Esta tese de doutorado parte do reconhecimento da essencialidade dos serviços públicos, em especial aos serviços de transporte coletivo. O objetivo principal é de cooperar com a inovação do processo de planejamento da qualidade do transporte coletivo urbano por ônibus e adequação destes serviços às suas demandas. Para a construção do método de planejamento da qualidade utilizou-se da metodologia construtivista. O framework foi elaborado a partir da combinação dos resultados da pesquisa teórica integrada às necessidades identificadas pela autora no ambiente em análise. As relações propostas foram estruturadas com base no método Quality Function Deployment (QFD), pois o interesse central foi incluir em um mesmo método de planejamento da qualidade, atributos importantes para os clientes usuários do sistema e o gerenciamento dos processos responsáveis pelo desempenho do serviço oferecido. Como forma de avaliar o método proposto, o mesmo foi aplicado em uma empresa prestadora do serviço de transporte coletivo urbano. A principal contribuição do artefato proposto está na ampliação das ações relacionadas à obtenção da qualidade, evidenciando que apenas o conhecimento sobre o nível de satisfação relacionado ao serviço de transporte coletivo urbano não permite oferecer um serviço de qualidade superior às expectativas dos clientes. É necessário adotar padrões de excelência e reconhecer qual a necessidade de investimentos para melhorar a qualidade e a eficiência no serviço de transporte coletivo urbano de forma contínua e sustentada. Através da aplicação, pôde-se concluir que o método atende as necessidades da empresa, servindo como guia para essencial melhoria da qualidade. / This doctoral thesis part of recognition of the essentiality of public services, particularly the collective urban transport services. The main objective is to cooperate with the innovation of quality planning process of urban collective transport by bus and adequacy of these services to their demands. For the construction of the method of projection of the quality it made use of the methodology constructivist. The framework was prepared from the combination of the results of the theoretical inquiry integrated to the necessities identified by the author in the environment in analysis.The proposed relations were structured on basis of the method Quality Function Deployment (QFD), since the central interest included in the same method of projection of the quality, important attributes for the users clients of the system and the management of the processes responsible for the performance of the offered service. Like the form of valuing the proposed method, the same thing was applied in a serviceable enterprise of the service of urbane collective transport. The main contribution of the proposed product is in the enlargement of the actions made a list to getting the quality, showing up that only the knowledge on the level of satisfaction made a list to the service of urbane collective transport does not allow offering a service of quality superior to the expectations of the clients. It is necessary to adopt standards of excellence and the investments necessity will recognize which to improve the quality and the efficiency in the service of urbane collective transport of continuous and supported form. Through the application, it was possible to end that the method attends the necessities of the enterprise, serving as a guide for effective improvement of the quality.

O presente trabalho versa sobre as narrativas e justificativas relativas ao processo de criação de um mercado de financiamentos coletivos no Brasil a partir de diversos interlocutores: criadores de projetos, criadores de websites e a partir da literatura acadêmica mais comum sobre o tema. Busca-se retratar e discutir a criação deste mercado a partir do estabelecimento de um passado e de uma pedagogia, típicas dos circuitos de consumo relativos ao fenômeno dos crowdfunding, de modo a circunscrever o que meus interlocutores chamam de “cultura do financiamento coletivo”. Este mercado constitui-se em um duplo processo de afastamento e aproximação entre plataformas como forma de delimitar moralmente o que “deve”, ou não, ser este fenômeno. Tal processo revela a emergência de controvérsias, agenciamentos e, principalmente, de sujeitos como “empreendedores” que buscam “fazer a diferença” a partir de projetos e plataformas de financiamento coletivo. No limite, os financiamentos coletivos alinham-se à elaboração de justificativas críticas sobre o papel do Estado e de empresas na constituição dos mercados, ainda que reiterem práticas comuns no campo empresarial, como a manipulação publicitária e a tentativa de criação de vínculos – ou attachments – com o público alvo. Assim, doação e pré-compra confundem-se, bem como as motivações para criação de projetos de financiamento coletivo. Teoricamente, este trabalho sustenta-se nas digressões da Sociologia Pragmática de Luc Boltanski e da compreensão sobre mercados oriunda da Sociologia e Antropologia, principalmente inspirada nos escritos de Michel Callon e Jens Beckert. Busca-se contribuir para o campo da Antropologia a partir da discussão sobre o processo de criação de mercados a partir dos sujeitos que dele fazem parte e de suas narrativas. / This dissertation discusses the narratives and justifications related to the process of creating a market for crowdfunding in Brazil based on the people who create projects and websites, mainly, as well as the most common literature in the field. We intend to portray and discuss the establishment of this market through its past and pedagogy, typical of circuits of commerce in Crowdfunding whose actors intend to circumscribe what they call as a “Crowdfunding culture”. This market is comprised of a double-movement of approximation and distance among platforms as a way to morally determine what is supposed to be a Crowdfunding and what is not supposed to be. This process reveals the emergence of controversies, agencies and, mainly, entrepreneurial subjects that aim at “making the difference” through Crowdfunding platforms and projects. Ultimately, the Crowdfunding is related to the creation of critical justification on the role of the Government and Private sector in the constitution of markets, even if Crowdfunding itself recall common corporate practices as communication strategies, for instance, which aim at creating attachments with the target audience. Therefore, donation and pre-buying mechanisms overlap, as well as the motivations to create such projects. Theoretically, this work is supported by the Pragmatic Sociology of Luc Boltanski and the comprehension of markets based on Sociology and Anthropology, mainly inspired by the point of view of Michel Callon and Jens Beckert. This dissertation intends to contribute to Anthropology by discussing the process of market creation from the point of view of the subjects that work in it and its narratives.

A presente dissertação aborda o processo civil coletivo a partir do marco teórico do formalismo-valorativo. Partindo da compreensão do processo civil como fenômeno cultural, analisam-se as fases metodológicas do direito processual civil, as relações entre direito e processo e o problema da tutela jurisdicional coletiva e da técnica processual. Após, busca-se aplicar o método do formalismo-valorativo nas diversas fases do procedimento coletivo, desde a formação, organização, decisão, concretização e estabilização da decisão, tudo com o escopo de estruturar um processo coletivo justo, para a obtenção de uma decisão igualmente justa, conformada à Constituição e aos direitos fundamentais. / This paper addresses the collective civil procedure from the theoretical formalism-evaluative. Based on the understanding of civil procedure as a cultural phenomenon, we analyze the methodological steps of civil procedural law, the relationship between law and procedure and the problem of collective judicial protection and procedural technique. After, we seek to apply the method of formalism-evaluative in different phases of the collective procedure, since the formation, organization, decision-making, implementation and stabilization of the decision, all with the aim of structuring a fair collective procedure and also obtain a fair decision, conformed to the Constitution and fundamental rights.

O presente trabalho tem por objetivo analisar os processos licitatórios para a concessão do transporte coletivo municipal por ônibus, ocorridos na cidade de Porto Alegre, durante o ano de 2014, visando identificar o porquê de ambos processos terem restado desertos. Para tanto, buscou-se, ao longo desse estudo de caso, subsídios que justificassem o desinteresse, por parte da iniciativa privada, em prover estes serviços. Através de pesquisa a literatura e da análise de casos de Londres (UK), França e Japão, buscou-se reunir tais subsídios. A conclusão que se obteve é de que as grandes barreiras de entrada; o grande tempo de contrato a ser firmado; o risco de receita ao operador privado, em um contexto em que o poder público determina as especificações dos serviços a serem prestados; a ausência de informações completas sobre os serviços a serem prestados; as indefinições sobre a integração tarifária do sistema metropolitano, e sobre a implantação do metrô e do BRT; podem estar entre as justificativas do desinteresse da iniciativa privada em concorrer nos certames ofertados pelo Poder Público. / This study aims to analyze the bidding process for the granting of the municipal public transport by bus, occurred in the city of Porto Alegre during the year 2014 to identify why both processes have no bidders. Therefore, we sought, throughout this case study, subsidies to justify the lack of interest on the part of the private sector in providing these services. Through research the literature and analysis of cases of London (UK), France and Japan, we sought to gather such subsidies. The conclusion obtained is that large entry barriers; the big time contract to be signed; the risk of revenue to the private operator, in a context in which the government determines the specifications of the services to be provided; the absence of complete information on the services to be provided; the uncertainties on tariff integration of the metropolitan system, and for the implementation of the metro and BRT; may be among the reasons of the private sector unwillingness to compete in contests offered by the Government.

Com base na pesquisa do imaginário de Gilbert Durand e na razão poética da filósofa María Zambrano empreendemos uma descrição interpretativa das tiras livres a partir de sua fase inicial: a série de 27 tiras de título Manual do Minotauro, também nome do blog de Laerte. Buscou-se com este estudo contribuir para a discussão contemporânea sobre o desequilíbrio das tensões entre subjetividade e objetividade no campo da comunicação por meio da identificação de uma poética particular de um meio relativamente simples, como a tira de quadrinhos. A imagem do labirinto aparece não apenas como metáfora para a história em quadrinhos moderna, como também é atualizada com base na interpretação das tiras de Laerte como a imagem contemporânea da possibilidade de transformação pessoal. Este resultado vai reforçar e ajustar a ideia de Flusser da urgência do ser humano em assumir seu lugar como poeta e como criador de linguagem no interior de seu mecanismo de renovação do imaginário coletivo. / The present dissertation use the notions of linear and superficial thinking as thought out by the filosofer Villém Flusser to create a reflexion about the poetic of the comic strips created by brazilian cartoonist Laerte Coutinho during the years of 2008 and 2010, the so called free strips. Springing from Gilbert Durand’s imaginary research and adding María Zambrano’s poetic reason, we engaged on a intepretative description around the free strips based on its inicial phase: a series of twenty seven strips named Minotaur’s Manual, wich is responsible for naming the Laerte’s blog. With this study we intended to give a contribution that comes from the communication area to the contemporary discution around the inbalance between subjectivity and objectivity with the identification of a poetic that is particular to the relatively simple media of the comic strip. The image of the labirinth will apear not only as a metaphore regarding the modern comic book media but will be actualized as well by the way of the interpretations that were achieved about Laerte’strips as the image of the contemporary possibility of personal transformation. This result will reinforce and adjust Flusser’s ideia about the urgency with wich the human being must take up its place as poet, as creator of language, inside the mechanism of imaginary renovation.

O presente trabalho tem como objetivo o estudo da execução residual na tutela dos interesses individuais homogêneos e as questões procedimentais que envolvem o instituto no direito processual brasileiro. Foram abordados aspectos relativos aos fundamentos do instituto no direito brasileiro, os requisitos para sua aplicação e o procedimento para a restituição da indenização devida aos indivíduos nos casos em que esta se faz necessária. / This paper aims to study the fluid recovery in the protection of homogeneous individual interests in Brazilian Law and the procedural issues surrounding the institute. The paper approached aspects related to the fundamentals of the institute in Brazilian law, the requirements for their application and the procedure for due compensation for individuals in cases where this is necessary.

Before proposing changes in the system in order to solve some problems, it is necessary to find a way to measure such quality, in order to have a basis for the study / comparison between the current system and a modified one. Thus, the present work describes an adaptation of a traditional model of the collective transportation system, with the bus as the main means of transportation. The adapted model has the objective of maximizing the quality of bus transportation and, at the same time, allowing simulations of some system scenarios to be performed. A simulator with the intention of testing such modeling is presented. Finally, to verify the effectiveness of the model and the simulator, the data of the collective transportation system of the city of Goiânia, Goiás, are used. / As metrópoles enfrentam problemas no sistema de transporte coletivo com ônibus, seja na lotação dos veículos, custo das passagens ou número de veículos em circulação, que influenciam na qualidade dos serviços de mobilidade prestados. Antes de propor alterações no sistema com o intuito de resolver alguns problemas, é necessário encontrar uma forma de medir tal qualidade, a fim de se ter uma base para o estudo/comparação entre o sistema atual e um modificado. Assim, o presente trabalho descreve uma adaptação de um modelo tradicional do sistema de transporte coletivo, tendo o ônibus como principal meio de transporte. A modelagem adaptada tem como objetivo maximizar a qualidade do transporte com ônibus e, ao mesmo tempo, permitir que simulações de alguns cenários do sistema possam ser realizadas. Um simulador com o intuito de testar tal modelagem é apresentado. Por fim, para verificar a eficácia do modelo e do simulador, são utilizados os dados do sistema de transporte coletivo da cidade de Goiânia, Goiás.

nÃo hà / O aprendizado das habilidades de falar e ouvir em inglÃs, dentro da escola pÃblica, à limitado Ãs atividades de Ãudio apresentadas pelo livro didÃtico, que nem sempre sÃo atrativas e efetivas. O objetivo da pesquisa à de compreender como à possÃvel trabalhar os conteÃdos de mÃsica e de lÃngua inglesa atravÃs da prÃtica de canto coletivo com alunos do Ensino MÃdio. Para isso, trabalhei tÃcnicas vocais bÃsicas e de canto com um grupo de alunos do ColÃgio Estadual Liceu de Caucaia em ensaios com mÃsicas de artistas e bandas de falantes da lÃngua inglesa. Pesquisou-se em Leal (2013), Josso (2004), Souza (2014), Paviani (2008), Fazenda (1994), Federizzi (2012), Moraes (2015), Santos (2015), dentre outros, a fundamentaÃÃo teÃrica para este trabalho. Com foco no estudo do processo interdisciplinar de ensino-aprendizagem da lÃngua inglesa atravÃs da mÃsica desenvolveremos uma pesquisa qualitativa voltada a um estudo de caso de um grupo de estudantes do Ensino MÃdio, que participam de um grupo de canto e que detÃm os atributos considerÃveis para a pesquisa vigente. Constatou-se que as prÃticas de formaÃÃo humana ocorrem em consonÃncia com o trabalho de formaÃÃo musical, passando por etapas de preparaÃÃo vocal e corporal, com o ensino de mÃsica voltado à memorizaÃÃo de um repertÃrio de mÃsicas escolhido a partir de uma proposta didÃtica e prÃticas metodolÃgicas visando um aprendizado mais lÃdico da lÃngua inglesa. Foi verificado que o ensaio, tal como a apresentaÃÃo do grupo analisado, foi desfrutado como um lÃcus de ensino da mÃsica, de inglÃs e de prÃtica afetiva de valores humanos atravÃs da acentuada interaÃÃo entre os estudantes e suas superaÃÃes nas dificuldades apresentadas. / The Learning of speaking and listening skills in english, within the public school, is limited to the audio activities presented in the textbook, which are not always attractive and effective. The objective of this work is to understand how it is possible to work the contents of music and English language through the collective musical practice with high school students. For that, I worked on basic vocal techniques and Singing with a group of students from the ColÃgio Estadual Liceu de Caucaia in rehearsals with songs by artists and bands of English speakers. It was researched in Leal (2013), Josso (2004), Souza (2014), Paviani (2008), Fazenda (1994), Federizzi (2012), Moraes (2015), Santos (2015), among others, For this work. With a focus on the study of the interdisciplinary teaching-learning process of the english language through music we will develop a qualitative research focused on a case study of a group of high school students who participate in a singing group and who holds the considerable attributes for the current research. It was verified that the human training practices occur in consonance with the work of musical training going through stages of vocal and corporal preparation, with the teaching of music aimed at memorizing a repertoire of songs chosen from a didactic proposal and methodological practices Aiming at a more playful learning of the English language. It was verified that the essay, like the presentation of the analyzed chorale, was enjoyed as a locus of teaching of music, of English and of affective practice of human values through the accentuated interaction between the students and their overcoming in the presented difficulties.

A presente investigação tem como objetivo estudar sobre o futuro do adolescente abrigado no imaginário coletivo de psicólogos. Justifica-se na medida em que, abordando um grupo profissional atento à importância da adolescência, no percurso da vida pessoal, pode contribuir para um debate sobre a condução de vítimas de sofrimentos sociais a abrigos. Articula-se, do ponto de vista metodológico, por meio da realização de entrevistas individuais, estruturadas a partir do uso do Procedimento Desenhos-Estórias com Tema, com oito psicólogos. Tais encontros foram registrados sob forma de narrativas transferenciais que, conjuntamente com os desenhos e as histórias, foram consideradas à luz do método psicanalítico. Por esta via, foi possível chegar à produção interpretativa de três campos de sentido afetivo-emocional ou inconscientes relativos: Fadado ao fracasso, Salvo por mágica e Com ajuda e boa vontade. O quadro geral revela uma tendência dos participantes a considerar que o adolescente abrigado dificilmente escapará a um futuro infeliz. Assim, fica claro que se posicionam de modo crítico à realidade dos abrigos, concebendo-os como instituições que não chegam a dar conta satisfatoriamente de sua função social / This research intends to study the future of adolescents in foster care within the collective imaginary of psychologists.The study can contribute to the debate over the conduction of the victims of social suffering to foster care shelters by addressing a professional group aware of the importance of adolescence during the personal life. This approach consists, from the methodological point of view, in structured interviews conducted with eight psychologists using the story-drawing procedure with a theme. Such meetings were registered under the form of transferential narratives, which, along with the drawings and the stories, were considered through the psychoanalytical method. This way, it was possible to reach the interpretative production of three affective-emotional meaning fields or relative unconsciousness: Bound to fail, Saved by Magic and With help and will. The general framework reveals a trend of the participants to consider that the sheltered adolescent will hardly come off from a miserable future. Thus, it is clear that these professionals position themselves critically to the foster care shelter reality, conceiving them as institutions that are not able to fulfill their social function satisfactorily

A presente dissertação busca, a partir da experiência do Coletivo Educador Ambiental de Campinas (COEDUCA), analisar as potencialidades e limites do processo de formação do coletivo para a construção de comunidades aprendentes. O COEDUCA tem atuado, desde o ano de 2005 em Campinas - SP, na formação de educadores ambientais populares. A criação desse coletivo foi pautada pela política pública federal de educação ambiental, proposta pelo Departamento de Educação Ambiental (DEA), do Ministério do Meio Ambiente (MMA), através do Programa de Formação de Educadoras e Educadores Ambientais (ProFEA). Para atingir aos objetivos da pesquisa, o trabalho foi desenvolvido junto aos 120 participantes do COEDUCA que finalizaram o curso de formação de educadores ambientais. Foram utilizados como instrumentos para análise, as respostas a um questionário produzido pela pesquisadora, os relatórios de finalização do curso elaborado pelos Coletivos Locais e os documentos oficias do COEDUCA e do DEA/MMA. A partir dos estudos realizados nesse trabalho foi possível compreender a importância de projetos de educação ambiental voltados para a formação de comunidades aprendentes cuja busca é a transformação social. / This thesis, based on the experience of the Collective Environmental Educator of Campinas (COEDUCA) seeks to analyse the potential and limits of the collective training process for building learning communities. The COEDUCA has been working in Campinas - SP - since 2005 on the preparation of popular environmental educators. The criation of this Collective was guided by federal public policy on environmental education proposed by the Department of Environmental Education (DEA) of the Ministry of Environment (MMA) through the Training Program of Educators and Environmental Educators (ProFEA). To achieve the research objectives the work was developed by 120 participants who finished the training course for environmental educators. The tools which were used for the analysis where the answers for a questionnaire produced by the researcher, the finalization reports elaborated by the Local Collectives course, and official documents from COEDUCA and from the DEA/MMA. From the studies performed in this work it was possible to comprehend the importance of environmental education focused on the formation of learning communities whose purpose is the social transformation.
