Parte-SC do pressuposto de que o governo federal brasileiro n?o e uma democracia constrangida em rela??o a seus subgovemos nacionais, o que o faz legislar em primazia pol?ticas educacionais como o PAR que interfere na gest?o educacional dos subgovernos nacionais, transformando-a em meros executora. Neste sentido, o PAR cerceia a autonomia destes e superimp?e a gest?o por resultada como par?metro para a melhoria da qualidade da educa??o. 1)e modo a desenvolver o hipot?tico em tela adotou-se a Ci?ncia Politica enquanto balizaste te?rica, representada pela Teoria do Federalismo enquanto pacto que premissa u modelo cooperativo de federalismo como a melhor fona dc governo por permitir a tomada de decis?es conjuntas a partir da n?o centraliza??o do poder. Utilizou-se enquanto m?todo o materialismo hist?rico dial?tico o qual pri.."sup?e a totalidade e contradi??o como forma de entendimento do fen?meno que n?o se manifesta de modo direto em sua ess?ncia, mas que pode ser analisado a partir destas categorias que permitem dinterpreta??o do real. Para tanto, as t?cnicas utilizadas foram a entrevista semiestruturada e an?lise documental com a triangula??o dos dados. O campo empirico do estudo foi composto por 04 (quatro) ntunicipios maranhenses que obedeceram aos seguintes crit?rios: I. Ser municipio constante na Resolu??o n 29/2007 do FNDE; 2. Apresentar os menores indicadores de gest?o educacional a partir do diagn?stico in loco do PAR; 3. Apresentar os menores indica de gest?o de finan?as tendo por base o diagn?stico in loco do PAR. Os resultados da pesquisa sugerem que o PAR n?o efetiva a gest?o por resultados proposta em suas normativas legais e nem as SEMEDs conseguem propor sua concep??o de gest?o educacional, criando um hibridismo que ora pende para o genmeialisno perfomiatividade, um para a burocracia, ora para total atua??o descoordenada e desarticulada. Ene rela??o ? gest?o proferida pelas SEMEDs a tese mostra que estas institui??es n?o possuem uma concep??o pr?pria de gest?o educacional e acabam atuando de forma descoordenada e desarticulada. A tese concluiu que o PAR ? uma superimposi??o do governo federal aos subgovcmos nacionais que conflito com as formas de gest?o destas institui??es acostumas com uma l?gica menos gereneial. Esta superimposi??o faz a Uni?o ser o centro do federalismo brasileiro que ? na realidade um pacto incompleto. / The main purpose of this thesis was to analyze educational management of Municipal Departments of Education (SEMED?s) of cities in Maranh?o inserted in the Plan of Articulated Actions (2007- 2011). We evidence the role of Union in that public policy. The leading argument is that Brazilian federal government is not demos constraining in relation to its national sub-governments, what makes the central government to enforce, primarily, educational politics like PAR. This kind of politics interferes in the educational management by national sub-governments, turning them into mere executors. By turning them into mere executors, PAR limits their autonomy and over imposes the results-based management as a parameter to improve the education quality. In order to develop the hypothesis, we adopted Political Science as theoretical basis, represented by Federalism Theory as pact which premise is the cooperative pattern of federalism as being the best form of government because it allows a joint decision-making process from the idea of no centralization of power. The methodology was historical materialism, which assumes the totality and contradiction as a form to understand the phenomenon that does not express in direct way its existence, but can be analyzed from such categories that made possible to interpret the reality. So, we used as tools the semistructured interview and documental analyses with triangulation of data. The empirical basis of the research is 04 (four) cities in Maranh?o that obey the following criteria: 1. The municipality has to be assigned on the FNDE Resolution n? 29/2007; 2. To present the lowest educational management indexes from the diagnosis made in loco by PAR; 3. To present the lowest financial management indexes based on the diagnosis in loco by PAR. The results suggest that PAR does not effect a resultbased management which are proposed in its legal rules neither the SEMEDs can propose their conception of educational management. That situation creates a hybridism that sometimes turns to managerialism and performativity, sometimes to bureaucracy, sometimes to a total uncoordinated and unarticulated action. In relation to SEMEDs management, this thesis shows that these institutions have no own conception about educational management and end up acting in an uncoordinated and unarticulated way. The thesis concludes that PAR is an over imposition by federal government towards national sub-governments that conflicts with management patterns of those institutions that are used to a less managerial logic. This over imposition makes the Central government to be the center of Brazilian federalism, which is in reality an incomplete pact.

Apesar do termo governan?a est? circundado de defini??es m?ltiplas, neste trabalho o termo ser? apoiado no sentido da governan?a corporativa, que diz respeito ? princ?pios que d?o o controle e legitimidade as partes interessadas nas organiza??es p?blicas. Neste enredo, o presente trabalho teve como objetivo geral proceder em uma an?lise dos mecanismos de governan?a dispostos pelo TCU, em seu manual? Governan?a P?blica: referencial b?sico de governan?a aplic?vel a ?rg?o e entidades da administra??o p?blica e a??es indutoras de melhoria? nas IFES no estado da Para?ba. Para alcan?ar este objetivo, foi executada uma pesquisa documental, bibliogr?fica e de campo. O universo da pesquisa foi ?s IFES situadas na para?ba: UFPB e IFPB sendo estas localizadas em Jo?o Pessoa. Obteve-se 54 question?rios respondidos pelos gestores das institui??es 26 (IFPB) e 28 (UFPB), contendo dez itens referente as pr?ticas de governan?a contidas no manual do TCU. Foram encontrados instrumentos que se referem as pr?ticas de governan?a p?blica adotadas pelo manual do TCU, entretanto, os instrumentos achados correspondem a itens de pequena magnitude, com rela??o ao que se pretende obter na implanta??o de um sistema de governan?a para institui??es p?blicas, dentre as quais, nove pr?ticas tiveram instrumentos identificados, todos em est?gio inicial, at? por vezes desconhecido. / administrative reform, due to the global panorama of crisis and state reforms, ranked this administrative reform, as a management reform as presented with management tools stemming from the management private, one of these tools present in this reform movement was governance. Although the term governance is surrounded by multiple definitions, this paper the term will be supported in the direction of corporate governance, regarding the principles that control and legitimacy stakeholders in public organizations. In this scenario, this study aimed to carry on an analysis of governance mechanisms set by TCU in its manual "Public Governance: basic framework of governance applicable to agency and public entities and inducing actions of improvement" in IFES in state of Paraiba. To achieve this goal, a documental research was performed, bibliographic and field. The universe of the research was to IFES located in Para?ba: UFPB and IFPB these being located in Jo?o Pessoa. Obtained 54 questionnaires answered by the managers of the institutions 26 (IFPB) and 28 (UFPB) containing ten items related governance practices contained in TCU's manual. instruments have been found that relate to public governance practices adopted by the TCU manual, however, the findings instruments correspond to small scale items, with respect to what is sought in the implementation of a governance system for public institutions, among which nine practices were identified instruments, all at an early stage, sometimes even unknown.

In which context is it possible to understand the marketing strategy appropriation of knowledge management by the State? The present study has the purpose of investigating the theoretical approach adjustment for knowledge management related to the theoretical principles of the State. It has a theoretical character and will be developed through bibliographical research for the hard nucleus of knowledge management, as defined in the categories of Thomas Kuhm???s science. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / This study aimed to analyze the required competencies to perform the activities of management positions at the Faculdade de Ci?ncias Sociais Aplicadas e Exatas (FACSAE) [Faculty of Social Applied and Exact Sciences] of the Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM) [Federal University of the Jequitinhonha and Mucuri Valeys], campus of Te?filo Otoni-MG, in the perception of its professors, a classic theme of Administration and Personnel Management applied in the private sphere still incipient in the context of the public education sector. The qualitative and quantitative methodology used consisted of a case study with data collection conducted through document analysis, participant observation and questionnaire application. As result, the professional academic profile of the FACSAE professors was delineated and skills required for management positions were raised; even restricted to a set of attributes perceived as ideal, it is important to know the real demands for the development of people and qualification for a managerial function, especially the knowledge of administrative and legal framework of UFVJM and its units, processes and work routines; for the skills of stimulating and promoting teamwork and maintain good interpersonal relationships; for attitudes such as ethics, relationship and cooperation. Such results point out to planning a management training program in educational institutions that would address topics such as Public Management and Budget, Legislation, Ethics and Interpersonal Relations. It is hoped that the present discussion contributes to the development of management competencies within the universities, in order to increase the quality and efficiency of the provided services.

Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / This research aimed to understand the determinants of student retention in IFNMG / Campus Almenara from 2013 to 2014, relating to the procedures adopted by the school management of the institution. To reach the overall goal, the following specific objectives were: to identify the elements that contribute to the existence of school retention in IFNMG / Campus Almenara from 2013 to 2014, to understand the actions taken by the school management team IFNMG / Campus Almenara front of school retention and consequently improve the quality of teaching and, finally, check the possible actions the school management may take to overcome school retention. For it?s construction, it took advantage of a methodological approach of a qualitative nature, but shared the quantitative data, consisting of a documentary and part field with questionnaires to 52 respondents, with the target audience of students and managers. Methodological procedures can be characterized as a case study, since the research aimed to generate in-depth knowledge of a specific reality of IFNMG / Campus Almenara, with explanatory and exploratory nature. The results showed that the factors that drive student retention in IFNMG / Campus Almenara are multifactorial because they are related both with regard to individual questions from the students themselves, as in the actions (or lack thereof) of an institutional nature, the familiar aspects, social and cultural rights in general. However, even school retention having no specific determinants, school management can contribute much to overcome them, or to stagnation or backward, depending on the form used to manage the school unit to which it belongs.

Nesse contexto, o Instituto Federal do Norte de Minas Gerais, criado gra?as a unifica??o da Escola Agrot?cnica Federal de Salinas e do Centro Federal de Educa??o Tecnol?gica de Janu?ria tem sua estrutura organizacional orientada por esses princ?pios, uma vez que, a Lei n? 11.892/2008 que criou os institutos federais prev? o Conselho Superior e o Col?gio de Dirigentes, dois ?rg?os colegiados como inst?ncias m?ximas de sua gest?o e d? autonomia aos campi da institui??o para criar outros ?rg?os colegiados. O objetivo desse trabalho ? compreender o processo de implanta??o co Conselho Gestor do campus Ara?ua?, visando verificar se sua implanta??o ocorreu devido ? participa??o da comunidade escolar ou ocorreu somente como mero cumprimento regimental. Para tanto, foram analisados diversos documentos produzidos pelo Conselho Superior e pelo Col?gio de Dirigentes desde a publica??o do Regimento Geral do IFNMG, em janeiro de 2011, que estabeleceu a cria??o do Conselho Gestor (CG), at? a efetiva implanta??o do (CG) do campus Ara?ua?, ocorrida, apenas, em mar?o de 2015. O estudo desse processo revelou uma institui??o cuja pr?tica democr?tica, embora ainda incipiente, considerando a demora dessa implanta??o, demonstrou que, nesse processo, seus dirigentes pautaram suas a??es e decis?es a partir da participa??o da comunidade escolar. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, [2016]. / Since the democratization process in the late 1980s, and especially after the promulgation of LDB 9394/96, the Brazilian public schools are undergoing a process of reorganization, in line with the principles of democratic management provided for in Article 14 of that law. In this context, the Instituto Federal Norte de Minas Gerais, created through the unification of the Escola Federal de Salinas and Centro Federal de Educa??o Tecnol?gica de Januaria has its organizational structure guided by these principles, since Law No. 11,892 / 2008 which created the Institutos Federais provide the Board and the Directors College, two collegiate bodies as maximum instances of management and gives autonomy to the institution's campuses to create other collegiate bodies. The aim of this study is to understand the co deployment process Council of the campus manager Ara?ua? to verify whether its implementation was due to the participation of the school community or occurred only as mere compliance regimental. Therefore, we analyzed several documents produced by the Board and the Directors College since the publication of the General Rules of IFNMG, in January 2011, which established the creation of the Management Council (GC), until the effective implementation of the (CG) of campus Ara?ua?, which took place only in March 2015. The study of this process revealed an institution whose democratic practice, although still incipient, considering the delay of this implementation has shown that, in the process, its leaders guided their actions and decisions from participation the school community. This appreciation of participation is often perceived in the discussions presented in the documents produced by the committees and boards.

Com isso, as a??es desenvolvidas pela escola, focalizavam mais as quest?es burocr?ticas e apresentavam em sua organiza??o dificuldades em estabelecer situa??es significativas de participa??o, pois os ?rg?os colegiados que deveriam exercer as fun??es deliberativas, consultivas, fiscais e mobilizadoras tanto da equipe como da comunidade escolar, apesar de possu?rem representantes em sua composi??o, desconheciam a import?ncia de sua atua??o junto ? gest?o. Pelas mesmas raz?es, o Projeto Politico Pedag?gico que deveria retratar a identidade e nortear todas as pr?ticas da escola, tornando-se instrumento de direcionamento das a??es nas dimens?es pedag?gica, administrativa, financeira e jur?dica, n?o expressava os anseios da comunidade escolar. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / The aim of this work is to present the results obtained during a study conducted in a school district of a municipality in Minas Gerais, in the period from 2015 to 2016, for the school management and the processes of democratic management of the actions in the school context through the conscious participation of all those involved to promote the quality of teaching and preparation for the exercise of citizenship. Were made: field research, through direct observation, which allowed the approaching reality studied; document analysis was made, through the minutes of meetings of the Board, regiments and questionnaires applied through the pedagogical coordination of the institution; the delimitation of actions; were also selected authors who gave support the definitions used. With that, the actions developed by the school, which focused on more bureaucratic issues and presented in your organization difficult to establish meaningful participation, situations were discussed/analyzed, because the collegiate bodies which should exercise the deliberative, advisory functions, and mobilizing both the tax team as the school community, despite having representatives in its composition, unaware of the importance of his actions on the management. For the same reasons, the project should portray pedagogical Political identity and guide all the practices of the school, becoming an instrument of targeting of actions on pedagogical dimensions, administrative, financial and legal, didn't express the aspirations of the school community. Concluded by the extreme importance of the performance of school management in the processes of awareness and mobilization of the school staff, as well as of parents, students and community to the conscious participation, since only with these ways of involvement and commitment to the collective participation experiences that produce come true democratic management.

Apesar disso, observa-se que o dirigente escolar encontra-se muitas vezes desprovido da qualifica??o necess?ria para o exerc?cio das atividades de gest?o, em virtude das lacunas do seu processo de forma??o inicial e das defici?ncias comumente constatadas em seu processo de capacita??o, quando n?o da aus?ncia desse processo. A capacita??o de gestores escolares ? considerada, por estudiosos da ?rea de gest?o escolar, como condi??o fundamental ? implementa??o de pol?ticas p?blicas e de reformas na ?rea educacional. Assim, no ?mbito desse estudo, questiona-se como ocorre a capacita??o dos gestores das escolas estaduais do munic?pio de Te?filo Otoni, localizado no interior do estado de Minas Gerais (MG). Esta pesquisa objetivou, ent?o, analisar a capacita??o recebida pelos gestores escolares da rede p?blica estadual de ensino do referido munic?pio. Para tal, foi realizado um estudo descritivo, de natureza qualitativa, desenvolvido por meio de pesquisa bibliogr?fica, documental e de campo, que envolveu a realiza??o de entrevista do tipo semiestruturada. Os sujeitos selecionados para participarem da pesquisa foram os diretores de nove escolas estaduais, localizadas na zona urbana do munic?pio e que oferecem concomitantemente os n?veis de ensino que comp?em a educa??o b?sica. Os dados coletados foram tratados utilizando-se a t?cnica denominada an?lise de conte?do. Observou-se que a forma??o acad?mica inicial dos diretores entrevistados pouco contribui com a atua??o deles enquanto gestores. A capacita??o emp?rica foi elencada por eles como o que mais d? suporte para o exerc?cio das atividades de gest?o. Quanto ? capacita??o oficial, cinco dos sete entrevistados participaram do Programa de Capacita??o ? Dist?ncia de Gestores Escolares (Progest?o), tendo sido esse o ?nico programa de capacita??o de gestores escolares oferecido pela Secretaria de Estado de Educa??o de Minas Gerais (SEE/MG). N?o houve participa??o dos gestores em nenhum outro programa de capacita??o oficial ou extraoficial. Assim, est?o apresentadas, neste trabalho, a caracteriza??o do Progest?o, bem como as percep??es dos diretores quanto ao programa. Os entrevistados acreditam que a forma??o acad?mica individual, somada ? experi?ncia profissional, n?o ? suficiente para prepar?-los para o exerc?cio da gest?o escolar. Owing to the value of this function, a big responsibility is imputed to the school management and to the operation of the manager. Nevertheless, is observed that many times the school manager lies lacked of the needing qualification to exercise the activities of management, due the gaps of them own initial formation and the usual deficiency of their own process of technical capacitation, or the absence of this process. The professional training of the school managers is considerate, to the academics of the area, as fundamental condition to the implementation of the public policy and to reforms in the educational area. Thereby, in the sphere of this study, wonders how happens the professional training of the managers of the state schools of the city of Te?filo Otoni, located on the up-country of the state of Minas Gerais (MG). This research aims to analyze the professional training received by the school managers of the public network of education of the referred city. Therefore was elaborated a descriptive study, of qualitative nature, developed through a bibliographic research, documental and field, that involves the achievement of interviews of the half structured kind. The selected subjects to take part of the research was the principals of nine state schools, located in the urban area of the city and that concomitantly offers the levels of teaching that compose the basic education. The collected data were treated by the technic denominated content analysis. It was observed that the initial academic formation of the interviewed principals contributes little whit their acting as managers. The empiric capacity was describe by them as it gives more support to the manage activity. As the official professional training, five of seven interviewed participate of the ?Programa de Capacita??o a Dist?ncia para Gestores Escolares (Progest?o)?, this has been the only program of professional training of school management offered by the ?Secretaria de Estado de Educa??o de Minas Gerais? (SEE/MG). There wasn?t any participation of them in no other official or not official program of capacity. Therefore, is presented on this work the description of ?Progest?o?, and the perception of the principals of the programs. The interviewed believe that the individual academic formation, increased by the professional experience, is not enough to prepare them to the exercise of the school management. Therefore, it fomented a debate about the contribution of the professional training in the acting of the public manager in education.

Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The dissertation on the Management of Municipal Schools in Diamantina, Minas Gerais State (MG): Similarities and Contradictions to implement a Democratic Management has its purpose in disclosing the similarities and contradictions about the implementation of democratic management at the Municipal Education Office, and two Elementary schools in Diamantina. The subject of this study remains on the principle of democratic management established by the Federal Constitution of 1988, also the National Education Plan (2014- 2024) regulated by Law no.13005, June 25th, 2014. The Law has established in goal 19 the period of two years to implement a democratic management. The research has been supported by the theoretical assumptions of Bobbio (2011) who discusses the state and government types and the importance and influence on constitution elaboration. This work also takes into account the analysis of Cury (2007) about the educational right in brazilian constitutions and govermental interventions in the education system. Regarding the methodology, this study is supported by documentary research, bearing in mind that the research was based on legislation, official websites and institutional documents available. In this perspective, the research development occurred in three areas, namely: document selection, access, and analysis of content. Considering the analysis and discussion of information, the content analysis has been chosen based on the theoretical framework of Franco (2005). With respect to the results, it is necessary to consider the short term established for a great organizational and cultural change. However, after an analysis of documents, the similarities and contradictions raised the need of improvement and revisions of some acts. In view of the nature of a professional master program, a framework has been presented, which goal is to establish issues, indicators and strategies related to democratic management to guide a booklet preparation. This framework can lead the municipal manager, school managers and other members of this process, in relation to the points and actions necessary to achieve the goal under analysis.

Da mesma forma, declara que as informa??es produzidas seriam utilizadas para subsidiar as a??es dos dirigentes estaduais e municipais, bem como a dos atores escolares, em prol do cont?nuo aperfei?oamento do trabalho pedag?gico. Nesse sentido, o presente estudo buscou compreender as a??es envolvidas no planejamento e gest?o da aprendizagem da equipe pedag?gica da Escola Municipal Belita Tameir?o (EMBT), Diamantina-MG, na trajet?ria de participa??o dessa institui??o na Prova Brasil, no per?odo de 2013 a 2015. Dessa forma, buscamos instituir um direcionamento metodol?gico a ser utilizado na compreens?o do objeto, optamos pela pesquisa de abordagem qualitativa, de natureza b?sica, quanto aos objetivos descritiva e aos procedimentos, uma pesquisa documental. Considerando o objetivo geral desta pesquisa, percebemos nos documentos analisados a grande preocupa??o da equipe pedag?gica em orientar os professores a trabalharem atividades e quest?es avaliativas voltadas ?s compet?ncias. Apesar disso, ficou evidente que ? pouca a correspond?ncia das compet?ncias avaliadas em sala de aula e as compet?ncias avaliadas pela Prova Brasil. Os resultados da pesquisa revelam que isso foi devido ao fato dos instrumentos avaliativos utilizados pelos professores n?o trazerem em todos os seus itens e quest?es a avalia??o de compet?ncias, realizando, em maior medida, uma avalia??o mec?nica. Nos instrumentos analisados, as ?nicas compet?ncias percebidas correspondem ?s compet?ncias avaliadas pela Prova Brasil, por?m, havendo uma maior concentra??o 1) na avalia??o de compet?ncias de interpreta??o de texto mais elementares para L?ngua Portuguesa e 2) na avalia??o de compet?ncias de Matem?tica ligadas ao c?lculo utilizando as quatro opera??es. / Disserta??o (Mestrado Profissional) ? Moreover, the official discourse has the Prova Brasil as an innovation and advancement for Brazilian education, once that it would allow the public and school managers and also the society in general to know the teaching quality offered in each school. Similarly, it states that the information gathered would be used to subsidize the actions of state and local leaders, as well as of school staffs in support of continuous improvement of pedagogical work. In this direction, the present study sought to understand the actions involved in the planning and management of learning of the teaching staff of the Belita Tameir?o School (EMBT), Diamantina-MG, the trajectory of participation of this institution of the Prova Brasil, from 2013 to 2015. In this way, we seek to establish a methodological guidance to be used in understanding the goal; we chose the qualitative research, in basic nature, as the descriptive objectives and procedures, a documental research. Given the purpose of this work, we realized, on the analysed documents, the major concern of the pedagogic team to guide teachers to work activities and evaluative questions related to competence. Nevertheless, it became clear that is low correspondence of the competence assessed in the classroom and the competence assessed by Prova Brasil. The research results show that this was due to the fact that evaluation instruments used by teachers do not bring in all their items and questions the assessment of skills, performing, in a greater extent, a mechanical evaluation. In the analysed instruments, the only noticed competences relate to the appraised competences for the Prova Brasil, however, having a larger concentration 1) in the evaluation of competences of text interpretation more elementary for Portuguese Language and 2) in the evaluation of competences of Mathematics linked to the calculation using the four operations.
