Potencial de inserção das redes de informação científica nos processos de ensino-aprendizagem em ambientes virtuais de aprendizagem / Insertion potential of Scientific Information Networks in teaching-learning processes in virtual learning environments.

A presente tese investiga o potencial de inserção das Redes de Informação Científica nos processos de ensino-aprendizagem em Ambiente Virtual de Aprendizagem (AVA) como apoio para o ensino exclusivamente a distância quanto como apoio ao ensino presencial. Como suporte a investigação, procurou-se construir panorama teórico fundamentado em estudos sobre a contribuição das TICs para o desenvolvimento e aperfeiçoamento de propostas e projetos, os desafios para usos das TICs na integração dos ambientes presenciais e virtuais de aprendizagem, no ensino em redes colaborativas de informação e no favorecimento à aprendizagem cooperativa, centrada no indivíduo e autônoma. Trata-se de uma pesquisa exploratória de caráter descritivo e aplicado. O campo de pesquisa é a Rede BVS Odontologia Brasil, composta por 17 instituições de ensino, pesquisa e extensão. Para investigar a infraestrutura e capacitação dos profissionais bibliotecários para inserção neste novo ambiente foram entrevistados diretores das bibliotecas integrantes da Rede utilizando a ferramenta Adobe Connect no período de dezembro/2014 a março/2015. A pesquisa revelou que, apesar do grande potencial para apoio à atividades de Ensino-Aprendizagem virtual no âmbito da área de conhecimento, a inserção da Rede BVS Odontologia nos ambientes virtuais de aprendizagem ainda se mostra pouco efetiva. Verificou-se que falta uma cultura de inovação, bem como um planejamento estratégico, tanto por parte das instituições como das bibliotecas, para a formulação e implementação de política de inovação relacionada a cinco aspectos fundamentais: a) a concepção de redes como um processo de ensino-aprendizagem pautado na construção e não na reprodução do conhecimento, aliada a um entendimento do potencial comunicacional dos ambientes virtuais de aprendizagem; b) o aproveitamento do potencial de inserção das redes de informação científica e a apropriação de seus aspectos fundamentais, tendo os ambientes virtuais como espaços de colaboração e autoria; c) uma visão do profissional bibliotecário que leve à construção de propostas formativas, atentando para a contribuição da perspectiva da experiência on-line como mais um canal de produção e disseminação da informação; d) a integração dos sujeitos que atuam em ambientes virtuais de aprendizagem; e) definição de políticas institucionais para ensino-aprendizagem em ambientes virtuais que sejam concebidas de forma colaborativa, considerando a necessidade de infra-estrutura e pessoal capacitado para atuação nesses novos ambientes. / The present thesis investigates the potential for insertion of Scientific Information Networks in the teaching-learning processes in the Learning Management System (LMS) as support for teaching exclusively by distance as to support for presential teaching. As support for investigation, we tried to build theoretical scenario based on studies on the contribution of ICT, for the development and improvement of proposals and projects, challenges to ICT use, in the integration of presential and virtual learning environments, in teaching in collaborative networks of information and in fostering cooperative learning, centered on the individual and autonomous. This is an exploratory research of descriptive and applied character. The research field is the VHL Network Dentistry Brazil, made up of 17 educational, research and extension institutions. To investigate the infrastructure and capacity of librarians for insertion in this new environment they were interviewed directors of Network members libraries using the Adobe Connect tool from December / 2014 to March / 2015. The research has revealed that despite the great potential for support of virtual Teaching-Learning activities in the framework of area of knowledge, the insertion of the VHL Dentistry Network in virtual learning environments also shown less effective. It was found that lack a culture of innovation as well as a strategic plan, both by institutions such as libraries, to the formulation and implementation of innovation policy related to five fundamental aspects: a) network conception as a process of teaching-learning process lined in construction and not in the reproduction of knowledge allied to an understanding of the communication potential of virtual learning environments; b) the harnessing of potential for insertion of scientific information networks and the appropriation of its fundamental aspects, having virtual environments such as collaboration spaces and authorship; c) a vision of librarian leading to the construction of proposals, to attempt to the contribution from the perspective of on-line experience as an a one more dissemination channel of information; d) the integration of subjects that act in practice on learning virtual environments; e) the definition of institutional policies for teaching-learning in virtual environments that are designed collectively.

Este trabalho investiga o papel da educação a distância na transformação do paradigma educativo tradicional e sustenta que esta modalidade de ensino-aprendizagem é uma oportunidade para repensar o papel da educação no atendimento das demandas da Sociedade do Conhecimento, que provoca transformações em todas as esferas sociais no início do século XXI. A tese defende que a educação a distância não deve ser tratada como um modelo compensatório do ensino presencial e sim como parte integrante, como importante elemento que pode impulsionar a transformação das práticas educativas em todos os níveis de ensino. Através do estudo analítico quantitativo e qualitativo das principais mega universidades existentes no mundo, especialmente aquelas dos países continentais, como é o caso de Índia e China, com características próximas ao caso do Brasil, o trabalho busca disponibilizar dados e reflexões para o planejamento de políticas públicas de educação, que integrem o uso de tecnologias de comunicação e informação às práticas pedagógicas, como estratégia para desenvolver recursos humanos preparados para lidar com os desafios econômicos e socioambientais da atualidade. / This work investigates the role of the distance education on transformation of traditional educational paradigm and sustains that this modality of teaching-learning is a great opportunity to rethink the role of education to attend the demand of the Knowledge Society, that are transforming all the social spheres in the XXI century begin. The thesis defends that the distance education must not be treated as a compensatory model to the traditional system but as an important element that might promote the transformation of educative practices in all the teaching levels. Through the quantitative and qualitative analysis of the main existing mega universities in the world, specially those of the continental countries, like India and China, with characteristics close to the Brasil\'s case, the work tries to provide information and reflexions to plan and design public educational politics, which integrate the use of communication and information technology to the pedagogic practices, as a strategy to develop human resources prepared to deal with the economic challenges and environmental sustainability.

As novas tecnologias moldaram a sociedade atual e são fatores chave no aprimoramento do controle da Administração Pública. Com base em uma linha jurídico-sociológica, a análise da evolução do próprio Estado demonstra a elevação da função do controle. Assim, o estudo considera o conceito e possibilidades de abrangência do termo dentro desse cenário, bem como suas classificações mais relevantes para os objetivos propostos. Com o panorama do sistema de controle no país são identificados os dilemas atuais que obstam o controle no nível que dele se espera. Como elo com as novas tecnologias, a obra de Manuel Castells é referencial por apresentar os impactos que conduziram à sociedade em rede. A morfologia das redes já foi identificada na prática como forma de organização social, e não há óbice para sua implementação no controle da Administração Pública, com o emprego de ferramentas tecnológicas. As deduções são aplicadas à Plataforma de Acompanhamento de Licitações Públicas (PALP), iniciativa que simboliza o potencial transformador das novas tecnologias no controle da Administração Pública. / The new technologies have shaped the current society and are key factors in order to improve the control of Public Administration. Based on a juridical-sociological study, the analysis of the evolution of the State itself demonstrates the growth of the control function. Thus, this study considers the concept and scope of the term control, as well as its most relevant classifications, considering the proposed objectives. Taking into account the situation of control system in the country, the current dilemmas that obstruct the control at the optimum level are identified. As a link with the new technologies, the work of Manuel Castells is referential for presenting the impacts that led to the network society. The morphology of the networks has already been identified as a form of social organization, and there is no obstacle to its implementation in the control of the Public Administration, with the use of technological tools. The results are applied to the Plataforma de Acompanhamento de Licitações Públicas (PALP), an initiative that symbolizes the transformative potential of new technologies in the control of Public Administration.

Cosmopolitan Divide? : Examining the Tension Field Between Media, Residential Patterns and Cosmopolitan Attitudes

<p> </p><p>Today, global media such as the Internet provides media audiences scattered across the globe with the possibility of cross-cultural moral interaction upon a plethora of global digital public spheres. Such trends have been the catalyst for increased academic attention to the field of media and morality and the notion of media audiences as global citizens – ‘cosmopolitans at home’, consuming a wide array of mediated, global images and thus enforcing a proximity with the ‘distant Other’. Parallel to such trends is the dichotomous relationship between rural- and urban areas that have emerged as increasingly ambivalent in ‘network society’. Due to the ‘urbanization of media culture’ and the ‘digital divide’, it is argued that rural areas, in an era characterized by global interconnectedness, are rendered dysfunctional. On the other hand however, media can be argued to promote inclusion and new possibilities for rural people.</p><p> </p><p>This study set out to empirically examine the tension field between residential patterns (rural/urban), the media (Internet) and cosmopolitanism. Setting out from the research questions: (1) <em>What variables determine a ‘cosmopolitan outlook’ in Sweden?</em>, (2) <em>Does media use/access promote a ‘cosmopolitan outlook’, and under what circumstances?</em>, and (3) <em>Is there a ‘cosmopolitan divide’ between different residential patterns – and if so: how does it relate to different patterns of media use and access?</em>.<em> </em>To attend the research questions, data from the annual national survey, Riks-SOM 2008, was analysed and the findings indicated the general trends for the Swedish cosmopolitan was, in accordance with other empirical accounts, young and well educated. Furthermore, respondents ‘high’ on Internet use where more likely to be cosmopolitans – confirming theoretical accounts of e.g. Anthony Giddens, Ulrich Beck and Dick Hebdige. Also, ‘locality’ proved to be more important for rural people than for people living in metropolitan areas. Finally, men and women displayed different ‘cosmopolitan patterns’: rural women being more cosmopolitan than metropolitan women in terms of a ‘willingness to move to a country outside of Europe’ while men displayed the opposite, following the hypothesis.</p><p> </p>

With Internet and social media as a natural element in our society, we also have to relate to these channels when it comes to communicating ourselves. Purpose The purpose of this study is to examine the role of the personal brand in a professional context in modern society and to explore Internet involvement in communicating the brand. Theories We have used Bauman’s theory of “consumer society”, how we live in a society where we are both the consumers and the goods consumed. We have also used Castells’s theory of "network society" and how its growth is changing our culture. We have also used some general brand theories. Methodology Our study is based on two methodological approaches. We have chosen to use a qualitative study consisting of interviews with experts within the field, and a quantitative study in the form of a questionnaire with a strategic selection of respondents. Conclusions A personal brand plays a significant role in today's society, both professional and private. A strong personal brand reflects who the individual are, what the person stands for and contribute to the environment. It is a contributory factor for success in business and in the creation of identity. Internet and social media are good tools to communicate the personal brand. Regardless of financial means or status in society, the individual can build a platform to spread the message. The purpose of the visibility is important and it must be kept in mind that these channels may not only increase, but also reduce the credibility. The role of online networks in supporting young people's digital inclusion and the implications for Australian government policies

This study examines young people’s internet access and use in nine locations in Queensland, Australia. The primary aim of the research is to assess if internet use supports young people’s social inclusion: that is, if internet use supports young people to participate in society in ways they have most reason to value. The research findings demonstrate that the digital divide in Queensland – the gap between citizens with and without access to ICTs – continues to inhibit young people’s ability to participate online. This divide is embedded within historic, economic, social and cultural inequalities. To address this, this study proposes that a digital inclusion framework, founded on the concept of social inclusion, offers the Australian federal and state governments an opportunity to extend digital divide policies so that they connect with and complement broader social policy goals. The research outcomes also illustrate that creative uses of online networks provide a powerful means through which young people can participate in a networked society. While young people’s access to a range of ICTs impacts on their ability to use online networks, gradations of use, social networks and informal learning contexts frequently act as mediators to support effective internet use. This study contends that by understanding the social benefits of young people’s online network use and the role that mediators play in different environments, we can move towards a policy framework that supports equitable opportunities for young people’s digital inclusion.

It is in this atmosphere of participation and interaction (cyberspace) which is our object of study, the word of mouth online - the voice of the contemporary consumer, also known as a personal informative demonstration or talk, opinion sharing. Provided by consumers in social medias, word of mouth is strengthened depending on possibilities of interaction, characteristic of the network society. In this scenario, the objective of this research is to characterize the wordofmouth online as a new flow of communication among consumers, today enhanced by new communication technologies, able to change the brand awareness and demonstrate the use, by the marks,of the social medias even as a one-way communication environment. Through three cases selected by convenience (two national and international cases), our research analysis corpus was limited to the 5,084 comments made available after the publication of newspaper articles in Portal G1 and the fanpages (Facebook), both relating to selected cases. The Analysis of Content of posts allowed us to identify and categorize this contemporary consumer’speech, and this made possible to verify that the organizations / brands make use of the mass culture:they don’t dialogue with their customers because they use social medias yet unidirectional, in addition they do not give due attention to the current flow which puts in evidence the shared opinion of consumers of this network society. / O consumidor contemporâneo, inserido em um novo ambiente de comunicação, potencializa suas expressões, capaz de avaliar uma marca ou produto e transmitir sua opinião pelas redes sociais, ou seja, o consumidor expressa suas opiniões e desejos dialogando com seus pares de forma espontânea nas redes sociais on-line. É neste ambiente de participação e interação (ciberespaço) que está nosso objeto de estudo, o boca a boca on-line – a voz do consumidor contemporâneo, também conhecido como uma manifestação informativa pessoal ou uma conversa, a opinion sharing. Proporcionado pelos consumidores nas redes sociais on-line, o boca a boca se fortalece em função das possibilidades de interação, característica da sociedade em rede. Nesse cenário, oobjetivo desta pesquisa é caracterizar o boca a boca on-line como um novo fluxo comunicacional entre consumidores, hoje potencializado pelas novas tecnologias da comunicação, capazes de alterar a percepção da marca e demonstrar o uso, pelas marcas, das redes sociais on-line ainda como um ambiente de comunicação unidirecional. Mediante três casos selecionados por conveniência (dois casos nacionais e um internacional), o corpus de análise de nossa pesquisa se limitou aos 5.084 comentários disponibilizados após publicação de matérias jornalísticas no Portal G1 e nas fanpages (Facebook), ambos relativos aos casos selecionados. Com a Análise de Conteúdo dos posts, identificamos e categorizamos a fala do consumidor contemporâneo, sendo assim possível comprovar que as organizações/marcas se valem da cultura do massivo, não dialogando com seus consumidores, pois utilizam as redes sociais on-line ainda de forma unidirecional, além de não darem a devida atenção ao atual fluxo onde se evidencia a opinião compartilhada dos consumidores da sociedade em rede.

From the experience of four years in a cultural network called Circuito Fora do Eixo the following question arose: How to awaken the awareness of socio-environmental complexity within a social network? This study features a qualitative and literature review nature and it aims at understanding the different relationships between STS and the perspective of identifying contributions of these theories for the practice of Network Environmental Education. The epistemological framework of this research is the Complex Thinking according to Edgar Morin along with the Environmental Rationality by Enrique Leff. The study contextualizes: the socio-environmental crisis and the cultural dimension of the human being, the environmental rationality, the network society, and lastly, the relationship between Science, Technology and Society and Environmental Education. Based on these research developments we designed an Environmental Education program for network constituted collectives. We realized that it is essential to the program not to be ruled only in contents and that the most important are the human relationships that are established from there. The program features ways for socio-environmental sustainability in this network universe and considers the multiculturalism as an important bias in the process. It was noted that the Environmental Education and the Science, Technology and Society converge in many of the challenges to be faced by them. The implementation of this program can encourage both the critical awareness of the socio-environmental issues and the network participation in order to promote a change in the sensitivities and values, while giving rise also to the search of creative solutions into the achievement of sustainable societies. / Na atual crise socioambiental é fundamental que as relações entre Ciência, Tecnologia e Sociedade (CTS) e a Educação Ambiental (EA) sejam enriquecidas, esclarecidas, fortalecidas e dinamizadas. A partir da vivência de quatro anos em uma rede de cultura conhecida como Circuito Fora do Eixo surgiu a seguinte questão: Como despertar novas percepções sobre a complexidade socioambiental em uma rede social? Este estudo, de caráter qualitativo e bibliográfico, tem como objetivo, então, compreender as diferentes relações entre CTS com a perspectiva de identificar as contribuições destas teorias para a prática da Educação Ambiental em Rede. O arcabouço epistemológico da pesquisa baseia-se no Pensamento Complexo segundo Edgar Morin, junto à compreensão de Saber Ambiental de Enrique Leff, a partir dos quais buscamos contextualizar a crise socioambiental, a dimensão cultural do ser humano, o saber ambiental, a sociedade em rede e, enfim, as relações entre Ciência, Tecnologia, Sociedade e Educação Ambiental. Ao pensarmos nos desdobramentos da pesquisa, projetamos um Programa de Educação Ambiental para coletivos constituídos em Rede. Um programa que, essencialmente, não seja pautado apenas em conteúdos, mas sim nas relações humanas que se estabelecem a partir dele. É possível constatarmos, então, que a EA e a CTS convergem nos desafios a serem enfrentados, de maneira que o Pensamento Complexo se configura como uma lente orientadora neste processo. A implantação deste Programa de Educação Ambiental em Rede, em função da organização participativa que propõe, evidencia sua capacidade em estimular a consciência crítica sobre a problemática socioambiental, visando uma mudança de sensibilidades e valores que podem suscitar também a busca de soluções criativas para o alcance de sociedades sustentáveis.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / This This paper aims to deal with the Right to Communication and Right to Information in the Network Society from the use of Information and Communication Technologies (ICT) by the social movement FNDC as a strategy to disseminate the issue related to the democratization of the media. In this sense, Brazil, unlike other countries such as Germany, France and Canada, the State offered the private initiative the possibility of executing the broadcasting service. Therefore, the composition of the Brazilian social communication scene generated the domination of the system by large private communication groups, which were marked by the consolidation and hegemony of these large commercial private groups in national reach and acting in several segments. On the other hand, the perspective of domination as the stage of the great networks shows the social movements as actors responsible for proactive action in order to promote the mobilization and knowledge about the democratization of the media. Therefore, based on the wounds of the right to communication and information in the Democratic State of Right, the modus of modification in this scenario is projected from the architecture of the TIC, especially the Internet, where the FNDC reveals itself as the social movement Autonomy of greater evidence and repercussion in this matter, having under its aegis the maintenance of the discussion of the subject, as well as the prerogative to promote the broadening of the discussion and awareness on the subject of the democratization of the communication vehicles in Brazil, besides the risk of this concentration of the Sector to the right to communication and the right to information, there is also the harmfulness to the Democratic State of Law, when dissenting voices are silent and the plurality of social organizations, activists and social movements are silenced. Within this scenario, it is justified the correctness and the proposition of the present research, which focuses on verifying the strategies of visibility and dissemination of the theme of democratization of the media in Brazil from the FNDC, in cyberspace, from the use of ICT , In order to generate reflection, debate, information and awareness about the scenario of the Brazilian media, concentration of the sector and injury to fundamental rights and guarantees, especially the right to communication and the right to information. Thus, configuring the making of the present research was chosen using the method of inductive approach, starting from a conception of the rights above narrated, to gather a general representation about the dangerousness of these when suffocated by the concentrated media. As a procedural method, the historical and functionalist method was selected, as well as a research technique based on a documentary source and a bibliographical research, in order to provide the elements for the desired theoretical construction. Finally, the emergence of ICTs as potential instruments of diffusion and visibility of the democratization of the media in Brazil was verified, being used as a great artifice of social movements, especially the FNDC, with the objective of change and transformation in the media scene from the country. / Este trabalho destina-se a tratar acerca do Direito à Comunicação e Direito à Informação na Sociedade em Rede a partir da utilização das Tecnologias da Informação e Comunicação (TIC) pelo movimento social FNDC como estratégia de divulgação da temática relacionada à democratização da mídia. Nesse sentido, o Brasil, ao contrário de outros países como Alemanha, França e Canadá, o Estado ofertou à iniciativa privada a possibilidade de execução do serviço de radiodifusão. Logo, a composição do cenário da comunicação social brasileira gerou o domínio do sistema por grandes grupos privados de comunicação, os quais foram marcados pela consolidação e hegemonia desses grandes grupos privados comerciais em alcance nacional e com atuação em diversos segmentos. Por sua vez, tendo a perspectiva de dominação como palco das grandes redes desponta os movimentos sociais como atores responsáveis pela atuação proativa no sentido de promover a mobilização e conhecimento acerca da democratização da mídia. Logo, tendo como base o ferimentos do direito à comunicação e à informação no Estado Democrático de Direito, projeta-se o compasso de modificação nesse cenário a partir da arquitetura das TIC, especialmente a Internet, onde o FNDC revela-se como o movimento social autônomo de maior evidência e repercussão nesta matéria, tendo sob sua égide a mantença da discussão da temática, bem como a prerrogativa de promover o alargamento da discussão e conscientização sobre o tema da democratização dos veículos de comunicação no Brasil, além do risco dessa concentração do setor ao direito à comunicação e ao direito à informação, haja vista também a nocividade ao Estado Democrático de Direito, quando calam-se as vozes dissidentes e silenciam-se a pluralidade das organizações sociais, ativistas e movimentos sociais. Dentro desse panorama que justifica-se o acerto e a proposição da presente pesquisa, que centra-se em verificar as estratégias de visibilidade e divulgação do tema da democratização da mídia no Brasil a partir do FNDC, no ciberespaço, a partir do uso das TIC, afim de gerar reflexão, debate, informação e conscientização sobre o cenário da comunicação social brasileira, concentração do setor e ferimento aos direitos e garantias fundamentais, especialmente o direito à comunicação e o direito à informação. Deste modo, configurando a feitura da presente pesquisa optou-se pela utilização do método de abordagem indutivo, partindo de uma concepção dos direitos acima narrados, para angariar uma representação geral sobre a periculosidade destes quando sufocados pela mídia concentrada. Em sede de método de procedimento, elencou-se o método histórico e funcionalista, além da técnica de pesquisa baseada em fonte documental e pesquisa bibliográfica, com vistas a fornecer os elementos para a construção teórica pretendida. Por fim, restou verificada a emergência das TIC como potenciais instrumentos de difusão e visibilidade do tema da democratização da mídia no Brasil, sendo utilizado como grande artificie de movimentos sociais, especialmente o FNDC, com objetivo de mudança e transformação no cenário dos meios de comunicação do país.
