do alcance dos objetivos governamentais. Por esse caminho, este trabalho tem o objetivo principal de analisar criticamente a relação entre a Gestão de Competências e o Plano de Desenvolvimento Institucional em Instituições Federais de Ensino, a partir das percepções de gestores de três instituições – Universidade Federal Fluminense, Universidade Federal do Estado do Rio de Janeiro e Colégio Pedro II. Os dados foram coletados por meio de entrevistas em profundidade e foram tratados pela técnica de análise de conteúdo. Espera-se que a pesquisa forneça subsídios para os estudos sobre a aplicação da Gestão de Competências e do aperfeiçoamento dos Planos de Desenvolvimento Institucionais das Instituições Federais de Ensino, temas direcionados e estimulados pelo Governo Federal por meio de legislação específica, com o propósito de melhorar a eficiência e a eficácia dessas instituições. Os resultados deste estudo demonstram que existem ligações entre as duas práticas – gestão por competências e planejamento –, como, por exemplo, na necessidade do desenvolvimento de competências para o alcance dos objetivos organizacionais. Porém, ainda há um longo caminho a ser percorrido para que melhorias nos aspectos financeiros, políticos, culturais, integrativos e de desenvolvimento das organizações e dos servidores possam ser visíveis e geradores de efetividade junto à sociedade. / People management was seen by brazilian public institutions, especially in the last decade, as a strategic element in the search for competitive advantage and inside the generation of positive results. The strategic management of human resources is permeated by practices that, when aligned to the strategic objectives of the organizations, create a firm path to growth, both organizations themselves as the individuals who compose them. And one of the most promoted practices in public administration is the competency management, which is allied to the Institutional Development Plans in favor of the achievement of government objectives. This work has the main objective to critically analyze the relationship between the competency management and the Institutional Development Plan inside federal educational institutions, from the perceptions of managers from three institutions - Universidade Federal Fluminense, Universidade Federal do Estado do Rio de Janeiro and Colégio Pedro II. Data were collected through interviews and were treated using content analysis. It is expected that the research grant funding for studies on the application of competency management and improvement of Institutional Development Plans from education federal institutions, issues who are targeted and encouraged by the Federal Government through specific legislation, in order to improve the efficiency and effectiveness of these institutions. The results of this study show that there are links between the two practices – competency management and Institutional Development Plans - as, for example, the necessity to develop skills to achieve the organizational goals. But there is still a long way to go to see improvements in the financial, political, cultural, integrative and developmental aspects of organizations and public servers being visible and generate effectiveness in society.

The development and evaluation of a measure of graduate employability in the context of the new world of work

Rapid forces for change in the post-modern society have left their mark on the labour market, creating a metamorphosis in the nature of work and the way in which careers should be approached. This has resulted in the need for individuals to possess a combination of attributes that will enable them to take an adaptive, proactive approach to their careers, which involves managing their employability. Employability is especially relevant to graduates, who are expected to acquire more than academic capabilities to ‘hit the ground running’ in their transition from higher education to the workplace. Despite the significance of the topic, it remains conceptually ambiguous with few empirical studies that explain its foundation, and fewer still that have constructed a measure explicitly gauging employability, particularly in South Africa. The main purpose of this study was to develop and evaluate a measure of graduate employability in the context of the new world of work. A theoretical model of graduate employability was developed based on an extensive review of the literature and the Graduate Employability Measure (GEM) was subsequently constructed. A cross-sectional survey was utilised to collect data from a random sample of final-year undergraduates and postgraduates from the College of Economic and Management Sciences at a higher distance learning institution in South Africa. The 272 useable questionnaires returned were subjected to exploratory factor analysis, which revealed a reliable three-factor model consisting of the dimensions of career self-management drive, career resilience and cultural competence, and explaining 36.42%, 3.5% and 2.97% of the variance respectively. Analysis of variance was used to determine whether there were any significant differences between the biographical variables of the sample and the GEM factors. It was found that females and final-year undergraduates obtained significantly higher means on all the GEM dimensions than males and postgraduates respectively. The findings inform the conceptualisation of the employability construct, the elements it consists of, and how it can be measured in a valid and reliable manner. The GEM has the potential to be useful to students in a career guidance context, to employers that desire to select and develop highly adaptable employees, and to higher education, which can incorporate these important employability attributes in the curriculum to deliver highly employable graduates. / Dissertation (MCom)--University of Pretoria, 2011. / Human Resource Management / unrestricted
