Disrupción tecnológica en el sistema financiero peruano

La presente investigación tiene como propósito hacer una revisión de la literatura sobre el uso de las tecnologías disruptivas en el sector financiero y cómo estas se proyectan hacia el futuro. En la revisión de las publicaciones al respecto, se ha hecho una búsqueda profusa, con un mayor enfoque en el periodo comprendido entre el 2013 hasta la actualidad, buscando poner de manifiesto la constante evolución de la tecnología, pero sobre todo su inserción en los servicios financieros. Sin embargo, es importante señalar que en este campo las publicaciones se van incrementando, van cada vez más en aumento. Se han trazado, principalmente, tres objetivos que organizan la estructura del trabajo. En un primer momento, se busca determinar el alcance de lo que se entiende por tecnologías disruptivas y cómo estas se relacionan con las empresas y los negocios, por lo que se hará un breve repaso por su significado, sus inicios y evolución, así como un detalle de las principales tecnologías en nuestros días. En segundo lugar, se ha hecho una revisión de la estructura y la composición del sistema financiero tanto en América Latina como en el Perú. Finalmente, se ha investigado cómo las tecnologías disruptivas se están aplicando en el sistema financiero y los cambios que han originado. Las principales conclusiones que se desprenden de la investigación denotan que, al inicio, las primeras empresas en desarrollar tecnologías disruptivas en el sistema financiero fueron las fintech, por lo que hoy en día los sistemas financieros tradicionales las ven como una amenaza, implementando dentro de sus organizaciones unidades de innovación y aplicando estas metodologías ágiles para hacerles frente al emular sus actividades. Para algunos autores, de acuerdo con la tendencia global, la colaboración entre los bancos y las fintech es inevitable. Adicionalmente, se concluye que la regulación existente en las nuevas tecnologías generadas por los bancos y las fintech es escasa; de hecho, casi no existen en el Perú y se espera que se establezca una regulación para proteger a todos los actores del sistema en pro de su estabilidad y la prevención de actividades fraudulentas. Además, se concluye también en que no hay un desarrollo homogéneo en la aplicación de tecnologías disruptivas por todos los actores del sistema financiero, y tampoco existe consenso sobre los principales beneficios que las tecnologías disruptivas proporcionan a dicho sistema, pues mientras unos autores resaltan la contribución en términos de velocidad, tiempo y seguridad de información, para otros los beneficios radican en la reducción de costos y optimización de procesos. / The purpose of this research is to review the literature on the use of disruptive technologies in the financial sector and how they are projected into the future. In the review of the publications in this regard, a profuse search has been made, with a greater focus on the period from 2013 to the present, seeking to highlight the constant evolution of technology, but above all its insertion in services financial. However, it is important to note that in this field publications, they are increasing more and more. Mainly, three objectives have been outlined that organize the structure of the work. At first, we it seeks to determine the scope of what is understood by disruptive technologies and how these relationships with companies and businesses, so a brief review of their meaning, their beginnings and evolution, as well as a detail of the main technologies in our days. Second, a review was made of the structure and composition of the financial system in both Latin America and Peru. Finally, we have investigated how disruptive technologies are applying in the financial system and the changes they have caused. The main conclusions that emerge from the research show that, at the beginning, the first companies to develop disruptive technologies in the financial system were fintech companies, which is why today traditional financial systems see them as a threat, implementing innovation units within their organizations and applying these agile methodologies to face them by emulating their activities. For some authors, according to the global trend, collaboration between banks and fintech companies is inevitable. Furthermore, it is concluded that the existing regulation on new technologies generated by banks and fintech companies is scarce; in fact, they hardly exist in Peru and he hopes that a regulation will be established to protect all the actors in the system in favor of its stability and the prevention of fraudulent activities. In addition, it is also concluded that there is no homogeneous development in the application of disruptive technologies by all actors in the financial system, nor is there consensus on the main benefits that disruptive technologies controlled by said system, while other authors highlight the contribution in terms of speed, time and information security, for other benefits lie in reducing costs and optimizing processes. / Trabajo de Suficiencia Profesional

Blockchain for Financial Inclusion and Mobile Financial Services : A study in sub-Saharan Africa

Financial services have historically been offered by central entities which has put financial systems in the control of a number of central parties. Some argue that this centralization has contributed to a more unequal distribution of wealth. However, during more recent time with the emergence of blockchain, traditional perspectives on transparency and democratization have shifted. Increasing financial inclusion has been highlighted as a crucial step in decreasing poverty levels and blockchain has been discussed as a technology with a potential to make a difference in this ambition. This study will focus on sub-Saharan Africa where 550 million individuals lack access to financial services despite having access to mobile phones. As a consequence of this, mobile financial services boomed in sub-Saharan Africa, starting in Kenya. This study will therefore focus on mobile financial services and more precisely on the perceived usefulness of blockchain technology for the mobile financial services. Furthermore, the study aims to explore what role blockchain can play in further increasing financial inclusion in the region. This was done by conducting several interviews with people representing start-ups, government agencies, telco companies during a research trip to South Africa and by participation in the Blockchain Africa Conference 2019 in Cape town.  The findings from the research show that blockchain is perceived as useful for mobile financial services, mainly because of its ability to reduce costs by removing intermediaries, to automate processes and to create decentralized trust. However, it was also found that the usefulness is negatively affected today due to the lack of common protocols and definitions, which makes it difficult for blockchain to yet make a real difference in increasing financial inclusion. / Finansiella tjänster har historiskt sätt tillhandahållits med hjälp av centraliserad datalagring genom pålitliga intermediärer såsom banker och försäkringsbolag. Detta har satt det finansiella systemet i kontroll av några få centrala aktörer vilket somliga menar har ökat den ekonomisk ojämlikheten. På senare tid, i samband med blockkedjeteknologins framväxt, har synen på demokrati och transparens skiftat. Ökad finansiell inkludering har lyfts fram som avgörande för att minska fattigdomen. Blockkedjeteknologin har framhävts att ha potential att göra skillnad i detta arbete. Denna studie fokuserar på Subsahariska Afrika där 550 miljoner individer saknar tillgång till finansiella tjänster trots att de har tillgång till mobiltelefoner. Att erbjuda mobila finansiella tjänster är viktigt för att möjliggöra finansiell inkludering. Studien ämnar därför att undersöka upplevd användbarhet av blockkedjeteknologi för mobila finansiella tjänster och hur tekniken kan utöka finansiell inkludering i kontinenten. Detta har delvis gjorts genom en forskningsresa till Sydafrika där flertalet intervjuer utfördes med personer som representerar startupbolag, regeringen, telekombranschen och den akademiska världen. Resultaten från studien visar att blockkedjeteknologin upplevs vara användbar för mobila finansiella tjänster, främst på grund av dess förmåga att sänka kostnaderna genom att ta bort mellanhänder, automatisera processer samt skapa säkra decentraliserade system. Däremot måste standardiserade protokoll och definitioner måste utvecklas innan detta kan realiseras. Fram till dess kommer det att vara svårt för blockkedjeteknolgi att göra en verklig skillnad i ökad finansiell inkludering.

How Behavioral Factors Are Being Implemented into Today's Financial Education Programs

This research examined 50 financial education programs within the state of Florida. The purpose of the research was to survey financial education program providers to see how they are evolving to meet the sociological, psychological and behavioral factors that affect individual’s financial decision making. In constructing the survey I referenced articles, journals and publications regarding how certain factors can affect an individual and their ability to apply financial education to their daily life. This review of previous research showed that tailored education, to determine a participant’s means, ability and goals, is the best way to help participants achieve financial independence. In this literature review no specific details were found on how programs are evolving or how existing program offerings are filling the need for tailored financial education. This topic is important because financial decisions that people make will not only affect current generations but also future generations. I contacted 50 agencies with a 27 question survey regarding their basic organizational structure, funding, program details, success determinants, primary program goals and focus, and marketing strategies. 36% of those contacted, or 18 organizations, responded. All responses were compiled and compared to determine relationships among program structures, offerings, and goals. The primary findings were that most organizations opened after 2000, have budgets under $100,000 funded primarily by two main sources, and their main goals are to provide basic knowledge and education to help participants improve financial decisions. In addition, most programs conduct a pre-post survey or get participant feedback to evaluate programs and use the number of participants at meetings as their main success factor. The majority of programs do not collect financial information, however they provide one-on-one counseling to focus on tailoring education to 501+ participants per year. Recommendations for future research are to increase the number of respondents, look deeper into funding requirements, the program lifecycle, marketing strategies employed and their effectiveness, and what specific financial education topics programs are addressing. This will add to existing research by providing a broader view of the financial education landscape and help programs to evolve to meet the need for tailored education.

Towards an ICT artefact for financial inclusion in Ghana: a critical realist perspective

Financial exclusion is a major developmental problem. Perception has it that financial exclusion emanates from the lack of access to banking and financial services, and the general understanding is that ICT-based access to such services is the solution. In this research, which was undertaken in Ghana, Critical Realism (CR) revealed deeper causes (generative mechanisms) that underlie financial exclusion. The research followed a mixed-method approach. The CR approach guided the research to create an initial model from which hypotheses were deduced and tested; the design science approach, guided the research to create the design theory and an instantiation of an application that uses the design theory; and the quantitative method, was used to evaluate the hypotheses. CR revealed how, in a credit economy, people have a need for credit to pursue business or education opportunities. The generative mechanisms identified have revealed how the credit market for the unbanked includes the reality that a wellfunctioning credit market is self-sustaining with two mechanisms: signalling and adoption. The signalling mechanism facilitates users’ access to credit, which they in turn are able to spend on more services. On the other hand, the adoption mechanism enables the development of more services making the market more valuable, thus attracting more users in a self-feeding loop. The key findings suggest that being banked does not necessarily lead to financial inclusion and financial wellbeing. Transactional banking only serves as an "enrichment agenda for the banks", with minimal benefit to the people. There are also other non-financial technologies such as sharing and social technologies that have an effect on the provision of credit; in addition to their main purpose of saving and/or earning income, for the unbanked, by sharing resources. In Ghana, despite having bank accounts, most of the banked do not use them, because of cost and inappropriate services. This research reveals that the unexamined notion of being banked as a fundamental requirement for financial inclusion may require further investigation. The research has found that the unbanked keeping to themselves and the use of cash creates anonymity and makes them invisible to formal financial institutions, who prefer identity over anonymity, thus contributing to their financial exclusion. The following design needs were identified: inexpensive credit and value-added services such as saving groups, financial accounting services, service to report delinquent customers and education. The research offers a conceptualization of a financial inclusion ICT artefact to draw attention to the multifaceted and complex environment financial inclusion effort is immersed. This calls for an integrated approach since the issues with financial exclusion extend beyond financials and have an effect on the broader society. The research, therefore, proposes a substantive framework for improving the design and development of financial inclusive systems, which helps build trust using obligation transactions. It offers an approach to computing an individual’s financial inclusiveness, which also helps safeguard his/her financial wellbeing. The thesis makes a contribution to Information Systems theory in proposing a framework on financial inclusion using ICT. An empirical framework for banking digitally unbanked seniors

Abstract in English and Afrikaans / The main thrust of the thesis is an empirical analysis of the problems experienced by unbanked seniors to conduct digital banking. Population ageing is a worldwide phenomenon and seniors’ numbers are projected to grow to beyond 1 billion people globally by this year (2020). Currently, seniors and other banking customers are surrounded by various forms of e-banking technologies. E-banking is further envisaged to be the catalyst of the financial inclusion of the unbanked people of all ages. However, the problem is that customers’ adoption of e-banking is a challenge for the banks. Seniors are particularly not willing to use e-banking. Thus, seniors stay digitally unbanked and this makes their inclusion into the financial marketplace a priority. How the banks could use e-banking to bank digitally unbanked seniors and, as a consequence improve financial inclusion, is the problem the study set out to resolve. Therefore, an empirical analysis of the problems experienced by unbanked seniors to conduct digital banking was conducted and, as a result, an empirical framework of how the banks can extend these services to this population segment was developed. An original theoretical framework primarily founded on the TAM and Baroudi’s customers’ technology design involvement theory was proposed. Structural Equation Modelling (SEM) with latent constructs was utilised. The measurement model was first estimated and then covariance matrix between variables served as input to estimate the structural coefficients between constructs. The study’s data was collected by means of a structured questionnaire survey, utilising a probability sampling method with a sample of 420 digitally unbanked seniors. A focus group with banking industry experts was also held to consider the findings. The study’s findings empirically verified the study’s model’s strength in determining digitally unbanked seniors’ willingness to use e-banking. Latent constructs under consideration included customer co-creation, awareness and empowerment, design, perceived ease of use, usefulness, cost, attitude, privacy and security, and trust. The findings demonstrate that design, attitude, privacy and security are statistically significant determinants of digitally unbanked seniors’ willingness to use e-banking. Managerial implications and recommendations are provided in the recommendations chapter. / Die hoofbetoog van die tesis is ’n empiriese ontleding van die probleme wat ervaar word deur ongebankte pensionarisse om hulle banksake digitaal te doen. Bevolkingsveroudering is ’n wêreldwye verskynsel en daar is voorspel dat die getal pensionarisse teen vanjaar (2020) 1 miljard mense wêreldwyd sou verbysteek. Tans is daar ’n groot verskeidenheid elektroniese bankdienste beskikbaar wat pensionarisse en ander bankkliënte kan gebruik om hulle banksake te doen. Daar word ook verwag dat elektroniese bankwese die katalisator sal wees van die finansiële insluiting van ongebankte mense van alle ouderdomme. Die probleem is egter dat die aanname van elektroniese bankwese deur kliënte ’n uitdaging vir banke is. Pensionarisse is veral nie gewillig om elektroniese bankdienste te gebruik nie, en hulle bly dus ongebank. Dit veroorsaak dat hulle insluiting in die finansiële mark ’n prioriteit is. Die probleem wat hierdie studie wil oplos is hoe die banke elektroniese bankwese kan gebruik om digitaal ongebankte pensionarisse te kry om bankdienste te gebruik. Dus is ’n empiriese ontleding uitgevoer van die probleme wat ongebankte pensionarisse ervaar om hulle banksake digitaal te doen. Latente konstrukte onder oorweging het medeskepping van kliënte, bewustheid en bemagtiging, ontwerp, waargenome gebruiksgemak, bruikbaarheid, koste, houding, privaatheid en sekuriteit, en vertroue ingesluit. Die bevindings demonstreer dat ontwerp, houding, privaatheid en sekuriteit statisties beduidende determinante is van digitaal ongebankte pensionarisse se gewilligheid om elektroniese bankdienste te gebruik. Social media and mobile money adoption: comparative evidence from South Africa and Zimbabwe

Abstracts in English, Afrikaans and Zulu / The study investigated the effects of social media on mobile money adoption in South Africa and Zimbabwe. The main gap identified in empirical literature is the omission of social media use in technology adoption models and social networking theories. While some theories acknowledge the role of social influences in technology adoption, the social interactions considered therein are not mediated through the internet as is social media. Furthermore, no empirical study has to date focused on how social media influences mobile money technology adoption. Thus, this study deviates from the offline social network analysis approach which is restricted to the neighbourhood effects, physical contact, cell phone calls and text messages where information on mobile money technology is disseminated to an individual’s limited social circle. The secondary data used for the study were obtained from individual responses in the cross-sectional FinScope consumer surveys South Africa 2015 and Zimbabwe 2014 which were conducted and reported by FinMark Trust (2015; 2014). The study employed the binary logistic regression model to estimate the nature of effect. The results of the study indicated that use of social media had a positive and statistically significant impact on mobile money adoption in both South Africa and Zimbabwe. The results also revealed that despite there being a lower internet penetration and social media usage rate in Zimbabwe than South Africa, the use of social media in the former led to a higher rate of mobile money adoption. The study also established that mere use of social media and availability of mobile money technology did not translate to a high adoption rate; instead, availability had to be matched by a demand for the financial services. Additionally, the study found that the interaction of mobile money adoption and use of social media increased the overall mobile money adoption in both countries. The study recommended the implementation of collective policies that increase internet penetration to facilitate increased use of social media platforms and promote mobile money adoption to foster improved financial inclusion in developing countries. / Hierdie studie het die gevolge van sosiale media op die ingebruikneming van mobiele geld in Suid-Afrika en Zimbabwe ondersoek. Die belangrikste leemte wat in empiriese literatuur geïdentifiseer is, is die weglating van die gebruik van sosiale media in tegnologieaanvaardingsmodelle en sosialenetwerkvorming-teorieë. Hoewel sommige teorieë (teorie van beredeneerde handeling; teorie van beplande gedrag; diffusie van innovasie) die rol van sosiale invloede op tegnologieaanvaarding erken, word die sosiale interaksies wat daarin oorweeg word nie deur middel van die internet bemiddel nie, soos wel in die geval van sosiale media. Boonop het geen empiriese studie tot op hede gefokus op hoe sosiale media die ingebruikneming van mobielegeld-tegnologie beïnvloed nie. The South African Postbank Limited has been tasked by Government with a social mandate to provide basic financial services to people receiving low income and people living in rural areas. Personal financial literacy is an essential element which affects financial inclusion in the target market of a state–owned bank. To achieve the bank?s social mandate and its objective, it would be vital to determine whether people in low income and rural demographics are financially literate. Financial literacy is defined as the ability to manage your money on a day–to–day basis, do future financial planning, choose sound financial products and have appropriate financial knowledge and understanding. Various factors influence the level of financial literacy of a person and in order to improve the financial literacy of a person, cognisance should be taken of that person?s age, gender, living conditions, income–level and socio–economic elements. It will be beneficial for a state–owned bank, in order to reach its social mandate, to implement financial educational programmes to increase financial literacy. The latter will increase the amount of potential customers and thus promote financial inclusion in the long run. Legal and regulatory aspects of mobile financial services

The thesis deals with the emergence of bank and non-bank entities that provide a range of unique transaction-based payment services broadly called Mobile Financial Services (MFS) to unbanked, underserved and underbanked persons via mobile phones. Models of MFS from Mobile Network Operators (MNOs), banks, combinations of MNOs and banks, and independent Mobile Financial Services Providers are covered. Provision by non-banks of ‘bank-type’ services via mobile phones has been termed ‘transformational banking’ versus the ‘additive banking’ services from banks. All involve the concept of ‘branchless banking’ whereby ‘cash-in/cash out’ services are provided through ‘agents.’ Funds for MFS payments may available through a Stored Value Product (SVP), particularly through a Stored Value Account SVP variant offered by MNOs where value is stored as a redeemable fiat- or mobile ‘airtime’-based Store of Value. The competitive, legal, technical and regulatory nature of non-bank versus bank MFS models is discussed, in particular the impact of banking, payments, money laundering, telecommunications, e-commerce and consumer protection laws. Whether funding mechanisms for SVPs may amount to deposit-taking such that entities could be engaged in the ‘business of banking’ is discussed. The continued use of ‘deposit’ as the traditional trigger for the ‘business of banking’ is investigated, alongside whether transaction and paymentcentric MFS rises to the ‘business of banking.’ An extensive evaluation of ‘money’ based on the Orthodox and Claim School economic theories is undertaken in relation to SVPs used in MFS, their legal associations and import, and whether they may be deemed ‘money’ in law. Consumer protection for MFS and payments generally through current statute, contract, and payment law and common law condictiones are found to be wanting. Possible regulatory arbitrage in relation to MFS in South African law is discussed. The legal and regulatory regimes in the European Union, Kenya and the United States of America are compared with South Africa. The need for a coordinated payments-specific law that has consumer protections, enables proportional risk-based licensing of new non-bank providers of MFS, and allows for a regulator for retail payments is recommended.
