Artification de l’archive : une dialectique entre figures et absences / Artifying the archive : a dialectic between figures and absences

L’élaboration de ce travail de thèse s’inscrit dans une démarche universitaire, elle est également pensée de manière simultanée avec la création artistique. Elle s’oriente vers des questionnements liés à une quête personnelle, intime, mais également « traquée » dans une voie plus large qui est celle de la généalogie, de la photographie de famille, de l’image documentaire et des zones d’ombres qui font partie de toute histoire personnelle. Des mécanismes de résistance à l’artification se déploient comme tentative de réponse artistique et de recherche, face à une histoire mutique, un manque de paroles. L’histoire familiale est source de filiations plurielles, de transmissions – verbales ou non –, mais aussi de secrets. Certains vides apparaissent parfois dans des portraits où l’élément absent, par l’insistance de son manque dans la logique du récit, devient obsédant. La spécificité pour les artistes qui s’attachent à ces corpus consiste à collecter, s’approprier et exposer ces images troubles pour les réinvestir dans un circuit artistique, volubile et efficace. Ces nouvelles images, définies comme histoires intimes mais aussi comme un art du témoignage, se transforment alors en une mémoire collective : par un habile téléscopage de sens, l’oeuvre ainsi née de l’image vernaculaire fait irruption par sa plasticité et offre un sens nouveau à la figure effacée ou absente. Cette réflexion théorique et artistique, entreprise sur les relations polysémiques entre photographie documentaire et poïétique de l’effacement, analyse la manière dont l’art agit au coeur des images d’archives. Qu’est-ce qui de l’art– par ses méthodes, ses dispositifs de mise en oeuvre, son inscription sociale et historique–se trouve activé qui permette ainsi de « lire » une image qui refusait de se donner. Réciproquement, quels leviers sont élaborés par les artistes, pour mettre à jour des images qui ne leur appartiennent pas et qui viennent bouleverser notre rapport à l’information initiale ? C’est là tout l’enjeu de cette recherche théorique et plastique qui permet de saisir une mécanique d’artification des images d’archives, à mi-chemin de l’histoire intime et de la mythologie artistique ; ou comment du récit en creux surgissent des images, figures vacillantes entre présence et absence, archives d’un devenir reformulé. / The development of this thesis work falls within an academic approach, andis also simultaneously thought in connection with the artistic creation. It deals with personal and private questioning, but is also « hunted » in a different way regarding yet genealogy, family and documentary pictures and the shadow zones that are part of all personal history. Mechanisms of resistance to arti- fication are deployed as an attempt at an artistic and theoretical response, facing a mute story, a lack of words. The family history is the origin of plural filiations, transmissions–with or without words–but also secrets. Sometimes some empty spaces appear on portraits. The missing element, thus, becomes an obsession due to its lack in the logic of the story. The artists working on those corpuses specifically aim to collect, reclaim and exhibit those blurred pictures in order to re-use them into an artistic, voluble and efficient circuit. These new pictures–private stories and testimony art at once–turn into a collective memory : by a clever telescope of meaning, the work, born out of the vernacular image, breaks through thanks to its plasticity, and offers a new meaning to the erased or absent figure. This theoretical and artistic reflection, based on the polysemous relations between documentary pictures and « erasing poietic », analyses the way that art acts into old archive pictures. How can art give the power to « read » a picture that is invisible ? Which ways, implemented devices, social and histo- ric beliefs allow it ? Conversely, what levers are developed by the artists, to update images that do not belong to them and that change our vision of the initial information ? Here is the challenge of this theoretical and plastic research that let us understand a mechanism of the artifying archival image, midway between private story and artistic mythology ; or how can images or vacilla- ting figures between presence and absence appear from invisible elements, as archives of a reformulated future.

Introdução- A Política Nacional de Resíduos Sólidos (PNRS -Lei 12.305/2010 e Decreto Federal 7.404/2010) traz na responsabilidade compartilhada seu principal instrumento para mitigar os impactos do lixo na saúde humana e qualidade ambiental. Visando alcançar a meta da disposição e destinação final ambientalmente adequadas de resíduos sólidos e rej eitos, a PNRS elegeu a coleta seletiva sua ferramenta essencial, determinando que a União Federal disponibilize recursos para sua implantação. Nesse contexto a Prefeitura do Município de São Paulo, mesmo alijando parcela significativa de sua população do direito de acesso à coleta seletiva, divulgou no curso do ano de 2016, a universalização do sistema de coleta seletiva em seus 96 distritos e publicou em Diário Oficial o cumprimento das metas da PNRS e do seu \'\'Programa de Metas 2013/2016\" com a expansão da coleta seletiva por todo o município, mediante utilização de verbas federais. Objetivo-O estudo de caso analisa a eficácia social da Política Nacional de Resíduos Sólidos no sistema de coleta seletiva implantado no Município de São Paulo, entre 2013/2016, e sua compatibilidade com a ordem jurídica brasileira vigente. A análise é feita sob a ótica da justiça ambiental na distribuição de bens globais como a saúde humana e qualidade ambiental. Método - Construída a argumentação teórica, fundada na problemática apresentada, os dados da fase empírica foram obtidos por ordem judicial e por perguntas diretas enviadas a órgãos públicos através da Lei de Acesso à Informação. Na fase da análise critica os dados obtidos foram submetidos ao escrutínio da argumentação teórica e legislação vigente, resultando em conclusões e recomendações. Resultados- O estudo mostrou que no período entre 2013/2016, a Prefeitura de São Paulo, utilizando verbas federais, considerou implantada em 100% a coleta seletiva em 52 distritos, do total de 96. Dos 44 distritos que tinham implantação parcial do sistema (variando entre 99% a 1%), 41 se localizavam em áreas que abrigavam segmentos populacionais apontados pelo Índice Paulista de Vulnerabilidade Social (IPVS-20 1 O) como mais pobres e vulneráveis. Esses 41 distritos também são apontados no Mapa da Desigualdade (20 16) como os piores, considerando indicadores de áreas como emprego, renda e moradia. Comparando dados de implantação da coleta seletiva entre junho 2016 e maio de 2018, verificou-se uma redução da implantação em dez das 31 Subprefeituras que contavam com 100%, e ampliação em apenas sete. O índice de coleta seletiva em 2016 foi de 2,11 %, tendo 97,89% do total coletado destinado a aterro sanitário. No ano de 2017, comparado a 2016, o índice de coleta seletiva variou para menos sendo 2,09%. Conclusões - Analisando o sistema de coleta seletiva do Município de São Paulo, entre os anos de 2013/2016, verificou-se que o sistema não está universalizado no município, mas sim expandido; que a mera expansão da coleta seletiva descumpre a meta da disposição ambientalmente adequada prevista na PNRS; que cercear o acesso a programas de prevenção contra riscos ambientais, como a coleta seletiva, desafia a ordem jurídica vigente, expondo riscos à saúde humana, à qualidade ambiental e viola preceitos de justiça ambiental. / Introduction - The National Policy on Solid Waste (PNRS - Law 12.305/2010 and Federal Decree 7.404/201 O) brings the shared responsibility the main instrument to mitigate waste impacts on human health and environmental quality To aim to reach the goal of disposition and environmentally adequate disposal of solid wastes, the PNRS chose selective collection as its essential tool, determining that the Federal Union provides resources for its implementation. Objective - The case study analyzes the social effectiveness of the National Solid Waste Policy in the selective collection system implemented in the city of São Paulo, between 2013/2016, and its compatibility with the current Brazilian legal system, from the point of view of environmental justice in the distribution of global goods such as human health and environmental quality. Method - Built the theoretical argument, based on the presented problem, the data of the empirical phase were obtained by legal action and direct questions sent to public agencies through the Access to Information Act. The criticai analysis, when submitting the data to the scrutiny of the theoretical argument and current legislation, produced results, conclusions and recommendations Results - The study showed that in the period between 2013/2016, the City of São Paulo, using federal funds, considered 100% of the selective collection in 52 districts, out of a total of 96. Of the 44 districts that had partia! implantation of the system (ranging from 99% to 1% ), 41 were located in areas that were inhabited by the Paulista Social Vulnerability Index (IPVS-2010) as the poorest and most vulnerable. These 41 districts are also mentioned in the Map oflnequality (2016) as the worst, considering indicators of areas such as employment, income and housing. Comparing data from the implementation ofthe selective collection between June 2016 and May 2018, there was a reduction o f the implantation in ten of the 31 Subprefeituras that counted on 100%, and expansion in only seven. Gestão de resíduos sólidos urbanos : as interdependências entre a comunicação e a coleta seletiva /

Orientador: Renato Dias Baptista / Coorientadora: Sandra Cristina de Oliveira / Resumo: O município de Tupã foi um dos pioneiros do Brasil a inserir a coleta seletiva em seu sistema de gestão de resíduos sólidos urbanos (RSU), entretanto, o sistema ainda carece de melhorias. Um dos aspectos que devem ser levados em consideração é o papel da comunicação na efetividade do programa. Neste aspecto, essa dissertação teve como objetivo analisar as formas de comunicação adotadas no Programa de Coleta Seletiva (PCS) de RSU do município de Tupã/SP. Para a consecução dos objetivos, foi identificado como a comunicação está inserida nas políticas públicas referentes à gestão de RSU, foi delineado o processo comunicacional utilizado entre os atores envolvidos no processo, foram identificadas as lacunas da comunicação e, por fim, foram identificadas possibilidades de melhoria nos aspectos comunicacionais investigados. A pesquisa contou com um estudo de caso para descrição do processo de comunicação do município analisado e também com uma pesquisa documental, em que foi possível detectar a magnitude em que a comunicação está inserida dentro das políticas públicas do município de Tupã. A técnica aplicada para a obtenção dos dados primários foi o formulário. Estes foram aplicados aos gestores públicos da Secretaria de Agricultura e Meio Ambiente e da Seção de Imprensa, ao presidente da cooperativa do município e a uma amostra da população do mesmo. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The county of Tupã was one of the pioneers in Brazil to insert the selective collection in its municipal solid waste management (MSW) system, however, it still needs improvements. One of the aspects that should be considered is the communication function in the effectiveness of the program. In this aspect, this thesis had as an objective to analyze the communication forms adopted in the Program of Selective Collection (PCS) of RSU in Tupã city / SP. In order to achieve the objectives, it was identified how the communication is inserted in the public policies related to MSW management, the communicational process used among the subjects involved in the process was outlined, the communication failures were identified and, finally, possibilities of improvement in the communicational aspects investigated were identified. The research encompassed a case study to describe the communication process of the municipality analyzed and it also involved a documentary research, where it was possible to detect the grandeur in which the communication is inserted within the public policies of the Tupã county. The technique used to obtain the primary data was by using forms. These forms were applied to the public Managers of the Department of Agriculture and Environment and the Press Section, to the President of the cooperative in the municipality and to a population sample in this city. It was aimed to evaluate the results of the public policies project and its impacts in the community education and in the selected collection of recyclabe and reusable residues of the Inhabitated Complex Ana Jacinta, where about 20.000 people live, intending to contribute to the theorical-methodological debate of how to give effectviness to actions of enviromental education and selected collection in partnership with the Public Bureau, public institutions, schools and civil bodies. The achieved methodological procedures were: attendance of the actions of the public policies project, selected collection in the district; analisys of the types and composition of the collected residues; and interviews with the district's population to identify its participation and obtain information that could guide actions for the collection expansion in town. The research also tried to analys e the educational role of the State-owned School Francisco Pessoa as a producer and transmitter agent of information in the process of social engagement of the district towards enviromental topics and its stillness in relation to the educational campaigns in the district and in the school. / Mestre

Dos muitos problemas socioambientais, a geração e destinação de resíduos sólidos é um dos que mais afetam os agrupamentos humanos, principalmente nas grandes cidades. No Brasil, por um lado, políticas públicas vêm sendo implantadas, buscando encontrar soluções para tal problema. Por outro lado, acredita-se que a educação seja instrumento importante e necessário na organização social e na formação da cidadania. Dessa forma, este trabalho faz uma análise das ações necessárias e do processo de gestão para a coleta seletiva solidária em escolas públicas estaduais, pela aplicação do Decreto Estadual n. 40.645/07, o qual estabelece o descarte seletivo de materiais recicláveis nos órgãos públicos estaduais do Rio de Janeiro e sua destinação a grupos de catadores de recicláveis. Para isso, serviu-se da observação de um número pré-determinado de escolas localizadas no Grande Méier, na região metropolitana da cidade do Rio de Janeiro, e de cooperativas de catadores dessa mesma região. Nesse sentido, o presente trabalho parte de uma reflexão acerca da sociedade globalizada de produção e consumo, fazendo uma análise crítica da Política Nacional de Resíduos Sólidos (PNRS), tecendo um diálogo desta com a Política Nacional de Educação Ambiental (PNEA) e com o Código de Defesa do Consumidor (CDC), considerando a atividade de Coleta Seletiva Solidária (CSS) como proposta de política pública de inclusão social e interesse ambiental. Sendo assim, identifica dificuldades, possibilidades e conflitos inerentes à questão dos resíduos sólidos, associadas às questões do consumo. / The solid residues generation and destination is one of the various problems that mostly affects human society, specially in big cities. In Brazil, public policies are being implemented trying to find solutions to this problem. On the other hand, there is a belief that education is an important and necessary key in building and organizing citizenship. This research intends to analyse the solidary selective collect necessary actions and management process in public state schools through the Decreto Estadual n. 40.645/07 applicability. This law establishes the selective material discarding in Rio de Janeiro public state organs and its destinations to recyclable collectors groups. To pursuit this goal there was done an observation in a pre determined amount of schools and collectors cooperatives located in Grande Méier in Rio de Janeiro metropolitan region. Also there was done a study of the globalized producer and consumer society, through a National Solids Residues Politics (NSRP) critical analysis. This was developed by building a dialog between this National Solids Residues Politics with the Environmental Education National Politics (EENP) and the Consumers Code (CDC). As a conclusion this research considers the Solidary Selective Collect (SSC) a proposal of environmental interest and social inclusion public politic. As well identifies difficulties, possibilities and conflicts which are related to the solid residues matters associated to consumers matters.

Dos muitos problemas socioambientais, a geração e destinação de resíduos sólidos é um dos que mais afetam os agrupamentos humanos, principalmente nas grandes cidades. No Brasil, por um lado, políticas públicas vêm sendo implantadas, buscando encontrar soluções para tal problema. Por outro lado, acredita-se que a educação seja instrumento importante e necessário na organização social e na formação da cidadania. Dessa forma, este trabalho faz uma análise das ações necessárias e do processo de gestão para a coleta seletiva solidária em escolas públicas estaduais, pela aplicação do Decreto Estadual n. 40.645/07, o qual estabelece o descarte seletivo de materiais recicláveis nos órgãos públicos estaduais do Rio de Janeiro e sua destinação a grupos de catadores de recicláveis. Para isso, serviu-se da observação de um número pré-determinado de escolas localizadas no Grande Méier, na região metropolitana da cidade do Rio de Janeiro, e de cooperativas de catadores dessa mesma região. Nesse sentido, o presente trabalho parte de uma reflexão acerca da sociedade globalizada de produção e consumo, fazendo uma análise crítica da Política Nacional de Resíduos Sólidos (PNRS), tecendo um diálogo desta com a Política Nacional de Educação Ambiental (PNEA) e com o Código de Defesa do Consumidor (CDC), considerando a atividade de Coleta Seletiva Solidária (CSS) como proposta de política pública de inclusão social e interesse ambiental. Sendo assim, identifica dificuldades, possibilidades e conflitos inerentes à questão dos resíduos sólidos, associadas às questões do consumo. / The solid residues generation and destination is one of the various problems that mostly affects human society, specially in big cities. In Brazil, public policies are being implemented trying to find solutions to this problem. On the other hand, there is a belief that education is an important and necessary key in building and organizing citizenship. This research intends to analyse the solidary selective collect necessary actions and management process in public state schools through the Decreto Estadual n. 40.645/07 applicability. This law establishes the selective material discarding in Rio de Janeiro public state organs and its destinations to recyclable collectors groups. To pursuit this goal there was done an observation in a pre determined amount of schools and collectors cooperatives located in Grande Méier in Rio de Janeiro metropolitan region. Also there was done a study of the globalized producer and consumer society, through a National Solids Residues Politics (NSRP) critical analysis. This was developed by building a dialog between this National Solids Residues Politics with the Environmental Education National Politics (EENP) and the Consumers Code (CDC). As a conclusion this research considers the Solidary Selective Collect (SSC) a proposal of environmental interest and social inclusion public politic. As well identifies difficulties, possibilities and conflicts which are related to the solid residues matters associated to consumers matters.

In order to do so, it was specifically aimed at: conducting a bibliographic survey and legislation on solid waste management; to disclose the guidelines of the plan, presenting to students and employees, the signaling and distribution of collection points and the projection of solid waste collectors, more appropriate to the reality of the school; and propose the methodology for the implementation and evaluation of the results of the plan. The present dissertation sought to answer the problem delimited to the following question: how can the SENAI Antônio Simões School contribute to avoid environmental problems arising from the generation of solid waste from its educational processes? The hypothesis that guided the research was based on the premise that the elaboration and implementation of a waste management plan, in accordance with current legislation, will contribute to reduce the impact caused by the school on the environment. The methodology adopted in the elaboration of the dissertation is characterized as a qualitative theoretical research, the result of a bibliographical research, a case study and a documentary research in the school object of analysis and in the applicable legislations, in the federal, state and municipal spheres. The accomplishment of the present work sought to make a contribution to the SENAI Antônio Simões School, because although it works in a respected area of professional educational services, belonging to the National Industrial Learning Service (SENAI), which operates at the national level, school does not have a solid waste management plan, duly drawn up and implemented. The results lead to the conclusion that the SENAI Antônio Simões School and the entire SENAI educational system can have broad benefits by implementing, in the daily life of their schools, the stages and practices of the proposed plan suggestion, with the reduction of their expenditures with inputs, while also reducing waste and negative impacts on the environment. / O objetivo geral dessa dissertação foi apresentar uma proposta de um plano de gestão de resíduos sólidos para escolas profissionalizantes, tendo como referência a Escola SENAI Antônio Simões, em Manaus. Para tal, objetivou-se de forma específica: realizar um levantamento bibliográfico e na legislação sobre gestão de resíduos sólidos; divulgar as diretrizes do plano, apresentando para os estudantes e funcionários, a sinalização e distribuição dos pontos de coleta e a projeção dos coletores de resíduos sólidos, mais adequados à realidade da escola; e propor a metodologia de implantação e avaliação dos resultados do plano. A presente dissertação buscou responder ao problema delimitado ao seguinte questionamento: de que forma a Escola SENAI Antônio Simões pode contribuir para evitar problemas ambientais, decorrentes da geração de resíduos sólidos oriundos de seus processos educacionais? A hipótese que norteou a pesquisa partiu da premissa de que, a elaboração e implantação de um plano de gestão de resíduos, conforme a legislação vigente irá contribuir para a redução dos impactos causados pela escola sobre o meio ambiente. A metodologia adotada na elaboração da dissertação caracteriza-se como uma pesquisa teórica qualitativa, resultado de uma pesquisa bibliográfica, um estudo de caso e uma pesquisa documental na escola objeto de análise e nas legislações aplicáveis, nas esferas federal, estadual e municipal. A realização do presente trabalho procurou dar uma contribuição para a Escola SENAI Antônio Simões, pois apesar de a mesma atuar em uma respeitada área de serviços educacionais profissionalizantes, pertencente ao Serviço Nacional de Aprendizagem Industrial (SENAI), que atua em nível nacional, a referida escola não possui um plano de gestão de resíduos sólidos, devidamente elaborado e implementado. Os resultados levam a conclusão de que a Escola SENAI Antônio Simões e todo o sistema educacional do SENAI podem ter amplos benefícios ao implantar, no cotidiano de suas escolas, as etapas e práticas da sugestão do plano proposto, com a redução de seus gastos com insumos, reduzindo ainda desperdícios e impactos negativos ao meio ambiente.

Analyse du processus d'adoption d'une nouvelle forme de vente : contribution de la socialisation organisationnelle / Analysis of the adopting process of a new retailing formule : contribution of the organizational socialisation

Cette thèse porte sur l’analyse du processus d’adoption par le client d’une innovation commerciale. Plus particulièrement, elle étudie le rôle de la Socialisation Organisationnelle du Client sur le lien entre la Satisfaction Relationnelle et la Fidélité client à une nouvelle forme de vente. Dans cette optique, nous avons réalisé une étude exploratoire dans le but d’identifier les variables favorisant le succès d’une innovation commerciale ainsi que le processus d’adoption et d’apprentissage d’une innovation commerciale. La particularité de notre démarche réside dans le fait d’avoir interrogé différents segments de clients (et de non clients) mais aussi d’avoir observé les collaborateurs d’un DRIVE (Click&Carry). La première partie aboutit ainsi à une modélisation de l’adoption d’une innovation commerciale que nous testons dans la deuxième partie auprès de clients et d’employés. De plus, nous mettons en relation l’extraction des données de consommation des clients interrogés avec les données déclaratives issues des clients et des employés de contact.Les résultats de la recherche corroborent le rôle modérateur de la Socialisation Organisationnelle du Client (SOC) et de la Perception de la Socialisation Organisationnelle de l’Employé (PSOE), leur rôle variant en fonction du type d’innovation commerciale observée. Il en va de même au sujet du lien entre la Socialisation Organisationnelle de l’Employé (SOE) et, la Socialisation Organisationnelle du Client (SOC) d’une part, et, d’autre part, la Perception de la Socialisation Organisationnelle de l’Employé (PSOE), bien qu’il ne s’agisse que d’une démarche exploratoire / This thesis focuses on the analysis of a retailing innovation adoption process by customers. More in particular it examines the effect of Customer Organizational Socialization on the relationship between Relational Satisfaction and Customer Loyalty to a new form of selling.Towards this end, we conducted an exploratory study to identify variables promoting the success of a retailing innovation as well as the adoption and learning processes of a new form of selling. The advantage of our approach lies not only on having surveyed various customers and non-customers groups but also on having observed employees of a "Click and Collect". The first part led to a model of the adoption of a retailing innovation. In the second part, we tested this model on the basis of a customer and employee database. In addition, we related the extraction of our surveyed customers consumption data with declarative data from customers and contact employees.The research findings support the moderating effect of Customer Organizational Socialization (COS) and the Perception of Employee Organizational Socialization (PEOS), their role varying depending on the type of the retailing innovation. The same results are obtained about the relationship between Employee Organizational Socialization (EOS) and Customer Organizational Socialization (COS) on one part, and the Perception of Employee Organizational Socialization (PEOS) on the other part, although it is only an exploratory approach
