Hållbarhet i urbaniseringens tid : En jämförelse av Nackas och Huddinges stadsplanering

Urbanization is a global trend that is constantly increasing. In Sweden, there are similar patterns where both population and urbanization are expected to increase significantly in the future, wherein cities contribute to several environmental problems, but can also account for many of the solutions. Increasing globalization makes sustainable urban development an important and urgent issue, which Sweden emphasizes the importance of through the national environmental goal "A Good Built Environment". In the mission to create a sustainable urban environment, the local level and thus the municipalities constitute an important part. To study and compare how Nacka and Huddinge municipalities plan for and prioritize sustainable urban development in their comprehensive plans, a qualitative content analysis has been performed. The results of the content analysis have been analyzed through the framework “Sustainable urban planning development framework'' developed by AlQahtany et al. (2013), where this essay has used the framework's four dimensions (environment, social, economy, planning) to answer the problem statements. The results show that the two researched municipalities have an integrated environmental work where all dimensions of the framework are represented in both municipalities’ comprehensive plans, and almost all categories although the distribution of them was usually uneven. The planning dimension was most commonly represented, followed by the social dimension, the environmental dimension and the economic dimension in both municipalities. The main differences between the municipalities' planning were that Nacka municipality had a greater focus on the social dimension compared to Huddinge municipality which had a greater focus on all the other dimensions. / Urbaniseringen är en global trend som konstant ökar och i Sverige återfinns samma mönster där både befolkningsmängd och urbaniseringen förväntas öka avsevärt framöver. Den ökande globaliseringen gör hållbar stadsutveckling till ett viktigt och angeläget problem, eftersom städer bidrar till flera miljöproblem, samtidigt som de även står för många av lösningarna. Även Sverige betonar vikten av hållbar stadsutveckling genom det nationella miljömålet “God bebyggd miljö”. I uppfyllnaden av en hållbar stadsmiljö utgör den lokala nivån och således kommunerna en viktig del. För att undersöka och jämföra uttryck av och prioriteringar inom hållbar stadsutveckling i Nackas och Huddinges översiktsplaner har en kvalitativ innehållsanalys utförts. Resultatet av innehållsanalysen har sedan analyserats utifrån ramverket “Sustainable urban planning development framework” utvecklat av AlQahtany et al. (2013), där uppsatsen har utgått ifrån ramverkets fyra dimensioner (miljö, social, ekonomi, planering) för att besvara frågeställningarna. Resultatet visar att kommunerna har ett integrerat miljöarbete där samtliga dimensioner av ramverket finns representerade i båda kommunernas översiktsplaner, och nästintill alla kategorier, även om fördelningen av dem oftast var ojämn. I båda kommunernas översiktsplaner var planeringsdimensionen mest förekommande, följt av den sociala dimensionen, miljödimensionen och den ekonomiska dimensionen. De främsta skillnaderna mellan kommunernas planering var att Nacka kommun hade större fokus på den sociala dimensionen än vad Huddinge kommun hade, samt att Huddinge hade större fokus på övriga dimensioner.

EU DEVELOPMENT POLICY FOR DEVELOPING COUNTRIES VS. THE NEW SECURITY AGENDA : A CASE STUDY ON GHANA

Development issues have been the centre of most international governmental organisations for quite a long time. Most developing countries tend to depend on Western foreign donors to assist them in their developmental ambitions. Ghana as a developing nation also depends on it foreign donors to finance most of it developmental projects. Even though the European Union is an international governmental organisation that is much known for assisting developing countries with their developmental projects it is anticipated that recent occurrence such as the global economic meltdown, climate change coupled with terrorist attacks on most developed nations will limit or perhaps even halt the flow of development aid to developing countries as they might be more concerned with securing their territory rather than thinking of other people somewhere else.This is because such occurrences have resulted in raising a new concern, thus the New Security Agenda or Human Security. The Human Security in respect to its economic sector is what this paper deals with. This paper takes a critical look on Ghana’s Growth and Poverty Reduction Strategy Papers (GPRS), as pertaining to the aspect of these papers that received developmental aid from the European Development Fund (EDF). It is proved here that almost all aspect of Ghana’s developmental projects in one way or other received funding from the EDF. The New Security Agenda in terms of its economic sector was rather found out to be a positive influence for developing nations like Ghana as a result of the country’s stability. This is because it was found out that rather than limiting the flow of development aid to Ghana, it is during this time that the 10th EDF budget for Ghana received the highest funding. It was later found out that all these developmental projects conforms to the Millennium Development Goals (MDGs), which is also an area of concern in the New Security Agenda. All this occurrences are much more explained along a theoretical framework (thus the notions of liberalism, critical theory and constructivism). However other academic works on the subject matter was also comprehensively acknowledged.

Addressing the future of water in Oregon : a look at the human and institutional factors shaping Oregon water management

Oregon is a state with great social and ecological diversity. Unfortunately however, Oregon's water-rich reputation is more rumor than reality. As with many Western states, Oregon struggles with water scarcity, especially during dry summer months. Recent efforts by the state to develop an integrated water resource strategy (IWRS) to manage present and future water demand in Oregon signifies the very real concern that water is no longer as abundant and available as it once was. With the predicted impacts of climate change and population growth, the already-strained water supply will unlikely sustain current water needs. Using a statewide mail survey of 1,537 Oregon residents (2010), a second survey of 390 water stakeholders (2011), and 12 semi-structured interviews conducted in 2010 and 2011 of stakeholders and elected officials this dissertation examined the role of sociodemographic attributes and environmental values pertaining to concern about Oregon’s water supply, climate change, water conservation behaviors, and prioritization of water use. Data analysis (regression analysis) revealed that to varying degrees gender, age, education, income, concern about water scarcity and belief in the New Ecological Paradigm (NEP) proved reliable predicators of concern about that water quantity is a problem, that Oregonians will be personally affected by water scarcity, and personal water conservation behaviors. The dissertation further applies the Institutional and Analysis Development (IAD) framework to the current efforts by the state to create and IWRS. Recommendations for successful application of the IWRS are discussed, specifically use of adaptive governance in basin and sub-basin planning efforts. / Graduation date: 2012

This work proposes an improvement way in the usability of the embedded applicative in mobile devices, considering a new method of user interaction. The Mandos interaction method is based on task idea, which consists in a possible operation that could be executed in an applicative by the user and probabilities between task changes. The cited probabilities will be used for construction of the user interface to interact dynamically with the user. To validate the considered method was developed a framework, called Mandos, which propitiates functionalities to the applicative developer that uses Java technology. A case study will be presented where some prototypes of embedded applicative mobile was developed, using Mandos framework for the interaction method evaluation. The evaluation was established in order to identify any relation of usability gain or loss of applicatives, having like approvers the own users of the embedded applicative in mobile telephones. / Com o uso intenso de aplicativos em aparelho celulares a questão da usabilidade passa a vigorar fortemente como objeto de estudo, sendo considerado um fator determinante do sucesso deste segmento da computação móvel. Este trabalho propõe uma forma de aprimoramento da usabilidade dos aplicativos embarcados em aparelhos celulares, formulando um novo método de interação com o usuário. O método de interação Mandos foi baseado na idéia de tarefas, que consiste em uma operação de uma função de um aplicativo a ser executada pelo usuário, e nas probabilidades de transição entre tarefas. As probabilidades de transição entre tarefas serão utilizadas para construção da interface com o usuário, e tais probabilidades são alteradas no decorrer do uso do aplicativo, fazendo com que a interação seja dinâmica. Para validar o método proposto foi desenvolvido um framework, chamado de Mandos, que adiciona algumas funcionalidades já prontas para o desenvolvedor de aplicativos que utiliza a tecnologia Java. Será apresentado um estudo de caso onde alguns protótipos de aplicativos embarcados em telefone móveis foram desenvolvidos, usando o framework Mandos, para a avaliação do método de interação. A avaliação foi baseada de modo a identificar qualquer relação de ganho ou perda de usabilidade dos aplicativos, tendo com avaliador os próprios usuários dos aplicativos embarcados em telefones móveis.

An investigation and analysis of the incentives and disincentives for conflict prevention and mitigation in the Bureau of Reclamation's water management

This study addresses the question: "What are the incentives and disincentives for conflict prevention and mitigation in the Bureau of Reclamation (Reclamation), and how do they factor into Reclamation's management of water in the western United States?" Incentives and disincentives for conflict prevention (i.e., actions taken to avoid conflict) and mitigation (i.e., actions taken to resolve, manage, or temper a conflictive situation after conflict has occurred) are identified through a survey and focus groups of Reclamation employees. The two dominant disincentives identified are a lack of resources and Reclamation's organizational culture--specifically its reliance on crisis management, water delivery tunnel vision, and being slow to change. Other disincentives include a lack of forward planning, the existence of an acceptable bandwidth or level of conflict, a perception that conflict is unavoidable or entrenched, politics, and limits on acceptable actions associated with the legal authorization of Reclamation projects. Fewer incentives for conflict prevention and mitigation were identified, but include, pressure from higher management, the promotion of collaboration within the Bureau, and a desire to avoid litigation. The institutional analysis and development (IAD) framework offers some insight into how these incentives and disincentives factored into the implementation of the Water2025 Initiative, and Reclamation’s experience with the Middle Rio Grande silvery minnow and the Endangered Species Act. As attributes of the community and rules-in-use, incentives and disincentives such as organizational culture, politics, funding availability, the desire to avoid litigation, the promotion of collaboration within the agency, and a lack of planning effort offer possible explanations of why Reclamation chose to act as it did. / Graduation date: 2012
