Management de la sécurité des systèmes d'information : les collectivités territoriales face aux risques numériques / IT risk management : local authorities facing the digital risks

Cette thèse a pour objectif de répondre à la question suivante : Quel est le niveau de prise en compte de la Sécurité des Systèmes d’Information (SSI) par les collectivités territoriales françaises face aux risques numériques ? Ces dernières étant aujourd’hui confrontées à de nouveaux défis qui nécessitent un recours toujours plus important aux nouvelles technologies (administration électronique, e-démocratie, dématérialisation des appels d’offre…), le management de la sécurité des Systèmes d’Information (SI) territoriaux devient un enjeu majeur -bien qu’encore peu étudié- en matière de service public et de protection des données à caractère personnel. Etablie au travers de postures professionnelles successives et dans le cadre d’une approche naturaliste de la décision, notre modélisation théorique tend à mesurer le niveau réel de prise en compte du risque numérique en partant d’hypothèses fondées sur l’influence respective d’un ensemble de caractéristiques propres aux collectivités territoriales. Il se traduit par une enquête de terrain menée directement auprès de responsables territoriaux. Alors que cet enjeu nécessite une prise de conscience, par les décideurs locaux, de la nécessité de protéger les données qui leur sont confiés, il s’avère que ceux-ci n’ont, au mieux, qu’une connaissance très imparfaite des enjeux et des risques inhérents à la sécurisation d’un SI ainsi que de l’ensemble des menaces, directes ou indirectes, susceptibles de compromettre leur bonne utilisation. Une solution potentielle pourrait résider, simultanément à de la mise en place de procédures adaptées à l’échelon de chaque collectivité, par la définition d’une politique publique spécifique. / This doctoral thesis aims at answering a key question: what is the level of consideration given to Information Systems Security (ISS) by the French local authorities (LAs)? The latter are now facing new challenges that require an ever-increasing use of new technologies (e-government, e-democracy, dematerialization of call for tenders...). The under-researched territorial IT risk becomes a major issue in the sphere of public services and the protection of personal data. Theoretically based and constructed through successive professional positions, our theoretical model helps measure the actual level of inclusion of digital risk taking into account the respective influence of a set of characteristics of local authorities. A field survey was conducted with the close collaboration of representatives of LAs.While numerical risk requires a high level awareness by LA decision makers, it appears that they have a very imperfect knowledge of IT security related risks as well as of direct or indirect threats that may jeopardize their management systems. A potential solution lies with the definition of a specific public policy and with the implementation of appropriate procedures at the level of each community.

Esta pesquisa tem como objetivo analisar o sistema de informação do Hospital das Clínicas da Faculdade de Medicina de Ribeirão Preto USP a fim de identificar quais são os problemas que afetam a geração de informações gerenciais no nível estratégico, bem como a elaboração do plano de desenvolvimento e etapas necessárias para a construção de um sistema de informações gerenciais. Trata-se de uma revisão bibliográfica de publicações como: livros, artigos, dissertações de mestrado e teses de doutorado, acerca de Sistemas de Informações, Sistemas de Informações Gerenciais, Sistemas de Informações Hospitalares, Inteligência de Negócios, Gestão em Saúde e Gestão Hospitalar. Numa primeira etapa foi feita a leitura dos resumos dos estudos encontrados, a fim de averiguar a adequação desses estudos aos objetivos deste trabalho. Na segunda, foi feita a leitura integral dos trabalhos que foram selecionados na primeira, onde foi observada a coerência entre proposta, metodologia e resultados de tais trabalhos. Na terceira, foi elaborado um plano de desenvolvimento e etapas necessárias para a construção de um sistema de informações gerenciais para algumas áreas de negócio do hospital. Na última década, pelo menos nas grandes corporações de saúde e em alguns poucos hospitais de menor porte do país este panorama experimentou um crescimento bastante expressivo. O processo de informatização hospitalar é bastante complexo, principalmente em um hospital universitário que além de assistência a saúde trabalha em prol do ensino e pesquisa. Um sistema de informação hospitalar é concebido a fim de atuar e contribuir em três níveis hierárquicos: operacional, gerencial e estratégico. O hospital possui um sistema de informação integrado composto de quatro dezenas de sub-sistemas integrados. Os gastos do hospital, levados por diversos fatores, são cada vez maiores. Seria necessário um incremento no montante dos recursos alocados como também uma racionalidade na aplicação dos mesmos. Os gestores devem conseguir aumentar a produtividade a fim de alcançar maiores níveis de cobertura para satisfazer as necessidades dos usuários dos serviços de saúde. Fica evidente a necessidade de transformar dados em informações para a tomada de decisões gerenciais. Grande parte dos dados que necessitamos está armazenada nos sub-sistemas do HCFMRP, porém transformá-los em informações não é tarefa fácil. Não há nada de errado com estes sistemas e seus bancos de dados operacionais, os mesmos em primeira instância foram criados para dar suporte aos processos da empresa e suas operações, seus dados estão armazenados de maneira pormenorizada, ou seja, nos mínimos detalhes, prejudicando assim outras funções como apoio a tomada de decisão gerencial. Torna-se necessário à existência de um ambiente propício para consultas específicas com acessos rápidos e disponibilidade de informações. A fim de vencer este desafio a tecnologia de Data Warehouse se apresenta como alternativa para simplificar, agilizar e qualificar o processo de apoio à tomada de decisão gerencial. / This research has for objective to analyze the Information System of the Clinical Hospital of the Faculty of Medicine of Ribeirão Preto (HCFMRP-USP) to identify the problems that affects the information generation at the strategic level, as well as the elaboration of a development plan and the phases needed to construct a Management Information System. This researched was based on bibliographic review of books, articles, dissertations, theses, and other source that were related to Information Systems, Management Information Systems, Hospitals Information Systems, Business Intel ligence, Health Management and Hospital Management. This work was divided into phases. The first phase of this work was the reading of the summary of the found material to verify the fitnesses of this study to the main objective of this research. The second was the full reading of the original material selected in the first phase. In this moment was observed the coherence between the proposal, the methods and the results of such works. In the third phase was developed a plan to create a Management Information System for specifics areas in the hospital, and the phases to build it was defined. In this last decade, at least in largest health corporation and in some small hospital of Brazil this scenery experienced an expressive growth. The hospital\'s informatization process is very complex, especially in university hospital in which besides taking care of health problems it has to deal with teaching and research. A hospital information system is design to contribute to three hierarchy levels: operational, management and strategic. The hospital (HCFMRP-USP) has an integrated information system that has for dozen of integrated subsystems. The amount spent by the hospital is increased by different factors. Would be necessary to increase the allocated resources as well as a better rationale to use them. The managers must increase the productivity in order to achieve greater levels of coverage to satisfy the client\'s needs for better healthy services. It is evident the need to transform data in information to support management decisions. Great part of the data that are needed is stored in subsystems at HCFMRP, but to turn them into information isn\'t as simple as it may seem. There is nothing wrong with this system or its operational database. They were developed to support the corporation and its operations, and the data are stored in such structured detailed that doesn\'t support, as it should, management decisions. This is one of the main arguments why there is the need of an ambient that will provide faster and specific access to information and the data warehouse technology has provide some alternative to speed up and qualify the process to support management decision.

It represents a grave violation of the human rights and of women’s reproductive functions. Its statistics points out the level of women’s and population’s health in general. Although efforts have been implemented to its reduction, most of the countries still have high values of maternal mortality, including Brazil. It presents important variations among the regions and cities of the country. Objective: To analyse the maternal mortality and its distribution in Sanitary Districts of São Luís - MA in the period from 2003 to 2013. Methodology: Descriptive study performed by means of secondary data of the Mortality Information System (SIM) and Information System of Living Born One (Sinasc) available electronically through the site of the through the Computing Department of the Brazilian National Health System (SUS; Datasus). Results: it was analyzed 201 deaths of women residents in São Luís - MA, present in 07 sanitary districts of the city. It was observed a major perceptual of deaths among singles (women) (64.1%), dark ones (51.7%), between 20 and 29 years old (51.7%) and with 8 to 11 years of schooling (39,3%), being the majority by direct causes (62.7%), detaching the years 2007 and 2010 as the ones of major death event. The reason for maternal mortality was bigger than that one of the state of Maranhão and Brazil. Among the sanitary districts Tirirical detached itself for its major number of deaths (13.9%) besides the Itaqui-Bacanga (12.9%) and Cohab (12.0%) being by direct causes. The puerperium was the period under a major number of deaths. Conclusion: We observed that São Luís presented higher values as yet of Maternal Mortality, not being possible to reach the fifth aim of the goals of the millennium. The not informed data were present under high perceptual so showing clearly the need of a better data register in the death declarations. The Primary Health Care must be strengthened, so getting high their percentage of coverage, making systematized actions of that level of attention as to the maternal health, for effective services of prenatal care offered in the ESF of the different Sanitary Districts can represent an important intervention for the increase of the mother’s health and, extensively, of the whole population. / Introdução: A Mortalidade Materna (MM) é um problema de saúde pública em vários países. Representa grave violação dos direitos humanos e reprodutivos das mulheres e que suas estatísticas indicam o nível de saúde de mulheres e da população em geral. Embora esforços venham sendo implementados para sua redução, a maioria dos países ainda têm valores elevados de mortalidade materna, inclusive o Brasil, o qual apresenta variações importantes entre suas regiões e cidades. Objetivo: Analisar a mortalidade materna e sua distribuição nos Distritos Sanitários de São Luís-MA no período de 2003 a 2013. Metodologia: Estudo descritivo realizado com dados secundários do Sistema de Informação de Mortalidade (SIM) e Sistema de Informação de Nascido Vivo (Sinasc) disponíveis eletronicamente através do site do Departamento de Informática do SUS (Datasus). Resultados: Foram analisados 201 óbitos de mulheres residentes em São Luís-MA, presentes em 07 distritos sanitários da cidade. Observou-se maior percentual de óbitos em mulheres solteiras (64,1%), pardas (51,7%), entre 20 e 29 anos de idade (51,7%) e com 8 a 11 anos de estudo (39,3%) sendo a maioria por causas diretas (62,7%), destacando os anos de 2007 e 2010 como os de maior ocorrência de óbito. A razão de mortalidade materna foi maior do que a do Estado do Maranhão e do Brasil. Entre os distritos sanitários, o Tirirical se destacou com o maior número de óbitos (13,9%) além do Itaqui-Bacanga (12,9%) e Cohab (12,0%) sendo por causas diretas. O puerpério foi o período com maior número de óbitos. Conclusão: Observamos que São Luís apresentou valores ainda elevados de mortalidade materna, não sendo possível alcançar a quinta meta dos objetivos do milênio. Os dados não informados estiveram presentes com percentuais elevados evidenciando a necessidade de se melhorar registro dos dados nas declarações de óbito. A atenção básica precisa ser fortalecida, elevando seu percentual de cobertura e sistematizando ações nesse nível de atenção em relação a saúde materna, pois efetivos serviços de pré-natal oferecidos pela ESF nos diferentes Distritos Sanitários representam uma importante intervenção para a melhoria da saúde materna e, por extensão, de toda a população.

Design för översikt av kontinuerliga dataflöden : En studie om informationsgränssnitt för energimätning till hjälp för fastighetsbolag

Programvaror och gränssnitt är idag en naturlig del av vår vardag. Att ta fram användbara och framgångsrika gränssnitt är i företagens intresse då det kan leda till nöjdare och fler kunder. Problemformulering i den här rapporten bygger på användarundersökningar som genomförts på ett energipresenterade informationsgränssnitt som används av personer i fastighetsbranschen. Företaget som äger programvaran genomförde en enkätundersökning, i den indikerades att programvarans användbarhet behövde utvecklas och detta gavs i uppgift till projektgruppen att vidareutveckla. Vidareutvecklingen baseras på Delone och McLeans (2003) Information system success model samt begreppen informationsdesign, användbarhet och featuritis. Utifrån dessa skapades den teoretiska bakgrund som låg till grund för de kvalitativa intervjuerna och frågeformulär som togs fram. Den teoretiska bakgrunden låg dessutom till grund för de gränssnittsförslag som slutligen togs fram i projektet (Se figur 4). Resultatet av undersökningen visade att användare och supportpersonal hade förhållandevis olika upplevelser av Programvaran. Andra slutsatser som kunde dras om hur ett informationsgränssnitt ska designas för att fungera som stöd för användaren var följande. Det ska följa konventionella designmönster som ska vara konsekvent genom hela programvaran. De ska använda ett anpassat och tydligt språk och antingen vara så tydlig och intuitiv att alla verkligen kan förstå programvaran eller ha en bra och tydlig manual. / Software and interfaces are today a natural part of our everyday lives. Developing useful and successful interfaces is in business interest as it can lead to more satisfied customers. The problem in this report is based on user surveys conducted on an energy-presented information interface used by individuals in the real estate industry. The company that owns the software conducted a survey, indicating that the software usability needed to develop, and this was assigned to the project team to further develop. Further development is based on Delone and McLeans (2003) Information System Success Model as well as the terms information design, usability and featuritis. Based on these, the theoretical background used was the basis for the qualitative interviews and questionnaires that were presented. The theoretical background provided the basis for the interface proposals that were finally presented in the project (See Figure 6). The results of the survey showed that users and support staff had relatively different experiences of the software. The other conclusions that could be drawn about how an information interface should be designed to serve as support for the user were the following, it should follow conventional design patterns. The design should be consistent throughout the software, it should use an adapted and clear language, and either be so clear and intuitive that anyone can understand the software or offer a clear manual.

Users’ intention to systematically integrate healthcare information technology in a mandated context : A continuance perspective

This thesis aimed to investigate the determinants of system satisfaction and the intention to systematically integrate a system from a continuous use perspective, where system use is mandatory. For this purpose, two identical questionnaires were distributed to collect data, 15 months apart. Respondents taking part in this study are healthcare multi-professionals who pertain to a work-group at an intensive care unit, at a large Swedish hospital. To evaluate the questionnaire data a research model was conceptualized, grounded in prior information system continuance research. It is also significantly influenced by the UMISC metamodel, conceptualized and suggested by Hadji & Degoulet (2016). The collected data was then analyzed using a two-stage analysis where one aspect was comparative, i.e., a comparison of the data between the two questionnaires, and the other was explorative, wherein research model constructs and their relations were evaluated. This analysis provided significant insight into the determinants of system satisfaction. However, regarding the determinants of the intention to systematically integrate as well as the research model itself, neither could be validated in this study. Nevertheless, these results allowed for a modified model to be conceptualized, with potentially promising results.

This diploma work is concerned with planning and analysing modules of Student-School Relationship Management system (referred to as S-SRM) at universities in the Czech Republic. The goal of this diploma work is to basically devise and afterwards to verify the modules of the S-SRM system from the point of view of their contents and peripherally also its functionality. The part of the goal, that is concerned with the design, is accomplished by the description of the individual modules of the S-SRM system. One part of the goal dealing with the verification of these modules is fulfilled by the means of a research in the group of future users of the S-SRM system (students). This research is realised via the questionnaire on the Internet, and by the means of the comparison of the chosen parts of proposed modules of the S-SRM system with the goals gained in the previous requirements analysis (which means the questionnaire on the Internet). The diploma work is divided into six parts. The first part states the topic. The second part is concerned with the CRM systems (Customer Relationship Management) which are the basis for S-SRM systems. This part is followed by the third section that describes the individual modules of the S-SRM systems, and it also shows the options for its enlargement. The fourth part is dedicated to the questionnaire survey and determination of hypothesis. The analysis of the data gained in the survey is stated in the fifth section that are hypothesis evaluated. In the last, the sixth part, there are inferred the conclusions emerging from the previous parts. The theory of the suggested parts of the modules of the S-SRM system and the practice, the results gained in the previous analysis of the requirements, are compared in this last section. There are two main assets of this diploma work. One of the main assets is the proposal of the modules of the S-SRM itself from the point of view of its content and peripherally its functionality. The second main asset is the realisation of the questionnaire survey and the analysis of the gained data that show the preferences of one group of the users of the S-SRM system, namely the students.
