Experiences of Rural Students with Schooling in Community Schools in Egypt

This study examined the schooling experiences of eleven graduates from the rural south of Egypt with primary community schools in Assiut. The study used individual interviews and focus groups to examine how community school graduates understood their experiences. The community schools were found to have removed previous obstacles of distance and cost. The quality of education that the students received allowed them to flourish in education rather than falter, and that was largely influenced by the quality of their relationship with their teachers. The students learned academic skills, as well as attitudes and dispositions that serve as cultural capital. They have more opportunities than before, yet also face significant challenges as they transition to the public system. The model of community schooling is also facing significant challenges as differences with the public schooling systems are exerting tension on the community school model to converge.

Drawing on international academic and normative parameters, the research seeks to assess to what degree Brazilian regulation of private nonprofit organizations operating in the public sphere ensures ― and what is needed for it to ensure ― the accountability of such organizations before the State and society, indicating the main merits and shortcomings of the corresponding regulatory apparatus and presenting possibilities for its improvement. This analysis highlights that while such organizations have numerous duties of demonstrating their anagerial and financial rectitude and the activities they carry out, they have very little obligation to validate that any intended results have been achieved. Furthermore, one realizes that the State has ample power to monitor such organizations and apply sanctions thereto, but society as a whole has considerably less opportunities to demand their accountability. This reveals the importance of such organizations broadening their duties of transparency and of ensuring the prevalence of public interest, so as to ensure to any citizen the prerogative of monitoring private nonprofit organizations operating in the public sphere. / Esta dissertação examina as organizações do espaço público não-estatal e suas relações de accountability com o Estado e com outros atores da sociedade, com o propósito de avaliar as necessidades e possibilidades de regulação para a responsabilização de tais organizações no Brasil. A partir de parâmetros normativos e acadêmicos internacionais, a pesquisa busca apreciar em que medida a regulação brasileira das organizações do espaço público não-estatal assegura ― e o que é necessário para que assegure ― a accountability destas organizações perante o Estado e a sociedade, indicando os principais méritos e falhas do correspondente aparato regulatório e apresentando possibilidades para seu aprimoramento. Esta análise salienta que apesar de tais organizações terem numerosos deveres de demonstrar sua probidade administrativa e financeira e as atividades executadas, são pouquíssimas as obrigações de comprovar o cumprimento dos resultados pretendidos. Além disso, depreende-se que o Estado detém amplos poderes para fiscalizar tais organizações e aplicar-lhes sanções, mas a sociedade como um todo tem consideravelmente menos oportunidades de demandar sua accountability. Isto evidencia a importância de tais organizações ampliarem seus deveres de transparência e de assegurar a prevalência do interesse público, de modo a garantir a qualquer cidadão a prerrogativa de fiscalizar as organizações do espaço público não-estatal.

Cette thèse traite des mesures à prendre afin d'assurer le succès de projets de développement exécutés par des firmes privées, et plus particulièrement les Organisations Non Gouvernementales (ONGs). Les ONGs sont des firmes à but non lucratif qui sont semblables aux gouvernements dans leur préoccupation pour le bien-être des bénéficiaires et aux firmes privées standard sur le plan organisationnel. Leur participation aux projets de développement soulève la question de savoir si elles sont plus efficaces que ces entités similaires. Malgré la croissance rapide du secteur ONG, surtout des multinationales basées dans les pays riches avec des branches implantées dans les pays pauvres, peu de recherches en économie de développement se sont intéressées à comment la nature d’une organisation peut affecter son comportement dans l’implémentation des projets de développement. Les trois chapitres de cette thèse soulignent des différences entre Les ONG, les firmes privées et les gouvernements et examinent comment la nature même de chaque type d'organisation affecte sa fourniture de services publics. Les deux questions-clés sont donc pourquoi et sous quelles des conditions choisir une ONG comme fournisseur de biens et services dans le cadre d'un projet de développement, et comment s’assurer que les normes culturelles des bénéficiaires n’affectent négativement la réussite desdits projets. / This thesis addresses the question of how to ensure the success of development projects executed by private firms, especially Non-Governmental Organizations (NGOs). NGOs are non-profit firms that are similar to governments in their concern about beneficiaries' welfare and to standard private firms in their organizational form. Their involvement in development projects raises the issue of how well they perform in service provision compared to alternative entities. Despite the rapid growth of the non-profit sector, especially international firms based in high-income countries that operate in low-income countries, the existing literature on economic development has hardly investigated the issue of non-profit performance and regulation. The three chapters of this thesis emphasize differences between NGOs and either private for-profit firms or governements, and examine how the very nature of each type of organization affects service provision. The two key questions are why and under which conditions to choose an NGO as goods or services provider in the framework of a development project, and how to ensure beneficiaries' cultural norms do not undermine the success of development projects.

Non-governmental non-profit organisations (NGOs) constitute an important actor and partner in implementing gender equality and formulating gender-related public policies. Their functioning and thematic portfolios are for the most part influenced by existing possibilities for funding, which have been significantly transformed by the Czech Republic joining the European Union. This research project aims to determine how EU frameworks established in the area of gender-related policies and financial resources derived from them have been influencing the thematic portfolios of gender- focused NGOs in the Czech Republic. It is divided into two sections. First, it discusses the theoretical basis of the research, introducing the problematics, identifying main gender-focused themes and embedding them within the EU agenda while defining aspects of their practical implementation through mechanisms of the structural politics of the EU. Further, the research paper concentrates on describing the means through which gender-related topics have been treated on the national level, how they are being defined and how the EU setting is being translated into the national context through the offered funding opportunities. This paper considers the issue of social housing and possibilities of cooperation between organized civil society, the municipality, and private landlords regarding social housing in the 5th district of Prague. I focused on the potential hidden in the possible involvement of private landlords and non profit organizations in the system of social housing. In the qualitative research I dealt with the role individual actors play in social housing, as well as possible parallels with social entrepreneurship. I made eleven interviews and one focus group with representatives of the target group households. The paper includes also a description of foreign trends in social housing, and closely considers the German and Dutch cases. It brings forth an analysis of the housing situation in Prague 5, and a proposition of an innovative model of social housing in this particular district.

Mapping the contribution of faith-based organizations to the Sustainable Development Goals : a case study of World Relief Kenya

The Sustainable Development Goals SDGs were adopted in 2015. The contribution of FBOs in their achievement is however, not properly recognised owing partly to the historical perception of FBOs as peripheral rather than core development actors. Using the case study of one FBO in Kenya, this study examined the relevance of FBOs’ development work to the SDGs. Using Key Informant Interviews (KIIs) and a literature review for data collection, the study found that: FBOs possess a dual identity (faith and development). The faith identity gives them some comparative advantages over secular counterparts in engaging local faith communities; there was a direct link between the FBOs’ work and the SDGs. The case study organisation directly contributed to six of the 17 SDGs; the FBOs’ knowledge on SDGs and their engagement with SDG forums were found to be limited. The study recommends a renewed attention to FBOs work and more studies to increase evidence on the FBOs’ role and impact on SDGs. / Development Studies / M.A. (Development Studies)

La lutte contre les fléaux sanitaires enregistre un nombre pléthorique d’acteurs, opérant avec des instruments et des stratégies différents. Cette pluralité d’acteurs et d’instruments affecte la cohérence du cadre organico-fonctionel de protection du droit à la santé et pose un véritable défi de coordination. Notre étude axée sur le cas spécifique du Sénégal, interroge les mécanismes actuels de coordination qui ont montré leurs limites à l’épreuve de la pratique, tant au niveau national qu’international. Dans l’ordre interne sénégalais, l’impératif de coordination des actions sanitaires est plus affirmé que traduit dans la réalité. Au niveau international, les multiples dispositifs de coordination se caractérisent par une approche statique, largement dépassée par les réalités complexes du droit de la santé. Cette thèse se propose de dépasser l’approche statique pour une stratégie dynamique de la coordination, centrée sur le mécanisme de régulation. In the Senegalese internal order, the imperative coordination of health actions, although present in speeches and texts, is insufficiently translated into reality. At the international level, the multiple coordination mechanisms are characterized by a static approach that has been largely overtaken by the new realities of health law. This thesis offers to go beyond a static approach for a dynamic strategy of coordination, centered on the regulation mechanism. More adapted to the imbalances that characterize the framework of protection of the right to health, the coordination -regulation will seek to ensure a good articulation between the principle of the responsibility and the sanitary governance for a greater effectiveness of the sanitary actions in the States in development, through the example of Senegal;

Ce travail ambitionne de comprendre comment ont évolué les dispositifs qui permettent en france aux personnes de nationalité étrangère d'accéder à la prévention et aux soins en ville et à l'hôpital. nous nous demanderons comment et pourquoi sur une période longue un etat permet ou au contraire empêche l'accès d'une population majoritairement plus pauvre que la population générale, les étrangers, à un bien supérieur, la santé.l'objectif est de rendre compte du mouvement apparemment paradoxal que l'on observe depuis près d'une trentaine d'années : d'une part, des politiques migratoires de plus en plus restrictives et répressives, de l'autre, la santé devenue 'un des derniers refuges du droit' (didier fassin) pour les étrangers. cette période a été marquée par des évolutions législatives majeures, qui scanderont notre travail, notamment la mise en place de l'aide médicale d'etat et du droit au séjour pour soins en 1999. nous nous intéresserons aux acteurs étatiques, et en premier lieu, au ministère de la santé mais également à la sécurité sociale et aux associations qui ont joué un rôle double : elles ont mené un intense travail de plaidoyer pour le maintien et le perfectionnement des dispositifs d'accès aux soins et se sont vues délégués une partie de la dispense de soins auprès des populations étrangères. l'accès aux archives officielles étant limité du fait du caractère très contemporain du sujet, nous nous appuierons sur les fonds détenus par les organismes et les personnes privés ainsi que sur la constitution d'archives orales. s'il s'agit d'un travail d'histoire, nous intégrerons des données ethnographiques recueillies lors d'enquêtes de terrain. / In France, the healthcare costs of undocumented foreign nationals are covered by a specific welfare benefitcalled State Medical Aid (Aide médicale d’État). This benefit was created in 2000, as part of the law onUniversal Medical Insurance (Couverture médicale universelle) which enables French nationals andundocumented foreign nationals to benefit from the state health insurance scheme (Assurance maladie) as longas they are resident in France. This thesis explores the origins of a measure created exclusively for people whosepresence on French territory is judged illegal and the impact of the existence of this particular healthcarecoverage.The approach brings together a history of public policy and an ethnography of care settings and reception centresfor undocumented foreign nationals.Part One retraces the stages involved in opening up access to the state health insurance scheme from the mid-1980s onwards. It focuses on the way in which a distinction progressively emerged between the public healthissue of undocumented people accessing healthcare, and that of poor people accessing healthcare. The role ofhumanitarian associations, notably Doctors without Borders and Doctors of the World, who opened freehealthcare centres in France from 1986 onwards, is underscored, as are their links with movements defending therights of foreigners. These processes are located within a longer history of debates about access to welfare forthe poorest going back to the nineteenth century, and the subordination of social policy to the objectives ofcontrolling migratory flows.Part Two, based on research carried out in a hospital and in a health rights organization, analyses theconsequences of the introduction of immigration administrative categories into the healthcare system as well asthe emergence of a degraded form of social citizenship for people living illegally in France.
