O presente trabalho analisa os mecanismos e processos de gest?o participativa, sob o enfoque da atua??o do conselho gestor, da ?rea de Prote??o Ambiental dos Recifes de Corais (Aparc), que ? uma unidade de conserva??o que apresenta o turismo como uma das principais atividades desenvolvidas no local, por meio da caracteriza??o dos princ?pios da gest?o participativa aplicados na implanta??o e gest?o da Aparc, como tamb?m da an?lise da participa??o dos representantes no conselho gestor e sua atua??o em rela??o ?s propostas para o turismo. Para isso, procede-se a um estudo descritivo com abordagem qualitativa. Para essa an?lise, foram revisados v?rios documentos da Aparc e de seu conselho gestor, desde a sua oficializa??o, em 2001, at? a ?ltima reuni?o do conselho realizada em 2013, documentos esses compreendendo 55 atas, listas de presen?as, decretos e leis. Utilizou-se, ainda, como m?todos de coleta, a observa??o direta durante as reuni?es do conselho e entrevistas de car?ter semiestruturado com conselheiros e ex-conselheiros. Os resultados mostraram que os processos e mecanismos de uma gest?o participativa na Aparc foram atendidos parcialmente, podendo ser considerada uma pr?tica em constru??o, necessitando de um maior comprometimento das entidades que comp?em o conselho gestor. Em rela??o ao turismo, ? uma atividade debatida em conselho desde sua cria??o, sendo assunto de pauta de todas as reuni?es, cujos representantes do setor apresentaram maiores ?ndices de frequ?ncia, necessitando, por?m, de um maior entendimento entre todos os envolvidos no processo para que o turismo desenvolvido na Aparc seja consciente, sustent?vel, participativo e economicamente democr?tico. / Protected Areas are areas with boundaries defined whose function is biodiversity conservation. Participatory management in these areas is ensured by the SNUC Law (9.985/00) and Decree 4.340/02 which consolidated the right of participation of the people in the creation, deployment and management of protected areas. A form of this right being exercised is through participation in the management councils of the conservation unit. This study examines the mechanisms and processes of participatory management, with a focus on performance of the management board, the Environmental Protection Coral Reef Area (Aparc), which is a protected area that has tourism as one of the main activities on site, through the characterization of the principles of participatory management applied in the implementation and management of Aparc, as well as the analysis of the participation of representatives of the management council and its action on the proposals for tourism. For this, we present a descriptive study with a qualitative approach. For this analysis, several documents Aparc and its management council were reviewed since its formalization in 2001, until the last board meeting held in 2013, documents comprising these 55 records, attendance lists, decrees and laws. It was also used as collection methods, direct observation during council meetings and semi-structured interviews with directors of character and former advisers. The results showed that the processes and mechanisms of participative management in Aparc were partially met, can be considered a practice in construction, requiring a greater commitment from entities that compose the management council. As regards tourism, it had been discussed in council since its beginning, it?s the subject of the agenda of all meetings activity, with the industry representatives had higher frequency, however, requiring greater understanding among everyone involved in the process so that tourism developed in Aparc is conscious, sustainable, participatory democratic and economically.

A metodologia est? respaldada na abordagem qualitativa com caracter?sticas de uma pesquisa do tipo etnogr?fica em educa??o, tendo como principais instrumentos de constru??o das informa??es a entrevista compreensiva semiestruturada. Isso permitiu (por meio do discurso oral das interlocutoras) a interpreta??o dos sentidos e valores autoatribu?dos ?s suas a??es, o caderno pessoal de registros do campo, as fichas de an?lises interpretativas, os planos evolutivos e a observa??o participante. Destacam-se autores como Jean-Claude Kaufmann, Adir Ferreira, S?nia Kramer, ?lvaro Marchesi, J?lia Oliveira-Formosinho, Maurice Tardif, Telmo Caria, Andy Hargreaves; os quais embasaram te?rica e metodologicamente este trabalho. The need to research about the sense attributed to the school management of the Child Education by the managers could be considered as contribute to school management studies in the manager team perspective itself. It depart from idea that attributed senses reveal the reinvention process of the professional culture those escape from a regard less attentive and take divers forms, been construct and reconstruct in the social interactions in the live quotidian of school community. The empirical investigation has developed in the Centro Municipal de Educa??o Infantil (CMEI) Marilanda Bezerra, located in Natal city (RN), during the years of 2012-2013. The methodology is endorsed in the qualitative approach with character of an ethnography type research in education having as main information?s construction tools the semi structured comprehensive interview. This permit (by the interlocutor?s oral discourse) the interpretation of the senses and values selfattributed to hers actions, the personal notebook of ground registers, the record of the interpretative analysis, the evolutionary plans and the participant observation. It distinguish auteurs as Jean-Claude Kaufmann, Adir Ferreira, S?nia Kramer, ?lvaro Marchesi, J?lia Oliveira-Formosinho, Maurice Tardif, Telmo Caria, Andy Hargreaves; those supported this paper theoretically and methodologically. The analysis and the experience interpretation point to the possibilities of sharing actions of the Child Education unity with the community, featuring the importance of a participant and collaborative school management practice of the CMEI, highlight the value of this school management possibilities more horizontal and interactive in an essay of constitute a democratic and critical space to the professional culture, with a decisive participation of the managers team. This educational manager form has demonstrated sensibility, creativity, innovation and the possibility of social transformation through institutional action and Child Education teacher?s practices, cohabiting with the challenges, the dilemmas and the problems of work quotidian and the lacunas of a fragmentary formation.

Espera-se ainda, identificar oportunidades de melhoria para a organiza??o em estudo. / The present dissertation aims to analyze the evaluation process of environmental performance inside an organization from the building construction section of civil construction based on the NBR ISO 14031 guidelines, which provide orientation regarding the implementation of this project towards the internal organizational management. The theoretical research has addressed concepts and historical development of environmental management inside organizations, from the emergence of the first models to the strengthening of environmental management through the standardization of the Environmental Management System caused by the publication of ISO 14001. It has also addressed the evaluation of environmental performance, the NBR ISO 14031 (concepts, types of indicators of evaluation of environmental performance, the elaboration process of such indicators, as well as its use and evaluation by the high administration). The research has an applied character, with exploratory and descriptive goals, and a qualitative approach based on case study. The data collection will be made through questionnaires, interviews, and documental analysis. Through the present research project, one expects to learn the elements taken into consideration by the organization for the elaboration and selection of indicators; to identify which interested parties contribute in the aforementioned process; to discover which sources are taken into consideration by the organization while establishing its environmental performance goals; to learn how the different kinds of environmental indicators are handled by organizations on daily basis, considering the existence of interferences on the decision making process, whether or not the interested parties are integrated, and if there is an periodical evaluation of environmental performance and how it is handled. One also expects to identify the opportunities for improvement regarding the organization that is object of study.

Partimos do pressuposto que as discuss?es e postagens estariam mais evidenciadas naquele momento pol?tico. Utilizamos tamb?m os recursos metodol?gicos da aplica??o de question?rios, com gestores de comunica??o das Institui??es Federais de Ensino Superior (IFEs) do Nordeste, e entrevistas informais (semi-estruturadas), onde line, com gestores de empresas de comunica??o de Natal-RN, especializadas no monitoramento de redes sociais. A fundamenta??o te?ricometodol?gica se alicer?a nos autores da cibercultura, Lemos e L?vy (2010), Castell (1999) e Santaella (2003), al?m de Corr?a (2009), Bueno (2009) e Kunsch (2007), que consideram as comunidades virtuais um p?blico estrat?gico e relevante para a comunica??o organizacional. A pesquisa nos permitiu concluir que os discursos nos sites de rede social estudados t?m contribu?do para uma imagem positiva da UFRN e possibilitou-nos, tamb?m, propor um acompanhamento sistem?tico da constru??o da imagem institucional. / This work has the aim to analyze the image construction of Universidade Federal do Rio Grande do Norte (Federal University of Rio Grande do Norte) in the social network ?facebook?. We know that the technology advances in the last years promoted changes in the social, economic and cultural scope. Of a qualitative and quantitative nature, we crop as main goal the study of Facebook, considered the most popular social network in Brazil and with great repercussion in the world. We perform a bibliographic review and a content analyzes in three groups: the official UFRN fanpage and the groups UFRN and UFRNDepress?o. We cut September, October and November 2014, because of the electoral succession management. We assume that the discussions and the posts would be more evidenced at that political moment. We also utilized methodological resources of applying questionnaires, with communication managers from Institui??es Federais de Ensino Superior (IFEs) (Federal Higher Education Institutions) from the Northeast of Brazil, and interviews with communications companies from Natal ? RN (Brazil), specialized in social network monitoring. The theorical-methodological grounding is founded in the ciberculture authors, Lemos e L?vy (2010), Castell (1999) e Santaella (2003), in addition to Corr?a (2009), Kunsch (2007), who consider social community a relevant and strategic public for the organizational communication. The research allowed us to conclude that the studied speeches in social network websites has contributed for a good UFRN image and also enabled us to propose a systematic accompaniment of the institutional image.

A metodologia utilizada envolveu um estudo de caso, com abordagem qualitativa, quanto aos objetivos foi do tipo descritiva, de natureza aplicada e fazendo uso de 03 (tr?s) t?cnicas de coleta de dados, quais sejam, pesquisa bibliogr?fica, observa??o aberta n?o participante e entrevistas semiestruturas aplicadas aos produtores associados, a coordena??o da Associa??o e aos alunos bolsistas nela atuantes. Para interpreta??o de dados utilizou-se a t?cnica de an?lise de conte?do. Os resultados obtidos permitiram atingir o objetivo geral da pesquisa, em que foram identificados alguns efeitos do trabalho das incubadoras na Associa??o, como a assessoria administrativa e educacional, articula??o entre produtores associados e coordena??o, intermedia??o de parcerias com outras institui??es, descentraliza??o das atividades, maior participa??o dos associados, eleva??o da autoestima, entre outros; e potenciais como a proposta de elabora??o de um planejamento estrat?gico na Associa??o, melhorias na comunica??o interna e externa, fortalecimento da autogest?o, amplia??o do volume de vendas, intermedia??o para convers?o da Associa??o em Cooperativa, entre outros. Essas medidas ser?o propostas ? coordena??o das incubadoras como forma de potencializar seus resultados, al?m de contribuir para conformidade e atendimento de prerrogativas estabelecidas nos planos de desenvolvimento, gest?o e avalia??o institucional da UFRN. / The objective of this study was to effects and potential extension of actions developed by incubators of solidarity economic enterprises UFRN, in order to suggest measures that might also contribute to modification, expansion or improvement of these actions. For this, it was used as a research space one Family Agriculture Workers Association located in the Community Village Cruz, municipality of Currais New / RN. The theoretical framework addressed conceptual, formal and procedural aspects of university extension and solidarity economy, as well as a discussion on the role of incubators of solidarity economic enterprises. The methodology involved a case study with a qualitative approach, as the objectives was descriptive, the applied nature and making use of 03 (three) data collection techniques, namely, literature, open non participant observation and interviews semiestruturas applied to the associated producers, coordination of the Association and the scholarship students in her acting. For interpretation of data was used the technique of content analysis. The results obtained allowed to reach the overall goal of the research, they were identified some effects of the work of incubators in the Association, as administrative and educational assistance, coordination between producers and associated coordination, brokering partnerships with other institutions, decentralization of activities, most participation of members, increase self esteem, among others; and potential as the proposal to develop a strategic planin association, improvements in internal and external communication, strengthening of self management, expansion of sales volume, intermediation for conversion of Cooperative Association, among others. These measures will be proposed to the coordination of incubators in order to leverage their results, as well as contributing to compliance and service prerogatives established in development plans, management and institutional evaluation of UFRN.

O PAD constitui o instrumento legalmente previsto para o exerc?cio controlado do poder, podendo, ao final, redundar em san??o administrativa. A Lei n? 8.112, de 11/12/90, constituindo-se no Estatuto do servidor p?blico civil federal aborda todo o tipo de direitos e deveres da rela??o jur?dico-estatut?ria. Demais conceitos que porventura interessem ao PAD (institutos constitucionais e penais e o regime disciplinar da pr?pria Lei n? 8.112, de 11/12/90 - deveres, proibi??es e penalidades administrativas dos servidores p?blicos federais) est?o inseridos ao longo da exposi??o do rito. Os princ?pios norteadores de toda a atividade da Administra??o P?blica encontram-se, explicita ou implicitamente, na Carta Magna de 1988. Muitas leis citam ou enumeram princ?pios administrativos, todos, evidentemente, encontram-se expressos ou s?o decorr?ncia l?gica das disposi??es constitucionais referentes ? atua??o da Administra??o em geral. Dentre os princ?pios norteadores da atividade administrativa, destacam-se aqueles expressos no caput do art. 37 da CF. Ap?s a promulga??o da Emenda Constitucional 19/1998, cinco passaram a serem esses princ?pios: legalidade, impessoalidade, moralidade, publicidade e efici?ncia. O PAD comporta duas subesp?cies: sindic?ncia disciplinar e processo disciplinar. No ?mbito do regime disciplinar federal, se tem mais uma subesp?cie que ? o processo disciplinar sum?rio. Uma vez instaurado o processo disciplinar, o que ocorre por for?a da portaria instauradora da autoridade hier?rquica, devidamente notificada ao servidor imputado, formalizada estar? ? rela??o jur?dico-processual disciplinar. O processo disciplinar desdobra-se numa s?rie de atos que se iniciam com a portaria instauradora e se encerram com o julgamento da autoridade administrativa competente. Com efeito, vislumbra-se no processo disciplinar cinco fases: instaura??o; instru??o; defesa; relat?rio e julgamento. O estudo foi desenvolvido no ?mbito da UFRN. A universidade conta com 57.556 discentes, 2.304 docentes do ensino superior, 200 docentes do ensino t?cnico e tecnol?gico e 3.244 t?cnicos administrativos. A fonte de documentos foi o arquivo publico da UFRN. Os documentos utilizados foram todos os processos do PAD (docentes/ t?cnicos administrativos) instaurados nesta Universidade. Utilizou-se como crit?rios de inclus?o processos instaurados e conclu?dos em 2013 relacionados aos docentes e t?cnicos administrativos, totalizando 43 processos. Neste sentido, n?o foram inclu?dos os processos que n?o foram conclu?dos no ano em estudo totalizando 14 processos. Para analise dos processos, ap?s crit?rios estabelecidos, considerou-se 29 PADs em que estavam envolvidos 35 servidores. Os processos administrativos foram separados por ano de instaura??o e conclus?o e em seguida analisados de acordo com o despacho final do gestor. Posteriormente, foram separados por categoria profissional. Al?m da consulta aos documentos oficiais, foram realizadas quatro entrevistas com servidores membros de comiss?es processantes e gestores. Os dados est?o sendo organizados, categorizados, codificados e digitados em planilha eletr?nica Excel. Para discuss?o dos resultados ser? utilizada a estat?stica descritiva, sendo a analise fundamentada nas leis e normas que regulamentam a instaura??o e condu??o dos processos disciplinares no ?mbito das institui??es p?blicas. Espera-se que este estudo traga embasamento jur?dico e legal para as novas comiss?es de julgamento. / The overall objective is to analyze the effectiveness in establishing and conducting padsunder the UFRN.The PAD is the legally prescribed controlled instrument for the exercise of power, and may in the end result in administrative penalties. This type of process has two subspecies: disciplinary inquiry and disciplinary procedure. The disciplinary process unfolds in a series of acts beginning with the establishment within concierge and end with the judgment of the competent administrative authority. Indeed, one sees in the disciplinary process five phases: initiation; education; defense; report and judgment. The study was developed under the UFRN. The source documents was the public file of this institution. It was used as initiated processes of inclusion criteria and completed in 2013 related to teachers and administrative staff, totaling 43 cases. To analyze the processes after established criteria, it was considered PADs 29 involving 35 servers. The cases were separated by year of initiation and completion and reviewed in accordance with the final order of the manager. Later, they were separated by profession. Data were organized, categorized, coded and entered into Excel spreadsheet. The results were: 60% of public employees were male and 40% were technicians; 51.5% of the professionals were in the health field; 76% of the reasons the initiation of disciplinary proceedings were related charge accumulation; 76% of these cases were filed and only 21% of cases obtained their outcome in good time that corresponds to 60 days. To discuss the results used the descriptive statistics, and analysis grounded in the laws and regulations governing the establishment and conduct of disciplinary proceedings. It is hoped that this study will bring legal and legal foundation for the new commission trial.

Prop?e-se, assim, o aprofundamento da tem?tica e que nos outros ciclos do PMAQ-AB haja adequa??o dos instrumentos utilizados na avalia??o externa, referente ? dimens?o Apoio Institucional, a fim de avan?ar na valoriza??o das singularidades do Apoio, principalmente, no tocante ? cogest?o enquanto processo coletivo e democr?tico. / It was aimed to analyze one of dimensions of the Basic Attention offered by in primary care team by the municipal administrations of Brazilian cities that have joined Access Improvement Programme and Quality of Primary Care (PMAQ-AB in portuguese). Owned descriptive exploratory, by qualitative and quantitative approaches to data analysis. Data collection took place between February-October 2014 by two sample groups, the first one consisting of respondents of module II corresponding to 2941 teams of 23 capitals that have joined the program and the second one by 22 managers of Primary Care Brazilian cities that responded to the module IV (on line). In quantitative phase variables were analyzed using descriptive statistics, using IBM SPSS Statistics Software 20 and organized and grouped results in three dimensions: characteristics of Institutional Support; Institutional Sketchpad the work process and support teams to manage and plan work processes. In qualitative phase, it was analyzed general guidelines for the Institutional Support in the municipal, as described by the municipal manager in online form. For organization and categorization of qualitative data was used Atlas ti.7.1, and as a method of interpretation, content analysis. From the conception of support as a democratizing tool, it was proceeded to approach concepts Support Paideia (Campos), power relations (Foucault) and institutional analysis (Lourau). It was defined following categories of analysis: Category 1 - Dimension administration and planning work processes by subcategories: Support for organization of work process of teams; Support planning, monitoring and evaluation; Support the actions of teams; Support for the strengthening of health care networks and intersectoral actions and organizational and administrative structure of support in the city. Category 2 - Dimension Policy by following subcategories: Support for participative process management and stimulation of social control; Support the building of democratic relations, cooperatives and dialogical; Support for actions related to PMAQ; description of Institutional Support using the same wording of official documents of health ministry. Category 3 - Pedagogical dimension formed by Subcategory: formation and training of professionals and managers. It was observed that Institutional Support is a reality in context of Primary Care in Brazil, but it was found that in both actions supported as the guidelines proposed by managements is evident in a normalizing and trace this process. There was a positive evaluation by teams Sketchpad Institutional, although these professionals find themselves overwhelmed when exercising that function by excessive number of teams under their responsibility, demonstrating the need for a design that takes into account how to operate the Support function. In Brazilian cities were observed weaknesses in a position to manage the processes for institutionalization of support, the conclusion was that managements and management teams in Primary Care need to be supported in conducting this process. It is proposed thus deepening the theme and when other PMAQ-AB cycles tooccur be made adequacy of instruments used in external evaluation concerning the importance Institutional Support in order to advance the appreciation of uniqueness of support, especially regard to co-management as a collective and democratic process.

A an?lise indica que a estrat?gia de descentraliza??o adotada no modelo de gest?o p?blica transfere as responsabilidades e assun??o do PNBE, eximindo os atores do planejamento de a??es que garantam a efici?ncia e efic?cia da implementa??o da pol?tica de leitura em n?veis nacional e municipal. O qualificado acervo distribu?do pelo MEC chega a todos os Centros de Educa??o Infantil independente da vontade ou da a??o dos professores, poucos o conhecem, visto que n?o t?m informa??o sobre o PNBE, tampouco recebem forma??o espec?fica de maneira a articul?-lo ? pr?tica de leitura com as crian?as da Educa??o Infantil. Assim, o cuidado com a aquisi??o, a sele??o do acervo, a preocupa??o com a oferta da leitura e do livro para esse n?vel de educa??o se perdem em volumes de caixas fechadas, professores alijados do processo e crian?as sem o encantamento da leitura e do livro. Nesse contexto, este trabalho chama aten??o para o quanto ainda se precisa investigar com o objetivo de compreender as perspectivas, tens?es e desafios sobre as pol?ticas p?blicas de promo??o da leitura no nosso pa?s. Espera-se que a pesquisa possa contribuir para melhorar o modelo de gerenciamento do Programa Nacional Biblioteca da Escola - PNBE garantindo a democratiza??o da leitura e, por conseguinte, a forma??o do leitor na Educa??o Infantil. / This study aims to investigate the process of implementation of Programa Nacional Biblioteca da Escola, PNBE, and the reader's training on Childhood Education level in Natal. The promotion of literary reading is the opportunity of inclusion in a world that is connected to citizenship, to human rights and social justice, because the reading is the way which gives meaning to the life and, therefore, it is a right for everybody. The study is characterized as a qualitative research with evaluative approach. The methodological procedure that constitutes this corpus took place in three stages: the first one was about the analysis of laws and documents of national public policies for the reading promotion; questionnaires were applied by Managing Committee - Natal/RN to CMEIs and the available websites from MEC that provide distribution of the acquis; in the second stage, we adopted the semi-structured interview as a methodological procedure elaborated with open questions that focus on the program management and to the acquis of PNBE; and in the third step we visited the 21 centers of childhood education in Natal for interviewing and to do the exploratory observation in places of reading. The Informant actors in this research are: the advisors of SME - Natal and FNDE, managers and teachers in Municipal Childhood Education Centers who totalize 30 informants. This theoretical and methodological framework follows the studies of Amarilha (1993; 1994; 2002; 2006; 2010; 2012), Bardin (2001), Bogdan; Biklen (1994), Castro (2007; 2008; 2012), Demo (2000; 2006; 2008), Fischer (2006), Moreira; Caleffe (2008), Paiva (2008; 2012), Secchi (2010; 2012), Soares (2003; 2008) and Zilberman (2001; 2003; 2008). The analysis indicates that decentralization strategy which is adopted in public management model will transfer responsibilities and assumption of the PNBE, exempting the actors to planning actions ensuring the efficiency and efficacy implementation on reading policy to national and municipal levels. The qualified acquis that is distributed by MEC reaches every Childhood Education center and does not depend on teacher's desire or it action, only a few of them know about it and they do not have information about the PNBE, neither receive specific training in order to articulate it to the practice of reading with children from Childhood Education. The reading project implemented by private education system in Natal overlaps the PNBE, making it invisible. The reading places that are available for that schooling stage are summarized to the reading corners. In some CMEI, books remain stored in boxes or they are locked in the closet, out of use to the teachers and students. Thus, care for the acquisition, selecting acquis, and a preoccupation to the supply of the reading and books for this education level are lost into volumes of closed boxes, teachers are jettisoned to this process and children do not have any enchantment to the reading or books. In this context, this paper draws attention to how much we should still investigate in order to understanding the perspectives, stresses and challenges from public policies for the reading promotion in our country. We hope that the research will help to improve the management model of the PNBE, ensuring the reading democratization and therefore the reader's training in early Childhood Education.

Innovation has become an essential component for tourism and convention centers. Considering the impact of the meetings centers in the tourism sector and constant innovation as a competitive advantage strategy of the last decade, this study used the innovation management as a key to changing challenge in the center of Natal conventions. Factors in innovation management for meetings centers were investigated by means of information in organizational and technological structure of the equipment such as the state of the art innovation. The main aspects of innovation management reflecting in the meetings industry of construction is the ability to create and change to the conference and convention centers. It is a descriptive exploratory qualitative research with case study method, which relate to innovation management and tourism to Natal and Fortaleza conventions centers. The results show that there is still no at convention center of Natal , a satisfactory innovation management level, for the planning, leadership, skills, strategies and implementations for innovative processes in our times are absent.
